collectively with my office and his office on this very important matter. may of last year this board of supervisors unanimously pass adresolution creating the [inaudible] latino cultural district for a area of the mission surrounding 24 street. the purpose of establishing the latino cultural district is recognize the area of the center of latino culture and commerce in san francisco. this is a very special place and in this sense the latino cultural district is similar to other cultural centers in other parts of the city like china town, japan town and north beach. my office and with the mayor and residence, businesses and artist and community stake holders are engaged in a process to produce a special use district. we have been facilitating community process to development the components orphthe sud and continue to do so. we are aiming to introduce legislation for a special use district to be created effective jan of next year. we rin the process of working on that now, but because of the changes taking place we believe that the proposal which is actually very modest proposal provides the kinds of controls needed as the planning process continues. the [inaudible] makes sense for a number of reasons, among them is small business spaces are more affordable and accessible to many businesses, something which is very important in todays market where xhrjs rents are simply sky rocketing. one of the diverse neighborhoods servicing [inaudible] arts venues all of those need that small space to be able to be successful. as i noted the mayor and plan to seek a short extension of the controls and likely come back to you with a extension of 6-8 months the controls are in place while the body considered permit and controls. i know there are a number of individuals from the community in the chamber today and want to thank erica [inaudible] and so many other people from the community who have come to support this and again, colleagues these are pretty modest controls and i think the fact that the mayor and my office agree on something like this it has the support of people across the board to send the message that we need to act and we need to do so today working on the cia venta quat row movement and all of the positive things happening in terms of the community organizing we see in the mission. i-in terms of this piece of legislation as i artic yltded in committee and why i voted against it is i am in complete agreement of having over the counter permits to merge commercial spaces on 24th street isn't a acceptable state of affair squz think a ban goes too far and would like to see conditional use requirement here. we have quite a few neighborhood commercial district restriction on mergers and space above a certain square footage but typically you have conditional use to allow merger when appropriate because we know there is always going to be exceptional situations where it makes sense for the xhrjs district to allow that merger to occur and this prohibition will not allow for any exceptions no matter what the circumstances. i'm class glad there is a longer term process around special use and hope that goes well, but in terms there is our man that we are honoring. as he slowly makes his way to the the front of the chamber. will you give a round of applause to john st. croix. john st. croix is a person i have come to know and admire in my time working not only on thboard of supervisors but also in my time in the mayors office on staff. i have found him to be professional, thoughtful, caring and very quick to get an answer when you have a question. today is a interesting day because i have a proxluimation before me that will acknowledge mr. st. croix years of service to the city and county of san francisco. now, as i reviewed the proclamation there is information i didn't know of and sure many of you didn't know. i will share a little information about mr. st. croix. under 10 years of leadership of san francisco ethics commission increased the staff of the department from 8 to 16 and budget of 8 hundred thousand to 4.5 million dollars and that wasn't wasteful spending. in addition to [inaudible] intelligent and professional staff, john saints croy served under 16 different members of the san francisco ethics commission and plire to the service to san francisco, he spent nearly 20 years of the staff member in united states senate. he served as chief of staff at new york city council and city director in the united states house of representatives. i think we may have been underutilizing you. john st. croix had a seconds career teaching essential studies, glx political science and plaus aef to high school and college students at san francisco state university. it is important to know this is not only a gentlemen but it is a scholar. he graduated from the university of massachusetts, obtained a master degree from harvard and served for 3 years as a cochair of [inaudible] kennedy schools bay area alum nigh association. on a personal note you should know this is a man that has a heart of gogold. in addition to the years of public sunchs he also volunteered for 7 years at the larken street youth foundation. he is also a ordained deacon in the presbyterian church. this is something i didn't know. and this is probably his most greatest accomplishment, he is a single dad who adopted his son timothy from foster care. ladies and gentlemen, the san francisco board of superizvisors extend and proclaims july 28, 2015 as john st. croix day in the city and county of san francisco in acknowledge to years of dedicated service as the director of the san francisco ethics commission. it is a pleasure to serve san francisco with you, john. >> thank you. >> thank you. >> thank you. i one time i asked you something and you were in boston and you said it doesn't matter, i'm here to answer your questions so we follow the laws. i want to thank you for being there for me and answering president. i wanted to say thank you for your service. i know running the ethics commission is not easy. there is a lot of really in some ways the heart of the structure of our political system in san francisco and we in san francisco are very passionate about politics in all the forms so i know there are times when the commission is sort of at the center of that storm but it exists because of the compassion we have in san francisco for good government and smart policy and the love of the city. i experience you to be a turfic administrator, someone who is responsive and cares about ethics in with all the tedious business of government that we do take time to acknowledge the real people out there, the people that we serve. today i speak on behalf of neighbor and friend nora lynndoll. nora worked as a psychiatric social worker for department of public health for 35 years dedicated to providing care to her clients, promoting their health and happiness. she is twhouchb longest standing memberoffs frebds of washington square and supporter of effort in north beach. she is a native of noreth beach raising 2 sons as a single mother and contributing to her city in the spirit of saint francis. mrs. lynndoll is a lover of beauty and appreciator of life in san francisco and her circumof friends and family. this sum of part on begins to describe nora. it is my privilege to honor nories many contsbutions by declaring today nory lynndoll day in the city and county of san francisco. i think we have ben here. would you like to say a few words? >> norby couldn't be here today so we would like to thank the board of supervisors and everybody who helped produce this wundserful honor. when i asked nora what she mightment to say the first thing she thought of is let people know how much she enjoyed working for chileds and family service squz think that speaks to her extraordinary cam passion and empathy. she also wanted to acknowledge all her coworkers. it is very difficult to ovestimate the positive impact of mental health workers in our community. i'm a little nervous, sorry. basically i would like it thanksgiving you all and all her friends who came out today and it is just a great honor, so thanks very much. >> congratulations. and, last but not least, we have supervisor avalos. >> thank you president breed. i would like to call up jose, luis mejia. i know you would bring that hat. one of your hats, actually. born and raised in san francisco and east oakland to immigrant from elsal vudor and quata malla. flipped the script from experiencing violence and the street economy to dedicating his life to creating positive change and opportunity in locum community and at the national level through direct service and policy. jose worked as a utengaget strategies, researcher, advocate, public trainer and advisor. he used his life experience to help others as a peer educator sharing our liferbs races and experiences. a stigma elimination program at the mental helt association of san francisco. jose served as national youth ambassador at the youth lead rbship institute, where i use d to work and community advisory panel at kqad. jose came to [inaudible] as a young adult advocate in 2009, worked to develop and over see [inaudible] and became associate director