As i said when i started the presentation, we have continued to get inquiries from the commission related to the Implementation Committee spanned and so i thought it prude to just share a little bit more information with you today about those dollars even though they are not under the jurisdiction of the commission. As i said at the beginning of the presentation, the commitment thats been made to the San Francisco foundation on bow half of the community is over 8 million. To date and again to date through q2, over 2 million in grants have been made we have currently a 500,000 grant pending to San FranciscoHousing Development corporation to support the purchase of 5033 and some of you know the brick building on third street next to the vacant lot near bank of america and it has residential on top and those tenants are protected and below market rate tenants and the commercial space below it is my understanding that that will be a second location for craft men and it has a business for five years and space for new businesses. Our latest round of workforce funding 455,000 has included 160,000 to the workforce collaborative and were proud of this funding and even today theyre actually 11 graduates in the anchor program and nine of those graduates have come through this program specifically out of these funds out of Implementation Committee they graduate this afternoon and the anchor program is a program and the average starting salary is 40,000 but i understand and i think theyre going to share some information with you and i understand its easy for a new merchant seaman to make between 40,000 and 70,000 to start and i think its an Important Program and we decided to fund it out of the i. C. Because you can as a seaman you can work eight months and be paid for 12 and you get to travel and you stay locally and it gives people an opportunity young men particularly although theyre obviously female merchant seaman but it gives them an opportunity to work and earn a wage that will support them in the families and maybe leave the community, not to displace them but leave the community and see other things and still be able to serve it particularly if they have safe travel issues and cant work in the city. Part of our Community Benefits program that were really proud of is the things that we do above and beyond our obligations and so we have a active barrier removal component to our service and so two of the programs that i wanted to share with you are again a barrier Removal Program that we started with y. C. D. When i first started joined the company and i brought an idea and he said yes and that is looking at how we provide funds to help the men and women who want to work on the projector work in construction bun on the project and mitigate the barriers that prevent them from being able to work like union due initiation fees, monthly duce, uniforms, drivers license , reinstatement, those kinds of things so we have provided 50,000 to y. C. D. Annually for those programs. And we also provide School Uniforms for all of the district girls from district 10 who attend i am conception and thats 70 girls from the district and when i go back to school night which i visit with them, they talk with us about the importance of that gift because it makes it difficult for families to attend. I would like to encourage, the commission, to move forward with this project today. We need more employment, we need more housing, i have my daughter works for the city and she has been trying to get in to these housing things and theyre telling her she makes too much money and im not understanding none of that, ok, this is down in mission bay, she cant even get in and she works for the city. Im Michael Franklin i wanted to let you know im part of anchor program and im going to graduate this evening so i dont have that much to talk because im getting back to the other side of the city so i would like to let you know the program is great and you should put out fly ers to let a lot more people know about it because a lot of youngsters dont know about what is going on and like i said, the instructors are exceptional, theyre good and great and they feed you too every now and then so thats a good point but like i said, i dont have that much time, i have to go but the anchor program is a good thing, yall add more money to it. [applause] good afternoon commissioners, my name is joy Jackson Morgan im the executive district or at third street youth clinic and im here to speak on behalf of our program and i brought a couple of youth with us and we serve youth from ages 12 to 24 but this particular program serves our youth from 17 to 24 and with the Community Benefits funds we are sending you to college and most of our youth come from bay view or live in bay view and so weve sent roughly 60 young people within the past two years to college. We work with San Francisco state , skyline, city college of San Francisco and several east bay schools and we have youth who are placed at saint marys, we have youth placed throughout other hbcus and so these youth are interested in working in the healthcare field and these are youth who didnt really see themselves in college put through this program and we are able to help them get connected and obtain these sustainable careers and also with this program we pay for childcare, they are earn a stipend and we pay for all their school fees and books and i want to give some time for some of our youth to come up. How yall doing. Your name. Im tray sean hicks and i was a student for about two years. When i started in health core i wasnt really thinking too much in to it but, since i got in, i broke my barriers because before i didnt probably think about going to college i probably hanging out you know, not doing much with my life and i graduated at 16 and didnt take advantage of the opportunity and i did start at city and i missed up through it and they provided the services to pay for me to go back to school and