Agenda item number 1 is an ordinance amending the ministries of code to establish the our city our Home Oversight Committee as an Advisory Committee to monitor this the this if yous use of tax revenue used underneath the homelessness talks established by proposition c. In 2018. To advise a board of supervisors on the mayor regarding administration of the fund and recommending ways to reduce barriers that prevent people from exiting homelessness. Thank you. I did not know that this was being continued, but i will say when i was going to say anyway. Props he was one of the fan five campaigns and fall of 2018. I guess it wont be as contentious, especially since it is being continued. I just ask i support the establishment of this committee, but i want to put a charge on the board of supervisors to make sure the even number of seats, which you will have the power to appoint, include people through a equity lens, and make sure funds are being dispersed a culturally competent way that fraser his dust furthers the intentions of this initiative. Shall be representing families residing in s. R. O. Units, or family members residing in fra s. R. O. Units. We need to make sure they are willing to go to bat to make sure families dont have to live in s. R. O. S, and we can adequately represent the needs of the mission, and chinatown and everywhere in between. Seat for shall be an individual who experience homelessness. We need to have someone who knows the full breadth of what it means to be homeless, and just does not enter advocacy when it comes to housing at jeffs exits. It will be good to have someone who were moved up from their circumstances, but it would be great if we had someone who currently lives in Supportive Housing, for we are heavily impacted by decisions made here. It shall be an individual who has experienced homeless or Mental Health issues. We must have people for the sea to know the importance of all the services first, an emphasis on community over implementation. Moreover, we need to make sure that the people we appoint have a vote voice for the homeless with a focus on communities of color, immigrants, women, trans and queer people, warmth all forms of disability, those with criminal records and et cetera. The point i am trying to make is the work here is not done with this. It only begins. Thank you. Thank you. Next speaker. Good morning, supervisors. Compass Family Services is a Nonprofit Agency that supports homeless and atrisk families in achieving housing, stability and economic selfsufficiency. We have been active partners in our city, our home coalition, and although we understand the item will be continued, we want to take the opportunity to thank supervisor brown, the mayor, supervisor viewer in taking leadership, and putting together this really robust and comprehensive resolution in the creation of the oversight committee. One request we do have is while we understand you have the ability to appoint supervisorial appointees to the committee, we ask that you take into consideration the diversity and homelessness population. Our homelessness population is as diverse as our city. We ask that you keep in mind there is adequate representation for folks who had lived experience who are families, folks would live experiences who are single adults and we look forward to working with you and realizing this committee and add vectors having adequate transparency and oversight in the publics interest. Thank you so much. Thank you. Next speaker. My name is francis. I move to San Francisco about six months ago from boston. I was looking for a location where i can start over calmly, but i find myself in homelessness. I would like to call the attention of this committee on the fact that there are dynamics that keep people homeless for a long period of time. It is not just about having a house, it is not just about being able to get a job, it is about an informal aspect of our economy where a lot of people without resources take it upon themselves the possibility of creating their own resources by managing others. And some of these others are in homelessness, and they are staying in homelessness. For example, my luggage is in storage at this time. I lost the key of the storage, meaning that i cant change clothes. If i cant change clothes, i look like someone who doesnt have the full possession of their senses, and if you dont have the full position of your senses, it is hard for you to get a job. If it is hard for you to get a job, you stay in a cycle of homelessness. I would like to call your attention that addressing homelessness means addressing the issue of diversity and inequality and how our society singled out people and punishes them, thank you. Thank you. Agenda item number 2 and 3 are two resolutions authorizing the department of Human Resources to enter into Workers Compensation alternative dispute resolution labourmanagement agreements with a San Francisco firefighters association, local 798, in the San Francisco Police Officers association, with initial terms of three years and continuing in a one year term and year to year thereafter. I would like to acknowledge department of Human Resources managing Deputy Director kate howard and Workers Compensation claims manager Julian Robinson for attending today to present on these items. Thank you chair, members of the committee, on the managing director Deputy Director at ghr. And our Workers Compensation Workers Compensation claim manager is here to request your approval of two resolutions which would authorize the city to enter into alternative dispute resolution agreements with both the Police Officers association and the Firefighters Union local 798. As you know, d. H. R. Manages the citys Worker Compensation program which ensures that injured employees receive