call in more than a month set for today. good day. i'm in for my friend who's on assignment today. donald trump is starting this week defending those controversial remarks insisting his warning of a blood bath as he described it, if he were not to be re-elected, was for the auto industry, but the biden campaign says he's doubling down on political violence and quote, wants another january 6th. mr. trump was discussing auto imports before the comment where critics say he was inciting vie lens. >> we're going to put a 100% tariff on every single car that comes across the line. and you're not going to be able to sell those. if i get elected, now, if i don't get elected, it's going to be a blood bath for the whole, that's going to be the least of it. it's going to be a blood bath for the country. but they're not going to sell those cars. if this election isn't won, i'm not sure that you'll ever have another election in this country. >> as of now, donald trump has no campaign events scheduled this week. he was supposed to be at mar-a-lago for trial prep but that could change after a new york judge delayed the criminal hush money trial that mr. trump was supposed to be at starting a week from today. right now, president biden, he is marking women's history month. he's at the white house as you see before embarking on another west coast swing. we want to begin with vaughn hillyard where the president is head ed. monica alba is joining us as well. vaughn, i want to start with you. mr. trump says he was talking about cars. we have heard similar inflammatory comment from him throughout his campaign. you witnessed it on a regular basis. most recently, the focus has been about undocumented immigrants who he said quote are not people. how is all of this playing right now? >> reporter: right. this is i think what we should expect from donald trump here in the months ahead. his campaign has even indicated it's not like he's going to be having daily campaign rallies so instead, he's going to focus largely on the weekends and what you saw this weekend was in dayton, ohio. republican nominee for the president of the united states suggested he views some of the migrants coming into the united states as not even people. he suggested while standing on stage that those january 6th defendants were in his words, hostages. there was a rendition of the star spangled banner that played sung by some of those defendants. in the last 36 hours, he's pushed back on the quote blood bath remarks. he made that remark while talking about the auto industry. he has pressed that if there was a second biden administration, there would be a blood bath in the auto market. of course, during his own four years in the white house, there were just about 45,000 auto industry jobs added. several plants did close. there is much that could be judged over the distinctions between the biden and trump administration's approach to the auto industry. but you've got to take into account on his own social media platform just last night, calling for the prosecution of liz cheney. for donald trump, there is a lot at stake. of course on the legal front as he prepares for the criminal trial in new york city over the alleged hush money payments but just this morning, his own attorney in new york filing a motion to stay the more than $450 million that he owes by next monday stemming from the financial fraud decision in new york against him and the trump organization. for donald trump, he is taking an aim at every one and everything that is coming for him, his family, his business, and his political future, peter. >> you make a lot of good points there. i think it's worth noting as you and i both witnessed, the former president really plays in that delicate space between controversy and condemnation. he always knows how to raise the temperature and can always fall back on the suggestion it was not about what his critics say it was. monica, i want to ask you ahead of his west coast swing early this week, the president today as we showed is focusing on women's health, reproductive rights obviously a crucial issue for his campaign. the president announced what is a massive haul, $53 million they raised last month alone. talk about his priorities right now. we've seen a lot more him on the road in the last couple of weeks following the state of the union. >> exactly, peter. the campaign announced he and the vice president were going to be blanketing every battleground state in the weeks that follow in what they're calling this march month of action. they're trying to tout where they are seeing this momentum. fund raising was a big haul over the weekend and focus. they're really trying to say we're going to put that money toward this very long general election. we're going to be opening dozens of offices. hiring and doubling staff in key places. things that really, they had received criticism for in the last couple of months for not doing sooner in terms of the infrastructure of the campaign. you're also seeing the president do this kind of delicate dance himself where he is still trying to talk about administration priorities and things he can do in his capacity as president to try to really tell voters here's why you need to, in his view, re-elect me for four more years. so today, he is doing this major initiative when it comes to women's health and trying to really advance the research portion of it and the study of it. that's something the first lady has really taken on as a key issue and it's something that is grossly underfunded. so they want to be sure to highlight that today and these are the kinds of things that when the president goes out and he campaigns and he's talking to voters, he can really you know, lift them up and say when women are coming to support me, this is a reason they might be and they were critical to