i really wasnt going nowhere before and even since then, even after im not in the program they still support me and you know, help me with whatever i may need help in and i mean even like in life perspective so i mean, third street all together is like a big Resource Center for youth at risk youth at that and i was an at risk youth at one point. So, they provide a lot of Services Including the health core program which actually open your eyes to bigger perspective because i was bond to the community i live in which is bay view Hunters Point so me personally, they did a lot for me personally in my life. And they can help a lot of people actually. Thats great. Thank you. The rest of them are actually at school and some had to leave because they have a midterm tomorrow. Thank you. Good afternoon commissioners for the record marcus, tart on the Center Director with renaissance entrepreneur ship center in the bay view and we provide comprehensive Business Support Services and training and mentor ship and networking and access to capital peer support for Small Businesses and Small Businesses and entrepreneurs and the bay view hunters community and recently we started our contractors initiative actually in a little more than recently about eight years ago with the support of five point and through that program, we helped to build a capacity of local contractors from the community to work on the shipyard project and what i do mean by building capacity . If you are used to working a project that say 50,000 we build your capacity to work with projects 250,000 or 450,000, how do we do that . We connect our local contractors with mentors, prime contractors that are working out in the community so these contractors include cahill, web core, clark construction, nibby and they help them build the capacity and its a Great Program and the program was modeled throughout the city and throughout the bay area, ive seen kind of parts of our program and oakland and richmond and as we know there are challenges with the program and when we say build a capacity to work on the shipyard it takes time and so the time that it takes often times is not enough for the prime contractors who actual low have these obligations so ending i want to say that five point has been a great partner with us and theyve helped us to problem solve, to resolve these issues in construction with our local contractors to help build their capacity to work on these projects and so i hope you support them and i look forward to their support. Sister lilly fitzpatrick. Good afternoon, commissioners hello sister im sister lilly and im from an all Girls College prep Catholic High School thats been around for 135 years. Our school is unique that her girls work at corporate entry level jobs to help pay the majority of their tuition and completing a full College Prep Curriculum and how does the program work . You have four high school students, freshman, soft more, junior and senior each works one day a week and five days a month because they rotate the monday between them and our girls are currently working in tv stations accounting for hospitals, banks, biotech companies, real estate companies, Construction Companies and many more and these jobs are for their girls they opportunity to be incorporate environments not available to them given their familys demographics so the girls who attend the academy must come from very low family demographics so you are all wondering what does that have to do with me before here before you today. Well im the person who find jobs for the girls. I approach for jobs for our girls and kofi was not a good fit for his office sew went outside the box and found a way to help support i am the academy and they have uniforms for the students in district 10 that attend the academy for the past four years right now its probably an amount of 40,000 and so you can only imagine what that is meant to our families at i. C. A. In the mission and we need people like kofi, and five point in our community who are already making a difference and they already have a proven track record so why cant we support them and here is five point, thank you. I work for the San FranciscoSheriffs Department and i started the garden project in 1992. And with a lot of support some of that support is from you all, from people in this building. I have several other folks that i would like to step up with me to say thank you to say thank you to lenar, to say thank you to our city and the San FranciscoSheriffs Department and to the fact that in the last five years weve employed over 2,000 teenagers this past summer we made it through 13 to 15 yearold 243 of them and 143 were boys but ill tell you this , that these people standing here today we came from work and we were at crescent and put numb street and garbage was everywhere and in three hours we did it, we cleaned it up and all i can say is we can do more and we want to do more with partners like lenar and the folks that are in this building weve done a lot and we want to keep doing a lot and so again, thank you so much and i want to tell you again these citizens have made a contribution in the three months ive known them and sometimes i dont know theyve have a bed but every day theyre there at work and theyre doing their best and i thank you and i thank you kofi and his team and i thank you. Good afternoon, commissioners my name is tim waters im Program District or at Young Community developers and on behalf of our executive director id like to make a few brief comments. As many of you why the Community Based organization focuses on delivering Workforce Development services to residents of bay view Hunters Point district 10 and to the city of San Francisco we specifically provide clients with job training and Placement Services and we engagement with industry with a significantance president s placing our clients. Lenar urban is a supporters and partner in our success and more importantly in the success of the