I had a question for staff as to the actual existence of equipment that would be accepting of alternative fuel. Is there Construction Equipment that is discussed that actually does exist and would be readily available for a project of this type . That is something that you dont have to answer right now, it is something we can answer unless you already have the answer. Was at the equipment or the fuel . Supervisor safai we the fuel exists. Alternative diesel fuel exists. The question is, is their equipment, and otherwise that is part of what is being looked at in the supplemental mitigation measure, or equipment that will accept this alternative diesel fuel that exists to help mitigate the circumstances . Supervisor cohen same house same call . Supervisor safai no. I just want to say briefly, i want to thank my colleagues at the Public Services and neighborhood safety committee. This is a program that was brought to me by a dear friend. Someone that started one of the neighborhood Free Health Clinics clinic by the bay. Ms. Miss janet riley. The program exists with a group called serum that works with the nursing homes, health centres, other institutions where people, unfortunately will pass away but there will be a significant amount of medication that would otherwise go into the trash and would pollute our environment and our water stream and our oceans. In this instance, we work with them at a thirdparty Third Party Vendor and we take that medication. We have worked with the department of public health. I would like to thank our city wide pharmacists for all the hard work, along with the City Attorneys Office and my staff. We have been working on this for almost a year. It is a little bit difficult with all the coordination, but essentially, once we receive the repackaged medication and we are not talking about nonopioid medication, this is basic medication. The medication that can say peoples lives. Things like medication for people with asthma, can be expensive and if you dont have medication, it actually raises the cost of the Healthcare Delivery system because often these patients end up in the emergency room which costs all of us and the entire system a lot more money, but also puts the health and safety and welfare of the individuals at risk. So he would take this medication and then it gets redistributed to a network of all of the neighborhood Free Health Clinics i have two in my district. But there is a consortium of neighborhood Health Clinics all over San Francisco that will greatly benefit from this program. So i appreciate the opportunity to speak on this and i know we have had a long day but i wanted to say a few words and supports because were very proud of this opportunity to serve the citizens of San Francisco. Today, along with my supervisor supervisors supervisor is kim, ronan, and ye are requesting the duplicated file has amendment minimum compensation ordinance to be heard at the board of supervisors at the next meeting. This legislation covers the critical and complementary increase to 70 an hour for minimum wage, Home Health Care workers and nonprofit workers and once again, these workers care for our elderly and disabled, bathing, feeding and clothing them. They are staff and Supportive Housing and nonprofit organizations and ensure a clean and livable building for residents. The 20,000 plus Home Health Care workers are 88 women 77 people of color with an average age of 58. Making 15 an hour, they themselves are one step away from homelessness. We cannot afford to lose these workers. They are struggling to make ends meet and truthfully, these are positions that increasingly are not able to recruit or retain due to the pay and high cost of living in San Francisco. [roll call] supervisor mandelman colleagues, it has been one year since the city assumed maintenance responsibilities for nearly 100,000 trees in the street tree program. Today i am calling for a hearing to better understand the program s initial impacts, challenges and successes. Of the hundreds of calls and emails our office has received since july, street trees are the number 2 issue after homelessness. One out of every ten because we receive are related to street trees under maintenance or removal. One year into the program, many of our constituents remain confused about how it works, who is responsible for trimming trees, how to make a request for service and how to opt out. We are calling for this hearing to make help inform residents about the program. We also see it as an opportunity to engage with city departments, friends of the urban forest and concerned Community Members about the future of our tree canopy including how to expand the canopy over time. Ensuring the San Francisco neighborhoods enjoy a healthy growing and wellmaintained tree canopy is something previous district eight supervisors have championed and i look forward to carrying on that tradition. Commonly referred to at the south rowing club as now but bob roper. A former deputy sheriff. A great character, who in the 1960s, i think it was 1968, set the record for swimming across the golden gate in a 19 minutes and some odd seconds. I cant remember the exact number of seconds but that record has never been broken. Bob roper passed away a couple of days ago. I want to adjourn the Board Meeting in his memory. I will also adjourn the Board Meeting in the memory of cyrus shaik who worked at mommas in north beach by Washington Square