Thank you very much [cheers and applause] my name is carmen chu and as your emcee the first to say to you and your loved ones a happy Lunar New Year. speaking chinese . [cheers and applause] i am so very honoured to welcome you today to San Francisco city hall. Holding this event here in the grand rotunda is not only beautiful, but it is also appropriate and it is symbolic. It is symbolic if that in the very seat of local government decisionmaking, we have a very public welcoming and a very public recognition of the diversity and cultural celebrations of our great city. Lunar new year, as you know, is one of the most celebrated and important holidays, celebrated within the Asian Pacific community and it is a time we start a new with fresh hopes and wishes for the new year and it is also the time that we gather with our family and with our friends. And tonight, we are indeed surrounded and joined by many friends. Please also join me in welcoming a few dignitaries, console general wong dong wa of china. [cheers and applause] Council General henry benserto of the philippines. [cheers and applause] Council General park jung hong of korea. [cheers and applause] Council General win tracktong of vietnam. [cheers and applause] and Council General gafara barara of colombia, thank you so much for being here. [cheers and applause] of course, critical through every citys success is a wonderful person, a strong leader at the very helm and so please join me in welcoming to the stage our very own mayor london breed. [cheers and applause] good evening, everyone. Daga ho first of all, let me just say it is truly an honor to be here. This event, which is hosted here in San Francisco city hall is not only hosted by me as the mayor, but some of our most incredible Asian American elected officials and i want to thank my cohosts today for supporting this time honored tradition where we celebrate the start of the lunar now year here in sanfrancisco, starting were it president of the board of supervisors, norman xi and your supervisor sandra lee furer and gordon mar was not able to join us today, i dont think just yet, but he is another cohost, as well as your newly elected sheriff, paul miamoto. Thank you, carmen chu for not only being a cohost but emceeing tonights program. We have a number of other elected officials tonight to celebrate this momentummous occasion and i want to thank supervisor katherine stephanie for being with us here today. [cheers and applause] supervisor Raphael Mandelman who i see, our public defend, minoe, raju, our district attorney, tasa badine and our treasurer, jose cisneros. So many great elected officials here to celebrate the city and this occasion and i want to thank so many of our chinese leaders who have been great partners, including the Chinese Benevolent Association and the president , mr. Lee, thank you so much for being here with us today. , aas well as the vice presidenf the Chinese Chamber of commerce, thank you, kidman, for joining us, as well. I see who just joined us, thank you so much to supervisor asha safaye, our police chief, bill scott and our fire chief, jeanine nickelson. [cheers and applause] no, im not naming everyone in the room, but clearly many of our Department Heads are here, so many of our commissioners are here and people from the community to celebrate this occasion and let me just back up for a minute and start by saying, is it me or does it feel like these dragons are really dragons . [ laughter ] i dont know about you, but i get a kick every time and its been a long time since somebody winked their eyes at me, so i had a good time. Look at this. This is what i mean. Thank you, thank you. See, i love the dragons, they are amazing and one of the great traditions during Lunar New Year and as we celebrate the Lunar New Year here in San Francisco, i always look forward to the many festivities and activities that take place from the banquets with the family associations to the kickoff, in portsmith square with the community celebrating, so many dances with the lion stances and traditions, as well as one of the thins that really cap it off and that is our Chinese New Year parade, which will take place on february 8th. It is always one of the most significant parades that happens in San Francisco. I do want to take this opportunity to, of course, thank all of the Council Generals that are joining us here today which carmen had an opportunity to name. The partnership that exists between San Francisco and countries throughout this world are important to continuing to bridge that gap with our communities. As we celebrate so many milestones here, including the year of the rat, we also are excited about the celebration of our 40year anniversary with the shanghai sister city, which is a relationship that has existed for many, many years. And i want to just touch on a little bit about the importance of the year of the rat, which signifies diligence, optimism, energy and resourcefulness, incredible qualities i hope will carry out throughout the year and be embodied in the things we choose to do. Its an opportunity to recommit ourselves to what we know can make our city, our families, our lives better. And one of the things i also want to take the opportunity to express is really how important the 2020 census will be, especially to so many people who might be a part of our immigrant communities, people who are a part of our Asian Community to make sure that we are doing everything we can with many of our communitybased organizations, to reach out to various communities and the appropriate languages to make sure that every person in this city is counted. And so were going to be doing a lot of work, especially during the Lunar New Year to promote the 2020 census and i hope many of you who are with us today will help us continue to get the word out. We do have lots of work to do in San Francisco, but ill tell you, even though we thought we were going to have a different kind of parade this coming week, dont worry the Lunar New Year