And now to the point where infrastructure is being done in the first housing to be built. Over a decade of service to the authority. We think you for your expertise and for your commitment. I think we have something for you, and i will let bob give it. This is just a small token of our appreciation for your years of service area service. As fay said it is just a token of our appreciation for decades worth of work with the title board. We want to thank you for all of your support, at work, and helping us to the point we are at today. Thank you. Before i let you talk, i will let the other commissioners say a few words. Thank you very much. Commissioner samaha, one of the things that people want to know about you also is that you are a very well, highly regarded leader in San Francisco. So many things you do that sometimes people do not know, and its a testament to all of us here, because we are very well ingrained in the community. We happen to know that you are out there, and all of the committees, thank you so much for your dedication. Being here sometimes is a thing was job. We are dealing with matters and it is taking a decade to get this far in the development of Treasure Island. You were there, helping the staff and helping diligently. For that we wanted to say thank you and good luck in your future endeavors. We know when we get off this odium we also see each other in the community. Our work is never done and this is just moving onto another transition, but you are still part of the larger San Francisco. Thank you, sir. Thank you so much. I think the same sentiments have artie been said. Really, truly, thank you for your years of dedication and all of your institutional knowledge. We really appreciate it and im sure i will be seeing you around. Thank you all for your great comments. And thank you for this, this is really nice. I have been really honored to have served here for 10 years when then mayor and newsom put me on this commission. This body consisted of a lot of directors of department, it was the director of planning, the Mayors Office of housing, and he wanted to transition this commission into a citizens commission. At the time it made sense for her to be Department Heads because it was more technical in nature, they were getting ready to do the initial planning. I have had the pleasure to see the transition for the last 10 years, from the conceptual plan to actually doing demolition and hopefully construction really soon. When i was first added to the commission 10 years ago, i did not know Treasure Island and i have gotten to know is so much more. I feel very attached to it. There are some wonderful people on this island doing amazing work. Sharon williams, a lot of great people, from nonprofits to the developers themselves area there could be a lot of opportunities to create great housing, Affordable Housing that the city need, the current mayor wants to build Affordable Housing and we are doing it on Treasure Island than anywhere else in the city. I really hope that, and im sure you will stay focused on making sure that that happened. And, anyway i may come back because i love this mission. Thank you again, it was truly wonderful to be a part of this from the time when commissioner richardson was president under your leadership, linda, it was wonderful, and you have been true leaders, and all of this commission has had some great work and im sure you have a lot more to do in the next five years or so. Lets say welcome to our new commissioner, who is the chief operating officer and head of governmental for the academy of sciences. He was also a puc commissioner. He comes to us with a lot of experience about different energy, and utilities, we think that his experience and his knowledge is really going to aid us welcome to you. We are so glad that you will be joining us at Treasure Island Development Authority. Would you like to say a few words . I have a lot to learn. Im honored to be in this company. I hope i serve the citizens of San Francisco effectively. I am a sponge. Anything you want me to learn send it my way. Welcome aboard. Lets go to the next item, please get general public comment. To allow members of the public to address Treasure Island Development Authority board on matters that are with the subject matter jurisdiction i do not appear on todays agenda. Public comment will be held during each item on the agenda. Members of the public may address the board for up to three minutes. You will hear a single time when there are 30 seconds remaining. Please state your name and the organization you are representing, if any, for the record. Good afternoon commissioners. Sherry williams from one Treasure Island. Welcome commissioner quan i look forward to working with you. I was doing some quick math weve been in over 100 meetings together over the course of the last 10 years. [laughter] who knows how many meetings we will participate in together. I want to get a few quick updates. A few months ago, the Financial Empowerment did a study on the Student Loan Debt that is pretty much plaguing our nation. Notice disproportionately there were Treasure Island residents had a lot of Student Loan Debt. To that effect we are partnering with housing and economic rights advocates to do a series of workshop and also provide direct oneonone legal counseling on some of their student loan issues get anybody from the community that might be watching this, we want to make sure that they know about it, but also want to let the commissioners know that we have responded to this and i have some flyers here and i will put them there. The second thing is is that we have our second alliteration of our Family Resource guide. I believe you all got a copy. There is a section in the very front that says any constructive comments could be sent to a certain email. I know bob has some ideas in terms of improving the information on the layout. We might have another winter copy of this. One thing i think it really highlights is that there are a tremendous amount of activities for families and youth on Treasure Island and most of them are free. That is something i think we can all feel pretty good about. And then lastly part of the citys initiative, city drive initiative to increase the number of folks with the class b license. We have our Driver Education Program happening right now as i eat. In august are going to have the fourth construction training program. I think you all know, youve been a great supporter of it. We have had 15 graduates in previous classes, upping it to 25 graduates this year because of all of the work that is about to happen on the island. We want to make sure low income san franciscans have the tools and skills they need. That is just a brief update of what is happening and thank you. Anybody else that would like to address the board . Not on the agenda . These come up. I am walt, Vice President of the Treasure Island museum. On the occasion of publishing our biannual report which is in your packet this is a good time for me to introduce our new president. Im not going anywhere, going to continue to be primarily responsible for our website, our series which is in their 6seventh year, i tracked the exhibitions. But now that our Capital Campaign is rolling, and the board thought it was time for new leadership that would take us to the next level and make the Capital Campaign succeed. I would like you to meet our president. Welcome, mike. I am president of the board of directors for the Treasure Island museum. I promise i will be brief. I thought it would take you there a couple of the highlights of our annual report to let you know where we are at. On the financial front if you take a look in here, if you dont have to know. It looks like we have raised in the last year and half of our campaign 600,000 dollars so