Restrictions in areas where there is a load transmission of the virus while holding the line on hard hit areas at least thats the way its being conceptualized the white house calls it a guideline to be used by governors as they make the decisions about when and how to open the communities in their states governors call the shots thats a direct quote those words came out of the president s mouth as he shared his 3 phase plan to deal with corona virus while trying to restart what has turned into just a dismal economy phase one it will go into effect in communities that have shown improvement for 2 consecutive weeks it will allow people to gather in groups of 10 allow some businesses to reopen and will allow limited but more travel none the less limited but more trouble than we have now face to social distancing. Continues under this phase with gatherings of no more than 50 people 1050 right more businesses are going to be added to the list and travel can resume thats face d to face 3 invasions kind of a return to normalcy right for most americans with of course a big focus on identification of who has it who doesnt and isolation of any new infections if they occur now its important oh no face no phase part may can be rolled in without 1st accomplishing 2 straight weeks of consistent improvement in other words there has to be a downward trajectory before they go from phase one to 2 and from 2 to 3 President Trump said that there may be some communities in the United States that have been affected so slightly they may already be able to start this quoting the president again here he says they will be able to go d literally tomorrow good bad too soon see we think these are important questions we think these are the most important questions on this day considering that places like new york where the death toll is actually higher in recent days than its been all year so were going to drill down on this right here on the news with rick sanchez where we believe its time to do news again. These are the questions that we think youll be asking tomorrow after watching this newscast today how soon will the white houses 3 phase plan go into effect will the coronavirus quarantine result in more divorces or more babies what do you think want you to get involved in this discussion with us and is there really a military Task Force Ready to secure the u. S. Capitol on a moments notice. Also all this week well be bringing you coverage of the corona virus as youve seen with updates from all over the world to give you everything you need to know to protect yourself and your family and we call it trucking coronavirus. We begin today with the good news bad news scenario really the good news of course is that theres a drug a new drug that seems extremely promising its an antiviral and theres also the plan that i just mentioned for ending the lockdown that has some people at least seeming seeing the light at the end of the top right the bad news is that the death rate the daily death rate has jumped dramatically in fact overnight the total death toll in the United States went all the way up to 150000. 00 we begin our coverage on this friday with r t correspondent at the sweet explaining the white house plan. President from declaring he wants to open up america again announcing measures to roll back social distance scene and restarting the countrys economy in 3 different phases the roadmap will allow states to gradually restore normal activities and a way of life depending on testing and a drop in cove in 1000 cases their approach outlines 3 phases in restoring our Economic Life that we are not opening all at once but one careful step at a time and some states will be able to open up sooner than others some states. Are not in the kind of trouble that others are in the new guidelines are aimed at easing restrictions in areas with low transmission of the corona virus while holding the line in harder hit locations places with declining infections and strong testing would begin an incremental 3 phase opening of businesses and schools in phase one the plan recommends strict social distancing for all people in public gatherings larger than 10 people are to be avoided and nonessential travel is discouraged in phase 2 people are encouraged to maximize social distancing where possible and limit gatherings to no more than 50 people unless precautionary measures are taken travel could resume bars may operate large venues such as movie theaters places of worship and sporting events can open face 3 envisions a return to normalcy for most americans with a focus on identification and isolation of any new infections the new guidelines for opening america again are a product of the best science and the best commonsense governors in california oregon and washington saying they will Work Together in deciding what pace to reopen the west coast while new York New Jersey connecticut pennsylvania delaware and rhode island are banding together for a multistate plan collaborating a time frame on which phases theyll introduce a return to normalcy may take time that gives the country a glimmer of hope when it comes to their jobs and their way of life reporting for the news with Rick Sanchez Natasha sweet. Some people are saying it may be just a little too soon others are saying look at least its a plan and it gives people you know some opportunities to look forward and see so something at the end of the horizon right George Galloway is joining us now former m. P. To talk about this were starting to see leaders around the world including mr trump talk about what theyre going to do to open up the economies and the lockdowns its really all