I got along very well with putin. And Donald Trump said that yesterday. Today speaker Mike Johnson has declined to meet with zelenskyy as well, while President Biden has the task of okaying an 8 Billion draw down in aid for ukraine. Is he done with President Biden . Has he moved on to Vp Harris . He has, katy, and we are expecting these remarks with President Zelenskyy and Vice President harris to happen soon, and what we can expect is the Vice President to really talk about what we heard President Biden first say during that Oval Office at the top of his meeting with president ial zelenskyy in which he said he was proud to announce the new Aid Package going to zelenskyy. Proud to announce that he has directed the pentagon to allocate the remaining Security Assistance that has within approved to go to ukraine, and all of this is an effort to really enshrine his legacy as a longtime supporter of ukraine, and its fight against russia. Trying to enshrine that legacy, and another part of that effort is this meeting and these remarks that zelenskyy is going to have with Vice President harris. This is going to be their seventh time meeting, their last time was in july in switzerland, right before President Biden announced he was dropping out of the 2024 race. So we could expect the Vice President to tout the work that President Biden has done in this arena, the 28 packages that the biden administration has sent to ukraine, and the new Announcements Today in the form of more military funding, more weapons, an expansion of the Pentagons Training Program for ukrainian F16 Fighter pilots, and so the White House is really using this opportunity to tout the Vice President s Foreign Policy Chops, and her expertise in this arena. And really pledge that she is going to continue the president s legacy if selected in november. Katy. Peter baker, President Biden has done an admirable job of keeping the Nato Alliance together. He gets a lot of credit for that from a lot of different circles. Is Kamala Harris going to be able to do the same, and should we expect her policy towards ukraine to be any different than that of President Biden . She wont come in with the same Expertise And Relationship and history as Joe Biden has. Biden has known these leaders for years and years, in some cases decades, and he brought a lot of credibility to the table when he had to stitch the alliance together after it frayed under President Trump. Its fair to say if she doesnt bring that to the table, shes going to bring the same general belief in alliances and thats a stark contrast from trump who are doesnt believe in alliances. He believes the allies are trying to shaft the united states. Hes much more hostile towards germany than he is to russia. He has spent more time keeping, you know, criticism on the european allies, canadian allies, japanese allies than he ever has on vladimir putin who he has called a genius. I think the contrast between trump and, you know, harris when it comes to the alliance is as stark as they come. What do you make of the way former President Trump is talking about zelenskyy . I mean, he was kind of cagey about what he would do and what he would not do. Now hes just coming out and saying he doesnt like the guy. Yeah, i mean, this is kind of a Window Into what Foreign Policy was and probably would be if trump wins, which is basically a kind of cavalier, sort of me approach, which is, look, i feel snubbed by volodymyr zelenskyy, he has slighted your favorite president me, i get along well with putin. If he would have listened to me. This never would have happened. We have heard all of this before. Its the Foreign Policy of me, nothing to do with alliances and working with anyone. Its the Foreign Policy of one man, one set of relationships, you know, one ego and so forth. So thats a Window Into, you know, just the sort of entire sort of sensibility on the ballot in november. Lets do a Call Back to a conversation that you had with Donald Trump. You wrote about t the latest issue of the atlantic. You said that he told you, republican politicians would be easy to break. You say he was right. Explain that. Yeah, well, this was 2015, 2016, back when he used to talk to reporters like me, and, yeah, i remember i spent a lot of time with him then, like a lot of us did. They might be trashing them now, i would bend them to my will. These are saps and weaklings and politicians will roll over when i tell them to. It was amazing looking back and reading all of that and sort of sketch that into the future, which paints a picture of trump having been absolutely correct about, you know, the vast majority of republican leaders over the last several years. Just bending a knew to him. Its one election from a presidency again. Whats so remarkable, jake, and you know this well, is that hes not in office, and he still has the same power, torpedoing the bipartisan immigration bill, which was largely conservative. How much influence did he have over the current Speakers Decision not to meet with President Zelenskyy . I can tell you what the available everyday is, katy. The available evidence is, first of all, lets start with this. Mike johnson said he had scheduling conflicts. He didnt know if he would be in