bank, many of the banks outside of this -- as you know the biggest banks, frankly, are outside of your country, so you could do that. but i don't need to borrow money. i built a great company. >> that's donald trump pressed yesterday whether he would accept foreign money to cover his civil fraud bond. those comments came after a substantial day legally for the former president. we'll go throughological of it in just a moment. also ahead it appears that one of the house republicans leading the impeachment inquiry into president biden is ready to move on from the months-long effort. plus we'll bring you the latest on the growing rifts between israeli prime minister benjamin netanyahu and the biden administration following a u.n. resolution for an immediate cease-fire in gaza. good morning and welcome to "way too early" on this tuesday, march 26th. i'm jonathan lemire. thanks for being with us today. and we're going to begin with breaking news out of baltimore this morning. the francis scott key bridge part of interstate 695 partially collapsed overnight. it happened when a large cargo ship struck the bridge. the vessel was leaving baltimore for sri lanka. you can see the footage there. the bridge just topples into the water. the local coast guard received a report of an impact at 127 a.m. according to the associated press emergency responders are searching for at least seven people who are believed to be in the water. right now it's too early to know just how many people overall were affected, but the baltimore fire department has called the collapse a developing mass casualty event. baltimore mayor brandon scott tweeted earlier he was aware of the incident and was en route to this collapse site. nbc news correspondent ryan nobles is heading to the scene for us, joining us by phone. ryan, this is obviously just happened a short time ago. the footage here is hard even to fathom just how quickly this massive bridge collapses into the water. tell us what's the very latest? what do we know? >> jonathan, i just arrived at the base of the francis scott key bridge just outside baltimore where the bridge has obviously been completely shutdown. they are cut off traffic in and out of the area around the bridge. we are currently staging an -- in an immediate staging area right near the bridge. it is still dark right now, so it's hard to determine just the scale of what this tragedy will end up looking like. from my vantage point right now i can tell you that there are emergency helicopters that are circling the area around where the bridge stood. we know that there is coast guard and local first responders that are in the water right now trying to determine whether or not there are victims to be rescued and the scale of just how many people were impacted by this. this obviously happened in the middle of the night, so not during a time where there would be an unbelievable amount of traffic. this normally is a very, very well traversed bridge. this is one of the main arteries in and out of baltimore. this is major flow of traffic during a busy part of the day. because this accident happened at such a slow time of the night, that is hopefully going to limit the number of people that were impacted by this, but we do already know that law enforcement officials and first responders do believe that there were cars on the bridge at the time of the impact and the collapse, and that they do believe the people were impacted by it. this is obviously going to impact traffic in this area in a major way as people start to wake up and realize what happened here. there are all kinds of different staging areas around -- near the bridge where people are being diverted and sent in different directions. there are signs as you're pulling up to the bridge telling you to avoid the area if at all possible. so there's a number of logistical and obviously emergency response aspects to this that are still playing out in realtime. but at this moment, i think that we're not going to really begin to understand the full-scale of the devastation here until the sun starts to come up and we get a full accounting of it. but this is a developing situation, jonathan. >> yeah, certainly. ryan, as you noted this is a major thoroughfare south of baltimore. there will be tremendous impacts in the region in the weeks ahead. we're seeing still images now of the twisted metal of the collapsed bridge in the water. power mount is human life. and we don't know -- as you said reports of at least seven people who were on that bridge when it fell. we don't know yet if there were crews also involved. ryan, is there any sense as we think about this bridge -- it's been a couple hours since the collapse -- of the water temperature. it's been cold the last few days in the north east, in the midatlantic there. are rescue teams, officials saying anything at all about whether they've been able to spot any survivors? >> no, there hasn't bane any official indication as to just how serious the potential loss of life or rescue effort is at this point. we are expecting some sort of media briefing here in the next hour or so. we've been told to prepare for that, but the specific time that's taking place has not been fully communicated to us yet. but in terms of just the conditions, it is cold right now. it is in the 30s here in baltimore. the water has got to be even colder than that right now. i