President cook so can you share some of those . Yeah. So we know that enrolment is, not surprisingly, one of the most highly requested pages. But generally, in enrollment, the School Calendar is another really popular one, so a lot of people are looking at our academic calendar. And there are others [inaudible] lunch menus, thank you, yes. We actually kind of random little piece of trivia is we get several hundred views originating from china every month, as well. Ill just share, too, that through that phase one, we did a lot of research and review of the analytics to help inform our design and so build that in. How do we bring the pages that we know families or Community Members are more often on the current site, so we focus on having clear language and concise language. So thats where in our beta site, youll see hopefully that will come to fruition because we use that to help guide sort of where we focus first. Okay. And so then, you mentioned lunch, and if thats going to be something that we can do after people engage with some sort of aspect of the website, like, leave a comment or review, what was your honestly, i think that lunch review should be on the website. As soon as that contract comes back [inaudible] president cook and i see other commissioners so i had commissioner lam, i know, and commissioner norton, but im going to come back because im not finished. Go ahead. Yes. Thank you, president cook. I was just wanting to follow up on that theme, the threat around the client and Customer Service response. And i think thats whats interesting around the potential chat feature because not only am i interested in the analytics of which pages were requested, but i think really about which ones that, again, need you can see my priorities around how are we responding to questions, right . So for example, if there are issues around or questions around enrollment, if theres something around something thats happening at a school site, like, we heard from in Public Comment tonight, that it feels really important for parents, communities, students to hear back from someone. I think that will just give us an edge to understand what are the aspects or the different supports that are being requested of staff, not only just for informational and reference. President cook commissioner norton . Commissioner norton just and i apologize if i missed this earlier. Im curious what content system youre using and also how if theres going to be improved work theres efforts in updating and preserving the site . One thing i hear is the information is out of date. Theres a lot that you do, when you search, you find really old stuff. Its sometimes five, six years old, sometimes more than that. And i know that we have had really staff limited availability to update, so im just wondering if were making that easier, if were going to give departments the opportunity to maintain their own sections. So departments are currently responsible for maintaining their own sections, and one of the challenges that we faced is a lot of departments have created their own independent sites which means they tend to divest from putting up content on that sfusd. Edu site. So when they go to that site, were either sending them to another site which may or may not be accessiblet or translated. Were going to be requiring that all of the departments migrate back to the website that were supporting. As a parent, ive always been looking for information, but then, ive gone to schools where students speak other languages. Whats been really helpful about the website is when folks have updated things, i go online and get translated versions of what is a dlac, and thats something that ive been able to share on school sites. But on pages that dont have translation, im just wondering what the expectation is around every page being translated by at a department level, and then, is that same information is going to be shared with schools . I know thats a burden. My daughters went to jean parker, and making sure were adding content, there was a bag making sure that it was translated. So the the translation tool multilanguage tool is built into the c. M. S. , the platform that we have here. And so by bringing in, migrating in all of those department websites, they will be translatable, so that you can get that basic what theyre posting online, you can then translate into a multitude of languages. And the same would be true for the School Websites, when they all come over onto that platform, as well. That enables, as we were sharing, you know, having a common platform, were able to provide that service once theyre on our platform. So we have shared that. It will take us some time. There are a lot of sites out there, and we also want to make sure that were targeting that were sort of thinking about what phased approach is, but the expectation is were all coming onto the same platform to make it easier for our users and to make it more intuitive and user friendly. Just another question. I understand our district staff can access their paychecks online, but im wondering if students and staff can access their grades and assignments online, as well. I know we can access that through v. U. E. , and what i was just looking at right now, it is showing me a graph of my attendance, which i think is really helpful, but just would that be integrated into that platform or so that will stay on the student view on the student portal, so when you log on with your sfusd user i. D. And password, you can see the charts for it, submit your assignments. So will all stay within the student portal. Thank you. But