states. it's always been a story about us. but in telling this story what you quickly find is there are stories from all over the place. there's a bunch of stories from all over the world that keep unasroeubl keep getting dragged into it whether you like it or not. even though this is about us, you have to start at least for a second with poland. just a few days ago, mayor of the capital city in poland, the largest city in that country he held a press conference. he announced at the press conference that the city of warsaw will be setting aside tens of millions of dollars in its new budget to build bomb shelters for people in that city. now, poland is not currently at war. the capital city of poland is not getting bombed. for them, and for us that's a good thing and an important thing because poland is a member of nato. so if someone was bombing poland, if polish citizen, polish civilians needed to use bomb shelters in the capital city of that country that would be very bad news not just for poland but for us as well. because poland is our nato ally. and if somebody was attacking them, that would mean that we would soon be at war as well. if you attack one nato country you attack them all. it is a treaty of mutual defense. so, our nato ally in poland scrambling right now to build bomb shelters for civilians in their capital city. that is not great news. the reason they're doing it is because poland borders ukraine. russia has invaded ukraine. poland now has to worry about these things because the war is at their doorstep. poland has to worry about the war being at their doorstop and because poland has to worry about it so do we. then there's also another nation much smaller nation called moldo va. now moldova isn't in nato. so they don't have a mutual defense treaty with a big country like the united states but moldova is also like poland right on ukraine's border. they're squished right between ukraine where russia has already invaded and romania which is another nato country. moldova is facing a lot. he also appears to have designs on parts of moldova. when putin brought this leader over to moscow to meet with them the president of moldova taking that meeting. with putin says she may have to go to moldova she flew into the first nato country that would agree to form. the president of moldova flew to france. where france here agrees to come to the aid of moldova if indeed putin attacks there too just like he attacked ukraine. poland is building bomb shelters, moldova is building new defense alliances as putin is threatening to invade moldova too. now a third one, the nation of georgia. in the nation of georgia which doesn't border ukraine it borders russia directly. another one of these hand picked prokremlin officials from part of that country ha putin wants to break off and make it part of russia instead. that local leader in russia has quote discussed its possible inclusion into russia with moscow. according to russian state media. so he brings over a prokremlin hand picked leader from part of georgia that russia wants to break off from georgia and make it part of their own country. so putin has invaded ukraine. he's in the third year of his war in ukraine. he's threatening two more count trips on his border. another country that's bordering ukraine is t hreatened enough by how he's acting with them. in a fourth country in lithuania, a hammer attack on an ally of russia opposition leader navalny. so you put all this together and what you're talking about here is a geo political wrecking ball. this isn't one war, this isn't a count trip with a border dispute, right. what putin is making happen in the world right now is constant war and destabilization and threats and terroristic violence and assassinations in multiple bordering countries and pushing right into nato. and of course when he pushes into nato that directly implicates us. putin was asked, ahead of this weekend's election in russia, about whether he wants to engage in peace talks with ukraine since that war is now in its third year. putin scoffed at that, he said why should he bother doing that just because ukraine is running out of ammunition now. and indeed, ukraine is running out of ammunition now and that's largely because of us. it's because of the republican party at least in the united states of america. since protrump heart liners installed a new trumpier republican speaker of the house, american aid to ukraine has stopped so yes, ukraine is running out of ammunition to fight russia. so why would russia stop and hold peace talks. putin can see how this is going to end as long as republicans in the united states of america keep doing their part to help. geopolitical wrecking ball. with apparently limitless ambitions. it's one thing to start the largest land war in europe since world war ii. it's another thing to be three years into that and starting to rattle or saber at multiple other countries on your own borders and the borders of the countries you have already invaded. you know, in 2016, there was a lot that was stranged. like just weird. gonzo, wacky, hard to believe weird about putin's decision. russia's decision to get their claws into our american election that year in to 16 to try to get donald trump into the white house -- year in 2016 to try to get donald trump into the white house. they're not looking back at it right now. do you remember signing the letter of intent to build trump tower moscow which would have been the biggest real estate deal of his life. he signed that letter of intent to build trump moscow. he signed that right in the middle