parade on february 8th will not disappoint. [cheers and applause] the excitement that we will experience from that particular parade will surely make up for the loss of another parade we wont mention today, but today, tonight, we have a number of performances from so many incredible young people, from our vietnamese and philippino communities and this is a time to come together to celebrate and express our excitement about the Lunar New Year and im just really looking forward to all that we will continue to do, to really promote the essence of what the year of the rat signi signifies in San Francisco. So i want to take this opportunity to really make it official in our city and ask ambassador wang to come forward to accept the official proclamation, declaring come on up, ambassador wang. [cheers and applause] this is our Council General from china and we are going to declare it officially the year of the rat in San Francisco to kick things off. [cheers and applause] and again, i want to thank everyone for being with us today to celebrate. speaking chinese . Have a wonderful, wonderful Lunar New Year thank you all so much [cheers and applause] honorable mayor london breed, thank you very much for hosting the great event celebrating the Lunar New Year. And im delighted to be a part of the celebration. Youve made wonderful remarks that would inspire me to do more and more to promote the relationship between china and the United States. I would say looking forward, we have new opportunities and new challenges in the new year, in the year of the rat. And one of the opportunities i would say is the signing of the phase one trade agreement between china and the United States last month, which is a step in the right direction to normalize the trade and Economic Corporation between our two countries. And this also, you know, reflects the fact that there are better ways to address the differences between china and the United States and the confrontation iwe wouldlike to e trade agreement to bring the corporation between our two countries back to normal as soon as possible. This year also marks the 40t 40th anniversary of the relationship between shanghai and San Francisco, which is the first of its kind, i believe. And im looking forward to working with you to inject the new vitality into the exchanges in a corporation between shanghai and San Francisco. And also, to make the corporation between our two cities a model of corporation between china and other states of this country. The challenge, when i refer to probably the outer break of the coronavirus, actually china has taken the comprehensive and vigorous and extreme measures to prevent the spread of the virus. Many of the measures go well beyond the International Health regulations. What china is doing is not only protecting the people for china but also protecting the people all over the world. And, actually, the measures put in place are making progress daybyday. The facts have shown that the disease or the virus is preventible, controllable and curable and there is no reason, no need for over reaction or panicking. You know, the h h2 w. H. O. Impose trade and travel restrictions on china. I would say sometimes competency is more important and overreaction would give rise to the social panic which we will hurt the efforts to comfort the virus. And overreaction, probably, will make us pay a higher price than efforts for the virus prevention and control. We have been communicating and collaborating with the United States and other countries in an open, transparent and responsible manner and we have shared informations including the generic sequence of the virus which other countries i wa timely manner. If you we hope actually, i strongly believe that by working together more closely, china and the United States can make greater difference in our common efforts to combat the virus. We would like to work with the United States to tabulate the challenge over the virus into an opportunity of cooperation. Before concluding, i wish everyone of you well in the new year. Thank you. I think as we heard of the opportunities and challenges, we know that in this year, this year of the rats, that i like to call the year of the mouse, were going to be resourceful and fine a way find a way. As you know, these events dont happen by accident and takes a lot of work to get to where we are today. So i want to thank claudine chang and mr. [cheers and applause] were starting off maybe slowly, and well probably pick it up next year with the 49ers and maybe the giants will win wn and well get it all done and theres a lot to do in San Francisco. And im glad that were working together, mayor brie, thank you for your leadership and i want to thank my colleagues, supervisor sandy furer and supervisor katherine stephanie and asha safaye and the rest of you will come up here and say your own names because they told me i have 15 seconds. It makes me proud to and chinese american that we can share our heritage with the rest of the San Francisco. We just had a celebration in my own district, in district 7 this past saturday. Once again, we were able to do Cross Cultural exchanges. We had the celebration on the street, right next to the church. Theres a black church, where we use the black church, also, and everyone was enjoying themselves. We see this is the type of things, people to people, person to person, type of relationships that build our great city in San Francisco. speaking chinese . May i ask the mayor to come on up and we can make a picture. Our public defender asked me what he should say and i was tempted to tell him to say please have many, many children. [ laughter ] thank you very much. Let us think the Apa Foundation for sponsoring tonights events. I want to invite next to speak, kitman chan from the Chinese Chamber of commerce, thank you for your leadership in our famous Lunar New Year parade year after year and the president of the chinese consolidated benevolent association. [cheers and applause] good evening. Honorable