Lee Broadwell lives at Trinity Court Apartments on Crook Street, Great Lever.
He said waste regularly builds up at the communal bin store with it not being collected on time.
The build up of waste has led to a large numbers of rats gathering at the site, according to Lee.
The Bolton News is currently running a campaign to 'Keep Bolton Tidy" which includes highlighting issues around the borough.
Lee said he was alarmed to receive an email from Primo Property Management, the site’s operator, which stated that a couple of tenants have had their homes’ wires “chewed through by vermin”.