of republican presidential primary. literally he signed it the night of the third debate. he and his campaign lied about it and said he had done no such thing. said he had no business interest in russia. he signed the letterover in -- letter of intend to build that thing the day of the the presidential primary campaign. they took a meeting with a woman who said she had dirt to share and she wanted to share that dirt with jared and don jr. as part of russian government's help for trump's campaign to become president. that happened? that's an insane thing to have happened if that happened. there was you know russia running the social media campaigns out of st. petersburg to try to get americans at each other's throats and to spread conspiracy theories and to boost trump. there was the russian intelligence operation that hacked into the computer servers of the democratic party and when russia started releasing that hacked material to try to help trump and hurt the democrats, trump came out during the democratic national convention and asked russia to please do more. during the republican national convention, that was that incredible moment when the trump campaign took an interest in precisely one part of the republican party's national platform. they didn't care about any of it, they didn't want anything. they didn't ask for anything. they didn't try to change anything except for one thing, the only thing they intervened on at all in the 2016 republican party national platform. the only thing they changed. the only thing they even showed any interest in. is that the republican party had a plank in its platform that said the united states should support ukraine to stand up against russia. and that was the one they said had to go. it's the only part of the platform they cared about. there was so much that was just bizarre at the time. honestly, looking kind of less bizarre looking back at it now maybe. but covering at the time, it was just, it was hard to believe these things were happening. right. russia helping trump in that election. and trump so obviously welcoming it. overtly welcoming it. asking for more of it. trying to pretend it wasn't happening. it was crazy times. the craziest of all, was when they brought that new guy on board to run the campaign. in the summer of 2016, the summer of the general election, this guy appears out of nowhere. he had not been a political figure in the united states in years and years and years. it was just completely unknown to almost everyone in contemporary politics. he had been like a gerald ford era guy and a reagan era guy but no one has seen him in washington for years until he popped up, hello as the newly announced surprise campaign chairman for the donald trump for president campaign in 2016. who is this guy? where has he been? why hasn't he been in washington for years? what's he been up to. it turns out what he had been up to for years was working for kremlin aligned oligarchs in the former soviet union. that's what his job was. that's what his expertise was. that's what his life had become. he was running political campaigns and pr campaigns to benefit putin and the kremlin. and then inexplicably flies back to washington to offer his services for free to run the donald trump for president campaign while the russian government was in a campaign to try to put place donald trump in the white house. it's like you couldn't script this with a shiny cover. it was crazy. it's insane looking back at it now. i mean, specifically what paul manford specialized in what he had been doing for years at that point was that he was being paid by prop putin oligarchs in ukraine to keep ukraine under russian control. to keep ukraine in putin's sort of sphere of influence. paul manafort was paid very well to be the spin doctor, campaign guru for the campaign leader puppet leader of ukraine. until he popped back in america and u.s. politics to run things for trump. and he said, no, no, trump didn't need to pay him for that he would do it for free. probably out of a sense of deep patriotism i'm guessing. one of the things that was so insane, was it was soon evident this guy was a bad idea in any political sense. you know, trump campaign manager paul manafort helped putin advance moscow's interest. in a way that would benefit russia. trump campaign chief wrote confidential strategy plans to benefit putin's government. trump campaign chief paid millions by putin ally. i mean these were the headlines of the paul manafort era. in trump politics. this was not good press for a guy being paid millions of millions of dollars for his genius and shaping press coverage. those are the type of headlines he attracted. and once that strategic brilliance helped the focus on what the heck was going on with this campaign in russia. manafort also showed off his chops on how to answer questions on camera. >> to be clear mr. trump has no financial relationships with any russian oligarchs. >> if that's what he said. that's what i said, that's obviously what our position is. >> just indulge me for a second. it's been a long time. can we play that one more time. can we focus on his answer, just one more. >> to be clear mr. trump has no financial relationships you. ultimately paul manafort left as trump's campaign chairman when his on camera spin doctor brilliance was not able to spin away the pact -- fact he had taken off millions of dollars from a russian. the so called black ledger. he had met repeatedly with a person to whom he had secretly handed over nonpublic sensitive campaign paper work. it wasn't somebody working on the