Overruled: COCA notice provisions apply to all claims vs. st

Statutory notice requirements found in MCL 600.6431(1) of the Court of Claims Act, or COCA, apply to all claims against the state, including those filed in the circuit court, a unanimous Michigan Supreme Court has held, overruling a 2020 Court of Appeals decision.
