thank you so much, we wish you the best of, like you and your organization, thank you. >> thank you. >> that wraps it up for me, everybody, i am yasmin, back in the chair tomorrow, two pm eastern, simon starts right now. >> greetings everyone, you are watching symone. i want to start on this veterans day by thinking all who have served. we begin this hour with the breaking news, speaker of the house mike johnston just moments ago releasing his plan to keep the government open. we are going to dig into this latest proposal to avoid a shutdown, before the friday deadline. congresswoman -- will join me in just a moment with reaction to details of the plans that were just released. and high stakes elections this week with big wins for democrats who were running on the biden agenda. without mentioning things like bidenomics by name. will that work in 2024? i will discuss with the democratic national committee chair jaime harrison. plus, more breaking news today, israeli prime minister benjamin netanyahu, moments ago citing that he is time to take control of gaza security indefinitely. as defense forces around the largest hospital in gaza now paralyzed by shelling in power outages according to palestinian health officials. israel says hamas terrorists are using civilians there as human shields. we will have the latest on this growing humanitarian crisis. i am symone sanders-townsend, it is a busy saturday, and i have something to say. ♪ ♪ ♪ >> we have breaking news on the government funding front. just minutes ago, house republicans unveiled a oposal to keep the government funded in the short term. does not include new spending cuts or aid for israel. it definitelydoesn't have any aid for ukraine and its. but it does stagger funding deadlines for certain programs. th approach called a laddered continuing resolution, aka, a laddered cr, it sets appropriations deadlines for programs like agriculture and energy, delayed until january 19th. and other agencies until february 2nd. it is unclear whether this resolution will have the votes to pass the house, but it is what democratic leaders in both chambers have said that they would support in recent days. >> continuing revolution that is at the fiscal year 2023 levels is the only way forward. the only way. the only way we. let me say the third time. the only way. the only way we avoid a shutdown as authorities in cooperation. >> the government funding is set to run out on november 17th, and that is in just six days, folks. so to keep the government open, there will have to be a bill that passes the republican-led house on the democratic-led senate and the president is going to have to sign it. we are getting new details from the speaker's plan as we speak, i want to bring in nbc's julie tsirkin, she joins us now from capitol hill. julie, i printed at the tax. i've got my, notes i am texting my lawmakers, what can you tell us about the bill? >> yeah, symone, i've been texting them all of the last hour. there are mixed reactions when it comes to this bill. in fact, congressman chip roy, while the call was still going on, he is a member of the house freedom caucus, who actually endorsed this bill, he said that he is a no on this plan. so right out of the gate, johnson here loses one of his very, very, very slim majority votes that he needs to pass a plan like this on the floor. now, i will tell you, you heard from democrats saying that clean cr is the only way forward, something that maintains current spending levels. this plan does maintain current spending levels, and that is in part why chip roy is opposing it. and that is why johnson might need some democratic votes on the floor in order to make it pass. now, the alternative that can happen for johnson here is that he doesn't pass this, a vote that could happen as early as tuesday, i am told. because of that 72-hour rule to give members a chance to read the bill. and he is at risk of being jammed by the senate. senate democrats there i'm told have already begun moving starting work on a clean cr to fund the government until mid january, around january 19th is the date being eyed according to sources. that plan does not include the slaughtered or two tiered step that senator brian -- i democrat-only appropriations committee moments ago called, quote, super coed, susan collins, a republican appropriator actually said two days ago, after meeting with johnson, that she found the plan a, quote, unnecessary risk. so it really remains to be seen whether this plan is going to have the support and the buy-in to pass the house and the senate, but as you, mentioned the clock is ticking, we have six days left until that shut down the line on friday. >> julie, before i let you go, one quick follow-up. you know, there are some reporters on capitol hill who are saying that this is basically a clean ciara, but i have asked a number of members of congress, i am going to ask a democratic member shortly. do they view this as a clean sea are given, you know, no new spending levels, so on and so forth. they have to know that it is a letter to something they don't support. is that the same thing you are hearing here? >> we have said viola counts this technically is a clean crbc doesn't include those budget cuts, but yes, because of that two tiered approach which really has never been tested here. i, mean let's talk about white house