And sharing it with me and educating my staff also on how to do it. And i know that you have always wanted to build more, build faster, and the idea that youve also looked out for our lowincome seniors, i just want to say thank you and i think were going to be doing a lot of Work Together in your new capacity. First of all, maybe we should rename it the kate hartley act, item 64 later on todays agenda, finally getting right the way we do loans. And its rare that the board of supervisors delegates its authority, but i think you have, with your staff, crafted that just right. But most importantly i want to thank you for implementing legislation for the prop c repurpose dollars that is allowing us to acquire those s. R. O. Hotels that toured with president yee. Thank you for the commitment to the s. R. O. S. President yee okay, now kate hartley, director hartley, i have to say that a few more times, director hartley, would you like to say a few words . I would. Supervisors, thank you so much. This is such an honor. I am incredibly grateful. I know it goes without saying, but i really take your commendations as a commendation for the most city team, who is hardworking, dedicated and so passionate about bringing Affordable Housing and Community Services to San Francisco. And its been my pleasure to be a part of that team and to work with them. Im really going to miss everyone terribly. I also humbled by the work of our partners in San Francisco and the Community BasedService Organizations who deliver Services Every day. Their jobs are so hard. And they do amazing things. And so again its been my privilege to work with them and provide the funding and the resources that they need to make San Francisco better. And finally, i want to thank the mayor for the honor of being able to serve in her administration and to help her to implement her housing goals. This is an opportunity that i will treasure forever, so thank you. I am entirely grateful and i do look forward to working with all of you in my next from a new angle. So many thanks. [applause] president yee director hartley, can you come into our circle . President yee next up is supervisor safai. To present your commendation. Supervisor safai okay, thank you, everyone. Today, were honoring captain joe mcfadden. [cheers and applause] joe is a native Third Generation san franciscan who was raised in the Mission District. He is the fifth of ten children. Let me say that again. 5 of 10. Pretty good to be in the middle. His father was prominent doctor who administered to thousands of patients over almost 50 years of his profession, 44 years. His mother was a nurse who worked with his father and was the primary raise of the 10 children in the home. In 1989, joe joined the s. F. P. D. He also worked under cover operations and became a member of the s. W. A. T. Team. In 1996 he was promoted to sgt. And assigned to the Tenderloin Task force before moving to investigations at the Domestic Violence response unit. He then worked at internal affairs where he was the lead investigator for all officeinvolved shooting investigations. In november of 2009, joe was promoted to lieutenant and served at the bayview station. Homeland security and then csi. In 2012, he was promoted to the rank of captain and placed in charge of the major crimes unit. Responsible for homicide, narcotics, robbery and gang investigations. Joe then supervised a special victims unit known as svu, involving Domestic Violence, child abuse, elder abuse, fraud and Human Trafficking cases. In 2014 thats where i had the pleasure to work with him firsthand for some time he was assigned to the command as captain of ingleside station. Its there he helped to Foster Communications with the Diverse Communities of the district 11, all our neighbors of the compelsier, the Upper Mission and surrounding neighborhoods. Glen park. District 8. Vicitation Valley District 10. Sunnyside. Bu i believe it was his most favorite assignment of his career coming home to be the captain of his home turf. In 2017, captain mcfadden was appointed to develop the general crimes unit, handling burglary, firearms and narcotics. He was in charge of the s. W. A. T. Team, bomb squad, motorcycle unit, mounted unit and k9s. It was just a month ago, in 2019, june of 2019, after 30 years of service, that captain mcfadden retired for all the time he served the Police Department here in San Francisco. In addition to his service for the Police Department, he served as an instructor for s. F. P. D. Recruits, veterans and the post, the governing body throughout the state of california. In 2018, he was awarded the hiberniaen of the year. He was also recognized for his Outstanding Service to the community by the triple i. Those of you who dont know, its the irish, italian, Israeli Society in 2016. He was a Founding Member of the San Francisco society that does charitable work in cooperation with community groups. Captain mcfadden continues to live in San Francisco with his two children and continues to work with the community for the betterment of our neighborhoods. I can say having worked with him both as Community Member and supervisor, there was never a time when he saw my kids, he stopped what he was doing, and all of a sudden, made me look would like a bad dad. He played to are them in a for them for a long time in a very exciting way. My kids loved commander mcfadden. We wanted to thank you for all the work youve done in San Francisco. 