Country, are going to move forward. The efforts that we are making, we need to double or make those much more effective, and therefore, weve written a number of resolves that were intending to do. I think commissioner chung raises, then, the other issue that president bernal has spoken to, which is these are not the only disparities that we need to address, and that often, we kind of take the disparity of the day, spend a lot of effort in it because we have limited resources and forget the others. And i see this resolution, then, as a means of trying to tie all of these together, including the issues that commissioner chung has raised, which should be part of the work being done on the part of black and black transgenders. And we have other areas that include our other minorities that we also need to work on, and i think that is what our final resolve actually speaks to in terms of the work our commission will need to do to address those so that we dont wait for another uprising for another Disadvantaged Group in order to grab our attention. So i would like to actually second or support president bernals suggestion that we accept this resolution as it is, speaking to how our black community has bought this to us, and that the work of our commission is in the resolution, and that is what i had moved, and i would suggest that we move forward to vote in favor, and hoping that my colleagues would also join in this. Commissioner chow, i know that commissioner christian would like to be recognized. Thank you, commissioner bernal. So i appreciate everything thats been said and in a way would like to further commissioner chows suggestion, but i think fundamentally, its important for us to understand what were doing here today. I think it would be hugely unfortunate and unnecessary if anybody walked away from this meeting thinking there was a struggle with this Commission Accepting the voice of the community and joining it versus the view that this Commission Accepts the voice of the community and joins it and wants to speak specifically about what this agency will do in order to continue the attack against systemic racism and the fight for black and african americans. So i think in my mind, when i heard this was coming to us, i wasnt sure whether we were getting a resolution that was going to be the same and presented across each commission and agency to be adopted, and that everybody was adopting the same one or whether the other agencies would be saying yes, we accept this, we join it, and we are adding in specific to our duties and our responsibilities related to this resolution. So i think i would like to hear from the people who brought this resolution to us. I think its important for the department of health to say yes, yes, yes, and this is what is in our purview, and this is what we can do. We can say that at a separate time. We dont need to say that in this resolution, so i would like to hear from the authors and the people that brought it to us if they prefer us not to do it that way or what is it theyre seeking from us tonight. So thank you, commissioner christian. I will just say, i think the hope and the goal was to move forward in a statement. I dont think we have to have necessarily again and i would defer to brittany and nyesha. I would just say first, because im not on video, and for those folks who dont know me, i think the real struggle here is as a black woman who is moving this forward, in some way, its selfserving where its amplifying what people are doing. Its not just to own and talk about being black, but the fact that you have to be black and, and, and, in order for us to speak about this and move it forward speaks to a hierarchy or as people are saying, human olympics. We just want to be able to say that antiblackness is a real thing. We realize it may be experienced differently, but we just want to say at the bottom level of the hierarchy or the top, to be told well, youre not as black as this, and so yso just to say as black people in this town, as a black person, i still have anxiety about walking into a store and being followed. It impacted my health. However you all decide to do this, just ultimately, we dont want to have the oppression olympics in the black community, we all just want to say that people are suffering at some point. I did want to directly address your statement about the process that went into drafting this resolution. I look forward to working with you on this in a way that is as respectful as possible, and i also want to thank you for presenting us with this opportunity to improve in places that improvement is needed. Thank you, director davis, and first and foremost, i want to apologize if my intention had caused, like, more discomfort for the original author of the resolution because thats not really what i was hoping to do. My hope is to be a real committed ally to look at how some of the ways on this commission that i can champion. I want to just express through the chair, i think there are i will say for all of us doing shelter in place, and just everything that has happened over the last few months beyond covid, the george floyd homicide, all these pieces, like, theres all these emotions that are tied to this resolution, and so i am really speaking from a very personal space and want to own and acknowledge that, but also, at the same time and i would really love, commissioner chung, to have the opportunity to work and do more because i am just as passionate as what you are talking