following the money raising lots questions, david cay johnston is joining me to talk about donald trump's bond problem. as i bid you all a good day from the tom brokaw news center, welcome to alex witt reports. president biden is hosting st. patrick's day events today. his campaign announcing raising $53 million in february, and reporting $155 million in cash on hand. new reaction today to donald trump ramping up dark rhetoric at a rally for a republican senate candidate in ohio yesterday. more on that in a moment for you, and new reaction from republicans on the hill to trump's rhetoric, casting january 6th defendants as hostages and patriots. as you know, he did not call for the storming of the capitol. you -- we are a nation of laws, and those folks were convicted, and pled guilty. if you plead guilty, obviously you are not a patriot. you are someone who committed a criminal act. >> we have breaking news on the israel-hamas war as leaders negotiate directly for the first time since the start of ramadan, benjamin netanyahu on the defensive after top u.s. leaders criticized his handling of the humanitarian crisis in gaza. >> the problem is not getting the trucks in. the problem is once they get in, they are looted by hamas or gangs. >> there is starvation. there is famine. there is dehydration because israel has not allowed the food and the humanitarian assistance to go right in. again, it is a fact that so many people are dying from a lack of food. >> and then on the legal front, the trump trial calendar is looking very different with all of his criminal trial dates in limbo as his election bid rolls on. joining me now is jillian frankel. donald trump made controversial remarks on saturday. fill us in on what he said. >> reporter: alex, donald trump was in ohio, rallying on behalf of bernie moreno who will face off in a primary next tuesday, but he made notable comments saying there will be, quote a blood bath if he is not reelected this comment coming up as he talked about the potential for a trade war with china over the automobile industry and manufacturing. i want you to hear what he said about that. take a listen. >> those big, monster car manufacturing plants you're building in mexico right now, and you think you're going to get that and not hire americans and sell the cars to us? no. 100% tariff on every single one across the line. you're not going to be able to sell those. if i get elected, and if i don't get elected, it's a blood bath. that's the least of it. a blood bath for the country. that's the least of it. they are not selling the cars. they are building massive -- all he does is build car manufacturing plants. >> reporter: and, alex, i want to read you a statement from the campaign, biden's policies will create an economic blood bath for the auto workers and the industry. framing trump's comments as a criticism of president biden and his policies rather than a direct suggestion of violence. alex? >> uh-uh. okay. thank you very much, jillian, for that. now to allie rafah at the white house. >> you heard jillian lay out the context here with president trump and his team and the gop allies saying his comment is taken out of context, and the biden campaign is saying they are not buying that, and they are seizing on the comment. the first statement last night, accusing trump in the statement of doubling down on political violence, and accusing him of wanting another january 6th. we heard from the biden communications director, michael tyler in an interview with our colleague earlier today. >> he doesn't have the values to ever step foot in the oval office ever again. it speaks to the continued problem that trump has given his ability to expand his appeal beyond the maga base. if you share the concerns with the people who understand the threat he poses to our democracy and to progress, and there's a home for all of you in joe biden's campaign. >> reporter: alex, i would not be surprised if we continue to see the biden campaign seize on the comments as their trail ramps up this week. he will be headed out west to arizona and nevada over the next few days, and the ramped up travel is coming against the backdrop of new reporting our team has about some behind-the- scenes anxiety and frustration that the president has had about his reelection effort, and one of those concerns he has, his ability to get out more in front of the american people to be able to have the face-to-face time with them to hear their concerns, and many have long said that's one of his political strengths. the president saying as recently as last week with our colleague, he loves to leave the white house to meet people face-to-face to hear their concerns. the president and campaign will head out west this week with the wind at their backs. new record fund raising numbers by the biden campaign, the dnc, and democratic fundraisers, raising $53 million in february alone, obviously widenly the campaign's financial edge over the trump campaign of $155 million in cash on hand, alex. >> well, at least that has to make him feel pretty good. those are extraordinary numbers. thank you for that. from there to capitol hill where the next deadline to fund the government is a week away. julie is on the hill for us. welcome to you on this sunday. that means congress has to tackle some of the most controversial issues like defense funding. where do negotiations stand? >> reporter: it's not just defense funding. the next funding is tied up with 70% of the government. they have to work through a lot of sticking points including the foreign operations bill concerning the underfunding, the humanitarian agency in the areas democrats are advocating for, despite the allegations we have talked about in recent months. you also have the homeland security bill i'm told could be a full year continued resolution, because republicans and democrats can't get on the same page with the issue. the clock is ticking, and they have just a few days to get it done. the deadline on midnight on friday, and then that would presumably unlock or give the house and senate the ability to start to tackle the foreign aid bill. i want you to take a listen to what mike mccall, what he had to lay out about that. watch. >> i think we are moving through the normal preparations and process. should be done by this friday. the speaker indicated he is committed to putting it on the floor. that would be israel. we should attach iran sanctions, ukraine and indopacific. >> he said speaker johnson committed to putting the floor on the bill. this is presumably the senate- passed bill providing aid to israel and ukraine, badly needed lethal assistance and humanitarian assistance as well. based on my conversations, republican leadership is weighing their own plans on how to unlock aidover seas. will democrats accept that? we have to see what happens after the government funding deadline. >> can i ask you about the tiktok bill? any indications how the senate is leaningen it? >> reporter: that's a really great question. of course today, on the sunday shows, lawmakers on both sides of the aisle, speaking largely in support of the bill, that overwhelmingly