With a four story two unit luxury condo building. My family has two requests regarding this project. One,we ask that the front east wall is pulled back approximately 8 to 12 inches so that it is not covering our window. I would like to point out our window wasnt shown in the final renderings we were given. Now it is in there, i think, but i have drawings to show exactly where our window is in chase you need any clarification on that. Number two we would like removal of bump out bay window on the third floor so Natural Light of our main living space is not affected. This would preserve aspecteds of our home that are deer to us. I am a little nervous. If it please the planning commission, thank you for allowing me to speak. My name is William Harris i own unit two of 834 arkansas. I am here to discuss the plans for 828 and focus on the size of the structure. Our light well serves as primary source of light and air to the units. Kitchen, front doors, front bedrooms attain light from the light well. When i looked at the plan. I havent seen one if there is a new one from today. The light well is 3 feet by 75 of what our light well in length. If they would just open up the light well to match ours and then as the building gets taller, if they could increase it a little more based on each flor, we would have light and air. They could put a breezeway between the two buildings. In the city they have a great to keep trash cans. It would open up the light and air. Basically, that is how the light and air comes in. By having this. When i look at the plan they have a tiny little space and we have a big spacen come berred by the walls. Ir cant tell you to stop the building. We need the units in San Francisco. If you guys could at least take some of the considerations into count and have them redesigned to open up the pocket a little more, i think we could all be happy neighbors and be able to breathe and i will be able to see with outturning on every single light in my house when i do dishes. I am the amateur art test that put together this lengthy email for you guys the other day. I do not make any money from art. It is a good thing. My ask is a little more extreme than my neighbors, and i recognize that but we are all here to work together. My ask is to limit this new building to two stories for the part of the knowledge that goes from the back of the light well to the front and after that in the back of from you can build up. I understand they are trying to get more Square Footage from the current space. The reason that i requested that is because my unit and billys unit our two families live in the back. That means that we are 100 dependent on light coming in this light well for our front door and stoop area and kitchen and bedrooms. We are in a unique situation where we dont have windows on both the front and the back that are not encumbered by the new building. This one here, this is a picture that i took. This is the front door of all four of the units in the building. This is the light well. Having a five Story Building in front of that will be something more like that. This is dramatic. I want to get my point across. This is really a significant impact. I am asking you guys to help us come to a consensus here on this building. I would be particularly interested in the two names of dissenters that were mentioned saying there were two people that spoke negatively about the project. I guess the question for the neighbors at the rear of the building. I see from drawing 80. 1 the project sponsor submitted your southern neighbor in number 6, the tile photograph who has a rear unit in the building next door. One of you can come up. With a rear unit. I see big windows in the back. Is that a living area, a bed room . Living area. I dont know the layout of your property, it is not on here. You have big rear windows and then you have a living room and is there a wall that prevents you from going to the kitchen . Our kitchen is enclosed. It is not an open format. Is that the only room that has the light well . No the front bedroom does and the front doors are all glass. It is just four matching units mirrored. One, two, three, four. The people in the front have the same issue. They have the same issue because their houses are turned the other way. Front hallway and front bedroom are enclosed. It is not one big open loft like space. The other question for the woman with the window issue. I know 8 inches doesnt sound like much. As i look at the drawing you sent in, you have two big front windows in that room and the side panel window. Right. It is a large picture window in the front covered by the tree, this is the side window. On the Property Line . Yes. It is not protected . Right. If that was your only source of light, i would be much more concerned it would be covered up. How much is going to get covered up 8 inches. 