personnel at the border. it was clear we want to fix the border. it's also clear -- the speaker didn't give a reason why you had to do one before you did the other. thank you. >> reporter: congress, pope francis on sunday called for -- sir -- >> so you see the two democratic leaders, chuck schumer and hakeem jeffries coming out of what sounds like an extraordinary and incredibly intense meeting that they had with president biden, vice president harris and republican leadership. you heard hakeem jeffries saying it's an existential moment for the free world, talking about what's going to happen with aid to ukraine and chuck schumer saying, it's one of the most intense meetings he's ever had. the stakes for these meetings are high. based on what we just heard from those two democratic leaders they escalated the intensity. i want to bring "new york times" correspondent peter baker and sarah sutt mayer. peter, tell me what you thought about what you heard there. the messaging was very intense right now. >> it was intense. leader schumer just got back from ukraine. it's very high on his list and fresh on his mind. he made his point passionately. that was a room where johnson was on -- isolated basically. the other three leaders, including mr. mcconnell, all three leaders as well as the president and vice president shown there, they all support ukraine aid. mike johnson is the one person who hasn't made that happen, but also the one person who needs to make it happen. if he doesn't allow it on the floor it becomes that much harder for democrats to find a way to bypass him. most people agree if it gets to the house, there's bipartisan majority for ukraine. the blockage by the speaker is holding it up. >> we know there had been a lot of intense back and forth. what is the real relationship between president biden and republican leadership? we were listening earlier to our colleague here jonathan lemire saying, when speaker johnson was elected, there weren't many people in the white house or on capitol hill that knew him well. what's the relationship like? where's the personal part of this fit in? >> they have almost no relationship. that's absolutely true. i think the president has spoken with him a couple times since he became speaker. he had no prior relationship to him. i'm sure it's the first time the vice president ever met the speaker in today's meeting. mitch mcconnell said he didn't know johnson prior to him becoming speaker. this is a brand new dynamic in which there's no history there to work with. there's no level of trust. there's no past dealings they can turn back to for -- to rely on. johnson is facing an enormous amount of pressure from the freedom caucus inside the house. that's where he is stuck between a political rock and a hard place. >> tara, how much of an impediment could this relationship be in a situation like this? do you see any indication that he could -- i'm talking about speaker johnson -- make a decision apart from the right flank of his party? >> that's where lack of capital comes into play. speaker johnson was an unknown before he rose to this incredibly powerful position. he's on an island within his own leadership corp. in years past there's always been a certain amount of good faith efforts for the most part when it comes to major policy discussions, like something as important as ukraine funding and funding for foreign policy issues. we used to say back when congress was functional that politics ended at the water's edge. but here, when you have someone as inexperienced as mike johnson who doesn't have a strong kitchen cabinet of advisers and he doesn't have the political capital other speakers have had, you run into a problem. who is he getting his advice from? it seems like it's trump world. mike johnson was in mar-a-lago speaking to trump. his ob city innocence on ukraine is coming from donald trump. they don't want funding for ukraine and the magas in congress creating this headache for mike johnson. this is a problem. it's bigger than arguing about welfare benefits. it's about a national and international strategic necessity, making sure a democracy is not overtaken by russia. i'm glad to see there was such a spirited conversation going on there, a bipartisan one, included minority leader mcconnell in the senator to put push on speaker johnson. who is he going to pledge his allegiance to? is he going to do the right thing for the united states and democracy? is he going to continue to cow tow to trump? >> we were waiting for the republicans to come out to hear from mitch mcconnell and speaker johnson. let me go back to you, peter. there are domestic consideration here as well obviously in the short term. friday is the deadline to continue to fund a number of government agencies and then a week from then the pressure is really on. you see the list. that's when the rubber hits the road and some of the funding will really start to be felt by a wide swath of the american people. what's going to happen here? >> that's the $64,000 question. speaker johnson has made clear he does not want the government to shut down. he's avoided that in the past in his short tenure there. he has gotten the message that a government shutdown doesn't help republicans. it hurts republicans at the polls. it doesn't accomplish what republicans want to do which is cut spending. they don't have the votes to accomplish the big goals they want. speaker johnson is looking for a deal that will keep things going, maybe make some sort of concession that will satisfy the conservatives so they can say they got something out of it. it's hard to see what that will be. we're heading down to the wire. >> let me go to the white house where aaron ghilcrist is standing