medical treatment in a timely manner. The program and its processes are regulated by the state. The items in front of you today are designed to be an alternative to the normal state administered process, which is overseen by the state division of Workers Compensation. Essentially, the carveout, as we are calling it, allows a city to develop in partnership with labour, alternative dispute resolution processes for Workers Compensation claims. It will have several benefits. It will resolve disputes more rapidly, reduce litigation and associated cost, and get employees back to work sooner. A brief background, we have been working with the p. O. A. And local 798 for over a year on this item, and we expect that if you approve the items in front of you, we will move forward to implement the program by july o. It is a pilot program, and we are working with p. O. A. And local 798 because they came to us and said, we want to enter into these carveouts. It is also important to have employees who are doing a similar type work so that we can develop a program that works for the employees. The current scenario, essentially the state administered process is subject to long delays due to the dissipate dispute resolution process and evaluations that accompany it. As a result of those delays, disputes can remain unresolved and injure employees injured employees remain off work longer. That can lead to fewer staff available to be on duty, which means that you will will rely on overtime in order to backfill those employees. We know that the longer a claim remains open, the more expensive it becomes. So our goal here is to reduce the length of those claims in order to reduce cost and improve outcomes for employees. Just a couple of notes, we have seen over the last couple of years increasing trends and injuries for both police and firefighters, and the associated costs have also increased over that time. As i mentioned, the key benefits and goals of the program will reduce litigation and associated cost, more timely determinations about covered claims, potential cost savings, improved labourmanagement relations, in a faster return to work for employees. Its important to note that in no case does anyone lose any rights under the existing Workers Compensation system. Your rights and benefits are reduced, and everyone is entitled to legal representation. With that, we are happy to answer any questions you may have about the programs or the process that we have undertaken so far. Thank you so much. Mr robinson, do you have anything . We are very excited to roll out the program, and we are expecting that we will help streamline the process in comparison now to today, and really to have those decisions made a little faster to help get city officers work. So i would add to this that i would like to see an annual report on the outcomes of this and the impact, and maybe a could be presented during your presentation, annually for when we discuss your budget for your department. And has this been effective, are not effective, would have been the results of it, what has been the impact, and in particular, what has been the fiscal impact of this . And also the impact around just about the Staffing Levels of these two departments. Will be happy to provide a report annually at the time that as you suggest during the buzzer presentation, if successful we believe that we will see stabilizing costs in Workers Compensation claims, and potentially some savings. My name is shawn from the San Francisco Police Officers association. I am the treasurer. Im here to say we support this. This seems to be a Great Program , it will return our workers back to the streets where they are needed. As you know, we have staffing shortages in all ten districts here, and the police department, and it also has reduced cost of litigation and also having attorneys take a look at these claims could take years to resolve. We have seen Great Success with this program in long beach, los angeles county, stockton and modesto, and not only will this save the city dramatic amounts of money, but it will get the proper treatment for employees quicker which is most important to have a happy and healthy workforce. We support this program wholeheartedly, and we want to give a special thanks to Peggy Sugarman at d. H. R. Who shepherded us through this process and has delivered fresh time and time again to help San Francisco firefighters and Police Officers. Thank you very much. Thank you. Deer presentations from the office estimate civic increment engagement and immigrant affairs. Thank you. I would like to acknowledge supervisor sandra lee fewer who has joined asked to speak on this item. Thank you. The purpose of todays hearing on the 2020 census is to better understand how we are planning for this significant undertaking that happens every ten years in San Francisco, and ensures we are counting all of our residents particularly those residents that are identified as hard to count. Our senses as a foundation of our democracy, and is mandated by the United States constitution. To be counted is to have power and voice in our country. We rely on the census to define who we are and how we can better care for our communities. The census ensures Representative Government at all levels. It is used to draw congressional districts and local voting print precincts to determine the levels of state and federal funding for the city and provides the most reliable and complete data for research, Decision Making and policy planning in the private and public sectors. Given our citys population growth since 2010, and the racist sexism and antiimmigrant rants from the white house, it is imperative that our San Francisco, 2020 census count is accurate and gives voice to each of our residents, the u. S. Census