he was just one of the sweetest souls and i am sorry for daughter and partner. She was known far and wide to many of us, i have a feeling, other supervisors will want to join on, but was especially known in the mission district. Virginia had so much love for all the characters to make up San Francisco and she was definitely one of those characters. I determined and hardworking women with strong opinions, she lived a colourful and rough life virginia was a true San Francisco character. She earned legendary status for her decades of selling delicious tamales a popular watering holes in the mission and beyond. I remember her vividly. She was a big part of my twenties in San Francisco. She rolled her cart through the streets serving tamales to the sober and tipsy alike, will liberally dispensing advice, hugs and loved everyone she encountered. She was born in mexico on june 26, 1953 to a single mother she learned the art of tamale macon making from her mother and grandmother. They would make huge batches of tamales and sell them at church. She emigrated to San Francisco in the eighties where she settled with her seven children in the mission. For decades, she cooked hundreds of tamales in her kitchen and brought them in her cooler to hundreds of hungry patrons and bars throughout San Francisco. The business thrive to make for many years and she was able to raise her seven children with the proceeds from the tamale goodness and even sent most of them to college. Then in 2013, she was barred from selling her tamales at bars a story that gained National Attention because it became a symbol of changing San Francisco with the support of many, including my predecessor, virginia landed on her feet. She launched a Gofundme Campaign that raised over 20,000 to help her find her own restaurant space. She took over a place at 16th and up and began the process of building and opening a brickandmortar restaurant. Unfortunately, her plans were interrupted by the lengthy process and expense of opening a brickandmortar restaurant in San Francisco. At the time of her death, very, very sadly, she was only a few months away from finally realizing her dream. All of San Francisco mourns her passing this week. Thank you from all of us, virginia, for bringing so much love, joy and really good advice to so many of us throughout our lives. May you rest in peace. Public comments. The public may address the entire board of supervisors for up to two minutes on items within the subject matter of the board. Supervisor cohen thank you supervisors, i mentioned earlier i was here at the six hour meeting. I have a leg brace and a back brace and i stayed throughout today. I want to tell you that the years and years of my environmental work are not going to be in vain. I have thousands of articles that i have written. I go before the bay area air Quality Management district and you have some representatives. They dont Pay Attention when you go to the board. The bay area air Quality Management district has employees who want to work very hard and they are told destroy the documents and we have not heard anything from our supervisors and we have not heard anything from our board. So on another level, an important level, you all know that at Hunters Point, equipment was put so that they could register the very, very high levels of asbestos structures. What did they do . Which some of you supervisors have taken money from, they removed the batteries. I know. In any project, and more of dubious projects, that supervisors, including mayors take a lot of money. Illegal money. They think they can use a mechanism of this money or whatever, but that is blood on your hands. So i dont mind suffering, but i dont like to take painkillers. I will suffer. But i will speak up. I make statements, but there are supervisors that have their hearts in the right place and those who get my blogs, they know they have to do what is right. Thank you, very much. On the 19th of this month, you heard from 90 black skinned coloured people, both male and females pertaining to discrimination based on race. By all of the departments here in the city, i submit to you that you are running a correct and organize enterprise in the city and county of San Francisco you originate by ethnic cleansing in the fillmore area by justin herman. Any further compound the problem years before them in the forties , with chemical warfare, by using hazardous chemical materials, and the Hunters Point area which kills thousands , probably millions of black people. It just flows. As a result of your employment discrimination against blacks, and every department within the city, and numerous testimony took place, i find it odd that the two black females in the authoritative position failed to appear. And they have the audacity to tell us about employment and about how you dont appreciate us talking about employment and people who are making 184,000 for sweeping up shipped off the street. And you say it was 80,000 and i was being disrespectful. It is not 80,000 a year they are making. They are making a hundred and 84,000. I appreciate you talking to me like that. It just flows. S. F. Glove , gov, please. The bay area has an increase in modern rent. Given the neighborhood sponsors with more than 30 of the decrease in the number of low income africanamericans, latinos and asians living there. It says in the agenda we have three. Ok. My name is anubis. Good evening to madam president