you can access that portal also through this new platform. President cook my last question was just going to be about the open source approach and having a User Community that was going to support the update to the websites. So droople is a common platform, and theres a robust number of users out there. It really opens up our opportunities to connect in with additional developers, to connect in with Training Resources that were not necessarily creating or starting from scratch on our own, so it helps expand our capacity to be able to support the site in the longterm. President cook and thats our site and the School Website yep, its all on the same platform. President cook and you touched on one person coming onto help schools either market or update their websites. We have one person to coordinate thousands of pages. President cook okay. So the content specialist is focused on all schools . Yeah. President cook and so if that school doesnt have a person updating their own content, that person will be able to update the content for them . So given the number of school sites, it would be difficult to say we with do that to all sites, so i think what we would be doing is providing an equitiable approach for it, and more intensive support for schools that have the highest need. And generally, what we want to be able to do is help that school give us the content, and then, if they dont have somebody there that can load it, we can load it, but i dont know that wed have the capacity to write original copy for each school every time they wanted to change something. President cook yeah, i wasnt sure that was going to happen. I wanted to make sure that was clear. Yes. We need to manage ekt expectations. I appreciate you giving me the chance to say that. President cook what about managing sites that are not part of sfusd . Can you address that . Thats a great question. So first, we are going to ask that all the schools in the district come over on the drupal platform, and all the schools that are currently using the other district supported c. M. S. That well be phasing out the end of june. I think one of the challenges will be, you know, questions that come up, such as theres a school that has a really robust great, high functioning website that theyve developed, and is that something that we are going to say, you know, you need to move into this platform, and if so, how you know, whats the timeline and are we i think were still looking at those types of questions. President cook okay. Okay. Thank you. Section i, consent calendar, items removed at previous meeting. There are none tonight. Section j, introduction of proposals and assignment to committee. Number one, we have public and board comments or proposals. Number two, for First Reading [inaudible] president cook for this item . Okay. I have two cards for miss fisher. So im at number one for seven and nine. [inaudibl hi again. So im here to talk about the two board policies that are items seven and nine in section j. Were talking specifically about graduation participation for students with i. E. P. S as well as nonpublic agencies and Nonpublic School assignment. And the c. A. C. Is grateful that were starting conversations and developing these policies. We look forward to being part of a robust discussion surrounding these. President cook miss casco, if you can start the clerk yeah. When were talking about Nonpublic Schools and nonpublic agencies, one of the things that caught my eye is the statement that the superintendent or designee shall notify the board prior to approving an out of state placement for any district student. And im sure youre all aware of our federal regulations 34 c. F. R. 31 00 that defines what an i. E. P. Is. Each school has a School Representative on it that understands the districts services. Provision of designated instruction, and knowledge about the availability of resources. And particularly when were talking about Nonpublic Schools and specifically when were talking about our outofstate placement, were talking generally about students in crisis. Were talking about students who the Public Schools have not worked for any number of reasons, but these are not decisions that the i. E. P. Team has made lightly, and the fact that these services and placements could be delayed based on this provision of a policy could be in it could be a problem legally its the way that the c. A. C. We want to have a more robust discussion about this to make sure that this policy isnt counter to our current laws around i. E. P. S. Many of our students who are going to Nonpublic Schools and nonpublic agencies, their current placements havent works, and so theyre currently without a placement, out of school. And so the longer we deny them access to safe or their education, the more justice were delaying these children. And the month of january is the month of dr. Martin luther kings birthday, and we all know one of his more recognizable sayings is justice delayed is justice denied. Lets make sure we support our marginalized students and give them placements immediately. Thank you. President cook thank you. For First Reading, there are two superintendents proposals that are being introduced on paf of the community. They are is 9129 sp 1 and 19129 sp 2. Their also eight board policies being introduced tonight. They are 0420. 42, 5148. 3, 0450, 3516, 6959. 2, 6164. 5, 6146. 