passed the house. alex, we rarely see numbers like this. just 15 republicans ended up voting against it, despite former president trump's comments saying perhaps congress should not restrict tiktok in this way. it forces the parent company bytedance to essentially sell tiktok to an american company, and it would apply to other apps controlled by foreign adversaries. the proponents of the bill, democrat and republican, have said this morning, it's not a ban of tiktok. that is not their intent. all the while, the senate has not indicated how fast they will move on this, only with chuck schumer saying he will talk to committee chairs about it, but it's safe to say they will not move as quick as the house did, alex. >> they said they want to proceed thoughtfully on this. julie, thank you so much. coming up, i will speak to congressman jake auchincloss of why he cosponsored the bill and his reaction to cease talks and more. delay, delay, delay, what to make of the legal challenges to donald trump's legal calendar. back in 60 seconds. special prosecutor nathan wade canceled his appearance on meet the press today, citing a family emergency. his resignation was one of two options given for the case to move forward. joining me is former fulton county deputy d.a. melissa redman, and criminal division deputy chief and former prosecutor kristy greenburg. welcome to you both. melissa, some feel that judge mcafee's language went beyond what was necessary. do you agree? >> i do. i think the language in the order expressed her being emotional in the testimony with the allegations against her, and the first forum she had to defend herself. he talked about their agreement or testimony that the expenses were split evenly or roughly evenly between the two of them unchallenged, but maybe involving some dishonesty. basically he said there's no evidence that the defendants failed to meet the burden they were being dishonest, but maybe they were. i think that's unnecessary given you found -- or the judge found no actual conflict of interest that would have required a removal or appearance of impropriety being one that could be remedied by the removal of mr. wade as opposed to disqualification. >> kristy, can trump delay this case even more by appealing the decision? do you see that happening? did judge mcafee really close all of the loopholes with the strong language and severity of what he ruled? >> donald trump's counsel came out and said his first legal option is to appeal. i suspect the judge will grant the immediate appeal and the appeal court will hear it it's desirable to establish clear precedent. there's multiple points he says this is what he thinks the law is, but there's not good precedent in the area. i do think this there will be an appeal, and i think it's interesting that donald trump's counsel said his first option will be the legal option, implying there's other options he will pursue. primarily political, like the new law implemented on wednesday by the governor of georgia to have a commission to discipline and remove prosecutors, and expect donald trump's counsel to go that route as well, to attack this both legally and politically. judge mcafee dismissed three counts against trump, but made it clear that willis can refile at a later time. what did you make of that move? is the d.a. likely to do that? >> i don't think she is. the charges were solicitation of violation of oath by a public officer. the issue the judge found was the oath of the public officials in question were vague. they only require the public official to uphold the constitution of the united states, and that the prosecutor did not point to a particular term or article or paragraph in either of the constitutions that the solicitation would have caused them to violate. to reindict the case and add the language, they have to find those particular terms, and you don't really need the language to pursue the case and tell the full story to the jury because they are charged in the rico count. you don't really need them. it will be nice to have them. even if they were in the indictment and the defendants were convicted, they would not emerge with the rico conviction. i don't see her going back to try to get the charges added back to the indictment as opposed to moving forward. >> okay. kristy, let's pivot now to the hush money case, delayed 30 days, and the doj dumped thousands of documents ahead of the trial. bragg asked for the documents a year ago. i'm curious why did they delay getting the information to the district attorney? >> that's the $64,000 question, and look, the bad news is that there's going to be a delay here, but the good news is that this judge is moving quickly to figure out the circumstances. he is wasting no time, setting deadlines for later this week on the 21st to hear from both parties about the time line of their exact correspondence with sdny. what did they request? when did they get it? a hearing for march 25th to get to the bottom of who is to blame here? did anybody suffer? any sanctions? let's get the show back on the road. look, trump's lawyers are saying these are documents that are helpful to him and damaging to michael cohen. -- for not producing them a year ago when they were requested by the state. the judge will get to the bottom of this, and bottom line, i don't think he will dismiss the case. trump says it amounts to a discovery violation on behalf of the state. they can only produce what is in their position and what sdny had was not in their position. does not seem like it rises to a discovery violation. i will it will be a brief delay. expect the train to be back on the tracks, and i think there will be a trial maybe later in may or perhaps early may. >> okay, let me ask you, kristy, as well of what you make by the decision by judge cannon to dismiss one of his requests. >> trump moved to dismiss the indictment on the grounds that certain phrases like unauthorized possession and relating to national defense were vague, and then judge cannon took the bait and said these definitions are still fluctuating, and she can't decide the motion now, and she kicked the can down the road. there's nothing vague. what the statue prohibits is clear. it was clear to donald trump and should have been to judge cannon, yet, again, she gets it wrong. charged with unauthorized possession of international defense possession. it is well established in the law, and these claims have been rejected previously. it was clear to donald trump. he said he understood he possessed classified materials, told he could not have them after he left the presidency, told by former white house members, and his own lawyers. it was not vague to him. he understood, and judge cannon by not making the decision and kicking the can down the road means he can appeal it, and perhaps double jeopardy will apply if he makes the motion later, and the jury is empanelled, and no ability to appeal later. it's a bad decision for the special counsel's office, and one we can expect to have frustration for the people who want to move this along. she clearly does not want to do so. >> yep, okay, melissa and kristy, good to see you both. thank