This is maria and shes lived in this property for 38 years and raised a family there and she continues to be a part of the very fabric of this neighborhood. Her doctor is three blocks away that she can walk to wherever she needs to. She shops on 24th street and knows the neighbors there and is virtually a part of the fabric of this community. This project makes no provision for her. Her story is quintessentially an american story. She umgreated from el salvador and in the Mission District for 50 years, got married in San Francisco, worked at the st. Francis hotel for about 40 areas. Shes supported this community and part of it for a long time. What youre asked to do is to authorize a permit which essentially allow for a dream of profit in the future by a real estate speculator and do we support that dream or do we support the American Dream which this is an example of the American Dream. She came here, worked hard, is has been here all her life and will be excluded from the mission. Also with her today is pedro rote, her son, who his formative years were spent in that home. The home is still the center of the she has three sons, an extended family, grandchildren and they come to visit her on holidays and this is really her pricplace and her community. I also want to say that the landlords attitude to her has not been friendly or kind. In the very beginning, they tried to trick her by saying, well pay you a paltry amount if you leave and then told her she had to leave in six months. Three times they shut off the water and she wasnt able to bathe, clean dishes and they will build a taj mahal. Any other public support in request oresponse to the dr req . The owner would like to add vertically up and down to each unit, creating from what is a tworoom, plus a culture, a twobedroom and the same footprint and not expanding up and down. So what the owner is trying to do is make family use fit units preferable over oneperform units and thats what were trying to do. Youll turn it over to the own owner. Im neil aton, im the owner and so my wife and i live a few blocks from the property with our young family. Were not looking to profit from this development but live in this development. Ed takeweve ended up with this confrontation with the tenant tenantsand the communication ive had has been clear that theres no real room for negotiation. What i heard back was the only way that they would not file a dr request is if the tenant were never disturbed. Bringing this up to standards is not possible. To respond to the character characterizations is evil landlords, turning off water, trying to trick elderly ladies into leaving their home is completely false and inaccurate. Water was turned off during repairs and there were issues getting it on. This happened over the weekend and we had to call the first available plumber to come on sunday morning. In terms of the issues mentioned by the downstairs tenants, any nobody communicates with me any issues. I think we as a commission have again and again and again stated that if a project comes to us, we are not comfortable with rent rent evictions and certainly a plan in place of how people will be moved and put back into the units is the bare minimum and then we have serious concerns and want to go through it with a fine tooth comb. So im a little disappointed that this is here. There is no way i could support this project at all. So i would take dr and not approve and would love to hear what other commissioners have to say. Mr. Winslow read into the description of this case and suddenly suggested indeed the applicant had not provided any kind of mediating suggestions of what to do with the tenants. The owner stands in front of us without acknowledging the problem is difficult and makes me feel very uncomfortable to hear this project. So the rules surrounding these particular cases in the city are very well published and wellknown and i am actually quite speechless. Speechless to hear an applicant coming forward with as many tenants in the building and kind of, really, at least im sorry to say that seeming oblivious to the problem hes creating. I have to say that because we are very fair and patient, week in, week out, year in and year out, to see these cases piling up and to sit here with no acknowledgement of the problem is, frankly, shocking to me. And just as commissioner johnson very skillfully summarized her feelings, i would second your thoughts. Commissioner richards. Miss fever, please, what estrucevictions have been filed . Im not sure. You should ask the attorney. Miss fox, do you know. Will you please speak into the microphone. They have filed notices of templtermination and we intend o challenge that when the notices expire. You bought a building that had People Living in it who are also a part of the community. For you to continue to live in the mission, these other members of the community are going to be thrown out into the street. Thats heartless. If i could put a notice of special restriction that you could never expand your building on your building because of what youre doing, i would, but i cant. But ill remember this address and i hope that it gets dred again. I cant support a project like this. We sat through a presentation that took two years of staff work to come up with strategies on community stabilization, on preservation of housing, on all of the resources that the city is spending to make this happen and that surely can be a finding. So i am i think that prevention of homelessness, community stabilization, some stuff about map 2020, the preservation of housing, the tenants are folks who are older. Theyre also protected tenants under the rentcontrol law and there are things we could state as findings. Commissioner richards . Hardship due to loss of family members, extra stress of Young Persons still going to school and in the middle of loss of a father, you think that there are millions of arguments, particularly after we spend listeningy time, as you mentioned on the community stablization act today. Treasure island museum. Welcome director shiffrin. First of all, id like to invite you, particularly to the saturdays fleet weekend lecture in the big idea series. Its about panam and the clippers and their role in helping win world war ii and the pacific. I am really here peter can what im here for is to get you half as excited as i am about this project that ive been working on. You are probably familiar with the math head which was the naval station Treasure Island weekly newspaper from 1941 until the station closed in 1997. It recorded the life of the island in ways big and small from chances an dances and spors to redevelop the entire island and put housing. This is from 1966, from the mast head and that year also the death of admiral nimith. Week by week, they documented half a century of the life of naval