1, and 1113. May i hear a motion and second on the two proposals and the policies . Motion. Second. President cook thank you. Im forwarding the proposals and policies to the rules committee. Section l, lets see a report from Board Members. I have an announcement on the committee of the whole. Vice president sanchez. Vice president sanchez can i come back to that later . President cook yes. Lets see. Any board delegates to membership reports . All other reports, so if the Board Members want to share when your committees will be meeting. Budget and business services. Were continuing that to be [inaudible] first wednesday at 6 00 a. M. [inaudible] and february 6 is our first meeting. President cook i have the dates here. Commissioner norton . Commissioner norton so the Student Assignment committee will remain the third monday of the month. That would fall on february 18, which is president s day, so we will actually have to reschedule it for february , but in other months, it will be the third monday. President cook okay. Buildings and grounds, this meeting on the fourth monday at 6 00 p. M. , february 26 25 at 6 00 p. M. Is our first meeting. Curriculum is meeting the second monday at 6 00 p. M. , monday, february 11. Is that a holiday . No, its the 18th. President cook okay. All right. Rules committee. Vice president sanchez rules committee is meeting the first monday of every month starting on the 4th of february , and we are deciding whether to have it at 4 30 or 5 00, so itll be one of those times, yeah. President cook okay. Ad Hoc Committee on Personnel Matters and labor relations. We decided to move that to the second wednesday at 6 00 p. M. President cook okay. Thank you, commissioner collins. The Ad Hoc School district city college committee. Were in the process of locating dates with president trustee randolph and the school districts. President cook great. Section m, other informational items, there is none tonight. Section n, we dont have any president cook we are back from closed session. Im going to read the items. Vote on items in closed session. There are none. Ill move and second the contract of the deputy superintendent of instruction with salaries set at grade 28 step 9 for a two year term. May i have a second . Second. President cook number three, report from closed session, the board, by a vote of five ayes, approved the contract of one director on two matters of anticipated litigation. The board gave direction to general counsel. The board, by a prove of seven approved a Settlement Agreement in an employee termination matter. Section q, adjournment. This concludes tonights meeting. Good night. [ ] i am the supervisor of district one. I am sandra lee fewer. [ ] i moved to the Richmond District in 1950 mine. I was two years old. I moved from chinatown and we were one of the first asian families to move out here. [ ] when my mother decided to buy that house, nobody knew where it was. It seems so far away. For a long time, we were the only chinese family there but we started to see the areas of growth to serve a larger chinese population. The stress was storage of the birthplace of that. My father would have to go to chinatown for dim sum and i remember one day he came home and said, there is one here now. It just started to grow very organically. It is the same thing with the russian population, which is another very large ethnic group in the Richmond District. As russia started to move in, we saw more russian stores. So parts of the richmond is very concentrated with the Russian Community and immigrant Russian Community, and also a chinese immigrant community. [ ] i think as living here in the richmond, we really appreciate the fact that we are surrounded three natural barriers. They are beautiful barriers. The presidio which gives us so many trails to walk through, ocean beach, for families to just go to the beach and be in the Pacific Ocean. We also also have a National Park service. We boarded the Golden Gate National Recreation Area so there is a lot of activity to do in the summer time you see people with bonfires. But really families enjoying the beach and the Pacific Ocean during the rest of the time of year. [ ] and Golden Gate Park where we have so many of our treasures here. We have the tea garden, the museum and the academy of sciences. Not to mention the wonderful playgrounds that we have here in richmond. This is why i say the richmond is a great place for families. The theatre is a treasure in our neighborhood. It has been around for a very long time. Is one of our two neighborhood theatres that we have here. I moved here when i was 1959 when i was two years old. We would always go here. I love these neighborhood theatres. It is one of the places that has not only a landmark in the Richmond District, but also in San Francisco. Small theatres showing one or two films. A unique they are unique also to the neighborhood and San Francisco. Where we are today is the heart of the Richmond District. With what is unique is that it is also Small Businesses. There is a different retail here it is mom and pop opening up businesses. And providing for the neighborhood. This is what we love about the streets. The cora door starts on clement street and goes all the way down to the end of clement where you will see Small Businesses even towards 32nd. At the core of it is right here between here and 20 tenth avenue. When we see this variety of stores offered here, it is very unique then of the any other part of San Francisco. There is traditional irish music which you dont get hardly anywhere in San Francisco. Some places have this long legacy of serving ice cream and being a hangout for families to have a sunday afternoon ice cream. And then also, we see grocery stores. And also these restaurants that are just new here, but also