you so much. it may not be a simple yes or no, but to make it a potential tiktok ban? probably still living here with mom and dad. fast reliable speeds right where you need them. that's wall-to-wall wifi on the xfinity 10g network. the fate of tiktok here in the u.s. now rests with the senate after the house quickly passed a bill last week that would force the popular social media app to spin off its u.s. operations from its chinese parent company, bytedance. while the bill sailed through the house with bipartisan approval, democrats who voted against it say other legislation may be more effective at addressing their national security concerns. >> let's ban any data going to a foreign country and protect the american data, and second, let's ban any foreign interference with the social media app, whether that's tiktok or another app. it would cover the data brokers selling data to the china companies. this bill is not addressing the issue. >> i'm joined now by a cosponsor of the tiktok bill, democratic congressman from massachusetts, jake auchincloss. it's good to see you again. thank you for joining me on this sunday, congressman. earlier i spoke to two of your fellow democrats who voted against the bill. you just heard conna, too, and they are concerned it could violate freedom of expression in the united states, and what is needed is a privacy bill targeting all social media sites. what is your response to them? >> go ahead afternoon, alex, good to be with you again. i actually strongly agree with my leagues that we need comprehensive social media regulation. i will give you an example. last week i dropped a bill to raise the age of internet adulthood from 13 to 16. i'm working on legislation to make things like defamation and intimate privacy violations liable on the social media corporations themselves who have been shielded by section 230 for the last several decades. to do any of these things, the first step is to make sure the social media corporations all follow u.s. law. right now we have a situation where the most popular of them, tiktok follows chinese law. step number one is to make them play by the same set of rules. >> okay, so let's think of the young voters and people who use tiktok for their businesses, can you clarify to them why it's a national security threat? is there evidence that the information about americans is going directly potentially to the chinese government? >> let's go through a number of things here, first of all, tiktok is controlled by the chinese communist party, a matter of chinese law, not my opinion. under chinese law what xi jinping asks for, he gets. tiktok owned by bytedance is domiciled in china. they have access to 170 million americans' social lists, contacts on their phones, geo location data. that's a problem. that's not the primary reason i cosponsored the bill. the primary reason is the effect of tiktok and meta and x and instagram and twitch on mental health. they are attention fracking our youth, profiting by selling their attention span to the highest bidder from advertisers, and american families are made miserable by this. congress has not done anything. we need to act. we need to replace screen time with family time. >> yeah, i think it's hard to argue that point, but let me ask you why you think donald trump has flip-flopped on tiktok. he's now against the ban. is that political? what's that about? >> he talked to a big investor who has a monetary interest in this. i think we all know he puts his financial interests ahead of the public interests. i will not try to get inside of his mind more than that. i want to address the freedom of speech issue you did raise. it's important and i take seriously that argue. i spent ten years in public life, and there's a distinction with freedom of speech and freedom of reach. americans have a right to post whatever they want in the political domain. they can make fun of biden, trump, me, and they have. and that is distinct from a right to have whatever you post amplified by the chinese party. the algorithm in beijing does not have civil liberties. >> point well taken there. this morning, switching gears with benjamin netanyahu responding to chuck schumer's house floor speech saying he's a major obstacle to peace and calling for an election in israel. look at this. >> the majority of israelis support our efforts, making sure we don't put into gaza the palestinian authority that educates their children to terrorism and annihilation of israel -- >> um -- >> ramming down a palestinian state down our throats. >> i want to get to some of the polls in a minute. >> senator schumer, the majority of israelis supporting the policies of my government. >> what is your reaction to that? what does the company get out of it? >> the company gets out of it if trump ultimately has to make the payments, and i suspect he will because he doesn't have legal grounds of significance to appeal, gets to make a profit. he will pay them interest. we don't know how much or what he has pledged, and we don't know if there's some other party out there connected to the arrangement. imagine -- >> you write, david, the constitution -- income not debts, leaving a loophole if trump regains office will almost certainly become a national security nightmare. aside from what you just said, give me a wider sense of the threats we should be concerned with relative to trump's debts. >> if when our country was started, and remember, we live in the second american republic, and the framers of our constitution put in place a clause for foreign governments and interests, and the president may not receive money from them unless congress specifically approves it, and state governments which are coequal in most matters with the federal government to insulate the president. donald trump knows all of this, numerous business buildings with the countries, renting out entire floors of his hotel in washington. >> uh-uh. >> he did various other things, taking money from state governments in other fashions. to think that donald trump would not just go ahead and continue to do this, but the more important part, remember that donald trump, nine years ago, told us he was worth more than $10 billion and didn't need to raise money for president. now he's begging and scrapping for $5 donations for his legal bills, and the fact is that if he has to -- if he puts up another bond a week from monday as expected for about half a billion dollars in the new york case, that means people are going to have leverage over him to the tune of well over half a billion dollars in the e. jean carroll and new york fraud cases. we have had never had a president subject to leverage by anybody like that. >> that is absolutely astonishing that amount of money. he may use a bond company for that as well. perspective wise, that's five times the bond that chubb paid five times this time around. does that compound the concerns five times over for you? >> yes. i think the biggest concern should be that donald trump will be as president, absolutely subject to leverage, and chubb, what happens if chubb calls his actions and begins to seriously go after him? what if they