>> first of all, you're not going to get first dibs on becoming an owner of equipment of pg&e. pg&e owns their insurance companies multi- quadruple billions of dollars, is that clear? >> that is why they might want our money? >> no, the persons in the insurance companies get first dibs at the property. the best way to take care of this problem, y'all ready -- you all are ready on the right track, you have to build your own system to distribute your own electricity to the city and county of san francisco. get rid of pg&e altogether. how many more examples do you need to demonstrate that pg&e is not dealing in good faith, and by the same response never had intentions of reaching a legal agreement on this matter. about this contract agreement that you referred to, in may, if that contract was signed by pg&e and they made a deal with the city, that is a breach of contract. if they pulled out and did not keep up their end of the bargain, understand me. that is an additional lawsuit that should be filed against pg&e. pg&e has been busted by investigator that showed that well over several years ago they were told about their defective equipment and the electrical wires, and the electrical poles could cause a fire hazard. they did not do a damn thing about it. that is further proof. a minimum of 89 people have lost their lives in that fire, that took place, on the other side of the bay. it's disgusting. about you, talking about you want to take over their system, and their defaulted equipment is a waste of money. you can start by going and gathering god damn new semi get that $21 billion that he put in, and stop rebuilding and build your own system to distribute electricity that you already didn't -- it demonstrated that you can generate on your own behalf. also, -- >> sorry. your time is up. next speaker, please. >> hello supervisors, i am a resident of district one. i am also an electrical engineer, retired, a graduate of davis and berkeley. i think i am probably the only engineer, graduate engineer in this room, of the presenters we saw today. i appreciate, mr. peskin, you are a person with with attention to detail. that is what engineers do. . >> supervisor peskin: i think the general manager of our puc is an engineer, but go ahead. >> many people who talk about being an engineer, there are many with different flavors. my degree is in electrical engineering specifically. i wanted to speak to the risks, and challenges, little bit and say am probably in favor of the option that nobody wants. one of the things pg&e has now is what they call a scale. the city will lose some of that. it costs that the city won't increase almost certain because of that. i'm not going to go into details, but i think you understand what the scale is. things like distribution facilities, maintenance facilities, all of the things that needed for infrastructure to support the operation are distributed along its territory and can be shared within the territory. we will lose out in san francisco. . >> supervisor peskin: we have some of that upcountry. >> may be some, not all. not to the extent that pg&e in terms of responding to large-scale things like how many power lines down. i'm not going to get enough time to speak. in terms of the cost, we just talked about the park escalator canopies, and the unexpected high cost, and that is typical. it is a very common thing. i'm not going to go into that any further. finally, about the employees, it has been reported the employees already saying if they're only in san francisco they will lose the ability to transfer out. they will be competing with tech employees for their salaries. . >> supervisor peskin: thank you. no, sir. are there any other members of the public who would like to testify on this informational hearing? seeing none. public comment is closed. ms. hale, general manager kelly, godspeed. any additional comments from committee members? we will be hearing from you quarterly about the red, yellow and green lights of which i think around that long list you last furnished us which was pages long. everything else was predominantly red, little bit yellow. if anybody out there, from pg&e is watching and they have legions of lobbyists, governmental affairs people, would you at least be decent to the city on that issue. this is amounting to extortion. this has nothing to do with the rest of the conversation we are having. why don't you stop that nonsense with that. we are adjourned. . >> clerk: is there a motion on the item? the item? >> hi, everyone. i'm the executive director of the richmond neighborhood center , and i want to welcome you all today. thank you for coming. [cheers and applause] we are so excited to be hosting this budget signing today. i want to tell you a little bit about the richmond neighborhood center for those of you who might not know. then neighborhood center offers a number of programs for families, children, seniors, and adults in the richmond. we strive to be a hub of resources, providing services directly and working with our partner nonprofits at this location. whether through our afterschool program, our food pantries, or our community festivals, like our upcoming autumn the moon, we are a center for building community and a sense of belonging for everyone. these are the values that our mayor is committed to and has prioritized in her budget, which she will be signing here today. we are excited to continue partnering and working with the city to create opportunities and strengthen our support for all of our diverse communities all over san francisco. thank you all for being here today. [applause] >> thank you, michelle, and thank you for letting us use this amazing facility which serves so many young people and families across the richmond district. welcome to the richmond, but i know supervisor fewer is also anxious to welcome you here. this is an incredible community and i think that sometimes, when we are doing a lot of work in city hall, we forget about so many neighborhoods because we are right there in the middle and we are downtown, and of course, we are in d5 and other areas, and