I want to urge my colleagues to support this, and thank Abigail Stewart from the Mayors Office, and the neighboring community for participating in the Community Process and providing thoughtful, productive feedback. Clearly, we have a huge need to build additional Navigation Centers and additional Navigation Center beds, and this areas surrounding 33 gough, which is in district 6, but borders district 5, district 8, and district 9, as well, in need of additional services. The old City Building has been an eyesore and has sat vacant for sometime. I also want to thank the Budget Committee for adopting a commitment to outreach and resources in the neighborhood. I believe this Navigation Center, with its size and location, presents a unique opportunity to collaborate with local service providers. Many of you may have seen some of the recent changes that the department of homelessness and hsoc have been discussing, and now saying in some cases publicly about moving away from a complaint driven system that has used police as First Responders to homelessness and has unfortunately struggled to get people into stable housing and services. Instead, what i believe we need is a more intentional model which is led by social workers and trained outreach workers to prioritize people in need. I look forward to continuing to partner with the department of homelessness, the Mayors Office to make sure this center succeeds, and of course to approving more centers all over the city in the near future. Colleagues, last week, as you know, we had this item come before us, and we were concerned that some of these assets that are scheduled to come to the city and county of San Francisco to the successor agency, the Redevelopment Agency, would come at a potential cost. It was my understanding that the department of public works and the City Administrators Office were going to propose, although it is not in my possession, long where in we would language where in we would sever out a number of streets and sidewalks that would come with liability to the city and county of San Francisco and send those back to committee pending a financial workout, and that we would accept the rec and park property alice rogers and mohcd properties including but not limited to the foodco in district 10. I am not in receipt of that legislation, although it was promised to me yesterday by mr. Spitz of public works. So i would like to make a motion to continue this item to later in the hearing today, and if we receive it, then i would like to introduce those amendments. And if we do not, i would like to make a motion later in todays meeting to continue it to next week. So i would like to make a motion to continue this until later in the meeting, mr. President. Clerk supervisor haney . Supervisor haney Overdose Deaths increased dramatically from 259 in 2018 to over 330 Overdose Deaths in 2019. When you break that number down, thats nearly one person a day, which is a massive increase from 2018. That increase is absolutely devastating. Each one of these people are had futures that were unnecessarily and needlessly cut short. Loved ones, family, and friends, and we know that lives could have been saved if there were Overdose Prevention sites that were open. The permitting process that weve created with this legislation is a necessary next step in combatting the opioid crisis. The legislation will allow the city and the department of Public Health to establish a permitting process for third party nonprofit providers who will be medical professionals to operate a safe injection site as part of the Overdose Prevention program. What were proposing is not a radical, new idea. 100 Overdose Prevention sites operate in cities around the world. None has experienced an overdose death, and thousands have gained access to services and therapy. In 2017, mayor breed and the department of Public Health created a task force on addressing the opioid epidemic. The task forces overarching recommendation was to support the safe Operation Services in San Francisco and recommended that the city should open a site. The board of supervisors unanimously passed a resolution that i authored declaring a Public Health crisis on Drug Overdoses and drug use. In that resolution, the board directs the department of public directed the department of Public Health to form a plan on that crisis. That plan included the need to open an Overdose Prevention site, which would be a critical part of a larger strategy to address overdoses in our city. We also need to stream line funding and state support for rapid crisis intervention for people who are in psychosis or at risk of overdose, deploy massive street outreach to help the most vulnerable and coordinate a local, regional, and statewide movement with law enforcement. There was a huge victory in philadelphia that found that Overdose Prevention sites would not violate criminal law. We also desperately need leadership and support from the state. This is not a time for us to move slowly or delay action. It is going to take all of us using everything we have to address this most deadly crisis and for all of us to Work Together to save lives. I want to thank mayor breed and her office, all of our Community Partners that have committed to this work from the safer inside coalition, including Lindsey Lasalle from the drug policy alliance, laura thomas from the sf aids foundation, by st. Anthonys, the drug users coalition. They save thousands of lives every year, and they should be supported and commended by all of us, and we should listen to them when they tell us that Drug Overdose sites are the next way to respond to prevent overdoses. Im also proposing legislation that no tenant in city housing pays more than 30 of their income to rent. Permanent Supportive Housing is a critical piece of San Franciscos homelessness response system. We hows house approximately 10,000 formerly homeless residents every overnight, and theyre all paying no more than 30 of their income to rent. This has been an intentional and critical policy to ensure that tenants who are working towards more independent living can dedicate some of their income each month to things that they need to get by. The problem is we currently have an inequitable and inconsistent policy for setting rent in permanent Supportive Housing. Nearly a third of our Supportive Housing tenants, approximately 3,000 of the most vulnerable tenants of the city, are right hand burdened, paying significantly more of had not already lowincomes to rent. This is a burden that is not imposed by landlords, but imposed by the city and county of San Francisco. The buildings for rents are highest not only represent buildings with the most capital needs, they also tend to represent those that house tenants with the highest acuity and most vulnerable. Sometimes these tenants are paying as much as 70 or 80 of their s. S. I. Or general assistance to rents, leaving them with barely anything to get through the month. I hear from many of these tenants in my district who are struggling to afford basic needs. The city should not be taking hundreds of dollars a month out of their pockets which makes it more difficult to afford Public Transportation and food costs and makes it more likely that they will be back out on the streets. 18 of households in Supportive Housing received notices of evicts for nonpayment of rent. Unfortunately, funds have not yet been allocated as the Mayors Office and department of homelessness have expressed concern that we can maintain services to these clients over time. What has been clear in this process is that we need a single standard. Without such a standard for all units, we will continue to leave thousands of tenants rent burdened by our city, putting them in a position where they cannot afford food, and likely that they will end back in a street. This legislation will set a single level, which we know is the right thing to do, but as of now, we have no plan to actually accomplish it. I want to thank the chair of the Budget Committee, sandra fewer, for her commitment to ensuring that we spend the 1 million that had been allocated, as well as president norman yee, who has been a leader to ensure we provide subsidies for seniors and to ensure we keep that rent burden at the 30 level. This is something we will look to in terms of a timeline, and im looking forward to working with the mayor and the department of homelessness and all of you to make sure we do this in a fiscally responsible way. This was recommended by the citys s. R. O. Task force, and there was a number of members, including jordan davis and other Supportive Housing tenants who have been fighting for this proposal. Its the common sense thing to do. Its the right thing to do. Our city should not be creating rent burden for some of the most lowincome and rent burdened tenants in our city. Thank you. Welcome, everyone, to the chamber for the womens History Month celebration. I am excited to be part of this celebration for womens History Month and to recognize the efforts of women in our great city. Womens History Month is a time to appreciate the contributions of women in our communities who are courageous leaders working to improve the quality of life for san franciscans. Since 1996, the San Francisco commission and department on the status of women have recognized the vital work and contributions of women in our local communities through a womens History Month program, and i am proud to be part of this celebration. So right now, i would like to Welcome Department of the status of women director, emily merase to the podium to say a few words about the history of the event. Commissioner murase good afternoon, president yee and board of supervisors. Happy womens History Month. [applause] commissioner murase its my great pleasure to welcome you to the annual womens History Month celebration. This year, we celebrate the valiant women of the vote. Its very fitting that we celebrate this day on election day in california. I do want to recognize clerk of the board angela calvillo, and my associate director for their very hard work on todays events. I also want to recognize the friends on the commission on status of women represented by Linda Calhoun and verna lisa cava, on the only department of womens status in the country. Immediately following the board presentation, the friends are hosting a reception for all honorees. We hope you can join us just down the haul in the mayors Conference Room 201. As we mark 100 years since the passage of the 19th amendment, its important to remember that california was the sixth state to ratify the 19th amendment, so weve had a significant role in the narrative of the National Womens suffrage movement. Sf treasurer carmen chiu put on a presentation indicating that San Francisco was the site of the first ever suffrage march in 1908. We must not forget the suffr e suffragette who over 100 years ago, picketed the white house, went to jail, and endured intense suffering in order to secure the vote. We know that voting matters, its critically important that this year, 2020, we Pay Attention to Voting Rights and voting access, and remind those who can vote to vote. The women being recognized today are dedicated to their neighborhoods, their fields, their communities, to the overall betterment of society through their daily actions, and most importantly, through the power of the vote and encouraging others to exercise their right to vote. Today, supervisors, youll be highlighting some of the finest individuals working right here in San Francisco. Before i conclude, i do want to note that this will be my last womens History Month awards ceremony as director of the department on the status of women, as ill be leaving my position at the end of the month after 15 years of service. Ive had the honor to serve former mayor, now governor gavin newsom, mayor ed lee, and now mayor london breed. Now i turn the proceedings back to president yee and to the board so that you may introduce your womens History Month honorees. Thank you. [applause] president yee starting off womens History Month, we will be honoring our women supervisors, and then starting off in district order. So first up, one of our fierce leaders, supervisor sandra lee fewer, please present your commendation. Supervisor fewer thank you, present yee. Colleagues, my honoree is someone who ive gotten to know in her wearing many hats not only in the Richmond District but others. May i have wendy aragon please come up to the podium. Thank you, supervisor. [applause] supervisor fewer she has been a San Francisco resident since 1996, living in the district since 2008. She became an eligible voter when she turned 18 in 1992, and she has never missed casting a ballot in a political election. At eight years old, she wrote a letter to president reagan, asking why American Factory workers like her father, a Union Auto Worker at the General Motors auto plant in fremont, asking why they were losing their jobs. The white house responded by sending her an activity book by fun facts for kids. That is when she knew she was probably meant to be a democrat. Wendy continues to make waves and continued to make her voice heard as a scholar activist. When she was a teen, she went before the school board to protest cancellation of classes. She befriended a late california senator, who she credits for shaping her progressive values and activism. She walked the halls of the capitol with him to fight for the education system. She worked to overturn proposition 8 and dont ask, dont tell, passed Affordable Care act, fight for the dream act and daca, and ensured that democrats were elected to every congressional seat in 2010. Wendy has always put her heart in electing candidates from the bottom of the ballot to the top. She is the tireless volunteer whos willing to knock on doors, make phone calls, and talk to voters at farmers markets. She invested her heart and soul into her candidates. She goes on all in. Since 2009, wendy has been committed to building electoral power in the Richmond District, something i am fond of. Between 2013 and 2016, she served as the president of the Richmond District democratic club, where she ushered in a new generation of members and leaders. She will be returning to that role again this year because she knows that the stakes are too high not to fight for the heart and soul of our city, our district, and our nation. Wendy is also a one richmond hero. As i have spoken about many times when we have initiatives in the Richmond District, in the richmond, we are ininclusivinclusive, in the richmond, we take care of each other, in the richmond, we shop and eat local. I am proud to call wendy not only my constituent, but my friend, and i am honored today to recognize her in womens History Month. [applause] thank you, supervisor fewer. Im humbled to receive this award. I was to acknowledge the value went i want to acknowledge the valiant women who put their lives on the line so that i can vote. Suffra i am the proud Mexican American granddaughter of both mexican immigrants and of mexican nationals living on mexican and indigenous land in new mexico long before it became a u. S. State or territory. However, despite being unborn and naturalized in this country, my great grandmothers and grandmothers were subjected to things such as literacy tests, language barriers, poll taxes, proving their citizenship and white supremacist ballot. Every time i knock on a door, every time i cast my right to vote, i have a great privilege knowing that the women who came before me in my family did not always have. I also want to give a shoutout to one of my heros, jovi jovita nadar. She was one of the first people who organized a militant democratic socialist movement. I stand on these amazing womens shoulders every day, and i wont forget that. [speaking spanish language] [applause] clerk mr. President , while they are taking their camera shot, ill just remind to the future honorees in chambers this afternoon, we really want to hear your statement about how valiant the vote has been over the years, but if you could section any electioneering in the chamber from your statement because it is election day, that would be great. Thank you kindly. President yee okay. Next up is our other fierce warrior from the board of supervisors, supervisor hillary ronen. Supervisor ronen i am so excited about this. Nicolle jermaine, where are you . Come on up. [applause] supervisor ronen it is my pleasure and my excitement to be honoring today nicolle tremini jermaine, the mother of the Portola Library for womens history. Nicolle grew up in new jersey surrounded by books and thanks her mother for cultivating a love of reading. Not allowed to watch any t. V. , nicolle spent hours as a child visiting the library and hosting story time for anyone who would listen, including her stuffed animals. At 16, nicolle decided to spread her wings and move to california to live with her dad and santa cruz became her home. In 1993, while in college, she became a page at the s. F. Main library, and she never looked back. She knew it was her destiny. Quoted in the dewey decimal in an article in 2002, nicolle called herself a new librarian of the 21 century, explaining that the role of librarian needed to shift dramatically in todays world of information to being an information specialist. In 2003, after ten years working as a library page, nicolle became the Portola Branchs childrens librarian. Nicolle believes that everythi in order to encourage kids to love libraries, nicolle believes in a restoreative justice policy, working with kids so they always feel welcome. When a bilingual third grader told her i love this library, and i never want to leave, she knew she found her calling. She is a Founding Member of the portola green and steering committee, Whose Mission is to promote portolas district identity by building a more green and sustainable future, she helped build the first garden in 2014. Not only does the seed library teach kids about the history of the Garden District identity, but it also teaches them about nutrition and Food Security and makes the library more of a community space. When shes not devoting her time to her adopted family in the Portola Library, and her own family, she advocates for her employees on the bargaining team, believing that happy employees are valuable employees. From all of us in district 9 and especially the portola community, congratulations for being by far the coolest librarian in town. We love you. [applause] thank you so much, hillary. Thank you to you and your team. And hello to everyone here today. Thank you for being here. I think hillary said it all, and yes, i feel so lucky to be honored for doing something i absolutely love doing. I do put my heart and soul into everything i do he Portola Branch library for the youth and everyone of other ages, too, but i do focus on youth. Its true. I do see libraries in these dark times, i think we need a lot more light, and i see libraries and each of us being the light to guide us to doing whatever we need help with. You name it, weve got it all at the library. I have done it nearly 30 years. I have committed myself, i have been dedicated to the people of San Francisco and anyone else who may wander into the branch, and i will continue to do so for as long as i am able. And again, i feel also, theres a lot of gratitude. Gratitude is always the attitude, right . I am quite grateful that i have the opportunity to serve people every day in this way. I have this opportunity every day to help people make their lives better, you know, to help youth understand that theyre you know, everything is not happening on the screen. Theres real life out there, theres books. And thats right, i am a selfproclaimed book pusher and screen diverter, because i think we need to bring up a society of humans rather than drones, right . So i will continue to try humanizing the world as much as possible. As we always say, all are welcome, all are welcome. The light is always on at every single library. I treat you all like youre my houseguests, and welcome. Come to my house. [applause] president yee okay. Our next supervisor to present will be supervisor stefani. Supervisor stefani thank you, president yee. Can i please have andrea ducele come to the podium. Colleagues, in honor of womens History Month, i am absolutely thrilled to honor someone whos voice has been heard for more than a decade now, my friend, andrea ducele. Women dive into policy, we collaborate with others, and we are forceful advocates for our community and of course for our children. For too long, however, womens voices have been absolutely underrepresented in politics and governments and, of course, Corporate Board rooms and a whole bunch of other places, but that gap is closing thanks to women like andrea. According to the reflective democracy campaign, for example, in 2015, only 17 of elected prosecutors were women, while 83 were men. And as of last year, 24 of elected prosecutors were women while 76 were men. So this matters not only because of womens vast underrepresentation in shaping our criminal Justice System but because of how emerge started. In 2002, a friend of andreas told her he hthey had decided run for the District Attorney of San Francisco. Andrea sat her friend down, made her type up a biography and navigate the information into a database, all part of emerge. She realized if this incredible woman was having a hard time on finding information on how to run for office, then im quite sure other women were also facing similar challenges that kept them from running in the first place. So that year, in 2002, andrea and a group of friends started emerge california to recruit and train Democratic Women in the bay area to run for office. In 2005, andrea created emerge america to replicate emerge californias successes across the country, and 15 years later, emerge has Training Programs in 29 states. During this time, 4,000 women have trained to run for office, and over 1,000 have won their elections, and over 500, including myself, mayor london breed, and former supervisor and board of equalisation chair currently serve thanks to emerge california. In a testament to andreas mentorship, her friend, who decided to run for District Attorney in 2002, is now the second black woman ever to serve in the United States senate. I think we all know who im talking about, senator kamala harris. As andrea has said, this isnt a pink wave that will crash and die, its a powerful movement, one that weve been building and nurturing for more than 15 years. And i say this, its going to continue to grow because i see it in women all the time. Today for our celebration of womens History Month, i could not imagine another honoree than andrea dusteel. Thank you, andrea, for your commitment, your work, and your friendship. [applause] first, i want to say thank you, supervisor, for the honor to be here today. My fellow honorees, i want to congratulate my friend emily merase for her amazing service. Emily is also an emerge graduate, and just thank you so much for all you do. I want to say in addition to being inspired by my friend who wanted to run for District Attorney, i also was unspired in 2002 when i was inspired in 2002 when i sat at my computer and pulled up my board of supervisors and saw there were only two board of supervisors. Im actually a native floridian, and i thought wow, i moved here, and i thought this was a progressive place. Today, we have three women, and i want to tell you we always have to keep fighting. We work really hard, and our numbers go up, and then our numbers go down. Its very much like civil rights. Its just a constant fight we have to wage, and we have to encourage people to have a gender lens when voting. I dont know about you, but i think we need to have at least 50 50 if were talking about a city like San Francisco. And im very passionate about that, and i know the subject is also on voting. And i just cant help by think about my