by. what's going on now? >> reporter: we expect the -- >> i need to interrupt you. mike johnson, the speaker of the house is walking to the microphones. let's listen to what he has to say. >> thank you for staying. we had a couple meetings there. it was frank and honest. i think we need more frank and honest conversations on capitol hill. we did that as a group. then i had a one-on-one with the president. when i showed up today, my purpose was to express what i believe is the obvious truth. we must take care of america's needs first. when you talk about america's needs, you have to talk first about our open border. i believe -- i've been in 20 something states, going and the country and hearing from the american people of all parties and all persuasions in all cities and all states. they understand the catastrophe at the border is on mind. i brought that up repeatedly today in that room and one-on-one with the president. the other big priority is the funding of our government. we've been working in good faith around the clock every day for months and weeks and over the last several days quite literally around the clock to get that job done. we're optimistic. i hope the other leaders said the same. we hope to prevent a government shutdown. that's our first responsibility. you also heard there was discussion about the supplemental spending package. i was very clear with the president and all those in the room the house is actively pursuing all the options on that. we will address that in a timely manner. again, the first priority of the country is our border and making sure it's secure. i believe the president can take executive authority right now today to change that. i told him that again today in person as i've said to him many times publicly and privately over the last several weeks. it's time for action. it's a catastrophe and must stop. we'll get the government funded and keep working on that. we'll have more for on that. >> speaker johnson taking no questions, calling it a frank and honest meeting, but falling back on what got this all bolloxed up in the first place. that's the border. the republicans wanted action on the border. the democrats gave them a bigger package than many democrats like and they turned it down. let me go back to you, peter baker. let me ask you the idea that the president did stop and speak one-on-one with speaker johnson in the oval office and what you think that means. where does this leave us? the argument that speaker johnson is making don't sound any different than what got us here. >> first of all, he came out without mitch mcconnell. normally you see the democrats come out together and the republicans come out together. mitch mcconnell didn't come out with speaker johnson. he didn't wait to appear for him. it may just be logistics and he had to get back to the hill. interesting they did not present a united front, because they're not united on this. second thing, how different his ranking and priorities than leader schumer. he said we can't wait any longer on ukraine because putin will win and then we can work on the border. johnson said, border, border, border. he also said the president has executive authority to take action, i urged him to do it. it seems like president biden is looking at some orders, but that begs the question of why wait on ukraine aid if you don't need legislation and want the president to take action on his own authority? we couldn't ask him that question because he didn't take question. >> you heard the final comment, tara. it's a catastrophe. the whole idea of the border is something the republicans think they can run on. polls bear them out. there's a new poll that suggests the vast majority of americans have serious concerns about the situation in the united states with immigration. can they afford to be seen as holding everything up? that will provide early clues for november in one of just a handful of true battleground states. one more way in which this primary is different, the focus isn't on domestic policy but the war between israel and hamas. >> my national security adviser tells me we're close. we're close. we're not done yet. my hope is by next monday we'll have a cease-fire. >> the problem is that is unlikely to sway michigan voters unhappy with biden's unwavering support for michigan. even the governor of michigan expects the uncommitted vote for the president to be, in her words, sizeable. the open question is whether biden can close the gap by the general election. mike memoli is in michigan and peter baker is still with us. robert, can we talk about the uncommitted society? organizers for one of the groups who led this charge say their goal is 10,000 uncommitted votes. the biden campaigns says there were double that in 2012 and 2020 and both time democrats won. that's the public argument. privately a democratic close to biden told "politico" they're freaking out about the uncommitted vote. how important is it really these numbers? what should we be watching for? >> both things are true. we have to watch how many people voted in 2012 and 2016 and in 2020. in each of those primaries about 19 to 20,000 uncommitted voters took place in the primary. you want to see what number above that normal 20,000 and geographically where is it. we know arab americans are concentrated just outside detroit. when you look at bluer areas, do you see those uncommitted voters showing up there? this is a political problem for the white house that it has to watch. these numbers will be worth watches as well as to see how trump does against nikki haley. you have two nominees struggling within their own parties to figure out how to coalesce the full democratic or republican party on each side. >> peter, governor