The answer to that is, yes, we will have protocols in place if one of the things to keep in mind is that no decision has been made, but when Young Students return, yes, there are protocols in place to remind them frequently of washing hands and we will have practises to do that. speaking Foreign Language . [ laughter ] i think that some people express that they would like their kids to stay home and have Distance Learning, but no matter what, i think whether its for students or teachers or families. That is the question highly rated. We agree. Absolutely, we feel the exact same way. So if you increase the distance within the classroom, do you have enough space for the same amount of children and teacher ratio or will you hire more . speaking Foreign Language . So the guidelines or the county will come out tomorrow. We will look at what those guidelines say and then we will determine the appropriate space usage in the classrooms. speaking Foreign Language . Knowing what our budget is, we will not have dollars to hire more teachers. We will not, right . I just want to clarify. We will not. speaking Foreign Language . So we will be working on whats the best usage of adults, for example, what hybrid model works best to have adults and students in a class that meets the guidelines. speaking Foreign Language . No . speaking Foreign Language yeah, i think this brings up a very important point because the important thing would be to have a very, very large distance between students and between teachers, but we know thats not possible. When we talk about distancing, one thing to keep in mind we know from the science now that children are less likely to have serious infection and theyre also less likely seems like theyre less likely to infect each other. speaking Foreign Language . So for that reason, there is a little flexibility around distancing, especially among Young Children because we know that Young Children interacting with each other is so important to their development. speaking Foreign Language . How can we ensure the campuses are safe . Will teachers be responsible for cleaning in between subjects and will students be held responsible for staying protected . So a couple of things. We will do the best we can to make the campuses as safe as possible. speaking Foreign Language . I wish i could say we can assure absolute safety, but you know theres anywhere in society that we can ensure that. We will definitely have custodians cleaning, especially in more hightouch areas on a more frequent basis. But i believe what were learning and dr. Fang can speak more to this, that the touch areas arent as important as the Face Covering and so you can if thats incorrect, you can correct me, dr. Fang. speaking Foreign Language . Thank you for bringing that up p. Up. Do you remember a few months ago when everybody was disinfecting our groceries and packaging and spraying them all down . We didnt know a lot about the virus back then. We thought it would live on the surface and you could catch it that way. But were starting to realize the risk is from person to person. So the risk with the groceries is really going to the Grocery Store and being with other people, not really touching Something Else someone else might touch. speaking Foreign Language so again, the risk is really from the droplets that come out when people are talking or coughing or in close proximity with each other. Yeah, so if we do end up having some component of inperson learning, one of the Main Responsibilities of the students, especially the older ones, will be to consistently wear their Face Coverings. speaking Foreign Language . Because another comment i saw was absolutely right. There is a lot of people that have covid that might not know it and so that is why having everyone wear Face Coverings can help to prevent the spread. So dr. Thats the main thing and the second one below is how can School Social distancing, how can schools ensure students are social distancing . And the last one that is there, it suggests more paper resources, paper learning resources. And so, let me address that. I can give you the whole thing. It suggests that schools can get more paper learning resources and this way, they can learn at home and parents will also know more about their childs learning and give them help. And both committees are looking at how we can get better at making sure that high quality learning occurs. speaking Foreign Language . We know thats not al all ofr students will be able to return in the fall. I should say at the beginning of the fall, on august 17th. So with that in mind, we are looking at ways to make sure that the learning, if its distance learn, its of the highest quality. So getting recommendations like this, like increasing paper learning speaking Foreign Language . Will assist us in getting stronger. speaking Foreign Language . Can i just add in, so this is the predicament were in. We already know that Distance Learning cannot substitute for inclass learning with the teacher. speaking Foreign Language . So it doesnt mean that we arent going to do our best to provide highquality learning at home, but again, we know that theres no substitute for having children with their teachers in a classroom. In a variety of languages, including cantonese. We are also working on families who need to fill out the survey on the phone. On next tuesday, july 14th, and july 28th, we would have a board of education meeting where we will be giving updates on our thoughts to the board. So this is a great opportunity to learn more of what were thinking. As i said, no decision has been made, but we thank you tonight for giving us your feedback to help us make a decision. I want to express how grateful i am, as well. You families are our partners in education and we really, really appreciate you giving us your time tonight. On behalf of the San Francisco board of education, thank you so much and good evening. My name is doctor ellen moffett, i am an assistant medical examiner for the city and county of San Francisco. I perform autopsy, review medical records and write reports. Also integrate other sorts of testing data to determine cause and manner of death. I have been here at this facility since i moved here in november, and previous to that at the old facility. I was worried when we moved here that because this building is so much larger that i wouldnt see people every day. I would miss my personal interactions with the other employees, but that hasnt been the case. This building is very nice. We have lovely autopsy tables and i do get to go upstairs and down stairs several times a day to see everyone else i work with. We have a bond like any other group of employees that work for a specific agency in San Francisco. We work closely on each case to determine the best cause of death, and we also interact with family members of the diseased. That brings us closer together also. I am an investigator two at the office of the chief until examiner in San Francisco. As an investigator here i investigate all manners of death that come through our jurisdiction. I go to the field Interview Police officers, detectives, family members, physicians, anyone who might be involved with the death. Additionally i take any property with the deceased individual and take care and custody of that. I maintain the chain and custody for court purposes if that becomes an issue later and notify next of kin and make any additional follow up phone callsness with that particular death. I am dealing with people at the worst possible time in their lives delivering the worst news they could get. I work with the family to help them through the grieving process. I am ricky moore, a clerk at the San Francisco medical examiners office. I assist the pathology and toxicology and Investigative Team around work close with the families, loved ones and funeral establishment. I started at the old facility. The building was old, vintage. We had issues with plumbing and things like that. I had a tiny desk. I feet very happy to be here in the new digs where i actually have room to do my work. I am sue pairing, the toxicologist supervisor. We test for alcohol, drugs and poisons and biological substances. I oversee all of the lab operations. The forensic operation here we perform the toxicology testing for the Human Performance and the case in the city of San Francisco. We collect evidence at the scene. A woman was killed after a robbery homicide, and the dna collected from the zip ties she was bound with ended up being a cold hit to the suspect. That was the only investigative link collecting the scene to the suspect. It is nice to get the feedback. We do a lot of work and you dont hear the result. Once in a while you heard it had an impact on somebody. You can bring justice to what happened. We are able to take what we due to the next level. Many of our counterparts in other states, cities or countries dont have the resources and dont have the beautiful building and the equipmentness to really advance what we are doing. Sometimes we go to court. Whoever is on call may be called out of the office to go to various portions of the city to investigate suspicious deaths. We do whatever we can to get our job done. When we think that a case has a natural cause of death and it turns out to be another natural cause of death. Unexpected findings are fun. I have a prior background in law enforcement. I was a Police Officer for 8 years. I handled homicides and suicides. I had been around Death Investigation type scenes. As a Police Officer we only handled minimal components then it was turned over to the coroner or the detective division. I am intrigued with those types of calls. I wondered why someone died. I have an extremely supportive family. Older children say, mom, how was your day. I can give minor details and i have an amazing spouse always willing to listen to any and all details of my day. Without that it would be really hard to deal with the negative components of this job. Being i am a native of San Francisco and grew up in the community. I come across that a lot where i may know a loved one coming from the back way or a loved one seeking answers for their deceased. There are a lot of cases where i may feel affected by it. If from is a child involved or things like that. I try to not bring it home and not let it affect me. When i tell people i work at the medical examiners office. Whawhat do you do . The autopsy . I deal with the a with the enou with the administrative and the families. Most of the time work here is very enjoyable. After i started working with dead people, i had just gotten married and one night i woke up in a cold sweat. I thought there was somebody dead . My bed. I rolled over and