of [inaudible] he worked [inaudible] total of 6 years. jose is the heart of [inaudible] for many years keeping all of us grounded with commitment to validating the experiences of san franciscos young people and leading with quite strenge to insure these voices were at the tables when decisions about their lives were being made. no choice but but us without us was the tay sf motto which he lived by. remember that? he was ininstrumental in the successful advocacy [inaudible] tupe the age of 24. jose will continue this month with advocates as director of programs. i used to work at [inaudible] soon maybe you'll be in labor as well. maybe a supervisor. he is the proud father of 2 children [inaudible] one is here now. i want to read 32 to you one of jose luiss coats that is a guidance for life. i view my life as a tool to be used in suvs for or pupil in greatest need. jose luis mejia. >>-you want to share with us any words of wisdom you may have? >> well, i'm very humbleed by this. to be honest i was all most not going to come to this today because i feel a little weird about celebrating myself, even hosting my own birthday, it feels weird. i appreciate you and the youth commission for this. supervisor avalos and my beautiful daughter couldn't make it. the reason i chose to come is because i want my daughter to have these positive memories and knowing that whatever she chooses to do in her life that we help support our community in whatever way shape or form you choose to do that. okay mama? lastly, i want to thank all of you supervisors, i know you do tough work day to day and it isn't easy making decision in your district and city wide and hope moving forward and continue to work with you to improve the city for children families and those in biggest need. we know there is need when it come tooz housing foster youth and hope to stay engaged work wg deadline to submit one of the 2 version by this friday. in order to insure one of the measures does get submitted in time, i move to approve item 71 subject to the follow conditions: if by 2 p.m. friday july 15, 2015 the board approved file 150809 which is the amended initiative ordinance on fridays agenda, the clerk will submit that ordinance to department of elections for the november ballot and will file item 71. if the board does not approve file 150809 by 2 p.m. friday then the clerk will submit item 71 file 150658 to the department of elections by 5 p.m. friday so i move that. second ballot measure we are introducing for the ballot and thank my cosponsor supervisor avalos compose and mar. directs the city to prioritize the production of affordable housing and homeless housing development on public land that does not serve city function. as i often talk about i'm committed to insure we continue to do more so affordal and middle income housing and ichieve in the goal of 33 percent affordable housing and 50 percent including middle class housing mandated by proposition k last nrfb. the ballot measure adds aorttool to address the cities wereening housing crisis. the surplus property ordinance was written in 2002 and amended in 20 o5. this clarifys the cryteria and process where we deem property surplus underutilized or opportunity zone and therefore able to yoirf more sites we can build affordable and middle income housing. i want to recognize malia cohen for working closely with our office on a series of amendments that would help to clarify how this work and recognize the mayors office of housing, in particular ken rich, mike martin, nicky wheaten for providing feedback on how to make this a clear process for everyone. we know that one of the ways we can help produce affordable housing is do it on land that we own. land is the single large ss line item in any development in the city anded sheboo as creative at possible not just looking at land where we have zero city interest and looking at land where we underutileize lands or have a main use and can build on top of it. colleagues i ask for your support. thank you. >> thank you supervisor kim. fr the castro neighborhood and the second was for buildings under going seismic reto fit and this will extend the castro legislation to district 8. we know we rin a housing crisis and need housing of all varieties and all income ranges and allowing in law unit or dwelling units built into existing structures, not creating new height or bulk and throughout a neighborhood is a very very efficient way of creating new housing. the buildings already exist, the utilities are already there, it is just a very very good way of adding new housing in the city. we know in law units are the most affordable type of non subsidized housing. in addition under the legislation if the build sg aurmd rent controlled the new unit is rent control. we can create new ronet control and this legislation allows for that. the legislation has gotten broad support from a number of different neighborhood association in district 8 with respect to the original castro legislation and now with regard to this expansion and i ask for your support. we do have a minor amendment. there was apparently when the legislation was prepared there was reorganization and so there was a inadvertent omission. i'll hand it over to mr. gibner to explain that. it is easy piece of clean up that will not require a continuance >> thank you supervisor wiener. supervisor--oh. city attorney john gibner >> thank you. in the drafting provision was accidently deleted that provided that in accessry dwelling units under the seismic retrofit program the unit must be within the existing building envelope. i believe supervisor wieners recommended amendments would add to the district 8 ordinance a new section 207-c 4 b that would provide-sorry, c 5 b, that provides accessry dwelling unit is constructed within the existing building envelope or structure as it existed 3 years prior to the application for building permit and renumbering that follows. you don't need to amend the district 3 ordinance along the same lines because if they both pass it makes that amendment to the code >> thank you and colleagues one of the corner stones of the various accessry dwelling units is the units are in the existing building envelope in every piece of legislation including the seismic legislation but because of a over site in the legislation it was removed with respect to seismic legislation so we will reinsert it here so 90 days and come back. >> i want to thank supervisor wiener for picking this up. the adu is a topic that has come up with many years. i'm delighted to join supervisor wiener in trying to get our city to take a step in that direction. i'm supervisor of a district that struggles with how to do its part to help house all the people in the city. we also have a high percentage of seniors looking to remain in the neighborhood but find it difficult to manage the stairs and hills so we are always looking for ways we can better accommodate those in the district are limited mobility. there is a lot of things to like about the adu's. the fact they are eke logical and economical. the fact housing can be dispersed across the district rather in one place. the fact a lot of the units are likely to be more accessible-being supervisor of a district where nairkd character is important t is great to know we can add housing without changing the exterior configuration of build squgz the opportunities to add rent controlled housing in 2015 is exciting so i'm delighted to offer this for your support and hope that you will help district 8 and 3 move on in the housing quest and we will find other district in the city following suit >> thank you sfr supervisor christensen. supervisor kim >> i'll support 73 and 74 but i wanted to speak about the 3 amendments city attorney john gibner outlined because i introduced them. the first is prohibition of accessry dwelling units in building where there is a ellis act eviction in the previous 10 years and this will be going the planning commission as mr. gibner mentioned. i also propose 2 other amendments i want to briefly explain. one is actually aligning these 2 accessry dwelling units ledge slailgz to the one passed by then president david shoe prohibiting subdivision. this just insures that any rental-the new rental units which are here to actually add to the rental housing stock and will be under rent control are restricted to convert to unit of ownership for individual sale. the amendment that i introduced was a replicate of what was in daveuds shoes legislation. the third amendment is to prohibit short term rental in accessry dwelling units which should be primarily for primary residence and i also did have some questions on the ability of the planning department to be able to enforce short term rental in accessry dwelling units. i bow supervisor wiener mention there'd are ways to separate the addresses to insure that the primary home owner or tenant in a main unit couldn't use that address >> student to rent out full time a dwelling unit and hope we can continue to have that discussion as it moves through planning commission. i just have a fear that property owners will build a adu rks turn it into a full time spr and won't