whitmer was on "morning joe" and talked about what the biden campaign needs to do to win back those protest voters, if we want to call them that. here's what she said. >> i think it's going to be important that, you know, the administration continue to engage with leaders and individuals in the palestinian community, the muslim community, the arab american community, as well as the jewish community. i'm hopeful that there will be a release of hostages and there will be an end to the violence that is playing out because it is personal for so many people in this state. it is raw and it is genuine pain that people are in. >> peter, you were with the president when he was in new york yesterday when he said he's hoping for a cease-fire next week, all throw there's been pushback on that. does that answer whitmer's concern and is that what the campaign is counting on to win back support? >> i mean, it depends on the timing. the white house hoped they could have got a cease-fire in place and ended the fighting in gaza in early january. the hope was that would give them enough time toby summer and fall when people are focusing on the general election, the anger on the left would have dissipated to some extent and the focus would be on peace making and reconstruction and issues that would be more beneficial to president biden in terms of reassembling his position. prime minister netanyahu hasn't cooperated. until the fighting stops, it's going to be hard for president biden to win back some of these voters, not just arab americans in michigan, but young voters. his imperative of getting the fighting to stop is the opposite of prime minister netanyahu who faces a moment of reckoning when the fighting does end. his interest politically is not to end the war any time soon. >> mike, you've been talking to voters. do they feel they're being listened to? >> reporter: well, it's so interesting because when you talk about this michigan primary, this is part of that new early window that democrats put into place, in part to highlight areas of strength for president biden and his political coalition. black voters in detroit, union workers, we know how important union workers have been for president biden. instead, because of that significant arab american population it's turned into a proxy vote for voters unsatisfied, disappointed with president biden and his support for israel in the middle east at this moment. i talked to one voter who said, yes, he voted for joe biden four years ago, but he's voting uncommitted today and would sit out the vote in november even if it means donald trump becomes president. this is so much how we'll be looking at the votes tonight. listen to michigan is the name of the group, they're listening to president biden. they heard what he said yesterday. they said this is a sign of success. listen to what one of the organizers told me. >> in my eyes, the word cease-fire came out of the president's mouth, that word wasn't there before. we put that word in his mouth. our pressure is being felt in the white house and in the democratic establishment in general. i think that is already a success. >> reporter: many of the leaders of this uncommitted effort say this is about doing exactly that, trying to pressure the president to change his position. they think they've seen some success and they'll support him in november. the question is will voters do that? >> well, i think you see them adapting to that reality after the bipartisan compromise collapsed and taking the fight directly to republicans. you see it with the president going to the border this week, which is probably a bit overdue. this, like you mentioned the age issue, these are issues that aren't going away. i think the way the president is being more active on the trail and going to the border is important for democrats to see and for the general election. i think his answer on age was a good one as well. he pivoted away from using humor to address it. i think building that answer out over time is going to be more important for voters to hear between now and november. >> monica, the polling numbers form the background for these duelling trips to the border by biden and trump. how is the white house planning to use this trip? >> there's an awareness about the political vulnerability here when it comes to the border. when that bipartisan bill was torpedoed by republicans, president biden came out and in his remarks he said he vowed to make americans aware every day basically between now and november the reason for that, for why it failed in his view. he was going to put the blame on former president trump and his maga republican friends in congress. this is the first step to doing that in a public way in terms of hoping to maximize and amplify that effort, to try to increase the political impact ongoing to the border. the fact that it's the same day as the republican candidate offers an opportunity for the president to portray the difference between their immigration agendas in a way that would have been different with a solo visit to the border. it doesn't take away from this issue and challenge that the president will continue to put the onus on republicans, but he's under increasing pressure from democratic governors, from republican governors, from mayors, to do more june later unilaterally. there are some presidential actions he could take. he could we announce something thursday, but we don't know. the one thing i'm told by my sources is they know the white house is keenly aware that inaction is not an option when it comes to the border, even if congress didn't going to be able to pass anything in a bipartisan fashion. >> robert, this morning donald trump called into a radio show and, not