He let you do that. He showed up with others and never made himself the center of attention. I had the honor of public defender adachi swearing me in when i assumed public office. I took an oath before god and the constitution to defend San Francisco against all enemies, foreign and domestic. I could never beat jeff adachi, but if i were in public office, i wanted everyone to know jeff was my standard bearer. Jeff is gone. San francisco lost an important member of our community on friday night. For selfish reasons, i want another conversation. I want to share just how much of an impact he had on me. Thats not possible for me or the thousands of people that jeff inspired. We have an example to remember, his legacy to carry, but none among us will ever be as saucy as the homie jeff, not one. I want you to really look at contracts with objectivity, really find out what the person is doing now, not what happened in the past, but what theyre doing going forward. If theyve been successful and their supervisor has recommended them for renewal, i beg you to really consider what the supervisors have to say. Thank you. I i am now the executive director of the administrators of San Francisco, and we are part of the federal association of School Administrators afl cio local three. I was born and raised in San Francisco. Went to all the schools in the mission, went to public colleges, and became a teacher in our district. But first, i was an active parent, outspoken, and they pulled me up to be a special ed paraprofessional, and i was so strong because i had grownup in the mission, i could handle it. I became a substitute teacher. Then, i became a middle schoolteacher, and then for 13 years, i had the honor to serve our teachers as supervisor of pathways for paraprofessionals and teachers, and now im serving our administrators as part of the union. Im here tonight to ask you to please renew contracts. Notice some of them are for one years, some of them are for three years. We dont get tenured. You have the opportunity to see us over and over, so but im here for one special person that i have spent many years working with, and thats patricia deietrich. Shes currently working in special education. I had the honor of going to graduate school with patricia, and we worked together in curriculum instruction and h. R. Second i got her two minutes, so give me four. President cook we cant transfer them over, but you can wrap up your time. Okay. But i am i want you to know how sensitive she is. Shes got the hard work to sit in special education i. E. P. S. Ive been on both sides of the table. Shes sensitive, shes thoughtful, and she advocates for a balance so that there are places that students can get services and a balance of accessibility to the mainstream classrooms. I also want you to honor the recommendation of our chief of special education, jean robertson, and our superintendent, dr. Matthews. We recommend people from our hearts, from our knowledge, and from data points, and we put these out there to look at carefully. So as you go into closed session, and you look at those contracts, im asking you to renew Patricia Field dietrich. Im asking you to think about what you put in place as far as working conditions for administrators, the resources, the performance feedback they need to make the improvements that you want to see. This meeting is adjourned. [gavel] i am so excited to be here to stand in this waiting room of this beautiful new Urgent Care Center that will serve thousands of patients here at s. F. General. As our population continues to grow, it is more important now, more than ever to make sure our Public Health facilities are now uptodate in the latest in technology and programming, but also, resilient and strong, and in the event of a major earthquake, or any other disaster that may come our way. That is why im grateful to the voters who passed the 2016 Public Health and safety bond that funded not only the expansion of the urgent care facility act which served more than 20,000 people in 2018, but also the funding for the seismically for seismically retrofitting this entire building that we are standing in today. One of the key things we are doing with retrofitting this entire building is bringing everyone back under one roof. By recentralizing services into this building, we can improve services and coordination by our staff. This is key to better deliver healthcare to the people of San Francisco, we have to be we have to do more coordination and be more efficient in that process. It is a major reason why i created the position of director of Mental Health reform so that we have one person whose job it is to bring everyone together to help coordinate all of the efforts around Mental Health in the city. When we coordinate, we centralize services, we get Better Outcomes for the people that we are here to serve. San francisco general has long been a hub for our safetys disaster response. It has been a real leader, and i have spent days, particularly in this location in the emergency room for those who unfortunately have fell victim in some way to somewhere in our city. Whether it is during the 1906 earthquake when the hospital serve not only as a place where people could seek treatment for injuries, but also as a place for refuge and shelter or a 1983 when the hospital led the nation by those impacted by the aids epidemic or throughout the years as San Francisco general, and the staff, and the incredible people who work here have always been