Police say theyve located the mans vehicle in the neighboring town of lisbon, but he was not in it. Residents in the area have been urged to shelter in place. According to a bulletin from Law Enforcement officials, the man was a Military Firearms Instructor with about 20 Years Experience of military service. Noted the man recently reported Mental Health issues to include Hearing Voices and threats to shoot up the National Guard base in a nearby town of saco. He was reported to have been committed to a Mental Health facility for two weeks this summer and released. The white house says President Biden, Vice President harris have been briefed on the active situation. Biden spoke to maines governor, the states congressional representatives last night, and offered the full support of the federal government. In response to the shooting, maines commissioner of Public Safety sought to assure the public, theyre committed to apprehending the Person Of Interest. We have literally hundreds of Police Officers working around the state of maine to investigate this case, to locate mr. I asked the Police Officer how many Family Members are waiting to hear from loved ones and hoping and prays that they are still alive. He was not able to give me that kind of information. The town offices are closed. A lot of people are still sheltering in place. I did meet one woman earlier who she took a nap and woke up around midnight and saw everything that was happening in this town. She lives 4 miles away. She came here to see what the scene was like and what was going on, and she described it as being shocked. She was shocked and devastated and just absolutely horrified. This is a small town where things like this, no one ever expects to happen until they happen. It is just absolutely horrific and tragic. Looking at the image of the shooter, he seems to be someone who knows how to handle a weapon. When youre Law Enforcement, youve seen him go through and shoot and kill multiple people, the way hes holding the weapon, the equipment, youre looking at extra magazines taped together it looks like, highcapacity scopes, cargo pants. This is somebody who knows what theyre doing. You can tell by the way theyre standing and holding the weapon. Imagine youre Law Enforcement. Youre trying to track this down. Youll have state police rushing to the scene, but theyre moving from behind. Theres not that many Law Enforcement officers in this town to cover that vast an area that quickly while also dealing with multiple trauma scenes. Boston is the field office that would cover that. There are resident agencies throughout maine. Portland and augusta being the main ones. Those agencies will send people. Israel has the right, and i would add, responsibility to respond to the slaughter of their people, and we will ensure israel has what it needs to defend itself against these terrorists. Thats a guarantee. We also have to remember hamas does not remember, let me say it again, hamas does not represent the people on the gaza strip or anywhere else. Hamas is hiding behind Palestinian Civilians, and it is despicable and, not surprisingly, cowardly, as well. This also puts an added burden on israel while they go after hamas. That does not lessen the need to operate in the line with the laws of war. Israel has to do everything in its power, as difficult as it is, to protect innocent civilians, and it is difficult. I also want to take a moment to look ahead toward the future we seek. Israelis and Pl Palestinians equally deserve to live side by side in safety, dignity, and peace. Theres no going back to the status quo as it stood on october 6th. That means ensuring hamas can no longer terrorize israel and use Palestinian Civilians as human shields. It also means that when this crisis is over, there has to be a vision of what comes next. In our view, it has to be a twostate solution. It means a concentrated effort for all the parties, israelis, palestinians, regional partners, Global Leaders, to put us on a path of peace. Im convinced hamas attacked when it did, i have no proof, my instinct tells me, is because of the progress we were making toward reintegration for israel and overall. We cant leave that work behind. Richard haass is with us, president emeritus of the council on foreign relations. What do you make of what President Biden said, especially the last part, where he talks about the need for a vision of what comes next . Does anyone have an answer for that . Well, hes right. Yes. Whats the next part . Its also on the United States. Right. You cant just defeat hamas militarily. Im arguing you cant eliminate it. Lets put that aside. You need more than a military tool. You cant beat something with nothing. Theres got to be a palestinian partner. Itll never be hamas. Ultimately, itll be palestinians in the west bank. Israel has been undermining them. Theyve been undermining themselves. The United States has not made this a priority, lets be honest. What you have to do is stabilize the current situation. Avoid a wider war. Get the israelis to find a way to get more aid to gaza. When the