mayor, honorable General Council and all of the supervisors and all of the Department Heads and all of this Police Department and Fire Department and we are going to celebrate the Chinese New Year, the Chinese Chamber of commerce have been sponsored for this event for more than 100 years. And every year this is the biggest outside of china for the night parade. And we had 122 from kindergarten to the high school from all over the bay area. And they travel talking a bus travel more than two hours or even longer. They are so enjoying and pratting in this parade. And this parade, the major sponsor is a southeast airline and comcast, tmobile and let me see, i forgot. [ laughter ] and i cbc bank and we also had the 1 choice of the area and theres a big and tall figure in the parade and this is the first time, too. And we had more than 40 floats to show each company or each school or our organization that you need culture and this year, we had the new things and the mayor is going to make chinese parade history. You are the first mayor in the float to participate in the chinese parade. [cheers and applause] and also, this year, the Chinese Chamber of commerce and chinese consolidated association and Chinese Hospital and cchp are going to sit in the float and this is the first time in our Chinese Community and so, this is four biggest organization in the Chinese Hospital to promote the chinese affair and the people ask us whether the parade is goin going to be on saturdayd yes. As the mayor say, yes. We had have confidence that the parade will be successful and everybody to participate in the parade have to have the confidence, the wires wont affect us. And, also, the parade the traditional Chinese Culture and also the bay area, the community organization, the different culture from different countries. And this is a really big important event. Every year we had more than one Million People to watch this parade and participate in the parade. So everybody come out on saturday to chinatown and watch your tv. This is your once in a lifetime for your kids, for your oldest people getting together. Thank you very much. [cheers and applause] good evening, honorable mayor and ladies and gentlemen. Im so honored to represent chinese consolidated benevolent association. Were here to celebrate the Chinese New Year. I wish everyone have happiness, healthy, prosperity of the chinese Lunar New Year of the rat. speaking chinese . Wow, ding really took that to another level. Thank you, d iring were so thrilled to highlight these dances and we have three wonderful performances that will be coming up next, a vet vietnamese dance Group Combining dance and expressions, follow bid followa korean dance and they have performed in 40 countries around the world and a philippino dance by the folk ensemble. Amazing tonight were going to conclude by a song performed by aflora who is a student of San Francisco university, named one of the outstanding teen chinatown members and she recent performed a National Anthem at the warriors game in january. So we want to welcome flora, but before that, we want to invite you to a reception at the light court and well have a calligraphy expert as well as refreshments. Its definitely it is definitely a happy new year indeed for so many people who rely on access to safe, Affordable Housing in San Francisco. It is our number one priority. When we look at the challenges that we face with homelessness and we are wondering why arent we able to do more, it is because we need to make sure that we have housing, we have opportunities to do more. It is why im committed to opening up 1,000 new shelter beds to get people off the streets. It is why im committed to master leasing so many buildings that might be available like the Abigail Hotel where we are standing in, where we have access to 62 new units that will help people who are formerly homeless get a great and safe and affordable place to call home without the social services , so its not as expensive as someone who might need a lot more support and wraparound services. This is what some of us call in this world step up housing because sadly we know there are people who will the goal is to understand what the challenges are. Do they need assistance with Mental Health . Do they need assistance with their addiction . Do they need assistance just to get a job and get back on their feet . Often times, if we are able to transition them out of the shelter, its usually into Supportive Housing where there is a network of people who are there to provide wraparound Supportive Services to get them back on their feet. And the great thing about the bristol in places like the abigail which we are here in today, is those people have benefited from incredible programs and are ready to move on with their lives and are not in need of the social services that they want or are in need of that is great. We have to make sure they have opportunities to move to the next level. That is what today is all about. And really focusing on providing opportunities for people to step up and be in attendance and to be able to take care of themselves is important. We know affordability is challenging. It takes a village to make opportunities like this possible thankfully here in San Francisco we are making investments in acquiring as many units as we possibly can to provide these opportunities. It does take partners like Tipping Point and daniel is here today who has been an incredible partner in raising the money and investing it and providing opportunities for people to get help. Today is an opportunity to do just that. Let me just say that its not just about the abigail where we have 62 units. We are going to be opening another place of 89 units at coast street which will be managed by the Episcopal Community services. One of our leading housing providers. And there are people there who are sadly in our shelters and will be able to transition to those units. That will make room for more people. I think that is what is great about the system that