8 inches over the glass. How big is the window . It is about three feet wide, two to three feet wide, im sorry. Please speak into the microphone. I am the project architect. The indo is 30inch window is 30inch cheese wide. Covered by how 30 inches wide. When i moved into my house part of my window was covered by my neighbors roof halfway up. It is a lot line window not protected. You are not completely shut out. You might wanted a new window to reflect the new size of the opening. I dont know. Windows are four feet tall and eight feet wide. You have a lot of light. If i may so i can have the opportunity to Say Something to this. It does dark ken the room any sort of covering on the window. I tested it with cardboard. When i first met is sponsor, he assured me he was going to build a structure to be agreeable with the neighbors. Here i am a neighbor asking for 8 inches. I need to come say that. Of course. I get it. I am concerned about the light well. At least it should match the linear dimensions. It creates a notch. It is not a big issue to match the current light well, the length of it. Commissioner hillis thank you for this. I get there is an impact to you all who live next door just as i believe we couldnt build the building you live in currently on this block with the four unit believe. I imagine it was built in the 70s or 60s. 62. It will be historic. We dont see a lot of these. It obviously is a big building. You can imagine the impact you had on the small cottage when that was built. It is not to minimize your impact. We struggle with this. We want to maximize density with a two unit knowledge. It is a fairly modest size. I think it works. You know the Square Footage they are family sized units. This is what we encourage people to do. The entire front of the building is set back, you know, from beyond your building. I get it covers your window, but i think we see that situation a lot in generally we cant protect lot line windows. The only question i have. Did you look at just matching the light well . And how that would impact your design . I am chris mcmahon. The project architect. We did look at it, and then when we were working with staff, we did lose a fair amount of Square Footage on the right rear where we had to make it 5 feet wide. That squeezed it over. The light well, i would call it atrium. 14 by 10. To match that and their building goes back 80 feet, much longer than what ours can so it didnt seem that it was air big deal. If we were on the south side, i would have thought it would be where we would shade it but we are not going to. Is there a picture of the light well somewhere . I didnt see it. Not in my package i brought today. Can you post that up of your light well. I mean from their building, just to get a sense of the windows. That is all right if you dont have it. If you were to match the 14 feet by 3 feet is that what you were talking about to the architect . That is correct. We did discuss that, and we did make it instead of match the 14 feet we matched 82. 5 of the length. That is allowed under the code. What would be the impact if you went the entire 14 feet . We did have that at one time. The biggest impact would be in the stairs from the second floor to the first floor. I probably i would like to think i am a good architect. I could rearrange the third floor. There is a little bathroom there. That is on the sheet. That is a12. Thank you. We could juggle that around if that is an important thing to match the length of the light well. I can do that. If you will entertain me, i would love to have a little sloping roof right on top of the first floor to get the head room in the stairs. If we have to move the stairs as anybody has done this everything falls apart when you move the stairs. It would be 3foot high at the roof of the second floor in light well. We are happy to paint our side a highly reflective color, which i am going to guess being on the north side will probably flood that plays with more light. I will paint it silver if that helps. You have a big light well there. It is an unusual configuration. The design of the project is good. If you can match the light well, the length of it, it would work better. I think i can. Question for staff as the roof deck that serves as open space for the upper levels, the deck on the actual top. The deck on the top serves as open space for the upper unit. There is enough open space in the rear yard so if both units have access to the rear yard it would be code complying. The upper unit has the third floor deck. That was my only concern was how do the other commissioners feel about this . You have almost two roof decks. One you can walk on to and one to walk up to. I dont have a problem with the roof deck in general. When i see two of them, i might give it a second look. Commissioner moore. Commissioner moore i am struggling with the architect giving a 5foot set back to the north and leaving the light well as small on the south side as it is because i think the impact is significant. We would never today even consider Something Like a light well of that depth, assuming that is a small building to the north. That problem will repeat itself when the 826 building in the future will become a four or six Story Building. We will repeat that problem. With that said, i do not know other than what is proposed to make the light well more amenable other than what was currently discussed. I think the project truly shows the difficulties we will encounter a again and again when we start replacerring small buildings next to larger ones and putting it forward. There is something disturbing because they are moving the impact up the road. Commissioner richards. Commissioner richards commie through the roof deck situation . It looks like a roof deck in the front of the building off what room is that . Is it a den . You are saying . I saw two decks and then i am looking at the drawing saying the one in the front side of the building and the one on the actual roof. From is one on the third floor and on top of the fourth floor. The fourth floor one seems not really necessary. Is there a way to take the roof deck and move that to the back of the fourth floor or comply with the new roof policy. I think the top one already does to