thriving. [ ] we are seeing restaurants being switched over by hand, new owners, but what we are seeing is a vibrancy of clement street still being recaptured within new businesses that are coming in. That is a really great thing to see. I dont know when i started to shop here, but it was probably a very, very long time ago. I like to cook a lot but i like to cook chinese food. The market is the place i like to come to once a year. Once i like about the market as it is very affordable. It has Fresh Produce and fresh meat. Also, seafood. But they also offer a large selection of condiments and sauces and noodles. A variety of rice that they have is tremendous. I dont thank you can find a variety like that anywhere else. Hi. I am kevin wong. I am the manager. In 1989 we move from chinatown to Richmond District. We have opened for a bit, over 29 years. We carry products from thailand, japan, indonesia, vietnam, singapore and india. We try to keep Everything Fresh daily. So a customer can get the best out a bit. Normally during crab season in november, this is the first place i hit. Because they have really just really fresh crab. This is something my family really likes for me to make. Also, from my traditional chinese food, i love to make a kale soup. They cut it to the size they really want. I am probably here once a week. Im very familiar with the aisles and they know everyone who is a cashier cashier here i know when people come into a market such as this, it looks like an asian supermarkets, which it is and sometimes it can be intimidating. We dont speak the language and many of the labels are in chinese, you may not know what to buy or if it is the proper ingredients for the recipe are trying to make. I do see a lot of people here with a recipe card or sometimes with a magazine and they are looking for specific items. The staff here is very helpful. I speak very little chinese here myself. Thinks that im not sure about, i asked the clerk his and i say is this what i need . Is this what i should be making . And they actually really helped me. They will bring me to the aisle and say this is battery. They are very knowledgeable. Very friendly. I think they are here to serve not only the Asian Community but to serve all communities in the Richmond District and in San Francisco. [ ] what is wonderful about living here is that even though our july is a very foggy and overcast, best neighborhood, the sleepy part outside on the west side is so rich with history, but also with all the amenities that are offered. [ ] the meeting will come to order. Welcome to the thursday, february 7th meeting of the government audit and oversight committee. Im supervisor gordon marcotte the chair of the committee, and im joined by supervisor vallie brown and supervisor matt haney who has been appointed by president you to fill in for supervisor aaron peskin he was away for a Coastal Commission meeting. Thank you to this committees clerk, and i would also like to thank San Francisco government t. V. Staff for supporting us on this meeting. Do we have a motion to excuse supervisor peskin . Yes. Thank you. Mr clerk, do you have any announcements . Thank you. Please ensure you silence your cell phones and electronic devices. Your speaker cars and any copies of any document should be submitted to the clerk. Items acted upon today will appear on the february 26th, 2019 board of supervisors agenda unless otherwise stated. Thank you. Please call item number 1. Agenda item number 1 is an ordinance amending the ministries of code to establish the our city our Home Oversight Committee as an Advisory Committee to monitor this the this if yous use of tax revenue used underneath the homelessness talks established by proposition c. In 2018. To advise a board of supervisors on the mayor regarding administration of the fund and recommending ways to reduce barriers that prevent people from exiting homelessness. Thank you. I would like to pass it off to supervisor brown for remarks on this item. Thank you. We are continuing this for two weeks. We definitely wanted to have departments here to talk about it because i think my fellow supervisors would have questions , and unfortunately, we couldnt get all the Department Members here today, so we are going to continue it for two weeks and if there is any people here for Public Comment, we should probably still take Public Comment. Thank you. Great. So are there any members of the public who wish to testify on item number 1 . Speakers will have two minutes. Please speak directly into the microphone. Those persons who have prepared written statements are encouraged to leave a copy with the Committee Clerk for inclusion in the official file. No applause or billing is permitted. In the interest of time, speakers are encouraged to avoid repetition of previous statements. Thank you. Jordan davis. I did not know that this was being continued, but i will say when i was going to say anyway. Props he was one of the fan five campaigns and fall of 2018. I guess it wont be as contentious, especially since it is being continued. I just ask i support the establishment of this committee, but i want to put a charge on the board of supervisors to make sure the even number of seats, which you will have the power to appoint, include people through a equity lens, and make sure funds are being dispersed a culturally competent way that fraser his dust furthers the intentions of this initiative. Shall be representing families residing in s. R. O. Units, or family members residing in fra s. R. O. Units. We need to make sure they are willing to go to bat