far. We are very gratified it looks like our message is getting traction and people are responding to them. We are right on target for rampup fundraising targets. In addition to that in the last four months we have added two new Board Members. Also in oakland a Business Owner and winemaker. Luckily it looks like our message is resonating with them as well. We are very proud to have them with us. From the program side we have been continuing with our lecture series we are getting a lot more attendance week after week. In addition to that, we have just completed a partnership with the mellon foundation, fives rodents have chosen us for their paid internship and spent the summer on the island and we are hoping we can continue with that and do summer programs next year. Two or more of the student have opted to continue to finish out the projects and the things they have planned and the things that they learned with us to get finally, i think Going Forward we are looking at reaching out to one Treasure Island, Lifelong Learning academy. We are trying to create opportunities for students and the community on the island. A part of this, it too early to say how things will turn out. Weve got a very good response we hope to come back to you with some exciting news to get what we want to take away from that is a message that we would like this museum to be a vibrant Community Resource for students and residents on the island. To wrap up, i want to thank the board for your enthusiasm, your son worked and your encouragement, because we could not have done any of this without you. We hope as a result of this together we can build a museum in conjunction with the vision we see it to be. Think you for your leadership at the Treasure Island museum. I know you were involved for so many years. Welcome michael for your new leadership. Its always difficult with a nonprofit starting out and raising Capital Campaign. We wish you luck and we are glad you are in partnership with Treasure Island. Seeing no other people who want to address the board. Next item please read thank you. As sherry mentioned, one Treasure Island is the Family Resources guide and we really are looking for feedback from resident, and other Community Members who might have some additional thoughts and Additional Information to be incorporated guide. We will be celebrating National Night out on the island. The treasure fest went off on june 29 and 30 without any problems Jack Nathanson did a lot of work trying to get the word out to public outlet that really help control the turnout that we had on the fourth of july we will looking to repeat that effort on fleet week as well as new years eve. Although we did push to get the word out, we also did prepare to have turn out, if it came. An encroachment permit, if we needed to close a lane for traffic exiting the bridge come onto the bridge, after the fourth of july. As well as having westpark to assist with Traffic Control and provide changeable Message Boards around the island to direct people to what remained of the great lawn. I have some statistics in on that may gigantic three cleanup on the island. They collected just short of five ton of debris from the island to more than two thirds of that was able to be recycled. The sign shop is updating the street signs in the residential neighborhood. To freshen up some of the signs that were getting faded to replace them with city standard street signs. Coming up in august, the port of oakland is going to be conducting some repairs on their property which will interrupt Electrical Service to the island. Fortunately with the standby generators that we have will be able to put the entire load of the island on down by generators so, between four a. M. And five a. M. On saturday the seventeenth, there will be a temporary power outage while the load is transferred from the oakland feed to the emergency generators and then another cut over after midnight on the eighteenth to put the load back onto the submarine capable area we will be working on notification and flyers for resident to let them know well in advance of the impending outage. The mercy Catholic Charities project award from the Affordable Housing Communities Grant Program is now official. Thats 20,000,000 dollars with 13 point seven of that going to the Housing Project and the balance going transit improvements on the island. You will be hearing from associated right of ways later, just an update on some of the key areas that the Board Members had asked about, we now have only 14 household that have not been interviewed, although two of those we have made contact with and they have simply declined to have an interview at this time. We also have 13 households have made specific inquiries about the early payment and memorandum of understanding. Six of those have actually filed for the early payment, as well as we have some other request from households that have an interest in it. They are not interested in relocating at this time. We are also evaluating requests from household where some members of the household wish to take the in loo and move off the island. And other members wish to remain on the island and anticipate preparing an amp limitation procedure that will address the situation and allow those household members that are not planning to stay for relocation housing to take an early payment. The construction side, most of the area north of california is now under surcharge. We have about 24 feet of material over the area north of california. The stock pile that was on avenue eight has been almost the entire stock pile. If you come outcome of the mountain that we had is no longer there. The Water Department has also come needed isolation of waterlines at the front of the island so that we dont anticipate any more water relocation in at first sub phase area until we are connecting new waterlines a new system. With that work completes, the contractor is reconfiguring the intersection of clipper cove with Treasure Island road as well as clipper cove and avenue d to help facilitate movement of traffic to the front of the island. Geotechnical works, the vibratory compaction around building one is continuing. As is the process of moving debris, and isolating utilities to make way for the new Wastewater Treatment plant. On the design side, the sub phase 3 permit set that was submitted at the end of may, we have comment in from most of the reviewing agencies working to get the final review comments and by the end of this week so we can update the permit set and moved to our second round of review. The first final transfer map was on the board of supervisors, yesterday, and was continued to the meeting of the sixteenth for the county surveyor to reply to some pacific question regarding the map. With approval of sub phase 3 transfer map we expect to transfer some of the Development Parcels in the Community Development. We are also working with the navy to finalize the land use controls and the ability to transfer for site 24. The x dictation that the transfer will clear before the end of august. The navy work in site 12 is continuing. They have completed most of the all digs on the east side of the residential neighborhood and have moved into the last element of their current contract scope which is to excavate the remaining debris from a solid Waste Disposal area a portion of north point road has closed, and network should also be completed in august as part of this contract, the navy also has demolished or removed fire damaged vacant building that was in the area west side. When i showed some of our city officials, i think some of them it shows the extent to all of these services in this neighborhood. What im hearing now [inaudible] what you have done is taken the time to actually feature everyone very prominently. It shows up here.