station Treasure Island. So id like to introduce you to second class Carolyn Brown she worked on the staff of the mast head in 1944 and 1945 and when she stepped down, her colleagues gave her a couple of bound volumes of the the 17 month mast head she worked on. And the museum has they were given to the museum two years ago by her daughter. The museum has digitized those issues of the masthead and lets see if this works. And you can go online, members of the public can go online to our website and page through issues the masthead and follow the life of Treasure Island. Im working on putting a search function in this but its just an amazing record of the history of the island and you can go online and browse it at your leisure. The old museum had an almost complete file of mastheads and they are now in the National Archives down in san bruno and its a dream of mine to get the resources to have someone go down there with a scanner and scan the whole half century plus of mastheads and put it up on our website. Ive been through some of those issues and its an amazing, amazing resource. The things you find in there. At least we made a start on it . Thank you for that report. Please come up. I intend to give a full report at the island meeting next month i wanted to address a couple of items with you. Say in general our over all summer programs are up by 12 . We had a banner year this year. Its been precipitation thats. U. S. Sailing was given a gift. I sent a communication about that and im sure yall received it. I wanted to formally invite you inperson to that. Its a 3 milliondollar gift they gave u. S. Saling to expand the sport of saling in terms of diversity and bridge the gap between youth and older students. They put brand new boats and they have done that across the country. I have those formal invitations ill leave with you and thats october 20th from 3 00 to 4 00 and the presentation is from 2 30 to 3 00. We love it if you could make it there. It would be wonderful if you can. The other invitation i would say is that were continuing to do our stem and Sailing Program and its been expanded to a fifth Grade Program which is a fivedaylong program which facilitates 84 trips to Treasure Island Sailing Center throughout the year and thats running monday through friday now somewhere between 9 00 to 2 00 depending on the day and wed love to invite you to come out and witness that if you wanted to step up for a halfhour. This week is plead week and staff have been doing a lot of work trying to complete we are continuing to take our typical precautions with increased sfpd presence barricading off viewing locations and flaggers for potential traffic problems, signage as well as temporary rest rooms and waste reseptic als. This past month, Treasure Island, one Treasure Island completed their fourth Construction Training Program and id like to invite Sherry Williams to come up and say a few words about it. Good afternoon, commissioners. Im Sherry Williams with one Treasure Island and welcome commissioner. We look forward to working with you. So we had our fifth graduation and just for a little background, i know that a lot of you are already familiar was that this Construction Training Program was really for us to provide people that with your support with the development support. This program grew out of a report we did two decades where we looked at what are called nuisance buildings but all the buildings on the island that it would be an opportunity for us to actually create a job Training Program for people who have various employment, low background in employment and so fourth to actually have hands on experience by taking down the buildings. And about two years ago now, weve joined forces with echo bay, with the support of you all and we have a sixweek Training Program where after the six weeks, they actually graduate and become members of the either local 67 or local 2261. 261. They move from graduation to employment and many of them are put into positions on the island taking down these buildings. We anticipate many of them will move to other positions on the island as we go vertical on the ilan. Island. Were really building a workforce of folks who have had few options really in gaining access to goodpaying construction, unionwage jobs and were creating that workforce so that we can make the job set aside that we set aside for the island many decades ago now. We can make it a real achievable goal. And i am happy to say of the 19 people that graduated, we have 17 have already started and had already members of the union and it was an incredible day because the other component here is almost anticipated positive is that we are really part of the Restorative Justice movement in the sensement of the folks that are entering our program are reentry. We have the public defender be our keynote speakers at this graduation and he is very wells patrick ryan who is the owner, the co owner of the echobased services who has been our Key Construction training partner in the private sector. I just wanted to share this is something that we can collectively feel very proud of. We are going to troy to ramp it up so as things go vertical theres a lot more demand for workers so were hoping to have more rounds of training. Its our model and so we just want to be really intentional that were ready for that when it happens. That is going into 2020, were really hoping to have one of these cycles every quarter. So San Francisco gets a share of those jobs that will be created and so train people who feed the skills are so important and you know, theres such a lack of Skilled Labor right now in the Construction Labor force in San Francisco. And in the bay area. So Training Programs that prepare people. If i can, mayor london breed just recently opened the office of equity, the first in the history of San Francisco. Let it be known, the treasure one Treasure Island with the help of Treasure Island development authority, we are the ones that are now implementing equity. I can attest this workforce training is one of the best. Its the must see. I see our jobs here and if you look at those remotely, we have the expertise to develop Treasure Island from a new commissioners from everybody here we have the technical expertise. Its opportunities and making sure that the development of Treasure Island is shared by everyone from the low income, from the disadvantaged and its the highlight of everything we do here. This program, we must not only put our efforts in that, we need to keep going. Theres a shortage in construction. Why are we not having this three or four or five times. The governor on down Everybody Needs to come into see what a Wonderful Program were doing here made available but you all. You all need to be extremely very proud and sherry, for you and your staff, you are doing the work