don't have a specific reading of what the temperature in the water would be at this particular moment, but it has to be freezing. it has been -- we've been through a bit of a cold snap-in this part of the country, but from precipitation standpoint, it is clear there's no rain or snow or anything along those lines that would inhibit the rescue effort, so that is somewhat of a saving grace in this situation. but it is cold. it's going to be a very difficult situation to try and do everything they can to rescue people especially given that as i mentioned before it is still very dark right now as they begin that process. so obviously there's just -- the scale of this -- this incident is hard to fathom. inyoofb you've never in to the francis scott key bridge this is a significant bridge over a major thoroughfare. and the volume of the bridge that collapsed is just hard to wrap your mind around. the work here, this is going to be a weeks long -- years long project to try and recover from what was -- >> francis scott key bridge opened in 1977, and as we've been showing struck by a vessel en route from baltimore sri lanka, a few hours ago collapsed in the water. we still have a few hours of darkness, which of course that darkness will hinder rescue efforts. nbc's ryan nobles, thank you so much for racing to the scene for us. we will stay on this developing story, this massive baltimore bridge collapse throughout "way too early." we do want to now move what amounts to something of a legal victory for donald trump. the former president now has ten days to post a $175 million bond in his civil fraud case. that 11th hour ruling came yesterday from a panel of new york state appellate court judges. they reduced trump's bond from $464 million, so a significant cut, and they did not give any explanation as to why. this comes despite trump claiming on social media friday that he almost had all the cash he needed. two people with knowledge of the former president's finances told "the new york times" that he should be able to pay the new bond amount, though doing so will effectively drain much of his cash on hand. trump will have to put up about $200 millian in cash and other investments as collateral to accompany the bond. letitia james seemed to brush off the statement writing in part donald trump is still facing accountability for his staggering fraud. the court has already found he engaged in years of fraud to inflate his net worth and unjustly enrich himself, his family, and his organization. meanwhile, on the same day we got this news. former president trump's hush money case is now scheduled to go to trial. we have a trial date, and it's three weeks away, april 15th. in a manhattan courtroom yesterday the judge overseeing the case scoffed at the defense's ongoing fight to delay the case or throw it out entirely because of a recent document dump by new york prosecutors. at the end of the 70-minute hearing the d.a.'s office determined they'd given him a reasonable amount of time to disclose all the evidence. trump's team is vowing to appeal that set trial date. joining us here on set at 30 rock msnbc legal affairs analyst anthony coaly. he was most recently the top spokesman at the department of justice under attorney general merrick garland. anthony, thank you so much for joining us this morning. let's start with this trial. this is a historic moment. it's the first time a former president of the united states has a trial date. april 15th. do we think despite trump's team saying they're going to appeal, do we think april 15th will stick? >> yeah, we do. let me start by saying your setup here was perfect. it was both a good news day and a bad news day for donald trump. in terms of the date, this is the last thing he wanted, jonathan. he went into yesterday's hearing really trying to get the judge to delay the case or even get a dismissal all together. the judge was absolutely having none of it. the most important thing that happened yesterday in addition to the date was how he lost. i mean his lawyers really frustrated this judge. i mean we saw on multiple instances the judge saying -- scolding donald trump's attorneys, suggesting that overheated rhetoric that he was using was not appropriate, suggesting prosecutorial misconduct inappropriately. i mean this is the last place you want to be if you are a lawyer on the cusp of starting a major criminal trial. so that was inside the courtroom. outside the courtroom we saw a little bit more of the same from donald trump in terms of his false claims of election interference. and the facts really don't bear that out. in both of those cases with the tish james case in particular that started in 2019 when donald trump was still president and well before he announced he was going to run for president in 2024. and both of these prosecutors it's worth noting are not part of the federal apparatus. they were elected by the people of their state to do what the law requires in their state which is pursue justice without fear of fraud or favor. >> pretty remarkable deduction in the bond trump had to pay. what does it tell you about the larger case? probably still living here with mom and dad. fast reliable speeds right where you need them. that's wall-to-wall wifi on the xfinity 10g network. welcome back to "way too early" where we continue to follow the latest out of baltimore where a major bridge