Among the distinguished guests are Sri Lanka's President Ranil Wickremesinghe, Maldives' President Mohamed Muizzu, Seychelles' Vice-President Ahmed Afif, Bangladesh's Prime Minister Sheikh Hasina, Mauritius' Prime Minister Pravind Kumar Jugnauth, Nepal's Prime Minister Pushpa Kamal Dahal 'Prachanda', and Bhutan's Prime Minister Tshering Tobgay, all of whom have accepted invitations. This gathering reflects India's commitment to its 'Neighbourhood First' policy and 'SAGAR' vision, as highlighted by the Ministry of External Affairs. Previous swearing-in ceremonies under Modi's tenure have seen the participation of leaders from the South Asian Association for Regional Cooperation (SAARC) and the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC). In addition to political figures, individuals from various backgrounds have been invited, including Surekha Yadav, a pilot from the Indian Railways. Stringent security measures have been put in place, with Delhi Police enforcing prohibitory orders and declaring a no-flying zone for the event. Despite retaining power, the BJP's reduced seat tally in the Lok Sabha polls has necessitated negotiations with allies regarding their share of representation in the new government. Heavyweight portfolios are expected to remain with the BJP, while allies may secure between five to eight cabinet berths. This process also involves considerations of regional dynamics, impending organizational changes within the BJP, and outreach to constituencies that may have shifted allegiance.