poked the body. Sure enough, it was my husband who grumbled and went back to sleep. This job does have lingering effects. In terms of why did you want to go into this . I loved science growing up but i didnt want to be a doctor and didnt want to be a pharmacist. The more i learned about forensics how interested i was of the perfect combination between Applied Science and criminal justice. If you are interested in finding out the facts and truth seeking to find out what happened, anybody interested in that has a place in this field. Being a woman we just need to go for it and dont let anyone fail you, you cant be. With regard to this position in comparison to crime dramas out there, i would say there might be some minor correlations. Lets face it, we arent hollywood, we are real world. Yes we collect evidence. We want to preserve that. We are not scanning fingerprints in the field like a Hollywood Television show. Families say thank you for what you do, for me that is extremely fulfilling. Somebody has to do my job. If i can make a situation that is really negative for someone more positive, then i feel like i am doing the right thing for the city of San Francisco. Hi. Y of San Francisco. Im chris manners, and youre watching coping with covid19. Today, in a very special 13th episode, im going to the emergency room. The beach parking lots reopened recently here, so i decided to have my first surf session since the shelter in place order, and as i was getting out, i had a little accident right there. Heres my story. As soon as i hurt myself, i went straight back to my car and took a photo so i could see what id done. Be warned, the picture is a little graphic. Next, i took out my first aid kit and applied a temporary dressing before i drove home. This first aid kit comes from the red cross, and a similar kit is available on their website for around 22. I quickly determined i needed some stitches, so i called the emergency room to see how busy they are. If you have a wound that requires stitches, you can call to see how busy they are, but dont wait too long. After eight hours, they wont see you. I was a little nervous about going to the e. R. During this pandemic, but my fears were completely unfounded. Service was fast, efficient, and the staff whether all helpful and cheer were all helpful and cheerful. After using Hand Sanitizer, i went through security, checked in. My name was called, and they took my temperature and Blood Pressure while asking a few basic questions about myself and my injury. Next, i was taken to a private space, and a nurse came in and thoroughly cleaned my wounds. Then, a doctor came in, numbed my neck, and quickly put in seven stitches. I was released and back home in about an hour. The reason i made this video is there are reports that e. R. S are seeing less patients than usual. Dont risk your health. My visit was very reassuring. They have all the appropriate covid19 protocols in place, great professionals, and theyre there to help. If you need to go to the e. R. , dont hesitate to get the help you need. In fact, since i started this video, ive been back again to get the stitches removed with the same level of care. Well, thats it for this episode. If you need urgent care, go to the emergency room no matter what your financial situation is, and call 911 if you need paramedics or cant get there by yourself. The doctors and nurses will get you there and get you the what were trying to approach is bringing more diversity to our food. Its not just the old european style food. We are seeing a lot of influences, and all of this is because of our students. All we ask is make it flavorful. [ ] we are the first twoyear Culinary Hospitality School in the United States. The first year was 1936, and it was started by two graduates from cornell. Im a graduate of this program, and very proud of that. So students can expect to learn under the three degrees. Culinary Arts Management degree, Food Service Management degree, and Hotel Management degree. Were not a cooking school. Even though were not teaching you how to cook, were teaching you how to manage, how to supervise employees, how to manage a hotel, and plus youre getting an associate of science degree. My name is vince, and im a faculty member of the hospitality arts and Culinary School here in San Francisco. This is my 11th year. The policemrogram is very, ver in what this industry demands. Cooking, health, safety, and sanitation issues are included in it. Its quite a complete program to prepare them for whats happening out in the real world. The first time i heard about this program, i was working in a restaurant, and the sous chef had graduated from this program. He was very young to be a sous chef, and i want to be like him, basically, in the future. This program, its awesome. Its another world when youre here. Its another world. You get to be who you are, a person get to be who they are. You get to explore different things, and then, you get to explore and they encourage you to bring your background to the kitchen, too. Ive been in the program for about a year. Twoyear program, and im about halfway through. Before, i was studying behavioral genetics and dance. I had few injuries, and i couldnt pursue the things that i needed to to dance, so i pursued my other passion, cooking. When i stopped dance, i was deprived of my creative outlet, and cooking has been that for me, specifically pastry. The good thing is we have students everywhere from places like the ritz to we have kids from every area. Facebook and google. Kids from everywhere. They are all over the bay area, and theyre thriving. My name is jeff, and im a coowner of nopa restaurant, nopalito restaurant in San Francisco. I attended city college of San Francisco, the culinary arts program, where it was called hotel and restaurant back then in the early 90s. Nopalito on broderick street, its based on no specific region in mexico. All our masa is hand made. We cook our own corn in house. Everything is pretty much hand made on a daily basis, so day and night, were making hand made tortillas, carnitas, salsas. A lot of love put into this. [ ] used to be very easy to define casual dining, fine dining, quick service. Now, its shades of gray, and were trying to define that experience through that spectrum of service. Fine dining calls into white table cloths. The cafeteria is Large Production kitchen, understanding vast production kitchens, the googles and the facebooks of the world that have those kitypes of kitchens. And the ideas that change every year, again, its the notion and the venue. One of the things i love about vince is one of our outlets is a concept restaurant, and he changes the concept every year to show students how to do a startup restaurant. Its been a pizzeria, a taco bar. Its been a mediterranean bar, its been a noodle bar. People choose ccsf over other hospitality programs because the industry recognizes that we instill the work ethic. We, again, serve breakfast, lunch, and dinner. Other culinary hospitality programs may open two days a week for breakfast service. Were open for breakfast, lunch, and dinner five days a week. The menus always interesting. They change it every semester, maybe more. Theres always a good variety of foods. The preparation is always beautiful. The students are really sincere, and they work so hard here, and theyre so proud of their work. Ive had people coming in to town, and i, like, bring them here for a special treat, so its more, like, not so much every day, but as often as i can for a special treat. When i have my interns in their final semester of the program go out in the industry, 80 to 90 of the students get hired in the industry, well above the industry average in the culinary program. We do have internals continually coming into our restaurants from city college of San Francisco, and most of the time that people doing internships with us realize this is what they want to do for a living. We hired many interns into employees from our restaurants. My partner is also a graduate of city college. So my goal is actually to travel and try to do some pastry in maybe italy or france, along those lines. I actually have developed a few connections through this program in italy, which i am excited to support. Im thinking about going to go work on a cruise ship for about two, three year so i can save some money and then hopefully venture out on my own. Yeah, i want to go back to china. I want to bring something that i learned here, the french cooking, the western system, back to china. So we want them to have a full toolkit. Were trying to make them ready for the world out there. Shop and dine on the 49 promotes local businesses and challenges residents to do shopping and dining within the 49 square miles of San Francisco by supporting local Services Within neighborhood. We help San Francisco remain unique, successful and vibrant. Where will you shop and dine in the 49 . San francisco owes the charm to the unique character of the neighborhood comer hall district. Each corridor has its own personality. Our neighborhoods are the engine of the city. You are putting money and support back to the community you live in and you are helping Small Businesses grow. It is more environmentally friendly. Shopping local is very important. I have had relationships with my local growers for 30 years. By shopping here and supporting us locally, you are also supporting the growers of the flowers, they are fresh and they have a price point that is not imported. It is really good for everybody. Shopping locally is crucial. Without that support, Small Business cant survive, and if we lose Small Business, that diversity goes away, and, you know, it would be a shame to see that become a thing of the past. It is important to dine and shop locally. It allows us to maintain traditions. It makes the neighborhood. I think San Francisco should shop local as much as they can. The retail marketplace is changes. We are trying to have people on the floor who can talk to you and help you with products you are interested in buying, and help you with exploration to try things you have never had before. The fish business, you think it is a piece of fish and fisherman. There are a lot of people working in the fish business, between wholesalers and fishermen and bait and tackle. At the retail end, we about a lot of people and it is good for everybody. Shopping and dining locally is so important to the community because it brings a tighter fabric to the community and allows the Business Owners to thrive in the community. We see more Small Businesses going away. We need to shop locally to keep the Small Business alive in San Francisco. Shop and dine in the 49 is a cool initiative. You can see the banners in the streets around town. It is great. Anything that can showcase and legitimize Small Businesses is a wonderful thing. 