residents of district 10 in gaining employment in the expansive construction sector going throughout San Francisco. We worked with lenar urban for several years and provided significant Financial Support for our residents entering the construction sector, speakly mitigation funds, new hires with union initiation fees and union dues, work boots and tools. Its one thing to provide the workforce training and not its Financial Support takes it to a new level and enable our residents to gain employment at construction sites by eliminating financial barriers and its important to note that len ar is fully committed and invested in furthering activities for district 10. For instance, they will provide the resources for a math academy so that we can increase placements in electrical and pluming trades and applicants are required to pass an exam i guess which has a heavy con sensation of math, he will ga bra and geometry so many complaints may struggle in this area, we have recently learned that lennar as approved a math emission proposal and furthered committed fund Going Forward three cohorts and in summary, len ar has been and continues to be a phenomenal partner and supporter of y. C. D. And the residents of baby Hunters Point and we look forward to working with them in the future. Thank you. Ace washington. Im support kofi. Hold up. I know kofi for 20 years and i know him before when he was a Re Development and i had the opportunity to do exclusive interview with them and im going to give my stamp of approval with lenar, with kofi, specifically, now i have not talked to him since the turn of point five but im going to talk to him live and find out what his real ambition is. I know he is a good guy, theres no doubt about it because if he wasnt i would talk about him right now. It doesnt make a difference of what color you are when you are wrong you are wrong and when you are right you are right. Kofi has been doing a good job despite the stuff under the ground and he is a good guy, he is a good black man. Anyway, im up here supporting him and i will speak on some other things and im duel, trying to go downstairs with the board of supervisor and i have to rush up here and i told you when i first game to fruition when you started with the o. C. I. That you had the sameday meetings both the supervisor and i told you that would interfere with me but its ok, i can go up and down but right now im here supporting, ok, you are doing a wonderful job, ive been knowing the girl when the third street merchant, talk to her. Shes doing a wonderful job and i know her presidenciesors and those before that but you are doing a excellent job girl and you are looking good too. My name is ace im on the case and kofi you have a stamp of approval and set up the meeting its time to sit down and i need to talk to kofi so i can out reach for the community. Im still in the wild wild west but i want to come to the southeast to try to keep the peace. My name is ace and im not the case. Thank you. Oscar james. Oscar james again now when le nnar came out to the community i was totally, totally against them. Ok. But since kofi has came in there and he brought leshawn theyve done a remarkable job and helping our community and especially the young people in our community, meeting their needs. Thats one of the most important things to me in our community is the young people having the opportunity to do and to bury better themselves than my generation. Kofi and ms. Walker have done a degree tremendous job making sure whatever needs in our community its being met. We still have some problems with them which im going to come up with on the next agenda but you know, when someone is doing good or right and better your community you get behind them 100 and thats what im doing and keep up the good work. I know im a wellknown fixture down here and i love all of you with ocii and i troy to stand back and not get in your face all the time but there are times when you have to stand up just as oscar james said, when something marvelous is going on you have to applaud. I am the chair for the cac for the shipyard and im fortunate enough to be a member of the i. C. B. And Legacy Foundation and those two groups which are passing out Community Benefits to everyone in the bay view and we have been working very hard to find ways to the i. C. And we are able to put money in to Workforce Development and in to housing and its been a real challenge to troy to make sure that we have, that people who are low income can remain in San Francisco and remain in affordable housing. Its a challenge but were doing everything within our power to do that through the Legacy Foundation and were look looking at coming out pretty soon and i can share this with you, were excited about it, the hacker hub r. F. P. Will go out and doing something in the community for that so were excited about that as well as the Legacy Foundation is looking at Educational Opportunities for residents, Scholarship Opportunities as leshawn indicated in her presentation. I will hurry this up, i love that i. C. A. Program. Ok, i have had the opportunity to speak to the young ladies out there so providing uniforms for those wonderful young ladies is a plus. And the participation of d10 folks in the projects is outstanding. Benefits second to none and c. A. C. As you know has reviewed all of these projects and we have been there and we have talked through things with architects and all and so i just wanted to tell you continue to do the right thing, what you are doing now, move forward with what is obviously a success, thank you. But i just wanted to congratulate five point and that was a wonderful presentation by ms. Walker and in this document theres a lot of information and im going to encourage my fellow commissioner folks to make sure that they get a copy or request a copy of the community of benefits. Through out the history of San Francisco, ive been listening and mission bay, none of all the