dust settles, the president is 100 right. There has to be a larger political conversation about how we move to a twostate solution. Otherwise, were going to return to Something Like this down the road. Can you speak to the line President Biden is walking right now . He also condemned Israeli Settler Attack On Palestinians in the west bank. Hes trying to say, listen, hamas is separate from the Palestinian People. Lets not conflate the two, warning a little bit, israel, to pump the brakes. Exactly right. This is conditional support. This is needle threading. What hes trying to do is be publicly as supportive and empathetic as he can be. Israel has every right, indeed, the duty, as he said, to hit hard back against hamas, but distinction between hamas and gaza, between hamas and the people of gaza. Again, the political who horizo that has to be out there. Israel has to be sensitive to the laws of war. This is conditional support. President so far has pulled it off really well. He is, by far, more popular in israel than bibi netanyahu. The question for the president is, can he continue to walk this line, urge israel while acknowledging it has the right to do things, urge it to act with a degree of restraint . Ultimately, i think it is in israels best interest to do so. He is essentially joining the israeli political conversation. He is trying to be hes not telling israel, you have to do things. Ultimately, its their sovereign decisions. What he is saying, though, be wise. Make Foreign Policy with your head, not with your heart. Even though youre tempted to do certain things, even though quote, unquote, you have the right to do certain things, make sure its smart. Make sure it leaves you better off the day after. This is a very tricky thing, but i think his instincts are right. It is extremely tricky amid concerns of a wider war in The Middle East. Thats ahead of a planned trip to the u. S. By chinese president xi jinping next month, where the white house is working toward securing a facetoface meeting between xi and biden. Reporter well, this is a crucial set of meetings about to happen in the midst of two major conflicts with ramifications for the world to be reshaped. Wang yi is the highest level chinese official to Visit Washington in years. The meetings will be spread over three days with secretary blinken, jake sullivan, and ultimately with President Biden, expected to happen friday. The issues could touch on anything from human rights to fentanyl, tech wars to the south china sea. What the u. S. Is looking to leverage with wang yi is chinas influence with iran. To help ensure that there is some stability, the sort of Stability Richard was talking about, to ensure that there isnt a wider regional conflict. Beijing made no secret of its efforts to try to position itself as a Global Player, and xi jinping as a global statesman. This conflict, though, is already presenting some limits for chinas neutrality. China has relations with israel, but it is traditionally backing the palestinians. The other important piece with these meetings, of course, is that wang yi is expected to lay the groundwork for the visit possibly next month with chinas president xi jinping to the United States. That meeting with President Biden. They havent spoken in nearly a year and consider the year its been. But there have been signs of stabilizing the relationship. Theres opinion a whirlwind of highlevel visits here in recent months. The most recent, gavin newsom, the california governor, he has been here this week. He met yesterday with xi jinping. I asked him, did he get the sense in that room with xi jinping that he thought the u. S. China relationship was in a better place than it was even a few months ago. Heres what he had to say. The former president , at his 250 million Civil Fraud Trial to watch the final day of Michael Cohens testimony, was himself called to take the stand to answer about who he was referring to earlier in the day when he said this to reporters. This judge is a partisan judge with a person who is very partisan sitting alongside him. Perhaps even much more partisan than he is. You know, he didnt have to be there. Trump insisted that he was talking about Michael Cohen, but the judge did not believe him. In previous posts and comments, trump and his team repeatedly targeted the judges law clerk who sits beside him during the trial. The judge immediately ordered the fine on the spot. Trump stormed out of the courtroom less than an hour later. Nbc News Reporters at the trial say trumps departure was so abrupt, it appeared to surprise even his own lawyers and had his secret Service Detail running after him. Instead, the persons credibility on the line at the end of the day was donald trump. He didnt have show up. Beyond the gag order, fascinating part of the story for sure, what actually happened in the courtroom . How significant was Michael Cohens testimony . Michael cohens testimony is really muted by the Attorney General on one issue, which is trumps intent and his direct participation. As you know, trump limited his communications with