we are setting up and all the amazing partners that continue to work with us to provide these incredible opportunities, and importantly, the building owners deepak patel and sam patel, thank you so much for supporting and working with us here in the city to allow us to work with you to get access to these buildings and thank you to all the Service Providers and the tenderloin housing clinic. I know randy shaw couldnt make it here today, but he is a Firm Believer in step up housing and he has been fighting hard for a long time to make this a reality for people. So when people talk about San Francisco and the fact that, you know, theres homelessness, theres challenges of homelessness, we know that. It is not unique to San Francisco. It is happening all over the state of california. The fact is, we had not done enough to build housing so that we have what we need to get people housed. We just havent. So here in the city we are lucky because people care about making sure people are housed. The 600 milliondollar Affordable Housing bond passed by voters will be a great opportunity to invest in building more Affordable Housing , but we cant build it fast enough. So having access to the abigail, having access to the post street post street site and the bristol where there is another step up housing, those are so important to getting people housed now. So i just want to thank everyone who is here today and all of your work that sometimes escapes under the radar and people are not completely familiar with everything that goes into making an opportunity like this possible. It is appreciated, its going to make a difference for 89 people at post street and 62 people right here at the abigail. Its going to make a difference for so many people and im so grateful we have this opportunity to do just that today. How the person who has helped in our efforts to move the needle on homelessness, who probably every time i call him, and i tell him about somebody, he not only knows the name of that person, with the whole story about their medical history and family, and when they came here and everything else, believe it or not, its a tough job to manage our Homeless Department in San Francisco, but Jeff Kaczynski does it because he cares and because he knows that last year when we helped 2,000 people exit homelessness, thats 2,146 people that are not sleeping on our streets tonight and that matters. Ladies and gentlemen, the director of the office of homelessness here in San Francisco, Jeff Kaczynski. [applause] thank you, mare breed, for those kind words and thank you for your leadership to expand Critical Resources that we desperately need to help People Living in crisis on our streets. She understands that shelters are only part of the solution. We have to create housing opportunities are all types of low income households, especially for people who are experiencing homelessness. Every single night, the city houses nearly 10,000 formerly Homeless People and every week we help 50 people of permanently exit homelessness. However, for every person we help exit homelessness, theres three newly Homeless People coming behind them. Obviously we have a lot more work to do. Housing is a big part of the solution to homelessness. And thank you to mayor breeds focus on leadership on this issue, we have 1700 units of housing and housing subsidies in the pipeline in addition to those that we are celebrating here today. Theres a lot more of these openings to come. Its also really important to remember that behind all of these numbers are people. Each person with lived experience, each person who has struggled with homelessness has a unique story. However, the one thing they all have in common is resilience and courage and taking the steps to move beyond homelessness. Its hard work and its a challenge and it is a great honor for myself and for my colleagues to play a part, a small part really, in helping people overcome homelessness by bringing buildings like the abigail and the post online. Doing this work, i dont want to diminish how hard it is, because it is tremendously difficult, it takes a lot of people, a lot of leadership, a lot of hard work, a lot of funding, so in addition to the mayor, i want to thank other people that she already mentioned, but i want to thank them as well. Of course, i want to thank daniel from Tipping Point. Tipping Point Community is contributing 3 million towards opening the next 300 units of housing including these two sights. Were very grateful for the support that they have given, and also want to thank not only deepak and sam patel, the owners of the post on the abigail. There is more than 3,000 privately owned units that were masterly we are master leasing throughout the city. Theyre responsible for nearly half of the permanent Supportive Housing in the city and they are Unsung Heroes and very important partners. I want to thank them and their colleagues and all of the owners of the board for the 3,000 units that the city is master leasing. And i want to acknowledge all the amazing staff who have worked on this issue, all of my colleagues at the department of homelessness and Supportive Housing, my colleagues at the Mayors Office, the city attorneys office, the Mayors Office of community development, the real estate department, all of these staff work tiredly tirelessly on these projects. Before i took this job, i spent most of my career running affordable and Supportive Housing in texas and in california and i know how hard it is to operate buildings like this and to do the work and turn housing unit into a home for somebody who was experiencing homelessness. These sites operate 24 7 and the nonprofit organizations that run them do an amazing job of helping the people who are struggling to exit homelessness or to move on from permanent Supportive Housing to be successful and to become their best selves. I especially want to acknowledge and thank beth stokes from the Episcopal Community services and everybody who is here. Tabitha and randy who couldnt be here from tenderloin housing clinic. They do an incredible amount of work making these projects happen and we are grateful to them and to everybody else who is part of this. Thank you for being here today. Thank you, jeff. Again, as i said, we cant do it alone. We are fortunate to have an incredible partner in Tipping Point, and Tipping Point provided 3 million to help make this possible, which moves this project along sooner rather than later and to speak on behalf of to think Tipping Point is daniel. Thank you. Thank you to everyone who is making this work possible. We started tipping. 