to make sure families dont have to live in s. R. O. S, and we can adequately represent the needs of the mission, and chinatown and everywhere in between. Seat for shall be an individual who experience homelessness. We need to have someone who knows the full breadth of what it means to be homeless, and just does not enter advocacy when it comes to housing at jeffs exits. It will be good to have someone who were moved up from their circumstances, but it would be great if we had someone who currently lives in supportive housing, for we are heavily impacted by decisions made here. It shall be an individual who has experienced homeless or Mental Health issues. We must have people for the sea to know the importance of all the services first, an emphasis on community over implementation. Moreover, we need to make sure that the people we appoint have a vote voice for the homeless with a focus on communities of color, immigrants, women, trans and queer people, warmth all forms of disability, those with criminal records and et cetera. The point i am trying to make is the work here is not done with this. It only begins. Thank you. Thank you. Next speaker. Good morning, supervisors. Compass Family Services is a Nonprofit Agency that supports homeless and atrisk families in achieving housing, stability and economic selfsufficiency. We have been active partners in our city, our home coalition, and although we understand the item will be continued, we want to take the opportunity to thank supervisor brown, the mayor, supervisor viewer in taking leadership, and putting together this really robust and comprehensive resolution in the creation of the oversight committee. One request we do have is while we understand you have the ability to appoint supervisorial appointees to the committee, we ask that you take into consideration the diversity and homelessness population. Our homelessness population is as diverse as our city. We ask that you keep in mind there is adequate representation for folks who had lived experience who are families, folks would live experiences who are single adults and we look forward to working with you and realizing this committee and add vectors having adequate transparency and oversight in the publics interest. Thank you so much. Thank you. Next speaker. My name is francis. I move to San Francisco about six months ago from boston. I was looking for a location where i can start over calmly, but i find myself in homelessness. I would like to call the attention of this committee on the fact that there are dynamics that keep people homeless for a long period of time. It is not just about having a house, it is not just about being able to get a job, it is about an informal aspect of our economy where a lot of people without resources take it upon themselves the possibility of creating their own resources by managing others. And some of these others are in homelessness, and they are staying in homelessness. For example, my luggage is in storage at this time. I lost the key of the storage, meaning that i cant change clothes. If i cant change clothes, i look like someone who doesnt have the full possession of their senses, and if you dont have the full position of your senses, it is hard for you to get a job. If it is hard for you to get a job, you stay in a cycle of homelessness. I would like to call your attention that addressing homelessness means addressing the issue of diversity and inequality and how our society singled out people and punishes them, thank you. Thank you. Are there any other members from the public who would wish to comment . Okay, Public Comment is closed. I just want to thank everyone who came out today. We didnt realize that we wouldnt have the people from departments that needed to be here until late yesterday, or we would have definitely reached out to make sure that you knew, but i definitely hear you. I thank you all are right on point, and we will make sure we take all of that into consideration moving forward. In two weeks we will have to be hearing this. Thank you. Do we have a motion to continue . Yes. Can we continue this hearing to february 21st without objection . Great. Mr clerk, please call 872 and three together. Agenda item number 2 and 3 are two resolutions authorizing the department of Human Resources to enter into Workers Compensation alternative dispute resolution labourmanagement agreements with a San Francisco firefighters association, local 798, in the San Francisco Police Officers association, with initial terms of three years and continuing in a one year term and year to year thereafter. I would like to acknowledge department of Human Resources managing Deputy Director kate howard and Workers Compensation claims manager Julian Robinson for attending today to present on these items. Thank you chair, members of the committee, on the managing director Deputy Director at ghr. And our Workers Compensation Workers Compensation claim manager is here to request your approval of two resolutions which would authorize the city to enter into alternative dispute resolution agreements with both the Police Officers association and the Firefighters Union local 798. As you know, d. H. R. Manages the citys Worker Compensation program which ensures that injured employees receive medical treatment in a timely manner. The program and its processes are regulated by the state. The items in front of you today are designed to be an alternative to the normal state administered process, which is overseen by the state division of Workers Compensation. Essentially, the carveout, as we are calling it, allows a city