trump campaign. the person manafort repeatedly met with to whom he gave this sensitive campaign information, this person was later identified as a russian intelligence officer. one who may have been involved to hack steal and leak democratic campaign materials in 2016 to benefit trump's campaign. and that's not me saying it, that's the bipartisan report of the intelligence led campaign. manafort met with a russian intelligence officer while trump was trying to win the convention. i personally keep a copy of this headline. republican led senate panel details ties between 2016 trump campaign and russia. yeah turns out not a hoax, weird, huh. quote a sprawling report released today by a republican controlled senate panel laid out an extensive web of contracts and kremlin officials including one intelligence officer and other ties to the country's spy services. the nearly 1,000 page report about the expansive russian campaign to sabotage the 2016 election provides a bipartisan for an extraordinary set of facts that russian government disrupted an american election to help donald trump become president. russian intelligence services viewed members of the trump campaign as easily manipulated some of trump's advisors were eager for the help from an american adversary. the report showed extensive contact between trump advisors and people tied with the kremlin. including paul manafort who the report identified as a russian intelligence officer. mr. manafort shared campaign data with the russian intelligence officer and later lied to federal invest investigations about his actions. described as a proxy for russian state and intelligence services. it described at length, manafort relationship with a cluster of prorussia oligarchs who have paid him tens of millions of dollars. manafort conducted investigations that were part of russian the áf campaigns including those involving political influence and electoral influence. before, during and after he was pushed out. manafort offered inside information and assistance to these russian aligned interests. don't take it from me, take it from the republican led senate intelligence committee. and its report on what happened the last time around with trump and russia and paul manafort. and so now, today, what's more surprising? that the republican party is running that guy from that campaign as their candidate for president again? or that that guy has just announced plans to bring paul manafort back to put him back on his campaign this time around as well. the washington post was first and then cnn and the new york times are both also reporting that trump intends to bring paul manafort. the same paul manafort. the paul manafort described as a grave russian intelligence threat to the united states. trump is going to bring manafort back and put him on his campaign again. this comes at a very important time. when you think about how far we've come. that was only 2016, right. but now, russia is in the middle of a full scale war against ukraine. a war that is now into its third year. a war in which ukraine started off not just valiantly defending itself but effectively defending itself. thanks to what started as rock solid ukraine and its allies around the world. first and foremost us. but when trump reentered republican politics the republican party desolved almost instantly on that point. and now protrump republicans in congress have effectively stopped american support for ukraine. which has put ukraine on the brink. trump has said when he's president again he will tell russia to do quote whatever the hell they want. including to our nato allies. and now in today's news, we see the other bordering countries. moldova, georgia, even our ally poland, scrambling because they see what's happening and because putin is telling them what's going to happen next. so they're frantically building bomb shelters. they're trying to find a country that might help defend them because apparently america won't. hungarian leader came out of a meeting from trump and said trump told him if and when he becomes president again all american assistance of any kind for ukraine will stop on a dime. and so that means that ukraine will become russia. again. and then you know, who knows what's next after that. paul manafort in the time he left, he's been through his own kind of war. investigation of his financial dealings with russia and prokremlin oligarchs led to multiple federal indictments. and multiple felony convictions on tax fraud and bank fraud and hiding money overseas. he pled guilty to conspiracy to defraud the united states and to witness tampering. he started serving a long federal jail term. his sentence ended up longer than it might otherwise have been when the judge in his case ruled that even after pleading guilty he had continued to lie to the justice department about among other things his contacts with that russian intelligence officer while he had been trump campaign chairman and while russian intelligence was helping trump's campaign for president. trump ultimately of course pardoned manafort which is why manafort is out of prison now. but that's just in time for trump to bring him back to his campaign for 2024. given paul manafort background that's amazing. the part that's not so amazing anymore is the like he just got out of jail he's a felon part of it. that's part of course in republican politics. in any other world the president coming back a former campaign that had just gotten out of prison. but in trump's politics, go ahead. rick gates was also charged and convicted and sentenced to prison. roger stone