fulfill the need of which the legislation is in10 tendsed to impact which is ease some of the housing crisis by easily adding more units on to the market without adding height in most neighborhoods which i definite support. so, i'm look for the conversation with the planning commission and the 3 amendments coming back. i know there continues to be concern and i think this is something that i don't understand as much but continue to hear from the neighborhoods about the exception to 311 and 312 notification requirement frz increasing the height of the building to add adu. i know it isn't a big increase but some neighborhood groups said they would like notification and hopefully that is a conversation we can have. i will support the items before us today and look question i thought i would ask at this point because i don't know if it is a question for city attorney gibner or city planning and i'm glad we are using accessry or adu because a lot of times we use to unoccupied floor areas. in theory it could be added to a attic but that is economly infeasible. most of these will probably be added to garages or storage spaces on the ground floor that are not >> good afternoon supervisors. my name is judy bishop is this isn't my first appearance in regards with the city and planning, but there has been some leans on the property at 4801 third street, which i know we have been abiding by paying the abandoned building fee, but we were in litigation since 2009 and the litigation is over, however, we were in conference with the city in a project in which that this-these assessments and leans-some of the leans they are applying to us, should have been identified in the settlement when the city hit the building back in 2009, then again in 2013. there was supposed to have been no leans but it seems like we have paying our abandoned fee however, we are being charged additional charges for administrative fees and other fees that they tack on in terms of supervisor fees and things like that so my comment was that i show a record where we have been paying since 2011, we paid 1496 dollars to prevent any directors penalties. this was the first time we were going court after 2009 on this property. then again, on 2012 we paid 765. again on 2014 we paid 675, then we got another notice and then we submitted 1038 dollars. we are trying to figure what year wree be assessed for. >> thank you very much. there will be a opportunity to talk to staff. any other commenters? ybcbd. at sfmta we have 2 parking garages within t district and we are among the largest payers into the cbd. as part of the district we durive a lot of benefits from the suvss they provide. they promote the area and make it safe and clean and we are very supportive of what they do. i want to spend a moment to talk about the staff and echo what [inaudible] also said. having work would the cbd for about a year now i have a tremendous respect for exectev director cathy mopeen and her team. they work really hard to understand the processes of the city and do so with a high level of integ rutry on behalf of the neighborhood they serve. as a member of the renewal committee i saw what went into the process and the methodology it use today come windup the renewal. cathy mopen is thoughtful in her approach to insure they serve the needs of the people in the area, both the residence and non profits and businesses and museums and cultural centers woo value as well as visitors and went above and beyond to conduct outreach for the community that is a model. in addition she is done so with the ininvolvement with the board. we are impressed with the cbd and think the we ralocated in the community benefit district and just wanted to show strong support because of their support for non profit institutions like ours as well as art institutions. the support they give us include streetscape programs they implement, those large and small. they improve public spaces with public art plans, greening programs, bike racks, alley design jz more all supporting the visitors that come to our institutions. yerba bena night which is organized by ybcbd celebrates with dance arts and musing and perform squns attended by 10 thousand people last year and draws attention to all the cultural attractions in the neighborhood. it is one of my favorite events. also provides grants to neighborhoods groups and non profits like us and they support efforts such as family programs, public art projects and cultural exhibits. this type of support also just engages our neighbors and people in the neighborhood and it is just really important to have that neighborhood cohesion and celebration. also just for us one of the most direct impacts is simply every time one of our visitors comes to visit spur they see a clean safe and inviting neighborhood and the [inaudible] return and many different elements of the organization that is helpful to our small business as you are well aware, the neighborhood when we got there 28 years ago is completely different from what it is now. we have mu scony and visitor squz att park. we have so many people and so many residence and what the cbd does is serves as vehicle to bring so many different dynamics of the community together and we benefit from that. we benefit from the 10 b program they provide police serves for community. the neighborhood guides who are also trained in dealing directly with homelessness issues, so it is great orgzism we are happy with cathy and the staff and everything taking place in regards to what it has done. the graffiti removal, it goes on and on, it is a great project, so we strongly recommend that committee. from the committee stand point we are dedicated to emproving the public realm in the neighborhood and thirng you heard some of the projects we have done. we have oreb 30 projects in streetscape improvement plan. a good example is [inaudible] where we have been able to create a new public open space and have a graut laut of great projects in the future. from a resident standpoint i want to tell if you can imagine what it might be like living in a neighborhood where there isn't a community benefits district and visit friends of mine and they ask about it and i tell them what we do and say this is great because we don't have a organization like that we can reach out to if we have safety issues, if we have trash or graffiti issues. they feel like they have to reach a remote city bureaucracy to deal with the issue or may pick up the phone and call you and your office, so having the community benefits district in the neighborhood to provide these services is a very extremely responsive. people know who to call and take care of the problem right away. so, i just urge you to keep this great service going forward and to support the renewal. thank you. >> thank you gaurdance festival to speak on support to renew the community benefit district. i would thrike read a few statements from a letter submitted by our board of directors at the yerba bena gardens festival and artistic director in support of the vote. the board of directors and staff support the renewal. ybcbd offers vital neighborhood services and built productive partnerships with the city residence business and cultural organizations. ybcbd provides needed grants to art projects that help make the nairblds a wonderful place to live. yerba ben agardens festival is the organization that produces and present more than 100 outdoor free and live performing art programs in yerba bena gardens and outside public spaces of the yerba bena gardens including the esplanade, jessie square, the childrens garden and east garden [inaudible] attune to the public street scape, live ability and attraction and attractability of the city, ybcbd is a valuable partdner making sure the city and yerba agency had a vision and this vision has come to play a new path and the yurby buena community district helped keep us together as a community, helped give us a voice and provide vision, helped look to the feature and i think it is essential to keep the yerba buena community district together for another 15 years to make sure that all of the projects that are on the plate already in progress will have a very nice and cohes irfb and neighborhood application and all have a voice together and hope you will approve the renewal. >> thank you every much next speaker please >> good afternoon my name is cathy mop and the exectev director of yuba brena [inaudible] thank you for the opportunity to come before you today. i want to reiterate why this is important for the neighborhood. there are a lot of changes since we were formed in 2008. 