to develop in partnership with labour, alternative dispute resolution processes for Workers Compensation claims. It will have several benefits. It will resolve disputes more rapidly, reduce litigation and associated cost, and get employees back to work sooner. A brief background, we have been working with the p. O. A. And local 798 for over a year on this item, and we expect that if you approve the items in front of you, we will move forward to implement the program by july o. It is a pilot program, and we are working with p. O. A. And local 798 because they came to us and said, we want to enter into these carveouts. It is also important to have employees who are doing a similar type work so that we can develop a program that works for the employees. The current scenario, essentially the state administered process is subject to long delays due to the dissipate dispute resolution process and evaluations that accompany it. As a result of those delays, disputes can remain unresolved and injure employees injured employees remain off work longer. That can lead to fewer staff available to be on duty, which means that you will will rely on overtime in order to backfill those employees. We know that the longer a claim remains open, the more expensive it becomes. So our goal here is to reduce the length of those claims in order to reduce cost and improve outcomes for employees. Just a couple of notes, we have seen over the last couple of years increasing trends and injuries for both police and firefighters, and the associated costs have also increased over that time. As i mentioned, the key benefits and goals of the program will reduce litigation and associated cost, more timely determinations about covered claims, potential cost savings, improved labourmanagement relations, in a faster return to work for employees. Its important to note that in no case does anyone lose any rights under the existing Workers Compensation system. Your rights and benefits are reduced, and everyone is entitled to legal representation. With that, we are happy to answer any questions you may have about the programs or the process that we have undertaken so far. Thank you so much. Mr robinson, do you have anything . We are very excited to roll out the program, and we are expecting that we will help streamline the process in comparison now to today, and really to have those decisions made a little faster to help get city officers work. We will be happy to answer any questions you may have a. Thank you so much. Before we go to Public Comment, to any of my colleagues have any comments or questions for presenters . Thank you, very much. So i would add to this that i would like to see an annual report on the outcomes of this and the impact, and maybe a could be presented during your presentation, annually for when we discuss your budget for your department. And has this been effective, are not effective, would have been the results of it, what has been the impact, and in particular, what has been the fiscal impact of this . And also the impact around just about the Staffing Levels of these two departments. Will be happy to provide a report annually at the time that as you suggest during the buzzer presentation, if successful we believe that we will see stabilizing costs in Workers Compensation claims, and potentially some savings. Thank you very much. Are there any other questions from colleagues . Why dont we move to Public Comment. Are there any members of the public who wish to testify . Speakers will have two minutes. Please state your first and last name clearly and speak directly into the microphone. Those persons who have prepared written statements are encouraged to leave a copy with the Committee Clerk for inclusion in the official file. No applause or billing is permitted. And interest of time, speakers are encouraged to avoid requisite dash repetition or previous statements. Good morning, supervisors. My name is shawn from the San Francisco Police Officers association. I am the treasurer. Im here to say we support this. This seems to be a Great Program , it will return our workers back to the streets where they are needed. As you know, we have staffing shortages in all ten districts here, and the police department, and it also has reduced cost of litigation and also having attorneys take a look at these claims could take years to resolve. Thank you very much. Thank you. Next speaker. Good morning, supervisors. Im with the San Francisco firefighters. We support this legislation. We have seen Great Success with this program in long beach, los angeles county, stockton and modesto, and not only will this save the city dramatic amounts of money, but it will get the proper treatment for employees quicker which is most important to have a happy and healthy workforce. We support this program wholeheartedly, and we want to give a special thanks to Peggy Sugarman at d. H. R. Who shepherded us through this process and has delivered fresh time and time again to help San Francisco firefighters and Police Officers. Thank you very much. Thank you. Are there any other persons interested in testifying before Public Comment is closed . Seeing none, public testimony is now closed. Any additional comments or questions for my colleagues . Can we recommend these items to the full board without objection class . Great. Please call item number 4. Agenda item number 4 is a hearing on the citys preparation for the 2020 census. Deer presentations from the office estimate civic increment engagement and immigrant affairs. Thank you. I would like to acknowledge supervisor sandra lee fewer