and the fellow board of supervisors. I am a San Francisco native and i was homeless for six years on the streets of San Francisco in the city that i grew up in. I have come here today for the general Public Comment to talk about homelessness and the attitude that the city seems to have taken towards the Homeless Population. More than ever, we see that the city is trying to house Homeless People but on the same token, it punishes and it criminalizes the Homeless Population for simply sleeping on the street. I am a person of reason. I understand that people and your constituents have fear of people who commit crimes or perceived to have committed crimes. I understand action seem to be taken when true crimes are committed such as robbery or violent crimes, et cetera. The people should not be criminalized for the simple act of sleeping. And it has become very common in the city for d. P. W. To cave into businesses and even to put barricades on public property, but not only dampers, it dampers the ability to survive on the street but the ability for the general public to use public spaces. One example of this would be the u. N. Plaza. In summary, i just want what im asking for is i want this board to send a message to the entire City Government and the current mayor, that you will not stand for decriminalized of the criminalization of homelessness. Supervisor cohen thank you for your comments. Next speaker, please. Tom gilbert d. I mentioned earlier about gavin newsom running for governor. He is the man that pressed court against the washington vote. He was saying we need a new formula. So the people of San Francisco said to1 margin, we dont want eight washington. I am wondering, where is he coming from and what his new formula is going to be . Again, financial profits. From what i understand, the world dash the word is fire, now. Financial, insurance, real estate runs the world. We have a situation here that we are going to leave behind 25 or 30 Affordable Housing starting at hundred 20,000. And yet we have social needs in our community. The weave is wearing apart. Where are we going to get Senior Housing . Where are we going to get foster kid housing . Disabled housing . Section eight housing . People that are on the margin that cant afford their own homes anymore. People in the margin who cant afford their rents anymore. We need dignity homes. They dont have to be large, but they can be they should be placed in every format. Especially what we are talking about today in this 15 15,000 or 1500 homes, again. We think 25 is great but how can a teacher make a hundred 20,000 and afford a home here . We need to reweave our society. We need to bring the Government Back home. Times are changing. If we can do this and set this model up here, it can be multiplied into every other community. We need a new direction. Thank you. Supervisor cohen thank you for your comments. Next speaker. Yesterday Michael Savage made a very interesting statement about christine forward and how she works at some christine forward and how she recruits ford people for the c. I. A. Everything that the American Public believes is a lie. What is his name . He was there talking about that. Do you remember that guys name . What ever. This is big. I dont know why Rush Limbaugh did not say anything about it or sean hannity. I cannot listen to 12 hours a day talk radio. This is big. It makes perfect sense. Christine forward ford is lying about sean kavanaugh. You cant have one big mouth lady bringing down one guy. Where are the four people who were in the room. They all said it didnt happen. Jesus is unique. He can do that. He said if i bear witness of myself, my witness is true. He said in the law of moses that it is commanded that two or three witnesses, everything will be established. Not just one lone witness legacy to. Jesus said, i am want to bear witness of myself and my father bears witness of me. Do you realize what he is saying there . Jesus stands alone. There is no one remotely close to the man, the god to man. He said his father bore witness of him. He said i have greater witness than john the baptist. You will recall back in 2001, involuntary outpatient psychiatric treatment was a huge issue in california. It was hotly debated in the state legislature and in the past. And then 911 happened. What is the connection . The patriarch act was passed. It modify the Foreign Intelligence Surveillance Act of 1978 in order to get rid of the requirement that electronic surveillance be conducted for foreign intelligence purposes. Also, there is still a requirement that the target of intelligence be an agent of a foreign power. However, that is a low bar to meet. All a person has to do is meet the requirement for civil conspiracy, which can mean encouragement. Someone who encourages terrorism i could make that. I could meet that by. I am not saying that i ever encourage terrorism but it is such a low bar to meet. There is a lot of grey area. One somebody once somebody is under electronic surveillance, what can be done . They can be entrapped into the commission of crime. Once they are entrapped, then they can be subject to incompetency to stand trial. They can be designated as incompetent to stand trial. This is a backdoor commitment to root for involuntary outpatient treatment. These people can then be committed and here is the proof. San francisco t. V. , please focus on the laptop. To my left is supervisor ahsha