5 thousand more residence moved into the neighborhood which doubled the population from 5 to 10 thousand people in the neighborhood. we had thousands more workers as buildings have been refurbished and we'll see the expansion of sf [inaudible] in the spring of next year and expansion of mu sconey will bring 10s of thousands or more people in the neighborhood. i also want to say i feel we have done a good job about the public outreach. making a effort to reach out to all asspects of the neighborhood. we held more 70 public meet squgz tons of one on one meet wgz property ownersism we heard a lot of things from the neighborhood. we are excited about expanding services and will double down on the cleaning because you can never be clean enough. we'll add more money to streetscape impruchbment projects and we are excited working with sfmta to develop some pulestren safety and traffic enforcement initiative frz the neighborhood because like it or not wree a on and off ramp to the free way. this wouldn't have happened without the support of the board of direct rbz. i want to thank them and all the supporters that came out and want to recognize and thachck supervisor kim and her staff for their incredible and staunch storet e support and willingness to listen and enter into dialogue with us as we work to improve the neighborhood >> gentrification took place. it is true this community benefits district will do this and that, but one of the things they need to do is outreach to the black community and to the filipinos so that they have a opportunity to bring back what was lost. i hope that this district will pay a significant amount of attention to south park where at one time that entire area was owned by blacks. having said that, we know what redevelopment is doing all over the city and some of us who are asleep we should awaken up and see what has happened to the fillmore. we know like what is happening in district 10 and who is fast asleep in that cockpit. this community benefit district depends on leadership. good leaders know the way, show the way and go the way and it seems from the comments that the people are making here, they are making good comments about the present, but they need to reach out to the past so that you can do it. it is just opposite saint patricks church. you have a beautiful garden. i figure out why certain property owners are now paying 3 to 400 percent more for their assessments when the actual budget itself is less than 100 percent more. this quasi government agency lacks building. as a personal statement i spent my first few menths in san francisco in the yerba bena district and saw the benefit of the cbd. then i moved to my current unit which was just across second street from yerba bena and discovered how badly we need a cbd in our neighborhood. now, i'm representing one effort which is a small building, we only have about 50 unit in it so compared to other buildsings you may think of, we are pretty small. we would not be able to afford to fund the security and clean up of kinds of activities that need to go on in our neighborhood. the need is great and is planned for over a does chb high rise towers residential and xhrjs with new housing units being affordable. we hope they bring in families and working people who deserve a lovey neighborhood and what will be the busiest neighborhoods in san francisco budding the financial district and home to new transbay transit terminal and what we think is the most exciting and biggest district in the rez dent of rincon hill for 6 year jz if you notice i said area not neighborhood because we are not quite there yet. we don't have a grocery store in walking businesses. we don't have schools or parks but the good newicize most of thesethis are coming, especially the parks which was the initial reason for form thg cbd. pulling together to support for the cbd is a team eeffort lead by the other residence who are here to speak today. as part of this effort i have explained and promoted the cbd to neighbors and in person and [inaudible] once i explain the benefits verses the cost the response has been positive. it is imperative this cbd be approveredism rincon hill is barring the brunt of the construction actirfbty. we need 15 million in infrastructure financing that will come as a result of the cbd. we need the cbd for the parks to be maintained. there is no plan b for parkmancy and that is troublesome. nearly ever space in the area will be residential in the next few years. my ask is president of port side home owners association. there is a huge enlargement of the residential pop ylshz that is happening more now. the cbd is critical not just a business standpoint but for resident. most of the new developments are very vertical and what is developing is a bunch of disconducted islands. there needs to be some organization that brings everyone today as a neighborhood and community and handles the spaces between them. in terms of security, i live said in the area for over 20 year jz the amount of street crime not just property crime, but crime involving weapons has gone up in the past 3 yearsism there was a armed autorobbery in our garage last week. that was someone that appeared to come in right off the street so we need this from a quality of life and safety standpoint and everybody i have spoke toon views this as a valuable benefit to being in the district and urge you to support it. for ll the right reasons-i can't think of any reason you wouldn't. there is a infrastructure development fund that represents [inaudible] unless there is a entity like the cbd to take control of that and manage it, it is going unutilized so i urge you to support the this is exciting because-thank you president breed. i appreciate your genuine enthuse yaism. let me tell you why this is exciting because if pass san francisco would once again be the leader in the way by establishing the first green benefits district in the nation. not many people can say they are the first in the nation, but we hope we will be able to. the ballot today is the culmination of 3 wrores of community based planning and special legislation that i authored. a few years ai worked in a group of dedicated neighbors a hand full are here today and praeb property owners on creative solutions to funds open space improvement and maintenance in the eastern neighborhoods. at the time time i worked legislation [inaudible] can voluntarily assess themselves to pay forome proving and creating public parks and open space. the model is nerly identical for community bft districts as well as business impruchbment district but this is the first time residential and xhrjs property owners are participating ina sessment district and these funds can be used for a wider variety of services such as graffiti removal, capital improvement, tree planning, park maintenance, these things we don't have enough money for. you heard me discuss the challenges we are facing, fund{prioritizing the new infrastructure in the eastern neighborhood which are rapidly developing as we speak. this is one creative strategy where the city and neighbors take up the challenge to create and maintain needed parks and public realm and park improvement. we have already heard from other neighborhood groups across the city looking for model something similararve the work done in the dog patch and north west potrero hill. look out scott wiener i got word constituents are interested and david compose. [inaudible] our friends and neighbors as well as property owners and work with my office to get to this point. so, forgive me but i most show a moment of gratefulness to bruce hewy [inaudible] tony >> good afternoon i'm eliz bet wadding. the project at 645 texas includes the demolition of 2 buildsings and nob 91 dwellb units and 600 square feet of commercial. the project had a benefit of public process including review and approval by the planning commission august freen, 2014. the planning commission considered the project scale, density and rear year dimension and sthr were sig cnts public input no appeal was filed. in addition there was no appeal of the sequa determination either. following the approval the planning department recommended approval of the parcel map june, 4, 2015. the appellate filed a peal 2 days later. the appellate could have addressed her concerns related to access of sun light at the time the planning commission considered approval of the project rather than part of the subdivision that creates parcel that can be sold [inaudible] at the time the planning commission considered this project. the commission found the scale of the project compat wbl the neighborhood. the project volume is minimized at the northern side of the site. the large court and light well provide sun light along the northern edge. at the north end along texas street the forth floor is set away from the praurnt line reduce thg shadow ozthen appellates property. the project sponsor work would the community thrut the process reducing the height and epreliminating roof deck. some loss of light is to be expected as a more dense development at the titecyte the loss of light isn't out of character for smaller jaisance properties. the project is compat wbl 2 to 3 stories buildings in the neighborhood and compareable size the buildsings across texas and mississippi street. the project undergone a public process and received a thorough review by the planning commission. the planning commission finds consistency with the policies a benefits including neighborhoods servinging retail and [inaudible] we request the board reject the appeal and approve the partal map >> at this time we will open it up. any questions? seeing none public comment is closed. the appellate will have up to 3 minutes