has partially collapsed overnight. it happened after a cargo ship struck the bridge, the francis scott key bridge about 1:30 in the morning. the baltimore fire department has called this a developing mass casualty event. there were people on the bridge at the time of the collapse. unclear how many. rescue efforts under way. we'll bring you the latest as we learn more throughout the morning. the baltimore bridge collapsed. turning now to some other news. russian president vladimir putin yesterday acknowledged for the first time that friday's attack in moscow was carried out by what he called radical islamists. however, he again suggested the attackers had some sort of link to ukraine. putin did not provide any evidence of that claim. nearly 140 people were killed when gunmen stormed a concert hall in moscow friday. health officials in russia said at least 182 more people were hurt with 96 of them still recovering in hospitals as of yesterday. russia said it captured the gunmen involved soon after the shooting with putin claiming they were heading to ukraine when they were caught. russia, again, has yet to provide any evidence suggesting that's true. a faction of it terrorist group isis, isis k, claimed responsibility of the attack which the united states then confirmed. meanwhile today back here in the united states, the supreme court will hear arguments in a case that could restrict access to the widely used abortion pill mifepristone. at today's hearing anti-apportion advocates are expected to argue that the u.s. food and drug administration rushed its initial decision on the appeal. they're hoping to force a requirement on people using the pill to see a medical provider in person, therefore ending the practice of simply mailing the pill. the court's decision would directly impact americans relying on the pill with states with abortion bans in place. we'll have more for you on this throughout the morning. still ahead, we'll bring you another check on the breaking news of the morning, a major bridge collapse in baltimore. we'll be right back with the very latest. ry latest. on the right of what remains of the francis scott key bridge in baltimore. the image on the left is the moment of impact of a ship about 4 hours ago hitting one of the supports of the bridge, toppling into the water below. a devastating incident in baltimore. that is highway 695. the bridge carries 695 in baltimore. it is a major thoroughfare. transportation secretary pete buttigieg has just tweeted saying the federal government is also in response to the bridge collapse. obviously there's going to be massive implications for morning commutes throughout the midatlantic, but the primary concern right now is massive potential of loss of human life. there were people confirmed on the bridge and may have been a work crew as well as some drivers. it is a blessing this occurred in the middle of it night and not during the day when hundreds of cars would be on that span at once. but it's unconfirmed at this moment how many many people may be in the water at this time. we're expecting updates from baltimore and federal officials in the next couple of hours. angie, at these rescue efforts are under way what we do we in terms of the weather there, the temperature, and also water temperature. >> we're into spring but temperatures haven't warmed up that much. we're talking temp likely low to mid-40s. we'll see temperatures warm up thereinto the mid-50s, but at this time still quite chilly out there. the good news is for anyone for the responders and rescue efforts, not expecting rain there today. we'll continue to watch of course how that develops. we'll also be watching weather wise a massive storm system that works across the country. plenty of rain from the midwest to great lakes to the gulf coast and potential is there for strong storms through the day today. the system will work through the east tomorrow and likely see the i-95 corridor while soggy. that keeps us wet along the same region here as we get into your thursday as well. for your snowfall this hour. rescue and recovery efforts are under way after the francis scott key bridge, which is part of interstate 695 partially collapsed when large cargo ship struck the bridge overnight. you're seeing the footage there of the stunning collapse. right now it's too early to determine how many people were affected, but according to "the associated press," emergency responders there are searching for at least seven people believed to be in the water. the baltimore fire department called the collapse a developing mass casualty event. the francis scott key bridge opened in 1977, a updates throughout the show about this tragedy unfolding in baltimore. turning now briefly to some other headlines, the republican chair of the house oversight committee appears to be abandoning the possibility of impeaching president biden after facing growing opposition from some gop colleagues. instead axios reports oversight chair james comer is now indicating that, quote, the culmination of his investigation into the president will be criminal referrals. that would then lay the groundwork for prosecution by a future trump justice department if donald trump were to be elected this november. during an interview just last week congressman comer said he would vote to impeach president biden right now but then said he believed the best