7 and a half million renovation is part of the clean and safe Neighbors Park Fund which was on the ballot four years ago and look at how that Public Investment has transformed our neighborhood. The playground is unique in that it serves a number of age groups, unlike many of the other properties, it serves small children with the childrens play grounds and clubhouses that has basketball courts, it has an outdoor soccer field and so there were a lot of people that came to the table that had their wish list and we did our best to make sure that we kind of divided up spaces and made sure that we kept the old features of the playground but we were able to enhance all of those features. The playground and the soccer field and the tennis fields and it is such a key part of this neighborhood. We want kids to be here. We want families to be here and we want people to have athletic opportunities. We are given a real responsibility to insure that the publics money is used appropriately and that something really special comes of these projects. We generally have about an opportunity every 50 years to redo these spaces. And it is really, really rewarding to see children and families benefit, you know, from the change of culture, at each one of these properties and as a result of, what you see behind us, more kids are playing on our soccer fields than ever before. We have more girls playing sports than we have ever had before. [ applause ] fp and we are sending a strong message that San Francisco families are welcome and we want you to stay. This park is open. It shows a great interest in our reopening. Hello, welcome to our San Francisco School District town hall meeting. Im mark sanchez, president of the board of education in San Francisco. I want to personally convey to you how appreciative i am that youre here, engaged and your voices are heard. Youre a crucial Stakeholder Group and we cannot prepare for opening the district campuses without your input. Superintendent matthews has established three working groups to provide reopening recommendations to the board of education by the end of this month. This covers teaching and learning, logistics and personnel. The other working groups will be analyzing information from the town Hall Meetings and using it to guide and inform the recommendations again to the board of education. Before i hand it off to dr. Matthews, i want to hello . I want you to know that the board of education is dedicated to opening our campuses based on what is best for the students, families and the staff that work in our schools. We must be guided by what the science tells us. Thats clear. And by what is economically feasible. That being said, we work from the guiding notion that we all desire and need our students at school with peers and educators and some of those who make the classroom the most vibrant and welcoming in the country. Im a teacher and i can tell you that zoom teaching and learning doesnt get us a quarter of the way to the finish line. Its not optimal, believe me. In arranging the town halls, with erealize that the community has many questions such as, are we going to open, is it safe to reopen . What are we doing . When will we know . What will being open look like . Were eager to hear your questions and get your input and well answer what we can and hope you understand there are still many questions we do not yet have answers for. Were asking you to share all of your comments, thoughts and questions during this meeting through thought exchange platform. Because this way we can quickly analyze and make meaning to thousands of peoples input at one time. Next slide, please. During this town hall, its our hope you will gain an understanding for the process of fall planning. What weve learned from the spring semester. The Public Health guidance for the schools and the possibility for the fall. We, the district leadership and the Public Health officials also on this panel, want to hear from you. We want to know what are your questions, what are your concerns, and what are your ideas . Today, were going to share information about the process and health guidance. The majority of the time well be using thought exchange to get your input and hear your questions. After i share a bit more background, well ask you to share, through thought exchange, what worked and what didnt work this past spring as we conducted Distance Learning. Well then hear from the department of Public Health about the important guidelines, including the guidelines that were just released today. That need to be considered as were planning for fall learning. Well be telling you more about thought exchange in a little while. I know its an unfamiliar technology. Its new to me also. I want to let you know why were using thought exchange for these meetings. There are three reasons. Number one, its more accessible. You dont have to download anything to your device. It means that participants with old computers, older smart phones can access there meeting. This is critical. This is feedback weve received regarding meetings in the past. Number two, there is no limit to the number of people that can participate and share their thoughts. When we use zoom, there is a limit to the number of people who can participate. Number three, your input can be seen by others immediately and the working groups and the board will be able to quickly see this input in ways that are easy to analyze and incorporate this information into our planning process. Now here you see a timeline from mid march that goes all the way through our upcoming Board Meeting. This shows a myriad of ways were gathering information to assist us in making a recommendation to the board. As you can see, weve gathered information and continue gathering information through our Family Wellness check, through staff survey, and well talk more about that toward the end of the meeting through working groups. We have three working groups. A teaching and learning work group. A personnel work group and a logistics work group. These work groups are made up for mini communities. Theyre made up of teachers, parents, other Staff Members. Members from the city, our communitybased organizations, administrators. So each of these work groups represent the myriad of our system and those working groups are gathering information and then theyll make a recommendation to a team who will make a recommendation to the board. So working groups are another way were gathering information through a family survey. Well talk about that more. And through these town halls and through the board of education meetings, which people, you have the opportunity to tune into and also give Public Comment at. These town halls are a critical component of informing our recommendations as well. So lets begin with the mission. Now we consider this our ontheground marching orders as a district. Every day we provide for each and every student quality instruction and equitable support required to thrive in the 21st century. This is critical because it guides our decisionmaking. And the question were asking ourself is how can we best provide 21st century skills for our students in our current environment . As i shared in the time line, these town Hall Meetings are an important ongoing learning process that were engaged in as we figure out how to best meet our mission during this time. Through Wellness Check, staff survey and analysis of a number of students who participated in Online Platforms this spring, we have things that have emerged. Many of our students, as you can see here, and these are the pluses and the deltas, while many of our students showed Online Activity throughout the spring most of our students. I said many, but most of our students used Online Activity through the spring but the underserved youth showed the lowest online participation. You can see families in the southeast part of the city reporting more urgent need. Some students had several hours of instruction a day. But then you can see some students had very little interaction with teachers. And one of the pluses that we heard from families and from students is that they had access to a lot of Online Platforms and then what we also heard on the delta side, more options are needed for nondigital learning. Despite overall high rates of activity, africanamerican, latino, american indian, Pacific Islander students have shown relatively lower rates of activity. Foster youth, students experiencing homelessness, students in special education have shown lower rates of activity. Now im going to turn things over to thought exchange to share more about how to share your thoughts. Well be using this to hear from each and every one of you for the rest of the town hall. Hello everybody. Were using thought exchange to hear from everybody in the meeting and understand your thoughts. Youll be participating in two exchanges this evening. It will be a very interactive event. And using the results, the district will review and respond to some of the top thoughts of the group is in agreement with. So im going to bring it up in a different way to speed up the process. So it may be a little bit small for those of you who are joining by phone potentially. But well be able to speak to some of the thoughts that came up in this exchange. Before we do that, i just want to share a little bit about who is in the room right now. So, speaking of a large exchange, we have just over 2800 people participating in this exchange. Over 2000 thoughts. And over 17,000 ratings. So that is the number of times that someone considered the thought of someone else and prioritized it. And we saw people participating in different languages beyond english. Some in spanish, chinese, vietnamese, korean, among others. Though i know its small for some of you ill just share that the majority of those participating tonight are parents or family members. We welcome students as well. There is some of you here as well as staff. Others in the community and a few people who havent said exactly who they are. And ill just share as well, we have people joining who are parents of many different aged children in different grades. And we also asked a survey question about your experience with Distance Learning this spring. So, thank you for sharing that piece. And we will transition to some of the top thoughts in responding to those. But it looks like there are some concerns about children falling behind academically. Thats something that came up when reflecting around Distance Learning. Children being home without connection to other students. Being kind of the