accomplish the same goal but maybe not add more height to the building. Can we ask staff based on the new roof deck policy does the proposed roof deck conform to it . The roof deck at the highest level was of much discussion over the course of the revav. The initial roof deck did not comply and it had a penthouse. The architect designed a different solution to that that we havent seen before. You step down and there is a halfpect house the same height as the railing. I cant recall off the top of my head what the percentage of roof area limit was from the roof deck policy. I make a motion to approve the project with the matching length of the light well and roof deck that complies with the new roof deck policy. Keep the roof deck but make shirt complies. Do i hear a second. Commissioner moore. Commissioner moore you were saying move the roof deck in order to let the building operate a balcony deck rather than having an additional roof deck on top of it. If you look at 8. 13, you see on top of the fourth floor the roof of the fourth floor has a deck but the fourth floor itself using the third floor roof as the roof deck. I believe that we could really do without the deck on top of the fourth floor and make it easier for the add joining buildings altogether. That is my motion to eliminate the top roof deck. With the linear light well . Yes. I have a different motion. Commissioner ner hillis. This is not a project with a lot of roof decks. There is extra roof with notice deck. There are a lot of roof decks around. I think the roof deck on the roof complies with the policy. It is set back pretty far. There is not much to it. I think they comply with the roof deck policy. I am feeling like we are being punitive to take him off the top because we dont like it. It complies with our roof deck policy. You are seconding my motion. What is that. To leave the roof deck on top. We have two motions now. Shall i call the question . Can i ask one more question. Vice president joel koppel f taking that completely top floor roof deck and putting it in the back in efforts to open the space . On top of the third or flouter floor at the rear . There is not a roof at the rear. Load it more towards the rear . You can see where the stair is. They would load more roof towards the rear part of the building. I might ask the architect to comment on this quickly. Is that your intent commissioner koppel . I can answer your question. Chris mcmahon. The reason we put the roof on the top was because of the Privacy Concern with the neighbors and the backyard. If we pushed the roof deck secondary roof deck, by the way it does comply with the current standards, if we pushed that back and kept it on the roof of the third floor, it would look right down into the neighbors backyard which they are a concern about. This way it is pushed 6 feet away from the Property Lines on both sides with no view into the neighbors rear yards at all. We thought it was a much, much better solution. Commissioner moore . Commissioner moore i am looking at drawing 831. There was a motion seconded to eliminate the fourth floor roof deck and provide a matching light deck on that motion. Commissioner. roll call . Motion fails. 14 with commissioners hillis, richards and koppel voting against. There is a second motion to match the light well and provide a roof deck that is complete with your policy on that motion. Commissioners. roll call . So moved. That motion passes unanimously 50. You didnt mention the length of the light well. I did. Im sorry. Commissioner moore. Commissioner moore i think it would be important to describe the dimensional compliance baa w because we did not say it matches in length. People would think it is compliant in both directions. Staff is clear about matching the length not the depth. Thank you. That is it. We are done. Thank you. Sustainability mission, even though the bikes are very Minimal Energy use. It Still Matters where the energy comes from and also part of the mission in sustainability is how we run everything, run our business. So having the lights come on with clean energy is important to us as well. We heard about cleanpowersf and learned they had commercial rates and signed up for that. It was super easy to sign up. Our bookkeeper signed up online, it was like 15 minutes. Nothing has changed, except now we have cleaner energy. Its an easy way to align your environmental proclivities and goals around Climate Change and its so easy that its hard to not want to do it, and it doesnt really add anything to the bill. [ ] i really believe that art should be available to people for free, and it should be part of our world, you shouldnt just be something in museums, and i love that the people can just go there and it is there for everyone. [ ] i would say i am a multidimensional artist. I came out of painting, but have also really enjoyed tactile properties of artwork and tile work. I always have an interest in public art. I really believe that art should be available to people for free, and it should be part of our world. You shouldnt just be something in museums. I love that people can just go there, and it is there for everyone. Public art is art with a job to do. It is a place where the architecture meets the public. Where the artist takes the meaning of the site, and gives a voice to its. We commission culture, murals, mosaics, black pieces, cut to mental, different types of material. It is not just downtown, or the big sculptures you see, we are in the neighborhood. Those are some of the most beloved kinds of projects