people. He didnt text. He didnt email. He really didnt even use the phone. The small circle of people he talked to about his statements of Financial Condition was a group that included Allen Weisen Berg and, according to Michael Cohen, cohen himself. When Michael Cohen was directly on the stand, he testified that over a course of year, trump asked him and weisselberg to reverse engineer his net worth. Hed say, this is what i think im worth, and he expected them to make it happen. The crossexamination was calling Michael Cohen a liar and showing how Michael Cohen has no credibility. It wasnt surprising to anybody who has followed trump or followed Michael Cohen. The question is, is Michael Cohen believable on this issue . I would submit to you yes. Thats less because of Michael Cohen and more because of what he already know about donald trump. Cohen came outside the courtroom yesterday after court and explained why he lied during his 2018 plea hearing. Heres what he said. When i lied to judge pauly, something that Defense Counsel thought was going to be the gotcha moment, i did it because, you may recall, i was given three days. In fact, it was two, it was 48 hours, from a friday evening at 5 30 to a monday morning in order to plead guilty or face an 80page indictment that would include my wife. Least go back in time, five years ago. Remind viewers of the moment in 2018, what he is talking about, what he lied about. When Michael Cohen pled guilty in 2018 to a variety of crimes, some didnt include things hed done to donald trump. Several had to do with tax evasion. Michael cohen at the time was concerned that if he did not plead, prosecutors would charge his wife, who cosigned his tax returns, and potentially could have charged his fatherinlaw in connection with his business. Police say the gunman entered two locations on wednesday night, first a Bowling Alley, where he fatally shot seven people before moving to a nearby bar. Some of the victims may have been injured in stampedes as crowds raced to escape as the shooting started. Officials fear many teenagers could be among those killed or injured as the Bowling Alley was hosting its youth night yesterday. One survivor of the shooting it the Bowling Alley spoke to the Associated Press about the moment he heard the first shot. Listen. Normal night of bowling. Out of nowhere, he came in. There was a loud pop. Thought it was a balloon. Had my back turned to the door. As soon as i turned and saw it was not a balloon, he was holding a weapon, i booked it down the lane. I slid basically into where the pins are and climbed up in the machine and was on top of the machines for ten minutes until the cops got there. I was by myself. Yeah, i wasnt there ten minutes. They have bright yellow Emergency Alert, active shooter. They go on to tell all their students theyre monitoring the situation, to shelter in place. They have a long explanation that everything remains in lockdown. We realize that there are students who were not in their Residence Hall as we went into lockdown and employees who are on campus are unable to return home. If youre in that situation, they give an emergency number. Theyre taking this incredibly seriously. Still, again, so many jured. We dont know if there were students in the bar or the boin alley. The nearby college on a complete lockdown. Also, Boden College, 20 minutes away, there is an Emergency Alert going out to their stents. Bates college is right between the two shooting locations. As you say, boden is not far away. In fact, this Person Of Interest resident of boden. Ut is a Police Identified a 40yearold male as the Person Of Interest in connection to these awful shootings. Hes still at large, considered, of course, Armed And Dangerous, with an arstyle rifle. Police say they located his vehicle in the neighboring town of lisbon year a boat dock, but he was not in the car. Law enforcement asking residents of lisbon now to shelter in place, as well. Just moments ago, the Maine State Police announced it is expanding its shelter in place order to the nearby town of bowdoin. According to a bulletin, the man is a Military Firearms Instructor who has roughly 20 years of experience. The man reported Hearing Voices telling him to shoot up a Military Base in saco. He was reported to have been committed to a Mental Health facility two weeks this summer before he was released. Lets bring in Correspondent Sam Brock on the ground in lewiston, maine. Whats the latest there . Reporter willie, good morning. The communities are living under the canopy of fear. As you suggested a second ago, willie, within the last hour, weve seen an expansion of the shelter in place order. Im in lewiston right now. This is one of the neighborhoods over my shoulder. Youll see the Police Presence. Down the road is the bar, one of the location where is the killings took place. The chronology right now is fuzzy in terms of what happened when, the chronology of the shootings. 