right here. We thank you for your efforts. Thank you. I just wanted to add to that too. The Mayors Office does have a very similar job Training Program and twice a year and it stated in the past that they are looking to expand that program into a third cycle and perhaps for some synergies to be had there and in the future of one Treasure Island looking at expanding the program as well. I believe theyre looking for places to actually train as well not just expand the program but looking for appropriate locations for the training which i believe we have a lot of availability on the island. Just on the subject of the Training Program, i did want to highlight that one aspect of the Training Program that has made it particularly successful are the contributions that one Treasure Island brings to the program. With Financial Literacy and other life skill programs they incorporate into the curriculum along with 267 and the contractor. Its a very well rounded program that focuses on barrier removal and prepares the participants for success he in the workplace. Returning to my regular report, we had a couple of events. On the great lawn there was a wedding in september and a music event this past saturday, october 5th. And kaiser permanente. On the 28th of this month, cal trans is planning to have a ceremony to dedicate the pier e2 project that weve discussed in the past utilizing the foundation of the old bay bridge to create a Public Access amenity on the Eastern Shore of the island. Theyre supposed to issue their invitations for that event today. All of the Board Members should be receiving that but well make sure to pass it along to all of you as well. The treasure fest was the last weekend in september and we have events in the end of october and november. The treasure fest is reviewing with staff the schedule and feasibility of continuing in 2020 or perhaps taking a year off. There are some construction activities, including the construction of the new Sanitary Sewer Force Main and the gas Line Improvements that will effect portions of the area, traditionally used by the treasury next year. Theyre seeing whether it makes sense to schedule around that or perhaps look for an alternative location for that year and plan to return to the island in the future. We had this past weekend, on friday, the muni25 reopened. Bus stops at the intersection of clipper cove and avenue of the palms so we have a stop now with immediate access to building one, the marina, as well as the clipper cove beach area. We had some utility issue this past month. On last weekend, we had two separate utility issues. One was a power outage that effected just one building in the residential area and that was reported at 5 00 a. M. On sunday with service being restored at 10 45 00 a. M. An unrelated, there was a water main break saturday at 10 11 00 p. M. Behind the ship shape and cdda was able to respond and complete all repairs by 4 00 in the morning. Two relatively small issues with the Rapid Response times from the puc. Peter summerville are also participating in the city wide preparation efforts around the pg e Public Safety power shutoffs. Planning around that for the city this time the city is not expected to be impacted by the current around the outage but if the city or in particular as it relates to at this da, oakland e able to put the island onto the generators that we have on the island if they need today interrupt the transmission of power to the island we would still keep the lights on for residents. Also, on the power discussions, on october 16th, the Public Utilities commission will be performing some testing on the submarine cable that connects Treasure Island so theyll put it on to generators during that testing period and there will be two short outages effecting ybi only as power is transferred onto the generator and then later in the evening transferred off of the generator. Last month, on the 21st, the new art temporary art sculpture was dedicated at the avenue of the palms in ninth street adjacent to the dog park. This is a sculpture that utilizes steel from the bay bridge and the artist was one of those selected by cal trans to utilize that steel. Director richardson attended and spoke at the event. Also on the 21st, the Treasure Island Community Garden held an equalwanox. From residents that were interested in becoming involved in the Community Garden theyre planning a workday this saturday at the greenhouse adjacent to the ship shape. The surcharge north of california in several areas is complete and the contractor is now in the process of moving that soil to other areas so avenue of the palms in front of building one is now under surcharge and theyll also shortly begin moving soil from the Catholic Charities housing site where sur chargeses are complete to the adjacent parcel which will be developed to a mercy housing so that site will be placed under surcharge for construction in 2020. The improvement of soil conditions, particularly cement deep soil mixing under the causeway is nearing its conclusion and they will reconstruct the causeway up to with the target of moving traffic from eastside of the causeway to the west side of the causeway in march. The contract will repeat that process to excavate and improve the eastside of the causeway. Work continues on the new water shortage reservoirs and also in november, the Country Transportation Authority anticipates putting out to bid the new eastbound off ramp from i80 and the south gate hill crest interchange. They will be at our i. T. C. Meeting next week to provide an update on the scope of that project as well as the via ducts on the west side of the islands. The area has been under surcharge and Geo Technical work is being completed. The ccdc is also working on finalizing their Loan Agreement closing with the expectation of mobilizing to begin construction in early 2020, februarymarch timeframe for that coordination conditioning with ticd on construction stages and access and temporary power and other issues. We condition to work with the navy on the transfer of site 24. Just finalizing the deed descriptions and other documents with the expectation that that property will transfer to title of i. D. Bob, just a quick question about the interruptions for the power when we it kicks into the generator and when it rolls off, how long is the interruption. We put out notices and we expect we always publicize it will be an hour but typical is more on the order of 15 to 20 minutes. Can it be further reduced for planned outages or is that just the amount of time it takes for the generator to transfer over . Its just the amount of time it takes. We dont have a automatic transfer switches and things need to be transferred manually and its a function of the process of manually isolating circuits and reenergizing them on the generator.