town today. Congress left last night for the most part. Theres still people around the capital. He sent a Letter Yesterday to zelenskyy asking him to fire the ambassador to the u. S. Because that ambassador theoretically facilitated a trip for zelenskyy to go to pennsylvania to a Munitions Factory where he appeared with josh shapiro, the democratic governor, and bob casey, the democratic senator. Casey is up for reelection this year. Number two, Mike Johnson is not meeting, again, with zelenskyy today. There was a bipartisan Meeting Today. Republicans and democrats on both sides of the capitol. On the Senate Side including Chuck Schumer and mitch mcconnell, and the house side, hakeem jeffries. Mike johnson did not attend. Now, could we draw a straight line . No, he said he had scheduling conflicts, he didnt know if he would be in town. But the evidence is pretty overwhelming that for johnson, sitting down with zelenskyy right now would not be good for his political future, whether that was the exact reason, we cant say. But it would be treacherous, if republicans keep the house majority, in which he will need, whether trump wins or loses, Donald Trumps support. And probably a stretch to say he calls the shots, but hes certainly the Background Music of everything republicans do on capitol hill. Is he going to be somebody in a position to call shots if he loses the next election. Will people like speaker Mike Johnson say hes still the speaker, be listening as closely to Donald Trump. If Kamala Harris has a republicanled majority in the house or even in the senate, on the subject of ukraine, if Donald Trump loses, will she have an easier time getting funding or will it be harder . I would say this, katy, its actually almost irrelevant, many of the republicans have just turned in on policy to Carbon Copies of trump on a subject like ukraine. I mean, there are 220 house republicans, there are 150 of them. 100 of them or something like that who dont want to give more money to ukraine. The republican party, as mark pointed out in the piece has adopted trumps position on every critical issue facing the nation today. The vast majority of them. It is the minority of the republican party supports, a healthy minority, but supports the traditional republican policies of the past, and i think thats pretty telling. The way that President Zelenskyy has been talking about American Politics has changed as well. He has been much more critical of Donald Trump and j. D. Vance than he had been in the past. Whats the deal with that change . The country is at risk and is being bombarded daily by a hostile invader, and j. D. Vance says, well, i dont care about what happens to ukraine, and Donald Trump says that putin is a genius, and that his version of a Peace Plan would be to give up, conquer territory, and reward russian aggression. Surprise, surprise, ukraine doesnt find the republican ticket to be all that supportive, and therefore, hasnt kowtowed to them in the way republicans want them to kowtow. Mike johnson, when he held up aid for six to eight months, basically if ukraine has lost ground in this war over the last year, its in large part because of that. Surprise, surprise again. But ukrainians dont find that the republicans have been all that supportive. All right. And talking about providing support for ukraine, just going to give you an idea where voters stand on the issue. 31 say too much support for ukraine. What we have right now, 25 say just about right. Hurricane helene which was just declared a category 3 storm is getting bigger and gathering strength. Its set to make landfall on floridas Big Bend in about five hours. Forecasters say it will be bad with unsurvivable Storm Surge. Joining us now, nbc News Correspondent Jesse Kirsch whos in the big Bend City of perry, florida, along with Nbc News Meteorologist Bill Karins whos getting his monitor to work. Well go to him in a second. Lets start with jesse. I hear if you dont Get Out now, jesse, its going to be impossible to Get Out. What are officials telling you now . Reporter and, katy, frankly, the official in perry, in Taylor County telling us it may be too late. We spoke with a sheriff a few moments ago. He gave us a blunt assessment. This is the third hurricane to hit perry in the last 18 months or so. He said this one is concerning to him, in a way that the others werent. Extremely powerful winds, high Storm Surge, and he told me there are dozens of people who have refused to evacuate from low lying coastline areas and the officials here are telling people who are not going to evacuate from the areas to write their name, their birthday, identifiable information on their body in Magic Marker so that their families can identify them. That is the situation we are dealing with right now. Heres part of my conversation with the sheriff a short time ago. Weve had a good result in people evacuating and getting out of the way of the storm, getting out of harms way. We want to thank them for doing that. We know we have some that have not evacuated. What were going to advise you to do is hunker down, stay put. Dont be on the highway. Power lines, as soon as the winds kick up. Were going to do the best we can, were going to take care of