Safety levy-funded program for homeless faces challenges

Almost a decade ago, the Downtown Billings Alliance (DBA) launched the Motived Alternatives to Addiction Program, modelled off a program in San Diego, which sought to join law enforcement, courts and treatment providers to address substance abuse in the downtown homeless population by offering treatment in lieu of jail time when facing several open containers and trespassing offenses.