15 to people were killed, up to 50 injured, at two locations, 40 miles away. One is the bar and grill. The second is a Bowling Alley. It was youth night, as mika said, as this happened. This gets a little fine here, as well, in the sense that police right now are identifying robert card as a Person Of Interest. The images youre looking at right now, thats of the suspect. So far, card has not been called the suspect. He has been called a Person Of Interest. The suspect walked into the Bowling Alley with a Semiautomatic Rifle and started shooting people. We also know the suspects vehicle was recovered in lisbon, a 10 or 15 minute drive away. There is a Police Presence there. In terms of where he might be, the Maine State Police tweeted out there are roughly 100 investigators out right now searching for robert card. Now, 100 doesnt sound like a whole lot given the stakes, but these are really small towns. Ill point that out. Bowdoin you mentioned under the shelter in place order, 3,000 people. Lewiston is the second most populous city in maine, roughly 37,000 people. Were not talking about a ton in terms of the numbers. Right now, the reach and the fear, the concern is obviously elevated. I did have conversations with people as soon as i got off the plane after midnight last night, and they were all glued to their televisions, trying to get the latest information they could. I spoke with a couple women at a local hotel who said they were actually getting calls, not push alerts but calls from people about the fact that this man was on the run right now and being sought. I said, well, who called you, friends, relatives . One woman said, no, it was the neighbors from the street he lived on. Its informative, i guess. It is a window into how close, how tight knit a lot of the communities are. They had told the woman i spoke with they were aware of Mental Health issues. Not that there was an imminent threat, but it was known that this was an individual that struggled. Willie, you mentioned a second ago there was a bulletinissued overnight from the maine information and analysis center, which is basically a database for Law Enforcement. Describing the fact that robert card is someone who had reported mental issues, was committed, actually, for a couple of weeks and, quote, had heard voices, and there were somehow Threats Associated with a National Guard base. Put all of these pieces together, and it certainly appears like, if this is, in fact, the person responsible, and, again, right now he is a Person Of Interest, there could have been warning signs about something potentially dangerous. How often do we hear that . When youre talking about Mass Shootings, that this didnt just happen overnight. It happened over the course of years, in terms of someones destabilization. Here we are now. It is true as of the middle of september, we crossed the threshold of 500 Mass Shootings just this year alone. Were approaching 600. This scale, describing the amount of victims, 15 to 20 confirmed deaths, up to 50 people injured, and not clear whether that was through gunfire or through the chaos and commotion that ensued after the fact. Just to hear the raw numbers and know that there are people out right now searching for this man has everyone on edge. I will, lastly, add that there was a post issued over facebook from the bar a couple hours ago. Said, i am crushed right now. Presumably this is the ownership. Im crushed right now. My world has been turned upside down. Nobody can make sense of any of this. Its just such an incredible depth of loss. That is where we start this thursday morning right now. Back to you. It is important to put this in perspective as youre doing here, which is that last year in the state of maine, 29 reported homicides in this entire state for the entire year. We have had at least 15 dead in this shooting and with 50 ar15 injuries, you can imagine that number could go up from here. Sam, lets talk about the Law Enforcement side of this. Were going to speak with clint watts in a moment. In the last hour, he said, just looking at these Security Images of the shooter, he looks like he knows how to hold a weapon. He is wearing the pants where he can stuff magazines. He came prepared for this. This man, it goes without saying, is Armed And Dangerous. A difficult task to track this man down. As i said a moment ago, they found his car, a white Subaru Outback. Itd been abandoned in lisbon, maine, near a boat dock. Do they have any other leads this morning, sam . Reporter not that we are aware of. There is a scheduled Press Conference from Maine State Department at 10 30 eastern standard time. In about 3 1 2 hours, hopefully well get some enlightenment as to where their investigation has taken them. It is worth noting other states like New Hampshire and connecticut said theyre vigilant and looking closely but have not issued any shelters in place. Right now, that is specific just to maine. How far geographically the search expanded is information were hoping to find out. One other thing, i came from brunswick, 30, 40 minutes due east. I didnt notice a lot of Law Enforcement. Driving on the roads here, you do not see the saturation of resources that one would expect given the scale