mother today. She was an immigrant with a fourthgrade education. And i remember asking her at one point about voting. You know, how you never ask your family members anything until youre older. And i said well, do you vote . I mean, do you vote in elections . She said she only voted once in her life. It was for john f. Kennedy. Just a reminder, a lot of people dont vote because they dont think their vote matters or the system is relevant to them. Im so lucky that i can participate in the political process not just in voting but in trying to build a more reflective democracy for us all. So thank you so much for inviting me here, and i hope youll join me in continuing this fight to have a more beautiful, reflective democracy. Thank you. [applause] president yee okay. That will be the end of our women presentations, and sadly, theres only three of them out of 11. Hopefully in the future well see those numbers go back up or will be on equal footing with my male colleagues on the board of supervisors. So next up is supervisor safai. Supervisor safai colleagues, i am so happy to be here when we gather for women and get out the vote. Today, id like to celebrate the work and Bright Future of hang mei peng. [applause] supervisor safai all right. Hong mei was born in singapore and migrated to the United States with her family when she was in her teens. Her employer was a fraudulent employer who left them without immigration papers when they settled here. Poverty, language barriers and cultural barriers, she was able to form meaningful relationships with her participation in forensic debate. There, she honed her public speaking skills, increased her confidence, and her ability to connect with an audience. She was elected by her peers to serve on the Baltimore City Student Commission as a commissioner before graduating from high school and became and becoming the first in her family to attend college at the new school in new york city. At new school, hang mei cultivated her passion for social justice through the urban studies program. After graduation, she continued to mentor and Coach High School students in competitive forensics debate, grassroots activism, and policy advocacy. Hang mei got her start in politics in new york city where she cofounded in organizing raise which stands for raising asian immigrant stories on the east coast. The program kick started after daca was announced and provided undocumented a. P. I. Youth a safe space to build community and advocate for Immigration Reform. Hang mei was able to benefit from the obama era daca program and was finally able to adjust her immigration status. She led base building efforts to connect other undocumented a. P. I. S to raise membership, and lobbied congress for humane, comprehensive Immigration Reform as recently as 2013. Hang mei moved to San Francisco shortly after that in 2014 due to its history of social movement and opportunity to mobilize and organize among the a. P. I. Community here in San Francisco and its long history of activism. She worked at Asian Americans advocating justice, a. P. I. , where she spear headed the first undocumented a. P. I. Program in the country. She base built, mentored, and led freedom campaigns for a. P. I. Women who survived domestic violence, unjust incarcerations and those subject to immigration deportation. Hang mei is during the director at a Civil Rights Community organization committed to defending civil rights of Asian Americans and Chinese Americans and advance multiracial democracy. She joined the Immigration Rights program in 2016, and in her current role, she has worked with Public Private media and Community Stakeholders to advance an inclusive civil rights agenda in San Francisco. Some of her most recent projects include partnering with immigrant Rights Coalition to improve San Franciscos 247 network for immigrants who are targets of trumps immigrant policies. Protecting equal access to services for legal and nonlegal immigrants in partnership with San Francisco Language Access network, and also advocating for a more inclusive citywide project Labor Agreement that is accessible to communities of color and immigrants to secure Economic Opportunities for all the workers in San Francisco. Shes made many positive changes in such a short amount of time here in San Francisco, and weve all truly benefited from her advocacy and hard work. Hang mei, when i thought about who to honor today, i couldnt think of anyone better that i wanted to highlight. I work with you personally on the citywide p. L. A. You never were flustered, you knew how to push the information forward. Whenever i had questions on immigration and i am reform, youre one of the people i think of. So today, all the work that youve done and your dedication, im truly honored to honor you as one of the valiant women of the vote. [applause] thank you, supervisor safai. Good afternoon to you and happy super tuesday. I really appreciate the supervisors commendation and for your support on all of the key initiatives that we have been working on in the last few years. I am so humbled to be recognized today alongside such a powerful cohort of women, and it has been an absolute privilege to serve the community here in San Francisco and to have been able to work with all of you on the board. I just wanted to take this opportunity to express my thanks to president yee, supervisors fewer, ronen, mandelman, and yee for champ n championing immigrants rights access. I want to thank supervisor mar and yee for working with us, for supervisor haney to ensure that good jobs are available to all in San Francisco, and supervisor fewer, for your decades of service to those in the San Francisco Chinese Community. Justice requires structural systemic and institutional efforts. Justice requires personal courage and our collective political imaginations. In addition to my work at c. A. A. , i long to transform the status quo in a world where we uphold the virtues of the ohlone people whose land we stand on so no one knows the fear and anxiety of being displaced, a world where women, nongender and nonbinary people feel safe of walk being the streets, where cages are not a part of our lexicon, and where young people do not question whether our bodies are our own. It is unlikely that a world like that will happen overnight, but im hopeful that we can build this together by addressing the needs of those most directly impacted by our public policies. I want to express my personal gratitude to my mom, whos her today, for her gift of magic that is life. I want to thank bethany lee, who brought me into this work back in new york city, and for teaching me never to settle for what is less than whole, and to the c. A. A. Family who is here today for their trust and guidance and for allowing me to shepherd the organizations Progressive Agenda here in San Francisco, to annette wong and all of the c. A. A. Staff for their camaraderie and who serve the most vulnerable in our communities day in and day out. For all the women who lead and inspire change every day and for the valiant warriors in our community who teach us to be brave, resilient, and continue the fight each day. Supervisor walton thank you, president yee. Good afternoon, everyone in the chambers. At this time, i rise to honor a long Time Community activist, community leader, and someone who i have had the opportunity to look up to for several years, miss carol tatum. [applause] supervisor walton miss carol tatum has been in the forefront of advocacy for the bayviewhunters Point Community for more than 50 years, although you cannot tell by looking at her. Miss tatum came to San Francisco in 1955 from mobile, alabama, attended dames dinman middle school, city college of San Francisco, and San Francisco state university. In the 60s, she began a long career in advocacy, working at wapac, the San Francisco Redevelopment Agency as it changed the fillmore district to what it is today, the western addition. As the administrator at wapac, carol helped residents to decipher the rapid and disdeserting changes that displace far too many residences and businesses. Miss tatum also worked with the bayviewhunters Point Foundation where she cofounded and became the director of an outpatient Alcoholism Prevention Program Treatment Program designed to specifically address issues of alcohol use for African Americans and their families. The agency did pioneering works in breaking barriers, dispelling myths. Additionally, the excessive number of Liquor Stores on third street and their aggressive advertising practices led miss tatum to form the third street alcohol and tobacco task force to reduce the harmful effects of tobacco and alcohol. The task force addressed disproportionate alcohol and tobacco advertising and Business Practices that targeted children, youth, and women, and led to loitering. Miss tatum also became a proud member of the coalition whose organizing efforts resulted in the 1995 ordinance that prohibits smoking in Public Places in San Francisco, a practice that spread across the nation in airplanes, buses, trains, etc. As a consultant, she developed programs designed to teach women the problems that alcohol and tobacco use can bring. In the 90s, as executive director of Young Community developers, she continued her passion of service by planning, developing, implementing Employment Training for young people. At the recreation and Park Department, it was miss carol tatum who coordinated the Community Decision to build a new Martin Luther king swimming pool. Her spirit of volunteerism and Public Service has led her to serve on a variety of councils, including the National Black alcoholism council, american heart association, heart in the black community, the bayview uniters point roundtable, citywide leadership forum, black women organized for action, served as executive Committee Member of the National Advancement of colored people, naacp here in San Francisco, and a trustee of Providence Baptist church. Retired from employment since 2000, she is active as a volunteer. She has strived throughout her life to improve the quality of life for others and believes that has contributed to her own quality of life. We are privileged to honor miss carol tatum here in the board of supervisors chamber. Miss tatum . [applause] i want to say good afternoon to everyone, mr. President , board members, friends, family, colleagues, city and county of San Francisco and beyond, and to mr. Walton supervisor walton. I guess when youve been around as long as i have, you have the pleasure and the opportunity of seeing people grow up. And so before us today is supervisor walton. And i want to tell you, i was quite humbled when he told me i was going to be honored, and i stand here with tremendous humility and gratitude. And so people ask me frequently, well, how old are you . And so i say, i am closer to 80 than i am 70. Now you figure it out. But as mr. Walton said supervisor walton said, i came here from mobile, alabama in 1955. I remember when i was about eight, and i had lived in an insulated and nurtured African American environment. We went to segregated schools, we had our own transportation, and i believe the only thing we brought from the store was maybe some flour because we had our own farm, and we produced just about everything. And that was in the country. And then, i went back to mobile, and my aunt was taking me somewhere with her. We got on the bus, and i jumped up and sat in the first seat that i saw, and everything stopped and stood still. I remember my aunts hand being suspended with the fear. I remember seeing the black people standstill. I remember white people be still, and the bus driver, who was quite a big guy, got up, came over to me, and said, with the nword, go to the back of the bus. So i didnt know what to do, i didnt know what i had done. And my aunt said, come on, carol, lets get off this bus because i dont want to have to kill this man. And she had a knife. And so we got off the bus. But i felt bad because we had to walk, and it was quite a long walk, but i remember that very vividly. And then, we got to San Francisco. And you hear about california, and you think palm trees, and you think sunshine, and you think lemon groves, and the like. Well, we got to San Francisco, and it was very, very hot in alabama. But when we got here, it was cold. It was july, and my father loved San Francisco. I knew we werent going back. But we lived off monterey boulevard, and it was referred to as the nhill where we lived in San Francisco. At some point, we moved to Hunters Point, and i had grownup a little bit, and i had gotten a job, and i came home, and there were tanks all up and down third street because some riots had broken up in another part of the country, and another young man had been shot and killed. And so the young men were protesting. I guess they thought the protests were going to get out of hand, so they sent tanks. I remember thinking to myself, how am i going to get home . How am i going to get from third street to up on the hill . So those are some of my earliest memories. But when i went to work for wapac in the western addition, and i saw what was urban renewal, but what was really African American removal from this city, thats when it began. But in 55, there had been the protes protests on venice avenue. So those were a few of the experiences in my city. And then, when i went to work, as i said, little old people would come in, and theyd have pieces of paper, and they would be shaking, and it was something that they had been given that was supposedly a certificate that would bring them back into the stow. Wel city. Well, you know we know that that did not happen. So then, i went to work on the other side of the city, and it was a time of hope and planning and model cities. Thats what we thought would happen. Well, out of that, there was someone in this room who was a part of that, mr. Claude everhart. Did he leave . Mr. Claude everhart was a part of all that activity. And i worked with the likes of miss mary rogers, miss miss eloise kennedy, eileen hernandez, and i could go on and on. But i had the privilege and the great honor of working with and learning from those women. And so i could stand here, and you can say, i could go on and i will stop. I will say this, that reparations yes. We need reparations in San Francisco. 80 of the 3 of African Americans who live in this city live in public housing. So that tells you something about the health, it tells you about economics, employment, and so on. 80 of African Americans in the city. I watched this percentage of African Americans in the city decrease from 18 to 3 . That was a that is a void. I dont believe that we are going to bring people back. Im going to say that, and i am an eternal optimist. I know that character builds hope, and hope springs eternal. I support mayor london breed. I had the privilege of watching her grow up. When i met her, she was just out of college we know that as a people, by working together with other people, we can make some accomplishments, we can make some times, we can have some successes. But you are in a position of power. You are the policy makers in this city, and i ask you, when you would like decisions, you would put yourself in my place, that you would put yourself in the position of 80 of African Americans who are in low and subsidized housing and think about their quality of life. Thank you thank you thank you. President yee so if we could quietly leave the room, if youre going to leave the room. I want to bring up my next supervisor from district 8, supervisor mandelman. Supervisor mandelman thank you, president yee. Happy womens herstory month, everyone. Hello, theresa kolish. As we acknowledge and celebrate this 100th anniversary year of the 19th amendment, i will say that as a gay man, i am profoundly grateful for that 100 years of women dreaming big and fighting hard, electioneering at the ballot box, city halls, in neighborhoods, and maybe soon at the white house. Friends and colleagues, im so honored to honor theresa kolish. She has lived around the corner from glen canyon for ten years, where she lives with her husband and has raised her two kids. Theresa and more than 2,000 volunteers in sister district San Francisco get out the message. Nationally, sister district project volunteers have raised 1. 1 million, mailed 313,000 postcards, made 242,000 phone calls, and knocked on 78,000 doors. Theresa is also the cofounder of vote like a woman, launched in commemoration of the 19 amendment which gets women to vote in swing states that are critical to winning the electoral college. Theresa, im proud to call you my constituent and my friend. Thank you for all you do to keep the history of the sufficie suffra suffragettes 100 years later, and for turning states from red to blue. Thank you, raphael. Its so great to be here. Sister districts, it is an Amazing Group of people who have come together. I am so proud to be raising my family in San Francisco, and in particular, district 8 of course. Why im so proud to be here, when we look down our ballots, were basically choosing different shades of blue. Our goal at the sister district project which was started here in San Francisco in that lovely bar in the mission called keiths, and then, in 2016, and then, the sister district San Francisco chapter launched in the early months of 2016. We are trying to make sure that our friends and family in those states have their voices heard again. So as raphael said, we are supporting strategic campaigns and flipping seats, and our efforts contributed greatly to virginia now being a blue trifecta as of 2019. [applause] we hope that 2010 will continue to be a banner year, and also, as raphael mentioned, to ensure we have more voter participation, myself and a group of like minded women here in San Francisco have launched well, its actually launching on sunday, interNational Womens day, the vote like a woman campaign, which is designed to get women registered and pledging to vote one person at a time in these strategic states. And our goal is to make sure that the 20 the 100th anniversary of the 19 amendment in august 2020 is celebrated appropriately with all those women turning out in November November to take back our country. So my honoree is christine ribold, and thanks for being here, and come up to the podium. Christine . [applause] president yee this years theme for womens History Month is valiant women of the vote. Today, were hard at work at our businesses and with our families. Christine is someone who has embodied what it means to become a community and neighborhood leader and advocate. What started as a vision zero Pedestrian Safety grant through my Participatory Budgeting Program in 2017 as manifest has manifested into her becoming a neighborhood leader in sunnyside. Christines budgeting proposal received more than 650 votes from district 7 residents, and when the project is complete, it will result in speed cushions, Continental Cross ways and a. D. A. Circular ramps on jetson and genessee. Christine designed a postcard to name all the proposals. The apolofollowing year, chris took engauging with her community to a new level. She worked with her neighbors and Community Involvement going door to door with friends of the havalock bridge group. This was far more complicated than even the city had anticipated. Multiple departments have overlapping jurisdiction, including pacific public works, m. T. A. , p. U. C. , caltrans, b. A. R. T. , city college, rec and park, and even sfpd. Thus, the complication of a single bridge. In speaking with departments that have worked with her, they say that christine is very adept to working with a massive diversity of stakeholders in her neighborhood to solve problems. Public works share that she is one of the most creative problem solvers that they have ever worked with because she understands that collaboration is key in problem solving. S kristina applies her love for her neighborhood, community organizing, and Graphic Design skills in a persistent way that allows here h her to navigat complex bureaucratic communities with ease. In her professional life, she has been she has amazing talent as a grachk designer who works with a variety of media, including digital, painting, and print making. Her work tends to focus on business with a cause, including San Francisco casa, casa standing for court appoint appointed special advocates, and also the people wine revolution of sasoon valley. I am honored to recognize christine, not only a true leader in my district, sunnyside, but also throughout San Francisco. This is my honoree of San Francisco womens History Month, christine. [applause] i feel truly honored to have my small contribution to my tiny corner of the city recognized tha recognized. Thank you to all of you. [inaudible] spans i280 between city college and menlo park. So it connects neighborhoods, parks, transits and schools in an area with [please stand by]. As someone who works in public spaces, i have had firsthand experience navigating the concerns of residents around the issue of all right president yee all right. Next up will be our supervisor from district 6, supervisor haney. Supervisor haney thank you, president yee, and i first want to congratulate all of the honorees for all of your work and to also thank my former colleague, director emily mer asee and t merase and all their work, as well. Today, i have the honor of nominating an amazing powerful educator and leader in our community, wendy click. [cheers and applause] supervisor haney thats wendys face on there. One thing youll know about wendy is she always rolls with a crew. So i want to welcome wendys crew here, as well, and all the folks from hospitality house. Wendy is someone who has dedicated her life to educating and empowering others, to restorative justice, and to empowering disenfranchised voters and communities. Everyone who lives or works in the tenderloin knows wendy. It seems like half of them are here today. She wears many hats and runs in many circles, but one thing we know about wendy is when there is a fight for justice in our community, shes there. Wendy has dedicated her life to serving San Franciscos tenderloin, midmarket, and sixth street communities. She has fought against prison privatization, she has fought for tenant rights, and she currently serves as the Deputy Director of initiatives for hospitality house where she is responsible for supporting the companys Leadership Team and leading system change efforts, especially in the Justice System. But wendy actually has a very long history of justice work, some of which ive learned about in preparation for today. She served as the Program Coordina coordinator for the California Coalition of justice reforms that challenges the institutional violence imposed on the women, transgender people, and communities of color by the prison industrial complex. She also helped organize the freedom rally to end the california womens prison crisis in 2012. Wendy was formerly incarcerated herself and has worked inside prison walls to help inspire hope and the possibility of a better future. Upon her release from valley state prison for women, wendy joined thousands of formerly incarcerated people and their families to end the prison and jail expansion that has devastated california communities. As hospitality house, wendy has worked tirelessly to end the criminalization of californias working class communities, extend parole for sick and elderly people, and implement alternative justices instead of imprisonment. A more recent project of wendy has been the walk with wendy mobilization that happens on every single election day or around election time, and i was actually able to participate in the walk with wendy during the the first walk and the first walk where you were able to vote for the first time. [applause] supervisor haney and it was absolutely one of the most inspiring things that ive been able to witness. Hundreds of people from our