for a rebuttal. sir, would you like to make a rebuttal? >> thanks again just to reiterate my name is david [inaudible] i just want to point out that the transition from the property from 645 to 635 texas street and mississippi street in our minds isn't step down. i think they built near full height of allowance all most 40 feet. right now on texas street there is a 2 story drop between the top of the property at 645 texas street to the top of 635 texas street so that is quite a bulk head for texas street residence to see. mississippi street there is not a building on the adjacent lot now. it is 25 foot lot and all is a drive way on it. there is trees on that lot. so, i think the transition there is over 30 feet. there may be all most 40 feet right there. we don't feel there is a transition, a step down from 635 to 645 texas street. the other thing is the plans on page 118, they don't show windows facing north and i think the elevations show windows so-i don't know if that is a oversight or if the planners looked at that very carefully but we at least want to see windows facing the north. thanksgivings : >> thank you very much. colleagues seeing no other members of the public who are available to speak, we will now close public comment and this hearing has been held and is now closed. item 68 and 69 and 70 are before us. supervisor cohen. >> thank you very much. thank you for participating in this appeal. i'm sympathetic about some of the issues that are raised, these are issues that should have been done in the 2 year planning project. i spent over a year working with the neighbors on texas street as well as project sponsor and planning department to refine the project. in addition to community meetings the project sponsor i too convened sechb several meetings to discuss neighborhood concerns and review design changes and so really it is because of the work we did with the neighbors this project was greatly improved and supported at the planning commission and it was largely due to the involvement of the neighbors that resulted in a better design that increased the usability and desirable of the open space and better interaction between glound floor units and the streets. retail space, removal of the roof deck and better streement on building facade, on site below market rate units and lower massing to better align with the adjacent cando buildings. i find it hard to believe the appellate didn't know the planning work was going on for this site or didn't find it necessary to participate in the process. i also believe the design of the current project with the various light wells ajaisance to the appellates property will low for sunshine on her site. because of the extensive work put into the project is a compliment to the neighborhood and the nature of the issue the appellate raised are not spinge to the tentative map i like to make a motion tew prove item 68 and table item 69 and 70. >> supervisor cohen made a motion to approve 68 and table 69 and 70. second by supervisor campos. colleagues can we take this without objection? without objection the motion passes unanimously. okay madam clerk let's go back to our agend awhile we continue to wait for the election results of some of our hearings. >> then we should move to roll call for introduction of new business madam president >> supervisor campos. supervisor christensen. >> thank you. i have a amendment to propose to the special use district in north beach. the helths and vibrancy of the sate xhrjs corridors is important to neighborhoods around shf but especially district 3 where residence gathered. the legislation we passed earlier today will allow a neighbor business to open a second location in a prime space that is vacant. it has tameen 2 years with those permissions in place with build out to follow. the process was lengthened by [inaudible] more than a decade later the restrictions are having opposite effects stifling the health of businesses and leave thg neighborhoods with 2 dozen vacen store fronts. in the hearing on mamas of the planning commission we heard the north beach special use guide lines for restrictive. my staff said we would look into adjustments that reflect existing condition and the experience gained over the last several years. in the existing sud limited restaurants that donot serve alcohol are prohibited from ever applying for a alcohol license. caf e and small restaurants licensed before the sud went into effect can sell beer and wine andinose not licensed earlier are prohibited from applying. the neighborhoods is experiencing competition fwraum the mission. the central subway construction and up coming repaving app columbus avenue and small businesses are struggling. my office begun outreach with adjacent residential and xhrjs groups and will step up that effort during board break to further adjust the amendment as needed and insure broad input on the matter. this proposal is nolt designed to increase the number of bars or convert neighborhood serving businesses to restaurants or bars but to bolster small business. each proposed conversion requires a conditional use permit approval by abc and subject to neighborhood review. this amendment is designed to allow some of our long term businesses a economic leg up to help survive and what has been for many challenging economic conditions. the rest i submit >> thank you supervisor christensen. supervisor cohen. >> we had a technical difficulty here. today i introduce a ordinance that establishes prevailing wage and local hiring requirements for any development on property that is sold or leased by the city for housing development. as the city agreessively develops and sell public land for housing developments we need to make sure we are providing the same wage and labor law-use the same wage and labor law that applies for construction as we perform on our property is critical we prioritize the property for affordable housing to generate units in san francisco but also need to make sherlockal residence working on these buildsings working to build the housing units are paid a prevailing wage and have a local apprenticeship opportunities. this ordinance is pretty simple and it will do 3 things. it will require any property sold or leased by the city and county of san francisco for mixed use housing development to pay prevailing wage, to comply with local hiring ordinance and offer apprenticeship opportunities. these are the same requirements we aurmd demand for silty contract rbs under chapter 6 and makes no sense to remove requirements once we sell or lease the properties. madam clerk the rest i submit >> thank you for supervisor cohen. supervisor farrell. supervisor kim >> thank you. i just wanted to recognize many of our community xhups working with [inaudible] for over a year non [inaudible] korean [inaudible] behind bars after charged with ubjuckted our daughter when she flood the u.s. to escape her abuseer. she was released in prl taken into custody [inaudible] july 17 she was released from custody when she was able to post bonds. for those following the story [inaudible] detained and separated from her daughter. we know it isn't [inaudible] for protecting herself and daughter from her abuseer but she was failed by multiple systems. she called the police for help once when her expartner [inaudible] each time she called nothing was done to protect her. the police [inaudible] remove himself from the space at the time. in the criminal justice system the da stated he didn't believe this is a case of domestic violence just a case of one abuse chb incident. with the immigration system because she shadomestic violence survivor she should have been informed about resources for domestic violence for survivors and opportunities [inaudible] immigration officials did none of these things. insteads they pushed to incriminate her. tomorrow is the one year anniversary of superation from her 6 year old daughter. [inaudible] asian women shelter and asian law caucus as well as a coalition of community groups supporting her will hold a day of action here at city hall and city haulm plaza. i encourage you to join me in encourageing the california supreme court to overturn the charges and allow her to be reunitsed. you can help by attended 10 amp to noon at city hall tomorrow and tweeting your support with hash tag, stands with non we and not one more. we know her case isn't the firsto the last of immigrant domestic violence surviving failed. we hope by lifting her voice and other immigrant wem squn women of color they can be heard and the rest i submit >> thank you supervisor kim. supervisor mar >> thank you. colleagues i have a number of items, the first is eent displacement housing crisis item. it is a resolution in support of the national housing trust fund matched by our city t. is isn't a secret we stugal to find fundsing sources in san francisco and the fair market rent for 1 bedroom apartment in san francisco is about 3500 dollars a month while low income house holds can only pay 728 dollars a month t. is crazy housing situation for low and moderal income people. the shorj of homes available for low income house hold is a primary cause of homelessness. at