republicans are doing this, they are doing it because they cancers the senate to try to pass individual spending bills for the whole year. they say democrats often jam right until christmas time with that big omnibus package of all the spending bills in one big package. in this case, republicans in the house are trying to change policy i'm told. but still, this is a clean measure. this is a clean zero without spending cuts, without aid to israel. by the way, johnson voted against the clean sea are a month and a half ago, when as to speaker kevin mccarthy put that on the floor they had to work with democrats to get the support to pass it. so it's just kind of a convoluted mess around here, but that is the latest that we have. >> all right, nbc's julie tsirkin. if you hear anything, else julie, you let us, know we will bring you back. thank you very much. >> i will. >> joining me now to discuss is democratic congressman woman sydney call -- of the california. welcome, congresswoman. i want to start with your immediate reaction to the text of this bill, or the news of the tax, that one of you have had an opportunity to read it? well, i am still reading through it, but i can tell you that i don't subscribe to a laddered cr, i don't know what that really means. i actually thought that was a dr. seuss book. democrats have said over and over again that we will support a clean cr that has all of the appropriations bill in it. so, you know, cascading, rolling, you know, a shutdown of the government is not something that we are going to support. i came from local government and state government. you know, all the constituents that i talked to favorite needs to be more collaborative, we need to work, you know, together. the partners and agencies should be collaborating rather than working in silos. and pushing a two tiered or a latter just him actually further continues this notion of government working in silos, which doesn't do anything to keep the government open or to help the american people. >> so congresswoman, you don't think a latter cr is a fair trade in exchange for keeping 2023 spending levels, if, not can you explain to the american people as to why? because i think they are going to hear over the next couple of days that this is basically a clean cr, and i think of house democrats are not going to support this, you have to be clear about why. >> so this is a lot of hocus pocus coming from a new speaker who was an anti institutionalist who voted to shut down the government, comes with the stamp of approval from a former president who is now, you know, going to trial, standing trial, trying to defend his own madness. this is a speaker who is punching above his weight. democrats have had to come in and save the day twice, because of manufacturers crises developed and designed by the republican party. we do support it cleans the, are but everything else, what does that mean? i mean, how much of the government are you going to fund into january? and then what are you going to tackle in february? the american people need to have that information. and, quite frankly, all of the departments need to be funded at current levels so that we can have folks working, answering the phones, making sure that constituents, when they are calling, because they meet up with their social security, they need help with their veterans benefits, they meet up with -- need help with passports, diseases, they will have someone at the other end of the line helping them. >> congresswoman, look, the american people have seen you -- they've seen multiple shutdowns, threats this year alone. i think there are folks out there who maybe have lost faith in congress's ability to do its job. do you think you share that concern? at least under the leadership of house republicans? >> i think the american people have lost faith in the republican doing their job, and not the democrats. because they know that we came in to save the day with the nba, and they know that we came in and saved the day with this last government shutdown that we rented. we also saved the day last tuesday, we saw voters come out and say, you know what, i support democrat, i support the democratic party, they supported us in kentucky, they supported us in virginia, they supported us in ohio. because they know that we are doing what it takes to keep the government open, to make sure that americans still have access to their rights, their constitutional rights. and we are about governing. not stoking culture wars and threatening chaos because of egos that are permeating on the floor of the house of congress. >> as my colleague julie tsirkin just reported, senate majority leader chuck schumer, he has already announced that he will pursue a clean continuing resolution, one that is clean by the standards. i know a number of democrats in the house have laid out. what discussions, if any, are happening between house democrats and senate leadership right now? because it is my understanding that the senate, you know, moves before the house does, then the senate bill must be considered? >> once again, i think there is a lot of hocus pocus going on by this speaker to conflate and confuse. we have said time and time again that democrats, we will step up and we will vote for a continuing cr. you know we did last week, we -- vice president, cutting -- funding for hard and transportation and