surprisingly, he blasted joe biden for his border visit. take a listen. >> well, we found out how to get him off his ass. it took me announcing that i'm going down to the border. all of a sudden he announces he's going down to the border. the guy is pathetic. >> as you know, donald trump has built a brand slamming political opponents. president biden is being urged in some democratic corners to be more aggressive, answer with a little more toughness. you know him. what from a campaign perspective does a tougher, more aggressive biden look and sound like? part of this i'm framing with the idea, robert -- i know nothing is like it used to be. it used to be you worked your way up to being the most aggressive in october. doesn't there have to be room for that somewhere? >> yes, i think they definitely have to ramp up. this presents a great moment. it's a split screen moment as you talked about. it's going to get a lot of coverage, a lot of exposure. you have to take that response and show that toughness now. it's really imperative -- this campaign can't wait. that poll shows how important this issue is, not just for republican voters, but for all voters. i think you're going to see a toughness out of the white house. i think you'll see that ramped up cadence. it's good to see him doing interviews. it's good to see him out there. now it's going to be good to see him making the case. the general election has started. i know we're still in the primaries. the general election has started. >> but a friendly interview to say the least. there was a lot of humor. he talked about dark brandon and taylor swift. he got the audience to laugh. does there have to be something more than that? >> well, i'll tell you we've had increased early vote turnout here in michigan, upwards of 20%, 1 million people voted early or by absentee. secretary of state joslin benson has been doing a great job overseeing this election and standing for democracy. look, i've heard a little bit about this uncommitted movement. i've also seen that people are in deep pain. i'm a representative for oakland county, michigan. it's very diverse. i continue, as a representative, to sit down with individuals and i've heard the pain. i feel the pain. democracy all over the world right now is under attack. we're battling in ukraine. we're battling in israel. we're battling potentially in asia around some of the threats to democracy. look, we, over the last handful of weeks and months, have been running the ground campaign in michigan. i've been a part of it alongside our countywide leadership. i've seen a lot of energy and enthusiasm for joe biden. but i do recognize, particularly in this last week, we've heard more people coming forward saying, we're not sure. we want to make a point. we want to get this forward. you saw and heard president biden yesterday say, i am trying to negotiate a release of the hostages that have been trapped in israel over 150 days. we need a cease-fire. we need to see the innocent lives be protected and obviously the humanitarian aid, as well as the aid for israel, get done. we'll get through this. i think we'll see good turnout today. this is a first for michigan to have a primary at the end of february for the presidential nominating contest. i think joe biden is going to come out victorious. >> i don't think there's anybody who doubts joe biden is going to win the primary. the question is how big is that uncommitted vote. your colleague rashida tlaib posted a video two hours ago. i want to play that for you. >> when 74% of democrats in michigan support a cease-fire, yet president biden is not hearing us, this is the way we can use or democracy to say, listen, listen to michigan. >> our nbc poll found that only 29% of voters approve of biden's handling of the war. so does she have a point and between now and november what might he have to do to win over those skeptical, uncommitted voters? >> well, it's very traditional before any election to have lots of speculation, lots of concern. there's certainly -- there isn't polling. we know 1 million have voted early in the absentee. i was at my poling location today and saw people coming in. i saw polling locations across my county and people are voting. we'll find out tonight. i will say i have been with large groups of democrats from troy, michigan, into bloomfield hills and pontiac, michigan, and they're strongly united behind this president. they don't feel like they need to vote uncommitted. they want to stand up for democracy. they want to stand up for a woman's right to choose. maybe some people are going in with a protest vote. i believe this president's been doing a great job. we have a large jewish population in michigan. they're also very afraid and have gone through tremendous amounts of pain. october 7th was israel's 9/11. look, israel hasn't received any aid yet since this war began. ukraine has received a lot of aid. we need to do more aid for ukraine. i believe in standing up alongside our democratic allies. look, that's one piece of puzzle here. we have other issues on the line. we'll be able to do more and analyze. we're a big tent party. we need these voices alongside us in november and joe biden is exactly that type of leader, compassionate, handling tough issues with grace, with love. you see that radiating out of him last night when he made the surprise appearance on seth meyers. that's who he is. he loves to make people feel good. he has been a strong commander and chief. he has delivered on his promises. there is more to come for him. i am looking forward to the next phase of this campaign, keeping people engaged. >> congresswoman, i'm afraid i have to thank you there. we're running out of time. really appreciate you taking