decide to just wait and not collect from him? what other benefits could a president of the united states provide a swiss insurance company? >> there's a lot of ifs on all of this. going back to 2017 when you obtained some of his tax records. in 2022 you said his taxes were the best case yet for putting him in prison. of course that has not happened. could he will be in legal jeopardy for that? >> the statue to limitations is for criminal prosecution of taxes, but one of the things we know from the returns we finally got, he created 60 fictitious businesses, took tax deductions for a number of them to reduce his overall tax bill, even though they had no revenue, and in other cases the revenue and expense matched to the dollar, which i have never seen in 50 years of writing about taxes, and in 1984, donald trump did the same thing. he claimed over $600,000 of deductions. no revenue, no invoices, no records of existence, tried twice for income tax fraud, civil, not criminal. both judges found against him, and his own tax lawyer jack micknick testified against him for forgery saying he put his signature on it when he didn't prepare it. since he has done this again, more than 60 times, i have argued either alvin bragg or the u.s. government should bring the case against him for tax fraud, proving he created fictitious businesses would be easy, and he was on notice not to do this, a clear indication of criminal intent. >> i have to well you david cay johnston, every time we talk, i come away with i guess a level of being stunned with some of the things you reveal. i do appreciate your time. looking forward to seeing you again. what can the u.s. do to stop the chaos in haiti? [music playing] breaking news from haiti. police and dangerous gangs sparked this weekend in -- what a sensitive time. how are people managing to describe the situation on the island? >> reporter: alex, a lot of people are scared to go on camera because they believe someone can see them from the gangs, and if they identify their friend or family member, that individual could be kidnapped in haiti, and the feeling here is that there's a lot of blame placed on the united states by the community because of what happened in haiti over the last three years. they believe the u.s. is partially responsible for the current government for supporting the prime minister an ariel henry. they are very upset when we talk about the near future for haiti. when it comes to the day-to- day, what they are hearing from the people they know in haiti, things are getting worse, and we are hearing from unicef about people attacking the port and taking over containers. 260 containers with humanitarian aid now under the control of the gangs, and it's just getting harder for people there to find food and water. here's one local resident, and her parents are haitian immigrants, and she works in the area helping the community. >> it's just that there's more danger and more insecurity most recently. there's limited access to water. they didn't speak specifically on food, but there's no access to portable water, meaning water you can drink, and some people have been putting clorox bleach in order to make it accessible. >> reporter: you can only imagine what that means. medical experts are paying a lot of attention to the lack of water and in the situation, that could lead to cholera. unicef also said the hospitals are the targeting of looting, and as of now, they believe there's only two operating surgical facilities working in port-au-prince. you can understand what it may mean for someone who has a medical emergency as people are doing what they can to find food and water in some places. alex? >> it's a terrible scenario. thank you very much for the latest there from miami. joining me now is sheila cheflus-mccormick. >> it's upsetting. every day you talk to family members, and people are more and more desperate. essential goods for parents, families, newborns, it's just not accessible to the community. many people are feeling desperate. >> your parents were born in haiti, and you mentioned your family there. are you able to speak with them every day? >> yes, we speak with them every day, but the frightening thing, you never know when it will be their day. when do you get the call that the gang game into their home and took their home? and took their hom for them to know. >> let's get into that. prime minister ariel henry announced his resignation starting tomorrow. a team of marines was sent to protect the embassy, and the senate confirmed a bipartisan vote. you're the cochair, and what else can and should be done by the u.s. and the international community at large to help reign in the chaos? and also how involved should the u.s. be in determining haiti's political future? >> the first thing we have to do is release the funding we promised. we promised $300 million in supporting the security mission, and right now there's a request for 50 million to be released. out of the 50 million, only 10 million has been released. i have been talking to different counterparts, republican counterparts to release the money. the funding is essential for us to start the security mission. that was the first thing to do. the political nature and transitional government, we have allowed them to lead the negotiation, and i'm hearing any day now they should be at the place to have the negotiation, and the one thing that we need to call for and have been advocating for, no gang member or gang affiliates should be part of the presidential council. the reason why, we need to build credibility with the haitian people. we cannot allow for the same people who have been terrorizing them, raping, killing them, taking them out of their homes and now to sit on the council for the transitional government to host elections. part of the gangs, the reason they were there from the beginning, to suppress the voters and scare people from going out to vote. if we want to be credible to haiti and the international world as the members of congress, u.s. citizens, we have to demand that honest people with integrity are part of the haitian-led solution, which we are seeing right now. >> we are also seeing a humanitarian crisis growing as the country is grappling with the political aspect of the crisis. stopping 65 haitians on thursday, and they were trying to flee haiti by boat, and send them back to haiti, and governor desantis sent hundreds of law enforcement officers and troops to patrol the coast, for the invasion of haiti. so far that's not happened. how should the u.s. handle the potential -- up to the region? >> i think we have to really focus on the root causes what can cause it. that is going to be delivering stability and some kind of democracy in haiti, talking about the potentials for people to come to the borders and looking at the situation, only leading to manifesting itself. if we take a hard stance right now, and make sure the funds are available and haiti has a democracy working for the people, and make sure the gangs know they cannot take over the country and terrorize people and think they will get amnesty, these things have to be in place so no one wants to