highway safety. cutting funding for national ev infrastructure program. cutting funding for gender policy efforts. cutting funder for the office of gun violence prevention. that is what republicans want to put in these appropriations bills, and that is what republicans want to push forward. we are saying, just from the government, stop with the nonsense, stop with the chaos, because we don't have time for that. -- there are reports that the white house is actually planning to do a forceful push about this -- the issue of -- people that don't want to vote in support of this are voting aside with iran. your thoughts on this? i mean, the republican chair of the foreign affairs committee that you serve on has acknowledged that this aid bill that was passed both the house the top of just israel aid, cuts to the irs, no aid to ukraine, it wasn't going anywhere, your thoughts. >> well, you, know conditional aid is not something that democrats support. we need to be pushing forward in aid package so that, you know, funds israel, funds ukraine, and quite frankly it also funds that one. now, granted, we need to be having, you know, discussions about funding military as well as promoting diplomacy in these issues. but this is going to be doa, i think the speaker knows that. >> all right, california congresswoman sydney kamlager dove, thank you very much. coming to us on a busy news day. after the break, folks, we are going to break down this government funding plan with my political panel. and then we are going to shift gears to the other breaking news this afternoon to the israel-hamas war, and prime minister netanyahu's announcement today that israel will continue to control security in gaza, quote, indefinitely. this as reports that intensified bombardments near a number of hospitals in northern gaza. stay with us folks, you are watching symone on msnbc. >> it is a nonstarter for so many reasons. i think the first thing you have to understand is that this has never been done before. in terms of speaker johnson is a rookie who has never been in the flight, he has never work in leadership, and so do we want to try something new? in the middle of a potential government shutdown? i don't think so. for the same reason you wouldn't want to have open heart surgery if your surgeon just showed up and is doing it for the first time. and so it is the 08, as speaker -- sorry, leader jeffries said this week. i think that democrats have to coalesce around mr. schumer's bill, which is a clean cr. which is the way that we have always done it. and what the speaker's put forth here is a nonstarter. >> i actually want to, and i have it in front, me speaker johnson's statement on the two tiered, to step see our plan. and the first line says that this two step continuing resolution is a necessary bill to place house republicans in the best position to fight for conservative victories. is that what funding the government should be about? i mean, i think there are, american people might see this and hear this and say, what about my check? >> really, the speaker has acknowledged on the call that the -- republican conquerors just had about 30 minutes ago that he would more than likely need democratic support. in order for this thing to pass. it appears that many democrats are not going to help him. i think also another issue is that even if they were to somehow get this temporary see our passed into january with the hope of a secondary cr in february, mitch mcconnell is appearing to be in agreement with the majority leader schumer that without aid to ukraine, as well as aid to israel, it is dead on arrival in the senate. so even if he was somehow able to get enough republicans and some support from democrats to get something more longer, broader past. you are not going to get the support from even republicans in the senate, so this is going to be really really challenging for the new speaker. >> marie teresa, i have -- shermichael just noted that the speaker on that call with house republicans said that he might need democrats probably to vote for this. isn't that what speaker mccarthy did, and why he is no longer the speaker? he had a clean cr, which wasn't actual clean as the, are democrats voted overwhelmingly for, they, pastor the government -- 45 days? he lost his job. >> it is kind of like groundhog day, right? we have played this before. i think one of the things that we really need to understand is that he wants a two tiered solution as a guest said it is never happened. and basically it is almost like he wants to -- what i don't get it right the, first-time give it a second shot the second time. >> and this never happened, there is never been a two tiered -- >> not but i'm aware. of anisotropic is back in the day, and normally what would happen is people actually already know who is on their side, you know in the bathroom deals who the other member of congress needed, in order to pass it. i don't think he knows exactly even what his own members want. one of the things folks don't realize is that for some republicans, it doesn't matter where they put forth, they don't want a functioning government. that is part of the problem, that we are under this impression that the fury dumb caucus believes in government, they don't. chaos is actually their policy. and unfortunately, to your, point millions of americans are going to end up