path to take accountability would instead be criminal referrals. it's important to note the gop's impeachment inquiry has failed to uncover any evidence that president biden who's directly involved in or profited from his family member's business dealings. joining us now congressional reporter for punch bowl news, max cohen. max, good morning. so explain to us, if you il, this about face by comer. what's the reason by potentially switching to criminal referrals, and do we think this has any legs to it? >> i think first and foremost this is the acknowledgement of political majority. the house majority is growing smaller every day. if this is put up on the floor today house republicans won't even vote to impeach joe biden. so that's a failure in many ways of their own republican investigation. as you mentioned there's no conclusive evidence of any impeachable crimes by president biden. when he said the culmination of referrals that sets it up for a future potential donald trump administration going after joe biden's family members. it's way too early to tell what that really will mean or whether that will come to fruition, but in the end comer saying he knows he can't get this through the house, and he needs to give the base something -- something to show this investigation has any legs. >> max, tell us briefly that means the impeachment inquiry matter would stop, is that right? and tell us also a little bit about punch bowl news' new piece about congress leaves town with everyone mad as they begin to move to recess. >> yeah, i wouldn't say impeachment inquiry is over. i just you'll still see comer and judiciary chairman jim jordan still holding public hearings. there will perhaps be a final report, but what's clear there will not be a street in the house of reptivals. and at the end of the day a democratic controlled senate would never convict president biden of any crime. this was always going to be political messaging. it's clear there won't be a vote. the piece you mentioned congress is a little upset. congress did the bear minimum, it funded the government, but you have house republicans ins open mutiny, again another motion to vacate pushed against speaker johnson. you have democrats upset with how the white house is handling the war in gaza. you know, a lot of friction in congress. they're heading to go back for two weeks but there's still a lot of problems in this divisive stock futures up at the moment the major averages took a break from their recent rally. what appears to be driving the market in the early hours? >> good morning, john. it seems to be nervousness ahead of that pce data so sort of a wait and see. it seems the tech rally has of course boosted thing quite significantly plus that fed speech with regards to the dovish tone with interest rates to be cut this year. we saw the nasdaq breaking what was a five-day winning streak yesterday as well in the trading picture and that seems to perhaps abated this week or perhaps today we might get a reversal of that. united airlines falling around 3%. the faa saying they're going to be with that company and align there throughout the rest of week because of safety concerns, of course significant in a week where you see news out of boeing of course explicitly as well. plus you had the notion the fed will indeed be maintaining its stance around three cuts of interest rates. all of that playing to this market picture as well, john. >> arabile, you just hinted at there's been a major shakeup at boeing as the aerospace joint grapples with the falling out of the # 37 max crisis. >> this is a major shakeup, right? you've had the ceo, the chairman, as well as the operations manager, the operations head for boeing all leave the entity specifically by the closeout of the year is when all of those changes will happen. david calhoun, the ceo, anticipated to leave boeing at the end of this year. that announcement being made yesterday. it's a significant move because he becomes the second ceo to have left boeing now on the back of production and supply concerns and that have been plaguing the company. it would be a five-year tenure at the end of this year, and thaefts what he tried to play it down as, as being five years. we all know it's because of the production challenges that have faced boeing quite significantly, that fuselage door blown out of the alaska airlines flight we'd seen earlier this year. plus of course the significant issues we've seen across the two years plus those crashes that happened in 2018 significant as well. so the problems at pough are quite significant. question marks around who now takes over. we do currently have the former qualcomm ceo stepping in there as the new chairman. so we'll see what the changes are as well as time goes by. >> we could all unsubscribe and switch to xfinity. their connection is unreal. and we could all un-experience this whole session. okay, that's uncalled for. we continue to follow breaking news this morning. a major bridge has partially collapsed overnight in baltimore. it happened after a cargo ship struck the bridge about 1:30 a.m., prompting a massive emergency response. you just saw a footage of the collapse there on the left side of your screen. we're awaiting a press conference later this morning. it's worth noting the port of baltimore is one of the nation's largest shipping hubs. that bridge carries interstate 695 