that really give our libraries and Recreation Centers a sense of uniqueness, and being specific to that neighborhood. Colette test on a number of those projects for its. One of my favorites is the oceanview library, as well as several parks, and the steps. Mosaics are created with tile that is either broken or cut in some way, and rearranged to make a pattern. You need to use a tool, nippers, as they are called, to actually shape the tiles of it so you can get them to fit incorrectly. I glued them to mash, and then they are taken, now usually installed by someone who is not to me, and they put cement on the wall, and they pick up the mash with the tiles attached to it, and they stick it to the wall, and then they groped it afterwards. [ ] we had never really seen artwork done on a stairway of the kinds that we were thinking of because our idea was very just barely pictorial, and to have a picture broken up like that, we were not sure if it would visually work. So we just took paper that size and drew what our idea was, and cut it into strips, and took it down there and taped it to the steps, and stepped back and looked around, and walked up and down and figured out how it would really work visually. [ ] my theme was chinese heights because i find them very beautiful. And also because mosaic is such a heavy, dens, static medium, and i always like to try and incorporate movement into its, and i work with the theme of water a lot, with wind, with clouds, just because i like movements and lightness, so i liked the contrast of making kites out of very heavy, hard material. So one side is a dragon kite, and then there are several different kites in the sky with the clouds, and a little girl below flying it. [ ] there are pieces that are particularly meaningful to me. During the time that we were working on it, my son was a disaffected, unhappy high school student. There was a day where i was on the way to take them to school, and he was looking glum, as usual, and so halfway to school, i turned around and said, how about if i tell the school you are sick and you come make tiles with us, so there is a tile that he made to. It is a little bird. The relationship with a work of art is something that develops over time, and if you have memories connected with a place from when you are a child, and you come back and you see it again with the eyes of an adult, it is a different thing, and is just part of what makes the city an exciting place. [ ] my apartment burned down 1. 5 years ago in noba. My name is leslie mccray, and i am in outside beauty sales. I have lived in this neighborhood since august of this year. After my fire in my apartment and losing everything, the red cross gave us a list of agencies in the city to reach out to and find out about various programs that could help us get back on our feet, and i signed up for the below market rate program, got my certificate, and started applying and won the housing lottery. This particular building was brandnew, and really, this is the one that i wanted out of everything i applied for. And i came to the open house here, and there were literally hundreds of people looking at the building. And i in my mind, i was, like, how am i ever going to possibly win this . And i did. And when you get that notice that you want, its surreal, and you dont really believe it, and then it sinks in, yeah, i can have it, and im finally good to go; i can stay. My favorite thing about my home, although i miss the charm about the old victorian is everything is brandnew. Its beautiful. My kitchen is amazing. Ive really started to enjoy cooking. I really love that we have a gym onsite. I work out four days a week, and its beautiful working outlooking out over the courtyard that i get to look at. It was hard work to get to the other side, but its well worth it. Im super grateful to the Mayors Office of housing for having this for us. Good morning, everybody. Welcome to the rebirth of Westside Courts which was the second oldest Public Housing development in San Francisco but also one of the most stable communities in San Francisco, and were here to celebrate today a new life, and youre going to hear more about what thats about today. My name is bill witte, im chairman of related california. On behalf of tabernacle cbc, im here to welcome you. Im here to welcome someone who needs no introduction, the first African American mayor of San Francisco, but more important, a woman who is fore, by and of this community. A leader not only of this community, but of the whole city. Our honorable and future mayor, london breed. [applause] the hon. London breed hello, everyone. Thank you so much for being here. First of all, i just want to say to the people who live in Westside Courts, congratulation do congratulations. This is truly your victory. I know were going to be swearing in the Resident Council here, and well get to that in just a moment. I just want to start by saying this is pretty amazing. I grew up, as many of you know, in the Western Addition community, and i grew up in Public Housing in plaza east, and the conditions of plaza east were over 20 years where i live were similar to the conditions that exist right here in Westside Court before this renovation. When i first became supervisor, i talked to mayor ed lee about Public Housing and how we werent meeting our obligation in Public Housing to allow people to live in dignity. It was very personal for me because of my own personal experience and frustration. So nothing was more important to me than trying to focus on making the