Honouring black excellence as a value in all of our schools, so i want to know what you think we should do differently. I will start a response, but i am also going to see if leticia and anthony may have anything to add and i will tell you why specifically the two of them in a moment, but first, i know you know all of this as well, but i want to provide some context for the audience. In terms of what is currently happening around that expectation for celebrating black History Month, for example, for the last couple of years now, the leadership of the organization, we pull together a toolkit, or set of resources to share with schools that identify different activities that they can take on during black History Month to properly celebrate it from the perspective of our parents. The last couple of years, it has come out specifically as a letter from dr. Matthews that has gone out into our cohort bulletin, so the information that goes out to all school principals, and we have had the support of the lead team, and individuals and others to make sure that information is shared, and also to capture all that information in a spreadsheet, so the expectation versus encouragement, it is not something that is mandatory for all schools to do, but we have been trying to signal that expectation by having consistent messaging that goes out to schools during black History Month. Another context peace, we believe this is an important lever for encouraging and celebrating black history and black people in general. The grassroots work that letitia and anthony has been have been doing, going to school sites, developing sight bases, where families can feel valued and affirmed, but that is something that is not across all of our schools, as you know. I think in terms of what needs to happen differently, a lot of the things that i think of our just in terms of how we can start things earlier on in the school year, how to be shared as a more specific expectation from the assistant superintendents, to school sight leaders, but i would also open it up to leticia and anthony if they have any thoughts, or dr. Matthews, if you have any thoughts, as well. Just know, as a parent and what we have heard from the board time and time again, it is an expectation of black families that we see ourselves in curriculum, that we see ourselves in our schools, so you will keep pushing it. I know it does not land on the backs of these teams to do this and to have our family leaders and parents leading the works, but it is making sure our parents the power of in within to have the tools of resources. I think we are succeeding with that. Anthony and i currently, anthony said this work has to align. It will be someone stronger so much stronger when you have all of these groups that Work Together. We are currently working with our student family leadership assistance to develop toolkits or schools on how to have robust groups in schools. That is one. We also have our black partner academy, i know that is not every school, but it did spread across multiple schools, and not just schools in the southeast section. It was an opportunity for parent leaders, you had to have a credentialed teacher on the team , and you had to have family represented. We have to figure out how to get our students to come in. But those families, we did it through four saturdays, really trying to break down the culture how does that impact what we do . How does it impact the way our students dont see themselves, and parents dont see themselves we need to take what we are learning. We had a theory that if you are doing it as a School Community than things can transform. All of our stakeholders are on board and really talking about black families and black students, what it means to develop belonging. If we can work harder and make sure that that happens again, that we can run this partnership academy, we took a lot, we had a lot of partners in this, but if we can figure out how to take our learning and share it, if we could run it again and perfect it so it is something that we can develop as a model, i think that would be really helpful, too, and that is not on the board to do. It is going to be the partnerships within our district to Work Together to make sure that happens again. I appreciate that, and i appreciate the work that you all are doing. At the same time, i feel like it is not for people who are opting in, it is for the people who are not opting in that we need to be making this a high priority, and i dont see that, you know, i see you guys are working hard, and you have positions to work with folks who are interested, and you have to do both, you know, theyre people who are ready to do the work, but when my daughters first attended francisco middle school, there was no black history. I asked about it, and i was told , we didnt last year. The kids got on a bus after school and went to marina. I mean, like, what . We got a new principle, he made it a priority, and there were school celebrated black history, and everybody loved it. It was awesome. We also now celebrate latin next history, and we celebrate chinese history. It just takes making a decision. I want to know, you know, i am writing a resolution, but it shouldnt take me writing a resolution to make sure that all schools celebrate culture and history in our schools of our diverse communities, samoan islander students, black students, and chinese students. I appreciate the work you are doing, and i am putting this on the superintendent and, you know , the assistant superintendent, you know, and the board, that this ball, you know, i want to see black history in every single school, and i want to see chineseamerican history, i want kids reading books by latin ex all foot authors, and i want to know what is happening. I wanted to be folks, you know, i want all of our children to feel seen and loved, and see their excellence. Thank you for their work. Yeah, i just want to say that , you know, one of the things that the superintendent first of all, i want to start by saying thank you to the entire team, but especially, i