at the forefront of groundbreaking research and cutting edge innovation and in the medical industry. The hospitals values reflect those of San Francisco, inclusion, diversity, and most important, compassion. I know many of you here today are on the front lines of providing that Compassionate Care for residents, and i want to thank many of the people who work here at San Francisco general, every single day, thank you so much for your hard work, and for your patience, and for your compassion in serving so many residents of San Francisco. It really means a lot. Especially to those who are experiencing homelessness or suffering from Mental Health or Substance Use disorder, i have seen firsthand the patients that you provide in caring for those individuals, and it means a lot. Your city supports you in these efforts, and the important work you do every single day, and i am committed to working with the department of Public Health, our health commissioners, and all of you to tackle the Public Health issues that we face in our city, and to make it easier for you to do more. Thank you so much to everyone that is here today for this new facility. I cant stop looking at the florist, because i dont know about you, but the walls are white, not yellow. The ceiling even, and the furniture, it is blowing me away , and im not always are not only happy for the patients that you are serving, i am excited for the people who are working in the facility every day. You deserve the kind of conditions that help you to better do your job, especially under the most challenging of circumstances. At this time, i would like to introduce mr roland pickens. Thank you. [applause] thank you very much, mayor breed for your ongoing support in making this project, and many others happen here. To the school of medicine, the c. E. O. , acting director waggoner, thank you for your support in making this happen. He says change is the only constant in life. This statement highlights the need for all of us to always plan for and be ready for change in every aspect of our lives. I say that because having been a long tenured person here, i have seen the changes that urgent care over the years. When i first started 18 years ago, urgent care was on the sixth floor of the hospital, then it moved to the fourth floor of the hospital, that it moved across the street to building 80, and out is going back home to this onestop coordinated care spot. So to the staff who have been part of the change over the last 18 years, congratulations, into the patients who made that journey, they are to be commended. This Urgent Care Center is a vital hub for our San Francisco health network. If you are a patient at maxine hall in the Western Addition, or Southeast Health centre, when you cant get into your appointment, this is a place you can come for service. So to our medical director, we thank you for your years of service, and look forward to the great work that will go on in this new facility. Thank you all. [applause] my boss just reminded me, i am going to introduce dr ron, our medical director. Thank you, roland. Hello, everyone, may agree mayor breed, distinguished guests, i am glad to welcome all of you to the new adult Urgent Care Center. We are very excited that starting next week, we can continue to provide quality healthcare now in this stateoftheart facility where our clinic staff deserve to work , and where the citizens of San Francisco deserve to receive the Urgent Medical care they need. We are grateful to the voters of San Francisco who approved the bond measure that made this possible, and in doing so, recognize the value that our Public Health facilities provide our community. Let me take a couple of minutes to share with you more about our clinic, who we are, and what we do, and what it means to move into this new space. The adult arts and care center started in january of 1999 as was mentioned upstairs on the sixth floor. Wiring for rooms on the Childrens Health center. Last month marked our 20 year anniversary, and throughout these 20 years, the clinic has played a vital role in providing care for patients for urgent, nonemergency medical needs. We offload our Emergency Department by caring for patients that dont require emergency level services. We provide Urgent Medical care for primary care services, and we care for other san franciscans who dont have primary care, dont have insurance, and dont have access to urgent care anywhere else. And for these patients especially, our clinic is a portal of entry into the San Francisco health network, where they have access to a range of services to get them healthy, and keep them healthy. For thousands of patients over the last 20 years, the first step to getting primary care was a visit to the adult Urgent Care Center where we met their immediate medical needs and help them get Health Coverage and establish care and a primary care medical home. It is our of ensuring that our patients get the right care in the right place at the right time. That is crucial to the success of any Healthcare System, and that is why we are also taking this opportunity to educate patients about urgent care, and how it differs from Emergency Care and primary care. That knowledge gives patients the power to navigate our Healthcare System to their advantage so that when they have an Urgent Medical need, they know the right place to go for care. After the ribboncutting, i invite you to stay a bit and take a look around. Our beautiful and newly renovated space is