who has joined asked to speak on this item. Thank you. The purpose of todays hearing on the 2020 census is to better understand how we are planning for this significant undertaking that happens every ten years in San Francisco, and ensures we are counting all of our residents particularly those residents that are identified as hard to count. Our senses as a foundation of our democracy, and is mandated by the United States constitution. To be counted is to have power and voice in our country. We rely on the census to define who we are and how we can better care for our communities. The census ensures Representative Government at all levels. It is used to draw congressional districts and local voting print precincts to determine the levels of state and federal funding for the city and provides the most reliable and complete data for research, Decision Making and policy planning in the private and public sectors. Given our citys population growth since 2010, and the racist sexism and antiimmigrant rants from the white house, it is imperative that our San Francisco, 2020 census count is accurate and gives voice to each of our residents, the u. S. Census has a history of and are counting certain populations, and as we head into the 2020 census, we are particularly concerned about the potential under counting of children, noncitizens, limited englishspeaking people, people in unstable and nontraditional living arrangements, on how most people, Public Housing residents and more. And many thanks to the office of Civic Engagement and immigrant affairs for being here today, and i look forward to the presentation. First, i would like to introduce naomi kelly, our city administrator. Good morning, supervisors. Im the city administrator. Every ten years, the u. S. Census conducts this decennial census count, it is hard to say with all those letters, and must count every Single Person in the United States. Our census date is april 1st, 2020, for the work has already begun for the 2020 census. Supervisor if you are is absolutely correct. This is going to be the most challenging and divisive count in the nations history. The census affects our voice, our representation and federal funding. It is critical that the Census Bureau conducts an accurate, complete, fair and inclusive count of every single resident in San Francisco, regardless of status. As the city administrator, i have charged the office of Civic Engagement and immigrant affairs to plan, to coordinate, and oversee implementation of the citywide outreach and education campaign. They ran a highly Successful Campaign in 2010, and San Francisco was the only county in california that improved its mail in response right rate. They have my full trust and support to ensure residents are informed and motivated to participate in the census count. And with that, i would like to introduce adrienne upon. Good morning and congratulations to chair mar, supervisors brown and haney. I want to start by thanking supervisor fewer and city administrator kelly for their incredible leadership and support of the Census Planning efforts. We are kind of getting ramped up on our powerpoint, we are here to provide an overview of the game plan and the challenges and the opportunities for the 2020 census. As supervisor fewer and city administrator kelly said, this is not going to be an easy process this time around. It is never an easy process, but i thank you know that it is particularly challenging for 2020. Just a little bit of background about our office and how we ended up with i think we may have switched to the slide presentation, so ten years ago, we were a startup office. We only had three staff, no funding, and we had a big job. We were asked to oversee language, access and immigrant rights, the 2010 census and community safety. So we have always focused all of our work, and we have learned a lot over the last ten years, particularly from our Wonderful Community partners. Those of us who come from the Community Know that the goal of our office is to really embrace our Community Driven initiatives and efforts. So weve learned a lot over the last ten years, as im just going to go quickly through the next slide. Today, our work includes Civic Engagement, which is not just outreach on the decennial census calf caliphate city programs and Services Funding the prop, and education and other programs like that. Community safety, in im sure most of you have seen our yellow jacketed community ambassadors. They operate in five areas of the city, including bayview, chinatown, midmarket, tenderloin and other areas. We would love to expand them elsewhere, but due to budget limitations, we are going to look at how we might do that in future years. And in immigrant Assistance Program spoke everything ranging from deferred action, affirmative relief grants, dream s. F. Fellowship where we provide employment and leadership training for our formerly dhaka eligible youth, the San Francisco pathways to citizenship initiative, we also do the immigration policy analysis for the city, and convene at the inner Agency Meetings on immigration. We staff the immigrant rights commission, and we find the San Francisco state labourers program. And then the Language Access and services, we play a dual role. We are the compliance monitoring office, but we also provide Technical Assistance training and resources is, and direct services in form of interpretation and translation. And then we will talk a little bit more about our Community Grants program, but we have a pretty robust Community Grants program for small office. The ability to work with our Community Partners and provide over 5 million per year to support our Community Partners is pretty amazing. This is just a snapshot of San Francisco. As supervisor fewer said, our Current Population is estimated at 884,000 plus, over one third of our population is immigrants. 