projects in the history of this project and ive been involved in most of the mega projects for the last 25 years, come close to the Community Benefits, the diversity, the participation, the baby southeast sector what is neglected for decades, this is the only project that has met and exceeded the obligations, this is the only project as you saw the garden project, y. C. D. , now were talking about i am its the mission and its in the western edition the baby center and i can go on and on and on. Your last Quarterly Report and i guess a year ago or whatever, when you came up here did not do justice, the element of pitch when you talk to the legislature , if the talk about the Community Benefits for these five points you should say has exceeded its obligations, has exceeded its obligations were making sure our legislatures know about that and this report is a validation and its the testment to what is going on and we have to be consistent with the messages we go out there because this is a multi billion dollar project with multi years, 20 years or more and we all have to be on the same page to make sure that we are reporting accurately on that and because lifes have been changed and thank you for your time. My name is Charlie Walker and im going to show you all my card. Im a disableed American Veteran so one day yall can sit up here and be free. I am an injured solider and i was in the air force three airplane crashes, let me tell you something, what i want to know is how much money that they have spent out of that shipyard that black people have got their hands on . I did a study with an agent and i paid 7,000 for it and blacks only got 1 10 of 1 of the money that has been spent in bay view and the Naval Shipyard out there and where candle stick is and now think want to put in case yall dont know this, when i came home out of the service, fighting for this country, niggers couldnt work on bart while they were building it, i went to jail six times because i insisted on them letting me work and now i find out today that le nnar is going to put meters up and down our street in our community. Tell them to take the meters out in the White Community and see what the white people do about it. I dont think its fair for black people for them to put parking meters on the street, bay view and all the rest of the place and im going to tell you what im going to do. Im realizing when i came home that i had been shooting at the wrong people but if anybody, anybody put in parking meters in front of my house, im going to tear it up. Im going to tear it down so yall might as ready for me being here. You think that ace is here, just wait until i really go mad on yall because see, yall are not treating black people fair. How do you put parking meetings in our community and why cant we find out how much black people are making on this project. Im asking yall to have a study done to see how much money black people are making on that project. [applause] thank you mr. Walker. Are there any other speakers . Hearing none and seeing none and i will turn to my fellow commissioners for their questions or comments. Yes, i would like to thank sean and len ar and five points for their detailed and good presentation. And i would like to thank joy, i think she left with that young gentleman who came and spoke i really appreciated hearing the stories of individuals who have benefited from the funding from this program as well as the nun who mentioned how much money has been spent on uniforms. Sister little see sister lilly. Over 40,000 and thats a remarkable number and also the remarkable graduation rate, 100 going to college. That is [applause] and then also the contribution to letting these students know the type of fields that are out there especially healthcare, healthcare is an induce tremendous thats not going away and my mother worked in healthcare for 40 years, not only working there you also get benefits on your prescription and medical services and someone in the e. R. I know how those benefits can be and my mother we always got 20 and that is a huge difference so thank you for exposing them to occupation that they did not know existed and giving them an opportunity and these benefit funds have helped these youth open their eyes to opportunities that they might not have known and really made a contribution in their life and especially for jobs, jobs are directly tied to housing if you are able to have a wage to stay in the city and also lennar said in the presentation to explore the world and see what is out there and bring back the knowledge and the tools to their community is very important as well and so i want to thank you. I had one question of the work shop, do you have any stories of individuals that have gone to the homeowner work shop and it helped them benefit and gave them information to help them successfully get in to the home buying process . Commissioner, please restate your question for me. I guess my question would be do you have any stories of success of homeowners that have gone through the work shop that they learned information that helped them get in to housing or the number of attends that attended the work shop that were actually moved in to housing . So, as i stated in my presentation, we do have in the below market rate homes that already exist on the shipyard blocks 50, 51, 53, 54, 56 and 57 we do have a few homeowners that fit in to some of the citys preference catagories which ive outlined and i gave thome verbal ly, you dont have them in writing but ill give those to the staff to the comings through your staff in writing. In the report, i dont have a copy of the full report that i have provided to the commission but in that packet you do have a report that gives the total number of attends for work shops and i just pulled out a couple of the statistics from that report which is that 75 of the work shop attends have been from San Francisco and 41 have been resident but you have more data than i have