Nail-biter: Cogswell narrowly beats Tecklenburg in mayoral r

Updated 9:15 p.m.  |  Former GOP state representative William Cogswell appears to have defeated incumbent John Tecklenburg by 2 percentage points in the Charleston mayoral runoff election, according to unofficial S.C. Election Commission results. More than 27,000 total votes were cast in the Nov. 21 runoff.