everybody we can. Reporter if someone is contemplating leaving, when do they need to make that decision . They should have already been gone. Reporter officials asking people to stay in place. Theres a mandatory evacuation order, but there are people staying. Weve got buildings boarded up, and across the street, something like this, windows exposed. Weve got a lot of that frankly, in the area. Theres also, you know, things that become projectiles, you see Building Signs that are already tilted over, trees that are already slanted, and all of this just look like its going to become projectiles in a matter of hours. Were going to make sure we dont report outside. Thats how concerned we are about how the situation is going to deteriorate. Frankly, were not expecting to be anywhere near the Storm Surge this far inland. As officials have been saying the last drum beat, the you hide from the wind, run from the water. You cannot do anything when there is water above your head, and at this point, again, it may be too late for some people to Get Out. There are some people. We can see them walking around behind you, driving as well. Jesse, where will you be when this Storm Hits . Were going to be Bunkering Down in a concrete hotel building. We have been, you know, doing our own survey. Thats something we do when we cover the storms. We dont show up last minute. We gather supplies days in advance, and its going to get a point, were not going to be reporting outside, were going to be reporting inside the hotel because theres going to be a point where the winds are so constant, strong here, not even forgetting, you know, any concern about it blowing us around. I dont know what else is out there, and its going to be dark. There are any number of concerns that you dont want to play with, and weve got all of these Power Lines as well. They have crews they prestage around Storm Zones because they expect Power Lines to go down. So, you know, thats electricity. Right . Theres a lot of different threats to be contending with here. Not to mention the loss of power, and then youre going to have people using generators, and officials work about people misusing generators. Its a Domino Effect when you have a storm of this magnitude. This one is concerning him in a way that others have not. It stuck with me. Were talking about dozens of people who have not left an area that is very much in danger of being overwhelmed with water and its just really upsetting to think about what we might be reporting tomorrow. Were looking at the Lee County Traffic cam. The wind is tossing the camera around. You can see the Storm Surge getting scary out there. Joining us now, Bill Karins, whos got the big board working for us. Whats the forecast . We get the pit in our stomach. Its a Major Hurricane. Its getting close enough to land that we know whats about to happen. And its just a matter of whos going to go through the eye, where are the homes going to be the destroyed, the trees fall over and where is the Storm Surge going to go. Landfall, eight to 11 hours from now. Tampa, all of the rain, the whole core of the hurricane has missed the west coast. Sounds good, right . But the problem is its still dragging up a ton of water. Were heading toward low tide the next hour or two. This evening, as the High Tide comes n the Storm Surge will come with it, and were going to get high water. Its going to be dark. Not going to see the pictures like you see now. Now nothing, this evening is much much worse. What i dont like is the center of this thing is contracting. It still possibly could get to a category 4 at landfall. The Hurricane Center has this land fall, 10 to 11 00 p. M. This evening. South of tallahassee. Those are the two cities in town that have the best chance of going through the category 3 or 4 Eye Wall which will be the worst they have had in the cities. Never seen anything like this in those cities, and then the storm will race up through areas of georgia. Right over the top of atlanta, 8 00 a. M. Tomorrow morning. Still likely as a tropical storm. In atlanta, youve got epic amount of rain, plus this amount of wind. A lot of trees coming down, more than you would expect for a storm like this. The big story, as far as the threats go to life and property, water. Inland flooding is going to be historic with this. This high risk goes up to the mountains of north carolina. The river forecasts are off the Charts Record breaking throughout the region. They have had a foot of rain. They could see an additional foot of rain. In the mountains, bad news. The rainfall totals, the storm goes north and hooks back to tennessee. Saturday, we could see isolated flooding. Its the landfall northwards, and because of this, we have 43 Million people under flood watches. We have Flash Flood warnings, dotting the map from virginia, areas of western north carolina, south of the charlotte area, too, and we will see this expanding here towards the hall has see region. As far as Storm Surge, this will happen close to landfall. 