believe what makes a team rise to the level that it needs to rise to and achieve at the highest level is the leader, and you have heard over and over what has happened, the amazing transformation that has happened over these last four and a half years. A big thank you to you. A number of people have continued to say that you will be part of u. S. Sfusd forever we will be reaching out consistently. One of the things that i cant, and i dont answer for previous leaders, whatever position they were in, because they were in the seat at a different time, so i dont know what the circumstances were. I can say that in coming in, in order for the kind of change that we want to happen in the district, it is critical that we have the right leadership in place and the right team in place, and i will say that those changes do happen to take place, but they take time to bring in. Im confident that in order for the things that you mentioned that are in the area of the leaders of schools and in curriculum and instruction it is getting the right leadership it is getting a leadership that aligns with the core values that i believe in, which you have espoused a number of them. Getting the right leadership there, and then as you know, we are moving expeditiously to get the right leadership in place over curriculum instruction. And so, that goes back to what i just said about having those same core values about the belief that students need to be able to see themselves, need to be able to see themselves represented not only in the curriculum, but in the culture of the sites that are there. That is a high priority that we place on schools that we want to happen in schools, but it is part of our belief system and part of our core values and getting people in place, and that is exactly what is happening right now. I think a lot of the expectation that you just espoused, you will see coming in short. 100 of our schools will celebrate black history next year. We are moving towards that for sure. You heard it here forced. Landon, you are a very special person, and you lead a very special team. I am committed to that team and expanding it if we need to, something was mentioned that i think its really important, and it is not a big ask for your team to ask, for example, for more social workers to work and build up Wellness Centres and schools, and to work specifically with africanamerican students and others, but primarily so for your Team Moving Forward to be that bold, i think i would appreciate that, but like i said earlier, you are a very special person, a very special place that you have had in this district. Dont be surprised if we come calling for your expertise. Thank you for the presentation, thank you for your work, you will successful and what other whatever endeavours you choose to go after. I am the director of citywide creative arts. Im also a member of the Arts Education alliance of the play area and part of the board of directors. We have been consulting with other leaders of our art providers in San Francisco, and would like to provide comments about the resolution to adopt the declaration of rights of all students to equity and access in arts, learning as by commissioners allison collins, and gabriella lopez. We are very thankful for the commissioners and both of them reaching out to the community for feedback. The get Education Alliance report his supports the decoration of rights of all students to equity and Arts Learning, and also there was a letter that was submitted by someone on june 11th, i will not read through that. I wanted to highlight that as a membership organization, we want to make sure the board of education and Community Know the ways that the visual and performing Arts Administrative Office does assist partners in providing Arts Education resources. Some of those examples have been helping to identify schools that need additional support, and that can benefit from Community Arts programs, also, the annual Arts Resource fair, and an example is the success of the marriott she initiative. We also know there is so much more that needs to be done, and should be done, in the last thing, just closing, theyre asking that to consider the feedback that was collected by the education master plan, the Advisory Committee, the task force, and consultants. We believe the arts refresh stood be iterative and inclusive we really want to keep the dialogue going and working together. We just know that we cant work in silos, and that if we keep working together, that is where we can have the greatest collective impact. Thank you. Good evening. I am sylvia sherman, the Program Director of the Community Music centre, and we provide Music Education to over 2700 students and work with the district on the marriott she program and provide teaching artists at various sites and working with School Teachers and Community Organizations who nominate students for scholarships in our team program. We want to thank the superintendent and the commissioners for your really thoughtful consideration of Arts Education as core to Student Learning in the district, and the importance that all students have equity and access and participation in Arts Learning. I want to thank the superintendent for his proposal to support the arts master plan refresh. As an arts provide a representative, i participated in the master plan refresh along with one of our teaching artists from the program, i was really pleased to see how the master plan really is looking at putting arts at the center of district learning, addressing the need for equity and excellence, coherence, and clear diverter delivery of instruction, and a continual process of datagathering and evaluation. Looking at how to align Arts Education with district goals, vision 2025, incorporating arts and creativity into exams, and supporting principles to incorporate arts and creativity in the valuation of their own work. Love the kids. And also to really align arts and creativity education with other district equity initiatives. We saw a brilliant presentation by the organization. I appreciate