MUNCIE, Ind. — A Muncie man — wanted on arrest warrants issued in Madison County — was arrested this week after leading city police on a high-speed chase. Based on the events early Sunday that led to his arrest, Phil Brandon Rodriguez, 38, faces preliminary charges of resisting law enforcement in a vehicle, reckless driving and driving while suspended. A city officer said a license plate check showed Rodriguez was the target of three Madison County warrants, accusing him of escape, failure to return to lawful detention and failure to register as a sex or violent offender. The officer tried to pull Rodriguez's Pontiac Grand Prix over at Centennial Avenue and Elgin Street. Police said the Muncie man then fled, leading officers on a chase that made its way to the Muncie Bypass and then onto East Jackson Street, where Rodriguez's speed allegedly exceeded 80 mph.
