Recommendations. And to establish a public bank. The b. L. A. Knows that san franciscans are in crisis. And the local institutions flood a public bank need a public bank that could be accountable to our community. And i ca can direct money to resources that are needed right now. Small businesses, people without jobs, and immigrants, and the health care. In a time of crisis we need action to address these local needs. A public bank is a good solution in that direction. In closing, i want to thank you, chair fewer, and chelsea for your leadership on this issue. And i greatly appreciate the supervisors support. Thank you. Clerk thank you for your comments. Next speaker, please. Caller hi, my name is kea and i grew up here and i would like to say that i recommend that and to look forward for the b. L. A. Recommendation and to start investing in our communities and i think that this is a time to start a public bank, it is really now. And we have seen how volatile wall street banks wall street can be. Theres mistrust in wall street from the public. And i just think that its what the people want. And its also a great step forward. I really believe even if there are upfront costs that in the long run youre investing in our future. And as a young person i think that is incredibly important. Caller hello, good morning, supervisors. Or afternoon. Clerks and chair fewer. This is s. F. Public Bank Coalition and important to have these hearings, a long time coming. I want to start with general frustration, just the fact that this task force idea was introduced in 2017 and didnt start for another year later and a year to complete to get to this hearing. Im not saying it to cast blame, but to emphasize that the public has been waiting and were hungry for real first steps. I want to remind everyone that the conversation really should be about how we get to a public bank, not if we need a public bank. I think that, unfortunately, a lot of the stuff in the treasurers report shows that maybe in the Treasurers Office mind its about this conversation. I urge the committee to move forward with the recommendations provided in the b. L. A. Report and we as a Coalition Support the phasedin approach, with the creation of a depository bank we can invest in marginalized communities now. And about the issues of cost, i remind people that costs we never talk about the cost of the current system, and the lost opportunities and not of having a public bank. Its not a cost, its an investment. Two very different things. I wanted to also suggest this idea floated before about purchasing an existing bank, this solves a lot the initial issues discussed. I want to say that although this has been delayed its still very far ahead than every other major city that is trying to do this. So we have a real opportunity to be a leader and to show the rest of the country how to break up with wall street. If San Francisco cant do it, i dont think that any other city can. So we can lead this effort and show the rest of the country. And i will finish by saying this isnt just about divestment, this isnt even about investment. This is about fundamentally changing the relationship local governments have with large Corporate Private Financial Institutions. If we make this fundamental change, our emergence from that will be a Financial Institution that acountable and where money is equitable and one that safeguards and protecting our taxpayer money. So, please, thank you for all of the work and thank you supervisor fewer and chelsea, you guys, were going to miss you. Theres so much work that you have done on this and really hope that we get more momentum too in 2021 as well, so thank you for hearing this. I appreciate the time. please stand by today. clapping. ive been working in restaurants forever as a blood alcohol Small Business you have a lot of requests for donations if someone calls you and say we want to documents for our school or nonprofit ive been in a position with my previous employment i had to say no all the time. My name is art the owner and chief at straw combinations of street food and festival food and carnival food i realize that people try to find this you dont want to wait 365 day if you make that brickandmortar it is really about making you feel special and feel like a kid again everything weve done to celebrate that. So nonprofit monday is a program that straw runs to make sure that no matter is going on with our business giving back is treated just the is that you as paying any other bill in addition to the money we impose their cause to the greater bayview it is a great way for straw to sort of build communicated and to introduce people who might not normally get to be exposed to one nonprofit or another and i know that they do a different nonprofit every most of the year. People are mroent surprised the restaurant it giving back i see some people from the nonprofit why been part of nonprofit monday sort of give back to the program as well answer. Inform people that be regular aprons at straw they get imposed to 10 or 12 nonprofits. I love nonprofits great for a local restaurant to give back to community thats so wonderful i wish more restrictive places did that that is really cool. It is a 6 of nonprofit that is supporting adults with autism and down syndrome we i do not involved one the wonderful members reached out to straw and saw a headline about, about their nonprofit mondays and she applied for a grant back in january of 2016 and we were notified late in the spring we would be the recipient of straw if you have any questions, well be happy to answer thems in the month of genuine we were able to organize with straw for the monday and at the end of the month we were the recipient of 10 percent of precedes on mondays the contribution from nonprofit monday from stray went into our post group if you have any questions, well be happy to answer theming fund with our arts coaching for chinese and classes and we have a really great vibrate arts program. We we say thank you to the customers like always but say 0 one more