suffering because they're so capricious. they are going to be, find they are going to get their health, care they are going to get their, checks but millions of americans can't. when you look back and recognize that we are at one of the best economies right now in the world, it we can't get ourselves together as a government, that is one of the reasons why you have the stock market and you have so many people externally not wanting to bet on us, because they are like, you can't get your government to function. let's get financially, we are doing fine. >> we just downgraded. >> it's our own fault. >> our own fault, the fault of the legislature. >> not our fault, -- let me bring you back in on this, because, okay, we have heard from, i think we have heard from other number of house democrats. frankly house republicans on where they stand on a spill, on this over the next 20 to 48 hours. what do you think houston markets should be doing? what is the conversation they should be having right now so that when they get back to congress this week, they have something to say? >> i think that within our caucus, we are very solid in terms of what we want, which is a clean cr. i would assume that right now leader jeffries is having conversations with speaker johnson and with mr. schumer. in terms of figuring out what makes sense with what johnson is thinking, and figure out some way out of this chaos until we get to thursday and johnson still doesn't have the votes. shermichael it out earlier, even if they get it through the house, it is -- in the senate. and so we have to figure out a way forward out of that journey. i think mr. jeffries is probably having conversations with mr. johnson and mr. short, trying to create a plan out of this chaos,. it we get to the point where there is no way forward on thursday evening. >> shermichael, do you think that speaker johnson is willing to shut down the government? >> i don't think it is a matter of him being willing to shut down the government, i think a better question, simone, is can he avoided? you already had ship roy come out and say he is not voting for this. -- other republicans who are given part of the freedom caucus are likely going to say no. and i think a part of the issue for johnson, even if he could somehow work with speaker jeffries to get enough democratic support, i am supporting assuming democrats like those in the, senate like the republicans in the senate, are going to want some type of support. as you heard the congresswoman iterate in your previous segment, for ukraine, for israel! and also she mentions taiwan! the problem is about a third of the republican caucus in the house don't support any of that. so like, how can you get this thing passed without some of their support, unless every single democrat supports it. and i am not certain that every single democrat will. so this goes back to where we were just a month ago, with kevin mccarthy. how many republicans are gonna, say all right, we will give you one shot, but the next time around someone will call his leadership into question. so this is complete nightmare to me. >> i think groundhog day is the right way to describe it, maria teresa kumar, shermichael singleton, and michael hardaway, thank you all very, very much. breaking down this breaking news. up next, folks, while this chaos seemingly is happening in the house, there has been a winning streak for democrats this past week. will it continue in 2024? because the chaos is happening in the house that has any effect? joining me now to discuss is the chairman of the democratic national committee, jaime harrison. welcome to you, mister chairman. it is good to see you. >> good seeing you. >> very good to see you, thank you for being able to make it. obviously there is breaking news today on multiple fronts, what is coming out of the house, a potential government shutdown in six days if, you know, congress can't get it together, particularly house republicans can get their caucus together. juxtapose that with the winds that democrats saw earlier this week in these off year elections. do you feel like you have the momentum at your back that this chaos is playing out in your favor? >> well simon, first and foremost i want to say happy veterans day to all our veterans and their families, and, do you know, that shows you and gives you a demonstration of the different contrast between democrats and republicans. when democrats control the house and the senate in the white house we were able to pass the pact act, which really benefited many veterans who were inflicted impacted by chemical exposures in all the like. congress, run by republicans in the house, can't even pass the va bill. i mean, really, simone, this is about hope or versus fear, progress versus chaos. and we have seen with the republican party that they are all about chaos. that is what these elections last tuesday were all about. when you vote for democrats, you vote to protect their freedoms, and you vote to protect democracy, but what we see right now is maga extremism in the republican party. and it's dysfunction that is jamming up our government so that we can't deliver for the american people. and we will see a continuation of that discussion as we go into the 2024 elections >>. are you concerned that the american people won't actually differentiate between democrats and republicans