6 00 p. M. To midnight, well be watching for the water to rise as the low tide ends and High Tide approaches. From this region, this is not a beach, this is swampy, marshy areas. Theres not a lot of population there. One of the least populated spots. If were going to have a 20 foot Storm Surge, this is where you would want it to be for the least amount of damage. And then the wind gusts themselves, this is tallahassee, everything should be on a charger right now, prepare to lose power for the next two weeks, three weeks in some cases, blue roofs covering a lot of homes throughout the area of tallahassee to perry florida, were going to have Roof Damage for a Major Hurricane headed over you tonight. This isnt like a typical hurricane, the wind gets stronger and stronger and stronger. This is going to be going so fast. When that eye comes in, its going to be a tornado hitting, going from not much to all of a sudden in a snap of the fingers. In three hours, the hurricane is going to be in and out. Thats how its going to be through the course up through georgia tonight. Tomorrow morning, the atlanta winds, significant Power Outages through macon, albany, georgia, and georgia and south carolina. Downstream of a dam in some cases. Get out, listen to your emergency managers. This is going to be a story thats going to continue through the weekend, and into next week for these communities that are going to be highly affected. We always hope for the best, and hope that the forecast turns and things arent as bad. We hope for that. Whats amazing is this forecast has been dead on for three like three days now, Major Hurricane, the red areas, the mandatory evacuations, those people were told three days ago the storm is headed right for them. That hasnt changed, the Forecast Intensity Hasnt changed, and unfortunately, its too late. The damage is about to occur. And there are shelters in place if you cant afford to Get Out. The sdny filed a 57page Criminal Complaint accusing the Citys Executive of bribery, conspiracy, fraud and soliciting illegal campaign contributions, which resulted in him stealing from City Taxpayers. The mayor says he will not resign over this, but there is somebody who could kick him out. Does the states governor, Kathy Hochul have the stomach to do it . Joining us now, tom winter, msnbc legal correspondent, lisa rubin, former an tor of inside City Hall, and former Executive Director of the New York state democratic party, basil smikle, also an msnbc political analyst. Theres a legal part of this. Theres a big political part of this. Lets start on the investigation. What was the most striking part of the indictment in your opinion . Right. And ill get to that in a second. We have news with respect to this case. It appears that federal prosecutors, Mayor Adams Defense Attorney agree tomorrow or monday the mayor will turn himself in and go to federal court. Get finger printed, do all that. Thats part of the process. Hell be finger printed, enter him into whatever data bases they need to. It will be interesting if they put together a prepackaged bail. I anticipate he will be out. So that in a prior case involving a politician, senator robert menendez. The fact that the conduct goes back so far, we were talking about it, we talked about it earlier today, the idea that this went back to when he was Borough President ial. Explain what Borough President is. There are people who live in New York city that dont know what a Borough President ial is. The City Council controls the city along with the mayor. A Borough President , and you mentioned it last hour, i think it was the right way of putting it, its more of a ceremonial position. You get your name, every time you enter in and out of the borough, youre on a sign somewhere on the side of the road. There are people that can help facilitate things for whether youre a business, an organization or an individual, but as far as actually controlling the Purse Strings of these massive city institutions, youre not really two hands on the wheel. It is somebody that can be seen as a steppingstone to State And City government positions. Thats obviously something that happened here with mayor, and mayor Eric Adams. Former State Senator as well. And so this person is somebody who federal prosecutors say has been involved in soliciting these illegal donations for some time, and so, you know, it would be one thing if you got donations and did some activities on behalf of constituents. Its the idea of soliciting foreign donations or getting foreign donations through Straw Donors that is a problem here and kind of keys them into this. The big problem is that he doesnt disclose it. Didnt tell people where his interests lie, and then also when he was taking that money, went to Straw Donors, smaller donor amounts, the city has a Matching Program that he was part of. The city matched the Donation Funds and in the indictment, they allege that he stole 10 Million in funds from City Taxpayers through the Matching Program. And thats a huge part of how New York politics runs. I mean, basil knows this better than anyone. Its endemic to running to city wide office. Particularly now that weve got ranked choice voting, the ability to access those matching funds. Without them, you cant compete in the New York political market. And its supposed to make you focus on individual voters here. Its supposed to make sure voters in New York city have a larger say in who