Community Coming together, you know, six different languages being spoken, people from all over the place all coming to join you in solidarity and carrying their ballots to city hall. This was absolutely i think reflective of your leadership and the example that youve set. I also want to note on election day that there are still close to 50,000 people in our state who are unable to vote because they are currently on parole, and this is an absolute injustice, and i know its one that youve brought attention to, and youve fought against. And not just for people who were formerly incarcerated, but for all of the folks in our community who often feel like they dont have a voice, who may be unsure whether they should show up and vote at all. Youve been a model and a leader and a shining light for us, all of us, and i see that every day, and i certainly when i thought about who to honor on election day, you were absolutely the first person who came to behind, so thank you, wendy. Thank you. Supervisor haney im so happy to honor you. Thank you for all that you do. Thank you. [cheers and applause] i just want to say i am truly honored, and thank you, supervisor haney, for honoring me. As you can tell, some of of the folks in the room have walk with wendy shirts. This is giving education to folks who want to vote but they dont know how to vote. Just come on down to 290 turk, and ill help you out, i promise. [applause] as you were speaking, i was thinking about the struggle. Who in the world would have thought that a person from a small town in oklahoma, population 400, would be here today, being honored in San Francisco. [applause] i came to california because you know the beverly hillbillies said it was the place to be . I served 18 years of a life sentence. Every day in that institution, i said, when i get out, i am going to empower somebody, not just to get out, when you want your dream job or dream anything. Look at me. Im here to say i spent 18 years in prison, and i am in the tenderloin every single day trying to bring empowerment to people, not just to vote, but to be themselves. And those folks, the women that are on the streets, unhoused. Come on down to turk street, and weve got some fresh water with lemon and cucumbers, and you can just hangout. I have to say, matt, when you called me last week, i thought it was to tell me you missed walk with wendy. I didnt know it was something better. Thank you so much, matt. [cheers and applause] president yee okay. Thank you. Next up will be supervisor with district 5, supervisor preston. Thank you, president yee and colleagues, and congratulations to all the folks who came down today to show your support for these amazing leaders. In honor of womens History Month, i am very pleased today to honor one of our most Incredible Community leaders in district 5, Kristin Evans. [applause] supervisor preston kristin was born in washington, and i believe both her parents may be here today. Her father went onto work at an Aluminum Company that he continues to work for to this day. Because of that, kristin moved around the country and the globe. Kristin studied Political Science at vassar in new york. After college, in the midst of a recession, submitted over 100 resumes to various companies before landing a job at an h. R. Consulting firm where she was tasked with analyzing executive pay, and im guessing that that led to her later focus on income inequality issues. In 2001, she received her m. B. A. From the university of michigan and landed a job at a Management Consulting firm, where she worked with numerous tech clients, and there, she met her husband, praveen, and a few years later, they both decided they wanted a change from their careers where they had both been successful at. They came back to the bay area, settling in the haightashbury. In 2008, they took over the book smith at a time when amazon had already taken over onethird of book sales. And yet, they remained determined to maintain a Successful Community cancered book store in the internet era, and theyve Community Centered book store in the internet era, and in the years since, theyve done just that. Together with her dog, the famous joey pistachio, who is with us here today, christine has earned the title of mayor of haight. Kristin is incredibly human minded when it comes to the role she plays a a Business Owner. In order to educate Business Owners, she held a talk at the book smith about the causes and potential solutions for homelessness. She also has a policy in her store that any of her employees can get a pay advance as an interest free loan of up to 20 of their annual wages for unexpected expenses. She has tirelessly advocated for merchants in the haight and beyond at a time when businesses across the district and San Francisco are struggling. Shes served on the board of the haightashbury Business Association since 2011, when it was founded, and shes served as the president of the foundation since 2017. Shes also been on the board of the haightashbury Neighborhood Council since 2014. In 2018, christine was asked by the coalition on homelessness to be an official proponent of proposition c, the visionary tax on the highest earning companies in San Francisco to Fund Solutions to homelessness. As a Business Owner, kristin quickly became one of the faces mo identified with the measure, speaking out on the challenges facing our citys homeless population. She rallied her neighborhood into action, bringing together the haightashbury neighborhood association, the haightashbury Merchant Association and neighbors to collect signatures to qualify for the ballot. What began as a Grassroots Organization was transformed between kristin and salesforce c. E. O. Mark bennioff. Benioff was compelled to give the small amount of 7 million to the Organization Due to kristins advocacy. In honor of womens History Month, we recognize Kristin Evans for her passion, her tireless commitment, her sheer brilliance, and her ability to embrace transformative change and register voters. On behalf of the entire board of supervisors, its my pleasure to give you this award today. President yee so before you speak, supervisor peskin would like to say a few words. Supervisor peskin thank you, president yee. Im so sorry to elongate this presentation, but i wanted to join with supervisor preston. Im not advocating on march the 3 for anything that may be on the ballot work, but the policy work that miss evans be has done in and around of advancing the issues of vacancy in neighborhood districts has been profoundly important, and i just want to thank you for that. [applause] thank you very much. Because were here for womens History Month, i asked my mom to come with me because im a relatively newcomer to politics in a sense. Yes, ive been involved in my community as a Business Owner and as a representative in the Merchants Association and the Neighborhood Council, but really, its more recent that i have been activated to become more involved in politics. That is due to my mom, who, when i was growing up, she would tell me she felt she had limited Career Options when she came out of career choices when she came out of college, what her options were. She encouraged me not necessarily to cook for myself, so i didnt get that skill set until later. But through her strong sense of womens equality, she really instilled in me my need to be my own person. I remember coming back from dinner conversations with my dads work colleagues, saying i really skewered them over that. It was when our current president was elected that our whole family became much more engaged in politics. My mom and my sister and i all participated in the womens march, and my mom volunteered for Hillary Clintons campaign. And i guess i can say were making some progress because today, we voted for two different women for president. So maybe, you know, mom said shed love to have a woman president before she dies. I hope thats going to happen. It may not happen this november, but i do hope that we will continue to see strides and representation in our political office. Thank you. I did want to recognize, also, just other women who have influenced me, including my grandmothers who are no longer with us. My grandmother, frances evans, was a teacher and taught journalism and kri journalism and civics. My other grandmother never had the chance to go to college, but she was a strong woman leader and was a pilot at one point. Through my advocacy here in the city, when jennifer 23rd friedenbach asked me to come work with her for the homeless and their problems. I more recently have had the opportunity to work with hope williams and gloria berry and these are the women that i feel are the next generation that will become the next tier of leaders, Women Leaders that i hope will be taking all the seats in this room. Thank you very much. [applause] president yee thank you. So our next person is our supervisor from district 4, supervisor mar. Supervisor mar thank you, president yee. Continuing this wonderful super tuesday celebration of womens History Month and our theme of valiant women of the vote, im so excited to have the opportunity of honoring another amazing women who embodies that idea, susan pheifer. A lot of people here know her already, i want to tell you a little bit about her. She retired in 2013 from cal performances at u. C. Berkeley. After retirement, she noticed a need in her neighborhood to have a space in community for discussing issues of importance, and as susan often does, she founded the outer sunset park side resident association. A lifelong democrat, she has been a delegate to the Democratic Convention since 2008, as well as an elected delegate to the 20010, 2012, and 2016 Democratic Convention. 2018, with our first opportunity to go back to the ballot and defend our democracy since trump took off, susan stepped up and managed a team of volunteers in making hundreds of thousands of calls and texts to voters in swing districts across the country. With susans leadership, red to blue s. F. Helped sin 16 out 19 win 16 out of the 19 districts in her party, helping to make nancy pelosi once again speaker of the house. As we choose a nominee to take back the white house, susan is working with pelosi and the democratic San Francisco party to take back the senate, keep the house blue in 2020. With y but every month, she leads a group of volunteers in the naturalization ceremonies, registering a group of 350 to 400 citizens to vote. They leave as citizens, newly registered voters, and newly empowered to express their voice and their vote. Thank you, susan, for all you do for the sunset district and democracy. From organizing in approximate our neighborhoods to organizing in neighborhoods across the country. Were so grateful for your work ethic, vision, and leadership. Thank you so much. [applause] thank you. Thank you, gordon. Actually, gordon, i think has benefited from something we did with ospra. In 2018, i retired, and i discover discovered nextdoor. Com. I discovered that parkside was a next door neighborhood, and i discovered there were issues with car break ins and burglaries and etc. , so i made up the outer sunset association, and created a name that you could announce. In 2018, when i was running the red to blue office, we had the first open supervisor race in district 4 in a long time, and there were, i think, seven people that signed up. I decided there needed to be forums where people could hear all of them together, so i stupidly scheduled three forums while i was running the red to blue office and somehow was able to do it, and we had several hundred people turn out to hear those, and we thought it was productive, so i was proud to do that. I was running my locket. This was my mothers baby locket that she gave to me shortly before she passed away, and i never take it off. She was my mentor. She had a high school education, but knowledge stopped her, and she loved politics. And i used to go with her to vote when i was a kid when they had the machines with the levers that youd pull. That instilled in me the love to vote as a person, which i still do. A few years ago, i inherited a project many of you may remember richard and shirley hansen. They were members of the richmond democratic club. They started doing the naturalization ceremonies when they were at the masonic auditorium. The masonic had a dispute with a concert promoter that came in and said they couldnt do that during the day, so they got moved to the Paramount Theater in oakland. Right after i retired in 2013, the first time i did was go register people to vote at the paramount with them, including the man who was the executive director at cal performances at the time who became naturalized a month after i started doing. They retired, and i took it on and built it out to where we have six ironing boards, three on each side. In 2016, the volunteer board really grew, and i want to thank theresa and sister district and the people of swing list who recruit volunteers for me every month. We get 30 to 40 people who come over every month for each swearing in ceremony. I have a hardandfast rule. We do not influence what party they register for. Were in the free speech area. Hard fast rule, i want people to vote the way 24e79 they want, awan want way they want, and when they came out, youll hear me shout. Finish the job. Once you become a citizen, you register to vote. I love to see the excitement when we empower them to do what weve been waiting for, so i want to thank you for giving me this honor. I really appreciate it. [applause] [please stand by] the earlier comment supervisor waltons honoree talked about with Unamerican Committee and all the things you saw ms. Williams family was a part of and she has associations around the world in south africa, india, and indonesia and shes been a fighter for justice starting in high school with solidarity movements particularly through the neat nam vietnam war and start the year before i was born. I will not tell you the year. She has been quoted in the New York Times around she wrote for the paper and earned her degree in journalism. Though her focus now is on the middle east because of the wars our country has been provoking and fighting there she continues to work on vete flam and for veterans that she always reminds me on the street in emails along with the rest of the neighborhood. One of her biggest accomplishments was helping raise more than and this is a huge amount of money even for those of us who run for office, 300,000 for vietnamese victims of the war there who still suffer effects of agent orange and serves the San Francisco veterans for peace. In recent years nadia has been a tireless supporter of political causes which is not why i have her here today but phone banks local issues and im not advocating anything but including the tax on the ballot and in addition to Community Efforts shes raised her family, i know her family and she has three kids, six grandchildren and her kids are Union Organizers and her daughters are active in Environmental Issues in northern california. Nadia, you deserve this. Thank you for being here. Thank you. Goodness, the first time i spoke in this chamber was as a 19yearold against redevelopment and was African American removal. Now we have gentrification. There are many rewards for fighting the good fight not the least of which is working with people like aaron and nancy and our north beach posse. Its made easier by the skrchs sacrifice and determination of progressive candidates. Fighting greeddriven profits and militarism for people and planet has been rewarding. From the veterans of the International Brigade in the spanish civil war, the good fight, to the american men and women of the vietnam war one of whom is here today who overcame guilt and remorse to work actively for reparation. I commend our young veterans for peace as well. Please be sure to walk across the street to the veterans gallery from march 17 to april 22 to see the waging peace exhibit which highlights our military heroes in the resistance to the american war in vietnam. Under her direction the department has made contributions to ending violence against women stopping Human Trafficking, building gender equity in workplace and advancing womens human rights at the local, national and global level. Emily also oversaw the creation of San Francisco collaborative against Human Trafficking in 2010 and Mayors Task Force on antiHuman Trafficking in 2013 and led the launch of the National Campaign to advance womens human rights called cities for cedalw with 50 cities and counties and Salt Lake City and miamidade county. Emily, thank you for your hard work and dedicated work to the city and county of San Francisco. Your work has changed the lives of countless women and girls in San Francisco and beyond and so ill be offering you this. Good afternoon. Im javi rivera from public works. This is concerning the 301 Mission Building located south of mission between fremont and beale. The department of building inspection has reviewed a proposed design to structurally upgrade grade the 301 Mission Street tower. It was determined that part of the structural upgrade will be placed infrastructure in what is currently public rightofway. This piece of legislation is more of a legal exercise than a standard street vacation. When streets typically are vacated the vacation area is removed from the public rightofway and becomes a cityowned parcel. It can be retained by the city or can be conveyed to a third party. When the city retains the parcel, the city has the ability to grant a lease or easement over all or a portion of the vacated area. In this case the legislation we are going to use covers three phases. First, portions of Mission Street and fremont street will be vacate from the sidewalk level down to a depth of 300 feet. This will split off cityowned parcels below grade while keeping the above street level grade as public rightofway. Next, an easement will be granted to the owners of 301 Mission Street over portions of the belowgrade streets. This is shown on file on pages 2 and 3. Finally, after the easement is recorded the vacated property will be restored to public rightofway subject to the easements that were recorded. The street vacation was processed as required by local and state law. On february 13, postings were placed on fremont and Mission Street as required by california streets and highways code. No objections were receive from city agencies, private Utility Companies or fronting property owners. Its important to note this is a conditional street vacation and it will not become effective until the board of supervisors approves three item. First the vacation area. Currently its subject to the public trust doctrine. The public trust exchange legislation must be approved and effective. Second, the settlement ordinance related to the 301 Mission Street litigation must be finalized and effective. And finally the board of supervisors must approve the easement for structural elements in the vacated area. If you have any questions concerns the street vacation process im glad to answer. This came to the land kuse use and Transportation Committee coming to the board pending information from public works which information has been forthcoming. This is the proposed transference of parcels under redevelopment and then faced out off the administration of under thengovernor jerry brown. There was an interim period where ocii had the properties and they are charged with disopposing of the properties disposing of the properties. Some are proposed for transference to the Mayors Office Housing Development and up with to rec and mark and several to public works. In committee it became clear a number of the parcels which are sidewalks and streets that were proposed for transference to public works would actually require the city to shell out money from our general fund to bring them up to acceptable standards. We forwarded the item of the full board pending information from public works as to what it would cost. There are current estimate albeit back of the envelope estimate is 61,000. What i asked public works and the City Administrators Office and ocii to do was to prepare legislation to sever the three pieces of sidewalks and streets, burk avenue, cargo way, zelle. [gavel] i think were back to roll call. Clerk [roll call] i have one item a resolution urging Governor Newsom to pardon two individuals facing exportation at the hands of the trump administration. [listing names] they have both experienced extraordinarily challenging childhoods. One was born in wartorn laos and separated from siblings and lived at a refugee camp before arriving in california. Danny has never lived in laos and was born in a refugee camp in thailand after his family fled the war where they later resettled in stockton. Both boys grew up in a time when tough on crime policies criminalized communities of color resulting in mass incarceration and children serving life sentence. Poverty, violence and lack of opportunities especially among Refugee Families shaped their experiences. As youth, they got caught up in a system that led to more violence and tragedy. At 22 one was incarcerated for seconddegree murder and sentenced to 30 years. At 17, following the murder of his brother, danny was incarcerated for the death of a man and injury of two others. Rehabilitation and justice is possible. They pent spent their decades behind bars finding education, Community Support and redemption and parole and release for their positive behavior. Both became Community Advocates with the asian prisoner support community. One earned an associate degrees while incarcerated and encouraged other prisoners to join the College Program increasing the participants from 4 to 300 and now lives in San Francisco working as a housing manager and cleaning streets in oakland china town and connecting Homeless Individuals with resources and spearheading a campaign to move 38 individuals from the streets into the oak Street Community cabins. Danny, while incarcerated, explored trauma through selfhelp work shops to understand the root causes of violence and found therapy, healing, transformation and accountability through spiritual practice. He became a member of a juvenile life youth offender group called kid creating awareness together at san quinton and help advocate for the passing of californias sb260 and 261 fair sentencing for youth which afforded many youth impact californias justi Justice System. After two decade of in cart incarceration he was trafrs transferred to i. C. E. And sat in jail two months. Fortunately he was released because there was no formal repatriation agreement between his home country and the u. S. Hes currently a campaigner nor Reinvestment Coalition of alameda county. Many Community Members continue to live in fear and criminalization harms Public Safety for all. The United States is the only home they know. It would be unjust to deport them tearing families a part. We must continue to stand up to trump and fight for justice where a persons value is not deemed by their immigration status or whether they have been incarcerated. I will rise to only one thing and the rest ill submit, as i think we all the saw and were informed of this weekend on sunday, one of our vehicles of public works vehicle struck and hit and killed a 67yearold woman from my district. At the southern ends of my district while she was crossing the street at geary and taylor. She was a Health Care Worker who lives in china town with her husband and son and on behalf of the city and county of San Francisco i want to extend our deepest condolences and apologies to her son and husband during what must be the most horrible point in their lives. She is the second pedestrian killed since the beginning calendar year and her death continues to highlight the need for us all to take vision zero seriously and implement reforms as quickly as possible and the city has convened a large Vehicle Working Group through