his victory in 2020 so they want to be sure to do that again. but he is going to be heading to arizona. to nevada. he's going to be doing more fund raising on the west coast which has been critical to this effort. you really saw in the last couple of week that is the president is trying to sort of talk about every critical issue in the bucket of what they feel they've been able to accomplish so far in the administration. but the work that is left to do. they're going to see him talking about those issues in the next couple of days and it had frame of what he thinks he could do with another term in office. >> not to be lost in all of this, the silent statement made by maria shriver, the cousin of robert f. kennedy jr., who may be competing in the white house against joe biden and donald trump this fall. she obviously, they're standing behind dr. biden and the president himself. monica, vaughn, we appreciate both of you. we want to bring in our nbc legal analyst, the former federal prosecutor and georgetown law professor, paul butler, to join this conversation. when it comes to the blood bath comment or any other incendiary language mr. trump has used, legally speaking, where is the line between protected speech and potentially inciting violence? >> peter, trump is really testing that line in a way that no presidential candidate in recent memory ever has. free speech is protected by the constitution. incitement is a crime under federal law promoting or encouraging others to throw. it's a felony. trump usually has a plausible excuse like here where he says he meant blood bath in the financial sense. the federal election case, there's a gag order that prohibits trump from attacking witnesses. gag orders wouldn't apply to political speech like this. >> this is a striking moment. we've seen a lot of moments like this and it's one to have the former president and his allies defend their statements. it's another to consider how so many of those allies around this country, remember when he said the proud boys were listening. they took the message very differently than some americans may have taken his messages. here's another thing he said repeatedly. he refers to federal criminal defendants behind bars from january 6th as hostages. we want to be clear, the overwhelming majority of those behind bars, the overwhelming majority of them behind bars, have either pled guilt to crimes or been convicted. it is rare to be detained when they're accused of violence of the attack on the capitol, but on that topic, two of the men arrested in connection with the attack have actually killed people in the past. we just want to make that very clear for people who hear this language and when the president refers to these detainees or these convicts as hostages. how concerned, paul, are you about the idea of a mass release? >> i'm extremely concerned, peter. but inauguration day 2025, doj will have prosecuted around 2,000 people related to january 6th. they've been convicted from seditious conspiracy to criminal trespass. so under the constitution, the president has the power to pardon people convicted of federal crimes or to commute their sentences so could trump pardon all of these people on day one? yes. it would be highly unorthodox. not not that matters to trump, but there's usually a pain staking process where a lawyer makes a detailed presentation to the justice department. there's an office of pardon attorney. that office can take years to decide a case. it often turns out people who seem very deserving because they serve years or decades in prison and they clearly turn their lives around. so trump's summary pardon will completely circumvent that process. >> i want to ask you about some of the other things former president trump is facing. i want to tell everybody with us now the white house tells us president biden has just wrapped up a call with the prime minister of israel, benjamin netanyahu. it is the first time the two men have spoken in more than a month. before that, it had been roughly 26 days the last time they had spoken. we'll get more of that reporting from the white house. but paul, trump's attorneys filed a motion responding to the nearly half a billion dollar bond requirement imposed in the new york civil fraud case, saying it is quote, a practical impossibility to find the money. they say mr. trump's been turned down by 30 surety companies. what does that tell you about trump's assets and about the future of mr. trump's appeal? >> last week, trump asked the judge to extend $100 million rather than the whole almost $500 million bond. the judge let him now haggling is not a thing when you have to post bond. what trump is doing is asking the court to trust them to pay up, which for any defendant would be a difficult task but it's almost an impossible as for a person who has been found liable for civil fraud. basically, the jurors found that trump lies about money and that he tries to get over on lenders. so it would be irresponsible for any judge to trust trump to pay up now. so peter, there's a remedy that leticia james knows about. if he doesn't come up with the money on march 25th, she's got her eye on his property, including 40 wall street. she'll have a legal right to start seizing that property if he doesn't come up with the cash. >> there's a lot for folks to keep track of. another is the criminal hush money case. the judge delayed that. your reaction to the judge's decision and how that could really have a ripple effect on the other trump cases. could that impact the way the rest of these cases are hard? >> it absolutely will. the judge almost has to delay this trial. he's already delayed it a month but considering there was this document dump of about 100,000 pages that the u.s. attorney's office in new york just turned over to both the trump defense and to