d6, but we don't make it to the west side of the city sometimes. we don't make it to the southeast sector of the city, so michael as mayor is to make sure that we not only spend more time and provide more resources to various parts of our communities in san francisco that sometimes have been neglected, that we make that right kinds of investments in those communities , and so that's why we're here in the richmond today yes, we work with supervisor fewer as the budget chair. this year was absolutely amazing and yes, she fought for this district, but she also fought to prioritize equity and the things that are important to all san franciscans. it was truly a pleasure to work with her and to get this budget done. [applause] when i think back to why i got involved in politics in the first place, i think back to the first time that i advocated for resources for the western addition to the board of supervisors. that advocacy, carol was actually on the board at that time, many, many years ago, and a big supporter of the communities and equity, and really fighting for resources both here and in sacramento. we would show up, we would advocate, we would talk about the importance of our issues, and members of the board would answer the call to make the right investment. yes, we still have a number of challenges in this city, a number of important investments that we know we need to make, in this board of supervisors spend countless hours listening to the public, listening to me, sometimes, but ultimately, putting together what i believe is a very comprehensive budget that is fair, that is equitable, that makes new investments, and that is really focused on accountability, as well. and it was under the leadership of president of the board who had the vision to appoint sandy fewer as the budget chair because he knew that she would not take any mess from her colleagues and they all put forth their ideas, but ultimately, she wanted to make sure that this was a consensus budget, and everyone had something to be proud of. thank you to both supervisor fewer and president yee for your leadership. thank you to rafael mandel and who is here today. incredible advocates and supporters for the communities and incredible advocates and supporters for residents of the city. i also would like to thank our budget team and kelly kirkpatrick who is the director of the budget. [applause] kelly, stand up, we can't see you. [cheers and applause]. >> her countless hours and worker work to get this budget done. harvey rose and his team from the budget and legislative analyst. usually the mayor doesn't think them, but as someone who served on the board of supervisors and has a lot of love for the work that they do to really analyse the budget within a short time period, i just want to thank them for their hard work to get this job done was pause -- [applause]. >> thank you to brendan rosenfield for crunching the numbers, him and his team. all the department heads, the ones that were grilled hard-core and were able to fight for their resources and get what we needed for the public. i mean, the budget was a battle, but it was a good battle. it was one of the best budget processes i've seen in a really long time, and i'm not just saying that because this is my first budget as mayor, i am saying it because everyone had an opportunity to make a request and have their voices heard. and so i'm just proud of how comprehensive this budget is. yes, it is the highest budget in our city's history, $12.3 billion, and i don't want people to think we have control over the spending of all these dollars, because we do have enterprise departments like the airport, the port of san francisco, the public utilities commission, but ultimately, we made some new investments because not only did i spend time having a number of budget town hall meetings all over san francisco, i know the supervisors spent time with their various constituents, and we took that feedback to incorporate it into our budget, and i just wanted to highlight a few of the things that i know are some of the most pressing issues that we face in san francisco. since i've taken office, about a year ago, we have been able to make over a billion dollars of investments in affordable housing throughout the city and county of san francisco. [applause] we have been able to do that because our unexpected windfall of the funding, because of our investments in our current budget, and because you all are going to pass the 600 billion-dollar affordable housing bond this fall without raising property taxes. [applause] part of that budget includes not only building new affordable housing and providing support for low and middle income families, it also provides preservation of existing affordable housing, and so i know that preservation around a small sight acquisition was really important to supervisor fewer because of so many seniors in the richmond district living in some of these buildings that are up for sale and have the ability to purchase those buildings and protect them for those low income seniors and it is so critical to the long-term stability of affordable housing in san francisco. i am excited about funding for rent subsidies and trying to keep people housed, our rights to civil council, and making sure that people who are facing eviction are not doing it alone. so many amazing investments in housing, and now we've just got to get rid of some of the bureaucracy that gets in the way of housing. homelessness, which we know as a number 1 issue that we face in tenth -- in san francisco. we have additional support for more navigation centers, for more shelter beds, because we know we need them and we need them yesterday. providing 100% affordable housing with wraparound services for formerly homeless individuals is something that is critical to addressing the number 1 crisis in our city, and we made those investments. $53 million to expand our behavioral health program and other health services in san francisco. [applause] thank you supervisor mandelman for your support and leadership around mental health reform in our city. we