has a history of and are counting certain populations, and as we head into the 2020 census, we are particularly concerned about the potential under counting of children, noncitizens, limited englishspeaking people, people in unstable and nontraditional living arrangements, on how most people, Public Housing residents and more. And many thanks to the office of Civic Engagement and immigrant affairs for being here today, and i look forward to the presentation. First, i would like to introduce naomi kelly, our city administrator. Good morning, supervisors. Im the city administrator. Every ten years, the u. S. Census conducts this decennial census count, it is hard to say with all those letters, and must count every Single Person in the United States. Our census date is april 1st, 2020, for the work has already begun for the 2020 census. Supervisor if you are is absolutely correct. This is going to be the most challenging and divisive count in the nations history. The census affects our voice, our representation and federal funding. It is critical that the Census Bureau conducts an accurate, complete, fair and inclusive count of every single resident in San Francisco, regardless of status. As the city administrator, i have charged the office of Civic Engagement and immigrant affairs to plan, to coordinate, and oversee implementation of the citywide outreach and education campaign. They ran a highly Successful Campaign in 2010, and San Francisco was the only county in california that improved its mail in response right rate. They have my full trust and support to ensure residents are informed and motivated to participate in the census count. And with that, i would like to introduce adrienne upon. Good morning and congratulations to chair mar, supervisors brown and haney. I want to start by thanking supervisor fewer and city administrator kelly for their incredible leadership and support of the Census Planning efforts. We are kind of getting ramped up on our powerpoint, we are here to provide an overview of the game plan and the challenges and the opportunities for the 2020 census. As supervisor fewer and city administrator kelly said, this is not going to be an easy process this time around. It is never an easy process, but i thank you know that it is particularly challenging for 2020. Just a little bit of background about our office and how we ended up with i think we may have switched to the slide presentation, so ten years ago, we were a startup office. We only had three staff, no funding, and we had a big job. We were asked to oversee language, access and immigrant rights, the 2010 census and community safety. So we have always focused all of our work, and we have learned a lot over the last ten years, particularly from our Wonderful Community partners. Those of us who come from the Community Know that the goal of our office is to really embrace our Community Driven initiatives and efforts. So weve learned a lot over the last ten years, as im just going to go quickly through the next slide. Today, our work includes Civic Engagement, which is not just outreach on the decennial census calf caliphate city programs and Services Funding the prop, and education and other programs like that. Community safety, in im sure most of you have seen our yellow jacketed Community Ambassadors. They operate in five areas of the city, including bayview, chinatown, midmarket, tenderloin and other areas. We would love to expand them elsewhere, but due to budget limitations, we are going to look at how we might do that in future years. And in immigrant Assistance Program spoke everything ranging from deferred action, affirmative relief grants, dream s. F. Fellowship where we provide employment and leadership training for our formerly dhaka eligible youth, the San Francisco pathways to citizenship initiative, we also do the immigration policy analysis for the city, and convene at the inner Agency Meetings on immigration. We staff the immigrant rights commission, and we find the San Francisco state labourers program. And then the Language Access and services, we play a dual role. We are the compliance monitoring office, but we also provide Technical Assistance training and resources is, and direct services in form of interpretation and translation. And then we will talk a little bit more about our Community Grants program, but we have a pretty robust Community Grants program for small office. The ability to work with our Community Partners and provide over 5 million per year to support our Community Partners is pretty amazing. This is just a snapshot of San Francisco. As supervisor fewer said, our Current Population is estimated at 884,000 plus, over one third of our population is immigrants. 44 of our residents speak a language other than english at home, and of that 21 , are monolingual. 13 are part of the Digital Divide, meaning they are unconnected, they either lack access, where they are not literate with digital tools. On their and there are other various to that too pick 15 of the population are seniors. Sixtyfive and older, 12 are below the federal poverty level. It is probably higher for San Francisco, but this is based on federal guidelines for poverty. Finally, there are hundreds of programs, congressional voice and representation that are covered by census data. Researchers use this to plan, to provide services to the public. We estimate that the possible undercount of the population could be significant, so these are the top census funded social services, in other ways, we receive federal funding in order to deliver services. There are hundreds of federal programs, but they fall into four categories. Health and nutrition, children and education, transportation and infrastructure, and housing. Everything you can imagine in between