larger, has more rooms, it is more centrally located on the hospital campus. This will make the clinic more accessible, efficient, and patientfriendly, and result in a better care experience. Finally, i am thankful that our new facility will enhance the hard work of our clinic staff, to every day provide quality Urgent Health care with a respectful caring attitude, and a compassionate heart. For the last 12 years, ive had the privilege of working sidebyside with these extraordinary colleagues, their perseverance and dedication to our patients continues to inspire me every day to do my best as a physician and a medical director. In this grand opening celebration, it is a perfect opportunity to express our appreciation for our staff. Unfortunately, most of them werent able to make it because many of them are working right now across the campus. So in closing, i need your help. Please join me in showing our appreciation for our staff and the outstanding care they provide our patients every day. Clairemon item number one is n ordinance with map one of the downtown plan to include 175 golden gate avenue in the c3g area. Item number two is an ordinance on the planning code and a map to rezone the building at 175 golden gate avenue from rc4 to cg3 and the appropriate findings. Thank you, ms. Major. These items were originally introduced by then supervisor jane kim and have found wound their way through the Planning Commission and Historic Preservation commission and are now sponsored by supervisor haney as the subject property at 175 golden gate is in district 6. I will also ask to be listed as a cosponsor of both items. With that, supervisor haney . Thank you, chair peskin. As you said, this was something supervisor kim had been working on. It relates entirely to the property on 175 golden gate avenue, which is home to the demeralak academy. It is a wonderful school, an independent catholic school, free tuition. It is located in the tenderloin, which is an area that is mostly midrise apartment building, converted industraal buildings. And some blocks are zoned c3g, including the church. This ordinance would rezone it from rc4 to cg3 so it can participate in the citys tran transfer of development rights. We would love to have you as a cochair person. I think were going to hear from erin star from the planning department. Chairman by the way, to ms. Major, i see the afforementioned document we were discussing in the file. The resolution is an action taken by the Historic Preservation commission on september 5th, and that is passed, and that is exhibit c in the second file. Mr. Starr . Nope . Hold on one second. Thank you. Im just here to say that the h. P. C. Did get this item on september 5th, 2018, and appear the proposed change for 175 golden gate to category 3. On december 7th, 2018, the Planning Commission heard the zoning map and general planning code changes and voted unanimously to approve them. Im also here for any questions. Thank you. Clairemont how much is a t. D. R. Worth these days . It has gone down in value, i think. Clairemon chairman there is a little more than 30,000 of square feet, so it is worth about 800,000 of value. I love that i was in four plus years a a rent control tenant, and it might be normal because the tenant will for the longest, i was applying for b. M. R. Rental, but i would be in the lottery and never be like 307 or 310. I pretty much had kind of given up on that, and had to leave San Francisco. I found out about the San Francisco Mayors Office of housing about two or three years ago, and i originally did Home Counseling with someone, but then, my certificate expired, and one of my friends jamie, she was actually interested in purchasing a unit. I told her about the housing program, the Mayors Office, and i told her hey, youve got to do the six hour counseling and the 12 hour training. She said no, i want you to go with me. And then, the very next day that i went to the session, i notice this unit at 616 harrison became available, b. M. I. I was like wow, this could potentially work. Housing purchases through the b. M. R. Program with the sf Mayors Office of housing, they are all lotteries, and for this one, i did win the lottery. There were three people that applied, and they pulled my number first. I won, despite the luck id had with the program in the last couple years. Things are finally breaking my way. When i first saw the unit, even though i knew it was less than ideal conditions, and it was very junky, i could see what this place could be. Its slowly beginning to feel like home. I can definitely you know, once i got it painted and slowly getting my Custom Furniture to fit this unit because its a specialized unit, and all the units are microinterms of being very small. This unit in terms of adaptive, in terms of having a murphy bed, using the walls and ceiling, getting as much space as i can. Its slowly becoming home for me. It is great that San Francisco has this program to address, lets say, the housing crisis that exists here in the bay area. It will slowly become home, and i am appreciative that it is a bright spot in an otherwise good morning, everybody. Welcome to the rebirth of Westside Courts which was the second oldest Public Housing development in San Francisco but also one of the most stable communities in San Francisco, and were here to celebrate today a new life, and youre going to hear more about what thats about today. My name is bill witte, im chairman of related california. On behalf of