in front of me today which includes some ethnic break down and things like that. Thank you. Thank you for the presentation, living in the bay view has been a Long Time Coming to really see these benefits for the community and helping them excel and get opportunities and stay in their communities. Thank you. Any other commissioner. Who is the implementtation committee . Commissioner singh, please ask me that again. Who is the Implementation Committee . So the Implementation Committee is made up of representatives of several entities. Those entities are one, the developer, two, the San Francisco labor council, three, faith and action which used to be sfop, why aim blanking on the rest of my. Oh, thank you so much, the c. A. C. , the p. A. C. And we have a open seat that we are now conducting interviews for for the seventh community member. How many people . Its seven total. Ok. Thank you. I was just having a senior moment but almost 4 00 p. M. Moment. I have a few questions, ms. Walker. I know weve gone through this many times and i just had a very long hearing this morning so my brain is not completely wired perfectly but, can you row mind me what is the total annual dollar value Community Benefits that lenna and five have i am mented out of the committee. What is our piece of our commission. Spent to date is just over 7 million. But is there an annual minimum . Like seven . There are programs that have annual spend commitments but there isnt a total annual spend commitment. Its not ten million a year. But there are programs that have annual spend commitments like the job training commitment for phase 1 and our Contractor Assistance Program for phase 2 as examples. When we say here, when you say here, where is it, to date nearly 16 million in spendtures that is including, correct, the Implementation Committee 8. 293 million. Interview it does include both phase 1 and phase 2 commitments and ill answer it more completely this way. Yes, it includes the Implementation Committee commitments and so that number inclouds money that has actually been distributed to the community through new programs like the anchor program and money being held instead at the San Francisco foundation. It also includes some up front payments for lack of a better term, some up front payments on other phase 2 commitments, d. D. C. Commitments which are your commitments like the Scholarship Fund as an example of 500,000. So because the expenditures while the programs are divided by phase, which is why i gave that list at the beginning, phase 1 and phase 2 the programs are divided by phase but the expenditures are not necessarily done that way so thats why i gave the total because were starting to pay already on some of our phase 2 commitments so thats why im giving the the expenditures to date in toe tal tee. I brought this up before and i know that other commissioners have is this continuing like i wouldnt call it worry and i wouldnt call it issues but its like the lack of an understanding that what essentially what i would lets call it the commissions money because its easy and the i. C. Money which is running parallel, im not clear whether while the efforts seem to be similar but distinct, they overlap in some catagories and theyre distinct in others, im still not if someone asked me the question are those dollars efficiently used to the extend that theres an open lap, are they combined so there isnt duplication, i dont know if i can answer yes to that. But i can. Good i love that question. Keep it going. So the Implementation Committee members and legacy fund members and then the c. A. C. , obviously were working with all of those groups. There are members on those committees that are distinct to those committees but there are also members that sit on multiple committees and so that helps us make sure that we dont duplicate services but also augment programs that might need that in the case of the again mentioning the anchor program, the anchor program is unique to funding from the Implementation Committee and im not funding that out of my direct spend programs that i manage direction ly as the developer, im not doing that but the anchor program through Implementation Committee funds is how that got funded. In other programs though, the different buckets might support one another and so give you an example. The small contractor mobile ization fund, the initial funding for that program came from the Implementation Committee, 250,000. But we again it was a pilot at the time that we did it. We knew we needed something but we didnt know how much money would be the right feed and we also have sort of a different et hos so initially we had a 25 million feed and we realize they need more than 50,000 because thats the initial limit to the loans and they needed a larger sort of nut or you know, egg to be able to really mobilize and manage their payroll example before they might get their first draw so, the legacy fund heard that and so one of the first programs being funded out of this first Million Dollars that the legacy fund has gotten for phase one, is a match for the mobileization fund and the idea that we will then be looking for other matching funds to grow it to hopefully what id like to see is it be a Million Dollar fund but the initial seed for that program came from Implementation Committee but the second pot of money is coming from legacy fund ultimately its all the Developers Money but obvious low these different groups have their own jurisdiction and so theyre supporting one another in programs where they think they need it and theyre doing distinct individualized funding for new programs in gaps where the other sources may not be doing it. So am i hearing you say that because the managers if you will of each of these funding courses that theres enough common representation in each of those management structures so that folks are talking and theyre cross references objectives and then im there so that means that i sit on