the sfmta and i think its clear the trainings need to continue on a regular basis and we joined with walk sf and urging the sfmta the lefthand turn calming project as well as no righthand turns on red and the association has led to many new scramble signals in china town over the last 20 years but moving forward with that same policy three rest of the city and through the rest of the city and county of San Francisco has been difficult we need to step that up. We also know our Police Department needs to step up cracking down on focus on the 5 and hoping the advent of new technologies particularly and let me say it, once again and again automated Speed Enforcement all 11 of us and the mayor would be remarkable thank you president yee for your leadership around that and to my successor and predecessor, Assembly Member chu who has been trying to move that forward at the state level because we require state authorization and i hereby respectfully urge, beg and plead the Officers Association embrace automatic enforcement and it happened sunday and my condolences to the family and the rest ill submit. Id like to close in memory of jack fung who passed peacefully january 24 at the age of 83 and survived by his wife and grandchildren and his many loving friends, family and neighbors. Jack lived a life of extreme joy with an infectiously positive spirit until the end. He was 6 years old when his family moved to San Francisco. Hea he graduated and continued his education in college. After his time in school he spent 12 years developing his carpentry skills and contributing to the construction of the Buddhist Church and the largest Buddhist Church in the United States. Jack credited his time at the church for teaching him the importance of spending each day in service to his community and helping others. His contributions to this church will continue to be appreciated for generation to come. As my neighbor for as long as i can remember, jack was known in the community as the mayor of greenwich street. I can tell you there was not a day jack wasnt ringing a neighbors door bell reminding them to move their car before street cleaning or simply waving good morning and ask how youre doing and he served to the golden gate direct and retired as bridge captain after 34 years of service. As bridge captain he was tasked with the responsibility of ensuring the safety and protection of the public at the world famous bridge including sadly those attempting to take their own lives. Wiz told of i was told of one evening where jack came to the scene with a man was about to take his own life and he talked to the man for three hours and talked about baseball and after the man came down they decided to grab a drink. I dont know another story of a show of compassion and depth of humanity and willingness to serve. His compassion and friendly smile will be missed. His family, friends and neighbors will all remember his dedication to serving others and infectious spirit the mayor of greenwich street will be missed. Clerk mr. Walton. I want to honor two extraordinary women with a memoriam. Im honoring brenda daye catrel. She spent time teaching and nurturing and giving her all. She was a longtime member of the Randolph Institute and sergeantatarms and help with conferences, recruitment for cohorts and community outreach. She worked tirelessly to connect her community with resources and get out the vote. She was also one of the members of the help sf project. She was not only a Community Advocate and activist but a very loving and caring mother and grandmother. A mother to many in a community but also a mother to seven children of her own. Brenda will be remembered by her contagious smile, strength, wisdom and out spokenness and ability to brighten up the room. If brenda wanted anything, shed want you to remember that everyone deserves love and forgiveness and everyone deserves a chance to never give up on yourself or your community no matter what. I have known brenda several years. This loss is personal to me as she has been a staple in the proterro hill. She will not see her new housing but her children and her grandchildren will. We will miss your advocacy. Next id like to honor stephanie oguin. She served as an executive assistant in the department of technology for 21 years. She was considered the soul of the department and was helpful to everyone and proactively supported bt leadership. Stephanie cared deeply about her family and her community. She sacrificed much of her time in making sure her son, nieces and nephews all made it to college. Stephanie dedicated every saturday strictly for her family. In fact, many of stephanies friends say she never really had a free saturday because she always focussed on caring for her family. Stephanie was the life of the party and loved to dance, cook and have a great time with everyone. She was a caring, loving person to her friends and the community. Stephanie lived in bay view and loved the 49ers. She always wore a new red and gold outfit to represent the niners at tailgate parties. Departmental hearings will focus on the department of Public Health, Police Department and public works and the Mayors Office of housing and community development. Well be updating the calendar and up on the website by tomorrow morning. Im also introducing an ordinance my office has been working on more than two years to adopt a good Food Purchasing policy San Francisco hospitals and jails. Its a model developed in 2012 to incentivize Public Institutions to improve purchasing standards. Theyve been adopted by institutions in los angeles, chicago, oakland, boston and and washington, d. C. And San Francisco unified school direct. The good Food Purchasing program establishes supply chain transparency from farm to fork and evaluate how current practices align with a set of standards and assist with goal setting and measured progress and some institutional successes in shifting towards a valuebased purchasing model. At its core it guides how public dollars are spent on food procurement and whether the funds are spend on vendors that share our values for a valued workforce and a focus on local economy and sustainability and Animal Welfare and nutrition. Im proud today after years of coordination, meetings and hearings and after both sheriff departments and department of Public Health have analyzed our count food vinders. Were ready to announce adoption of the good Food Purchasing policy and setting the goals in the next few years to transform the way our jails and hospitals purchase food. Thank you to the department of Public Health and the Sheriffs Department as well as Community Advocates for their diligence and hard work to advance this policy to make sure we put our money where our mouths are when we purchase food to serve in San Francisco hospitals and jails. Habits hats off to district 1 for putting together the office of racial equality i come from the old School Without migration and other things. Just disappeared into space. Where kaiser proceeded to cover up saying we were very concerned and we looked into it but its all a secret and where the Police Commission was very responsive. They directed the chief of police months ago to reopen the investigation of the jewish home and investigate the detectives but none of thats happened yet and i got a call from an investigator from the city in the process of investigating and kara in the process of arranging with the Police Commission staff to meet with them about procedures and get tfrs implemented but hundreds of people are at risk from something so much worse than the laguna honda which i came to in the first place. I cannot say ive ever single seen where we havent seen supervisors humane and concerned with Public Welfare and yet complete silence on this matter. I just dont know how to understand it. At the Police Commission there was a report on 18 months of findings by the accountability unit which raised several subjects which caused the Police Commission concerns related to this. When i look around my city, i see a node for more positive need for more positive public announcements in the city. A public announcement is made for the good of the public. What is the problem . The problem is there is uninformed communities, and theres not enough positive educational announcements i can see. I dont know of any Single Organization that deals with messages in the city. I see inappropriate uninformed advertisement or advertisements up and never taken down. I wish i could show you the pictures i have here but theres one that triggered me and it was hookups equals squirt on a t line to third street. I dont know if you can see it but i thought why would we have that on the side of our bus when we can have more positive things . Also this with london breed and that brings more hatred to the city so i dont know why that hasnt been taken down but has anyone seen whats being put up and monitoring it . Then i would love to see something that says education is a more powerful weapon and we can use it around the city or does anyone know when World Environmental day is when is june 5 or maybe in the tenderloin. When it comes to Ethics Commission i do not wish to reward failure by redirecting 1. 7 million towards an office that already enjoyed an 8 budget increase. The Ethics Commission remains shortstaffed and i request you solicit candidate nominations, recommendations or suggestions as proposed by the u. S. Attorneys office ninth district court. The vacant appointment will expire february 2023. If you do it in your area and if you like it, then you can do it on the streets you like. What were trying to approach is bringing more diversity to our food. Its not just the old european style food. We are seeing a lot of influences, and all of this is because of our students. All we ask is make it flavorful. [ ] we are the first twoyear Culinary Hospitality School in the United States. The first year was 1936, and it was started by two graduates from cornell. Im a graduate of this program, and very proud of that. So students can expect to learn under the three degrees. Culinary Arts Management degree, Food Service Management degree, and Hotel Management degree. Were not a cooking school. Even though were not teaching you how to cook, were teaching you how to manage, how to supervise employees, how to manage a hotel, and plus youre getting an associate of science degree. My name is vince, and im a faculty member of the hospitality arts and Culinary School here in San Francisco. This is my 11th year. The policemrogram is very, ver in what this industry demands. Cooking, health, safety, and sanitation issues are included in it. Its quite a complete program to prepare them for whats happening out in the real world. The first time i heard about this program, i was working in a restaurant, and the sous chef had graduated from this program. He was very young to be a sous chef, and i want to be like him, basically, in the future. This program, its awesome. Its another world when youre here. Its another world. You get to be who you are, a person get to be who they are. You get to explore different things, and then, you get to explore and they encourage you to bring your background to the kitchen, too. Ive been in the program for about a year. Twoyear program, and im about halfway through. Before, i was studying behavioral genetics and dance. I had few injuries, and i couldnt pursue the things that i needed to to dance, so i pursued my other passion, cooking. When i stopped dance, i was deprived of my creative outlet, and cooking has been that for me, specifically pastry. The good thing is we have students everywhere from places like the ritz to we have kids from every area. Facebook and google. Kids from everywhere. They are all over the bay area, and theyre thriving. My name is jeff, and im a coowner of nopa restaurant, nopalito restaurant in San Francisco. I attended city college of San Francisco, the culinary arts program, where it was called hotel and restaurant back then in the early 90s. Nopalito on broderick street, its based on no specific region in mexico. All our masa is hand made. We cook our own corn in house. Everything is pretty much hand made on a daily basis, so day and night, were making hand made tortillas, carnitas, salsas. A lot of love put into this. [ ] used to be very easy to define casual dining, fine dining, quick service. Now, its shades of gray, and were trying to define that experience through that spectrum of service. Fine dining calls into white table cloths. The cafeteria is Large Production kitchen, understanding vast production kitchens, the googles and the facebooks of the world that have those kitypes of kitchens. And the ideas that change every year, again, its the notion and the venue. One of the things i love about vince is one of our outlets is a concept restaurant, and he changes the concept every year to show students how to do a startup restaurant. Its been a pizzeria, a taco bar. Its been a mediterranean bar, its been a noodle bar. People choose ccsf over other hospitality programs because the industry recognizes that we instill the work ethic. We, again, serve breakfast, lunch, and dinner. Other culinary hospitality programs may open two days a week for breakfast service. Were open for breakfast, lunch, and dinner five days a week. The menus always interesting. They change it every semester, maybe more. Theres always a good variety of foods. The preparation is always beautiful. The students are really sincere, and they work so hard here, and theyre so proud of their work. Ive had people coming in to town, and i, like, bring them here for a special treat, so its more, like, not so much every day, but as often as i can for a special treat. When i have my interns in their final semester of the program go out in the industry, 80 to 90 of the students get hired in the industry, well above the industry average in the culinary program. We do have internals continually coming into our restaurants from city college of San Francisco, and most of the time that people doing internships with us realize this is what they want to do for a living. We hired many interns into employees from our restaurants. My partner is also a graduate of city college. So my goal is actually to travel and try to do some pastry in maybe italy or france, along those lines. I actually have developed a few connections through this program in italy, which i am excited to support. Im thinking about going to go work on a cruise ship for about two, three year so i can save some money and then hopefully venture out on my own. Yeah, i want to go back to china. I want to bring something that i learned here, the french cooking, the western system, back to china. So we want them to have a full toolkit. Were trying to make them ready for the world out there. In november of 2016, california voters passed proposition 64. The adult use of marijuana act. San franciscans overwhelmingly approved it by nearly 75 . And the law went into effect in january of 2018. [ ] under californias new law, adults age 21 and over can legally possess up to 1 ounce of cannabis and grow up to six plants at home. Adults in california can legally give up to 1 ounce to other adults. In the state of california, we passed a law that said adult consumption is legal. If you are an adult and in possession of certain amounts, you will no longer be tried. You will not be arrested or prosecuted for that. That is changing the landscape dramatically. [ ] to legalization of cannabis could bring tremendous economic and social benefits to cities like San Francisco. This industry is projected to reach 22 billion by the year 2020. And that is just a few years away. It can be a huge Legal Industry in california. I think very shortly, the actual growing of marijuana may become the biggest cash crop in the state and so you want that to be a legal tax paying cash crop, all the way down the line to a sales tax on the retail level. The california medical industry is a 3 billiondollar industry last year. Anticipating that multiplier as 20, 30, 50 times in the consumer marketplace once adult use is really in place, you could go ahead and apply that multiplier to revenue. It will be huge. When that underground economy becomes part of the regular tax paying employment economy of the bay area, it not only has a direct impact, that money has a ripple impact through the economy as well. It is not just about retail. It is not just about the sensor. Is about manufacturing pick a lot of innovative manufacturing is happening here in San Francisco in addition to other parts of the state as well as the cultivation. We should be encouraging that. There is a vast array of jobs that are going to be available in the newly regulated cannabis industry. You can start at the top tier which a scientist working in testing labs. Scientists working at extraction companies. And you work towards agricultural jobs. You have ones that will require less education and you look towards Cannabis Retail and see traditional retail jobs and you see general management jobs. Those things that are similar to working at a Bar Restaurant or working at a retail store. We are offering, essentially, high paid manufacturing jobs. Typical starting wage of 18 20 an hour, almost no barrier to entry, you do not need an education. That means that people who do not have college educations, workingclass people, will have an opportunity to have a job at cultivating cannabis plants. Theres a whole wide array of Job Opportunities from the seedling to the sale of the cannabis. [ ] last year, they said 26 Million People came to San Francisco. The Tourism Industry continues to be very robust here and the city and county of San Francisco is about a billiondollar industry. If we use a conservative cannabis user Adoption Rate to 15 that means 4 million tourists want that means 4 million tourists want to purchase cannabis. And we need to be ready for th them. In 2015, as adult use legalization efforts gained momentum in california, the supervisors created the San Francisco Cannabis State Legalization Task force. This task force offered to research and advice to the supervisors, the mayor and other city departments. We knew that adult use legalization was coming to the ballot and stat that would bring with it a number of decisions that the city would have to make about zoning and regulation and so forth. And i decided at that time, at a know it was a great, that rather than have a fire drill after the ballot measure passes, as suspected it would, we should plan an event. So i authored a task force to spend a year studying it and we made it a broadbased task force. We prepared ourselves by developing a Health Impact assessment and partnered that with key stakeholder discussions with washington, oregon, colorado, to really learn lessons from their experience rolling out both adult and medicinal cannabis. Within days of the passing of the proposition, ed lee called on agencies to act decisively. He issued an executive order asking the department of Public Health, along with planning and other city departments to think through an internal working group around what we needed to do to consider writing this law. We collectively, i would say that was representatives from g. S. A. , as well as the Mayors Office, met with a lot of departments to talk through what prop 64 and the implementation of prop 64 it meant to them. The mayor proposed an office of cannabis, a onestop shop for permits allowing operators to grow and sell cannabis. He wanted a smart structure. He wanted a regulatory structure that ensured that kids didnt have access and communitys were safe and that consumers were safe. And he wanted to ensure, more importantly, it was a regulatory structure that encouraged diversity and inclusivity. This is an office that will be solely charged with a duty of wanting not only the policies that we create, implementing and enforcing them, but also executing the licenses that are needed. Were talking about 20 different licenses that will put us into compliance with what is happening on the state level. This is a highly, highly regulated industry now, at this point. We have anywhere from 710 departments that will be working with these industry participants as they go through the permitting process. That is a lot of work at a loss of coordination. We are creating a permitting process that is smart and is digital. It is much easier for the user and for community input, and is less mired in bureaucracy. For the First Time Ever in San Francisco history, standalone licenses are available for all aspects of the nonretail side of the cannabis industry. Now, a cultivator can go in to the department of building inspection and to the department of health and say, with this first registered and temporary license, and then what will eventually be a permanent license, this is the project, this is what i am going to do. Very rarely in City Government do we interact with industries that are asking to be regulated. These guys want to be regulated. They want to be compliant. They want to work with the city. That is rare. San francisco has created a temporary licensing process so that the preexisting operators here in San Francisco can apply for a temporary state licensed. We have taken teams of up to 12 inspectors to inspect the facility twice a day. We have been doing that with the department of building inspection and the department of Public Health. And the fire department. It is really important for the industry to know that we are treating them like industry. Like manufacturing. Like coworkers pick so that is the way we are approaching this from a health and safety and a Consumer Protection network. This is just the way practice happens with restaurants or manufacturing facilities. Because there are so many pieces of industry that people havent even thought about. There are different permits for each piece. You have to set up a permitting system for growing, for manufacturing, for testing. For delivery. For retail. You have to make sure that there is an appropriate health code. Certainly the regulation of alcohol in terms of restaurants and retail its probably a model for how this industry will be regulated as well, both on sale and consumption. It is completely uncharted territory. There is a blessing and a curse with that. It is exciting because we are on a new frontier, but it is very nerveracking because theres a lot at stake. And quite frankly, being San Francisco, being the state of california, people are looking to us. We hope that cannabis does become more of an accepted part of society in the same way that alcohol is, the same way coffee is. It is a very innovative fear, particularly around manufacturing. San francisco could be an epicenter. San francisco can be a leader here. A Global Leader in the Cannabis Movement and set a bar just to other communities and cities and states and this nation how it is done. Done. The department of Emergency Management declared this local emergency really to help us prepare better for the city to coordinate and respond to a potential outbreak. The declaration of a local emergency allows for much faster mobilization of city resources, accelerated emergency planning, streamlined staffing and coordination across the city. It also allows the city to be reimbursed from the state and federal governments. And it raises awareness throughout San Francisco about how everyone can prepare in the event that covid19 appears in our community. Also santa clara and san diego counties have taken the same action, similar declarations to bolster their preparedness. Id like everyone to note that cruise ships visiting the port of San Francisco come from domestic location, as well as from canada and mexico. The u. S. Coast guard routinely reviews passenger records to document travel history of the vessel, passenger and crews, the coast guard has issued guidance on reporting it passenger symptoms, for passengers or crew. Additionally, the Cruise Line International association has implemented preventative measures for all cruise lines to limit potential exposure. The federal government has worked to contain the virus and the Health Department is monitoring hundreds of returning travelers. Its important to remember that the risk of the virus is based on travel history and contacts, not race, ethnicity, or culture. To stay up to date, please go to www. S fdph. Org. That information includes a list of all projects that were submitted for consideration in the fiveyear c. I. P. , a list of currently appropriated Capital Projects with balances, a more detailed description of the forced ranking process, that staff used to select projects for the c. I. P. And Additional Information about the waterfront beautification fund. So to address the two final items, just to give you a little more information on how we prioritize projects for inclusion in the fiveyear Capital Improvement program. The deputies met as a group to review the projects. And we used a forced ranking process. And so what this was was every single project that we considered, we needed to decide whether that project was number one. When we came to the second project, is that project number one or number two. The third project. Number one, number twoer or this three, so on and we made our way through 49 projects. At the end of the process we came up with a ranked list. We ranked our life safety projects first as a group on its own. And then we reviewed and ranked all of the other projects and considered items such as the projects useful life, whether or not it had to possible to generate revenue, what the return on investment would be, the importance to the ports public trust, whether or not a project could feasibly be delivered and the urgency of that project. Finally, just a little bit more information about the southern waterfront beautification fund. When staff reviewed the allocation to the beautification fund, we realized that the original appropriation request did not include a setaside for the revenue we expect to collect in the southern waterfront over the next two fiscal years. So, as a result, we revised both the Capital Budget request and the staff report to assume that there will be an additional allocation of 2. 