was charged and convicted and sentenced to prison: trump white house national security advisor michael flynn was charged and convicted. trump's campaign advisor george popodop. steve ban nonwas charged he's been sentenced to prison. trump's business was itself found guilty of tax fraud. sidney powell have pled guilty to election related crimes. and now tomorrow, another one of trump's white house advisors peter navarro is due to report to start serving his sentence in federal prison. it's not like manafort is the only one in stripes. you sign up for the trump campaign and they ask you what side they should make your jump suit. he has surrounded himself with people who are very comfortable with the criminal side of the ledger. manafort because of his background stands apart as a very specific kind of criminal in donald trump's world. as such, there's one last aspect of this. the part of it that we won't believe years from now when we look back on a news day like this and say, do you believe this happened? and the last part of this i would just ask you to consider as the very specific time it is. as in what happened today. what paul manafort went to prison for what he was found to be to have done when he rose up out of russia, to make money for putin. on the same day that donald trump also announces that he is out of money. and he cannot secure a bond to pay the half billion dollars court judgment that is due from him one week from today. that is a court judgment. that's not some bank being like please pay us back. that's a court judgment. if he doesn't pay it the new york attorney general can start padlocking his buildings and taking everything he owns. as of one week from today. donald trump has never been more desperately in need of money than he is right this second today. the day it is reported that this guy for all his baggage, for all his excon sparkle this guy is coming back. the guy who specializes in extracting money from kremlin aligned interests to serve putin's long term goals. i wonder why today of all days is the day we learn that paul manafort is coming back. that tell us if he's getting help, that tell us how many of his assets have been tapped already. that tell us whether or not he really might be having trouble with this second one? >> what really came into focus for me when i was reading this is, there's been a lot of speculation he's going to put up a building. what are they going to accept tp-rp this appeal bond. i think we're all learning a lot about appeal bonds as we go and what we really saw today is they want hard cash. they're not accepting assets. and a senior officer lawyer at the trump organization said they tried and with chubb in particular none of them wanted real estate. these are not real estate companies.. they want cash. they talked to chubb about this bigger one. and chubb backed away. they will not do real estate. so now we learn he needs to come up with cash and he does not have enough cash. >> what are his options can he sell things he currently owns. liquidate assets and convert them into cash. >> that's it and it's going to be like today. soon. we don't know he may already be in the process of negotiating a sale he may have gotten a deal with somebody he knows and we don't know if that's in progress or not. these are just sort of things i'm speculating on. it's important to say that. but that could be going on. but what we do know is the filing today was sort of a, you know they're raising their hands saying, they don't have the cash to meet this. so they want, they want it stayed. the other thing that's important here is this is a legal maneuver because, they are asking a judge to set this aside and if it's rejected, they may go to the appellate court. so they may buy themselves some times. and the attorney general also has the option of saying you can have another 30 days. if they were to come and say we have a plan. there's a lot of things, we just never have seen anything like this. so there's a lot of things that could happen but right now he is, looking down at the barrel of a gun. you can hear the clock. he has got one week and if nothing changes, the attorney general of new york can come in and starts to seize his accounts. >> seize his accounts. >> seize his buildings. >> the thing i'm worried about i'm worried he is in such a crunch. i'm worried what that means for a national security threat for the united states. is there anything about the process of putting up bonds. that prevents some angel from coming in and paying it for him. if that happened, would we know? >> that can happen and if that happens there's going to be tax consequences for the person who gifts it. >> it's a gift? >> it's a taxable event. i'm wondering how much transparency we're about to have. in the carol, he posted collateral and filings a brock brokerage account that he has that has some liquidity to it. there's a monitoring company that's going to be watching this. at the end i think we're going to know. i never like to say never with anything but i feel we should know who comes forward with it. but that's another possibility is someone could come up with the money and write a check to cover it. he also has other wealthy family members, ivanka trump and her husband come to mind. there's possibilities, they are exploring them all i can guarantee it. they have to be. i think next , we're just going to have a lot more visibility and see exactly how this is going to be dealt with it. >> he recently changed his position on the culture war issue around bud light after anheuser-busch did a fundraiser for