have already opened 100 new mental health stabilization beds on top of what we already have, and with this additional funding , we will be able to open another 100 new beds by the end of this year. we also have a need for people to use the bathroom, so we are adding more pitstops, we are adding more big belly trash cans , we are adding more targeted street cleaning, and we are using our 311 data to really make those investments strategically in the right places. we're deploying another 250 officers, hopefully, as we get them across the finish line of the academy, so that they can walk the beat in various neighborhoods, talk to merchants , get to know the communities, and help with preventing crime from happening in the first place. we know that our commercial corridor and so many neighborhoods need so much help and support, so we have made investments to support for sought improvement, tenant improvements, pay various fines and fees, and other things that we know small business communities face, including seven businesses right here in the richmond district you will benefit from some of the new small business investment our city proposes to make. it is the beginning. there's more that we need to do to protect and support are small businesses, and i have been fighting with my director of small business because i want us to cut even more fees for small businesses in san francisco so that it's not a burden to them staying open in the city. [applause] through hard work, the minimum compensation ordinance was done. it was brutal, but we got through it, and so many very low income wage earners in san francisco are going to get a well-deserved raise and have already, in some cases. we have expanded our cal fresh program and our county assistance program, and we know that equity was at the forefront of this budget. and thanks to the leadership of supervisor vallie brown and supervisor fewer, they helped create an office of equity where we are making investments to really try and shine a light on what we know are real challenges around access, education, affordability, and the things that continue to show really racial disparity that needs to -- that we need to take a look at, provide the data, and really make the right investments to turn it around. opportunities for all, as you will know, is a program that is near and dear to my heart. making sure that every high school student in san francisco has access to a paid internship, and i want to thank all of the city departments for stepping up and providing internships, and now it is time to halt -- holds the private sector accountable, to not only contribute, because a deafening contributed to opportunities for all, but they need to have more placement for our young people, and that is what i'm committed to moving forward. thank you to supervisor mar who is not here with us today. we worked together to fully fund free city college for san francisco. [applause] so i just want to say, to all of our senior folks who are here today, you don't have to be a young person to go to city college, you don't have to be a kid living at home with your parents to go to city college. city college is for all san franciscans. so let's take advantage of the amazing classes that they have. in one of the things i want to mention before i turn this over to supervisor fewer, as i know that, as mayor, i don't necessarily have complete control over our board of education, but i went to public schools here, and we know that supervisor yee and supervisor fewer also went to public schools here in san francisco, and the challenges that sometimes exist as certain schools versus other schools is something we need to address when we talk about equity. so for the first time ever, this city is making significant investment in addressing what we know are the biggest challenges at those schools. and includes teacher retention at certain schools in the southeast sector and other parts of the city, we are making a 10 million-dollar investment to provide additional bonuses to teachers in those particular schools to make sure that we try and hold onto them to work with so many kids that have, what we know sometimes are real challenges, but we are also making investments and wellness centers in our public schools. to make sure that kids have the support that they need when going through what we know can be a very challenging time in their lives. so many great things. again, 12.3 million. i could be here all day talking about all of the things that we are doing to make the right kinds of investments, but i just wanted to highlight those few to let you know that in addition to these investments, as i have said from the very beginning, it is important that we understand the value of a dollar. the value of how this city makes investments, and what it means to people's lives. it can be the difference between a young person ending up dead or in prison or in some terrible situation, and someone ending up mayor of san francisco. and that's how i see our investments, as an opportunity to make sure that good things happen for people here in san francisco, and we create a better future with these incredible investments. so make sure, all the departments, you spend this money wisely. you don't take pen and paper home that you don't need. [laughter] and you do your very best to show folks in this city that we are the greatest city in the world because we put our money where our mouth is, and because of that, we are able to create a more thriving, equitable, safe, and secure city for all san franciscans. thank you all so much for being here. [cheers and applause] with that, i would like to turn it over to our budget chair, supervisor sandy fewer. [applause] >> thank you, madame mayor. good morning, everyone. wow. on behalf of my 80,000 residents in the richmond district, i would like to welcome you to this part of town where our summers look like this every day off mac. >> but where we are doing good work to strengthen and grow communities. the richmond district neighborhood center is leading that effort with the work on the one richmond