5 million over the next two years, to conform with the ports southern waterfront beautification policy. And that is im so i guess what i was trying to understand is what was previously funded, if all of that has been completed or what is still incomplete or what still needs more funding . So weve got a lot of charts. But its hard to really figure it all out together. And so, i mean, we can do a oneoff and you can just, you know, walk me through that later. And then so on so what were funding this year is 84 million . 8877 . No. Go ahead. Yeah. So for both fiscal years, for fiscal year 20202020, were finding 55 million. In fiscal year 0212022, yes that is so then the table three, with the proposed 20202021 budget, 54,000,689 and 29,000,589. Im just finding this in the staff report. This is table three. It doesnt have a page number. But its before page 16. And after page 13. So it must be 14. So the 84,270,000. No. Yeah. The 84278 is sorry, commissioner. So its off by 3. 1. Pardon me for a moment. Commissioner, the total amount that we are proposing to fund in the next two fiscal years, for all appropriated projects, is 84. 278 million. That includes an additional 2. 5 million for southern waterfront beautification. Okay. So the chart on page 14 is the correct one . Yes. Okay. And then okay. So the attachment 1, where it has prior appropriations. What period is that over . I cannot answer that question. So its over multiple fiscal years. Okay. So projects can be appropriated Capital Projects are appropriated and they carry over from yeartoyear, the money rolls forward. And because of the transition of the Financial System in 2017, it has become somewhat challenging for us to look back prior to fiscal year 17. Okay. So so from this chart, these are projects submitted for capital funding. And this could be for like the last ten years . Well, i guess from me it will be easier if the prior appropriation were for a period certain, whether its the Previous Year or the last two years. Right. So we can really understand. I think what i was really trying to figure out is how do we do last year . As far as what was appropriated, what was completed, what still needs to be complete or, you know, that was really what i was trying to figure out. So this sheet leaves more questions than answers. [laughter] sorry to hear that. So at the beginning of the staff report, we do note the projects that we completed in fiscal year 20182019. I saw that. I saw completed projects. Okay. And then but it was the appropriations. So i wasnt sure if these were all the projects from last year, with or if they were the projects projects from last year that had remaining balances . So on page 4 of the staff report, we list six projects that we completeed in fiscal year 1819. Okay. So what list are they on . Theyre just in the text. Theyre not in a table. Got it. Got it. So theres no dollar amount. Theres no cost associated. But these were those are the projects that we completed. Thank you. The projects that we note on page 8, in table 1, are projects that have been completed over some past potrero. Past period of time, not necessarily in the past year. We as finance staff need to get a little bit better working with our colleagues in the Engineering Division to go through and close out projects, when the projects are completed. Unfortunately what happens now is when a project is complete and the funds arent necessarily pulled out of the project and closed to fund balance. We need to just go through on a regular basis, probably on an annual basis to do that work to close outed funding. So the projects that are listed in table 1 on page 8 have likely been complete for some period of time. Okay. Okay. So i think its for us who are not part of the finance staff, do not deal with this on a daily basis, when we see it two, three times a year. I think its easier for us to be able to understand it if we can see a history, as well as a projection. But really understanding how were doing with our projects. So the projects that were approving this year, so next year when and where will we see how those projects will progress. Right. Thats whats missing for me. Thats what i was trying to get a picture of. Okay. You know, how are we doing . And are some of these projects that were trying to fund, were they previously funded or is this new funding . You know, just trying to understand the progression. So im okay. And then amador street sewer and pavement repair. It was appropriated some time ago. Yes. Is that a project influx or in progress . Yes, it is. And i at some point may defer to my engineering colleagues on this. Am score street is has received multiple multiple over the last five years. In the most recent capital appropriation processes, we were reviewing am score. It became clear that we are still doing Due Diligence to understand what the total scope of that project needs to be. Weve been working with d. P. W. Its a sewer improvement project. And it as we were as staff doing having a call for projects and then doing analysis on those projects, it became clear that am score street likely will need more money. But we dont know yet how much more. And so we chose for now not to include additional funding in the budget. Okay. But that 7 million is still set aside . Yes, it is. We dont know how long its been there . We dont know we dont know when were going to use it . We can analyze how long its been there. So we can analyze how long and what years that there was appropriations to am score street. The issue has always been the design on am score street. We need to do the sewer differently and the Stormwater Management differently. But getting an actual project design so this is a project thats been stuck in design for some time, getting a good design that the department of public works signs off and would accept am score one day as a city street, is where weve gotten caught off guard. So the design has continued to go on and with different types of solutions. But the money sitting there is similar to it sitting in fund balance, in that whether it sits in a project or sits in unappropriated fund balance, has the same result, more or less. But i think what might be useful is to have a capital conversation and informational item, where we give you what youre asking for, which is to look at what was appropriated, what projects we funded last year and how theyre going. And what projects are still open and into the closed. Some of them are new projects, from a year or so ago. And some of them will be much, much older, like pier 35 substructure, where weve been thinking about that for years and waiting on an army corp match. I think we should schedule an informational item to dig into capital. Its a good time to do so. Two budget cycles ago you funded a project Management Office and so weve been taking a lot of efforts internally to deliver capital more efficiently, with the small staff we have. So its a good time to update you on what on the questions youre asking. Right. That would be wonderful. And then my last question is South Beach Harbor. Yes, maam. And the 7 million. And just wondering if whatever were going to spend this money on, would any of this be taken care of in the r. F. P. Thats been put out, or with the resiliency . No. So South Beach Harbor has been set up as its own little enterprise within our within the port enterprise. So these projects are specific to the harbor and their needs for the marina and youre just about to get an informational report from the director of that marina. For pier 38 and 40r. F. P. , thats a separate process to try to bring in private investment and repositioning of those piers. And resiliency is tackling other issues related to the seawall and flood on the line of the embarcadero. So these projects are related to providing an aplus Customer Service to all of the recreational boaters, doing maintenance and repair, dredging on the harbor, operationsself. And weve structured it so the money the harbor earns is the one the harbor spends. And theyve i keep calling them they. Theyre part of our family. Weve applied the capital setaside policies and discipline to make sure the harbor generates enough revenue to take care of itself. Right. Okay. I think thats all my questions. South beach harbor is a full Service Marina consisting of 700 disciplines. Third largest in the bay. We have a guest dock, the south guest dock. We provide commercial access and also recreational access as well. Slips consist of up to 30 excuse me. Im sorry. 30 feet up to 100 feet. Back in 1986, the harbor was constructed and managed by the San Francisco Redevelopment Agency. And in 2012, the port of San Francisco assumed operational responsibility. In 2015, the Commission Approved transfer of assets and operation to the port. In april 2019, the transfer was finalized, when the cal voting documents were approved. Some of the partnerships we have down in South Beach Harbor, south beach yacht club, thats a 500member, allvolunteer club. Theyre known for their great races that they put on each year and theyre known to draw up to 40 vessels during the summer. And they also provide a nice Junior Sailing Program for the youth. And that really helps get our youth out on the water and hopefully provide us with new recreational boaters in the future. We also do work with the San Francisco bay keepers. They specialize in outreach and education on keeping the bay clean, which is very important. And they also put on an annual parade and a run in which they use harbor facilities. Some of our operators that come down to the harbor, commodore, bay cruises and events and also horn blower cruises. We get into South Beach Harbor pier 40 shed, we have a number of onshore tenants. Some of those are spinnaker sailing and city kayak, boat washington, to name a few. Actually have a knew photos i wanted to go over with that. Okay. Here we go. When the port took over management of the South Beach Harbor marina and pier 40 shed, the decision was made to have the department take over the tenant leases and management of the property. Some of those improvements have been made over the last few years. And twe updated and resigned leases with all of the onshore tenants. We added a new alarm system with cameras inside and out of the shed. We also divided the bay im sorry, the shed into bays to provide new space for new businesses along with adding new storage lockers for rent. Here is a perfect example of some of our Public Access we have down at the harbor. Right here what you see is the south promenade on the shed. There it overlooks the harbor, gives you a nice view and you can see oracle park. In the view. Also if you are looking to the left toward the end, youll see the bay bridge. It definitely provides a nice area for the public to come down and enjoy themselves, also providing benches and things that of that nature. If they want to walk out with their families, they can do that. We look forward to continuing rcbc improvements. Some of those include resurfacing and adding guardrails, so they can the public can further go around the back end of the pier 40 shed and enjoy that wonderful view. Earlier we were talking about some of those projects that were working on we have in the cue. One of those is a north guest dock. As you can see here, we need to go ahead and replace this dock. If you were down at the harbor any time over the last year or so, youll see that the docks are actually not there. This is an old picture. But we hope to add 350foot dock, while also providing a better commercial landing space for some of those cruiseins, like the commodore and things like that. And also we plan on adding a kayak dock for public use. This project is estimated at around 3. 5 million. Heres another one of those important projects right here. Theres the baffle wall. The port maintenance team, the divers will be taking care of this for us. We were looking at the slide, youll see that we have a lot of those panels that are offlevel. So we need to raise and realign those panels and fill in the gaps to make sure that we get no more seepage of silt and buildup coming from the north side into the south side. You know, so once we do that, that will decrease the need to dredge, which is something were also looking at. This project is estimated at around 300,000. Right here one of the most important parts of this presentation is the financial slide that shows the progression from 2012 and 2013, moving all the way up to where we sit currently. Since the port of San Francisco assumed management of South Beach Harbor, several steps have been taken to streamline and stabilize the harbor financial situation. In 2013, we increased the berthing fees by 22 , and we spread that over three years. We also had exodus come in and manage our insurance program. We increased the fees and on waitlists and our landing fees. Most importantly we were able to pay off the balance of a bond debt. Since the port took over management of South Beach Harbor, weve gone from a net negative of a Million Dollars to a net positive 1. 4 million, while also paying off that bond debt, which as you can see earlier in the presentation, its very important that we put those funds back into the harbor. And provide a nice harbor, for not only the tenants, but the public that comes down to the harbor. So our goal is simple. We want to continue to enhance the harbor while maintaining our status as the top marinas in the bay and make sure that the harbor is providing for our tenants and the public for years to come. I was wondering if that had been resolved . Yes, maam. We are speaking on the restrooms inside the pier 40 shed or carmans . I thought it was within pier 40 shed . Inside the shed we have the v. I. P. Heads. And so those are you know, we have a code. If were not using the code, were using a key. Those are adequate for the tenants and theyre feeling good about it . Yes, maam. I think i have seen this really great journey since we first took it over and all of the issues and it seems like its on a steady path. Thats great progress. Thank you very much. So i just want to correlate. Because we just went through the capital plan and there was money that was previously spent on South Beach Harbor. Youre talking about this 3. 5 million. And then looking back at the capital plan, you know, we have 3. 1 million. And part of it also, as i remember when we inherited this bcdc at the times i recall the estimated Capital Improvements, they insisted that we undertake was Something Like 10 million. So im just trying to understand how much of the bcdc requirement have we met and how much of the proposed new improvements, that you mentioned in your deck, are part of the bcdc or are they in addition to the bcdc, to improve the South Beach Harbor . Were going to get you help, joe. [laughter] so im going to start it and diane ocean is going to help us with more. So we had the Redevelopment Agency had some unmet bcdc requirements on the break water. And weve been working with joe and with bcdc to change that permit requirements, to yield us better access to the facility. And diane ocean can come up and give an update on how the process is going. Long and short, we havent provided Public Access on that break water. But were working with bcdc to change that requirement. Come on up. Thats not part of all of this funding that were talking about . It is not. Hopefully that 10 million overhang is not the same as we thought it was . Ill have diane give you an update. Good afternoon. My memory is correct, 1 million . Absolutely correct. We are in the midst of a permit amendment request. And it would reduce the what were basically proposing is that we put in more water recreationrelated Public Access benefits, instead of the high cost pier apron Public Access, that was required under the Redevelopment Agencys permit. And so we are in the process of getting cost estimates for what would cost, which would be at a much lower cost point than what the original obligation was. And assuming that we can make sure that we have a financing strategy to cover those replacement obligations, our intention is to go forward and to square up our bcdc at this point sort of receptive to our proposals . Yes, they are. Okay. That would be wonderful. Thank you. And then i guess you can now answer the numbers that seem like different numbers i see here. You have 3. 5 million. Theres 3. 1 million. What we spent already and what we have in the capital plan. So are the numbers all squared away the same, similar . So, commissioner, so the numbers that were included in the Capital Budget, that you just approved, are we are planning to appropriate over the next two fiscal years 3. 1 million. Thats for capital work at sought beach harbor. Okay. So okay then Going Forward when we look at this income statement i guess, or financials, right now the Capital Improvements are not listed under the expenditures, right . These are just operating expenditures. Yes, thats correct. With the assumption that the net falls to fund balance and then is appropriated for capital work as necessary. Before we get so excited that we have all of this extra cash, its really totally used up . Yes. [laughter] yes. The deferred maintenance need at the harbor will more than absorb the 1. 4 million in net revenue. And in principle, i dont know that weve made a firm policy decision, but we are basically saying whatever we generate in net is being reinvested in South Beach Harbor and not diverted to any other Capital Projects . Thats a policy that we have adopted, correct . Thats how the port is managing the facility. I dont know if you have affirmatively adopted that policy, as a Commission Policy level. But that is how were managing the harbor. And i do believe that when we discussed taking the facility from the Redevelopment Agency, we discussed the importance of paying down the debt and investing on that revenue and capital to make sure that the facility continued to just be such a good value to the customers. But when we got the facility, it was getting into the life cycle where investment was going to become more critical. So we were very eager to pay down the bonds, so we would have adequate capital to keep the facility up. I dont think youve adopted a formal policy, the net revenue from the harbor supports the capital work at the harbor. Thats how were managing the operation. Weve always asked periodically to get a sort of update, standalone on how South Beach Harbor operates in terms of and i think its really great to see that we have paid off that loan, because that was sort of a sort of a middle stone around our neck when we inherited. Its great to see the negative numbers. We knew that when we inherited it, we were inheriting something negative and to turn it into a positive. My last question is technical. If we have boats that want to come in that are over 100 feet, where do they dock . Where do they go . So like if you have a super yacht come in. Thats for joe and andre or dominick if hes here. Yes. So we do have the south guest dock, which can accommodate on a transient or just a special excursion landing. It can accommodate those south a accommodate the vessels. For super yachts they have docked at other piers along the waterfront. So pier what comes to mind, pier 15, pier 35 north. If there arent berthing conflicts at some of the cruise terminal facilities we can accommodate larger yachts there. Then in the southern waterfront as well, at pier 50 and at the shipyard. Okay. I dont know whether theres an opportunity for us to continue to attract them . And i know in certain ports that are popular in the mediterranean, they make a lot of money off the docking fees. Yes. I dont know if thats an opportunity for us to continue to think about that . Weve had prelim discussions on it in the southern waterfront. The last question in the staff report, you mentioned 90 occupancy on the slips. And theres a waitlist. So whats the 10 . Is it because youre waiting for people to how does that 10 factor in, the fact that you have a long waiting list . Correct. We have about 25 transient slips. So we keep those open. And then not to mention were still we have people that the slip fees rise, we do have some folks that are exiting the harbor. So we account for that by people that are exiting the harbor and people coming off the waitlist. So the 90 is really we are at maximum occupancy . Yes, maam. The others are transient slips. Were repricing every year now . We have. Yes. Weve set our c. P. I. And reprice every year. And joe with his team has instituted a fee to be on the waitlist to clean up that waitlist. When we started managing the harbor, there was no cost to be on the waitlist. And kind of no one ever left and the waitlist was very, very long. So with some of the changes in operation, i think the waitlist is smaller and reflects actual interest. And we have slightly more turnover since weve increased the rates to market. Correct. Yes, sir. You did a great job. Thank you. I noticed my years being a commissioner, and herb on the and everybody on the staff, eyes just move or look at mike martin. Just very they look that way. And definitely rescue them. I really appreciate the history. I didnt know at one time that redevelopment had owned it. And just the history is quite interesting. In your job as the harbor master, where do you see the port going, especially with the South Beach Harbor, like commissioner woo ho said like trying to get bigger ships in . Is that something you think we can do and make more money . Yes, sir. I definitely think that. When we do replace that north guest dock, a portion of that dock can be used for those larger vessels. And as far as where i see the harbor and where were trying to push it, we definitely need to push it on the more technical side. You know, stepping into the future, just with how we provide service to the customers. So if we can do that, especially with the younger crowd coming up, we want to make it easier for them. We just want them to be able to come out and just enjoy their vessel, you know. And make things easier for them, where theres technically when theyre dealing with the office, administratively, things of that nature. You mentioned the yacht clubs, the gatekeepers, excursion operators. Does this allow like kids from the community or school kids to come down and have access to the port and see these things . Yes. Definitely. So i highlighted the south beach yacht club. You know, every year in the summer, the entire summer they have that Youth Sailing program. And they get kids out and usually what i do is ill go over and ill speak with them and kind of explain what i do. You know, because not only do we want folks on the water, but we still need folks on the technical side as well, because i know that i have friends and family that some folks that they dont know the operation of a harbor or what a harbor master is. And good to know that the harbor is becoming selfsufficient, not totally. But becoming. So i want to thank you for all that youve done to make that happen. Just have one question. That is regarding the boating loan. How much longer do we have that . Or do we have to pay that . Many years. [laughter] i think we have at least 20 years left on that loan. Oh, really. Yeah. Clerk item 13 a, request authorization for staff to enter into a 99year ground lease for parcel e2 at the praised value of 5 million. Good afternoon, commissioners. Rebecca beicini. I direct projects at the port. Happy to be providing the followup to the february 11th presentation we had two weeks ago. I want to acknowledge some folks in the audience who may help me answer questions. Youll see me eyeball them for support. Christine from the port, mike and annette. Also want to acknowledge kelly presser who is here in the audience from brookfield and tim rundy who was the peer review appraiser on this project. Im happy that tim was able to join us today. Im going to go through slides that are going to be a little bit familiar to you from two weeks ago. I want to point out, as im going through, that the decision or the request were making of you today really focus on that action item. Youll see that its the were trying to provide ourselves and the developer the opportunity to transact on a parcel. Were trying to spewed transaction on another parcel. And we really feel this is the best path we have and a limited set of options that are set out in the pier 70 framework transaction document. Ill try to keep coming back to the action item thats before you today, as theres a lot of detail that i know can get can blur the vision in terms of what youre looking at today. Heres an overview of the pier 70 site. Pier 70 is a threephase project, well under way. Construction started in 2018. The horizontal construction started in 2018. We have highlighted for you the seven phaseone parcels, blue means office, yellow means condo or apartment residential, red means flex cultural, the big red box is the only building thats under construction. The two parcels we want to speak about today are highlighted in the dark blue, a at the top of the screen, e2 at the bottom of the screen. Both of the sites haveup gone quite a lot of design work. E2 is a multifamily residential apartment site. Its about 281 units. 