leave their home. when i talk to people in haiti every day, when you're going to get on a boat to come to the u.s., more likely than not, you will not survive. your family will not survive. they understand that. we are doing everything to make sure they don't take the desperate measures, but every single day that goes on, and every single day they are starving and the gangs are terrorizing them, it's another day they are contemplating taking the step. -- >> can i -- >> and deal with -- >> may i ask you quickly on thoughts of donald trump's recent remarks saying some undocumented immigrants are not people, echoing hitler about them poisoning the blood of the country? following the money raising lots questions, david cay johnston is joining me to talk about donald trump's bond problem. as i bid you all a good day from the tom brokaw news center, welcome to alex witt reports. president biden is hosting st. patrick's day events today. his campaign announcing raising $53 million in february, and reporting $155 million in cash on hand. new reaction today to donald trump ramping up dark rhetoric at a rally for a republican senate candidate in ohio yesterday. more on that in a moment for you, and new reaction from republicans on the hill to trump's rhetoric, casting january 6th defendants as hostages and patriots. as you know, he did not call for the storming of the capitol. you -- we are a nation of laws, and those folks were convicted, and pled guilty. if you plead guilty, obviously you are not a patriot. you are someone who committed a criminal act. >> we have breaking news on the israel-hamas war as leaders negotiate directly for the first time since the start of ramadan, benjamin netanyahu on the defensive after top u.s. leaders criticized his handling of the humanitarian crisis in gaza. >> the problem is not getting the trucks in. the problem is once they get in, they are looted by hamas or gangs. >> there is starvation. there is famine. there is dehydration because israel has not allowed the food and the humanitarian assistance to go right in. again, it is a fact that so many people are dying from a lack of food. >> and then on the legal front, the trump trial calendar is looking very different with all of his criminal trial dates in limbo as his election bid rolls on. joining me now is jillian frankel. donald trump made controversial remarks on saturday. fill us in on what he said. >> reporter: alex, donald trump was in ohio, rallying on behalf of bernie moreno who will face off in a primary next tuesday, but he made notable comments saying there will be, quote a blood bath if he is not reelected this comment coming up as he talked about the potential for a trade war with china over the automobile industry and manufacturing. i want you to hear what he said about that. take a listen. >> those big, monster car manufacturing plants you're building in mexico right now, and you think you're going to get that and not hire americans and sell the cars to us? no. 100% tariff on every single one across the line. you're not going to be able to sell those. if i get elected, and if i don't get elected, it's a blood bath. that's the least of it. a blood bath for the country. that's the least of it. they are not selling the cars. they are building massive -- all he does is build car manufacturing plants. >> reporter: and, alex, i want to read you a statement from the campaign, biden's policies will create an economic blood bath for the auto workers and the industry. framing trump's comments as a criticism of president biden and his policies rather than a direct suggestion of violence. alex? >> uh-uh. okay. thank you very much, jillian, for that. now to allie rafah at the white house. >> you heard jillian lay out the context here with president trump and his team and the gop allies saying his comment is taken out of context, and the biden campaign is saying they are not buying that, and they are seizing on the comment. the first statement last night, accusing trump in the statement of doubling down on political violence, and accusing him of wanting another january 6th. we heard from the biden communications director, michael tyler in an interview with our colleague earlier today. >> he doesn't have the values to ever step foot in the oval office ever again. it speaks to the continued problem that trump has given his ability to expand his appeal beyond the maga base. if you share the concerns with the people who understand the threat he poses to our democracy and to progress, and there's a home for all of you in joe biden's campaign. >> reporter: alex, i would not be surprised if we continue to see the biden campaign seize on the comments as their trail ramps up this week. he will be headed out west to arizona and nevada over the next few days, and the ramped up travel is coming against the backdrop of new reporting our team has about some behind-the- scenes anxiety and frustration that the president has had about his reelection effort, and one of those concerns he has, his ability to get out more in front of the american people to be able to have the face-to-face time with them to hear their concerns, and many have long said that's one of his political strengths. the president saying as recently as last week with our colleague, he loves to leave the white house to meet people face-to-face to hear their concerns. the president and campaign will head out west this week with the wind at their backs. new record fund raising numbers by the biden campaign, the dnc, and democratic fundraisers, raising $53 million in february alone, obviously widenly the campaign's financial edge over the trump campaign of $155 million in cash on hand, alex. >> well, at least that has to make him feel pretty good. those are extraordinary numbers. thank you for that. from there to capitol hill where the next deadline to fund the government is a week away. julie is on the hill for us. welcome to you on this sunday. that means congress has to tackle some of the most controversial issues like defense funding. where do negotiations stand? >> reporter: it's not just defense funding. the next funding is tied up with 70% of the government. they have to work through a lot of sticking points including the foreign operations bill concerning the underfunding, the humanitarian agency in the areas democrats are advocating for, despite the allegations we have talked about in recent months. you also have the homeland security bill i'm told could be a full year continued resolution, because republicans and democrats can't get on the same page with the issue. the clock is ticking, and they have just a few days to get it done. the deadline on midnight on friday, and then that would presumably unlock or give the house and senate the ability to start to tackle the foreign aid bill. i want you to take a listen to what mike mccall, what he had to lay out about that. watch. >> i think we are moving through the normal preparations and process. should be done by this friday. the speaker indicated he is committed to putting it on the floor. that would be israel. we should attach iran sanctions, ukraine and indopacific. >> he said speaker