initiative, the home delivered grocery program, and is the main provider of active school programming in the richmond. i would like to thank the executive director and her staff for hosting us today. thank you all for coming out. i am glad that the budget is being officially finalized today as together to witness the signing of the budget by the mayor, i'm also appreciative that i was given the opportunity to serve the city in the capacity as budget chair this year. this, is most of you know, is a process that involves the expertise, commitment, and hard work of many, so i would like to take a moment now to recognize and thank them. chelsea, i know she is here somewhere. my legislative aide who worked tirelessly meeting with community groups, playing and -- planning and designing the entire budget process and was the go to person with all things budget related. our interns for the summer helped us tremendously on the budget, working behind the scenes. so many things to jack, melissa, and janine. i must also acknowledge my other legislative aide, angelina, and ian, "kept the office running at the knees of my district addressed while we were deeply busy with the city budget. i would like to thank the members of the budget committee, president yee, supervisors mandelman, stefani, and ronen. after many long hours, shared anxiety, and a lot of learning. it is with a sigh of relief and pride that we are at this point in the process. many thanks and recognition to the wonderful budget legislative analyst. with whom we work closely with and depended on heavily for guidance and recommendations. i want to thank our controller and his office for all the support, advice, and expertise, and many thanks to the mayor's budget office and to mayor breed for working so closely with us to ensure a smooth and collaborative process. my deepest appreciation for the clerk's office and linda wong for keeping me on track. thank you to john for keeping this legit. of course, this process would not be complete without the voices behind the 400 million-dollar in community asks. so thank you to community advocates who took the time to educate us on how this budget can help supply the need and support for safety net for the most formable in the city. and lastly, i would like to thank the city workers. the backbone of our city that makes the whole machine work to serve our residents. i want to especially thank our department heads who fight not only for their budget, but for their ability to serve the people of san francisco well. honorable work beyond measure, and most of the time, without recognition or appreciation. being devoted, dedicated, public servants. [applause] this budget prioritizes the issues of affordable housing development, the expansion of beds for homeless residents, and rental subsidies for some of our most vulnerable tenants. it focuses on services and support marginalized communities , including children, seniors, and people with disabilities, immigrants, communities of color, lgbtq communities, low income workers. with an ever growing wealth gap, and inequitable opportunities by race, language, gender, sexuality and more, it is critical we invest in assurance that every san franciscan can thrive. i think this is a budget that reflects those values. this is a budget that says, to those of you who are struggling to stay here, for those of you who are struggling to provide here, we see you. thank you again to mayor breed, and to president norman you for entrusting me with this responsibility. and now that it is all over, i am not sure, actually, that my colleagues or my staff would agree, but i think i'm willing to do this for another five years. [laughter]. [applause] i want to thank all of my colleagues at the board, especially board, especially our budget committee members for your confidence and collaboration. thank you to the people of san francisco who entrust us with the money earned off the hardbacks of hard-working san franciscans. and now let's -- let's get this thing signed. i like to present the president of the board, norman e. -- norman g. -- president norman yee. [applause] [laughter] >> i'm sorry, i can't hide the fact that i'm freezing. [laughter] welcome, everybody. this district is the most important district in the northwest sector of san francisco. [laughter] i really want to think them air, your staff, and i know i will be repeating what has been said, but it is worth repeating when people work so hard to put the most important document together for san franciscans. so once again, mayor, your director over there, kelly, thank you very much. thank you very much to ben rosenfield and your team. and the budget legislative analyst. thank you for putting this budget together. but more importantly, when i became president in january, one of the first things i said was that i'm going to make this board of supervisors, this set of 11 people, the best that we can ever have in san francisco. to serve our community, to serve our residents, to serve the most vulnerable, and the most important committee to help serve these people is the budget committee. and i knew i had to make the strongest budget committee that i could think of, so as mentioned, it was really an honor for me to ask supervisor fewer to be chair of the budget committee, and i was so happy. she just kept on saying, oh, no, no, i don't know, i don't know. for christ sake, sandy! you were chair in the budget committee on the board of education, yes, you know how to do a budget. you are as good as anybody on the board of supervisors. so thank you for accepting it. you did a marvellous job. give her a hand. [applause] but like all of us, one person can't do it all. she needed a team. she needed four other supervisors to help her. that includes supervisor mandelman right here, thank you. [applause] and supervisor ronen and supervisor stefani who were also part of that team. and to really make it special, to make it the best team, i put myself on it. [laughter] in all seriousness, i'm really glad that this budget was put together the way it was, and it was as transparent as