20 of those are about 56 units are affordable to households making 80 of the area Median Income or below. Parcel a is a commercial office building. You might have seen sop arms about it. It has a unique mass timber construction type, thats sort of renewable and more sustainable construction type. Its about 350,000 square feet. The d. D. A. That governs the entire pier 70 transaction, that we have with brookfield, sets forth the process by which brookfield has the opportunity to exercise options. Thank you very much the option they have the option of the 19 parcels of the site. They can lease or buy, whether a condo or leased site. Including parcel aand e2. The the jointly selected appraisaller from a list approve where had the d. D. A. We came up with the department of real estate and with brookfield. We jointly select an appraiser. The d. D. A. Then goes allows the appraiser to go through the process of drafting. We provide comments back to them, all transparent to one another. We can only communicate, so longs were on the same email chain or phone call. At the end of the process, the d. D. A. Allows the appraiser to set the value. If the value is above the down market thresholds, thats the value generally that we thought each parcel would be worth, if its above the threshold, brookfield can exercise the option or decline their option. We can take it to market. If its below that value, then that triggers sort of a Decision Point for both parties in their sole discretion. Thats why were before the port commission, because in our sole discretion, we can take this action. We only come to you with the hard questions. So were here now. We have appraisals for both sites. You can see each site appraised value and its down market threshold. E2 is shown here. Its down market threshold was 11. 3 million, parcel a, down market threshold was 12 8 million, aphrased value 66 million. On an individual basis, we now have a potential down market on one and a very well above market on the other. The total on the write is just for comparison purposes, at approvals we thought the two parcels might be worth 24 million. Turns out one appraiser thinks theyre worth 71 million. I talked a little bit about what the process is in the d. D. A. But i want to take a moment to talk about what the appraise did. In particular for e2 and for a as well. The instructions state that the appraiser must continue a lease two approaches to value. One of the approaches to value is called the residual value analysis. And then they can select another. They can select a cost approach or a sales comp approach or another approach that they deem appropriate. They can do more than two as well. The independent appraiser initially came with a 1 Million Value for e2. We had many, many comments to get it up to are 5 million. Ultimately its important to note that they in this analysis, the residual value, which considers the cost and the value of construction, they came up with a negative 13. 4 Million Value, with that approach. They then also looked at the sales comp approach. They ultimately selected three land sales between 2018 and that occurred between 2018 and 2019, that were most comparable to the site. Using that analysis, they came up with the value of 10 million. So this is a really important bracket exercise that they did. They thought the site is worth somewhere between negative 13. 4 million or 10 million. And they create that bracket and they ultimately decided that taking into factors that are particular to the site, that the value should be about 5 million. I want to point out that the residual value analysis, theyre looking at Construction Costs, theyre looking at rental rates, they consider all of the important factors and the reason they didnt respond to our comments, as much as we wanted them to and going from the 1 million initial value to the 5 million, they noted was to a couple of things. Construction costs they think are going to keep going up. Rental rates they dont think are going to go up. The 20 onsite inclusionary units is somewhat higher than some of the comps that they were looking at. Also the pier 70 tax its not its not a huge tax, but its relatively unique in San Francisco. And the other item with the special tax, that just creates a little bit of risk for the developer, they have to pay on a date certain, regardless whether the building is built and occupied. Those are the factors they cited in noting how they were looking at the valuation of both of the approaches. What do we do now . Do we considered our paths really, really carefully. The one we are ultimately recommending to you is to transact the parcels together. The reason we came to this is a couple of things. First, i think that we felt that it was really important. These are the first two parcels is pier 70. Its really important to us to get money into this deal. And to start to create that community, that the horizontal construction is creating. I think its a really important policy outcome for us. The other key thing is that by tieing the two parcels together and moving up that highvalued Office Parcel, they could have transacted it up to 18 is months, we moved that all the way up to no more than 180 days. In this case, time is really money for the port. Were accruing about a 1. 4 million return on the amount of money that brookfield has spent on the horizontal, the faster we can get money into the deal, the better. It allows us to start bonding. We need to sign to get the c. F. D. Bonds. We also available the down market delay on the two parcels. If were able to tie them together and sign this letter, that would require them check the option within 120 days, then they would not be able to call down market delay in the document. If they call down market delay on the two parcelser the timing of a and e2 is suspended until we have an appraisal above the down market threshold for e2. The one drawback of this is that the e2 land value is lower than the port expected at approvals. We tried to make this pill a little easier to swallow by moving up the a parcel and ensuring theyll transact on that in the 120 and 180 they have to exercise the option at 120 days, close on the parcel in an additional 60 days, up to 180 days total. We considered very seriously the alternative path. And this is a little bit of a, you know, game theory process. We also have the alternative set forth here, which is we can dispute the e2 appraisal. Brookfield could do the same. That then sets up a sort of process of arbitrated appraisals, where two additional appraisals are brought ontoward. If theyre not closed with one another, we have a appraiser who breaks the tie and can determine the actual value. That could result in one good outcome. And that is that we get a higher value on e2. That would be what we are seeking in doing that dispute. There are job acts. We dont know whether or not the new appraisal how much higher it might come in, or if it comes in higher at all. We think, based on our conversations with our appraisal consultant, who is here today, that it is unlikely to get up to the 12 Million Value. Even if it did, we would lose out on the value weve created by putting the two parcels together, because a would be closing on its normal timeline of potentially up to 18 months. So we would lose out on that value. We might gain something in an e2 value. We might lose something by losing the time benefit that we have in the deal, before today, which is moving a. Up. According, its just a general delay in the project. It would delay the Housing Units coming online and, of course, we talked about any delays are time is money for the port. So we looked at this really seriously. And im as much of a betting i like to roll the dice like anybody else, the two paths, one created too much uncertainty. The other one created more of a certain path. Where at least we have the opportunity for both of these parcels to head to the finish line together. So this just sums up, the slide sums up a little bit of what i said. The rationale for taking this path, we follow the process in the d. D. A. We worked very hard to try to get the values up. The appraiser, who looked at both parcels, use as very similar approach on both parcels. And then the outcomes rationale is that the deal weve tried to put together, for your consideration, its gaining us a lot of outcomes we want. Two parcels going at once, instead of one and then another one being very uncertain. Spieds up the office closing, which is a value to the port of about 6. 5 million, relative to how long they can take to close. Thats a clear financial benefit for the port. We also ensure that the apartment parcel isnt left behind, if things went through the dispute process and they didnt reach a down market delay threshold of the 12 million for e2, then the Office Parcel could potentially go and e2 would lag until the appraisal came up. So overall we thought the alternative path could potentially cost us money and it had some uncertain benefits that really rely on how the appraisal process comes out. Heres the request for you today. Its to approve the resolution. The resolution would allow the port to offer brookfield the option to transact on e2, below the down market threshold and provide us the opportunity to deliver the balanced office and residential start to phase 2, phase 1 vertical development. Should brookfield choose to exercise the option. If we get that approval today, this is the process that would go forward. Wed offer the option in exchange for speeding up parcel a. Wed linked two options together. If they elect to exercise the option, 120 days from now, wed enter those contracts within 60 days wed have to close on those leases. If that 120day mark comes along and they dont exercise both options, then both parties revert to the existing rights that they have in the documents today. So we would be in likely a dispute scenario. Wed still get to roll the dice then i guess. So thats the presentation i have for you today. Happy to answer questions. Thank you. Can i have a motion . A couple of handouts for everybody. Thank you, president brandon. I am happy to share my views of the agreement, both in terms of strength and weaknesses. At the time that we are asked to inject our oversight to the Development Agreement. This is the first opportunity to do so. We are acting in the interest of the public now and in a future, none of us will live to see. We cannot focus on the immediate term or failure to give weight to the longterm represented in our decision today. Pier 70 and the Development Agreement, the San Francisco port entered into with brookfield properties, a project that i support. I will honor and oversee implementation of the Development Agreement from time to time, as required by the agreement. I will not support a 99year lease at 9 million reasonable value. I will support a 99year lease at 28. 2 million, fee simple value. I believe 28. 2 million is the fairmarket value for parcel e2 at pier 70. What is being asked of us today is to approve a perunit value at 32,000, when comparables are valued at 100,000 per unit. What we are being asked to do today so approve a land transaction at 5 million, where the true value is approximately 28. 2 million. I believe a weakness in the agreement was a decision to accept a fully prepaid grounds lease for parcel e2. I believe a better disposition of the parcel would have been a Standard Lease with annual rent payments. A rent schedule on a fixed term for 30 years to allow the developer to fully pay off a standard 30year loan, then implement a market rental value with escalating rents, in accordance with land value, adjusted from time to time, like every five years or ten years. This would yield the port a more index value, it would create a cash flow for the San Francisco port and would yield substantially more money over a 99year lease. If we were to set a land value at 28. 2 million and take a simple 3 annualreturn, we will yield 846,000 annually. Over a tenyear period, our income would be 8. 4 million. In 99 years, without any rent increase, our Lifetime Income would exceed 83 million. With some rent increases, it can well exceed 100 million. I do not support taking 5 million, as is suggested by the appraiser, in exchange for foregoing 8. 4 million over the next ten years, or 100 million over the lifetime of this lease. Let me share my view in another way. If we were to get 846,000 in annual rent, we can debt surface over 20 million of our Capital Project each 30 years. So this cash flow can effectively pay for over 60 million in Capital Projects over the life term of this lease. This is a much better use of parcel e2, at pier 70, than a onetime payment of 5 million. I will share a few facts that support the value of parcel e2 at pier 70 at 28. 2 million. I submit for your review 22 sales of entitled projects that have sold in San Francisco. These are sales in 2017, 2018, and 2019. I put all of my weight on the five sales that took place in 2019 for the sole purpose of this evaluation. The prior years are secondary consideration. The five sales are large parcels ranging in unit count from 118 to 418 units. Parcel e2 at pier 70 is a 282unit entitled project. Sales of these parcels range from 10 million to 78 million. The perunit price range is 54,000 to 233,000 per unit, rounded off to the nearest thousand dollars. I believe the best comparable for parcel e2 of these five is pier 70, partial k north, which the port of San Francisco told sold for 24 million or 95 million per unit. And 14 otis sold for 40 million or 95,000 per entitled unit. For a point of reference only, i submit for your review 13 sales of entitled projects sold in oakland. Thats page 2 of what i handed out. These are sales for 2017, 2018, and 2019. I put my weight on seven sales that took place in 2018 and 2019. The seven parcels are sales of large parcels, ranging in unit count from 130 units to 450 units. The sale of these parcels range from 7 million to 42 million. The perunit range is 49,000 a unit to 93,000 a unit, again rounded off to the nearest thousand dollars. The comparables on face value demonstrate the appraisal before us is inferior. Who would ever believe an appraisal for a San Franciscoapproved project was appraised for less than a similar sized project in oakland. In support of my belief for a 28. 2 Million Value, i refer you to the appraisal. That is the second handout that i provided. On page 144 of the appraisal, the appraiser uses a land value at exactly 28. 2 Million Value or 100,000 a unit. Their own statement of value in this section of the appraisal supports my conclusion of value for parcel e2 at pier 70 at 28. 2 million. I do not believe we are or the public would be best served by accepting an appraisal that is not based on market or comparable values. I would encourage the commission to reject this appraisal. Thank you, madam president. Okay. Rebecca, would you like to respond . I think thank you for the comments. Ive distributed some of the material to some of the folks that are here today to help me out, if they have comments in digesting the information. The one comment i think its important to make, it was an interesting, have deinteresting calculation of what we might do with the money. The commission might recall that the structure of the deal requires that all of the leases are prepaid. While brookfield has outstanding developer capital. Practicalfield has about 100 million of investment theyve put into the site in dodge construction, that site in horizontal construction. So every lease until that is paid off, has to be prepaid, 99year prepaid lease. All of the money from the prepaid ground lease goes into repay the horizontal Construction Cost. So that isnt an option unfortunately under the transaction terms, they invested the money in the horizontal order in order to be repaid through the vertical and through subsequent bonds. I think on the valuation, if i could pause for a minute, and we hear other comments, while i confer with some others to look at the comps and see whether or not theres any response that we can provide. Thank you. Commissioner woo ho. Its not an easy transaction. I think that commissioner makras has pointed out something in isolation, in terms of his Technical Analysis and we appreciate that he went to the great extent of his research. I guess when i have reviewed this project and looked at it in terms of holistically, in terms of what were gaining in terms of tieing the two parcels together, and as i recall from last time when we talked about it, the difference in value at that time was made up in terms of the timing of the closing of the escrow that the port would make up in terms of from a cash basis. So from a value basis, im not in a position to debate with the experts. Because im not an appraiser myself. And i think that we have obviously have both the port, brookfield and a third party and we would ask the consultants maybe to comment, to help us respond to some of the comments. So i think that, you know, weve worked on this project and i think the concern that i would have is that if we were to not accept this amount in terms of the value, what it does to the transaction and obviously brookfield is here and they could tell us what they would do. And endanger the continued Development Timeline of this project, which has been something weve worked on for i dont know how many years now. Long time. For a long time. Its a very important project. Its one of the key projects of the port. Along with mission rock in terms of the whole development. So there are some consequences that i think we have to think about holistically. What i think that while im not going to debate whether 5 million is right or wrong, i think what i did see in the presentation and in the staff report is the fact that the other parcel is coming in higher than what we had anticipated. And helps to offset. So i think that the offset and i think, unless we can see say that the offset is insufficient, that i think that we are economically not worse off in this transaction. Though there may be some, you know, we cannot go back and change the terms of the prepaid leases rebecca has just mentioned. I think we have to look at the transaction holistically. Are we going to move this Development Forward and tieing the two transactions together help us to get back on track. Or are we going to now jeopardize what the future is. I guess i would ask that question. Are we jeopardizing the future of the development if we do reject this appraisal . I can make some comments. So what were asking you to do is to allow us to transact the housing or apartment parcel below the strike price. And that strike price was developed really to protect ourselves, because we did not want the developer to move forward with projects, if the market was so bad or downmarket delay, that market wasnt right for development. And that strike price is important to protect the port and make sure we want the developer to transact and the economics are working. So were not asking for you to approve the appraisal. The appraisal process is set forth in the agreement, the lbda. And we have a thirdparty appraiser, a certified thirdparty appraiser, who has done two types of analysis, residual land value and comps to conclude that the value is 5 million. What were asking is to be able to transact below that strike price of 11 million. 11. 2 million. And were asking you to do that, because we want to deliver brookfield to deliver housing and office in the first phase. The same appraiser using the two forms of analysis confirmed that the office was 66 million and the strike price is four times less than that, what is the strike price on office, retaining wall . Rebecca . I know its five times the strike price. Five times the strike price. Its 12. 