the time. we'll see how it turns out. appreciate it. chilling new images released by police of the fatal shooting inside joel osteen's megachurch in texas, including the moment the police stopped the shooter. a key witness testifies at fulton county d.a.'s fani willis' misconduct hearing, with major implications for the georgia election interference case. you're watching chris jansing reports on msnbc. snbc if you want laundry to smell fresh for weeks, make sure you have downy unstopables in-wash scent boosters. personnel at the border. it was clear we want to fix the border. it's also clear -- the speaker didn't give a reason why you had to do one before you did the other. thank you. >> reporter: congress, pope francis on sunday called for -- sir -- >> so you see the two democratic leaders, chuck schumer and hakeem jeffries coming out of what sounds like an extraordinary and incredibly intense meeting that they had with president biden, vice president harris and republican leadership. you heard hakeem jeffries saying it's an existential moment for the free world, talking about what's going to happen with aid to ukraine and chuck schumer saying, it's one of the most intense meetings he's ever had. the stakes for these meetings are high. based on what we just heard from those two democratic leaders they escalated the intensity. i want to bring "new york times" correspondent peter baker and sarah sutt mayer. peter, tell me what you thought about what you heard there. the messaging was very intense right now. >> it was intense. leader schumer just got back from ukraine. it's very high on his list and fresh on his mind. he made his point passionately. that was a room where johnson was on -- isolated basically. the other three leaders, including mr. mcconnell, all three leaders as well as the president and vice president shown there, they all support ukraine aid. mike johnson is the one person who hasn't made that happen, but also the one person who needs to make it happen. if he doesn't allow it on the floor it becomes that much harder for democrats to find a way to bypass him. most people agree if it gets to the house, there's bipartisan majority for ukraine. the blockage by the speaker is holding it up. >> we know there had been a lot of intense back and forth. what is the real relationship between president biden and republican leadership? we were listening earlier to our colleague here jonathan lemire saying, when speaker johnson was elected, there weren't many people in the white house or on capitol hill that knew him well. what's the relationship like? where's the personal part of this fit in? >> they have almost no relationship. that's absolutely true. i think the president has spoken with him a couple times since he became speaker. he had no prior relationship to him. i'm sure it's the first time the vice president ever met the speaker in today's meeting. mitch mcconnell said he didn't know johnson prior to him becoming speaker. this is a brand new dynamic in which there's no history there to work with. there's no level of trust. there's no past dealings they can turn back to for -- to rely on. johnson is facing an enormous amount of pressure from the freedom caucus inside the house. that's where he is stuck between a political rock and a hard place. >> tara, how much of an impediment could this relationship be in a situation like this? do you see any indication that he could -- i'm talking about speaker johnson -- make a decision apart from the right flank of his party? >> that's where lack of capital comes into play. speaker johnson was an unknown before he rose to this incredibly powerful position. he's on an island within his own leadership corp. in years past there's always been a certain amount of good faith efforts for the most part when it comes to major policy discussions, like something as important as ukraine funding and funding for foreign policy issues. we used to say back when congress was functional that politics ended at the water's edge. but here, when you have someone as inexperienced as mike johnson who doesn't have a strong kitchen cabinet of advisers and he doesn't have the political capital other speakers have had, you run into a problem. who is he getting his advice from? it seems like it's trump world. mike johnson was in mar-a-lago speaking to trump. his ob city innocence on ukraine is coming from donald trump. they don't want funding for ukraine and the magas in congress creating this headache for mike johnson. this is a problem. it's bigger than arguing about welfare benefits. it's about a national and international strategic necessity, making sure a democracy is not overtaken by russia. i'm glad to see there was such a spirited conversation going on there, a bipartisan one, included minority leader mcconnell in the senator to put push on speaker johnson. who is he going to pledge his allegiance to? is he going to do the right thing for the united states and democracy? is he going to continue to cow tow to trump? >> we were waiting for the republicans to come out to hear from mitch mcconnell and speaker johnson. let me go back to you, peter. there are domestic consideration here as well obviously in the short term. friday is the deadline to continue to fund a number of government agencies and then a week from then the pressure is really on. you see the list. that's when the rubber hits the road and some of the funding will really start to be felt by a wide swath of the american people. what's going to happen here? >> that's the $64,000 question. speaker johnson has made clear he does not want the government to shut down. he's avoided that in the past in his short tenure there. he has gotten the message that a government shutdown doesn't