two top concerns. And, dr. Matthews, feel free to jump in if you like. Ill share some of the top thoughts that were prioritized in the exchange. As you heard from president sanchez, this was definitely has been today our largest thought exchange. The numbers participating have been quite large, so we appreciate you being here. Definitely believe that this is the most important place for you to be as were discussing the education of the jewels of our community. So really excited and proud and glad that you are here. As we heard, the two concerns previously were around Distance Learning, students being alone or not able to connect and falling behind academically. One of the things that we realize, weve heard this from this information from many of our parents during the spring. So this definitely mirrors what we have heard. As we are moving forward, we have a teaching and learning work group, but inside of the department of instruction and curriculum, this is an area where there is a separate group called the continuity of learning group. And that is exactly what theyve been tackling since april. How do we if we are either in Distance Learning or if we are in a hybrid model, some combination, how do we make sure that any kind of distance instruction is of the highest quality, of a Higher Quality than what we previously experienced . As president sanchez said earlier, the learning that previously took place doesnt come close to what we want or what we expect or what we want for your children or our own children. So the question becomes, if we are in some type of Distance Learning or hybrid model, how do we make sure thats of the highest quality . So these are the in the in the order. Dr. Matthews, these are the top thoughts from the exchange that you wish to speak to. Its a little different than before. It is different view. Sorry about that. Not a problem. So the first one is connection with other students. Just talked about that. Within the continuity of learning group, that is one of the areas that theyre looking at and talking about. And how do we how do we make sure that these connections can happen in a more constructive way than they happened in the past . And one of the things i want to make sure that people understand is that we have not made a recommendation to the board in regards to what learning what type of learning will occur in the fall. The purpose of this meeting is to gather information from you. This actually will assist us and go into the recommendation that we make to the board. So i really need you to understand that. No recommendation has been made at this point regardless of any newspaper article that youve read, or anything else that youve heard, we have not made a recommendation to the board. Can we just mention, because its going to come up again and again during the question part, that we hope by the 14th, this friday, that kind of a highlevel communication to the public and to the board will be made and then well discuss it at the 14th meeting and then finalize at the 28th meeting. But people should have relatively good ideas of where were headed this friday. And thats what weve been communicating to the other town halls. Thank you. The next one. Equity that that every child has access to teachers, food, learning support. This is one of the areas that we have felt was important. Back in the spring, thats why we immediately turned to making sure connections were made with both devices and then connections for families who asked. We know there was still some areas of the city where the connections werent as strong. And by connections, im talking about wifi connections. We gave over 3500 hot spots to families who asked. And over 13,000 computers to families who asked. So we knew that we needed to close that divide and that was one of the areas that we really went hard at as soon as we went into Distance Learning. Again, i see there is not enough social interaction. Thats one of the aspects that people are looking at. Again, no social interaction. We can clearly see from this town hall that a big one of the biggest concerns we see it over and over and people are starring it, is social isolation for students was as we see here, it was horrible. So this really this and as i said in the recommendation in determining the recommendation that we make to the board. Can i add on to that . As a teacher myself and providing distance instruction, the fact that my students were on zoom with me and each other was less social isolating than for our youngest students who didnt have the opportunity because we were not giving devices or having that kind of instruction because its not developmentally appropriate. So our littlest ones, the prek, k and k students were isolated more than others because they didnt have the opportunity to visually see their peers and teachers. In those top spots around the isolation piece. I think this around kind of the plan and time line will be addressed even more throughout the rest of the town hall. So we can right. Well definitely get to that and make sure you know the time line. President sanchez just gave you some of that information. But well give you more about the time line and the plan coming forward. So with that, we are i said we have a panel, part of this panel, we have the department of Public Health to talk to us about some of the documents that they have developed or the document they developed. And what is behind their thinking in terms of students and what school should look like. Im going to turn it over to the head of our Student Services department division, millie smith and she also is a part of a panel. She will introduce our d. P. H. Professional who is with us tonight. Thank you, dr. Matthews. And welcome, families. Thank you so much for taking the time this evening to be with us and share your thoughts and ideas. Im going to introduce the San Francisco department of Public Health. And shes part of the schools and child care for covid19. Shell talk about the guidelines that come out of San Francisco department of Public Health which well be using as guidance for us in thinking about how we can open up our schools with primary our primary focus on health and safety. So im going to turn it over to you. Thank you. Again, i am representing the department of Public Health. And we have released our guidance today for a safe reopening for prek through 12 schools, from the centers for disease control, and the California Department of Public Health and education. These are the recommendations for what is needed for safe, inperson instruction. These recommendations will help schools decide if they will open for inperson instruction when the Health Officer allows it. This also allows schools to plan how to open safely if they decide to reopen. Next slide, please. Some major principles were highlighting in our guidance include symptom screening. Were emphasizing symptom screening over just checking for temperature. Some recommendations that we include is to ask all persons entering the building or campus about 10 symptoms for covid if theyre an adult, and six symptoms if they are children. People with symptoms should not be allowed on campus. If they develop symptoms while on campus, they should be sent home. Individual schools, or the School District may also choose to require temperature checks on site. Either on site or done by families at home. Next slide, please. We are also one of our primary principles is to maintain stable cohorts and physical distancing. Keeping staff, teachers and students in the same group lowers their exposure risk by decreasing the number of people they come into contact with each day. Some of our recommendations include, for Elementary Schools, we want to keep students in stable classroom cohorts with the same staff for the entire day. For middle and high school, larger cohorts made up of students for more than one classroom is allowable, but try to keep the cohorts as small as possible. Limit for all schools please limit the mixing of cohorts as much as possible. Staff must stay six feet away from students and other staff as much as possible. And ideally, for students, we want them to stay six feet away from each other, but if space is limited, it is permissible to be three to six feet apart. Again, this is only for students. Next slide, please. Most important is hand hygiene. Frequent handwashing and Hand Sanitizer use removes covid19 germs from peoples hands before they can infect themselves by touching their eyes, nose or mouth. So were recommending that schools develop routines and schedules for staff and students in all grades to wash or sanitize their hands. Every classroom, instructional space or common area should have a Hand Sanitizer, or a place to wash hands. And establish procedures to ensure that the sinks and handwash stations do not run out of soap, or paper towels and that Hand Sanitizer does not run out. Next slide, please. Face coverings keep people from spreading infection to others. It traps respiratory droplets before they can travel through the air. Some recommendations include that all individuals, including staff, teachers, and students of all ages must wear Face Coverings over both their nose and their mouth while theyre at school or on campus. There are certain situations in which the student and staff can be exempted from Face Coverings. For example, if they have a medical or behavioral condition, but then they must stay six feet apart from their peers. Face shields should not be used in place of Face Coverings in any situation as face shields have not been shown to keep the wearer from infecting others. Next slide, please. Ventilation, increasing outdoor air circulation, lowers the risk of infection by diluting any respiratory droplets with outdoor air. Being outside is lower risk. Were recommending to use outdoor space as much as possible. Outdoor playground only need routine maintenance and children can use the playground, but they must wash their hands before or after using those play spaces and play structures. Covid19 is a relatively easy to kill tt virus. Most household disinfectants are effective in killing covid19. We are asking School Districts to use the e. P. A. S list of approved disinfectants to kill covid19. Were asking them to clean and disinfect frequently touched surfaces at least daily. Routine cleaning focuses on frequently touched surfaces like door handles, desks, countertops, et cetera. We are not recommending a deep clean. This virus does not need that. And that is actually the conclusion of my presentation. I will be ready for questions at the end. Thank you. So, as we think of what fall learning will look like. There are three major category regarding learning. Distance