johnson committed to putting the floor on the bill. this is presumably the senate- passed bill providing aid to israel and ukraine, badly needed lethal assistance and humanitarian assistance as well. based on my conversations, republican leadership is weighing their own plans on how to unlock aidover seas. will democrats accept that? we have to see what happens after the government funding deadline. >> can i ask you about the tiktok bill? any indications how the senate is leaningen it? >> reporter: that's a really great question. of course today, on the sunday shows, lawmakers on both sides of the aisle, speaking largely in support of the bill, that overwhelmingly passed the house. alex, we rarely see numbers like this. just 15 republicans ended up voting against it, despite former president trump's comments saying perhaps congress should not restrict tiktok in this way. it forces the parent company bytedance to essentially sell tiktok to an american company, and it would apply to other apps controlled by foreign adversaries. the proponents of the bill, democrat and republican, have said this morning, it's not a ban of tiktok. that is not their intent. all the while, the senate has not indicated how fast they will move on this, only with chuck schumer saying he will talk to committee chairs about it, but it's safe to say they will not move as quick as the house did, alex. >> they said they want to proceed thoughtfully on this. julie, thank you so much. coming up, i will speak to congressman jake auchincloss of why he cosponsored the bill and his reaction to cease talks and more. delay, delay, delay, what to make of the legal challenges to donald trump's legal calendar. back in 60 seconds. special prosecutor nathan wade canceled his appearance on meet the press today, citing a family emergency. his resignation was one of two options given for the case to move forward. joining me is former fulton county deputy d.a. melissa redman, and criminal division deputy chief and former prosecutor kristy greenburg. welcome to you both. melissa, some feel that judge mcafee's language went beyond what was necessary. do you agree? >> i do. i think the language in the order expressed her being emotional in the testimony with the allegations against her, and the first forum she had to defend herself. he talked about their agreement or testimony that the expenses were split evenly or roughly evenly between the two of them unchallenged, but maybe involving some dishonesty. basically he said there's no evidence that the defendants failed to meet the burden they were being dishonest, but maybe they were. i think that's unnecessary given you found -- or the judge found no actual conflict of interest that would have required a removal or appearance of impropriety being one that could be remedied by the removal of mr. wade as opposed to disqualification. >> kristy, can trump delay this case even more by appealing the decision? do you see that happening? did judge mcafee really close all of the loopholes with the strong language and severity of what he ruled? >> donald trump's counsel came out and said his first legal option is to appeal. i suspect the judge will grant the immediate appeal and the appeal court will hear it it's desirable to establish clear precedent. there's multiple points he says this is what he thinks the law is, but there's not good precedent in the area. i do think this there will be an appeal, and i think it's interesting that donald trump's counsel said his first option will be the legal option, implying there's other options he will pursue. primarily political, like the new law implemented on wednesday by the governor of georgia to have a commission to discipline and remove prosecutors, and expect donald trump's counsel to go that route as well, to attack this both legally and politically. judge mcafee dismissed three counts against trump, but made it clear that willis can refile at a later time. what did you make of that move? is the d.a. likely to do that? >> i don't think she is. the charges were solicitation of violation of oath by a public officer. the issue the judge found was the oath of the public officials in question were vague. they only require the public official to uphold the constitution of the united states, and that the prosecutor did not point to a particular term or article or paragraph in either of the constitutions that the solicitation would have caused them to violate. to reindict the case and add the language, they have to find those particular terms, and you don't really need the language to pursue the case and tell the full story to the jury because they are charged in the rico count. you don't really need them. it will be nice to have them. even if they were in the indictment and the defendants were convicted, they would not emerge with the rico conviction. i don't see her going back to try to get the charges added back to the indictment as opposed to moving forward. >> okay. kristy, let's pivot now to the hush money case, delayed 30 days, and the doj dumped thousands of documents ahead of the trial. bragg asked for the documents a year ago. i'm curious why did they delay getting the information to the district attorney? >> that's the $64,000 question, and look, the bad news is that there's going to be a delay here, but the good news is that this judge is moving quickly to figure out the circumstances. he is wasting no time, setting deadlines for later this week on the 21st to hear from both parties about the time line of their exact correspondence with sdny. what did they request? when did they get it? a hearing for march 25th to get to the bottom of who is to blame here? did anybody suffer? any sanctions? let's get the show back on the road. look, trump's lawyers are saying these are documents that are helpful to him and damaging to michael cohen. -- for not producing them a year ago when they were requested by the state. the judge will get to the bottom of this, and bottom line, i don't think he will dismiss the case. trump says it amounts to a discovery violation on behalf of the state. they can only produce what is in their position and what sdny had was not in their position. does not seem like it rises to a discovery violation. i will it will be a brief delay. expect the train to be back on the tracks, and i think there will be a trial maybe later in may or perhaps early may. >> okay, let me ask you, kristy, as well of what you make by the decision by judge cannon to dismiss one of his requests. >> trump moved to dismiss the indictment on the grounds that certain phrases like unauthorized possession and relating to national defense were vague, and then judge cannon took the bait and said these definitions are still fluctuating, and she can't decide the motion now, and she kicked the can down the road. there's nothing vague. what the statue prohibits is clear. it was clear to donald trump and should have been to judge cannon, yet, again, she gets it wrong. charged with unauthorized possession of international defense possession. it is well established in the law, and these claims have been rejected previously. it was clear to donald trump. he