30 years of service in our Police Department has had a significant impact. We want to thank you for all the years of service and give you an opportunity to say a few words. Thank you. [cheers and applause] president yee supervisor mandelman . Supervisor mandelman i will be brief, but as the supervisor for district 8 and representative of the home of the mcfadden clan, i would be remiss if i didnt stand up and say thank you and congratulations. President yee supervisor ronen . Supervisor ronen likewise. We miss you in district 9 even though you left all of us in the very capable hands of captain hart. We see you in the back. And im not going to miss you too much because ill see you in camp mather every year like this year. See you next summer. Thanks for everything, captain. President yee id also like to join the words of my colleagues. You were actually one of my first Police Captain i had to interact with. It was several years of that and i really appreciate all the work that you did for my district. And always responding to the needs whenever i called you up. Thank you very much and, you know, congratulations to you. Now you can say something. Thank you. Supervisor safai, thank you for the recognition. I know many of the Board Members here ive been in front of this board several times. You know, captain aaron, i actually wore the tie for you, aaron. Hes usually got a scarf so i figured, aaron, i wore this for you, brother. It is a tough district. Ingleside doesnt understand the five supervisors you have in the district, very diverse, very different. The first acknowledgment, i know i didnt get here by myself. I got here by my brothers and sisters in the Police Department. Some of which are here today, the men and women of s. F. P. D. First of course, captain hart who replaced me. [please stand by] it is still the last vestige in San Francisco that really hasnt changed that much. You have irish people with the latin, with africanamerican, with asian, it is the most diverse district in the city by far. It is a gigantic district, and therefore hence the five different supervisory districts, but hit has a long history in the transition. Most of the people, and why i love it there most, they are family. The people who are there, i really got to enjoy. Florez, stefani, rosemary, roseann, sharon everhart, rex in the back, my good, good people, and like i have told people in the past, if he was a little bit older, and you could have raised hell with me when we were youngsters, like you want to say that all these people, and the last one, my leader, the voice in your ear whether you want to hear it or not, joelle. [cheers and applause] but its because of the people like that from my officers all the way to the people that work with me and those people within the community, they touch my heart, they made me want to help out as much as i could, and i want to thank you for the recognition, but it is really all about them. I applaud them. Thank you. [applause] could i say a quick few words about captain fadden . I will just take one minute. I will not get into too many stories because i actually gave i grew up in the same neighborhood as captain mcfadden and we have known each other our whole lives. The epitome of joe is just the way he just spoke. It was never about joe and whatever assignment he had, no matter what rink you are in this department, or what he rose to, every rank that he held, he was a leader in the Police Department. One of the traditions and the Police Department would you retire is you send an email out joes email was very heartfelt. Is about four pages. It is the longest email ive seen in 25 years, and some people that work were wondering where he has been for the last couple of weeks and i think he was writing that email. But it showed his leadership, and he left everyone in the Police Department with his love of San Francisco, his love of the Police Department, a love that he had been a seven cisco police officer. It is a huge loss for the Police Department. We miss him dearly. I want to thank you, supervisors , for recognizing joe today. We have not been able to find him since he left, so we are glad he is still around. Joe, good luck to you and your family, you are sorely missed. I will be calling you for advice as the years go on. Thank you to the board. [applause] okay. Next up is supervisor fewer. Thank you. I would like to invite mr. David parr to the podium, please. Colleagues, today i would like to thank david parr for his 34 years of service to San FranciscoUnified School District as an educator and recognizing his Lasting Impact on a generation of students. David parr was born and raised in his beloved braintree, massachusetts. He attended salem state as an undergraduate and attended boston state for his masters in education. In 1975, you begin taking special education to middle School Students in salem. He chose a teaching career because of his great he was greatly influenced