there. So we estimate some of the challenges that we anticipate for the 2020 census are, as supervisor fewer said, historic undercount of our communities of color, hard to count, we have a high number of hard to count populations, and my colleagues will cover exactly who those populations are, and where they are. This is the first time in history that we will have an all digital census. There is a huge Digital Divide language barriers, there are privacy issues, absolutely a decline in trust in government his, volatile and unpredictable federal policies eating leaders, threats to our sanctuary city, anti immigrant actions that are creating a huge amount of fear among our immigrant population and our communities of color, and historic underfunding of the u. S. Census. The state of california estimates that of the hundreds of programs that the state receives funding for from the federal government, the per capita for each person who is not counted in the 2020 census is about 1,960. So we estimate that about 25 of our San Francisco population could be at risk for being undercounted in the 2020, and that translates to about 4. 4 billion over the next decade in lost funding. I will turn this over to my colleague, robert clinton, who is our newly hired Civic Engagement project manager. He will go through some of the demographics. Thank you. After every census, there is a differential undercount, and that means that certain segments of the population are underrepresented in the data while other people are overrepresented. In the 2010 census, Nonhispanic White people in the United States were overrepresented by 0. 8 , while minorities were underrepresented by at one point 5 . Renters were underrepresented by one point 1 , and Young Children were underrepresented by a staggering fourpoint 6 in the census. What this looks like in practice is 1. 5 million minorities in the u. S. Were undercounted in 2010. To the detriment of their communities because they do not receive the representation or funding that they were entitled to. The Census Bureau has created a low response score. This is a predictor of the male Response Rate and communities. If you use 25 variables ranging from housing, sociodemographic, and economic indicators, the top five are on the powerpoint. It also includes renters, vacant units, households below the poverty level, and households that have recently moved. The downfall of the low response score is not super useful this time around because it is a predictor of a male Response Rate, and is the director mentioned, this will be a Digital First census. 80 of households will be expected to respond online. You can see, even with this predictor of male Response Rates, most of the city is covered. There are a couple of other variables that we think are important to highlight given how difficult the upcoming enumeration will be proximate created a couple of maps that show that. If we look at the lowest score for a limited proficient households, we can see that more of the city his coverage. That is important because in this upcoming census, the online form will be in a 12 nonenglish languages, but all of the printed categories will b15 only english and spanish, and then the increase in enumerations will also only be in english and spanish. If we think about excuse me one seconds. Would you mind speaking closer into the microphone . Thanks. And then, this map that we are looking at, the hard to count San Francisco looks like it is all hard to count. Is that what im looking at . That is the message we want you to take away. Okay. I said wow, okay, i get it, we have a big job. We have a huge job ahead of us. Thank you very much. Youre welcome. In addition to limited English Proficient households, it is important to highlight nonfamily households. This is one representation of the nontraditional Housing Units in the city which are how to, hard to count. They include nonfamily households but also crowded households were more than 125 people live in a room, also people are on house, of people who live in a nonconventional or illegal units, in garages, in lot units, et cetera. Those people will be hard to count because the households, the head of house may not report them on the form, or they may not receive any sort of information from the Census Bureau at all. We participated in a lucca program, which is the local update of census at dresses and it covers a good portion of the city, but there are parts of the city that may not receive any kind of mailings from the bureau last but not least, households i dont have Internet Access, this is the first Digital First census. This means that it is important for households to have Internet Access in order to participate. When we talk about Digital Divide, not only do we refer to access, capital we refer to Digital Literacy and the communities most at risk in the upcoming survey for not participating for Digital Literacy purposes. Those are seniors, limited English Proficient households, and low income households. And of seniors in particular, 40 1 of those age 65 or older have difficulty verifying the accuracy of online information, and that same group has the lowest level of Digital Literacy of all adults in San Francisco. That is data that comes from the office of Digital Equity. We definitely have our work cut out for us, and i will turn it over to my director to talk about some of our strategies and making sure everyone is counted in 2020. Supervisors, just in a nutshell, we thought a lot about the strategies and in 2010, the big lesson we learned is everybody had these resources have limited resources properly spent a lot of it repeating what the Census Bureau was saying. We decided to do the Census Bureau campaign in 2010, in which case we respected our Community Partners and asked