said he understood he possessed classified materials, told he could not have them after he left the presidency, told by former white house members, and his own lawyers. it was not vague to him. he understood, and judge cannon by not making the decision and kicking the can down the road means he can appeal it, and perhaps double jeopardy will apply if he makes the motion later, and the jury is empanelled, and no ability to appeal later. it's a bad decision for the special counsel's office, and one we can expect to have frustration for the people who want to move this along. she clearly does not want to do so. >> yep, okay, melissa and kristy, good to see you both. thank you so much. it may not be a simple yes or no, but to make it a potential tiktok ban? >> go ahead afternoon, alex, good to be with you again. i actually strongly agree with my leagues that we need comprehensive social media regulation. i will give you an example. last week i dropped a bill to raise the age of internet adulthood from 13 to 16. i'm working on legislation to make things like defamation and intimate privacy violations liable on the social media corporations themselves who have been shielded by section 230 for the last several decades. to do any of these things, the first step is to make sure the social media corporations all follow u.s. law. right now we have a situation where the most popular of them, tiktok follows chinese law. step number one is to make them play by the same set of rules. >> okay, so let's think of the young voters and people who use tiktok for their businesses, can you clarify to them why it's a national security threat? is there evidence that the information about americans is going directly potentially to the chinese government? >> let's go through a number of things here, first of all, tiktok is controlled by the chinese communist party, a matter of chinese law, not my opinion. under chinese law what xi jinping asks for, he gets. tiktok owned by bytedance is domiciled in china. they have access to 170 million americans' social lists, contacts on their phones, geo location data. that's a problem. that's not the primary reason i cosponsored the bill. the primary reason is the effect of tiktok and meta and x and instagram and twitch on mental health. they are attention fracking our youth, profiting by selling their attention span to the highest bidder from advertisers, and american families are made miserable by this. congress has not done anything. we need to act. we need to replace screen time with family time. >> yeah, i think it's hard to argue that point, but let me ask you why you think donald trump has flip-flopped on tiktok. he's now against the ban. is that political? what's that about? >> he talked to a big investor who has a monetary interest in this. i think we all know he puts his financial interests ahead of the public interests. i will not try to get inside of his mind more than that. i want to address the freedom of speech issue you did raise. it's important and i take seriously that argue. i spent ten years in public life, and there's a distinction with freedom of speech and freedom of reach. americans have a right to post whatever they want in the political domain. they can make fun of biden, trump, me, and they have. and that is distinct from a right to have whatever you post amplified by the chinese party. the algorithm in beijing does not have civil liberties. >> point well taken there. this morning, switching gears with benjamin netanyahu responding to chuck schumer's house floor speech saying he's a major obstacle to peace and calling for an election in israel. look at this. >> the majority of israelis support our efforts, making sure we don't put into gaza the palestinian authority that educates their children to terrorism and annihilation of israel -- >> um -- >> ramming down a palestinian state down our throats. >> i want to get to some of the polls in a minute. >> senator schumer, the majority of israelis supporting the policies of my government. >> what is your reaction to that? what does the company get out of it? >> the company gets out of it if trump ultimately has to make the payments, and i suspect he will because he doesn't have legal grounds of significance to appeal, gets to make a profit. he will pay them interest. we don't know how much or what he has pledged, and we don't know if there's some other party out there connected to the arrangement. imagine -- >> you write, david, the constitution -- income not debts, leaving a loophole if trump regains office will almost certainly become a national security nightmare. aside from what you just said, give me a wider sense of the threats we should be concerned with relative to trump's debts. >> if when our country was started, and remember, we live in the second american republic, and the framers of our constitution put in place a clause for foreign governments and interests, and the president may not receive money from them unless congress specifically approves it, and state governments which are coequal in most matters with the federal government to insulate the president. donald trump knows all of this, numerous business buildings with the countries, renting out entire floors of his hotel in washington. >> uh-uh. >> he did various other things, taking money from state governments in other fashions. to think that donald trump would not just go ahead and continue to do this, but the more important part, remember that donald trump, nine years ago, told us he was worth more than $10 billion and didn't need to raise money for president. now he's begging and scrapping for $5 donations for his legal bills, and the fact is that if he has to -- if he puts up another bond a week from monday as expected for about half a billion dollars in the new york case, that means people are going to have leverage over him to the tune of well over half a billion dollars in the e. jean carroll and new york fraud cases. we have had never had a president subject to leverage by anybody like that. >> that is absolutely astonishing that amount of money. he may use a bond company for that as well. perspective wise, that's five times the bond that chubb paid five times this time around. does that compound the concerns five times over for you? >> yes. i think the biggest concern should be that donald trump will be as president, absolutely subject to leverage, and chubb, what happens if chubb calls his actions and begins to seriously go after him? what if they decide to just wait and not collect from him? what other benefits could a president of the united states provide a swiss insurance company? >> there's a lot of ifs on all of this. going back to 2017 when you obtained some of his tax records. in 2022 you said his taxes were the best case yet for putting him in prison. of course that has not happened. could he will be in legal jeopardy for that? >> the statue to limitations is for criminal prosecution of taxes, but one of the things we know from the returns we finally got, he created 60 fictitious businesses, took tax deductions for a number of them to reduce his overall tax bill, even though they had no revenue, and