Police: 2 charged after children discovered partially clothed, boy found locked in cage in Mayfair home

Authorities say officers discovered two girls, ages 3 and 5, partially clothed, crying in the back of the home and then discovered a 6-year-old boy locked in a dog cage inside the house.