of this. Perhaps that is a luxury of the fact that Law Enforcement doesnt think card is around here. Perhaps theyre dedicating resources elsewhere. Between the 100 investigators number we saw in the tweet and also the fact that theres not a ton of visible presence of Law Enforcement theres some. Youll see cars and people wearing vests that say police at downtown strips, certainly here near the site of a heinous crime, but you are not seeing the saturation one would expect given whats going on right now. Its sort of deceptive to say lewiston, maine, is the states second largest city. 37,000. It is, but it is only 37,000 people. What are you seeing and hearing in the reporting so far . A couple things. Lewiston, auburn, the area is extremely rural, despite the vastness. 37,000 people, everyone would know each other. Theyd know the suspect if, indeed, it is robert card. There are plenty of places for the suspect to have disappeared. Its a wooded area. That might be the reason you dont see a congestive quality to police cars gathered around. The other thing is, all of these shootings, theres no way you get used to them. Each one is a shock. No. This is particularly striking to me, and maybe to clint, who is going to be on in a couple minutes, in that you have a full frame picture right there of the shooter as the incident is occurring. Thats not happened, to my memory, in any of the prior Mass Shootings. Thats from the Bowling Alley. Yes. Weve covered a lot of them. The other striking thing is, you look at the photo, that is a very confident shooter. A very confident shooter, knowing exactly where he is going and what he wants to do and what he did do. Poses a continuing mortal threat to Police Officers, fbi agents, anyone on the chase. Heavily armed and wearing cargo pants to carry as much ammo as possible. He is experienced, according to Law Enforcement authorities. Very experienced in handling ammunition and was recently in a Mental Health facility for two weeks for severe Mental Health issues, and for saying threatening things about shooting up Military Bases. This is about as Armed And Dangerous as you can get. This is what students at Bates College are waking up to when they open their phones. An active shooter in lewiston, maine, whi is their town, with all sorts of information as to what you should do and who co tall if you need help. Bates college is basically the campus of where this happened, four minutes from these tion, in the middle. Mika, the great challenge of this one is youre talking about a highly trained individual. Weve had lots of Mass Shootings over the years, unfortunately. Oftentimes, the mass shooters are not particularly killed with the weapons. They maybe acquired it recently. Part of the reason they were interdicted by Law Enforcement is because they didnt have a lot of training. Law enforcement can move on them more quickly. That is not the case in this scenario. The shooter, as you can see from the pictures, came equipped, knew how the use the equipment, and also has experience with the military and army reserve. This is someone who could go out on their own. They could maybe survive in the woods, move around in the woods. You could think of these harrowing situations for Law Enforcement of walking into ambushes potentially. You know, in these setups, we dont know what it is like for him or what it has been like for him in terms of his outdoor experience, but it would suggest that if hes been a Military Firearms Instructor for up to 20 years, not only does he know how to handle a weapon, he knows tactics, as well. This is going to be a very dangerous situation throughout the morning. Ill be interested to see if a Press Conference comes out, if they do have some tips and leads, or if theyre starting from scratch really this morning, as daylight breaks in maine. Willie, im reading from the Portland Press herald. The car they believe he was driving, a white Subaru Outback, was found near the lisbon boat dock on frost hill avenue. I wonder if there are possibilities of, could he flee by water . How is he gone at this point, given such carnage in two locations . Could have switched cars. Could have hopped on a motorcycle. The possibilities are endless. Cedric, as youve been listening to the profile of this Person Of Interest, im curious what your Law Enforcement experience tells you about how theyre pursuing him, how police are pursuing him right now . Remind viewers, last month, the escaped killer from the Pennsylvania Prison was on the loose for two weeks. It took two weeks to find him. What are you seeing and hearing this morning . Well, certainly, i agree with clint, everything he just stated. Here, we have a subject who is heavily armed, an individual who has training with weapons and has Military Experience. That certainly heightens the threat. Consider the fact the amount of mayhem he has left behind, we still dont know yet how many other people may have been injured and killed. This is an individual that has to be highly pursued by the police, and im quite sure theyre using every tactic, every caution they