discussed. And right now do you think its important is that the right time george. Will the only light at the end of the tunnel here rick is the ghost train coming towards us fast were losing well over a 1000 people a day in aggregate arg death rates are increasing not following the number of infections cannot be charted because the government has simply utterly failed to test people on anything like the level that they promised to do many many weeks ago so we will not be lifting our lockdown anytime soon and from what you have said seems to me an exceedingly Risky Business in the United States where it seems that most of the areas affected are still getting worse rather of the better italy is in the same kind of situation as us its not shaking off the death rate they are is slightly down and france is getting much worse and the flagship of the french navy has just been found to be absolutely riddled with coronavirus with half the sailors showing symptoms and 60 percent of them affected heres what i think might be an effective part of this type of conversation. It seems like what youre saying is correct george most western countries including the United States of america is not ready yet to stop the lockdown but it seems like theres this general frustration which is getting downright dangerous with people who are afraid theyre going to lose their jobs lose their houses lose their livelihood be unemployed for what they dont know how long which is also causing a lot of problems for people and even people are losing their lives because because of it so is it a good idea at least to start creating parameters for people so they can see. You know a path forward. Well nobody is more frustrated than me let me as you heard you im going nuts here and i think thats true of hundreds of millions of us around the world but if we start all going out rick in groups of 10 and then groups of 50 and the Death Threats im not a 1000 a day but 234008 day the politicians that have unleashed the long will be hanged drawn and quartered metaphorically speaking so its a very high risk gamble this one the political leaders are having to face i absolutely understand the frustration i share of them but its better to be frustrated than dead if i can put it as bluntly as that. But heres the heres the 2 things that were balancing george were balancing a depression the likes of which the world has never seen and an increased death rate. Which well the world has seen and world wars and the pandemic of 1900 cetera et cetera but theyre both bad and somewhere along the line somebody has to find a Common Ground and say were willing to take this loss at the expense of getting this back or lose this at the expense of not losing that i dont know im asking you youve been up to i mean you sat in the British Parliament these are the Big Decisions guys like you have to make. Its a very big decision and of course recognise the balance has to be somehow found but the problem is you cant find a balance if you dont know what the cost of unleashing the law is going to be and you dont you can calibrate the depth of the depression thats true and frightening but what if the pandemic starts killing people on a level of millions which cannot be ruled out and then the balance looks very different so thats the unknowable to use a Donald Rumsfeld thats one of the unknown unknown and until were closer to a vaccine until were closer to a drug that works i think if i were in power i wouldnt take that risk myself well i know youre a student of history and you probably know that the last great pandemic to hit our world 1918 the spanish flu came in 3 different waves and when people thought it was ok to go back outside it hit them worse but the 2nd wave was worse than the 1st wave and the 3rd was pretty bad as well so these are things to be mindful of to your point. Absolutely and of course it lasted for 4 years and this Coronavirus Crisis might be the same the differences. Weve got a better shot at getting a vaccine than they did in 1980 weve got a better. Prophylactic drug that will mitigate the wars the fix all that at least thats what im praying for every night rick as a matter of fact our next story deals with those issues. Laboratories have come up with a drug which is sending the stock market zooming today here because they believe that some of the 1st tests are showing that it has helped in the case of 28 patients in chicago and were going to get into that so im glad you gave me that transition sure which i appreciate the conversation have a wonderful weekend my friend. Join me every thursday on the alex simon show and ill be speaking to us of the world of politics or business im show business ill see you then. Every welcome you back im rick sanchez while the white house seems to be releasing new guidelines that seem optimistic some states are actually seeing spikes in the death toll that are not a cause for optimism and once again its causing a rift between the president and the governor the governor of new york that is it seems almost well over the top for a man in these positions the governor accuses the president of quote passing the buck without passing the box mr trump that replies with a tweet that reads stop talking and get out there and get the job done here with more on whats going on today in new york is our correspondent our teams treat each other as. The white house pushing to get the economy moving again our approach outlines 3 phases in restoring our Economic Life and we are not opening all at once but one careful step at a time issuing new guidelines to get the country up and running the 1st phase officials must see a 2 week