them how we can how the city can partner with them to do a grassroots mobilization effort, you know, thinking out of the box, and the Community Came up with these amazing ideas. Thats what we want to support. Our job, if we can go to the next slide, our job in the 2020 is number 1, ensuring that the u. S. Census bureau conducts an accurate his, complete, fair and inclusive count of every single San Francisco residents. That is their job to do. It is our job to make sure that Everybody Knows about it, and we make it possible for them to be successful. We also want to ensure that all residents, households, communities, and neighborhoods, particularly people with disabilities, and i were hard to areas, are informed, unafraid, confident, motivated, that have access and tools to participate. Some of the strategies, i will not go through the whole list because they know you can read them, but we will utilize proven multilingual, multicultural and tailored outreach models that were tested by the community, and by city agencies to target hard to count areas, as well as the general population, because we also have to conduct the general outreach to the rest of the city. It will be a complete count committee, and our Deputy Director will cover that. This is the difference in San Francisco. In 2010, we had a ground crew of 120 fieldworkers. They were all city residents, most of them in Public Housing, we hired them, partnered with communities of color to make sure that we not only had jobs and internships all residents have for that they were learning skills. Todays crew of Community Ambassadors includes some of those early workers, and they have been employed for over ten years with the city. And then of course, technology and training for city staff, c. B. O. And the public. We are opening a city staffed census assistance centre. We will utilize the Technology Hubs that are already in Public Housing, beacon centers, et cetera. What will make this work is you have to have a citywide plan, and citywide coordination across all sectors. It will not work if the state of california gives a pot of money to one entity, and then they go down a different path. It is the local municipalities that have to make sure that all their people are going to be counted. So that is why we have the partner. And then, online funding and coordination with local foundations, bay area cities and counties. We are already in conversation with them here these are our goals. Really simple have found every Single Person in San Francisco. We want to get an overall Participation Rate this presents present. I believe the National Percentage has been lowered by the Census Bureau. In 2010, it was 70 3 and the city hit 78 . Remember, this is just a male in Participation Rate. This time, we have to achieve a Participation Rate when people who may not have hacked have access to the internet to, know how to use it to fill out a questionnaire online and will have to learn how to do that and we will have to help them. That is an ambitious goal, but we think we can do it quick and then supervisor for a rope five addresses the scope of rising was a great partner, and chinese for affirmative action involving additional addresses for the Planning Departments. We partner with the Planning Department to make sure that we were working anything that is completed. Phase two is research planning, staffing practice and training, all the behindthescenes work establishment of a complete count committee, and of course, the r. F. P. That we will be issuing within the month for our Community Grants program. These activities will go all the way through june of this year, and then we start the hardcore Community Outreach and education implementation of the plan. We will start in july. We are waiting for the final resolution of the Citizenship Question because that will make its way through the port, even though we have had some victories, it is still not totally resolved. And the Census Bureau must have the questionnaire prepared by that time. Phase four is after april 1st, then there is a nonresponse followup, and then the Census Bureau must submit all information to the current president of the United States, whoever that maybe in december of 2020 with the results. Phase five, we added this in because many times, after the census count is done, theres a whole lot of data, and it is incredibly hard for communitybased organizations i ran the asian law caucus, it was always so hard to figure out what you do, how do you read into the data to prove needs using numbers, how do you do your planning through that clot we are planning to start training our c. B. O. Representatives as soon as the census count is over so that they too will be able to read and use the census data. Finally, the census budget and resources, in 2010, we did a lot with a little bit. We have done much more reason resources now, but the job will be harder and bigger. We have a city general funds. Thank you to the mayor touch office and the board of supervisors for approving 2 million over two years. However, caucus has to pay for everything. Staffing, operations, grants, and all expenses. The state of california, thank you to the board of supervisors have just approved the approval for supply of a state grant of about 546,000. We will use existing staff. You are staring at the one f. T. E. Dedicated f. T. E. To my left that we were able to hire for the census, and we will be hiring three to five fellows, probably the dream s. F. Fellows. And of course, we have assets in the community, city and Community Partnerships, and our city assistance centre. I will turn this over now to our Deputy Director programs. Richard and i are the only two people that were here in 2010 in our startup office, because weve grown from three