the federal level congress established the national housing trust fund as a dedicated fund to proitd revenue to build preserve and offer housing for people with low income including people that are homeless. it will [inaudible] the state of [inaudible] develop the state allocation plan for the national housing trust funds and california allocation plan is required to give priority to projects based on 6 criteria one is the extents a project will use non federal dollars. it is the matching funds at the local level that are critical. the funding was one because of national mobilization headed by the national low income housing coalition and spear headed by the coalition on homelessness, tendser loin [inaudible] senior and disability action network. i want to thank james tracey and others for their amazing work in the communities. the resolution commits san francisco to match all national housing trust fund awarded to [inaudible] urges senators boxer and finestein and nancy pelosi to support with expanded sourceoffs revenue. this come weekend join me for the had 42 annual street fair august 1 and 2 in japan town. in 1984 i was a long haired volunteer. [inaudible] to me means home. it is where my daughter grew up and many people grow up feeling it is their home. in the 60's and 70's there was displacement japan town like the mission. [inaudible] membery grass roots organization tooz fight back. i think the street fair represents this nonl commercial grass roots street fair in one of the last [inaudible] also it represents creative expressionism in the street fair poster and represent station it is about justice self determination, re-dress and [inaudible] and other times eviction. i think the fair to me in the 42 year spresss asian pacific islander life through food, art, community out reach and service. i think the fmly festival has games and crafts including orgoma [inaudible] i think one of the key things for me is performers and performances. at the peace plaza coming up on saturday there is a band [inaudible] also san francisco tykeo joe joe at 5 and sunday at 12:30 there is a performance by professor anthony ground with poet jenny len and a favorite at the wester street stage at 3 p.m. [inaudible] lounch which used to be above the denys spot. their band pulse at 3 p.m. at the webster street stage sunday. i think the [inaudible] street fair represents community festivals and ask for people to support them as they mentor api youth and foster leadership and communication skills through the development of the festival. it is www dautd nehomauchy street fair.org. also this coming week next tuesday august 4th is the 3 aith 8 anniversary of one of the darkest days in san francisco history, the forced eviction of 200 tentants from the hotel. 6 to 8 p.m. commemorating the fall of [inaudible] in manila town center 868 kearny street. 3 thousand people created a human barricade to prevent eviction 200 immigrant older residence, filipinos and chinese. we called it the international hotel complex. it was their home. this day is remembered for a decade long fight in that helped ignoit the tenant right movements and across the u.s. today is the international hotel sat is transformed to provide loincome housing and senior house frg communities involved. this symbolizes the struggle to [inaudible] and civil rights and housing justice. for the mu naungs like uncle [inaudible] from china town and many others it represented a place that was their home and a fight for the cities soul and future. toort asian americans, african americans and latinos and [inaudible] today we have to learn from the i hotel history and apply it to todays conditions. it is aults important we remember the history and frz clean up and safety that are also along the perimeter of golden gate park where it use td be only inside the park. lastly, the resources that go toward the reck and park department and communities kelly. shees was a 61 euroolds retired muni operator in customer service who was strick and killed by a truck on 33 avenue monday july 20 about a week ago. she was crosing the street in the outer rip-mind and died at sf general hospital. she was a muni employee over 30 years. mrs. kelly is survived by alforeladyo arona and [inaudible] grand children,icateland [inaudible] in addition to serving the city as a muni employee rose kelly also volunteered in the community. she served for many years in the nursey of san francisco general hospital. she is remembered by friends and family for quick wit, generosity and love of life. tragic ly kelly kills was [inaudible] pulestren killings like this are the remind frr a urgent for road safety and safe streets for seniors and street funding. eerfb year about 30 people lose their lives. these deaths and injuries are unacceptable and preventable but have to challenge our culture of speeding and dangerous driving. in the spirit oof mrs. kelly, lets continue our work with walk sf senior and distublt action and pedestrian safety action to improve street safety. as a member of vision zero and work with the mta on safe routes to schools. people with disunlts and seniors and kids and familiesism hopefully these measures will continue to meet the cities vision zero goals of ending traffic deaths by 2024. condleances to rose kelly and thank you surviving her roges mu. the run up to the bomb being dropped in her roges mu and what his family went through in termoffs suffering and deprivation and hostile government in japan to had bomb being dropped and seeing his world taken away from him kw the years sponet dealing with radiation and family members and friends dropping one by one coming to rideration sickness. from the eyes of a young kid who was incense in experience of causing the war or suffering of a human being. to me it was incredible to read and the message from the book is we should not forget what happened, the suffering that went on. i honor my kids and their future and want to do a resolution recognizing that we are at 70 yoors from the balming of hero sheema and nagasaki. the kaets august 6, 1945 and august 9, 1945. these are at the end of the war. i want to the make sure this resolution also is not providing justification for the bomb nor condemning the bomb happened but recognizing the great toll on used again. >> president breed >> thank you madam clerk. today colleagues i attended a pres conference for preserving affordable housing at frdric douglas hanes located in the western addition and it was actually built incluberation with the community under the redevelopment agency with third baptist church. it has a powerful history. the late mary helen rogers lived in this property and was very ininstrumental in its construction. it has 104 units, 80 percent are section 8 tenants and todays press conference was to stop the sale of this affordable housing complex by the non profit responsible for the care of this complex. this would completely jeopardize all these units and last thursday i was first along with the residence informed of the sale and it was disturbing and timely since i was inl new york last week with the san francisco mayors office of housing learning and exploring what new york is doing to aggress vly builds new afordable housing yurnts and also preserving their existing affordable housing stock. some may be familiar with the blauzio housing goal to provide a ambishish 200 thousand units of affordable housing but what is less whidely known is that number include 60 percent of existing housing units. preservation is at the forfront of this house plang, preserving affordable housing is key and 40 percent of the plan is for new production. like new york, san francisco must prioritize existing afoblt units like fredric douglas hanesism plike new york, san francisco acknowledges many units are developed using financing that require affordability but they are only affordable for a limit time. [inaudible] concern to me especially because many of those units are in my dist rblth and the san francisco redevelopment agency which put together the deal to make it possible no longer exists. right now in my district the fillmore center has 223 affordable units whos rent restrictions wim legally expire in december 2017 if we do nothing. 