thing just so you know youve made a donation to x nonprofit which does why i think that is a very special thing. It is good to know the owner takes responsibility to know your money is going to good cause also. It is really nice to have a restaurant that is very Community Focused they do it all month long for nonprofits not just one day all four mondays. We have a wall of thank you letters in the office it seems like you know we were able to gas up the 10 passenger minivan we were innovate expected to do. When those people working at the nonprofits their predictive and thank what straw is giving that in and of itself it making an impact with the nonprofit through the consumers that are coming here is just as important it is important for the grill cheese kitchen the more restrictive i learn about what is going on in the community more restrictive people are doing this stuff with 4 thousand restaurant in San Francisco were doing an average of 6,000 a year in donations and multiply that by one thousand thats a lot to 5, 4, 3, 2 , 1. A place that used to look a lot darker and today is sun is shining and its beautiful and its been completely redone and been a Gathering Place for this community. I have been waiting for this garden for 3 decades. That is not a joke. I live in an Apartment Building three floors up and i have potted plants and have dreamt the whole time i have lived there to have some ability to build this dirt. Let me tell you handout you how to build a community garden. You start with a really good idea and add Community Support from echo media and levis and take management and water and sun and this is what we have. This is great. Its about environment and stewardship. Its also for the we implemented several practices in our successes of the site. That is made up of the pockets like wool but they are made of recycled plastic bottles. I dont know how they do it. There is acres and acres of parkland throughout golden gate park, but not necessarily through Golden Community garden. We have it right in the middle of the time is 5 00 p. M. To everyone who came out tonight to this meeting on the commission on the environment, let me begin by sharing the best practices for this meeting. I will ask all of the members of the commission to you to yourself to minimize background noise. You will have to remember to unmute yourself to comment when its your turn to do so. There is staff in the background who will be managing the technological functions during the meeting so we can switch from live presentation to whoever is speaking at the moment. We will ask everyone to be patient as they make this adjustment. This will be our third Virtual Commission meeting. Im excited to see we are getting more efficient and comfortable. We have returned to our regular schedule and we have an Upcoming Committee on october 21st. Our last meeting in july was memorable and we received more than 20 Public Comments. I think we can all agree the comments we received were taken to heart and we incorporated them into the letter that we signed on behalf of the commission and sent to the board of supervisors. The initial issue of natural gas could not be more timely because not only is it a second largest generator of a mission, but a huge threat to public safety. That connection to Climate Change and human health was on full display display last week. Now that the Electricity Supply is approaching zero emissions, eliminating natural gas is the next step forward for San Francisco. I am confident the board of supervisors will move this forward. My name is susan with the plant society. Im a San Francisco resident and i appreciate everything the department is doing to help make us more Carbon Neutral and more resilient. The department of environment spearheaded the San Francisco biodiversity resolution and im hoping that will turn into [indiscernible] and every part of the city of San Francisco will plant only local native plants to support the biodiversity. With all the emphasis on carbon, please keep in mind we have additional disasters going on. Not just Climate Change. Not just the pandemic, but also biodiversity losses. There are hundreds of thousands of dead birds in new mexico, colorado and texas due to smoke from wildfires pushing them out of their migratory patterns. They died because they starved to death. We can see them, but we need to see them [indiscernible] please continue to push the rest of San Francisco to plant local San Francisco native plants. That concludes my comments. Thank you. The next item is item five. Presentation on the citys Economic Recovery Task force and the role for the environment in recovery environment. This item is for discussion. Would you like to introduce the item . Thank you. Tonight, or this time of year marks about six months of shelter in place due to the covid19 pandemic. I think we all remember that day in midmarch when the hammer dropped and the mayor decided that we would be the first city to institute a shelter in place. I dont think any of us had any idea how long it would be and we would be here six months later still with no specific end in sight. And we wanted to paint a bit of a picture for you on the commission in terms of the reality of the state of our economy and what some of the discussions have been around how we are going to both respond to the pandemic and put in place policies and programs that would help us recover from the pandemic. Right now, 54 of our storefronts have been closed. We have about 193,000 unemployment claims. When you think about it city of 800,000, 900,000 people, that is a big number. And, of course, no one on this call or this meeting knows what the future holds, but we as a commission and we as a department want to make sure that whatever that future is is not businesses usual. It is better than ever before. So when we are back to whatever normal is, we are looking through the lens of green and true sustainability. What we want to offer tonight are three views of San Francisco today and some of the voices that are at the tabl