the Implementation Committee as representative of the developer and i also attend legacy funds meetings and even when im not there, the o. C. I. Staff is good and committed making sure i get up dates on what the thinking and the legacy fund on any number of spending and now we have the Strategic Plan that you all approved in february but that for the stand on that first Million Dollars so we have it, we have an actual road map for the first Million Dollars so we can carry that with us and make sure we dont duplicate where we shouldnt and we augment where we should and with the c. A. C. , they see me so much theyre tired of that im sure. They love me. Yeah, so im with them regularly they have six meetings a month and im in most of them. So as a implementation question, where the anchor program sounds fabulous right, the contractor mobileization, i mean, god, thats something thats critical. What are the strategies for getting folks in those programs and i mean i hear about the anchor program and im thinking, that sounds fantastic, where do they get folks, for instance, to get drawn to those programs the contractor mobilization i mean, do you go to the o. B. B. E. Pools , l. B. E. E. Pool and focus on folks who havent gotten a contract for a while and how do you go about engaging the community is really what im asking . Very good. With the anchor program specifically again these are new , there are three programs that are new funding projects for the implication committee and the anchor program is just one. And speaking of the c. A. C. And chair honeycut and the entire committee we have other c. A. C. Members here they actually going back to the previous conversation about places where beer were distinct and they support each other. Even though the anchor policewoman is one of three new funding projects for the Implementation Committee, the c. A. C. Took on helping with the out reach for it and so there was actually a large out reach effort through the c. A. C. And so that first cohort thats graduating tonight a lot of those young men came to that out reach and now that weve had a success, we only funded that program at a certain dollarment avenue 160,000 to start, so now weve had a success and we have nine young men graduating this evening so now the district or was here and he needed to leave to get to the graduation but were talking about how they might come back to the Implementation Committee for more funding and at that time i think well look at is it now that weve had success with those nine, is wordofmouth enough . Is there Something Else we might need to do and well look at it and its a brand new project so well look at it and you ask me about Something Else. The mobilization program. So the mobilization program, that is specifically for contractors who have contracts on the project. The marcus tart was here and he is from renaissance and we have not limited our Contractor Services though to contractors only to contractors who have contracts on the projects so what does that mean . Any local contractor who wants to come in for Technical Assistance to our cap or to renaissance and wants to be partners with the mentor theyre not pre concluded from doing so and even though we could do that we have never done that and the mobileization fund though has been specific low set up for contractors who have contracts on our project and so when new s. B. E. S are signing contracts on the job if they come they know about the mobileization program now and our administrator is informed that we have new contractors on the job and if they need the program that they will bring their signed contract thats part of their application and to the program and the best day will be when we dont need it we want people to access it but not if they dont need to. This is where the Small Business contractor having to carry payroll and all these things and union dues on top of it and its just a significant burden. The next order of business is item 5 i, candle stick point re stale Center Garage status and air quality issues, discussion. Madam director. Thank you. This item is a report by staff on the status on the garage on the Retail Center at candle stick point and staff will present this was a request we got from the public wanting this item to be heard so this is really a status on the garage and the commission will have a opportunity to approval and take action as future meetings both today is just overview of status of where we are. We will be presenting on this matter and we have representatives from department of publichealth to respond to any questions related to health issues. With that ill turn it over to kickoff the presentation. Thank you. Good afternoon commissioners, the senior project manager for Hunters Point shipyard and candle stick point. Im here today to give you a status update on the plans for the candle stick Retail ProjectCenter Project and the status of the proposed garage that will serve the regional retail uses. Members of the neighboring community have expressed concerns about the garage and its associated air quality impacts. Members of the community are here today to share their thoughts with you. Before we turn the matter over to public comment, i will be giving a brief presentation on the time line of the various retail Center Garage concepts that have been contemplated since the inception of the Hunters Point shipyard and candle stick project as well as the current status of the proposed configuration. To start, id like to orient you of the Retail Center project and here you can see the site of the former candle stick stadium and the outlines of the Retail Center mixed use project which com prizes cpo2. Sub phase cpo2. Its triangular and the baseball diamond so for short hand purchasing we refer to the white er yellow area as the outfield and the grown area further in from the hillside as the infield. They will extended in to the project area and harney on the right and inker son on the left