by many of the teachers he had growing up. In the early 1980s, he began teaching special education in San Francisco. After eight years, you moved across town to room 108 at a middle school where he has been and it has been his second home for the last 29 years. Former students use the adjective phenomenal, unique, and interesting to describe him and his teaching style. Notable accolades from the age group that is typically tough to impress. Not only did he go the extra mile to make his class enjoyable , he spent countless hours nurturing students long after the day ended and often long after they graduated. His career should serve as an exemplary model for all aspiring Public School teachers and its enduring warmth and positivity she remind us to always look on the bright side, even in the most difficult of circumstances. Mr. Parr saw his students holistically, individuals, and understood the relationship between experiences they face outside the classroom and their educational performance. I know him personally, as he was my suns teacher and he was one of my sons favorite teachers. I was that p. T. A. President at the school for six years and knew mr. Parr very well. We worked together on projects and developed a deep friendship. The adjective i used to describe him are warm, delightful, humble , kind, gentle, simply wonderful. As his career comes to a close, one thing is certain. The middle school will not be the same without mr. Parr. His presence will be deeply missed and its impact on the community will continue to ripple out for generations. I know i will see david often as he is also my constituent. Colleagues, please join me in congratulating mr. Parr on his welldeserved retirement. I am thrilled that we will be voting to consider declaring today david parr day in San Francisco. Mr. Parr . I am very grateful for this honor and i would also like to say that i am incredibly grateful for 37 years of having the opportunity to work with some of the most outstanding educators in San FranciscoUnified School District, and also to work with so many wonderful San Francisco families , and to work and to teach with thousands of amazing young people in San Francisco. So all of this has been quite an honor. I thank you all for your support thank you very much. [applause] okay. Next up we have supervisor ronen would you like to share your commendation . Thank you. Colleagues, today i am recognizing an Incredible Group of mission workers, residents, and activists who have made on the street possible. Team, can you please come up to the podium . [applause] when i took office in 2017, i heard weekly from my constituents about an unpermitted Street Vendors who are highly concentrated in one block of Mission Street. Blocking the sidewalk to pedestrians and leaving piles of trash in front of the residences the situation was dire for the residents, but also for the vendors on mission and 15th street. Increasing inequality in our district has pushed out workingclass residents and the businesses that employ them. The sidewalk vendors were looking to support themselves but couldnt afford paddlers licenses or risking expensive police citations. I met with many City Departments and tried and number of strategies, with the challenges persisted. It was time to take a risk and a more creative solution. With the help of my incredible staff who worked nonstop on this project, and in partnership with neighborhood leaders, we created a permanent outdoor market on julian street that we call [speaking spanish] which means little flea market in spanish. It provides an organized, clean, and affordable market for workingclass vendors to supplement their income. It redirects vendors from the sidewalk to a safe, permitted location, helping maintain Mission Street cleaner and more acceptable. This project proves we can solve neighborhood challenges without criminalizing the poor and while also uniting diverse stakeholders. It brings together important organizations such as [speaking spanish] and united to save the mission, with neighbors of all backgrounds, and several City Departments including public works, as ff sfmta and the Police Department. More importantly, they have been fuelled by community power. This market may never have been possible without the tenacity, vision, and countless hours invested by the groups of the leaders that we have here today. This team of hardworking social justice activists have brought towards the talent, dedication, and talent in an inspiring way. I want to give a special thank you to neighborhood leaders for their interviews leading to the outreach you conducted to humanize the challenges and help envision a people centred solution. I want to think [speaking spanish] for lending your artistic resources to create an inviting logo and your help to find locations for Community Meetings jorge rivera, jose, gabby, thank you for teaching us lessons of running an outdoor market and for welcoming an expansion of the original group within the area. Natalie, luis, and jeanie, thank you for bringing your love of the neighborhood and its diverse community, your experience as mission natives, and your commitment to stopping a multicultural market.