i've seen it over the last 70 -- seven years. people were engaged, people had a voice. everybody felt like they had a voice, and that was because of the openness of everybody, not only the budget committee, but also the mayor's office. advocates came, we went out into the community, and we put a budget together that has, to me, one of the best budgets i've seen because we are beginning to look at the issues and see what we need to do to solve it. we needed to do things. we needed to be creative and putting the money where it could be effective, and i think people really looked at it carefully with that lens. you know, how do we get equity on this? how do we serve the people? how do we make sure people can be successful whether they are regular people working, whether they are people on the streets that can't work right now, whether it's the children that we are talking about that could be great adults, and also, our seniors. i can't say enough that we are the fastest growing population in san francisco is seniors. we need to make investments because, as many of you know, right now over 50% of the people entering homelessness for the first time our seniors. we need to make investments. i think this budget reflects that need. thank you very much for that. the other thing that i want to say that hasn't been mentioned in this budget is, you know, when families are struggling already, you can barely pay the rent, and all of a sudden they are strapped with childcare, maybe for one child, $25,000 a year, or two children, of the $50,000 a year. a teacher couldn't afford that. nobody could afford that. so once again, this budget reflects that need. we are really trying to support the low to middle income families so they can raise her children in san francisco. this is what this budget does. on top of all that, we didn't forget about our infrastructure. we did not forget about our parks, our fire department, our police department, and our department of public works to have more staff to clean up the streets and so forth, so this is what this budget does. it supports the infrastructure, and it also is created to find solutions where we need to find solutions. let's get it on and signed this budget. thank you very much! [cheers and applause] you. >> well to the epic center are you ready for the next earthquake did you know if you're a renter you can get earthquake shushes we'll take to the earthquake authorities hi welcome to another episode i'm the chief resilience officer for san francisco i'm joined by my good friends for the earthquake authority we're at the el cap center for the city and county of san francisco started in 2013 to get the community and talk about the risk we think about earthquake if usual great city you'll see one of the demonstrates we've built the model home and i encourage other episodes we'll be retroactively retrofitting and showing you as property owners to employ you work for the california earthquake authority talk about your role and earthquake shirnls up think the viewers want to know if you're a renter or property owner how the insurance issues. >> i'm the chief mitigation officer or c e a a property line funded pubically managed entity that provides earthquake shiners for one to four units and mobile owners to come down and renters throughout the state of california. >> what make the c e a deft. >> we work with 19 participates the insurer that sells you, your homeowner policy you're not obligated to buy it but you can buy a policy. >> am i covered with homeowners insurance. >> no california homeowners understand their homeowners insurance doesn't cover earthquake they need a separate policy if you're an shiners you can get the earthquake insurance policy. >> so explain why it is for the c e a is deft if a traditional insurance agency. >> irreverent so in the 80s the state of california passed a law that requires any company that writes the policies to over earthquake insurance the homeowners are not required by commissioner cranshaw can bye there was so much loss they were going to stop writing the insurance policies for earthquakes they wanted to stop a serious insurance policy. >> we're talking about the homeownership's buying the earthquake shiners but 70 percent are renters what's my opposite. >> the option for renter the earthquake be insurance company is affordable i think people don't realize just exactly what it covers it covers damaged property but loss of use if you have to be under a building they have a quarter main that was broken as well as emergency repair if interests glass breaks in the carpet you need to be in our unit that's whether earthquake is important. >> you're title you're the excessive mitigation officer for the state of california when i think of insurance i don't think about mitigation. >> so as part of public safety mission the c e a started to put aside mitigation loss fund 5 percent of invested income and when i joined the company 34 years ago we had $45 million to make a difference for moving and incentivizing and mitigation for california homeowners to structure engineering a unique opportunity to cervical homeowners to help them to mitigate the equivalent. >> whether an owner or renter i want to find more information about earthquake insurance where should i go. >> earthquake authority.com not only information about insurance but a calculated figures and as of january lots of deductible and 25 percent if a homeowner mitigate their hope up to 20 percent off their premium as an incentive for the work. >> what does mitigate the home mean. >> strengthen, renovate, retrofit through a home particularly older to earlier codes and you put in adding streamlining maybe collar bolts to tie to the foundation or to the wall so it is braced to earthquake can be very, very affordable and really makes a difference. >> thank you very much for being with us i encourage the viewers not only to checkout the earthquake authority but we'll talk about >> we are so excited -- i am cheryl lynn adams, director of market street youth services, and we work with young people to 24 who need laundry or place