Portland's Resurgam Festival features music, art, face-painting and light rain to kick things off

Wet weather was more of an annoyance than anything else at the second annual arts and music festival on Portland's waterfront, and the rain ended a few hours into the event, giving festivalgoers a chance to dry out.