safai, and i believe supervisor fewer is on her way. Madam clerk, do we have any [agenda item read] supervisor tang thank you very much. Can we please call item one. Item one is an resolution establishing new [inaudible] and establishment of new sidewalks authorizing Real Property transfers and waiving provisions of administrative code chapter 23. Supervisor tang thank you. We have brad benson here from the port. Good afternoon, chair tang, supervisor safai. Brad benson representing port director Elaine Forbes on behalf of the pier 70 project team. Today, were talking about an implementation step for the buildout of pier 70 that was envisioned at part of your project approvals last fall for the pier 70 28acre site and the 35 acre special use district. So this represents this slide represents the 35 acre special use district at pier 70. What is shown in outlined in red is the 28 acre site that will be developed by a subsidiary of forest city. Were here today about the box in blue which is the future parcel, one of the first sites that will be sold for market Rate Housing Development at pier 70, and it generates much needed proceeds to pay for project entitlement costs. Specifically, were here today to vacate a 12foot strip, excess strip of michigan street, which would remove the street designation, allow for a Larger Development parcel and pave the way for a new street and sidewalk. So on left, before the straeet vacation, we have an extra wide michigan street, which will be a one block straight with parcel k on one side and a historic core on the right. After the street vacation and a subsequent action by the board to approve a transfer map, michigan street will be narrowed. Part of it will be conjoined with parcel k north through the transfer map, and part of it will be added to the historic core. Theres actually a Historic Building that encroaches a little bit out in the street today. Following if this Committee Recommends the street ordinance and the board approves it, after that action, a final transfer map would come to the board of supervisors for your approval, and then sale of parcel k north for market Rate Housing Development will also come to the board of supervisors for your consideration. So were at october 15. In december, the street vacation ordinance would become effective. In january , the board of supervisors would consider the parcel k north transaction, and in february , the transaction would close. And with that, concludes my presentation. I can go through it if youd like me to or jump to questions tappi. Supervisor tang sure. Why dont you go through the presentation. Thank you. So the way it is now, sfpuc has owned solar generation, and we have over three megawaits throughout the city, 23 project locations, and all of those systems have interconnections agreements with pg e in order to energyize the system and to connect to their grid. The board has historically approved those agreements, and we were given ongoing authority to enter into those agreements. Form 79973 with pg e with ordinary unanimo ordinance 14414 several years ago. And so needs have changed for us. There are two main items that have changed. One, our customers are starting to install their own solar generation as a result of the better roof ordinance. And additionally, sfpuc is operating under a different agreement with pg e under the wholesale distribution tariff. So were coming here today, asking for authority to sign two different agreements with pg e under the customer owns solar generation. Therell be two different forms. One for our customer to sign, form 79988, and then, a form that p. U. C. Would sign, the customer generation agreement, 79992. And in addition to that, were asking for authority to sign the whole sale distribution tariff agreements for our own solar generation, and we have several upcoming projects that would fall underneath that with a high school and opera house. Let me see. So thats basically it. Let me know if you have any questions. Supervisor tang thank you. And i know that the other piece of legislation i think we might have i dont know if you just touched upon it or if it was skipped over very quickly, but just the delegation of authority to the other departments, do you want to explain that . Yes. So in addition so additional departments we expect installing their own solar over the next few years, so rec and park, police department, airport, various other departments, we expect to install their own solar, so they would need to sign the same agreements. So the first test case would be sfmta, where they have a system coming online shortly. Supervisor tang okay. So all right. So just to confirm, we are delegating our board of supervisorss authority under the charter to allow the m. T. A. , p. U. C. And other departmented to enter into agreements with pg e to exceed ten years. And i have seen this type of waiver frequently before, but just to point it out that we are waiving some of the competitive bidding, firstsource hiring and some other requirements, just given that they are not feasible. Yeah, i guess they wouldnt apply since theyre not competitively bid, the projects. Supervisor tang okay. So all right, colleagues, do we have any questions, comments on this item . Okay. Thank you. From my understanding in reading it, just improving Pedestrian Safety in midblock, Pedestrian Access for this project, and its part of the Transit Center district plan. Yeah. The project