help republicans. it hurts republicans at the polls. it doesn't accomplish what republicans want to do which is cut spending. they don't have the votes to accomplish the big goals they want. speaker johnson is looking for a deal that will keep things going, maybe make some sort of concession that will satisfy the conservatives so they can say they got something out of it. it's hard to see what that will be. we're heading down to the wire. >> let me go to the white house where aaron ghilcrist is standing by. what's going on now? >> reporter: we expect the -- >> i need to interrupt you. mike johnson, the speaker of the house is walking to the microphones. let's listen to what he has to say. >> thank you for staying. we had a couple meetings there. it was frank and honest. i think we need more frank and honest conversations on capitol hill. we did that as a group. then i had a one-on-one with the president. when i showed up today, my purpose was to express what i believe is the obvious truth. we must take care of america's needs first. when you talk about america's needs, you have to talk first about our open border. i believe -- i've been in 20 something states, going and the country and hearing from the american people of all parties and all persuasions in all cities and all states. they understand the catastrophe at the border is on mind. i brought that up repeatedly today in that room and one-on-one with the president. the other big priority is the funding of our government. we've been working in good faith around the clock every day for months and weeks and over the last several days quite literally around the clock to get that job done. we're optimistic. i hope the other leaders said the same. we hope to prevent a government shutdown. that's our first responsibility. you also heard there was discussion about the supplemental spending package. i was very clear with the president and all those in the room the house is actively pursuing all the options on that. we will address that in a timely manner. again, the first priority of the country is our border and making sure it's secure. i believe the president can take executive authority right now today to change that. i told him that again today in person as i've said to him many times publicly and privately over the last several weeks. it's time for action. it's a catastrophe and must stop. we'll get the government funded and keep working on that. we'll have more for on that. >> speaker johnson taking no questions, calling it a frank and honest meeting, but falling back on what got this all bolloxed up in the first place. that's the border. the republicans wanted action on the border. the democrats gave them a bigger package than many democrats like and they turned it down. let me go back to you, peter baker. let me ask you the idea that the president did stop and speak one-on-one with speaker johnson in the oval office and what you think that means. where does this leave us? the argument that speaker johnson is making don't sound any different than what got us here. >> first of all, he came out without mitch mcconnell. normally you see the democrats come out together and the republicans come out together. mitch mcconnell didn't come out with speaker johnson. he didn't wait to appear for him. it may just be logistics and he had to get back to the hill. interesting they did not present a united front, because they're not united on this. second thing, how different his ranking and priorities than leader schumer. he said we can't wait any longer on ukraine because putin will win and then we can work on the border. johnson said, border, border, border. he also said the president has executive authority to take action, i urged him to do it. it seems like president biden is looking at some orders, but that begs the question of why wait on ukraine aid if you don't need legislation and want the president to take action on his own authority? we couldn't ask him that question because he didn't take question. >> you heard the final comment, tara. it's a catastrophe. the whole idea of the border is something the republicans think they can run on. polls bear them out. there's a new poll that suggests the vast majority of americans have serious concerns about the situation in the united states with immigration. can they afford to be seen as holding everything up? that will provide early clues for november in one of just a handful of true battleground states. one more way in which this primary is different, the focus isn't on domestic policy but the war between israel and hamas. >> my national security adviser tells me we're close. we're close. we're not done yet. my hope is by next monday we'll have a cease-fire. >> the problem is that is unlikely to sway michigan voters unhappy with biden's unwavering support for michigan. even the governor of michigan expects the uncommitted vote for the president to be, in her words, sizeable. the open question is whether biden can close the gap by the general election. mike memoli is in michigan and peter baker is still with us. robert, can we talk about the uncommitted society? organizers for one of the groups who led this charge say their goal is 10,000 uncommitted votes. the biden campaigns says there were double that in 2012 and 2020 and both time democrats won. that's the public argument. privately a democratic close to biden told "politico" they're freaking out about the uncommitted vote. how important is it really these numbers? what should we be watching for? >> both things are true. we have to watch how many people voted in 2012 and 2016 and in 2020. in each of those primaries about 19 to 20,000 uncommitted voters took place in the primary. you want to see what number above that