the d.a.'s office, it all got a legal plan that they need more time to go over all of these papers. so that pushes it back at least one month. i wouldn't be surprised if it ends up being more time than that. we're kind of having a traffic jam with a bunch of trials that in theory could be ready to go in this summer, june, july, and august. for many of those trials, that would mean the trial would continue even during the election day. honestly, i'm not sure that any of these cases at this point are going to go to trial before election day. trump, when he's actually brought to judgment, usually loses. he wins by delay, delay, delay. and peter, it sure looks like he's winning now in all four cases. >> yeah, publicly and privately, that arguments in two major first amendment cases challenging the government's authority to regulate social media as well as guns. the republican attorney's general of louisiana and missouri along with social media users claim that the u.s. government went too far in trying to regulate covid and election misinformation. the other case challenges new york state's authority to crack down on the nra following the mass shooting in parkland. joining me now is nbc news justice and intelligence correspondent, ken dilanian. there's a lot at stake as we have this conversation. this defines our era. the challenge of free speech and misinformation. help us understand why the social media case is being so closely watched and what we're hearing from justices. >> peter, this case got to the supreme court after a ruling, a sweeping ruling by a very conservative judge in louisiana that held that government officials were unconstitutionally coercing social media companies when they went to them and described misinformation and disinformation and violent rhetoric and misinformation about covid vaccines. the court was asked to define the line between persuasion and cohearse. the government said that's not what was happening. a majority of justices seem skeptical of this idea when the fbi for example goes to facebook and flags a foreign disinformation campaign, that that somehow violates the first amendment. justice brown jackson really crystallized the argument here. take a listen. >> some might say that the government actually has a duty to take steps to protect the sennes of this country and you seem to be suggesting that that duty cannot manifest itself in the government encouraging or even pressuring platforms to take down harmful information. l. >> able to get out of this case by ruling on the narrower issue of standing. but a lot of experts hope they weigh in because we really need rules of the road for how the government can interact with social media companies. >> walk us through if you can, this nra case as well. what is the issue there? >> there's a similar principle. in this case, the nra is accusing a government official in new york, a financial and insurance regulator, of improperly pressuring companies under her control to stop doing business with the nra. this is after the 2018 parkland school shooting. and what the new york officials say is they were just warning about reputational risks, but the nra and the plaintiffs here are saying no, in fact, they were improperly coercing businesses under their control to stop doing business with the nra and that was a violation of the first amendment. this one seems a closer call than the social media case. >> just shows you the real impact the supreme court is going to have on america and the way we live our lives. ken dilanian, nice to have you. thank you so much. later today, the supreme court is also expected to rule on a controversial texas immigration law known as sb 4. you've likely heard about this. the court issued then extended a pause of this law temporarily blocking state and local enforcement, law enforcement, from having the authority to arrest and detain people suspected of illegally enter texas from another country. without further action from the court, that pause is set to expire at 5:00 p.m. eastern time today. next, putin's response to a question from >> translator: that's life. he took part in this election campaign, then this is first of all a result of his unsatisfactory work during the preparatory period of this election. he has perished, that is always a sad event. we've had other instances people died in prison. has nothing like that happened in the united states? it has and not just once. >> another powerful piece of work by keir simmons. our colleague is with us right now. matt, i want to ask you about that, but i want to tell our audience we're getting live pictures coming from moscow. these pictures are from red scare. this is notable. you see putin and some of his top allies there celebrating the tenth anniversary of the russian annexation of crimea, a piece of land that ukraine still claims as its own. matt, i want your take on what we're seeing and also on that exchange that we had with putin from kier where putin breaks his silence on navalny's death, saying his name for what i believe is the first time. what do you take away from this news conference and from this moment we're witnessing in russia right now? >> thank you, peter. what we're seeing now, this is billed as a kind of tenth anniversary celebration of russia's annexation of crimea. of course, they use different wording to describe that. this is sort of the kind of cherry on top of the entire election. i think we're going to see all of the messaging that we've seen not just over the past few days, that press conference yesterday that we're going to talk about in a second, but throughout the entirety of the year and going back to the start of the war two years ago. that is that i think the primary message being there is only putin in russia. there's no alternative. but i think primarily, especially with this