and a new street ronnie lot lane will run through the middle of the project. Over on the far left of the slide you can see the first three buildings of the newly revitalized Alice Griffith project. And now id like to walk through some important dates and history of the project foray additional context. In 2008, the voters approved proposition g which established some of the key parameters for the shipyard and candle stick point project with regard to the site of the stadium the plans contemplated a regional Retail Center with 635,000 square feet of retail and the parking was invisioned to be a sixstorey above grade structure garage with 2,321 spaces and had a primary entrance along walker drive. After the passage of proposition g in 2008, the city engage in an intensive effort to negotiate and draft all of the project documents and analysis and approval actions such as the project details, the environment al impact report, Financing Agreements and the Public Benefits of the project and after 250 Public Meetings over the course of two years the project received approval for the redevelopment plans, the e. I. R. And the d. D. A. From the Planning Commission and the board of supervisors. At that time, the Retail Center concept was similar to the 2008 proposal contained in proposition g with a sixstorey above grade garage but with additional Parking Spaces for a total of 2,766. And after that significant milestone in 2010, it was hoped the project could really get going and start the Development Process to bring much needed jobs, housing, open space and other Public Benefits to the neighborhood. Unfortunately our collective efforts to deliver on the project commitments were brought to a halt and that very next year and in 2011 due to the state wide dis solution of Re Development agencies. A lengthy period of great uncertainty followed and it wasnt until october of 2012 that the board of supervisorers established ocii and created the commission as its governing body during that Time Agency Staff had to justify to the state department of finance that our work here in San Francisco should continue and it wasnt until december of 2012 that the state department of finance finally and conclusively determined the shipyard project was enforceable obligation. With amazing resiliency, staff worked with the master developer of the project to start up in earnest on the first major phase of Candlestick Point project called major phase cpo1. Which included the Alice Griffith revitalization and candlestick center and other amenities, it was brought to about eight Public Meetings in 2013. It was ultimately brought to and approved by the commission in january 2014 at a meeting held at the Southeast Community facility. The process to develop the next level of detailed called a sub phase begins. They prioritize the sub phase known as cp01 and prioritizeing the rebuilding of Public Housing and allowing the project to fully comply with federal grant deadlines and the developer began to work on the next three sub phases seen here as the Retail Center mixed use project which is cp02 the triangular baseball dime around shaped area in the middle and the two adjacent residential and retail sub phases which are cpo3 and 4. During this time, a nationally known developer of Shopping Centers was brought on as a partner in the Retail Center portion of the project. This shows how the project was invisioned in the original cp02 sub phase application has been reviewed and approved. The red is the regional Retail Shopping area with a film and art center in light blue at home plate so to speak and housing shown in yellow flanking each side. Along at the base of the hill the project include aid hotel which is the dark blue, a highrise residential tower, in light brown, and two garage components. The first is a threestorey above grade garage with 945 spaces. And a below grade garage under the entirety of the Retail Center project with 1,798 spaces for a total count of 2,743 spaces serving the regional Retail Center. There were two entrances to the garage, one on on on on on on on walker as staff and the developer were working residents of bay view hill neighborhood expressed concerns over over the garage. After Community Meetings and other out reach they consulted and chose to significantly re design the Retail Center project to address these community concerns. What you see here is the basic emasing of the revised proposal. In the previous design, the intense uses were right up along the hill on walker drive including the above grade parking garage, the residential tower and hotel. In this revised design the developer is proposing the following. Removing the above grade garage and tower and replacing that with a green roof and open space plaza along orilious walker and the hotel and all the housing have also been shifted to the infield area. The below grade garage was reduced in size and now only has 1700 spaces, the developer has deleted 300 spaces all together from the project and has then shifted the remaining 700 spaces for the hotel, residential building and film and art center up to a separate infield garage. There are now throw garage entrances, two entrances were added to ronnie lott lane and the entrance on walker remains but has been moved further in response to community concerns. And staff is currently in the middle discussions with the developer on this current proposals and we expect the developer will submit a design for staff review early next year one of the issues that some Community Members have been concerned about is air quality namely the retail Center Garage would worsen the neighborhood air quality given the seriousness of concerns and a shared interest in protecting the Community Help they study the proposal and worked with staff from the department of publichealth to better understand the project impact and the analysis focused on the concentration of par tick you lat matter which are suspended in the air and the