can to make sure that upon their approach, theyll be able to do so in a way that is going to lead to their advantage and not to his. Every bit of intelligence information they can gather from different agencies, community, wherever it may happen to come from, using technology that is yet still to be revealed, i think is going to be incredibly important in a resolution of this case. This is a very dangerous individual who has the capacity to do further harm, has the training and certainly has the small weapons up on his person, in which he can continue to be a threat to that community and around that community in lewiston, maine. Mike barnicle reading from the local reporters who are on the scene and in gathering information, again, the press herald, ann kinney was picking up a prescription in lewiston on wednesday night, last night, when a loud speaker in the store came on telling us that there was an active shooter situation and that all entrants and exit doors were being locked. An employee brought us chairs to sit on, and they waited through the night. Response as Information Rippled across the community had everybody sheltering in place exactly where they were. Yeah. Thats the haniford market in auburn, maine, 11 miles from lewiston, maine. Again, it gets back to the fact that the suspect that were talking about here, its an extremely rural area once you get out of the municipalities of lewiston, 37,000 people. Cedric, id like to ask you about that rural aspect. I mean, you have, as weve outlined the potential suspect here, it would seem he is quite familiar, obviously, with weaponry. He must be, obviously, because he is a native up there, he must be familiar with the countryside and perhaps with hunting, fishing, other sports, Recreational Activities that are instinctive to people in maine. That is only going to, i think, add to the burden of finding, tracking, and capturing him. Exactly. Absolutely, mike. Its clear he is indigenous to that area. He is familiar with the area. He certainly can hide himself within the woods there, which would provide him cover. This time of year, all leaves have not fallen off the trees yet. I think his familiarization within and around that community, his familiarization certainly with small arms weapons and his military training, that can be to his tactical advantage. He is still, however, going to be confronted with a great deal of experience and firepower that will be in possession of Law Enforcement as they pursue him in a very meticulous manner. I am confident that this case is going to be brought to resolve, but in the meantime, it becomes extremely important, mika, willie, and mike, that the community certainly stay Hunkered Down, be eyes and ears, and work with that local Law Enforcement in every way that you can. Keeping yourself and your family safe as that Community Goes through this horrific experience. The rest of the country, however, we are going through it with them. Bates just put out a statement saying, at this time, there are no reports of any bates stunt or employee fatalities, at this time. Okay. They are locked down. Employees are asked to shelter in place until further notice from the college. They dont have any reports anyway at this time of injuries to their population. That was a fear for bates because the Bowling Alley, there was a youth night happening. There are families now today, again, in the middle of hell. In the middle of another Mass Shooting. In the middle of massive loss in the worst way with the most devastating type of weapon once again. For a lot of people, its hard to put into words what this looks like and feels like, to even cover and talk about, let alone be a part of. Heres someone who had a lot of words to say. Last night, lewiston, maine, had at least 15 or 16 homicides in e night, in one place. And 50 injured. There are probably more to die, sadly and unfortunately. Thats the numbers were looking at in terms of the impact, the impact of mass murder in one small town, lewiston, maine, population 37,000. We sit here, this great country of ours, greatest country in the history of the world, and we can do nothing about this continually happening. Week after week after week. How is that possible . Here in the United States of america. Yeah, mike, 29 homicides last year. 29 homicides, at least 15 last night. You know, coach brown in the beautiful words he spoke said, we have to do something. We have to change. The question for the country is, what is that exactly . Undoubtedly, if this guy is, in fact, the shooter, this Person Of Interest, he is a Firearms Instructor. Got his weapon legally, you would assume, as a Firearms Instructor. He got Mental Health care, as we talk about the Mental Health care side of it. The question will be, what else do you do . Theyve tried to change the laws in the state of maine. That failed this year. There were proposals to require Background Checks for private gun purchases, to create a 72hour waiting period for gun purchases. Those both failed. There is a gun culture, hunting and sporting in the state of maine, as well. The