Dubbed the Sidlak Smart City DNA or Digital Network Assets Project, Mayor Javier Miguel Benitez said it is "the heart and soul of the digitization program and the first-string digital servicing infrastructure" of the city government. It will serve as the primary digital information system of Victorias City, he added. Through the project, which was launched in rites held at Don Alejandro Acuna Yap Quina Arts and Cultural Center, in the presence of Undersecretary Anna Mae Yu Lamentillo of the Department of Information and Communications Technology, Benitez said his administration aspires to build "a smart, livable, and sustainable" city. Introduced as components of the Sidlak Smart City DNA Project are the Document Security Seal, Document Tracking System, Human Resources Information System, One-Stop Citizens Mobile Application (App), and the Project Vector. Specifically, the Document Tracking System will cater to transactions and significant public documents such as business permits and licenses as well as city ordinances and executive orders. Powered by the Information Technology Business Solutions Corp., the Victorias Mobile App is expected to be fully realized within the first quarter of the year. Once downloaded and installed on a phone or device, the user can access its features upon initial registration such as e (electronic)-government services, online marketplace, online delivery services, online payment, entertainment, a 911 button, and other e-services. Meanwhile, Project Vector or Victorias Emergency Crises Tactical Operations Response is considered the primary program in the city government's six-point agenda for a disaster-resilient community. The initiative will not only include material and software applications, but also a series of initiatives such as training on disaster response, evacuation plans, and provision of useful information that can be downloaded to the barangays.