becomes the mayor. Its not just big special interests who can donate more money. I want to talk about the politics and what its going to mean for the future. Mayor Adams Has said he doesnt want to resign. Should he . You know, i dont know if he should, and the reason i say that is because full disclosure, i had a candidate in the race where he ran for mayor, it wasnt him. So just the full disclosure, having said that, if you see the Press Conference today, and you had some legendary africanamerican leaders standing behind him, from his point of view, hes thinking, my Base Hasnt said that i should step out. Why should i. From that point of view, hes going to stay in it as long as he actually can. Can he be a good mayor while facing charges, can he be a good mayor . As a lifelong New Yorker, i think its a distraction, and i would want to see something different. There are a lot of people who, good people who were serving in city government, the school chancellor, who i have known for 25 years, the head of the department of health, its already failed one Police Commissioner and in his replacement, that person has had his home raided, i believe. And when you think about that, and you think about how prominent these agencies are in city government, one wonders, can he actually go forward. But politically, i think his supporters are still there with him. Number one. And number two, to be honest, the africanamerican community has a healthy distrust of the media and law enforcement. So from this point of view, when you hear him say, theyre coming after me, i dont buy that argument, but hell say theyre coming after me, theyre targeting me. I think i think it Mirrors Trump talking points, but for the moment, it seems to be giving him a little edge. There was a very loud Heckler Outside of his news conference. It overwhelmed him in the beginning. He was saying, this is not a black thing. You have been been a bad mayor, bad on education, bad on crime, bad on trash in New York city. Governor hochul can remove him if she chooses, any idea what she might do . Shes going to be under a lot of pressure not to remove him as basil said, adams is not a particularly popular mayor the in polls. The last poll had him at about 28 , but africanamericans approve of him by far larger numbers, and he is not afraid to use that as a cudgel. Yesterday, aoc called for him to resign, and he said it was a racial issue. You know, this morning, the people he appeared with at his Press Conference were all africanamerican leaders, and hes sending a signal to people like Kathy Hochul and others that there will be a price to pay with his base if they force him out. Is there a price to pay for the democratic party in future elections . Does this open the door to a republican or even an independent to make end roads here in the city . Well, yeah, it definitely could. I mean, look, were looking at chaos for weeks or months to come. Its a complete disaster for New York city. Weve got a share of problems, and City Hall seems to be unraveling by the day. So is there an opportunity for someone to come and say, im going to clean things up . Yes, and ill name you one person whos thinking that, and thats Andrew Cuomo. So Andrew Cuomo was forced to resign in a sexual Harassment Case but has spent the last year or so trying to resurrect his reputation, and has made no secret that if Eric Adams steps aside, he would want to come in, i guess, reclaim his reputation. The question is whether he would run if adams stayed in the race, and thats another question. Basil . I would love to see Andrew Cuomo in a race, that would be an amazing race. One of the big challenges for him, he has to go get black votes away from Eric Adams, and today, thats a very very tough calculus. And i would like to say this very quickly. On the two things that he has been saying, Eric Adams, one that he feels like hes sort of sharing the same kind of moment that the first black mayor of New York city, david deacons, and i would suggest to him, not to sully david Deacons Name in doing so. Because david was not indicted and he had four years of Rudy Giuliani antagonizing him. That is not the situation. The second point i would make is that why are you going around mimicking republican talking election, in a state that democrats sorely need to take back the house, and you know that republicans are not afraid to take city issues and bring them to the suburbs. Given that, i wonder what pressure politically speaking, andrew maybe you can answer this, in this state there will be on Kathy Hochul to not allow the city to be defined by corruption, especially outside of the city in West Chester and above, that the democrats lose house races, much needed house races. There were so many end roads that Donald Trump and the republicans made in 2022. So many. I think its really less that and more about the fact that in putting this before the public again, their concern is almost as if if youre serving it back to the public on a silver platter, something they have receded from their memories. They got a laptop and they have to reopen an investigation, they announce it three days before the election, that sort of thing. I think they would say that it is comparable to that.