over the water there. reports of at least seven people -- at least seven people who were on the span at the time of the collapse. but that number could very well change. rescue efforts are under way. we'll of course bring you the very latest as we learn more throughout the morning. meanwhile, the united nation's security council passed a resolution calling for immediate cease-fire in gaza. 14 countries voted in favor of the measure yesterday. the united states abstained. this comes just days after america proposed its own resolution using the word cease-fire for the very first time. russia and china, however, vetoed that measure calling america hypocritical for voting against other cease-fire resolution. this time the united states chose not to vote at all. officials say while they support a cease-fire as part of a hostage release deal, the bill does not have language that condemns hamas. benjamin netanyahu criticized and accusing of the u.s. from a retreating position. in protest netanyahu announced he'll no longer send a delegation to washington to discuss israel's looming offensive in rafah, that delegation aglued to a few days ago. senior officials from israel were supposed to meet with the biden administration this week as the white house has raised repeated concerns about israel's launching a major military operation in the southern gaza city of rauf raw where more than a million residents have been seeking refuge. the white house says yesterday's vote does not reflect a change in america's policy and that the resolution does not stop israel from going after hamas terrorists. joining us now former spokesperson for u.s. mission to the united nations. she also worked at the nsc and teshry department. let's talk about what happened yesterday. some in the biden administration i spoke to were wer plexed and worried that netanyahu would do this, he'd throw a fit as one person put it to me and pull back the team that was coming to rafah. so what do we make of that? and what does it mean for that looming offensive? >> right. i would agree with the biden administration because these talks have been going on for a while. the u.s. has been quite public being not supportive of israel going into rafah. they've publicly criticized and said you can't do it, we've got a clear plan of evacuation of citizens for over a million there. when we're talking about abstention at the u.n., on one hand it's a significant deal because the u.s. has vetoed resolutions since. one is hamas and tying the release of hostages to the cease-fire. this resolution didn't include either of those elements, but they called for a cease-fire during the month of ramadan and called for a general. the u.s. said we support these objectives generally, so they didn't won't to get in the way of it. but they abstained now because they're sending a message to israel they do not at any cost want them going into rafah right now. >> it's reflective of the growing rift between netanyahu and the biden administration. the vice president has been out front nudging netanyahu, being more critical of israel and then allowing the president to work privately behind the scenes to kind of fill in that space. do you think that tactic is working? and where do we see this relationship going from here where netanyahu time and time again is thumbing his nose at what washington wants? >> the thing a little bit odd is the u.s. and israel, as close as the two countries are and we are very close, it doesn't mean we haven't had past disagreements. i worked very closely myself with the israeli government when i worked at the nsc, worked in counter financing, hamas was in my portfolio. that doesn't mean we don't have disagreements that get ugly and go public as we have seen in the past. that's why it's shocking to get the ties point where netanyahu is throwing a fit and canceling. it's very performative. he should have known where this was going. this is resolution that calls for a cease-fire for the month of ramadan, and that's something the u.s. has been quite public about for a while now. that said while this could have results if these were pursuits, this offensive in rafah, it could have results on consequences how the u.s. offers aid to israel could be completely conditional, i don't think it would undermine the friendship or alliance in general. >> we should note ramadan almost half over at this point. president putin acknowledging it was isis behind this attack although trying to shoe horn some sort of blame on ukraine. tell us why russia was vulnerable to attack right now, and should we be concerned isis k is gaining strength and could attack elsewhere? (smelling) ew. gotta get rid of this. ♪tell me why♪ because it stinks. ♪have you tried downy rinse and refresh♪ it helps remove odors 3x better than detergent alone. it worked guys! ♪yeahhhh♪ downy rinse and refresh. back to our breaking news. a major bridge in baltimore has partially collapsed overnight. it happened after a cargo ship struck the francis scott key bridge, a major thoroughfare there, around 1:30 a.m. the baltimore fire department has called this a developing mass casualty event, and a baltimore fire official saying rescue crews are searching for up to as many as 20 people in the water. that number, of course, could change. we're still about an hour away from sunrise there in baltimore, so that darkness hinders rescue