223 house holds, is about 500 people who can see their rent sky raup rocket. in addition to the fillmore center, there are developments in other districts that have in fact the same fate. we are work wg the mayors office of housing to look at a variety of ways to keep tenants safe and protected in these units. in new york i learned about tax incentives, grant programs density bonuses, using a erft to preserve and build affordable housing. in san francisco, we need to acknowledge that we don't have a comprehensive housing preservation plan and working together with the mayor and mayors office of housing and other agencies to sauchbl the issue, we can do it as well as supervisor cohen. to solve the problem it will cost money and require creativity. i'm willing to be front and center in this fight to protect our existing affordable housing stock and working on legislation coming this fall in order to address some of these issues. we were fortunate today with the fredric hanes property third baptist church worked with the community and our former city attorney lieu ease reny to file a stay in order to stop the sale and there is a lot of things happening behind the scenes with the residence in order to make sure we don't luce the 104 units. colleagues i want to bring this to your attention and make sure we all pay attention to our existing affordable -when she graduated [inaudible] she married [inaudible] a tokyo university graduate who pass td away in a automobile accident. in 1956, she took 2 week voyage by ship back to the united states and pursued a career as a language teacher. also i should mention this in memor mooreium is on behalf of myself and supervisor kim. it was here she met her second husband, mr. to be a viable part of the community. the reason i am here is share concerns about modular homes and buildings which are being built in factories in fresno and sacramento and sent to san francisco. 90 percent of the work on the modular is done in the factory and shipped to the destination. the work force in san francisco doesn't see any of the work here. my thought why not build them here. it is talked about and where our local construction workforce with state approved apprenticeship program lead to a life time career. like i said i started to see in san francisco and see more coming in the future. i ask that you go on line to look up [inaudible] and see how much work the san francisco construction work force could gain from that work. hopefully when the trade unions approach you about intend to employ locals to do their construction work. they have a community kitchen they are going to build but they do not intend to train homeless or unemployed people. 3, they are below market rate is only 12 percent. it really should be 30 percent. even though it is below market rate, none of the cost you have to pay for those apartments are affordable by seniors on ssa, ssi, sdi or the working family group. again we are excluded. why doesn't the environmental impact study include a social impact statement? they never really do. last thing for them, they are going out to mom and pop the table when a property is sold. i said before 5 years equals 3 percent of selling price, that is smaller units. i came up with 20 units building everybody there for 10 years get 6 percent of a 10 million dollar price tag adds up to 12 million dollars. you can take 10 years and make it theorem number 2 in jeometry, every year in the building which is 10 years for everybody and the apartments save and solvent for everyone so everyone will prosper our city budget invests in the pedestrian safety thank you to our public safeties departments they know we're a growing city the board knows that as well and our growing demands in the first responders be there and have the confidence of the public they'll be there any time something happens and sometimes before things happen we plan to hire 4 hundred police officers a hundred and 98 firefighters 55 paramedics 369-1-1 dispatches within the next two years and we can all agree that save san francisco is more than just about pedestrian safety it is about strengthening our social safety net and this budget delivers with many members of the board said we have to make sure that we support our service deliveries through the nonprofits and support our homeless services like your navigation center the 5 hundred new unit that back up that center and make sure that center is the model it should be and expanding our programs for seniors and children and youth people living and working here can now enjoy like not other time in our history a liveable city that's why we're investing in $253 million in the capital plan to improve our streets and roads make sure that assess with people with disabilities are improved and make sure we were water wise investments and address our drought i want to say thank you, again to the board for helping us and me make inpreened investments in probably the great choice we've had more years and decades have been in the making for avenue, i 7, 8, 9 to thank supervisor farrell and is supervisor avalos in helping me to develop a funding package that invests hundred and $40 million for the new resources to prevent evictions we're not going to stop implementing last week the entire board we're sending to the voters this november the largest affordable housing bopped in the history of the city $310 million bopped that will not race property taxes in san francisco i want to thank every single one of you are for your support and partnership we're going to make sure we fix our public housing and speed up the production of housing and for families and seniors and veterans and, yes we'll fix every elevator we're in charge of; right? to him (laughter) we'll also continue to invest in the diverse neighborhood and community and infrastructure again, thank you again, there's a much i think thanks to go around for the elected officials here but the people that do the hard work on the budget have to present the right stories and the right connections and so i want to peppering give a special thanks to people that are deliberating involved in that budget to make sure that the right facts the right data presented, that no matter the department asks for we make sure that is connected up with the strong policies of the city i want to say thank you to the controller's office ben rosenfeld and the entire staff for working with kate howard and her entire staff to make sure we're on the right facts, working with, of course, as i said harvey rose and his staff and make sure we work with all of the departments again, i want to thank budget chair supervisor farrell so for his leadership in building a collaborative relationship with the finance committee london breed your leadership is in1r5ub8 because your passionate about a lot of things you care about i know this budget is a strong reflection of the vails you carry with that please let me have wanting breeding to say a few words and supervisor farrell and going back to work supervisor president london breed. >> (clapping). >> it's a really exciting time in san francisco i'm so honored to be in a position to serve as the board president during a time we didn't have to make any cuts to some of the amazing programs in our community in fact we're invest more 2, 3, 4 affordable housing and infrastructure and transportation the things that matter to everyday san franciscans so today with this budget is signed by the mayor i'm going to be really excited and rev ready to work with the different departments to spend all the money to improve san francisco thank you all for being here and i also want to say to the budget committee under mark farrell's leadership thank you for your working with members of the board of supervisors to make sure that every single vicinity that every corner of san francisco is impacted in a positive way in this budget it was an amazing collaborative project with harvey rose a lesion he's been doing and work on budget before i was born i love to say that i never thought i would see the day to work with smoking gun someone he's truly an intervention and kate howard the mayors budget director she was amazing i don't know how she makes the numbers work she does a great job i'm excited we've got a lot of work to do your leadership in the san francisco ethics commission through this budgeted demonstrates that we are making changes and making ways to make the city and county of san francisco the best city it can be thank you all for being here supervisor farrell (clapping.) >> thank you london and thank you, mayor ed lee for your leadership you know if there were one theme of this year's theme at the board of supervisors was the affordable the number one issue we dealt with as the board of supervisors during the budget process we were able to make recorded investments we've never seen from at the board of supervisors specifically $25 million as a new affordable housing which tacked on to mayor ed lee incredible efforts for incredible relieve to san franciscans and make sure our city is the diverse city we're able through the process to make sure we had 11 co-sponsors the mayors 3 hundred and step outside the box million dollars affordable housing and the mayor and the board of supervisors i think this year yourself e during our budget process the incredible leaps forward to make sure that san francisco is secure this the future i want to say thank all the people first of all my bucket committee members vice chair katie tang to supervisor eric mar supervisor wiener and supervisor norman yee thank you and to all my colleagues that played an integral role and harvey rose this is harvey's 44th budget in the city of san francisco so harvey to deborah thank you to you so much to benefit rosenfeld and his incredible team this wouldn't have happened to todd (clapping.) >> good morning celebrate brants on behalf of bearings the director of health for san francisco and dr. ed chow president of the health care i'll delighted to welcome you and celebrate the 50 anniversary of the grand experiment that touches millions of americans