44 of our residents speak a language other than english at home, and of that 21 , are monolingual. 13 are part of the Digital Divide, meaning they are unconnected, they either lack access, where they are not literate with digital tools. On their and there are other various to that too pick 15 of the population are seniors. Sixtyfive and older, 12 are below the federal poverty level. It is probably higher for San Francisco, but this is based on federal guidelines for poverty. Finally, there are hundreds of programs, congressional voice and representation that are covered by census data. Researchers use this to plan, to provide services to the public. We estimate that the possible undercount of the population could be significant, so these are the top census funded social services, in other ways, we receive federal funding in order to deliver services. There are hundreds of federal programs, but they fall into four categories. Health and nutrition, children and education, transportation and infrastructure, and housing. Everything you can imagine in between there. So we estimate some of the challenges that we anticipate for the 2020 census are, as supervisor fewer said, historic undercount of our communities of color, hard to count, we have a high number of hard to count populations, and my colleagues will cover exactly who those populations are, and where they are. This is the first time in history that we will have an all digital census. There is a huge Digital Divide language barriers, there are privacy issues, absolutely a decline in trust in government his, volatile and unpredictable federal policies eating leaders, threats to our sanctuary city, anti immigrant actions that are creating a huge amount of fear among our immigrant population and our communities of color, and historic underfunding of the u. S. Census. The state of california estimates that of the hundreds of programs that the state receives funding for from the federal government, the per capita for each person who is not counted in the 2020 census is about 1,960. So we estimate that about 25 of our San Francisco population could be at risk for being undercounted in the 2020, and that translates to about 4. 4 billion over the next decade in lost funding. I will turn this over to my colleague, robert clinton, who is our newly hired Civic Engagement project manager. He will go through some of the demographics. Thank you. After every census, there is a differential undercount, and that means that certain segments of the population are underrepresented in the data while other people are overrepresented. In the 2010 census, Nonhispanic White people in the United States were overrepresented by 0. 8 , while minorities were underrepresented by at one point 5 . Renters were underrepresented by one point 1 , and Young Children were underrepresented by a staggering fourpoint 6 in the census. What this looks like in practice is 1. 5 million minorities in the u. S. Were undercounted in 2010. To the detriment of their communities because they do not receive the representation or funding that they were entitled to. The Census Bureau has created a low response score. This is a predictor of the male Response Rate and communities. If you use 25 variables ranging from housing, sociodemographic, and economic indicators, the top five are on the powerpoint. It also includes renters, vacant units, households below the poverty level, and households that have recently moved. The downfall of the low response score is not super useful this time around because it is a predictor of a male Response Rate, and is the director mentioned, this will be a Digital First census. 80 of households will be expected to respond online. You can see, even with this predictor of male Response Rates, most of the city is covered. There are a couple of other variables that we think are important to highlight given how difficult the upcoming enumeration will be proximate created a couple of maps that show that. If we look at the lowest score for a limited proficient households, we can see that more of the city his coverage. That is important because in this upcoming census, the online form will be in a 12 nonenglish languages, but all of the printed categories will b15 only english and spanish, and then the increase in enumerations will also only be in english and spanish. If we think about excuse me one seconds. Would you mind speaking closer into the microphone . Thanks. And then, this map that we are looking at, the hard to count San Francisco looks like it is all hard to count. Is that what im looking at . That is the message we want you to take away. Okay. I said wow, okay, i get it, we have a big job. We have a huge job ahead of us. Thank you very much. Youre welcome. In addition to limited English Proficient households, it is important to highlight nonfamily households. This is one representation of the nontraditional Housing Units in the city which are how to, hard to count. They include nonfamily households but also crowded households were more than 125 people live in a room, also people are on house, of people who live in a nonconventional or illegal units, in garages, in lot units, et cetera. Those people will be hard to count because the households, the head of house may not report them on the form, or they may not receive s