tabernacle cbc, im here to welcome you. Im here to welcome someone who needs no introduction, the first African American mayor of San Francisco, but more important, a woman who is fore, by and of this community. A leader not only of this community, but of the whole city. Our honorable and future mayor, london breed. [applause] the hon. London breed hello, everyone. Thank you so much for being here. First of all, i just want to say to the people who live in Westside Courts, congratulation do congratulations. This is truly your victory. I know were going to be swearing in the Resident Council here, and well get to that in just a moment. I just want to start by saying this is pretty amazing. I grew up, as many of you know, in the Western Addition community, and i grew up in Public Housing in plaza east, and the conditions of plaza east were over 20 years where i live were similar to the conditions that exist right here in Westside Court before this renovation. When i first became supervisor, i talked to mayor ed lee about Public Housing and how we werent meeting our obligation in Public Housing to allow people to live in dignity. It was very personal for me because of my own personal experience and frustration. So nothing was more important to me than trying to focus on making the kinds of changes that will better the conditions of the people who live here. Mayor lee agreed, and we worked really hard, and the r. A. D. Program is something when olson lee was director of the Mayors Office of housing, we brought that idea to the community. And a lot of folks were a apprehensive, because commitments had been made in the past but not the follow through. I am so proud now because we are renovating over 3500 Public Housing units all over the city and changing really the conditions of how people live. And again, some of the basic things that so many people take for granted because i understand what it feels like to live in a community where sometimes the windows are broken and the heat doesnt work and the water doesnt work, and the toilet is stopped up. And we never even had showers at plaza east, and the roaches and pests and all the stuff that frustrated me to no end has frustrated the residents that lived here for years. So this is about keeping a promise, a promise to change the conditions of a number of Public Housing units in San Francisco so they feel not only respected but they truly feel a part of the city and county of San Francisco as a whole. So a number of people contributed to making this happen, and i know one of those persons sadly is not here with us today. Michael palmer who worked for the Mayors Office of housing was a real advocate for something that i cared about, and that was making sure that we didnt displace the residents while we did the construction work so people didnt feel like we were trying to push them out. And his understanding of construction and combining that with his understanding and love of people made a difference not only in this project but in so many projects throughout the city that we are rehabbing. Michaels family is here today, and id ask you to stand and be acknowledged, and thank you for coming. [applause] the hon. London breed this place belongs to the community, and i just wanted to also take this opportunity to thank so many people for making this possible. Im glad we didnt make tom clader a heart attack, because he along with tabernacle spent so much time working with the people in this community. I want to thank bank of america for not only investing in this project but investing in other rehabilitation projects throughout our city, and i want to thank the Mayors Office of housing so much. This was really a partnership. Along with our spiritual leaders in the community, reference Arnold Townsend and reverend amos brown, thank you for making sure that the Community Takes front and center in any of those projects that we have worked onto rablth. And id also like to acknowledge our new castle state treasurer, fiona mah who is here today. Her office provided the tax credits. Thank you so much. Without those tax credits, we wouldnt be able to do this project. It takes a village and a lot of hard work. I think about so many of the projects that ive been able to attend a lot of these projects. As soon as im asked, im right there. I feel like this is something that i would have likes to have happen to me growing up in plaza east, but at this time, im so grateful that its happening here for the residents of plaza east. It did take a village. And i know royal and the folks who pointed from painted from this neighborhood and were able to provide this community with a place they so deserve. And we know there is a lot more work to do. When i think about today, i really think about mayor ed lee, and something he would always say. Its not just about making new promises, its about keeping old promises. And today, we keep a promise to this community to not only invest in the place that they live but continue to provide programming and resources and other things that will not only support this community but will make sure that this community thrives. So at this time, on behalf of the city and county of San Francisco, i would like to honor the members of the Tenant Association and thank you for your commitment and your leadership. And and i want to also say to all the residents here working on your behalf, thank you for your service, and at this time, we would like to swear them in. So come on up. [applause] the hon.