learning where students are in one setting and the instructor is in another setting. And instruction is actually taking place across some type of online platform. There is also inperson learning. Thats the learning weve done for centuries now where the teachers and the students are in the same place, the same room. And then there is a hybrid model which is a combination of Distance Learning and inperson learning. This can be done a variety of ways. It can be halfday online and then students come in. Could be a few days three days in and two days off where theyre online. So there is a variety of ways that can look. Im going now turn it over to thought exchange. I want to remind you that thought exchange will allow us to review everyones input and questions. Even if we dont get to all the questions today, well be guided by the questions. Please, please, please, use thought exchange to help the Leadership Team in the district. It helps all of the working groups because theyll access the information. And it will assist the board. So it looks like well walk through some of the top thoughts. It looks like the first question is really around communication and there are some other thoughts around well, maybe we can start there. Thank you. So one again i want to appreciate all of you who are participating. So each case, when weve had exposures, each case is different and we worked directly with the department of Public Health, d. P. H. , in terms of notification, who was notified, how we notify, because each case is different. It depends on what the contact that is made, how its made, if its could be if its a night custodian, do you notify . Do you notify the entire community . These are the kinds of things we walk through with d. P. H. And we go handinhand with d. P. H. In the spring in march we had a couple of cases where there was or we thought there was exposure. We worked handinhand with d. P. H. And all of the notification. We made sure that the community impacted communities were notified. I dont know if you want to add anything . Hi, this is ana at the department of Public Health. I can add a little bit more. We have two ways we communicate. We send a general exposure advisory to anyone that was on site if there was someone that was suspected of having covid. And then we actually have a separate letter for those that are considered close contacts. We would send that to anyone that is determined as close contact. That is part of the reasoning behind the stable cohort, to keeping the possibility of close contacts small. And that is we figure that out, just as you said, superintendent, with the school, figuring out who had come in close contact, depending on whether its an Elementary School site, middle school, high school, its all very different so thats where it is a casebycase basis. There is another thought specifically speaking to students getting sick as a concern. Would you like to add anything about that particular piece . Ana, you can add on, but its pretty much the same. It depends on the circumstances. Its a casebycase. And we absolutely work with the department of Public Health handinhand in terms of notification. And then also of the steps we need to take as we move forward. So theyve been right there with us stepbystep. And theyve been a huge partner when weve had either confirmed cases in the spring, before we closed down, or cases that we thought might have happen. I can add to that superintendent. We have increased our knowledge since march when covid had come to San Francisco and we have found from the research that this virus transmits differently than, say, the seasonal flu or the norovirus, and younger children are not as impacted as other ages. So we are, of course, very concerned about everyones health and safety, but at this point in time, given the data and the research that weve accumulated both in the United States and that weve seen internationally, we are seeing some trends and we are focusing safety recommendations for everyone, but then increased recommendations for older students and staff so that we can keep everybody as safe as possible and reduce transmission. There are a couple of top thoughts. You can see them on the screen there around utilizing outdoor space. So one of the i talked about the three work groups. One of the work groups is the logistics work group. And the head of that work group is our head of facilities here in the district and she actually at one time worked with park and rec in the city. And so that work group is absolutely looking at alternative spaces and uses of alternative spaces. Weve also been in contact with the city so were definitely looking at opportunities to if and when students return, how we can utilize our outdoor spaces. And as the writer of this suggestion suggested, the transmissions are lower. I think ana will agree with that. Absolutely. The more one can be outdoors, the better. This virus does not survive very well in outdoor space and especially sunlight, so were highly recommending the maximizing use of outdoor time as much as possible. So this one says that the safety of my child, teachers and staff is the most important throughout the previous town halls and president sanchez can also speak to this, weve heard repeatedly about the importance of safety. I think in the previous i would say the previous four town halls, this has been the number one area that has come up. And its been stressed to us over and over that there are many considerations, but safety should be at the top of our list. And that is something that weve heard over and over. And i just want to appreciate that the writer of this suggestion, and many people starred it, you know also said not just their child, but teacher, staff, but safety is number one for everybody involved. There is a thought, too, around safety for teachers specifically. Did you want to take this one, dr. Sanchez . The state of california is providing p. P. E. For staff and students. Face masks, gloves, disinfectant and theyre supposed be giving districts a 60day supply and replenishing every 30 days. Im not clear right now if weve received the p. P. E. From the state, but were scheduled to at some point. This is ana at the Health Department again. Thats fantastic. At this point what were recommending is that, as far as p. P. E. , were asking everyone to wear Face Coverings. Were not asking for full blown personal protective equipment or medical grade, surgical grade masks. And just simply covering your nose and mouth with a cloth of some kind would be perfectly fine as a barrier to prevent this virus from transmitting. And we do have a short supply from medical staff, so we are asking people to prioritize that. Im going to apologize for my son screaming in the background. Sorry. Sorry. We did see some other thoughts around this, im wondering if there is anything more to add on this piece . No, i think we covered that. Its casebycase basis. The student or teacher or anyone on staff, as i said earlier, we work directly with the department of Public Health. And as i said, theyve been an outstanding partner. In cases where, like i said, in previous cases where it was thought to be covid, the communications have worked quite well. Online learning might be safe for everyone, but hard for parents who have to work from home and be the teacher as well. So, we recognize this and, you know, as we with every recommendation we make to the board, we know that there are down sides to it and there will be difficulties. If its Distance Learning, then this is one of the difficulties that it presents. If its a combination, we recognize that the Distance Learning part presents a challenge as well as there will be considerations around the safety aspect if students come in. There will be students who are concerned. I say as the suggestions are coming through, there isnt anything that im seeing that i would say these are not accurate or true. These are all valued. These are areas valid. These are all areas were going back and forth on and having serious discussions in the working groups as well as the working groups come forward to the policy team and make recommendations to the team. This you know, where we are right now not only as a district but as a community and country, as everyone knows, its a very difficult place. I think one aspect that makes it even more difficult is as dr. Fauci said, you dont set the timeline. The virus sets the timeline. And weve seen over time that, you know, two weeks ago we were in one place. Now were at this place where clearly the virus is resurging. And who knows where were going to be two weeks from now. So were making the best decision to ensure everyone is as safe as we can possibly make them. And trying to also make sure were meeting the needs of our students to give the highest education possible. Its a difficult place to be in, but we definitely have to realize that whatever decision we make, there is going to be people who arent pleased. But i hope you know that when we make the recommendation to the board, were making the recommendation that we believe is in the best interests of our children and families. We believe it is going to keep them as safe as possible and hopefully deliver as high quality education as possible. So we are seeing a strong theme of thoughts at the top around outdoor spaces. And there are a couple that are phrased a bit differently. Theyre looking at converting space to learning space. Or looking at partnerships. Im wondering if there is more to add on this . So we we actually on the work groups, we have several departments from the city San Francisco City Departments who are on our working groups. We definitely are in conversation with both park and rec and with the library. And with tcyf about spaces and how we can utilize those resources. Especially large spaces. As you just heard, we know we now know that the virus doesnt survive as well outdoors, so were analyzing and trying to figure out what is the best use of these spaces so we can maximize them to the best utilization. For our district. For our district. Im concerned that the district doesnt have the funds to implement the health guidelines. How can we help . Thats a great question. [laughter]. So there is a couple of things. We so we were very you know, one of our concerns, a number of us six superintendents, including myself who wrote to the state to say we cant be expected to implement students returning if our budgets a cut and then we have are cut and then we have stringent guidelines to go by. The state did come through around p. P. E. Several parts of the budget were those governor im not going to get deep into the weeds, but the governor initially had proposed more massive slashing