the consideration youre looking at how to have the goals of them really be present throughout the district. I am pleased to see arts at is part of that process and i hope you will support this plan. Thank you. Thank you. You can tell i have very little voice, so if it goes, whatever sylvia said will stand in for me , but i wanted to thank superintendent matthews for introducing the Arts Education master plan refresh. I forgot to say who i am. I am glad to serve on the task force. I want to think soma who was the key author of the refresh, i want to thank the members of the task force who put in many meetings and hours to hammer out the team and i appreciate, i think we all came together around empathizing equity and rich Arts Learning experiences that reflect the cultures of students who are studying in this district. We want to see better coordination at all levels across the district to strengthen Arts Education, and we want to invest in better assessment to understand what is actually being delivered and learned through the program. I dont want Arts Education to stand apart from all of the other valuable learning initiatives, and i appreciate that the plan, that it places it within vision 2025 and its goal. I want to thank the hundred and 59 people who were interviewed during the interfacial information gathering, and the 589 people who responded to surveys. I want to thank the community and thank all of you for giving this very consideration and going forward, i look forward to working with you. Good evening. I am the Program Officer of the San Francisco arts commission. Prior to coming to the arts commission, i worked in oakland unified and founded a small Autonomous School in east oakland with a rich visual and performing arts program for every student. I served as a principal for eight years. Prior to that, i was in elementary classroom teacher and english learner coach. I was drawn into the field of education by working as a dance teaching artist right here in San Francisco. With my extensive experience and interest in Arts Education, i have been thrilled to sit on the Advisory Committee for five years and in the last two years as cochair with Francis Phillips we are at an exciting time, at the end of a lengthy process, the refresh is here and i am enthusiastic about its focus on ensuring equity and excellence, rating clarity and coherence, at increasing accountability. The plan for the vision of creativity and excellence in the arts for all students that is rooted in equity and transparency and grounded in data collection. The refresh speaks to me as a principal, as an artist, and as a parent. The refresh is written in a way that allows for flexibility. I want to call out that the plan makes room for individualized problemsolving along with implementing brought initiatives item the items as to provide targeted support to schools and students most in need. For example, after further analysis, the Department Might decide to support a cohort of schools with additional arts staff and professional development. The refresh allows for that kind of flexibility design specific and Equitable Solutions for the School Communities that need them most while advancing systemwide actions to improve student outcomes. I appreciate the many teachers, principles, parents, and Community Arts providers and other people who contributed to the refresh process. I look forward to seeing sfusd dig into the plan, and move steadily forward towards full of limitations so that every student participates in relevant , joyous, and integrated arts. Thank you. It was nice because we got a high level view, and i would encourage folks to do presentations that are available and they can go into the board dr. And they can see that online , and then we also discussed, i think it was in the interest that there was additional funds, and so we had a chance to talk about staff thinking around how we might spend additional funds, and it is considerable, so i think it is really positive that it looks like we will have more money for social workers and supporting multilingual programs. These are more of a high level look, but i think we are very lucky to have this and support someone at the additional programs that we wouldnt be able to private provide if we didnt have that. Additionally, we found out more about a reserve fund. We were asking about what happens to money that isnt spent, and we were surprised to learn there is 2 million. We are not sure on the specific number, because staff hasnt provided that yet, but of funds that have not been spent, and we are always looking for money to provide those extra resources to schools, so were looking forward to hearing from staff how much that exactly is, and we are hoping that will come to the board so we can see that and it will also be shared with the community Advisory Committee so they are also aware. That is potential funds that could be used to support initiatives that we are trying to push as a board, so we dont have a scheduled budget meeting before we approve our final budget during the next board meeting. I realize its general public and we want to make sure youre aware of the broad based Community Support and it will ploy Union Members employee Union Members and be a huge enhancement for the city. Personally circus was the first nonprofit jobemployee union me huge enhancement for the city. Personally circus was the first nonprofit job i had in town and introduced me to the community and when they folded up the city lost a great deal in terms of the opportunities for artists as well as simply character. When the jobs got smaller i designed for other places and theres a lot of copros now and the amount of work and how many places have a costume shop in the bay area is shockingly small for such a large town. I ask you to please bring it back and let us ton give the gift to the embarcadero and tourist and everybody else and a wonderful and unique evening out on the town. Thank you. Its such a unique thing to be able to go inside a theatre thats pre designed and has velvet and the one up in