efforts. our thoughts, of course, with those who may be trapped. rescue efforts under way at this very moment. we're expecting, as we look at live footage there of the aftermath, we're expecting a press conference from officials in the hours ahead, we, of course, will continue to cover this story throughout the morning on "morning joe" and on msnbc. we're turn back to politics now. house speaker mike johnson is reportedly ready to take up ukraine aid once congress returns from its two-week recess. johnson's speakership, however, could be at risk if he moves on that aid package. congresswoman marjorie taylor greene issued a warning shot to johnson friday, threatening to remove him from his post due to his handling of the government funding package that was signed last week. far-right republicans who are mostly opposed to ukraine aid could use green's threat as a mechanism to oust the speaker if he pushes forward with the package. many in washington are wondering if johnson will choose his own political ambitions or support our allies in ukraine. former employer for house speaker boehner and ryan, brendan buck. >> we'll learn about how johnson will handle this. there aren't many options. he said he does not like what the senate did, but the house has broken down so much that they don't really have the ability to do much other than pass what the senate did or do nothing. you know, it is usually a tactic of the house that you can ping-pong back something to the senate if you don't like what they did. the house puts together its own package and sends it back. the house republican conference is not operating as a team. anything that happens in the house now has to be done in a bipartisan way. he's going to have to negotiate with democrats to get this done. at this point, i don't understand why he wouldn't bring up the senate bill. house democrats probably not likely willing to negotiate with him again. we remember how long it took for the senate to come up with their own negotiations on ukraine. the reality is, everything that marjorie taylor did last week, bringing up the motion to vacate, was about ukraine. she's setting the stage to say, don't you dare send one single dollar to that country or i'm going to remove you. there are not a lot, but there are a sufficient number of republicans who would be willing to bring that up if democrats would go along with them. once again, this comes back to democrats. will they support speaker johnson if it means passing aid for ukraine? i don't know. obviously, democrats weren't there for kevin mccarthy before, but maybe they will be for johnson. >> let's go a little further about what marjorie taylor greene is trying to do here. sounds like you're taking her threat seriously. you believe this was not just a warning shot across johnson's bow, that she may follow through with this motion to vacate. but if she does, and johnson is ousted, who possibly could be the next speaker? >> yeah, i don't know. i don't think she had a plan. i mean, when she went out and talked on friday, i think she realized how unpopular this would be in the conference. she said she doesn't want there to be chaos or be stuck on the floor for three and a half weeks. she thinks they should go behind closed doors and elect a new speaker. mike johnson isn't going to step aside right now. it would be chaos on the floor again, and there is no obvious choice. the reality is, it doesn't matter who the speaker is. as we just saw, the funding deal that congress passed was exactly the same thing kevin mccarthy would have done. marjorie taylor greene and her friends have been raging not against the speaker but against the realities of the divided government and the reality you have to work with democrats. i don't know who it would be. i didn't know it'd be mike johnson. i'm skeptical he'd lose his job because, again, i think democrats probably wouldn't take out kevin mccarthy in the same way they did mike johnson, if the reason he's removed is for bringing up a bill they want him to bring up anyway. they'll get something out of it this time. i think their bid will fail, but it'll be chaos again. >> briefly, speak to how constrained and weak johnson is with the threat over his shoulder, but not just with the republicans leaving but quitting the house, it'll be down to a single vote. >> none of us have seen a house majority this thin before, and it handcuffs the speaker. one thing the house usually has for it is it can move quickly, can maneuver, be agile. when you have a one-vote majority, you can't do much of anything. you need the minority to pass anything you want. that's been the case really all congress. so whether it is ukraine or anything that happens for the rest of the time, hakeem jeffries is incredibly powerful. it's really hard for johnson to walk into a house republican conference meeting and come up with a plan and pitch it to his members when he knows no matter what we're talking about, there aren't going to be 218 votes in that room. it's a terrible position to be a speaker in. the speaker relies on having a majority of his own party, and this is a situation where he can't count on that. >> brendan buck, terrific analysis, as always. thank you for joining us this morning. thanks for getting up "way too early" with us on this tuesday morning. we'll continue to have live coverage of the baltimore bridge collapse.