of the budget than what eventually passed, so some parts of it were put back, but there were some aspects that werent. So this is still a place where we are in a struggle. Id say one would be, there is currently at the federal level, there is talk of one more infusion of funds. So that would be one place that could help, advocating, you know. In california, of course i shouldnt say of course, but in california, the legislators and the senators are usually more apt to to push funds into districts, but that isnt always the case in other states. Friends in other states where you know the senators and the people who are less apt to do this, that would help in one way. President sanchez . Well, im really delighted to see the question, how can we help . So we do have spark sf public schools. Org. That is sparksfpublicschools. Org that collects donations to be used in this era of covid. Weve raised millions of dollars, particularly for our food program, distribution of food, as well as for technology for students that didnt have technology during Distance Learning. So there is a way for people to give. Were very happy for the millions that we have received. I think its about 5 million thus far, but we could always use more. Use more. When will the district make a final decision . I cant wait until the last minute to try to make accommodations for my work. I have to support my family. We said earlier we would talk about the time line. So we are slated to make to deliver the plan in great detail to the board on july 28th. We realize that is three weeks before the start of school. And that, for many people, is last minute. So this week this tuesday, a week from yesterday, the 14th, there is a Board Meeting and we will we plan to make highlevel recommendations to the board at that time. And when i say highlevel, it will give you a sense of the direction were going in that will help you understand what our planning is around what learning will look like in the fall. So whether its Distance Learning or some type of hybrid model. Whatever that model is, that recommendation will go to the board on july 14th, which is tuesday. However, when we make recommendations to the board, we post that information on our website by 5 00 on friday, the week before. So thats this friday. It is our hope to have, on the board docket we already have a spot for on the board agenda that says fall learning and attached to that should be a slide deck and in that deck it will give you a sense of the recommendations that we are at this point making to the board. At this point theyre highlevel because theyre not the plan. The plan will come on the 28th. And that will have much more detail about what were trying to do. But the highlevel should give you a great sense of the direction were moving in so that you can begin to make accommodations. More specific to planning. It doesnt look like covid19 will be going away anytime soon. Do we have plans for live Distance Learning . Maybe someone could help me with that. Do you know what live Distance Learning is . You know, we were pretty much all over the map during that, you know, during the spring where there were teachers who were live with their students multihours a day. And there were others it Touching Base maybe once a week. So i think what this parent most likely is asking is if well have more inperson, albeit by zoom, teaching and learning going on instead of a lot of assignments that were put on google classroom for example. And then with not a lot of direction. Granted, were all forced to do this on the fly and people were learning how to use these technologies as well as folks at home. So it was in way a grand experiment. We definitely have to make it much better. Wholeheartedly agree. And i not only do we have to, but thats where we are right now. As i said, if its some type of hybrid model, then part of that will be Distance Learning and we know, as president sanchez just said, our experience and your experience had not been the experience that we wanted in so many cases. So right now the continuity of the learning and teaching and learning work group are looking at and developing and working on professional development as well as strategies as well as the equipment and what is needed to increase and make our Distance Learning experience and your Distance Learning experience a much Higher Quality and at a level where students are engaged and involved at a much higher level. I think that does speak a little bit to this other similar thought. But if there is anything else to add, feel free. The question is is what is to prepare for possible Distance Learning involve or will we be figuring it all out again . We felt the district was completely unprepared for what happened in the spring and it negatively affected students. I would say that, for sure, we were not prepared as a system to go from in classroom, inperson learning to completely Distance Learning. I wholeheartedly agree with you. Were we unprepared for that . Absolutely. As well as every other district throughout this country. This is something that no one anticipated. And this definitely took us all by storm ill say. After we went into Distance Learning or after we went into shelterinpla shelterinplace, there was professional development provided by our curriculum and instruction departments for Distance Learning. Lessons were developed. We had some both online and Paper Products developed, but as stated in this comment and suggestion and question, we have to do a better job. Thats where we are right now. We know we need to do a better job. And were not debating that in any way, shape or form. We know our job is to make sure our Instructional Staff is prepared and prepared in a way to do whatever model we put forward in a much Higher Quality and much better way. Can i just add on quickly, superintendent matthews said we were not prepared. We were definitely caught flatfooted. And so im not aware of a district that wasnt in the similar predicament, including the district i work in as a teacher. This was something that, you know, spared no district. This grief. Concern about virus spread. I would love to see school open, but im concerned as cases increase and that is happening, that well see more children and families fall ill. This is definitely a concern that has been brought forward at many of the town Hall Meetings as well as it has been a discussion at each of the work groups, throughout each of the work groups and to be honest with you, throughout the summer and throughout the spring. One of the things so first and foremost, i love the first part of that this suggestion or this concern. Because i think that what you express there is exactly what we feel. We definitely want our kids, we want to see them back, hear them learning, laughing, see them playing with each other at all levels. And so while we know we want to see that, we also are focused on safety. One of the things we dont want to do is open schools just to end up closing them back down. So this concern that you share is not a concern that is ill tell you its not a unique concern or a concern that you have alone. We also have this concern and thats why when we really feel we have one chance to get right. We want to make sure that the direction that we give the board or the recommendation we make to the board, we want to make sure were taking all of this into account. There definitely has to be, you know, were weighing as we when we did the first set of questions, it was there was a lot of concern about when we talked about the spring, there was a lot of concern about children isolation. That was the number one. That came over and over. So its the weighing of the children at home, isolation, versus and its not just either or, but its taking all of this into account. How do we make sure that were meeting the needs of our students while were also keeping them as safe as possible . Superintendent, this is ana, d. P. H. , i have something to add. Were also concerned as cases increase and technically right now, actually, schools are not allowed to open while cases are increasing. And it is the determination of the San Francisco Health Officer to allow all schools to open and that includes public, private and parochial. So we would not allow we would not permit schools to open if there was a rise in cases. Or any of our indicators that do not allow us to reopen society. So we are just as concerned about people getting sick and were carefully monitoring the situation. And thats a great point, im not even sure that has been shared at the other maybe it has been. This is meeting five. Were currently still under the Health Orders that schools are not open. So schools that are under the health order, the Previous Health order, i think it was the may 16th health order that closed schools and kept schools closed. So were still actually under that health order. Is that correct, ana . Absolutely. Thank you. Here a few thoughts. Like this one. You know, can i just im worried my child will get sick and bring it home, too, worried about health of child and family. I think that San Francisco, unlike a lot of suburbs, or rural areas, has a lot were a dense city. We have a lot of multigenerational families. And i think its a big concern, especially for those families, a student coming home having gotten infected at school and then getting somebody sick in the home who is older. That is a real concern that we have throughout our city. And i share it. How will families that opt out of inperson learning be served . I started with not having the answers to every question. We are as i said, but part of the plan will be how do we you know, part of our job as a district is to meet the needs of all of our families, so well have to develop an option for if we are at some point inperson learning and families say i dont feel this is safe, then we as the district have the obligation to figure out, okay, how do we meet the needs of the family that feel this is not safe . And we will do that. Are you planning for families as a whole having one child at a school at school, another at home, would not work for working parents. Like i said earlier, we are at a place where were trying to figure out how do we meet the needs of our students. I totally understand this dilemma and concern. And you know, as we move forward, as i said, well be making recommendation to the bard on tuesday. We know were not going to be able to meet the needs of everyone or have a perfect system that everyone is in love with, but our goal is to do everything we can to meet the needs of our students, especially their Educational Needs while keeping them as safe as possible. Well do one more . How much safer is hybrid compared to