seattle. Patrons forget their live for three hours and you feel like youre in another time. Its been so i just missed it as a performer and singer. We have jugglers and musicians from all over the world an people that come to put the show together. We spend three to four months doing one version and recreate it again so its never boring. Its never boring and i saw a show that was running thats a landmark show for the city is closing and the of this year. As sad as i am for them im super happy maybe Teatro Zinzanni can be that unique thing San Francisco offers to people. I think its so important. Were not new york. Weve been working in the community in north beach telegraph hill, the water front and embarcadero almost 20 years. Were responsible for a grant of almost 200,000 from caltrans to remake telegraph hill, widen it and have the opportunity for more outdoor dining. We worked with bcdc and the port 20 years ago which resulted eventually in the widening of jefferson and the remake of jefferson and the landscaping and all the benches and signs still yet to be finished thanks to dan hodep. Id like to speak on behalf of Teatro Zinzanni which was displaced, as you know, with a promise theyd have first crack at an opportunity when it arose. I suspect all of you know its a much better use of a corner and step water front than a parking lot and Teatro Zinzanni would be a wonderful addition to the neighborhood. Thank you. Lots of people wouldnt do that and 120 of ami, teachers, first responders. It will an interesting dynamic. People who make very little money and people who make 10,000 a month. [off mic] madame president , commissioners im assistant Deputy Director of Real Estate Development for the port of San Francisco. Item 10a this evening is an informational presentation on the rental rate schedule that comes every year on a regular basis. Normally youd see jeff bauer our senior leasing agent and hes been out on an extended medical leave and tonight our property manager and myself will be the designated hitters and i hope the information is fruitful and informative four. For you. Lets start on a macro level. Our portfolio spans seven and a half miles of water front. Its a diverse portfolio and everything from a single parking stall to a Major League Ballpark and everything in between its dynamic and large. The port has 387 separate tenants and manage separate leases, licenses and other contracts for the control of port property. Our current available portfolio for lease is 222. 7 million sque feet and we have 21. 4 million under contract to the 387 tenants. If you look at the slide, its a breakdown of basically where the space allocations are for the various uses. 13 million is industrial shed and land space. Approximately 7 million in Development Land leases. A little bit more than 500,000 is for parking lot concessions 362,000 for restaurants and retail and a little more than 300,000 for our office space. I want you to Pay Attention to the industrial sped space and land and office space because theyre directly affected by our parameter rent program. The other Development Deals and parking concessions and already of our retail those are unique deals that we do and they all come to you for approval. Theyre either frps or bigger Development Deals or been opportunities at one kind of another and dont have parameter rates but those are case by case approvals by board commission. So parameter rates and leases. In 1993 port commissioner delegated the authority to port staff that under a certain framework and under certain criteria port staff could lease property without coming back for commission for approval for every small lease we do. It was done on a lease which is approved by the city attorney. The terms would not exceed five years and the parameter rates were talking about annually approve commissioner rates are applied to those leases. The caveat to that is none of the leases could exceed 1 million and the code requires all contract to generate revenues of 100 million or more that goes to the board of supervisors for approval and in practice and principle we bring the deals to you first before moving them to the port. Thats the framework and well hand it over to our guru and will have the nuts and bolds on the numbers behind the program once hes finished well both be available for question and answers. We have statistics for Program Leasing in the fiscal year. They represent 61 of the revenue we generate whereas the leading 39 is generated by port commissioner approved leases. The parameter rents represent 20 of our total revenues from restaurants and retail opportunities and parking are included. You can see its routine part of our business and actually a small part we generate. In the last fiscal year of 2019 we executed 27 parameter leases representing a 250,000 in revenue and the Square Footage is under 1 million square feet. We expanded from just over 20 million square feet last fiscal year and not only did we expand in total Square Footage but became more efficient and the rate increase from 1. 81 to 1. 91. When we we repeek the pro preparing the proposals we look at various companies and we also had our own leasing activity and having rerates reviewed by a thirdparty consultant. With that in mind the first area is our proposed office rate increases. The increases you see here general represent stable market demand as well as ongoing low vacancy rate of the approximately 300,000 square feet the vacancy rate has been low and continue to make it available and we occupy an interesting space. The majority of office polices are between 1,000 and 10,000 square feet which is different from across the street so its a unique advantage the port has in that area. We cater to smaller local businesses as well. On our land rates we have increases along the water front at Fishermans Wharf down to the china basin. The increases generally keep pace with the demand of the market and inflation and represent modest increases to the areas. In the water front where we propose rates in the Industrial Complex due to the