kinds of changes that will better the conditions of the people who live here. Mayor lee agreed, and we worked really hard, and the r. A. D. Program is something when olson lee was director of the Mayors Office of housing, we brought that idea to the community. And a lot of folks were a apprehensive, because commitments had been made in the past but not the follow through. I am so proud now because we are renovating over 3500 Public Housing units all over the city and changing really the conditions of how people live. And again, some of the basic things that so many people take for granted because i understand what it feels like to live in a community where sometimes the windows are broken and the heat doesnt work and the water doesnt work, and the toilet is stopped up. And we never even had showers at plaza east, and the roaches and pests and all the stuff that frustrated me to no end has frustrated the residents that lived here for years. So this is about keeping a promise, a promise to change the conditions of a number of Public Housing units in San Francisco so they feel not only respected but they truly feel a part of the city and county of San Francisco as a whole. So a number of people contributed to making this happen, and i know one of those persons sadly is not here with us today. Michael palmer who worked for the Mayors Office of housing was a real advocate for something that i cared about, and that was making sure that we didnt displace the residents while we did the construction work so people didnt feel like we were trying to push them out. And his understanding of construction and combining that with his understanding and love of people made a difference not only in this project but in so many projects throughout the city that we are rehabbing. Michaels family is here today, and id ask you to stand and be acknowledged, and thank you for coming. [applause] the hon. London breed this place belongs to the community, and i just wanted to also take this opportunity to thank so many people for making this possible. Im glad we didnt make tom clader a heart attack, because he along with tabernacle spent so much time working with the people in this community. I want to thank bank of america for not only investing in this project but investing in other rehabilitation projects throughout our city, and i want to thank the Mayors Office of housing so much. This was really a partnership. Along with our spiritual leaders in the community, reference Arnold Townsend and reverend amos brown, thank you for making sure that the Community Takes front and center in any of those projects that we have worked onto rablth. And id also like to acknowledge our new castle state treasurer, fiona mah who is here today. Her office provided the tax credits. Thank you so much. Without those tax credits, we wouldnt be able to do this project. It takes a village and a lot of hard work. I think about so many of the projects that ive been able to attend a lot of these projects. As soon as im asked, im right there. I feel like this is something that i would have likes to have happen to me growing up in plaza east, but at this time, im so grateful that its happening here for the residents of plaza east. It did take a village. And i know royal and the folks who pointed from painted from this neighborhood and were able to provide this community with a place they so deserve. And we know there is a lot more work to do. When i think about today, i really think about mayor ed lee, and something he would always say. Its not just about making new promises, its about keeping old promises. And today, we keep a promise to this community to not only invest in the place that they live but continue to provide programming and resources and other things that will not only support this community but will make sure that this community thrives. So at this time, on behalf of the city and county of San Francisco, i would like to honor the members of the Tenant Association and thank you for your commitment and your leadership. And and i want to also say to all the residents here working on your behalf, thank you for your service, and at this time, we would like to swear them in. So come on up. [applause] the hon. London breed so jonathan street is not with us today, unfortunately. Hes the new president and hes not feeling well, but we have joe bullocks, cassandra walton, and mary jones. I am the treasurer now. I want the Vice President , but today, im the treasurer, and i welcome you all, and i just want to let you know that this is a journey that were on, and we all take it highly seriously. I want to i did hant have chance to think about this, to write a speech today, because i was asked to do this at the last moment. So i want to let you know that Westside Courts to me, its amazing because when i first came here, it was nothing like this. And i came from southern california. This is my first time limit in the housing projects, when i at the same to San Francisco. I had a lot of fare and a lot of apprehension about it. The manager when i first came here, said they changed it. It waesnt as explosive now as it was then. But its a safe place now. The council, we bind together to make things happen. We have a lot of plans that we want to make happen for the residences. We have a lot of plans for the kids. We have a lot of things that we hope to do, and we cant do it alone. We want to be able to do it for the kids, for the adults, and everyone included. Thank the management here at we we westside for working with us, todd, and everyone else. So