people to over 64 people. Richard class. Good morning supervisors. Just a little bit more detail around the Community Partnerships, this is a critical component of making sure everybody is counted. We recognize our Community Partnerships are the most skilled at reaching the hardest account. Adrienne touched on our complete count committee as one important strategy to enrolled folks that represent a wide range of constituencies, and she also touched on the many complete count committees. We these are smaller demographic or geographic base committees that focus on neighborhoods, ethnicities, age ranges, to make sure they are tailored specific messages that really resonate with particular communities and populations. The other big anchor of our Community Partnership work as a Community Grants program. In 2010, we had about 600,000 in Community Grant funding that went to about 30 organizations. At this cycle, we have already had one grant which was for the luca canvassing, and that included having additional challenges to the to conduct the census. The lion his share of our Community Grant making really needs to be here around education and outreach, that will happen in spring of 2019. We have currently budgeted about 850,000 in annual funding to support community education, outreach, and really tailor the messaging to the hardest account communities. As you saw on the maps, that is a large percentage of overall San Francisco. We previously have had a few large citywide grants that have really tossed folks with doing citywide outreach and street campus in, an individual smaller grants to specific communitybased organizations that are representing hard to count populations. We also want to speak briefly about her department coordination. I think this is also essential that we have full buyin and support from all of our sister departments in the city, and city leadership. In 2018, mayor farrell issued a directive asking we plan on convening this group of liaisons within the next month or two, and have already begun working with key departments on particular sets of actions and of the phase is that adrienne mentioned. In particular, the planning and coordination, we have been in coordination with the Planning Department, we have been working with the Digital Equity folks, and other key departments on the front and to think about planning and data. We know that every department has a different point of contact with the public, and we really need to leverage all those points of communication and points of contact. We know some of our departments are really skilled and connected to hard to account communities, so we have begun preliminary conversations that are focused on some of those hard to account communities. We have already worked and help eliminate conversations with the department of homelessness and Supportive Housing around how they may leverage the recent point in time count methodology in partnership, and network to inform how we approach the census as it relates to folks experiencing homelessness. We have also talked a little bit about the office of transgender initiatives to talk about how they may frame the census. They want to make sure people are being counted and being seen, and they will be visible and resonate for their community. We know children are very large, hard to count populations. So weve had conversations with the School District and with those who and what we can do in terms of curriculum and working with large childcare networks. We will continue to meet a lot need a lot of support from the departments in the city, and literally every department has a role to play, and can be involved. We hope to see continued involvement and supports. Adrienne also touched on a strategy from 2010 that we wanted to flag is that we had a large ground team, and hard to count neighborhoods in the southeast neighborhoods in 2010, and that was a partnership with Human Services agency where we essentially hired 100 folks that were residents of district ten, and had them do doortodoor outreach. That had significant improvements in 2010, and as a model we can consider duplicating this time around. Connected with that, here is our website and contact information. We are also working on putting together a separate census site that is connected with our site so residents can find information and resources. Please share with us your information. Right, good morning, supervisors. I am here representing chinese a form affirmative action. We are a Supervisor Organization of Community Based people. We are headquartered in San Francisco chinatown. Our organization has worked in every decennial census since 1970. Im here to offer some insight on the challenges that are presented by the upcoming census from a community perspective, and how the city can partner and work effectively with us, building on best practices that we have learned over the past few decades. All of you are fully aware of the importance of census and how many of our Diverse Communities will be left out. Im not going to repeat what has been said, but i want to highlight that the u. S. Government Accountability Office has listed census 2020 as a highrisk federal operation in the 2017 report. There are four specific barriers that pertain to an undercount that San Francisco might experience, especially as it relates to hard to account communities that i would like to bring to the forefront today. First, the 2020 census will debut a digital census, and San Francisco must adopt some Smart Strategies throughout his contact outreach. That address the digital gap as it pertains to access and literacy issues, because it disproportionately affects hard to account communities that are limited English Proficient, living in poverty, and or are homeless or are in instable housing.