to hangout or come in from outside to get the tools they need to begin to resolve their homelessness. we have lots of programs and lots of educational and behavioral health supports that are here throughout the city. we are excited to be here with our partners to launch or to be a small part of the effort to address child trafficking. larkin street started years ago with huckleberry to fight youth trafficking. we know without intervention on the streets, children are at high risk for trafficking if we don't get to them soon. i think the most wonderful thing about this partnership is the prevention and the early intervention and the collaboration and us bringing together so many partners to work on this issue in a very profound way. we're excited to be here and excited to be a small part of it. and i am always honored and delighted to get to introduce our -- our mayor. mayor breed has been in office for just about a year now, right -- tomorrow? wow. [applause] >> she has been an active supporter of homelessness, of youth homelessness, of diamond youth shelter, which is one of the -- our part in this project, and so much more in the city to support young people to help all -- to help so many of us -- so many residents in san francisco thrive, and i am deeply honored to introduce you this morning, so welcome. [applause] >> the hon. london breed: thank you. i am excited to be here. thank you, cheryl lynn, and thank you to larkin street for all the work that you continue to do to support young people in san francisco and huckaberry, i'm excited to have this organization as well as other organizations for partnering what we are announcing today, which is a $9.3 million grant from the department of social services for the state of california, which is absolutely incredible. [applause] >> the hon. london breed: this was a very competitive grant, and it was awarded to ten partnering organizations who helped to deal with the challenges that we know sadly so many of our young people face around sexual exploitation. in fact, in 2017 in san francisco, we had over 300 reported cases from young people of sexual exploitation. and in most cases, they were women of color and women from our lgbtq community. we know that just last year, cheryl lynn and the folks from larkin street, we announced the rising up campaign where we are determined and committed to end youth homelessness in san francisco, investing millions of dollars in providing the kinds of support and wraparound services that young people in order to get their lives on track. we know that all young people may not have that safety net, may not have that support. i did not have that support in my family. in fact, i was so lucky that i had a grandmother that took in my brothers and me and raised us. my grandmother was very strict, very focused, she determined to make sure she did everything she could to protect us. when young people don't have that safety net, when they don't have that support, when they don't have that protection, sadly, that's when they turn to predators and do things that they never thought they'd do. and this $9.3 million grant allows us to provide services and housing, and to track and find out what we can do better to keep this from happening in the first place. so i'm excite todd to see how is going to change the lives of so money youany young people i city. we are well on our way to addressing so many challenges that we know we face one at a time. it takes dedicated partners, it takes dedicated public servants, it takes dedicated people from the public community who care about addressing these issues, and so i want to thank each and every one of you for being here today. this is an amazing, amazing grant, and i am looking forward to the implementation and changes that i know are going to come forward as a result of this funding. thank you so much. [applaus [applause] >> commissioner murase: thank you so much, mayor. i wanted to recognize the mayor for empowerment of youth and her focused commitment to housing individuals who are homeless. as you know, commercially sexually exploited children are mostly homeless. it's really one of the root causes of this problem, and now, it's my great pleasure to introduce the executive director and founder of freedom forward, alia whitney johnson and doug styles, my second grade classmate and director of huckleberry youth program. please give them a warm welcome. [applause] >> good morning. thank you, cheryl lynn for hosting us this morning, and thank you, mayor breed and commissioner murase for the work that you do on behalf of young people in our community. i realize that commercial sexual exploitation is a story of failures. times that we have failed to meet young people's needs, and these young people have taken their needs into their own hands. times to fail to respond with compassion when they needed us has added to their story. but within this story is a story of incredible youth brilliances, a story of navigating the system, a hustle that is purposely resourceful, resilient. knowledge that is absolutely critical if we want to build a vibrant, healthy system that works for all. these are the voices that we are centering in this continuum. they deserve choices, and they deserve a system that works for them and a voice in what that system should be. by ensuring young people are a part of our design process, and that we build in feedback loops to honor their input, we believe we will build a more effective system of care for all. so what is this collaborative that we're building and here today to announce? through this grant, we're bringing together 11 community partners to develop a continuum of services that we hope will meet youth where they are, recognizing that meaningful change is rarely linear and needs to meet youth when they are ready. this continuum includes five major components as well as a protocol for navigating those components and a rigorous evaluation. we hope to openly share our successes learned, and if effective, to replicate what works across the state. the five components of this continuum include first, a