Animal shelter owners charged with 185 counts of neglect, forgery Allegations of animal mistreatment and financial impropriety were present when owners operated Scappoose facility The former owners of a Scappoose animal rescue were charged today with 185 counts of animal neglect, identity theft and forgery at a Portland animal shelter. Samantha Miller and Tori Head both face charges in the operations of Woofin Palooza LLC. The two had previously operated All Terrier Rescue Hunters Crossing in the Chapman area. Last summer, Portland police served a search warrant on Woofin Palooza, seizing 117 animals from the facility. In the months since then, involved agencies have declined to provide additional information, citing an ongoing investigation.