since their launch 50 years medicare and medicaid are a resolution in our nations history few programs have had to many impact of the lives of the people in the city in san francisco there are over hundred and 20 thousand people goibt for medicare that is over 60 percent of the population and over 2 hundred and 6 thousand san franciscans enrolled in medicaid that's one quarter of our citizens population today, we're proud and delighted to host this event here in the city hospital san francisco general and fromme trauma center where over 50 percent of our population is commodity of medicaid and medicare enroll easy at this time please allow me to welcome partners we have with us today first katherine dodd (clapping) kathy is director of san francisco health san franciscans and form regional director of historic preservation commission we welcome you back home we have dr. sue carlyle our partner san francisco general (clapping.) and we have katherine duke the director of the health care district will you please announces (clapping) and finally we have tracey trustees of alameda health district and alameda. >> (clapping.) we want to thank you all for joining us at this visionary public policy and celebration now my great pleasure to introduce the mayor of our great city mayor mayor edwin lee (clapping). >> good morning, everybody. good morning. >> i just wanted i to make sure you saw my ignites tie (laughter) thank you for the introduction and for all the good work in our health network great to see so many people here faces have famous everybody in the room here that be celebrating our 50 accounting anniversary of medicare and medicaid i can't think of a better place in the san francisco general hospital it has been a centerpiece i know that all of you have been associated with our hospital know that is our signature we're excited this year but i'll say i will speak all today along about baseball and other things what we've been able to do in health care is like winner the world series like our community partners our friends here at san francisco general and the whole system has benefited from a really programs but the people that were committed in the programs not only to fulfill the goals we've stated but once those goals are stated to make sure that the mantra that everybody gets assess and that we will figure out eventually; right? i'm a great fan oracle to figure out a lot more things and interested on the topic that will be presented by dr. is both a challenge but we all know we must do better at the city government has an important goal to play in making the lives of all people better and the first time in a decade yesterday, i got to sign the historic biggest baddest budget in the city of san francisco (clapping.) two year budget no budget cuts people came in and honestly told us what we needed to get done we're fulfilling the promises and making sure we're taking care of the gaps as well it's a balanced budget with increased revenues allows us to do in the past years we've not done it is smart strategy investments and make sure we are thinking about sustainability and sustain this for the long term those are good economic times for the state but also the greatest opportunity to make sure that the prosperity is shared by more people if not by everyone we need to touch everybody's lives a great advantage we've been able to do with the creation of the handsomelying bird place some of us focused on the behavorial health issues our example that we can do something here we can replicate it in many parts of city to exceed far too many examples of what's his name we were not able to pay attention to this incredibly important issue later this year i'll be excited to join all of you and more in openly up our new sf general hospital yeah (clapping.) it is a great thing for the city and so many ways again but the ignites are going to be there it's a world-class institution and surviving the institution and the number one trauma center in the entire northern california with the reputation of just being really great responders but emanates the education aspects a level of care the level of intention and the multi cultural approach to serving everyone in the city and i think this is why i know this is why the voters overwhelmingly passed the largest revenue general obligation bond we honor that by making sure that on time and open and alive and everybody works within this is happy they get the machinery that is needed that's why friends of the sf foundation is so for this is the giants thing pam and others and all the friends that led that effort (clapping.) and be able to say this is also a name of priscilla and mark zuckerberg along with thousand of others donations to make that work that will have the state of the art machinery the things that the bond can't do but accomplishes what we need to get done to fill all the gaps ultimately on that day i'll praise everybody that works there that's why people go yes, it's the building yes. the machinery about it you don't have the people that number one thing to care for your health and have the attitude that is why request have a world-class center for the confidence for the people for uncontrollable circumstances caused to be going there we want to preventive people from having to go there as many people as possible this is why celebrating that that milestone of 50 years but understanding the world series games we've won since that that time is so important (laughter) that was a world series win when we got the san francisco health plan kraeth katherine and everyone figure out we were not going to be satisfied we'll get to universal be health care when the government gets there no, we wanted to be the t could be done that president obama didn't have to be alone on this we can be the for or against examples and guess what 54 percent dropped in uninsured persons since health care was incorporated 50 percent drop in san francisco that's incredible part of this history and we couldn't have gotten it down without the obama legislation but gave his the foundation to live the dream and prepare and plan and implement to do all the things with a lot of partners and marries like my predecessor building in it to get it done working with the director of the public health and barbara working with the health commission yes keeping a good dialog with city government that we're all partners in this we created one of the first medi-cal managed care plans and built sf and none is left out in the partners and help to reform everybody has assess we'll find more ways to make that footage now mayor u make sure that people use it before they come to the emergency care and educate ourselves that's why i have to be a better example of health myself i want to say that you'll have you are here not only to celebrate the milestones but to really re1rib9 what we're trying to do in making sure that access and people take advantage of the system it doesn't work if people don't take advantage and not thinking how to be healthy in 20 years or my kids more healthy and do all the things whether preventing obesities such things i'm very willing to do spend money on experiment with make some mistakes along the way in an effort to get to the right answer and making sure that we have partners in entire bay area to work with us to make sure they do it right. i want to say to the fellows partners anothers hfa o and others initiatives those partnerships that allows us to be experimenting but affordable i look forward to working with you on those big challenges with the staff and the entire region to make sure that your tireless efforts don't get wraurtdz unduly and also very much happy to not only listen careful to sandy's word to transforming the health care into making sure we're doing all the right things i'll interested in her leadership, of course, and roshlts leadership to make sure we're doing you'll see right things kathy heinecke republican has us on a right beat to make sure we're doing all the right things in the city to prevent the costs from over comping use it is more than a celebration but a confirmation we're heading in the right direction to invite people to take care of their health and our systems are assessable and culturally assessable dealing with the issues of the time that allows me to say i'm not just building more housing but service and communities i want to make sure people health and public safety job opportunities and the family investment are all taken care of and i'll say coming back from the invitation of pope france to talk about climatic change to human trafficking around the world we're very, very lucky to be in san francisco where minds of people are saying we can do better we can be a city for everybody and build infrastructure and build confidence in people that want to come here we'll take care of you where it is health or housing or criminal backgrounds the dedication for again, we had the chance to talk about transforming lives we're in the business cities are in the busy business of transforming lives and this is what we always want to in do in our health care business whether it is preventive or responsive or the aftercare