drop-in center where youth will be able to access services under one roof whether or not they identify as being exploited or currently being housed in the continuum. second, a launch pad shelter for youth transitioning from life on the streets or unsafe living situations. third, a short-term residential treatment program. fourth, a new model of family-based foster care right here in their community with wraparound support. and finally, 24-7 response and emergency services. family first will be leading the foster and family services. we a our role will be to facilitate and coordinate services from across our community, bringing the best our community has to offer, remaining accountable to what youth want. in early 2020, we also aim to launch our family-based foster care pilot. as many of you in this room now, problems in foster care often lead teams to being moved around -- teens to being moved around, isolated, surrounded by only professionals, far from loved ones and the people who they care most about. all of this instability and lock of connection makes an environment that's ripe for exploitation. we plan to pilot a new model of foster care that will provide stable family homes right here in their community and will wrap youth and families with both the professional support that they need as well as a real emphasis on the relationship with family and friends that youth want in their lives. this pilot will engage a great team of providers in what they do best, including family builders, west coast children's clinic, huckleberry youth programs, and this pilot will also include additional caregivers, who provide what grandmas do, like what mayor breed talked about, so often, aunties and grandmas show up to support our youth. as i step back and think about building a community where every young person can experience all that it means to be free, i want to end today with a quote from a young person who grew up right here in san francisco and was interviewed by our friends at the elements freedom center. she said, freedom is when we reach back and pull the next sibling with us because we see your brilliance, and we know that you will shine when surrounded by real love. let us pull each other with us, and let us all move forward with love as we move forward. thank you very much, and it is my pleasure to introduce doug styles, the executive director of huckleberry youth program [applause] >> thank you, alia. thank you, mayor breed. thank you, my classmate, emily. thank you to larkin for hosting this fabulous event. it's an incredible group of people for this collaboration that's been brought together. what we need to start with is that trafficking, sexual exploitation happens here in san francisco. these are our children. it is a systems issue, not an individual issue. no one chooses to be exploited. trafficking and exploitation inhibit the entire community from thriving. that's why we've all come together to change the trajectory of lives of young people affected by trafficking and exploitation and to prevent others from becoming more deeply involved. in 1967, huckleberry youth programs established the first youth shelter for run aways in the country, addressing reasons why people found themselves on the streets of san francisco. unfortunately, our 52 years of experience, we have seen too many young people commercially sexually exploited and too many young people at risk of human trafficking. but every day, we also experience the resiliency of young people. this project is an attempt to bring together various experts from various fields to provide the needed supports for young people to heal and to provide the chance and the necessary tools to reduce the risk of further exploitation. as one of the partners in this project, huckleberry youth programs will provide case manager and mental health support to divert young people to a safe and healthier life. our experience, working with adolescents in challenging situations, whether it's mental health counseling, juvenile court diversion, we know that young people thrive when they direct their own future. our process is to listen to each youth, hear their hopes and dreams, regardless of their current situation, to traem thtraem -- treat them as human beings and become a catalyst for changes. huckleberry youth services will be part of the crisis team to provide services to young people when are they need it the most. we'll be able to work with young people to maintain their current living situation, and for those with less permanent housing, a placement coordinator will help determine a safe living environment for their future. we will provide residential counseling staff. finally, if emergency shelter is needed, huckleberry house will provide temporary safe home environment. as a native san franciscan myself, raising my daughters in this city, i am very proud to see this collaboration come together and very excited to work with this incredible group of people. i look forward to a future where we no longer need these services or these programs. when all of our children are safe, healthy, treated justly, and are well educated. but we have a lot of work to get there. by working together with the support from the california department of social services, i believe we can build a stronger community. thank you. [applause] >> thank you so much, doug and alia. in closing, i want to introduce the san francisco continuum team, the department of the status of women, just give a wave. huckleberry, youth and family services, family builders, west coast children's clinic, edgewood center for children and families, claire's house, learning for action, berkeley human rights center, and of course larkin street youth services. [applause] >> finally, i want to give a shoutout to the mayor's office of human tracking. through these bodies, san francisco has odd voe indicated for critical services. through this grant, we're going to be tackling homeless service and housing options. i want to thank the housing advisory board and youth advisory committee for putting this all together. thank you for joining us.
