Offshore wind terminal to be built primarily with union hand

A project labor agreement with a cluster of construction unions was approved unanimously Thursday night to build the planned heavy lift marine terminal in Humboldt Bay. The meeting of the Board of Commissioners of Humboldt Bay Harbor, Recreation and Conservation District was unusually packed and had to be moved into the Wharfinger building.