inperson . Lets say if a hybrid model, a child being at school three days and at home two days, do you have any answer around safety on that . Im not sure if you do or not. I will have to admit i dont think we have any conclusive evidence on the difference between inperson or hybrid. Covid is very new. There is Research Emerging all the time, but there are a number of nationwide schools have been closed. And were just starting to see research internationally. So my long answer is, we dont really know right now, but the guidelines that we issued today are our best recommendations on how to keep inperson instruction as safe as possible. And that is based on both national and international research. So i want to switch to thank you. So first and foremost, before i get to these reminders. I want to thank you all for being here tonight. As i said, your questions absolutely guide us and assist us in as ive said many times through the night, making that recommendation to the board next week. This will go to work groups, but it also goes to district leadership so we can make the most informed decision possible about where our families are and what their concerns are. And most importantly, what their suggestions are for trying to do this in a safe a way as possible. So let me give you some reminders and next steps. A staff survey the Staff Members out there a staff survey was shared through district email last may and that staff survey remains open. If you havent taken the survey, go through your email, do a search and grab that email and that helps us also. District families, you can complete our brief Anonymous Survey to share your thoughts of what fall learning should look like. Given information tonight and you can give us even more information. You heard me mention that the detailed plan will be to the board on july 28th. [ ] [ ] so i grew up in cambridge, massachusetts and i was very fortunate to meet my future wife, now my wife while we were both attending graduate school at m. I. T. , studying urban planning. So this is her hometown. So, we fell in love and moved to her city. [ ] [ ] i was introduced to this part of town while working on a campaign for gavin, who is running for mayor. I was one of the organizers out here and i met the people and i fell in love with them in the neighborhood. So it also was a place in the city that at the time that i could afford to buy a home and i wanted to own my own home. This is where we laid down our roots like many people in this neighborhood and we started our family and this is where we are going to be. I mean we are the part of San Francisco. Its the two neighborhoods with the most children under the age of 18. Everybody likes to talk about how San Francisco is not familyfriendly, there are not a lot of children and families. We have predominately Single Family homes. As i said, people move here to buy their first home, maybe with multiple family members or multiple families in the same home and they laid down their roots. [ ] its different because again, we have little small storefronts. We dont have Light Industrial space or space where you can build highrises or large office buildings. So the tech boom will never hit our neighborhood in that way when it comes to jobs. Turkey, cheddar, avocado, lettuce and mayo, and little bit of mustard. Thats my usual. Mike is the owner, born and bred in the neighborhood. He worked in the drugstore forever. He saved his money and opened up his own spot. Were always going to support home grown businesses and he spent generations living in this part of town, focusing on the family, and the vibe is great and people feel at home. Its like a Little Community gathering spot. This is the part of the city with a small town feel. A lot of mom and pop businesses, a lot of family run businesses. There is a conversation on whether starbucks would come in. I think there are some people that would embrace that. I think there are others that would prefer that not to be. I think we moved beyond that conversation. I think where we are now, we really want to enhance and embrace and encourage the businesses and Small Businesses that we have here. In fact, its more of a mom and pop style business. I think at the end of the day, what were really trying to do is encourage and embrace the diversity and enhance that diversity of businesses we already have. Were the only supervisor in the city that has a permanent district office. A lot of folks use cafes or use offices or different places, but i want out and was able to raise money and open up a spot that we could pay for. Im very fortunate to have that. Hi, good to see you. Just wanted to say hi, hi to the owner, see how hes doing. Everything okay . Yeah. Good. We spend the entire day in the district so we can talk to constituents and talk to Small Businesses. We put money in the budget so you guys could be out here. This is like a commercial corridor, so they focus on cleaning the streets and it made a Significant Impact as you can see. What an improvement it has made to have you guys out here. For sure. We have a significantly diverse neighborhood and population. So i think thats the richness of the mission and it always has been. Its what made me fall in love with this neighborhood and why i love it so much. [speaking spanish] such as are we going to open . When will we reopen . [speaking spanish] is it safe to reopen . What exactly are we doing . [speaking spanish] when will we know and what will being open look like . We are eager to hear your questions and get your input. [speaking spanish] we will answer what we can and also hope youll understand that there are many questions we still do not have the answers to. [speaking spanish] were asking you to share all of your comments, thoughts and questions during this meeting through the thought exchange platform. Interpreter [speaking spanish] superintendent matthews these are guidelines that need to be considered as were planning for fall. Interpreter [speaking spanish] superintendent matthews here you see a time line for mid march until the upcoming Board Meeting. Interpreter [speaking spanish] superintendent matthews this shows the myriad of many ways were gathering information. Interpreter [speaking spanish] superintendent matthews sorry. Interpreter no, no, youre good. Superintendent matthews as you can see, were gathering information through our Wellness Check and through our working groups. Interpreter [speaking spanish] superintendent matthews we have three working groups. To make a recommendation to the board. There is one focused on instruction. One focused on personnel. And a third one focused on logistics. Interpreter [speaking spanish] superintendent matthews these working groups are made up of people from the community, teachers, parents. Interpreter [speaking spanish] superintendent matthews administrators and people from the city. Interpreter [speaking spanish] superintendent matthews the final way were gathering information is through these town halls. So the information you give tonight is critical. Interpreter [speaking spanish] superintendent matthews so our mission is every day for each and every student we provide quality instruction and equitable support so that they can thrive in the 21st century. This is critical because it guides our decisionmaking. Interpreter [speaking spanish] superintendent matthews so the question we ask ourself is how can we best provide 21st century skills for our students in the current environment . Interpreter [speaking spanish] superintendent matthews finally, before we get to thought exchange, this slide shows information that we learned over the past spring. Interpreter [speaking spanish] superintendent matthews as you can see on the left side are positives and on the right side are areas we need to grow. Interpreter [speaking spanish] superintendent matthews for example, many of our students, grades 3 through 12, logged online through the spring. Interpreter [speaking spanish] superintendent matthews however, on the right side, our historically under served youth showed the lowest participation online. Interpreter [speaking spanish] superintendent matthews most families reported being okay. But families in the southeast part of the city reported more urgent need. Some students had several hours of instruction a day. And some students had very little interaction with teachers. Interpreter [speaking spanish] superintendent matthews our students reported that they liked the fact that there were a lot of Online Learning platforms. But some of our students reported we need more options for nondigital learning. Now im going to turn things over to cayley from thought exchange. And the grade of the youngest of participants youngest child enrolled in usfsd, the most common is third grade followed by sixth grade. By sixth grade. 65 of participants have children that are english learners. This data is showing us which students have ieps or how many do. And we can see that the top concerns around distance learni learning, the majority of people selected their child falling behind academically followed by not enough print resources. Not enough print resources. Thank you. Now were going to take a look at some of the top thoughts. [speaking spanish] there will be another opportunity for question and answers at the end of the event, but we will just take a minute to look at what the top thoughts are. Interpreter [speaking spanish] the main concern is that my child is getting the quality education theyre receiving. And the last one is the children are not focusing. Superintendent matthews thank you for all of these. These are definitely concerns we have heard in previous town halls, so know your concerns are mirroring other concerns weve heard. Interpreter [speaking spanish] superintendent matthews in terms of the concern around making sure that the quality of education is where it needs to be, its important to understand that well, let me stop there interpreter [speaking spanish] superintendent matthews that we have basically taught in one way, not just in San Francisco unified, but all over the country, all over the world, where students were in classrooms with teachers for as long as education has existed. Interpreter [speaking spanish] superintendent matthews so when the pandemic happened and students were at home and teachers were in their homes, we had to turn on a dime and completely change how we taught. Interpreter [speaking spanish] superintendent matthews we fully admit that Distance Learning has, in many cases, not been what we wanted it to be. Not at the level. Interpreter [speaking spanish] superintendent matthews we will be preparing continuing to prepare our teachers do a better job if we are