15 years ago with a promise to invest in the best solutions that prevent poverty, including housing, Early Childhood education, and employment. The Silver Lining to the homelessness crisis that we outlined is we know that what it takes to get people housed. That is permanent, Supportive Housing and it works. Over 85 of people who enter permanent Supportive Housing never experience homelessness again. The opening of the post and the abigail exemplifies the role that philanthropy can play in supporting Effective Solutions in partnership with the mayor and the city department. Tipping point is providing 3 million in flexible dollars for a wide range of needs from apartment repairs to new furniture. These are funds that Service Providers can use to do whatever it takes to get units online fast. Mayor breed, thank you for your leadership and your commitment to this issue. I want also think the Tenderloin Neighborhood Development association for your tireless work on behalf of our most vulnerable neighbors. I want to thank everyone who is saying yes to solutions. We can do this, but it will take all of. Thank you very much. Thank you, daniel. Randy shaw has been a serious advocate for step up housing and im really excited that we are partnering on the abigail to make this possible. We also partnered on the bristol , and so these are two incredible properties for step up housing. Here to represent tenderloin housing clinic, since randy couldnt be here is tabitha. Randy sends his regrets. He really wanted to be here today. This is a really special project to him, a special building to him. He counts stories of the history of this building and him as an organizer in 1980 when he organized residents in this building to prevent the then owners from starting a bedandbreakfast in this building and they were successful in doing that. He has very fond memories of that project and his work with this building. We are really excited to partner with h. S. H. And the city to open some additional step up housing. This is a really beautiful building. Sixtytwo units, all bathrooms. We will have a Nice Community kitchen and laundry room and Community Room for the residents here. I also want to thank deepak, the owner, for this partnership and h. S. H. And the mayor for providing this opportunity for the residents that will get to move into this building. And then i also internally really want to thank our director of facilities who has spent countless hours on lots of time already on her work making sure that this building is a success in making sure that this building is going to be a wonderful building for the residents that move in. Thank you. It is also really great to open up places like this because they provide opportunities, and almost every time we do it, Episcopal Community services, they are always at the forefront of not only helping with Properties Like this, but some of our shelters and navigation centers, and so we are grateful for their partnership and their work. Here to represent the organization is beth. Thank you, mayor breed. I got an email last week during the holiday week to see if i was available to participate in an announcement of 150 new homes. I was delighted. I was super excited to start the year off in 2020 with the announcement of new homes for our unhoused Community Members in San Francisco. It is a great way to start the year. Im so happy to be here for this announcement. I want to thank everybody who invited us to be part of the celebration and for the opening of the abigail and the post. Its truly a celebration of homes. I want to stress that. I want to thank the mayor for her continued leadership and unwavering commitment toward Proven Solutions towards ending homelessness in San Francisco. It really takes vision and it takes a community. Thank you. Housing ends homelessness, right we know this. Yet Supportive Housing is a proven intervention for the most vulnerable, chronically unhoused in our community. Providing needed housing and stability for folks to address theyre Overall Health and wellness. Quite simply, Supportive Housing is healthcare. I say that all the time. It effectively reduces emergency room visits, we know this, inpatient hospitalizations for our highest need neighbors who are living in homelessness today Supportive Housing works, as daniel said. Again, we really believe this and we know its proven. Power board and our staff that are here thank you for being here and we are are super excited to partner with mayor breed and h. S. H. And sam patel. Thank you. Eightynine solutions to ending chronic homelessness in San Francisco. Thank you so very much. Thank you. Today we have a resident of the bristol, mitch, who wants to talk about his experience and why this is so important. Good afternoon. Im a tenant at the Bristol Hotel and i would like to emphasize that Supportive Housing does work. I was in Supportive Housing for seven years and i got the opportunity to move to a newly remodelled Bristol Hotel. I love it. Its a home for me. I dont expect to leave anytime soon. Im very happy with the whole process. And anybody who gets step up housing like the abigail is very lucky. Thank you. Thank you. It takes opportunities like this , it takes building faster, and thinking about ways that we can get more creative to get more access to opportunities so we can get people off the streets and we can keep people who are vulnerable housed in the first place.