when it comes to what is happening or not happening and they just say congress is broken, elected officials in washington know the? >> no, you know, the american people, simone, i have a lot of confidence in the american people. and when people have been counting us out, they counted us out in the midterms, and we thought that this big red wave for some thought that the big red wave was going to take place. and turn into red tears. they said that we were going to lose in places like virginia and kentucky, this last election. but the american people again with a sense of who is in their corner, who is fighting for them, knew better, and they voted for the democratic party. again, the party that is protecting our freedoms, protecting democracy. and i believe in 2020 for the american people are gonna see this, simone, if we step back, think about this, for the first time in the history of this great nation, we are 22 days, we didn't have a speaker of the house. we didn't have a speaker of the house. and it was because of the republican chaos. so they're tired of all of this. and my prediction is that we are going to take the house back in 2024, joe biden and kamala harris will return back to the white house. and we are going to keep the senate so that we can finish the job for the american people. >> jamie, let's talk about that, because, you know, i read the news, i talk about, it i've been on a lot of panels this week. and there has been a lot, there has been a number of polls coming out and a lot of analysis talking about the presidents low approval ratings. you juxtapose that with what happened in these elections on tuesday, where democrats did well due to abortion, i would also argue that a lot of the winning democrats, they ran on biden's agenda, but they didn't necessarily use some of the language that the white house is easing. so are you concerned about these poll numbers? i know that the new york times cnn poll, battleground poll, it's a year out, but there are some concerning trends, are you concerned? ? you >> well, simon, since i've been chair now, a little over three years, i am going to use a phrase from our good friend antjuan see roy. these polls have continuously counted this out, and we have continuously shown them that they don't know how to count. democrats have performed and performed well every election cycle since joe biden has been president. and that is because we have committed the resources on the ground so that we can reach out to the american people and make our case and, the most important poll is the one that happens on election day. and in those polls, we got a pluses. you know, bless your heart, ronna mcdaniel, i know she is struggling right now. and we are going to make or continue to struggle in 2024. because the american people know who is on their side, and it's a democratic party. so i am not concerned about the polls. what i really want us to do is to continue, stop the hand-wringing, let's do more door knocking, let's do more phone calling, let's do more text messaging and let's do more voter registration, because that is the recipe for how we win. they are show horses, we are we're courses. workhorses always win the race. >> democratic national committee chairman jaime harrison, effectively telling democrats to stop whining and get to work. i appreciate you very much for coming up this afternoon, sir. thank you, thank you. >> thank you. >> still ahead, folks. we have got more breaking news, the latest on the israel hamas war, israeli prime minister mention to not who says the idf will control gaza security indefinitely. this is has got his main hospital goes dark, stay with us. ay wit us (marquis) with a custom private 5g network. >> yes, because it is really ambitious, and it doesn't seem very realistic to me. simone, of course, it is not clearly defined. so from what he has said, it makes it sound like israel will attempt some kind of control, potentially a re-occupation of gaza. which we know didn't work. that is why we are here today. israel had occupied gaza in the past, it decided to essentially cede gaza after elections, resulted in hamas winning. and they saw, of course, that that resolution was not a resolution for them, because, of course, fast forward to the attack on the innocent israeli civilians which was so barbaric. so, occupation doesn't work, reoccupation won't work. and having hamas in control, of course, is also unacceptable. but what is it that is really people are really calling for? it seems like there is an opportunity for some interim security arrangement, i think the secretary of state hinted at that as well. but again, no one is defying this clearly enough. and it has raised alarm bells because president, prime minister benjamin netanyahu has gone back and forth about whether israel intends to re-occupy gaza or not. which, again is largely regarded as unacceptable by the international community, including the united states government. >> yes, during that press conference prime minister netanyahu was asked what full military control meant. and, you know, he basically said that, and i'm gonna quote from the ap article, he said that forces must be able to enter gaza freely to hunt down militants. again, quite vague. also in that press conference, evelyn. you, know prime minister benjamin netanyahu rejected these international calls for a