in Distance Learning in the fall. Interpreter [speaking spanish] superintendent matthews one of the entire divisions in our district is fully devoted to this. Interpreter [speaking spanish] superintendent matthews im sorry. What was the last one . Interpreter the children are not focusing. Superintendent matthews that division is also working on how do we make sure that the instruction actually connects students to each other and students to the teacher . Interpreter [speaking spanish] superintendent matthews i want to take a moment to address the one right above it. Interpreter [speaking spanish] superintendent matthews the safety of children, staff and community is most important. Interpreter [speaking spanish] superintendent matthews we fully acknowledge that also. And any plan that comes forward, what weve heard repeatedly and we agree with, that the safety, children staff and community is at the forefront of any plan we come forward with. Interpreter [speaking spanish] superintendent matthews so are we going to do more . I think were going to shift now. Interpreter [speaking spanish] superintendent matthews were going to shift now to hearing from our Public Health officials. Interpreter [speaking spanish] superintendent matthews id like to introduce our chief of Student Services and she is a panelist also and she will introduce our Public Health official who is with us tonight. Interpreter [speaking spanish] thank you, dr. Matthews. And welcome. Welcome to all the families, students and everybody joining the call today. Interpreter [speaking spanish] we are very glad youre joining us to provide us your thoughts and ideas. Interpreter [speaking spanish] and im going to introduce shannon worth from the San Francisco department of Public Health. Interpreter [speaking spanish] she is a Nurse Practitioner and will be sharing with you the guidance that the Public Health department has recently released. Interpreter [speaking spanish] and with guidance, will help the School District to determine how to have our students and staff be healthy and safe in our schools if we return to inperson instruction. Interpreter [speaking spanish] shannon, take it away. [speaking spanish] [speaking spanish] i speak spanish but not well enough for a presentation, so im going to continue in english with interpretation, but it is an honor to be here. Interpreter [speaking spanish] the department of Public Health has released their guidance, which incorporates guidance from the center for disease control, the California Department of Public Health and the California Department of education. Interpreter [speaking spanish] the recommendations that im going to review now will help schools decide if and when they will open for inperson instruction when the Health Officer allows it. Interpreter [speaking spanish] we can go to the next slide. So the first topic is symptom screening. Interpreter [speaking spanish] its really important for everybody to stay home when theyre sick. Interpreter [speaking spanish] the recommendation is to ask all persons entering the building on campus about their symptoms associated with covid. Interpreter [speaking spanish] and people with symptoms or exposure to covid19 should not be allowed on campus and should be sent home if symptoms develop. Interpreter [speaking spanish] schools may also require temperature checks, either on site or done by families at home. Interpreter [speaking spanish] next slide, please. Keeping teachers and students in the same group lowers their exposure by decreasing the number of people that they come into contact with each day. Interpreter [speaking spanish] and so some of the recommendations in our guidelines include, for Elementary Schools, to keep students with stable cohorts and the same staff for the entire day. Interpreter [speaking spanish] and for middle and high schools, larger cohorts made up of students from more than one classroom are allowable with the recommendation to keep cohorts as small as possible. Interpreter [speaking spanish] to limit the mixing of cohorts as much as possible interpreter [speaking spanish] that staff must stay six feet away from students and other staff. Interpreter [speaking spanish] ideally, students should also stay six feet away from each other, but if space is limited, its permissible to be 36 feet apart. And that recommendation is for students. Only. Interpreter [speaking spanish] next slide. Frequent handwashing and Hand Sanitizer, we know it removes the covid19 germs from peoples hands before they can infect themselves by touching their eyes, nose or mouth. Interpreter [speaking spanish] so its important from the guidelines to develop routines so that everybody can wash and sanitize their hands so that every interpreter [speaking spanish] interpreter im sorry. [speaking spanish] every classroom have Hand Sanitizer or a place to wash hands as well as supplies so that sinks or handwashing stations dont run out of soap and paper towels. Interpreter [speaking spanish] next slide. Face coverings are very, very, very important. They keep people from spreading infections to others by trapping respiratory droplets before they can travel through the air. Interpreter [speaking spanish] our guidelines outline that all individuals, staff and students of all ages, must wear Face Covering over both your nose and your mouth while at school or on campus. Interpreter [speaking spanish] face shields should not be used in place of Face Coverings. Interpreter [speaking spanish] sorry. Interpreter [speaking spanish] face shields have not been shown to keep the wearer from infecting others. Interpreter [speaking spanish] there are certain situations in which a student and staff can be exempted from this requirement, but it will be taken on a casebycase basis. Interpreter [speaking spanish] next slide, please. Increasing outdoor air circulation lowers the risk of infection by diluting respiratory droplets with outside air. Interpreter [speaking spanish] being outside is an even lower risk. Interpreter [speaking spanish] so our recommendation includes using outdoor space as much as possible. Interpreter [speaking spanish] outdoor playgrounds only need routine maintenance and cleaning. Interpreter [speaking spanish] and children should wash their hands before and after using these spaces. Interpreter [speaking spanish] covid19 is relatively easy to kill and most household disinfectants are effective against the virus. Interpreter [speaking spanish] we recommend to clean and disinfect frequently touched surfaces at least daily. Interpreter [speaking spanish] and routine cleaning focuses on frequently touched surfaces like desks, handles, et cetera. Interpreter [speaking spanish] thank you so much for inviting me today. As we think about what fall learning will look like, there are three major categories regarding learning. Interpreter [speaking spanish] superintendent matthews there is Distance Learning where the students are in one setting and the instruction is taking place in another setting. Interpreter [speaking spanish] superintendent matthews there is inperson learning and that is what we are all used to, where the teacher and the students are in the same setting. Interpreter [speaking spanish] and the third type is called a hybrid model where it is a combination of distance and inperson learning. Interpreter [speaking spanish] superintendent matthews this can look a variety of ways. For example, students may be in School Classroom in the morning and then in Distance Learning in the afternoon. Interpreter [speaking spanish] superintendent matthews and then students could be in the classroom for three days and then at home for Distance Learning for two days. Interpreter [speaking spanish] superintendent matthews now we want you to think about those three types of learning. Classrooms are small. Interpreter [speaking spanish] superintendent matthews so this is accurate. If we were to bring all students back, all 56,000, we would not have enough classroom space to make sure there is six feet between every student. Interpreter [speaking spanish] so were definitely taking this into consideration in regards to the recommendation that we bring to the board. Currently in the School District we have 60 nurses that are at different schools so we dont have a nurse at every school. Matthews talked about and nurse worth mentioned, the protocols on symptom checking and making sure that people who are sick stay home. So a big part of it please recognize that we dont we have not made a recommendation to the board. Your questions are also helping us determine what the recommendation will be. All of this goes into our consideration, is this going to be possible to do . Interpreter [speaking spanish] superintendent matthews if we believe there are too many constraints or concerns, then our recommendation will lean towards much more towards Distance Learning. Interpreter [speaking spanish] superintendent matthews a big part of any recommendation, though, especially regarding students returning will depend upon students monitoring themselves. If you can talk about the recommendation around the younger grades and masks from the department of Public Health. And then well talk about from those aspects of the monitoring. Interpreter [speaking spanish] [speaking spanish] it is such a good tool for helping to prevent the transmission of covid19 that it is required for all children. Superintendent matthews one more question about this. We know in some counties they have said the younger i guess, how is the determination made . For example, i know santa clara said the younger children dont. Im just trying to understand the science. Interpreter [speaking spanish] so our Health Officer with his panel of Health Experts from the department of Public Health, many of whom are at ucsf, they look at the evidence to look at what evidence is there currently to support the recommendations . Interpreter [speaking spanish] so they are making the most evidencebased recommendation based on the evidence we have right now which is, were still very new this in in this pandemic. Interpreter [speaking spanish] in terms of k3 having a hard time keeping their hands to themselves interpreter [speaking spanish] thats taken into consideration. And that is why the recommendations for stable cohorts is so strong. Interpreter [speaking spanish] we expect children to be children. We understand that while required it is still hard for them to be compliant with the recommendation. Interpreter [speaking spanish] having stable cohorts will help to stop the transmission. I wanted to do one question that i saw earlier and it is a question, we need to know what the plan is so we can begin to make plans.