7 million. And so when we were able to negotiate also a reduction in the closing costs, when we look at it on balance with Office Coming in so high. We find our way to say we would we prefer and recommend strongly a phase that delivers both parcels and that the economics for the port is preserved or preferred here, because it is in the ports interest that we move the project forward and transact. Because we are holding and paying an 18 return for the Developers Cost for infrastructure and soft costs. So that is why were asking that you give us authority to transact with brookfield, below the strike price on e2. And as rebecca has described, in addition to preserving the ports economic interests in the project, it preserves a really important policy goal, which is to deliver this apartment, affordable housing, 20 affordability. So we want to get the housing in the ground. Do you want the consultants to come in at all . I think mr. Rundy would like to make a comment, based on his threeminute look. [laughter] thats what you get when you get pull into a Commission Meeting. Good afternoon. My name is tim rundy. And my role in this process was not to appraise the property, but to provide review of the appraisal that was completed. This is a complicated assignment. Its not as simple as, you know, just a simple land appraisal. There probably isnt any such thing as a simple land appraisal. Its the hardest thing to get right in the world. And to commissioner makras point, i started in the same place frankly. Its like you cant have land worth zero, near zero. That just doesnt make sense. But when i dug into it, what i realized was that were at a point in the market where and ive been appraising San Francisco real estate for 30 years, the bay area realty for 30 years. I have never seen a market where all of the fundmentals are so strong and yet a type of project is not financially feasible. But rental housing right now in San Francisco is not financially feasible. Almost no one is Going Forward with it. Unless they have legacy projects, have other reasons for doing it. It just doesnt pencil out. Most of the sites are trading for condominiums. Pretty much the only Residential Projects that are feasible are very, very highend luxury condos. So, you know, as an appraiser, i put my hat on and go, well, the highest and best use of this property should be a condo site. Well, that may be the case or you hold it until the rental market is better. The problem is we dont have that option here. Were locked into a rental project, number one. Number two, were lock into a rental project with b. M. R. On site. Thats more expense than paying the in lieu fee. We have an onerous b. M. R. Requirement of 20 of the units at 80 of the a. M. I. Now compared to one of the two comps that they had on there, which was 13. 5 at a 50 a. M. I. , thats almost a 35,000 cost im sorry, thats about a 10,000 cost to the project. The third or fourth thing is we have the special tax, mentioned as well. Well, actually if you do the math on it, its about a 35,000 hit to the value of the property compared to Everything Else in the market, that doesnt have that. Taken together the b. M. R. And the special tax requirement knocks about 45,000 off the value. If you start at the 100,000 kind of benchmark, for a marketrate unit, you get down to the 55,000 range pretty quickly. Then you knock off the lease holds value that they because its not a feeowned project. It cant be. And suddenly you get down to this 10 million range or so. Now is 5 million the right number . I dont know. Is it within the range of reasonableness for this project, given all of the complexity of it, i think it is. I think particularly and ill be honest. I dont like residual approachers. I dont like developer approaches. Theyre not im not saying any of that happened here. I think the appraisers did a confident job and we have a lot of back and forth, productive from all parties involved in this, in trying to figure out whats the right number. But when you come up with a land residual that points to a significant negative value on the land, it says right away were not Going Forward with this. The market uses residual approaches all the time. They cant get financing, loan committees wont approve it if it doesnt meet the flesh holds. Just circle back for one second to say if any other a site that was not in this particular situation, where it had to be a prepaid ground lease, had to be rental, had the higher b. M. R. Requirement, all of these other factors, you could simply sit and wait. You could say, well, well just park on it for a while and wait. Or well pursue different kinds of entitlements. We dont have that option here. The only option you have, you either go forward with it now or you wait until later. Which, you know, in San Francisco for 30 years, theres, you know, land values have only gone up, except for one property type. Theyve actually started to crater a bit for multifamily residential, because the b. H. R. Requirements are getting onerous and for all types of real estate, costs are significantly outpacing the escalations in rental rates. Rental rates are flattening out. More units are coming online than getting absorbed. Vacancy is pushing up, concessions are coming up. Not just in San Francisco, but throughout the bay area. Because i worked in Silicon Valley as well. In fact, they had rents go down a little bit,. 3 in santa clara county. So whats happening now is youve got a dynamic where it occurred to me the other day, rental housing is not viable or feasible in San Francisco, without some sort of a subsidy. That means that if you have to build rental, maybe your land isnt worth anything in terms of a marketvalue analysis. That seems a little bit hard for me to understand. It seems to be where the market is at. Im not sure if you keep having 6 , 7 , 5 to 7 Construction Cost increases every year and rents are starting to flatten out or maybe only going up 2 a year and the projects were marginally feasible before, theyre not going to be feasible Going Forward. So it may be its entirely possible that we may not see a time where marketrate, multifamily housing, on a rental basis, makes financial sense. Im not saying thats the case for sure. We may have a downturn that may change the dynamics of the construction trades and all that. The disparity between costs and rents. We reached an affordability threshold. A ceiling in terms of how much even theres only so many highpaying tech jobs that will pay 3,000 for a studio. Okay. 4,000. I think thats adequate. Thank you. So i just want to end it and im going to cede the floor to the next commissioner. I think that was very, very helpful to hear that. I think you have given some background and important background substantive of how we got to the 5 million. I still stand in terms of believing that i think this project needs to move forward. We need to look at it holistically. We may not be technically totally correct, as you said, very hard to predict the future. Its a question of whether we want to move forward or not. I vote to move forward. Thank you. Commissioner gilman. I absolutely think we need to move this project forward. I think right now im aware of hundreds and hundreds of residential units that are permitted and waiting and folks i know in the forprofit Development Community are not moving forward with residential rental, due to a variety of reasons. One, our requirements to Construction Costs. I dont see at least in the fallacies i in the analysis i see. I think its critical we move forward and capitalize on a strong, Strong Office component right now to make that possible. So the questions i had are just more for my own knowledge. I just wanted to check in since i wasnt here when we approved the d. D. A. I wasnt on commission. Im assuming the phasing is part of the d. D. A. , the phasing cannot be changed . Thats correct. It can only be changed by coming back to the commission. Okay. So do we anticipate when you say midterm versus nearterm, on your slide 3, im curious what midterm means and if we anticipate seeing this as an issue for building number 2 . Very good questions. I put up the slide that youre referring to. The nearterm are buildings that are either in construction, building 12 or have approved designs associated with them. And thats e2 and a. We expect building two and d to come next. We have begun design on both of those buildings. One is a equipment, one is an apartment one is a condominium and one is an apartment. And c2b is the longestterm condominium, we dont believe we know brookfield is eager to move forward to get the phase complete. I put it in that category. It doesnt have a design associated with it, its the next term of parcels. Okay. But theyre all part of phase 1. Rebecca asked the question in a different way, apologize. Is midterm that youre back in commission in six months, 12 months, 18 months . I guess my question is, if the market is having such a downturn, are we going to see the same problem with building number 2, no office to anchor it . Very good question. So i think we anticipate building 2 and d. And c2a to 2 and d. To come this year. C2a we expect the developer onboard soon. And then c2b towards the end of the year. Your point is well taken. We may have a similar problem with building 2. We expect some sort of creative solution with brookfield. We dont know yet what we dont know until we do the appraisal. Anything to add . I think i just want to address. Its looking like why did we agree to prepaid leases. And i think we use the concept with mission walk and this project. It was an innovation that we used. And that was to help us and, of course, depends on where the market is in the cycle. But that was to help us, as i recall, conceptually, to give the port greater value, so that we could we could offset against the Developers Capital and return. Yes. I think we should not forget that concept. Now say, oh my goodness, if we havent used that, we could use the normal lease value. At the time it appeared that that was a way for us to offset being able to pay back the developers return faster. So that was some economic value to the port. Gotcha. Am i correct . Absolutely. Do not forget that concept. Thats the reason we did about it. I think we started with mission rock . Absolutely true. Theres a lot of were talking about the challenges of transacting and sort of difficulties in the deal. But theres actually a lot of value and benefits in the deal you approved. One is that we can be having this conversation to transact an apartment in this economy, when no one else can do so. So were able because this project is on public land to look at the office, plus the apartment and make a decision to go forward with both. And the c. F. D. Taxes that were concerned about holding back value, those taxes are critical for us to repay infrastructure and provide Sea Level Rise protection. So if we look at the deal on balance, and furthermore port staff is incentivized more than any party to transact quickly. Because we want to see the projects move forward. So we can repay the developer investment. So there are many things about this transaction while were struggling with this phase today, that are incredibly innovative and were able to be in the marketplace when other private sector, similarly situated parties are just not able to do so. So absolutely the prepaid concept was to maximize the ports ability to pay back the developer quickly, to get out of the 18 return. And there are multiple sources of revenue to the port from this transaction. Rent but also the taxes as well. So i did appreciate your comment in remembering why we chose prepaid leases. So do you anticipate a similar problem when we come back with building 2 and building d, building dwill be the valuation will be out of whack and much higher, because condominiums are what people can build and the rental housing is going to be lower . Were looking at that right now. And i i dont want to get too far ahead of myself. Were definitely anticipating this. And bringing this deal to you, were looking down down the roat the next couple of parcels and trying to be forwardthinking. Is there an affordability requirement on building 2 . Yes. All of the rental at pier 70 has a 20 inclusion. Average a. M. I. Of 80 . I really appreciate the remarks from our thirdparty appraiser. Thank you for laying the ground work of what sort of the market is in. I have a lot of friends in the forprofit real estate market. And no one is moving forward on their transactions, due to the climate. Most people are sitting on their entitled properties right now. So i am very supportive of us moving this forward. Thank you. Vice president adams. First of all, i want to thank commissioner makras for his presentation. I told president brandon, my whole issue was it was a lack of conversation prior to coming to the public. I had an issue with that. And and i was very frustrated with that. Sometimes we jump a couple of stems steps ahead. As commissioners we have an obligation to the public and sometimes we get ahead of ourselves. When we held this thing over, you know, i listened to the 28 million and we had this conversation and stuff. I met with mike last friday and we talked and we waked through this issue. I was very frustrated. I told mike, thats not a lot of money. We talked about it. And he just he was just very honest about it. Where its at right now for the value. And i think maybe in some worlds, i can appreciate what commissioner makras said, we can get 28 million. In this situation, were not going to. I think we have to make the best out of it. Its just kind of how it is right now, right. Its kind of like how the world is now with the coronavirus, right. A lot of things just happening now in the economy. A lot of things. Thats kind of how it is. Im going to support it. Because i looked i think last week commissioner woo ho really dug down into it and i was really starting to understand it. I think its both pieces together. And when you look at the big picture and plus im for affordable housing. So im in favor of supporting this. And i want to appreciate the guy that came up and laid out a couple of other things that i kind of got a clear vision of it. And just as a port, this is our job and our business as commissioners, right. But it is what it is. So i dont know if at some point it will get better. But im going to support this. Thank you. Rebecca, thank you very much for this presentation. And i know a lot of work has gone into this. And i know there are a lot of questions. And i just want to say how happy i am that we have commissioners that ask questions. That, you know, really want to know what it is were doing and why were doing it. So i really want to thank you for the work that youve put into this. And looking at this and everyone has said, its a complicated project. Its a complicated deal. I think that we are extremely lucky that the Office Environment is doing so well. Yes. And that we have that little hedge. You know, as tim said, when you think about it, you know, how does that much land have a value of a Million Dollars. How is that even possible. And the fact that we were able to get up to 5 million, i think thats wonderful. Now if i thought we could get anywhere past the 11 million, i might say lets hold this over. [laughter] but i think at this point its been gone over with a fine toothed comb and this is where we are. And if we want to move forward, then we need to do something now. But what i do want to say is with the midterm phase, the next phase, i think you guys should bring it to us sooner rather than later. Because if its a discussion, like weve had over this one, its going to take time to find a resolution. It cant be were losing money by not moving forward. So im just saying be prepared for the next round to come to us sooner rather than later. Whenever the appraisal is done and whenever we need to start negotiating. And i just want to show my appreciation for eileen, carol and sam who have been extremely helpful in pulling this together. I was in front of the commission at the last Commission Meeting two weeks ago. Im going to try to keep the meeting the presentation brief. But just wanted to give you an introduction to the project. The ports role in the project, the location and the plan. And then the actions that youll be taking today. So pier the potrero power station is located south of the pier 70 project. That you just were considering. Its in a 29acre site. Mixeduse development and many aspects, very similar to the pier 70 specialuse district project. Within the 29acre project site, there are several different owners. The blue, which is the primary portion of the site, is owned by california barrel corporation. Part of the potrero power station team, the purple which includes 23rd street and the areas along the shoreline are the port projects, which are subject to this approval today. And then theres some other areas, including the red area, which is will be essentially craig lane, which is alley way that splits the property both between potrero power station and port land, also a part of the approval today. As discussed last week, the landuse project is a mixeduse project. The yellow is the residential with approximately 2,600 units. The blue is the commercial office, life science and lab space, approximately 1. 5 million square feet. The hatched area is either hotel or residential at about 240,000 square feet. And theres about 100,000 square feet of ground floor retail spread throughout the building. And approximately five acres of parks illustrated in green, including those on if the port property. The potrero team at the last Commission Meeting covered all of the community and port benefits. Obviously housing is a big one on the site. There are several Community Facilities planned. There are the parks and the extension of the blue greenway, transit, childcare, and, of course, jobs. The approvals today include a consent to the Development Agreement, along with the city and the developer. Approval of the lease, which comes with an option to impress the public trust on the area outlined in yellow, which is both a portion of 23rd street and additional shoreline parks. Delegation to the executive director to enter into an m. O. U. With other city agencies regarding permitting. And then, adoption of the environmental findings consistent with the seqa. Research analyst with local 2. We are the hotel and hospitality and workers union. And we are in support of this mixeduse project. Commonly known as potrero power takes station. Hotel use is contemplated at this project. And a very creative use of some of the building use of the power station. With the project sponsor, regarding the jobs of this eventual hotel, specifically a guarantee for a fair and neutral process for the eventual hotel workers, if they wish to be represented by a union. Griefs agreements such as these create for those in the Hospitality Industry to fight for respect and dignity on the job, Affordable Health care benefits, a we ask that you grant all the necessary approvals for the project. Im a potrero booster board member and also president of the potrero Merchants Association for the last 230 years. [laughter] lived on potrero hill for 45 years. And a couple of weeks ago i sat on a Planning Commission, where they listened to this project. There are about 50 Community Members that spoke in support of this project. It really was quite inspirational. There was nearly a voice in descent. Its not something i have seen before. This is because of the Remarkable Community outreach that the developers have undertaken. I often walk around the neighborhood and see that the developers chatting with any member of our community. Theyd have these office hours in our local hubs and coffee shops where anybody could come and chat and talk about their concerns and they listened to them. And we dont just have what we typically expect a project at the waterfront, the green space, the bay trail. Tremendous affordable housing. 2600 units. 30 affordable is fantastic. Its what we all ask of everybody, in our neighborhood. But theyre actually coming through, you know, with so many of them low low level of income. The preservation of building a, the wonderful building. Ive been a contractor in the city for over 40 years. I know i didnt expect them to preserve that building actually. Because its tremendously expensive to do that. The homeless prenatal program. You know, coming up with ideas like this. Two childcare centers, a 25,000 square foot ymca there. This is a tremendous project for our waterfront, for our community, and for the whole city. And i hope you feel the same way. Thank you very much. Thank you. So it was impressive to see and it would be wonderful to see how the whole neighborhood will come together and it does seem like it is coming together and a lot of collaboration and planning together. I guess just based on the previous conversation and given this project is really not within our purview and ask out of curiosity, in terms of the fact a lot of Residential Housing coming up and the affordability has been mentioned, 30 , whether theres any concerns, looking similar to what we just went through with the discussion of whether this can move forward, because of the situation with multifamily Housing Development and the market right now. Commissioners, john low with the office of economic development. Yes, weve tried to adjust the uncertainty of the Market Conditions in a number of ways. One is theres a 30year term, which is clearly a long period of time for one of those Development Agreements. Secondly, its about the program is balanced, the residential and commercial. So with over 1. 