him. he changed his assistance on tiktok. i'm just worried about what's for sale. i hope you're right. there will be some transparency about it. susan, thank you very much. investigative reporter for the new york times. all right, we have much more than ahead. please stay with us. opposition leader navalny had urged people to turn out at the polls this past weekend for the russian election. even though that election is a fore gone conclusion. protests is illegal, may be fatally illegal in russia. but putin does still to make it look like the country has elections. navalny said, take advantage of that. show up on noon and that's the way we register our opposition to the putin regime. and people did it. polling places that moments before had been empty, at noon had lines down the block. those lines in russia were inspiring. impressive in terms of what people are willing to do. the risks people are willing to take to show their independence, to show their opposition. but of course there's ultimately futile. that russia even held a vote this weekend is a farce. everybody knew the outcome as soon as putin announced he would run for a fifth term. he is president for life. there's no suspension because they don't let anyone run against you. does not show the actual preference of the voters. when you start doing that, when you start turning elections into these affairs, it doesn't really matter if you've done anything formal to announce or mark your transition into something other than a democracy. once you have a situation where the vote in advanced is determined to be irrelevant. whatever happens there's only one potential report. once you have that you are kind of there. you are no longer in a real democracy. you may remember that after election day in 2020 when joe biden had decisively won the state of michigan by over so thousand votes. you might remember two republican officials briefly refused to certify those election results. in largely democratic counties. republicans in one state in georgia they also refused to certify election results in part of that state as well. that counties refusal was used as evidence in a draft executive order trump never issued an order that would have commanded the seizing of voting machines across the country as a prelude to the military running some sort of redo of the reelection that something had gone wrong the first time and it appeared trump did not win. those were improvised. this time around, election officials, republican election officials seemed like they are more planning it out in advance this time. this is rolling stone, potential 2024 chaos. in at least 15 instances since november to 20, local republican officials in eight different states have refused to certify election results. if local election officials nationwide decide on mass to refuse to certify results, it could be crucial to determining the next president. it could create chaos and some way to challenge the outcome of the november election. local republican election officials in some of these cases over the last few years have demanded audits and hand recounts and even when all the audits and recounts show the same results they still refuse to certify the election. because it's not about what the voters have actually voted for. it's about setting up a system that can deliver only one possible result. this is the way it works in many parts of the world. it has not been the way it works here. they are trying to change that, and we've got phr-r -- more on that story next, stay with us. everybody wants super straight, super white teeth. they want that hollywood white smile. new author of gloom and doom. thank you for being here. >> thank you for having me. >> how much commonality in the differences you found since 2020 in which local republican officials have refused to certify election results? >> well the commonality is they're not based in reality. they're carried out by people who believe lies and conspiracy theories about why election fraud just doesn't exist. >> in terms of where this is coming from, is it a centrally organizized effort. you described links, network patterns. they seem to be funded by the same type of entities and attending the same kinds of conferences. are they effectively working together to try to seed doubts about to 2024. >> only that they are reading and absorbing the same type of materials about election fraud and conspiracies. as a lot of other americans are. so, you know, it's sort of like decentralized coordination. they're involved in these networks. they're reading this stuff. listening to what trump says ant it. and they're believing it. >> one of the experts that you site in your piece from the brennan center says part of the strategy is to create chaos and to create a false basis for trying to find a way to collage the outcome. it c o l lage the outcome. you can create smoke for any number of reasons that as you said are not based on reality. but if you create enough smoke you can convince people there is a fire. you can use disparate false claims of irregularities to create a sense that there must be something wrong otherwise i wouldn't be hearing about all of these local controversies. >> yeah, i think that's definitely the case. and i think you can look to that never issued executive order that you talked about earlier about seizing voting machines. they mentioned one of these instances to certify as evidence of the sort of phenomenon of creating smoke and then saying there's a fire. and, you know, so they did that last time around. and said well they refused to certify in coffee county