election, this concert tonight, this celebration, the message is that all of russia is united behind putin. united behind the war. so we're going to see crimea tonight. once again as it kind of has been used for the past ten years, used as the symbol of the kremlin's ambitions for ukraine. this defiance they're refusing to even talk about the idea of returning crimea to ukraine ever whenever they talk about negotiations. there's going to be a lot to talk away from it but this is the prestige finish to putin's weekend. he was in a very good mood last night at his press conference where keir simmons was there with that incredible question, getting the russian president for the first time in about ten plus years of kind of battling alexei navalny at multiple levels, getting him to mention his name out loud for the first time. his widow today calling president putin a coward for only saying it after he died. i just want to point out like, it really was something putin seemed to emphasize over the years. you know, he'd been directly questioned about alexei navalny so many times including by keir simmons in the past and he would just make a point of not mentioning his name. i think that speaks to confidence. >> matt, help us understand how the kremlin defends this election. it's easy for putin to be celebrating tonight when you don't have a free or fair election. that's how you can claim you won 87%. how does putin, the kremlin, defend an election like this? >> very straightforwardly. the kremlin has been saying this was an extremely transparent election. you know, no real irregularities in there. emphasizing the turnout, 76%, was the largest ever. so they're kind of not even hesitating in saying this is evidence of massive popularity of president putin. keir simmons challenged the spokesman on this last night after that press conference. let's take a look. >> around 87% after 24 years in power. it's extremely unprecedented for that. >> if 80% is accurate, if 87% is right -- >> it is right. it is right. everything is extremely transparent. >> alexei navalny's widow is calling on leaders around the world not to accept this election. >> you know, those are people who are, who get themselves deprived and they're staying abroad. >> her husband died in one of your prisons. >> the one where they stay abroad, the less connection they have with their own country. >> that was last night, but we've seen that tone continuing throughout the day today in peskov's press briefings. every russian official down the line, the russian foreign ministry bragging essentially about having one of the greatest elections they've ever had and noting all kinds of international support. i do point out, those are just russian allies. >> thank you so much for that and to keir simmons. live pictures from the white house. you can see the president who is speaking there, marking women's history month. kamala harris speaking about the impact of abortion access and restrictions we're seeing in some states following the overturning of roe v. wade. the east room of the white house there filled with women of all backgrounds. we are going to monitor the president's comments. we'll let you know if he says anything today that makes news on that topic. next here, the state of anxiety. a look inside the biden white house as the president faces tough poll numbers. you're watching "andrea mitchell reports." we are live only on msnbc. g "anl reports. we are live only on msnbc. i was in wisconsin recently and when it comes to infrastructure, the chips act and others, some of those supporting the president really aren't familiar with his biggest successes to this point. >> i think that's because you can't get those kinds of successes to breakthrough in this media environment without paid media and the good news for the president is that he has raised a lot of money and the campaign, you see this now both on television and in digital. they are targeting their media, too, for specific accomplishments to specific demographics. with all the tools available now, all the media ecosystems, you're able to do that. i understand why he's frustrated. you should be. given everything he's accomplished and where poll numbers still are. poll numbers are a curious thing. the numbers when you expect that to move will be late. much later than the president would like. probably the summer, maybe even fall. and you know, but what's great about biden is he asks a lot of questions. i worked for the obama house. he pushes. this is something he does but he's also a loyal boss and he knows not to undermine the team. right? so fine. ask a lot of questions. be frustrated, but he's not undermining the team. >> i want to ask you about this if i can, robert. the number, $53 million, just raised 155 million or so, cash on hand right now. we just heard from jen about the competitive advantage that gives you. the ability to buy the paid media where you get to go around the media and speak to americans via commercials and other advertising right now. but you've been through this before. what does the white house need to do now to help benefit itself in getting its message out? they haven't been able to amplify this message in the way they believe should have to this point. >> well, i agree with jen. it starts with using a pile of that big pile of money and putting it directly in front of voters. showing them what's happened. showing them how that impacts them then reminding them day after day from now until election day that those two money figures you showed, that's a structural advantage for this white house. we read over the weekend stories of really the trump campaign scurrying to try to raise, desperately raise money knowing they're getting farther and farther behind, as donors worry more and more about whether they're contributions are going to