normal 20,000 and geographically where is it. we know arab americans are concentrated just outside detroit. when you look at bluer areas, do you see those uncommitted voters showing up there? this is a political problem for the white house that it has to watch. these numbers will be worth watches as well as to see how trump does against nikki haley. you have two nominees struggling within their own parties to figure out how to coalesce the full democratic or republican party on each side. >> peter, governor whitmer was on "morning joe" and talked about what the biden campaign needs to do to win back those protest voters, if we want to call them that. here's what she said. >> i think it's going to be important that, you know, the administration continue to engage with leaders and individuals in the palestinian community, the muslim community, the arab american community, as well as the jewish community. i'm hopeful that there will be a release of hostages and there will be an end to the violence that is playing out because it is personal for so many people in this state. it is raw and it is genuine pain that people are in. >> peter, you were with the president when he was in new york yesterday when he said he's hoping for a cease-fire next week, all throw there's been pushback on that. does that answer whitmer's concern and is that what the campaign is counting on to win back support? >> i mean, it depends on the timing. the white house hoped they could have got a cease-fire in place and ended the fighting in gaza in early january. the hope was that would give them enough time toby summer and fall when people are focusing on the general election, the anger on the left would have dissipated to some extent and the focus would be on peace making and reconstruction and issues that would be more beneficial to president biden in terms of reassembling his position. prime minister netanyahu hasn't cooperated. until the fighting stops, it's going to be hard for president biden to win back some of these voters, not just arab americans in michigan, but young voters. his imperative of getting the fighting to stop is the opposite of prime minister netanyahu who faces a moment of reckoning when the fighting does end. his interest politically is not to end the war any time soon. >> mike, you've been talking to voters. do they feel they're being listened to? >> reporter: well, it's so interesting because when you talk about this michigan primary, this is part of that new early window that democrats put into place, in part to highlight areas of strength for president biden and his political coalition. black voters in detroit, union workers, we know how important union workers have been for president biden. instead, because of that significant arab american population it's turned into a proxy vote for voters unsatisfied, disappointed with president biden and his support for israel in the middle east at this moment. i talked to one voter who said, yes, he voted for joe biden four years ago, but he's voting uncommitted today and would sit out the vote in november even if it means donald trump becomes president. this is so much how we'll be looking at the votes tonight. listen to michigan is the name of the group, they're listening to president biden. they heard what he said yesterday. they said this is a sign of success. listen to what one of the organizers told me. >> in my eyes, the word cease-fire came out of the president's mouth, that word wasn't there before. we put that word in his mouth. our pressure is being felt in the white house and in the democratic establishment in general. i think that is already a success. >> reporter: many of the leaders of this uncommitted effort say this is about doing exactly that, trying to pressure the president to change his position. they think they've seen some success and they'll support him in november. the question is will voters do that? >> well, i think you see them adapting to that reality after the bipartisan compromise collapsed and taking the fight directly to republicans. you see it with the president going to the border this week, which is probably a bit overdue. this, like you mentioned the age issue, these are issues that aren't going away. i think the way the president is being more active on the trail and going to the border is important for democrats to see and for the general election. i think his answer on age was a good one as well. he pivoted away from using humor to address it. i think building that answer out over time is going to be more important for voters to hear between now and november. >> monica, the polling numbers form the background for these duelling trips to the border by biden and trump. how is the white house planning to use this trip? >> there's an awareness about the political vulnerability here when it comes to the border. when that bipartisan bill was torpedoed by republicans, president biden came out and in his remarks he said he vowed to make americans aware every day basically between now and november the reason for that, for why it failed in his view. he was going to put the blame on former president trump and his maga republican friends in congress. this is the first step to doing that in a public way in terms of hoping to maximize and amplify that effort, to try to increase the political impact ongoing to the border. the fact that it's the same day as the republican candidate offers an opportunity for the president to portray the difference between their immigration agendas in a way that would have been different with a solo visit to the border. it doesn't take away from this issue and challenge that the president will continue to put the onus on republicans, but he's under increasing pressure