in other cases the revenue and expense matched to the dollar, which i have never seen in 50 years of writing about taxes, and in 1984, donald trump did the same thing. he claimed over $600,000 of deductions. no revenue, no invoices, no records of existence, tried twice for income tax fraud, civil, not criminal. both judges found against him, and his own tax lawyer jack micknick testified against him for forgery saying he put his signature on it when he didn't prepare it. since he has done this again, more than 60 times, i have argued either alvin bragg or the u.s. government should bring the case against him for tax fraud, proving he created fictitious businesses would be easy, and he was on notice not to do this, a clear indication of criminal intent. >> i have to well you david cay johnston, every time we talk, i come away with i guess a level of being stunned with some of the things you reveal. i do appreciate your time. looking forward to seeing you again. what can the u.s. do to stop the chaos in haiti? [music playing] breaking news from haiti. police and dangerous gangs sparked this weekend in -- what a sensitive time. how are people managing to describe the situation on the island? >> reporter: alex, a lot of people are scared to go on camera because they believe someone can see them from the gangs, and if they identify their friend or family member, that individual could be kidnapped in haiti, and the feeling here is that there's a lot of blame placed on the united states by the community because of what happened in haiti over the last three years. they believe the u.s. is partially responsible for the current government for supporting the prime minister an ariel henry. they are very upset when we talk about the near future for haiti. when it comes to the day-to- day, what they are hearing from the people they know in haiti, things are getting worse, and we are hearing from unicef about people attacking the port and taking over containers. 260 containers with humanitarian aid now under the control of the gangs, and it's just getting harder for people there to find food and water. here's one local resident, and her parents are haitian immigrants, and she works in the area helping the community. >> it's just that there's more danger and more insecurity most recently. there's limited access to water. they didn't speak specifically on food, but there's no access to portable water, meaning water you can drink, and some people have been putting clorox bleach in order to make it accessible. >> reporter: you can only imagine what that means. medical experts are paying a lot of attention to the lack of water and in the situation, that could lead to cholera. unicef also said the hospitals are the targeting of looting, and as of now, they believe there's only two operating surgical facilities working in port-au-prince. you can understand what it may mean for someone who has a medical emergency as people are doing what they can to find food and water in some places. alex? >> it's a terrible scenario. thank you very much for the latest there from miami. joining me now is sheila cheflus-mccormick. >> it's upsetting. every day you talk to family members, and people are more and more desperate. essential goods for parents, families, newborns, it's just not accessible to the community. many people are feeling desperate. >> your parents were born in haiti, and you mentioned your family there. are you able to speak with them every day? >> yes, we speak with them every day, but the frightening thing, you never know when it will be their day. when do you get the call that the gang game into their home and took their home? and took their hom for them to know. >> let's get into that. prime minister ariel henry announced his resignation starting tomorrow. a team of marines was sent to protect the embassy, and the senate confirmed a bipartisan vote. you're the cochair, and what else can and should be done by the u.s. and the international community at large to help reign in the chaos? and also how involved should the u.s. be in determining haiti's political future? >> the first thing we have to do is release the funding we promised. we promised $300 million in supporting the security mission, and right now there's a request for 50 million to be released. out of the 50 million, only 10 million has been released. i have been talking to different counterparts, republican counterparts to release the money. the funding is essential for us to start the security mission. that was the first thing to do. the political nature and transitional government, we have allowed them to lead the negotiation, and i'm hearing any day now they should be at the place to have the negotiation, and the one thing that we need to call for and have been advocating for, no gang member or gang affiliates should be part of the presidential council. the reason why, we need to build credibility with the haitian people. we cannot allow for the same people who have been terrorizing them, raping, killing them, taking them out of their homes and now to sit on the council for the transitional government to host elections. part of the gangs, the reason they were there from the beginning, to suppress the voters and scare people from going out to vote. if we want to be credible to haiti and the international world as the members of congress, u.s. citizens, we have to demand that honest people with integrity are part of the haitian-led solution, which we are seeing right now. >> we are also seeing a humanitarian crisis growing as the country is grappling with the political aspect of the crisis. stopping 65 haitians on thursday, and they were trying to flee haiti by boat, and send them back to haiti, and governor desantis sent hundreds of law enforcement officers and troops to patrol the coast, for the invasion of haiti. so far that's not happened. how should the u.s. handle the potential -- up to the region? >> i think we have to really focus on the root causes what can cause it. that is going to be delivering stability and some kind of democracy in haiti, talking about the potentials for people to come to the borders and looking at the situation, only leading to manifesting itself. if we take a hard stance right now, and make sure the funds are available and haiti has a democracy working for the people, and make sure the gangs know they cannot take over the country and terrorize people and think they will get amnesty, these things have to be in place so no one wants to leave their home. when i talk to people in haiti every day, when you're going to get on a boat to come to the u.s., more likely than not, you will not survive. your family will not survive. they understand that. we are doing everything to make sure they don't take the desperate measures, but every single day that goes on, and every single day they are starving and the gangs are terrorizing them, it's another day they are contemplating taking the step. -- >> can i -- >> and deal with -- >> may i ask you quickly on thoughts of donald trump's recent remarks saying some undocumented immigrants are not people, echoing hitler about them poisoning the blood of the country?