a campaign or to pay trump's legal bills. i also read that longer story. i think the tension that is being talked about in that story is a good tension. i think the president wanting to be out there talking to voters, campaigning every day. i think that's the kind of excite democrats want to feel from the white house and the campaign and from the president. i think, look, we've got a long way to go. they're not going to fix all of this in a day or in a week. we saw that in 2012. it's a long game and i think they've got a good plan to play that long game. >> susan, i want your take on this because i think a lot of people watch this and think, oh, biden has the money advantage but donald trump has rewritten so many other rules it almost feels like money is no matter. doesn't matter if he's spending money on his own legal cases or campaigning because so much attention is sort of sucked into this trump vortex. the media plays a role in that right now. how challenging is this issue for former president trump who to this point we've seen in every campaign, faces a ceiling he hasn't been able to surpass. >> well, it is a big challenge for donald trump because when you look at the national polls, i get why you can look at that and why biden may be frustrated but here's the thing, peter. when you start looking at the swing states. and the organization needed. donald trump just took a part the rnc. the republican national committee and is broke. you can't build organization from the ground up. that's one of the reasons why the democrats are in a good position because they keep growing their ground game. i understand it could be frustrating for the president, president biden, but they're also spending a lot of money in targeting online media. and that's stuff that we don't typically see because it's not targeted to us. so i think operationally is where the republicans and it won't be just donald trump that suffering because of this. especially with the rnc takedown. the ground game is hurting. >> yeah, you make really good points. can't tell you how many allies of the president i hear from who say the real priority of the next several months is going to be those low information, sporadic voters. the folks who are not hearing this conversation right now who you really need to get to where they receive information. it's likely not on cable or network television. jen, you can see the president marching down the line, shaking hands as he enjoys doing. just made remarks for women's history month. said again if he has the votes in congress, he will restore roe v. wade. it's this community, the community of women in america, that is on this issue, benefitted democrats so strongly in the course of the last couple years. we saw kamala harris at an abortion clinic in minnesota the first time a president or vice president has ever done that while in office. how crucial is getting the women's community or all communities affected by the issue of reproductive rights to engage? >> reporter: yeah, peter. the israeli military is saying they went into al shifa based on specific intelligence and tracked down and killed this individual who they are saying is a senior hamas operative. now, hamas in just the last hour, has confirmed his death. they say he was a fighter but that his primary role was as a civil police officer. that he had been responsible pr police officer, responsible primarily for securing aid shipments inside gaza. unclear exactly, peter, if he was wearing both hats. hamas has been in charge in gaza since 2007. many individuals who are part of the civil infrastructure are also senior members of hamas. al shifa hospital will be a name familiar to our viewers. it's the largest hospital in the gaza strip. it is operating at a very minimal level right now. palestinian health officials say that this is an example of israel once again targeting a medical facility. they say it's a potential war crime, that a number of people were injured, killed during this raid. israel says that hamas has been operating out of this hospital, that it found weapons inside. there are thousands of palestinian civilians who have been sheltering there, hoping being on the hospital grounds would give them some modicum of safety. >> as we reported, president biden spoke with prime minister netanyahu only a short time ago. the white house hasn't shared what we call a read-out. national security adviser jake sullivan will brief reporters shortly. this comes at a time not just in rafah but as relates to israel and its neighbor, the palestinian people. >> reporter: absolutely, peter. there's a lot of friction in the relationship right now between the white house and the right wing government of prime minister benjamin netanyahu. i can tell you there was real fury in netanyahu's circle about the speech last week by senate majority leader chuck schumer, the most senior jewish official in the u.s. government saying there should be early elections in israel. the prime minister over the weekend saying that was a totally inappropriate intervention in israeli domestic politics, saying israel is not a banana republic, it can't be pushed around by the united states. peter, it is very notable that despite the prime minister's fury, president biden said he heard that speech by chuck schumer and in his words he thought it was a good speech. that is likely to be one of the many topics they talked about. >> that's a conversation we want to learn more about. we'll continue reporting it out. raf sanchez, as always, be safe. nice to see you. next up right here, march madness. steve kornacki joins me from the big board. we'll run you through the key match-ups you need to consider before filling out your bracket. you're watching "andrea mitchell reports" only on msnbc. g "andrel reports" only on msnbc how can u see me squinting?
