Monroe, N.Y.: Many people discuss homelessness as if it is a tragic consequence of a prosperous society. They call them “the unfortunate” and “the down-on-their-luck.” The truth is that the problem has very little to do with chance and much more to do with the deliberate lack of balance in our society.