is 250 park street howard tower. It memorializes the portions of main street, beale, and mission street, and parts of the streets will be widened, except for mission, which will remain the current width. This is an ordinance that our office has been working on with the 00 John Buck Company to widen the sidewalk and get the traffic back to normal and get tenants back into the building. They submitted their sidewalk legislation in september 2015 and received an atrisk street improvement permit application on may 9, 2017, so its been about three years that this project has been waiting to get their sidewalk legislation approved. Theyre also going to get their temporary certificates of occupancy on october 24, 2018. Supervisor tang would you like to talk about the items first before the amendment in general . Yes. Apologies for that, chair tang. What we have before you, supervisors, today, is consideration of a major street vacation that would allow for start of construction of this 50acre Public Housing revitalization project in may of next year. I think when we have the presentation, well go over some of the main objectives and Public Benefits of the legislation, and then, im going to allow ramy dehr, the Housing Development lead from the codevelopment team, mercy housing, to go into more detail with the project site and also the intent of the legislation. And then, of course, representatives from public works, the Mayors Office of housing and Community Development and myself representing the office of economic and Workforce Development are available for any questions that may arise. Supervisor tang thank you very much. Thank you, chair tang, supervisors safai and kim. Im here today on president cohens behalf as the or of this legislation. This is a necessary street vacation that will allow us to move forwato president cohen introduced this resolution and the ordinance before you last month, on september 4, and today we seek your authorization that memorializes a future s. F. Public utilities action that theyre meeting which will allow for public utility easements to be determined surplus and vacated, and following that, staff will be available to answer any questions. These are for the colleagues. Thank you. Good afternoon. My name is remy dare, and im have mercy housing california, representing the development team. Im going to give you a quick presentation. Just to refresh your memories, sunnydale hope s. F. Is the existing revitalization of the housing site into a new development with all new housing, 17 over 1700 units of affordable and moderate income housing, 60 of which are affordable, including replacement units for existing households. The other Public Benefits of this development will be that well be creating an all new utility and street infrastructure grid, new services to serve the community, and 30,000 square feet of neighborhood space and mixed use buildings. We started our first building the Master Development plan in january on an infill site that we purchased across the street from the development, and we are now in predevelopment and permitting for block six, Affordable Housing development and the associated infrastructure of five acres. We are hoping to start the construction of the infrastructure portion next spring, springsummer and then follow that immediately with the construction of block six. So we are requesting the board of supervisors approval for a master street vacation ordinance that would allow us to come at this time in the next couple months for onetime board of supervisors approval to vacate all existing rights of way within the sunnydale Master Plan Development area and then as we embark on the phases of development, the d. P. W. Director would be authorized to review each phase of development and allow us to enact the vacation of those rights of way within those phases. The conditions that we would have to meet would be reviewed by the d. P. W. Director. Were also seeking the citys authority to allow for the necessary conveyance of those vacated rights of way to the San Francisco Housing Authority so that the Housing Authority can then execute longterm shortterm or longterm leases for us to be able to develop those sites with infrastructure housing or community benefits. There is also something that would allow us to have sfpuc maintain existing public utility easements so this would give us new time to build infrastructure, allow the city to test that infrastructure while were still operating the existing infrastructure in the rights of way, and then those older utilities would be abandoned after the new infrastructures accepted. So on the left diagram, you can see how we have divided the Development Site into phases and how the master street vacation ordinance would allow us to get a onetime approval and then come back through the city d. P. W. Director to obtain approval for vacating rights of way according to these phases. On the right side, you see a diagram that shows how there will be all new streets, realignment and street grid overlayed on top of the existing site. So the schedule that we are here today for the committees approval, and then were intending to go to the board of supervisors next week for the resolution of intent. We will go to the sfpuc commission for approval in december, and then come back to the committee in january and finish the process through the board of supervisors in january. That was my question, the expected