cease-fire, notably president macron of france calling an interview with the bbc, again, saying a cease-fire should take place. now the prime minister says that a cease-fire will only be possible if all 200 39 hostages held by hamas in the gaza strip are released. but it kind of feels as though the hostage situation at this point is a footnote to the broader israeli operation? >> well, actually, i would push back on that, simone. i don't think it is a footnote. i think it is actually a huge driver of the israeli military operation, in the sense that the families, the israeli people, they expect the israeli government, the israeli military, to do everything possible to get these 200 plus hostages back. let's not forget that it wasn't that long ago that israel launched, you know, a military invasion, military action to try and get that one hostage. and then it ended up making a switch for, i don't remember what the number, was but multiple, you know, tens of hamas hostages were exchanged, palestinian hostages were exchanged for that one man, that's one military officer. so i would say that the israelis have a very clear understanding that the israeli people expect them to do everything to get the hostages back. the problem is that's getting them back is complicated, of course, by the fact that they are being held by the very fighters that israel is trying to illuminate. so i think they are conducting negotiations to see if they can piecemeal get some of the hostages back, of course israel is trying to get a big deal, you know, get all the hostages back. they are saying that that is their objective. but it doesn't seem likely that hamas would make that swap. they are not sufficiently weekend, i don't know that they have anything they would get right now from the israelis because they don't clearly care about the fate of the palestinian people in gaza. >> evelyn, should, i mean, should prime minister benjamin netanyahu, he talked about what the families recently of the israelis who are currently being held hostage by hamas, here in the united states, what the president and the vice president, second gentleman, they have met with the families of americans who are unaccounted for and believed to be held by hamas. what, what, how do they juxtapose the military actions with also making sure that the hostages can be released? >> yes, let's talk about virginia. governor youngkin, he had been portraying his proposed 15-week ban as a middle ground. on wednesday, he still had this to, say i will play it for you. >> i think one of my aspirations was to find the place to come together on one of these most difficult topics. abortion is potentially one of the most difficult topics in virginia and around the nation. my hope is and continues to be that we can find a way to come together as virginians and lead. i do believe there is a place we can come together, common ground! >> common ground. what is he talking about? is it his 15-week ban? >> yes. he lost. >> he did lose! but i'm struck by, he, know right before 23 minutes with polls to open in the commonwealth of virginia, governor youngkin was on television, we reiterated his support for the -- saying it was a consensus opinion. and he is still singing the same tune. i don't understand how you could see the results from tuesday and still feel the way that he feels about abortion in the commonwealth of virginia. >> it's a great question. i said the same thing coming out of the 2022 elections, right? voters went to the polls, they voted for democrats. democrats have saved abortion across the country. in virginia, grant glenn youngkin, again, introduced an abortion ban after the voters were pretty clear, right? in 2022. he is set on this abortion ban, he is unwilling to listen to the voters and his constituents in virginia. and he lost. i mean, they showed up and they told him how -- >> governor youngkin made parents rights a central theme of his campaign in 2021. i very vividly remember a debate between he and the former governor where the -- guarantee him a victory. he promised to give parents more control over what's happening in their children's lives, right? and then pushed out a series of very controversial bills, once he was elected. in 2023, he just feels like that maybe backfired on him if you will? the guardian actually wrote that he oversold his message, and it failed republican candidates. i feel like in one breath, he is talking about parents, rights i.e. parents having the freedom to make decisions for their children. and another breath the advocates, if you will, for reproductive freedom are saying yeah. abortion ban is taking away your freedom. do you think that the message got a little convoluted? >> it's very convoluted, you have republicans in the state who are looking to take away all kinds of rights. and it is really hard to sell a message, right? that we are looking out for you and we want you to make the best decisions for yourself when you they are looking to make decisions that should remain between a person and their doctor, when they are looking at banning books. they're looking at taking away trust in our voting systems. they are not looking out for what people want and should be able to do in this country, but rather deciding what they should do for them. >> if you have one word to describe how the el-sisi is feeling going into 2024, what would be?