from democratic governors, from republican governors, from mayors, to do more june later unilaterally. there are some presidential actions he could take. he could we announce something thursday, but we don't know. the one thing i'm told by my sources is they know the white house is keenly aware that inaction is not an option when it comes to the border, even if congress didn't going to be able to pass anything in a bipartisan fashion. >> robert, this morning donald trump called into a radio show and, not surprisingly, he blasted joe biden for his border visit. take a listen. >> well, we found out how to get him off his ass. it took me announcing that i'm going down to the border. all of a sudden he announces he's going down to the border. the guy is pathetic. >> as you know, donald trump has built a brand slamming political opponents. president biden is being urged in some democratic corners to be more aggressive, answer with a little more toughness. you know him. what from a campaign perspective does a tougher, more aggressive biden look and sound like? part of this i'm framing with the idea, robert -- i know nothing is like it used to be. it used to be you worked your way up to being the most aggressive in october. doesn't there have to be room for that somewhere? >> yes, i think they definitely have to ramp up. this presents a great moment. it's a split screen moment as you talked about. it's going to get a lot of coverage, a lot of exposure. you have to take that response and show that toughness now. it's really imperative -- this campaign can't wait. that poll shows how important this issue is, not just for republican voters, but for all voters. i think you're going to see a toughness out of the white house. i think you'll see that ramped up cadence. it's good to see him doing interviews. it's good to see him out there. now it's going to be good to see him making the case. the general election has started. i know we're still in the primaries. the general election has started. >> but a friendly interview to say the least. there was a lot of humor. he talked about dark brandon and taylor swift. he got the audience to laugh. does there have to be something more than that? with democrat katie porter. i see my husband... the father of our girls. i see a public servant. a man who served under secretary clinton in the state department... where he took on the epidemic of violence against women in the congo. i see a fighter, a tenacious problem-solver... who will go to congress and protect abortion rights and our democracy. because he sees a better future for all of us. i'm peter dixon and i right now in michigan a vocal group of voters is vowing to protest the u.s. stance on israel with their ballots. while the associated press describes a cloud of apathy on the state, turnout is expected to be low, you couldn't get a sharper contrast than the opposition to president biden's stance on israel. michigan has the country's largest arab and muslim population. >> i voted uncommitted. >> i plan on voting uncommitted. >> i voted uncommitted so let joe biden know we don't support genocide. >> the republican party is not an option for me at the moment, but neither is the democratic party. >> four years ago i voted for joe biden. today i feel very disappointed. i don't feel like i did the right thing last election. >> joining me now democratic congresswoman haley stevens from michigan. how worried are you that those young voters represent a fairly large swath of voters across michigan? >> well, i'll tell you we've had increased early vote turnout here in michigan, upwards of 20%, 1 million people voted early or by absentee. secretary of state joslin benson has been doing a great job overseeing this election and standing for democracy. look, i've heard a little bit about this uncommitted movement. i've also seen that people are in deep pain. i'm a representative for oakland county, michigan. it's very diverse. i continue, as a representative, to sit down with individuals and i've heard the pain. i feel the pain. democracy all over the world right now is under attack. we're battling in ukraine. we're battling in israel. we're battling potentially in asia around some of the threats to democracy. look, we, over the last handful of weeks and months, have been running the ground campaign in michigan. i've been a part of it alongside our countywide leadership. i've seen a lot of energy and enthusiasm for joe biden. but i do recognize, particularly in this last week, we've heard more people coming forward saying, we're not sure. we want to make a point. we want to get this forward. you saw and heard president biden yesterday say, i am trying to negotiate a release of the hostages that have been trapped in israel over 150 days. we need a cease-fire. we need to see the innocent lives be protected and obviously the humanitarian aid, as well as the aid for israel, get done. we'll get through this. i think we'll see good turnout today. this is a first for michigan to have a primary at the end of february for the presidential nominating contest. i think joe biden is going to come out victorious. >> i don't think there's anybody who doubts joe biden is going to win the primary. the question is how big is that uncommitted vote. your colleague rashida tlaib posted a video two hours ago. i want to play that for you. >> when 74% of democrats in michigan support a cease-fire, yet president biden is not hearing us, this is the way we can use or democracy to say, listen, listen to michigan. >> our nbc poll found that only 29% of voters approve of biden's handling of the war. so does she have a point and between now and november what might he have to do to win over those skeptical, uncommitted voters?