timeline on sunnydale hope sf. This was the other legislation wher legislation where were asking we bought a site across the street. Its on the corner of handwritthahy and sunnydale. Were targeting to complete that in august of next year. We are currently working on the design and permitting of the next phase, which, on this diagram, is the kind of red and then, the green above that, we actually combined two subphases into one phase, so that is our block six affordable development, and the five acres of infrastructure. And so were actually working with the Housing Authority to vacate that area of existing residence. Those recess dents are moving to other vacancies within sunnydale right now. Were hoping to create a site by the end of november , beginning of december, and then conduct the building demolition in that area and then follow that with in may, following that with actual new construction of street and utility infrastructure. Well be back before the board of supervisors for that public approval agreement and others like map actions for that phase. So well be able to start that construction in may, and then follow that with a vertical block six construction in august of 2019. Supervisor tang and what is the expected completion date for the vertical construction of block six . February 2021. Its a large development. Supervisor tang oh, wow. Wow so and during that time period sorry. This is a project im not as familiar with. Between 2019 and 2021, those residents will be at alternate units for about right. They will continue to live in the current vacancies in sunnydale, and then, weve organized the sites into groups so figure out who would move into parcel q and the unit in block six. And six is the block six is 1 00 affordabl, and itll be primarily replacement units for sunnydale households, and then, therell be some general, as well parcel q is 55 units in toting and block six is 167 units in total. Supervisor tang and then, the site you said was mixed income. Sorry. I think i spoke too fast. The whole development is mixed income. The way we designed our blocks, we have 14 affordable units or 14 affordable blocks. So when we say affordable, your typical tax credit affordable. And then, the next block, next door, might be a moderate Income Development that would be developed by another developer, but we would assist the Housing Authority in identifying those developers. Supervisor tang when you say moderate income, what do you whats the range . We havent done a study in a little bit, but could range anywhere from 60 to 120 or 130 a. M. I. We would need to figure that out with the city. Supervisor tang and there will be some market rate units here, as well. Right. Supervisor tang and when will that get phased in . We actually probably see it a little bit on the diagram on the left there to the right of the red area. There is going to be a market rate or moderate supervisor tang ask sfgovtv if you look on the right side, thats half of our First Development phase. So the right of it, youll see a small rectangle. Thats a new site thats going to be created through the segment of blythedale, and that will be a moderate income site that will have frontage on hahn street, and we think thatll support about eight units. Supervisor tang only eight . Yeah, because this is a small infill site. Supervisor tang oh, is its that oh, its very tiny. Yeah. Thats our very first market rate site. Supervisor tang so when you say 60 affordable, you mean, throughout the entire project. Where is the 40 that will be unrestricted . Itll be located in different blocks, so the majority of the blocks actually so if you look at the diagram on the right side, its a little hard to see, but you can start to see some of the outlines of the new housing blocks. So 14 of those i should say 13 of those are affordable, and then, the rest then there are four open space blocks and one Community Center blocks, and the rest are the market racemoderate income blocks. Supervisor tang and how many is that and where are they located . I dont have a diagram here, but weve tried to intersperse them throughout the site. Supervisor tang because the basic concept of hope which started in chicago was to actually have market rate, moderate and lowincome units together. My understanding in chicago is they were mixed within the same buildings. Right. So were not able to do that here in california because of the Tax Credit Program structure. Supervisor tang oh, the tax Credit Structure is different here than in illinois. Right. Supervisor tang im just curious how its different in the mix. Like, if they cant be within the same building envelope, im curious to see how it would be mixed. When you say moderate income, theres income restrictions placed there . No, im sorry. Its just that we given the area, that we think it would be mad rate. Supervisor tang i think its important that you state that those are moderate income units, but i think that its very misleading to tell us that youre building moderate income units when theyre unrestricted units. I think its fine to state that thats what we are building, because the whole concept of hope sf is you have mixed income communities, but i wouldnt state that theyre moderate income unless theyre deed restricted. I know that the the major goal of this proposal is to i mean, these are going to be this mercy is going to be essentially managing the property for the remainder of the development.
