As i se as i said earlier, this is an item that has been going on and off for the last two decades, and i think many of us thought this was the time to resurrect this item that started under the leadership of louise moscovitch many years ago. There has been no provenation about anything. We want to do it right, but we want to go about, albeit difficult during covid, a robust and inclusive outreach process. We will return to this item in the months ahead, and this is an information item. Madam clerk, can you read the next item. Clerk item 8, major Capital Project update, better Market Street. This is an information item. Chair peskin miss olea, welcome back. [please stand by] we held online meetings on november 4th and last night, november 9th. We also will we having a meeting this thursday, november 12th, which is hosted by the lighthouse for the blind and the Mayors Office on disability. We have heard a lot of comments from the public throughout our outreach. There is a lot of disappointment with design changes. A lot of cyclists do not like having to share the curb lane with taxis and delivery vehicles. They would like a protected bikeway. Disability advocates remind us taxis are part of the paratransit system and need access to Market Street. Some blocks have access from alleys behind the building, but some blocks do not. Transit advocates are concerned with all transit vehicles in one lane. They worry the muni lane will become congested. There is concern with enforcement of car free market and peak hour delivery. Both the public and the city want a selfenforcing design that isnt deepen department on officers being posted on every intersection. People requested barriers to force right turns at the intersections. There have been a lot of questions about costs and concerns that we are still spending a lot of money, and there is questions about the full corridor design orthopedic what comes next or what comes next. I will show you two slides that have been added and are posted on the ta website as part of this board package. We talked about the cost comparison last time and estimate we will save over 60 million in the first phase of construction between fifth and eighth streets. This is a breakdown of the Construction Costs. The Construction Costs themselves can be about 75 million. This is the construction contract broken out by trade. What you will notice here, it is sorted by from most expensive or most cost to least. The majority of work in this contract is maintenance or state of good repair. That is costly. A lot of it is under ground, and we will upgrade the aging infrastructure. These improvements are needed and will provide better infrastructure for the city. The enhancements are limited to the roadway and the landscape categories. Of that about 4 million is foreign chancements. Enhancements. When you throw in the signal costs is a little over 4 million, you will get all of the safety improvements as well as transit. None of this work would come back in the future to provide a bike lane or replace the sidewalk. Our intent is to come back between fifth and eighth streets to replace the sidewalk and provide additional enhancements in the future. As far as what is next. We know phase two of better Market Street is the new streetcar track around mcallister as well as replacing the existing track on mcallist mcallister. East of fifth street we havent completed the design. We are dependent on the transportation recovery plan. We are conscious of the fact Market Street doesnt need the same Cross Section for the entire corridor, similar to today. We also know that west of fifth street the Cross Section will look very different. We are still moving forward the hub area plan, which extends the walk or narrows the roadway to just one lane in each direction providing protected bike lanes. These slides are meant to provide Additional Information for some of the Public Comment we received last time, and we are happy to answer any questioning that you have. Thank you. I am here to emphasize the importance of Public Outreach and engagement. We are considering drastic changes to a project this big. I want to acwilling and thank the staff acknowledge and thank the staff for extending the outreach period for the remain deer of the month so the public can provide more detail. As we said from the beginning since this has been introduced, we recognize the constraints the city is working under, specifically economic challenges of delivering the project as originally designed. We also recognize that federal funds and the need to start the project to take advantage of the federal funds are critical to delivering a project to serve the needs of the people of San Francisco. The project does not feel that the safety and the encouragement element of the bikeway design meet the standards we would expect for a project called better Market Street. We look forward to working with city staff in the weeks to come to make improvements where possible and to realize a Market Street is entire city can be proud of. We have a once in a generation chance to touch this street and we need to do the best we can in that timeframe. I first want to thank everyone who is part of this project. You have got me involved in local politics in a way i have not been involved in the past. I used to think of the city as the unicorn of spirit and leadership of policy and doing things right. Here i am and i cant believe my anger and frustration of the situation. I dont think there is ill intention behind it. The fact that you are asking cyclists the share the road with motor cars just shows the fact that kids are not going to go there, elderly are not going there, anyone who doesnt have to go there or tourists are not going there. It is disappointing, upsetting and i hope the city or commission will reconsider the Current Situation and find a way to do something about this. Essentially to separate the bikes from the streets and the cars. It is very simple. I dont need to educate you on why or give you an example. This is a once in a Generation Opportunity to adjust the problems. Once in a generation to redesign Market Street to make it proud of and not to run away from. This is to continue the separation. I have provided comments during the two virtual open houses during the last two weeks and asked the staff to post the comments, questions and responses from the round of outreach consistent with my prior comments on pricing. I would say given the funding available now, design changes seem reasonable to me. I hope that staff will review whether the new design is within the