decline in the number of people with coal that symptoms and the percentage of people testing positive for the virus must also decrease than face to allowing all nonessential travel School Activities and elective surgeries to continue some states will be able to open up sooner than others but hard hit new york in new jersey have to wait with more than 75000 cases in new jersey and more than 3800 deaths the state continues to see an increase in covert cases new York Governor Andrew Cuomo extending stay at home orders he calls new york pause until may 15th but it could be longer what is the final conclusion of the. Sarg beach after i still believe it when we have a vaccine with more than 226000 infections and more than 16000 deaths new york is still seeing around 2000 new cases a day city remaining the epicenter of the outbreak officials working to open testing sites in the citys poorest and hardest hit communities so were talking about folks in some of the lowest income communities in the city people in communities of color that have borne the brunt of this crisis immigrant communities the testing sites will focus on residents 65. 00 and older in areas with high numbers of covert 1000. 00 cases including in brooklyn and queens the borough thats been hit the hardest 5 walk in testing sites set to open on monday there will be initially 2400. 00 tests per week across those sites but thats going to ramp up quickly while Governor Cuomo is issuing an executive order directing all public and private labs in new york to coordinate with the department of health to ensure prioritizing of diagnostic testing he says thats still not enough to test the millions of people needed to reopen new yorks economy we dont have a testing system that can do this or that can be ramped up to do this right. We dont have a Public Health care system by the way its de minimis if you look at what our Government Departments of health we need a coordinated approach between the federal government and the states right now the main testing lab for the state can perform about 300 antibody tests per day while officials believe they can grow that number to 2000 test a day in the coming weeks with nearly 20000000 residents in new york the governor says the state needs all the help they can get from the federal government reporting in new york Trinity Chavez r. T. There is a startling story that were following for you on this story and 1st appeared on newsweek it details how the u. S. Government has a task force get this task force that is. Ready to go just in case the coronavirus causes nationwide chaos and the plan specifically calls for a way to secure the area where were reporting from right now in other words using the u. S. Military to lock down the Nations Capital d c. More of the story. Rick its called joint Task Force NationalCapital Region almost 10000. 00 of these soldiers were activated on march 16th and their job is to safely evacuate washington d. C. The job of this military task force is what the military calls Homeland Defense that means preparing for civil unrest and it also means making sure we have continuity of government if civil government breaks down that means making sure white house officials are safely evacuated as well as other officials like military leaders to secret locations throughout march and april theyve been practicing in 17 people via helicopter across the country according to newsweek these soldiers were activated under whats called title 10 orders which is like a war deployment as if they were going to be shifted off to afghanistan or iraq except in this case the battlefield is washington d. C. That battlefield is not just washington d. C. Though the task force is jurisdiction includes all cities and towns in the area like arlington so this region includes all 3 branches of government a couple 100 federal departments and agencies and almost 300000 federal employees the task force also has about a 1000 police and civilian Law Enforcement officers under its command this includes military police who would accompany helicopters vans and limousines to evacuate the designated survivors according to the documents obtained by newsweek theres also Something Else secret contingency plans already exist for what the military is supposed to do if the u. S. Government falls that means all constitutional successors are incapacitated essentially these are plans for if members of Congress Come down with the coronavirus to the point where so many members have it that the legislature cant pass any laws now continuity of government commissions were created after 911. 00 but now is the 1st time such extraordinary procedures are actually being worked on newsweek writes that standby orders were issued more than 3 weeks ago to ready these plans not just to protect washington but also to prepare for the possibility of some form of martial law. The way these laws ensure government continuity is by possibly having military commanders be put in place and in control until new civilian leaders are installed now it because of how many times the Us Government has denied this type of martial law planning news we tried several times to get official on the record comments for this story but the author of this case William Arkin writes that essentially he was given the run around being directed to north com to the white house to the National Guard and to the task force itself but was not given any official comments on the record. Thanks so much for show what a fascinating story lets change the pace a little bit shall we this being the last day of the work week of normal circumstances that everybodys working we thought wed ask