about, and how we talk about intersectionality. I think for me at this point in time it really is less about i sense no ill intent, and i dont perceive that. You know, just for me, this process of what this looks like and how weve done this, i know a lot of people were excited about being able to say that, succinctly say that. So no harm done on my part, and i think, chair bernal and others, theres been no ill intent received from anyone there. Were just all passionate and excited about the movement and look forward to growing deeper with the department of Public Health. I know that dr. Colfax and i have had exchanges. This work has been during the time of covid has just been increased in terms of having conversations around racial identity and how the city steps up to see people, so thank you so much for the apologies. I dont think its necessary, and just appreciate your passion for this work. And you have my commitment that i would, like on record, that i would work as hard as i possibly can to with the black community in San Francisco to make sure, like, we can, like, erase antiblack racism in San Francisco. And i just wanted to say this is brittany. My comments were not directed to commissioner chung. They were directed to the Commission Secretary and working with him. If this measure passes, any company that pays Top Executive one hundred times more than the median worker, well have a. 1 surcharge added to the payment and the more inequify between the Top Executive and workers, the higher the surcharge. The tax will raise up to 140 million every year and this measure not only raises muchneeded funds to fix cracks in our Healthcare System but incentivizes the companies to invest in their workers and not executives. Businesses can avoid the tax by paying executives less or by raising their employees wages. Big businesses, i hope, will be on the right side of history here and this is a very targeted tax only on businesses that are still doing very well, Large Businesses that are still paying Top Executives millions of dollars. We need a little more support as we face one of the worse budget deficits that weve seen to ensure we can hire nurses, doctors and essential Health Workers to fight this pandemic on the front lines. I hope you will support this overpaid tax because this is a critical measure to boost our services and protect our services and ensure that we recover economically during this difficult time. Again, i want to thank you all for supporting this ordinance the first time it came around and i think all of us have benefited from it in terms of the public bathrooms and handwashing stations that have been greatly expanded and the hours expanded and i can tell you youve been there a lot on the tree street streets lately. Even with some of reopening, there still arent Public Restrooms opened. As a result of that, these public bathrooms out there right now are as critical and essential as ever, especially for the people who continue to be homeless on our streets, but not only for the people who are Homeless Partnership know that many essential workers are relying on public bathrooms. Every time i walk by them, theres a line and its been hugely critical and an essential part of our citys frontline response to prevent the spread of the covid19 and especially as we see a surge of covid19 cases throughout the city, including in places like the tenderloin which now has one of the highest infection rates and i think it is critical and essential that we renew this emergency ordinance so that we can continue to provide access to ban bathrooms and handwashing station which are key to maintaining Public Health during this horrific public Health Emergency. As i understand it, the costs of implementing this ordinance are reimbursable through fema and i hope that you will consider supporting this ordinance and extending it so that this essential service will continue to stop the spread of covid19 amongst our residents and also provide an essential service that needs to be there tor peoples human dignity. Again, this is something that people are relying on all over the city and i hope its something that becoming standardized, but ultimately, theres to doubt in my mind that we need to extend this emergency authorization for another 60 days which will continue to provide services for the 63 pitstop locations including the ones that had been added over the past fewmans. Few months. I hope we can put this forward and extend this emergency ordinance further. Good morning. Im from the Budget Analyst Office and as supervisor hainey said, this would extend the pit stop locations for another 60 days. We show on page 16 of our report, the current budget for all of the pitstop programs, not just the ones that are extended through the emergency ordinance, but also the ones that predated the emergency. Our estimate is that extending the emergency by 60 days would cost 200,000 per week or 1. 7 billion over the term of the extension and we consider approval to be a policy matter for the board and im available for questions if you have any. First, ill provide a brief project background and function of southeast plant and ill then provide project evaluation and then dive into scope up Engineering Services and then explain the need for an amendment and will take any questions you may have at the end. As you are aware, the southeast plant is located in bayview and the southeast plant is bound by evans avenue on the east and south street on the south.