approved ier or needs further review. I am not enjoying filing any more. Finally, i think the comments i heard at least during the two virtual open housing seemed angry and entitled. We can do better than that. Fine to have disagreements about policy. We should do that in a civil i l way. I am trying to and i hope others will, too. Clerk five more speakers on the k queue. I am an organizer with people protected, Grassroots Organization of over 500 members for state street San Francisco. I own a business on market for six years. Lived within three blocks for 10 years. Market street should be first that i got involved in San Francisco 10 years ago. I am deeply disturbed about worse Market Street. Taxis, trucks and private cars always drive faster on new pavement. Bikers will have to share lanes and people walking will have vehicles threatening their lives. Market street is high injury corridor. Fifth and market is the most deadly intersection on all of Market Street. I understand the budget constraint. I was a Small Business owner on the street. I know how hard it is to operate during covid. The fact that staff has doubled down on the plan disturbs me to the core. The sidewalk protected bike lane is needed for most vulnerable. Until then they have to share the lane. People like my mom who use the street to get to the street to get to their house need to be safe. They use Market Street as a cut through. Imagine biking at night alone with a taxi driver down your neck. If you are going to put protected bike lanes into this project, we need turn barriers every two blocks. Mechanical blocks that can be used so Market Street cannot be used as a cut through. It is not safe. Your two minutes begins now. Caller paul valdez. I am an organizer for the light of silence in San Francisco, honoring the lives lost of people biking in the city. I want to thank you for the hard work you have given us thus far. For 30 years this is near and dear to me. I enthusiastically shared my thoughts and experiences more specifically to streetscape. I scheduled meetings and spoke out on the steps of city hall for the design a year ago. As a person biking this is a proposed change and a shock. I am disappointed. The decision to water down the safety are nonvisionary. This new design will not encourage families or intergenerations of san franciscans or visitors. It is a Sustainable Way to move on Market Street. This does not encourage it. I understand the budget constraights and impact of covid. I feel this proposed design was rushed, lacked appropriate community outreach. It baffles me to the core we introduced sharing Market Street as proposed design element. Market street is not illegal. It is the city blended civic street. As we all know green paint doesnt protect, doesnt save lives. Sharing is not caring. Sharing can be deadly. I know there are many design challenges on Market Street, utilities and so forth. Please reconsider for better safety. I do not want this to be the bummer Market Street project. We want to make sure that we have the best protection for all users moving forward. Also, we should implement removable barriers to keep unwanted vehicles out of the curb lane. I want to focus on asking why this is so vital to this plan . It is notorious to going between fishermans wharf. I dont understand why that is still a feature when Everything Else is cut out. I am jody of walk San Francisco. I want to add a couple of words. First, i did want to thank the e City Department for extending the outreach and sending out a survey to help improve engagement. People are part of this project 10 years plus. These changes are big and voices need to be heard. I want to recognize we do understand as advocates the constraints the city is under in funding. We are asking for just to listen to us and see what we can do under these funding constraints. Walk San Franciscos biggest concerns are five of the biggest concerns are along Market Street. Fifth and market is in the first face. It is a car free private vehicles off Market Street. We have yet to see a plan to reduce private vehicles on this corridor. Currently there is fewer cars on Market Street. We are in a pandemic right now so people are not driving down Market Street. That is going to change. We would like to see the way the city plans to address this. We feel that demonstration project can happen now. We dont need to wait for demonstration project if director collins says yes we can can do right turns thank you for listening to the public and the advocates. Clerk thank you, caller. Obviously, there is a lot of continuing concerns about the new design. I just had a few questions. I know i asked a lot of questions the last time around. Do you have an update on how many responses have been received so far from the virtual open house . We are still collecting comments. We did not have a survey. That will be going up today. Hopefully later today, if not first thing tomorrow morning. We have received comments to our open house via email. On email yesterday we had 50 between november 4 and november 9. Commenters last night we had 25 people speak plus a lot of comments in the chat in zoom in the question and answer. I dont have a total today. We are compiling all of the comments and questions. We will have those posted on our website. I would say to date we have probably received over 100 comments. What in general have the responses been . Most of the comments have been from cyclists, people who bike Market Street frequently. Most are disappointed with the design changes and would like to see a protected bikeway. We have gotten one or two bicyclists in support or comments from a few cyclists in support of the changes who feel comfortable riding in the street already. A few questions and comments about transit and Transit Service on the corridor, concerns about transit being in the center lane. Our modeling and our count shows we can accommodate up to 20 increase. [ inaudible ] we are losing you there. They like having the full sidewalk. For the Disability Advocates and disabled we have heard support for keeping taxis on Market Street as part of paratransit. We have also heard support for keeping the full sidewalk width for people walking. Are there modifications that are being considered as a result of this feedback . Yes. We are open to treatments and restrictions that dont require us to move the curb line. Already we implemented paints buffer and raised curb to separate vehicle lanes and speed table in the curb lanes. We are also looking at the speed limit on Market Street as well as forced right turns, as many