as we go on our journey here, just be patient with us and know that were working for the residents. Were working for you, and have a blessed day. [applause] hello, everyone. My name is cassandra bennett. I am the secretary of the tenants association. As part of the council, i want no more than to see the tenants advance and have our Property Management and the people that are over Westside Court just treat the tenants with respect. And just tenants come together and love each other and embrace each other and look out for one another. Without a team effort, we have nothing, because divided we stand, and together we fall. Im just glad to be able to stand in front of you today, and hope the tenants appreciate the face lift, and it is a face lift. I must tell you, it looks really nice. Theres still work to be done, and as long as the tenants take care and work together, we can make things happen. I look forward with the rest of the team to make things happen here and away from here. I embrace change, not only here at Westside Courts but outside of Westside Courts. Nothing matters but your life. Your right to privacy, your right to dignity, your right to respect, period. So with that, i just want to say thank you. Our plan is to own this pretty much forever. Tabernacle cbc who was at first led by just a partner, but who is now a friend, the reverend james mccray who himself has a history in the Western Addition. Reverend mccray . [applause] mr. Witte, thank you very much for that very kind introduction. I noticed that he introduced me as reverend. That changes what i was going to do just a little. I would like to ask all of the related team, if youre here, stand up. And i would like to ask, if theyre here, all of the tab tabernacle team, standup. [applause] all of the r. M. H. Team, standup. [applause] reverend banks, if youre here, standup theyre working. I think the others have that i wanted to thank have been thanked. The city, the bank, the community, but id now like to ask all of us to standup, and id like to ask the leaders to come back and stand here a minute. And turnaround, and i just want all of us to extend our hands towards the leaders in our community and just in our own way wish them strength, courage, and then, my favorite, peace. Because if they have peace, they can extend hope, and what we need today is hope. What this project and the others in the community are about is extending hope. This is the first facility primarily built for African Americans has been brought over into the 21st century. Hope related, and the city and the community and the banks have found a way to put together a package that will enable such a venture to come to reality. Hope, and along the way, organizations have been created, like tabernacle and f. R. H. That now have an ability to carry the hope on. Thank you, San Francisco. Im so glad to be able to go around this country and say im a native. Weve got a lot of problems, but we are struggling to keep the hope alive as the problems of this 21st century bombard us. Leaders, thank you, because your legacy carries the hope on, and thanks to each and every one of you. [applause] i am now really happy to introduce your supervisor, vallie brown. Again, someone who doesnt really need an introduction in this Community Whos been active in this community and the communities in district five for really decades, bringing a level of excitement and kpi and commitment that you dont often see in city hall. The mayor and when vallie brown was her top aide, they pushed forward a priority to allow residents to stay here who were already here in Public Housing. Please welcome supervisor vallie brown, who has to stay here. Remember that in the next year. [applause] supervisor brown hello, everyone, and thanks for being here. I was just reminiscing this election, when mayor breed won the election, she said vallie, i need you to come down and work again for me. We asked her, i remember, mayor breed, she said, my number one priority is Public Housing. Whats your second priority . Public housing. Whats your third priority . Public housing. And after the third time, we said, we got it. Public housing is your priority. We came over to Westside Courts. You know, its the second oldest Public Housing in the city. We walked, and we talked we talked to residents about their situation here, what they were thinking, how that they you know, how did they feel about living here . A lot of everybody was grateful, but also, we realized this needs work. This complex needed work, and it needed rehab. And when then mayor ed lee came in, he talked about r. A. D. And one of the things that i was really passionate and so is mayor breed, when we build housing or remodel housing, there is no displacement. That is something we felt strong about, no displacement when youre building housing or rehabbing housing. Because as you know, and many people that live here, this community here is the heart of this area. They are the ones that have been here, have raised and made this community what it is, this really strong, heartfelt community. So there was no way that anyone could move or be moved out and displaced. And when i come when i became supervisor, that was one of the first places i visited was west side courside court, what was happening to the residents, because i needed to make sure that we save this wonderful asset, and we have to make sure that our residents are safe. And so im just really proud to be here today as your supervisor and say that whats one of my priorities . Public housing, yes.