5 million square feet of office and or life science in the entitlement, as well as up to 2600 residential units, with the inclusion of the pg e property, we feel theres theres room to be flexible and selling to Market Conditions. Weve actually placed a mechanism in this agreement, that ensures if the market is only there, for building and office for a time, that theres still a b. M. R. Requirement that accrues and owed at certain points to the city, with that office development. So, yes, given almost certain uncertainty, if you will, and the future, we tried to bake in certain kind of basic parameters in terms of city benefits and b. M. R. In a market that is exists, as it does now, at least for housing an life science. I dont know if you want to add any more . No. Well, i think it sounds like youre taking a flexibility approach and were obviously not here to examine all of the numbers. Were just talking about slivers of port property. Thats how it is, but we cant treat seniors that way. But any way, peace and unity. Thats why were here. Supervisor walton so thank you, reverend burch, and thank you, reverend fong. As you can see, theres community tension. What i want everybody to know is that its not about the politicians that are here today, its not about the v. I. P. S that are here today, but its about this community and bringing everyone together, particularly when we have obstacles to overcome as a community. We are about uniting, about uniting, we are not about division. I do have an official statement that i want to read on behalf of my office here as the supervisor of district 10, and then, we will hear from our illustrious mayor. First, i want to apologize to the chow family for what happened on this site. We do not tolerate bullying of any kind as an office and as a community. O opressed communities oppressing people is not right. The way we heal is by building relationships between communities of trust and love. Teach people of all cultures to love and respect each other, regardless of any differences. We have to let everyone know that the dreams we have for our families and our children cannot, should not, and will not be at the expense of another communitys children. As i stand at the location of recent shootings right here in our community, as i stand in the community where we recently suffered from a murder on friday, we are working to stop all violence in our community. We are also at the scene of a horrific incident that has occurred in my community and in my district. We do not tolerate the mistreatment on our elt ders and on people of other cultures. El de elders and on people of other cultures. People are going to try to drive a wedge between the black community and the asian community. But we offer peace, we offer unity, we offer education about each other, and why we all belong here together. There has been some actions taken by sfpd to address this heinous act. The victim now is connected to services, which is very important so we can provide the support and comforts him and his family needs. Our office has already finalized our Community Violence plan for the entire district 10 with information yes. [applause] supervisor walton with information on how to prevent violence, how to bring communities together, and focus on needed resources to keep our communities safe. And to make sure that our Community Safety plan and the resolution safety plan pass unanimously passed unanimously by this board of supervisors of is achieved. We are working closely with the Human Rights Commission to start closely convening with the black and asian communities, and we will do everything to prevent any type of violence and bullying in our neighborhoods. We call for Community Unity and solidarity at this time, not the division that people want to promote. Because in San Francisco, we bring people together, we build bridges, and we bridge the gap that divides. With that said, i want to thank you for being here as we have a Community Conversation to show solidarity, and i want to bring up our mayor, london breed. [applause] the hon. London breed so first of all, let me just start by saying that im so grateful to see all of you out here. Many of you know that i grew up in San Francisco, i grew up in fillmore, and my grandmother raised me in public housing. During that time, we all know the violence and the hurt and the frustration and the neglect that existed with the African American Community Still exists today. So as your mayor, as the first African American woman to be mayor, i know thats not enough for the African American community, and i want to thank supervisor walton for his leadership in bringing us all together, but also in leading the conversations around Racial Equity and how we began through reparation to really address the injustices that have been inflicted upon the African Americans in San Francisco. We know [applause] the hon. London breed to be clear, we know that its not enough. We know we have to do more, and we have to make sure that we are investing specifically in the African American communities. This is not about data and statistics because we know disproportionately African Americans represent less than 6 of the population in this city but over 30 of the homeless population, 30 of the people involved in the criminal Justice System. We have lost too many friends and family members to gun violence. [applause] the hon. London breed so we are not ignoring that. That is something that is near and dear to my heart as someone who has lost so many family members and friends to not only the violence of what happened in my community but people who have been displaced from this city. And the fact is i cant even believe im mayor right now with such a such a small African American population. And part of the reason why im mayor is because my community made sure i was elected. When i visit the Chinese Community in chinatown and the richmond and other places, im embraced li embraced like im their sister. I immediameet with the folks i Community Just like i do over here with kathy davis and others, and im treated with so much love and respect. I cant help but when i see any elderly person, i dont care what race they are, i cant help but think about my grandmother, and how i never want anyone to treat my grandmother the way that i saw an elderly person treated. We are better than that. We are better than that. Regardless of the challenges that i know that we continue to face, we are better than that. In fact, the video and comments were sent to me by a lot of African Americans saying we need to do something about this. I appreciate the fact that there are different sides to different stories, but we can be better, we can do better as a community. It is going to require us to be better. I dont want to lose one more person, not one more person, not one more person, so lets demonstrate that were better than this by figuring out a way to come together, by putting aside our differences, and by showing genuine love to one another. Its hard, i know its hard. I know its hard because you know what . [inaudible] we all should be family. The hon. London breed yeah. Thats all we have to do, but everybody wants turf up on the hill. You jealous because you got a car or you jealous because of a young lady or a young man. Its time to stop. The hon. London breed its time to stop, and i want to thank you. It is time to stop. You guys have a great supervisor in shamann Walter Walter . Walton. As a mayor who understands and who has lived in challenging conditions, i understand it. This is our opportunity to change it, but i need us to come together more than ever before, and we need it. We need commitment in this community. It is about this community making sure that we know what to do for you. We need to do a better job for you of making sure this community is not forgotten. Thats my commitment to you. Im in city hall fighting every single day for this community. I dont apologize fighting for this community when others have neglected this community. I will fight every single day for this Community Whether you are showing up at city hall or not. [applause] the hon. London breed so just know that i am here as a supporter, as a friend, as someone who cares about this city, as someone who cant even still believe i have the honor to serve in this capacity to ask for unity, to ask us to make sure that we are teaching our kids to be better than that, that we are holding them accountable and not be afraid to hold them accountable. Because mama fay whooped me. We didnt disrespect or talk back to our elders. Were better than this, so lets do better. Thank you. [applause] supervisor walton thank you so much, madam mayor. We also have representatives here from our state legislature that want to speak and let you know that we are in support of community solidarity. The showing of leadership that has come out today should be a reflection of how much we are concerned about our entire community. I want to bring upsta state senator scott wiener and Assembly Member david chiu. First, i want to thank supervisor walton for convening this Community Gathering today. He does a tremendous job for the community and its a real honor to call him a friend and a colleague, so thank you, supervisor. You know, when i watched that video, i think i had same reaction we all did. All of us are going to be elders one day, and we have to treat our elders with respect, and that isnt always happening in San Francisco right now. Weve seen some of the incidents in viz valley, in chinatown and other areas where elders are being abused and victimized, and we need to all rally and make very clear that that is always, always unacceptable. I also just want to say that here in San Francisco, this city is in some ways, like, the ultimate melting pot in the american melting pot. We are from everywhere. People who born here, people who came here from other places, from all across our city, diversity, thats our strength. We all have to Work Together to coexist and embrace each other and focus on our diversity and strength, and that means embracing all communities. So you have my support, and i know were going to move to a better place, so thank you. [applause] good afternoon, brothers and sisters. Thank you so much for being part of community, part of unity, and part of love. First of all, to mr. Chow, the victim, our hearts, all of our hearts go out to you. We stand with you during this time period. I speak today both as an elected official but also as a resident of the bayview. I live seven minutes from here. This community is a Beautiful Community that reflects the diversity of the world. The last time that i played with my son, it was at Hill Top Park on a sunday. If you come here on a weekend, you will see white children playing with black children playing with latino kids playing with asian kid, and thats what its about. All of us live in San Francisco because we are a beacon to the rest of the world how we treat each other when it comes to diversity. I first came to this city 28 years ago to work for a Civic Organization rooted in the Chinese Community. I say i wouldnt be in my position but for the advances made by the African American community in fighting for all of our rights. I just want to say, thank you for being part of this, thank you for being part of the love and unity. We need to make sure that what we saw in that video never happens again. We need to say no more, no more. Because as our good mayor said, we are better than that, we are better than that, we are united, we are united in love, we are united in a belief in our common humanity. Thank you very much. [applause] supervisor walton thank you, senator wiener. Thank you, Assembly Member chiu. A lot of my colleagues are standing here in solidarity. We have supervisor hillary ronen, supervisor sandra fewer, supervisor aaron peskin, supervisor ahsha safai, and we are led by our illustrious president of the board of supervisors who is going to come up and speak on behalf of the entire board of supervisors, president norman yee. [applause] president yee thank you, supervisor walton. There is something to be said when we have elected from all spectrums come to this community, and we are united. If these electeds, my partners and so forth can be united, a community can be united. Now, my heart goes out to mr. Chow, but my heart goes out to the community. The Community Needs to express themselves in saying this is not acceptable. We are a community of many people, and nothing is going to break us apart. You have to have a strong community. One of the things im going to use a metaphor real quickly my father taught me that anybody probably knows what a chop stick is, and probably anybody can break a chop stick. But if you put a bundle of chop sticks together, you cant break it. Thats what the Community Needs to do, come together. There are a lot of people here saying no more, and we need to listen to that. We need to listen to that, and we need to do things to support that. So thank you for being out here, and thank you, supervisor walton, for listen beiing and g a leader. Supervisor walton thank you. [applause] supervisor walton i do want to acknowledge our District Attorney, chesa boudin. Thank you for being here. Hes not running around saying lock people up, but lets give people in desolate communities better choices so they can make better decisions in life, so i want to thank him for making those decisions from the District Attorneys office. I now want to bring up our chief of police, mr. William scott. [applaus [applause] thank you. What we saw on that video was horrific. Lets make no mistake about it. We heard not just from san franciscans, but from people all over the country. A couple of things about this city. That video and what you saw does not represent this city. What you see here represents our city. We are a community. The sfpd is a part of that community. We have a job to do, and our job is to investigate, to bring people to justice, and then let the District Attorney do his job. Weve made an arrest in this case. [applause] and our investigators are out right now, looking for a second person who we believe we will have arrested in the very near future. The arrest charges are robbery, hate crime, elder abuse, and a probation violation. Now, i will say, our criminal Justice System, youre innocent until proven guilty, so well let that process play forward, but what i want everybody out here to know, and ill repeat the mayor and every elected official thats spoken, is we dont tolerate this type of behavior in our city. We shouldnt, we wont, and we dont. So lets not let it take a video for us to come together. Theres many other people in this city supervisor walton spoke about the homicide on that friday. Were working just as hard on that incident we didnt see a whole lot of cameras there, but that person belonged to somebody, too. So lets not let a video be the cause of us to come together and Work Together. This is San Francisco. We are a community, and we always will be. The reason that were able to make the progress on this case that we have is because the Community Came together with us to identify the person, the victim of that case. That came from the community. Thats where the strength is. Its not any individual up here, its not the sfpd. The strength is in all of us. So thank you. Lets stay together, and lets make progress. Thank you. [applause] supervisor walton we now want to bring up the director of sf safe, who works to provide the things we need to make sure our communities are safe. Khaira. Well, Everybody Knows i really dont like a whole lot of media in speaking, but i do want to recognize that ive worked in bayview and Hunters Point for over 20 years. Even though my office is on 815, this is home. Ive had numerous programs here in bayview, but i do want to say im not im im unapologetic, as well, like the mayor said. But im unapologetic to be black, and im proud to service a community of people that look like me. And im encouraged and feel the support from the Mayors Office and shamanns office for being able to implement this safety plan. One thing in this safety plan is having the accountability of Community Safety coaches, to be able to ensure that all the people behind me, including myself, and doing the right thing for everything. When the shooting occurred here, when there were over 70 rounds of bullets piercing through cars, thats no wayt fr young people to live. Im talking to the media, when you get alerts, come and talk to the media or the school kids the day after a shooting. Talk to the cops and everybody else that has to work and endure these situations every day. So i do i welcome everybody to come and see me at 850 every day. Ill be happy to bring you guys around and to bring you to talk to people that are here every day that wouldnt normally talk to me, but trust me enough and what im doing to be a part of this community. [applause] supervisor walton some of you have been given a peace pledge, and were going to recite it in a little while. We didnt come up here just to talk to people without making sure that theres some actions were going to take and some commitments that were going to get from our entire community. Now that id like to bring up someone that ive known for years, one of our longstanding directors here in San Francisco. She works on a daily basis with young people, with bringing people together, the executive director of the youth center, sarah wong. [applause] we had established our bayview office in 2010, and i think reverend fong actually remember the reason we started that office is because of another elderly abuse incident that happened in bayview, and theres still more work to do. For the past ten years, weve been working hard to come into the community, to fill the community with peace, unity, and also educating the young people to bring up their voice and advocating for change. We stand very, very firm with all the community, with our mayor, and also from all the elected officials to bring that together. So i really want to take this opportunity to thank to have this speaking engagement, to tell people that we are grateful to be in the community and want to help the community move forward. Michael is the one working next to me. Hes actually the one working closely with the family. There will be a long process, not only through working through trauma, but bringing the family through this incident. We will be working hard with the family and also sfpd to help them out, and i really want to ask for the family, to give them some space. They are still in very, very major panic and concern. They do not have access to television or online internet. All they know is they saw over 20,000 people looking for them for some reason, so they really panicked. So please give them some space. I know a lot of people would like to donate. Well update you on how you can support the family. So thank you for that. And here, our mission is, number one, we want to be a Violence Free community, so thank you. [applause] supervisor walton we are now going to bring up youth commissioner ron jones, district 10 youth commissioner. Were going to bring up from Chinese Progressive Association of San Francisco joyce lam, and were going to bring up one of our residents, miss janice smith. Im the district 10 youth commissioner. Theres another youth commissioner here, too. Whered crystal go . When crystal comes up, shes a youth commissioner. Any way, im here to take a pledge, but before i do speak louder. I want to mention a piece that i feel like hasnt been mentioned. Using social media as a tool to do harm is still hurtful. Thats not acceptable, either. We need to make sure that when we come together as a community, we do it, like, wholeheartedly, and we do it across all things that we can connect with. That includes school, social media, and anywhere you encounter people. Including the park, i heard mentioned. So lets not hurt other young people outside that day just because they happened to be in the neighborhood when something bad happened. With that, i pledge to support Cross Cultural education wherever i can, and im definitely going to push on the elected officials out here to make sure that there is accountability systems in place and everybody does think that they have a voice. [applause] hi, everyone. This is joyce lam from the Chinese Progressive Association. What we saw, an elderly man doing what he can to support his family being bullied and hurt in his very own neighborhood should make you angry. It should really upset you, and it should really make all of us ask, what can we all do in this moment to take action and stop elderly abuse, to heal racial tension, and to say together we are bigger and stronger than individual bullies . [speaking chinese language] and we know that whether it is on camera or not, incidents like this happen because of ideas held in our communities about each other, because were hearing faulse narratives that we are more different than the same. [speaking chinese language] so today, i, we, all of us, we pledge to standup to prejudice and to bullying. Lets start listening to each other. Lets start to heal and to support those being harmed from injustice. Its going to take all of us fighting for those who have been harmed in every possible way, and so the longterm, building an understanding of trust between our communities, and it will start today. Thank you. [applause] i, janice smith, am a resident right here. And i stand today im saddened by what i saw, but also, im saddened about it took that to get the press conference up here because there are way more serious actions that need to be looked at. But we all are a community, and i pray and hope we do come together, because like with the shootings, the killings, like they mentioned, like the young man, mike, that was murdered last friday. We need a press conference for his mom. And also, when people see shootings, there are witnesses, they dont come forward. My heart is saddened for the old man. It could have been my grandmother, my grandfather, your grandmother, my mom. I do feel sadness for the community, dont get me wrong. So my pledge is, i pledge to live Violence Free, Violence Free and help others have a Violence Free. Lets come together. Lets come together. [applause] supervisor walton so weve heard from communities today, weve heard from some of our elected leaders. I also want to acknowledge our sheriff, paul miamoto, is here, as well. Thank you so much for being here, sheriff. [applause] supervisor walton i want everyone to recite this pledge, but as we recite the pledge, i want you to look down the street. I want you to see this community, my community. I want to make an ask of everyone out here, that we dont just come to the top of the hill when incidents happen that highlight some of the negativities, that we come to these beautiful communities and see how people are living, get to learn about each individual, their families, their lifestyle. And that goes for the black folks that live here, that goes for our asian community, that goes for our latino community. That goes for our entire communities right now specific to bayview and district 10. With that said, i would love everybody to repeat after me. I pledge to live Violence Free, help others live Violence Free, support Cross Cultural education, standup to elder abuse, prejudices, and bullying. Unite our communities. I pledge and i will promote peace in my community. None of this means anything no, im sorry. Great. None of this means nothing, none of this means anything if we are not able to recognize recognize these are the children and say, our babies, when we refer to other peoples children. Our babies. Until we get to the point where we say our children, our children. Until we get to the point where we say our elders, our elders. Not your babies, not your children, not your elders. Our babies, our children, and our elders. When we look at everybodys children the same and say thats one of mine, i want to make sure that they are protected through life, and thats receiving everything they can to be successful. With that said, thank you for coming into the community. We are all going to Work Together to keep communities safe. We made a pledge, lets do it all together. Thank you so much for being here. [applause] i went through a lot of struggles in my life, and i am blessed to be part of this. I am familiar with what people are going through to relate and empathy and compassion to their struggle so they can see i came out of the struggle, it gives them hope to come up and do something positive. I am a community ambassador. We work a lot with homeless, visitors, a lot of people in the area. What i like doing is posting up at hotspots to let people see visibility. They ask you questions, ask you directions, they might have a question about what services are available. Checking in, you guys. Wellness check. We walk by to see any individual, you know may be sitting on the sidewalk, we make sure they are okay, alive. You never know. Somebody might walk by and they are laying there for hours. You never know if they are alive. We let them know we are in the area and we are here to promote safety, and if they have somebody that is, you know, hanging around that they dont want to call the police on, they dont have to call the police. They can call us. We can direct them to the services they might need. We do the three one one to keep the city neighborhoods clean. There are people dumping, waste on the ground and needles on the ground. It is unsafe for children and adults to commute through the streets. When we see them we take a picture dispatch to 311. They give us a tracking number and they come later on to pick it up. We take pride. When we come back later in the day and we see the loose trash or debris is picked up it makes you feel good about what you are doing. It makes you feel did about escorting kids and having them feel safe walking to the play area and back. The stuff we do as ambassadors makes us feel proud to help keep the city clean, helping the residents. You can see the community ambassadors. I used to be on the streets. I didnt think i could become a community ambassador. It was too far out there for me to grab, you know. Doing this job makes me feel good. Because i came from where a lot of them are, homeless and on the street, i feel like i can give them hope because i was once there. I am not afraid to tell them i used to be here. I used to be like this, you know. I have compassion for people that are on the streets like the homeless and people that are caught up with their addiction because now, i feel like i can give them hope. It reminds you every day of where i used to be and where i where i used to be and where i new agenda itemmers if the commission future. Does anybody have any comments not related to anything on todays agenda . Sound like today we do. Come up. Good evening. Thank you commissioners.