laws are relatively lax there. Lets bring in National Security counsel coordinator for Strategic Communication at the white house, retired rear admiral john kirby. A lot to talk with you about, particularly whats happening in israel right now. But do want to ask for your reaction and that of the administration to the shooting in maine this morning. The president and first lady are grieving this morning just right along with so many families now that have gotten the worst possible news. Of course, theyre praying very, very hard for those who have been injured, that they can be healed and on a path to recovery soon and that there are no other deaths. Obviously, this is a frightening situation. It just goes to speak to the effort that we need to apply, certainly in legislation, to get more done, to get these weapons of war off the streets. The bipartisan Safer Communities act that the president was able to push through, actually, thats a good start. There are good things in there, but it is not enough. More needs to be done to get these weapons of war off the streets and out of peoples hands that are walking around, you know, in walmarts and Grocery Stores and Bowling Alleys. Weve had those conversations after every Mass Shooting, often, almost always, they involve a Semiautomatic Rifle, like an ar15 weapon, calls for legislation, and not much changes. Well be back to this story in a moment. Admiral, want to ask about Israeli Soldiers, back now on israeli soil after conducting a targeted raid in Northern Gaza. Official says it was done in preparation for the next stages of combat, to use their words. Meanwhile, President Biden calling for a humanitarian pause to allow for more aid to enter the gaza strip. Admiral, lets start there. Why is it so difficult at this point . Why is it taking so long to get that humanitarian aid into the hospitals, for example, that say theyre going to have to close their doors, they dont have the supplies, the water, and the things they need to operate . Its a trickle, and the president said that yesterday. We have to see more aid getting in there. It is a complex situation, and, i mean, obviously, its a zone of combat. We have to make sure that it can get in safely. There is an Inspection Regime that has to be done before trucks go in so that israel can understand there is no contraband in the trucks. Hamas needs to allow for the Free Movement of the vehicles inside gaza to get to the aid organizations, to get to the people. Theres an awful lot of moving parts here. It is very complicated. Thats why David Satterfield is on the ground working the levers every single day. We hope there will be more trucks in. Werent able to get any yet, which is not good. Were working this very, very hard. Admiral, theres a lot of talk about the Ground Invasion, when and if and how it should happen, and what the purpose is for it and what the longterm solutions would be. Not to go in without strategic purpose. But what about iran . Everyone always talks about the iran factor and iran being a part of this. Now, were hearing about sectors in iran attacking our troops in other countries. What about iran . Whats being done . Theres no question, mika, iran has complicity across the board. Theyve been supporting hamas and hezbollah for years. Theyre supporting these Militia Groups in iraq and syria that attacks our troops in recent days. Thats the direction and facilitation of the irgc. We have sent a strong signal to everyone in the region, including iran, that we dont want to see escalation of this conflict. We have significant National Security interests at stake, let alone the protection of our troops in places like iran and syria. Were going to take those responsibilities seriously. Were going to act and make sure we have the capabilities to do so, to defend those interests. Admiral, the Media Spotlight has fallen off of ukraine lately with the focus being clearly, and responsibly, on The Middle East and whats going on there. But in ukraine, winter is fast approaching. It is still a very hot war, and it is a war between two nations, russia and ukraine, in which one nation, russia, has a deep, deep bench of people, of soldiers, that they can keep sending to the front. Ukraine, less so. What are the prospects for a long winter war . Mike, thats a great question. I think we all need to settle in and be prepared, that as the weather gets worse here in the next month or so, that these two sides are going to keep slugging it out. That could go past the winter. I think we all need to be prepared for that. What it looks like in the spring, i dont know. This counteroffensive is still progressing. Even the ukrainians will tell you, mike, it is going slower than they want it to go, and the weather is starting to not be very cooperative. To your other point about manpower, youre right, russia has more Manpower Resources at their disposal. It is, frankly, a bigger country. What theyre doing, mike, is just throwing that manpower into the fight with little training, little resourcing, little preparation. Theyre just trying to overwhelm the ukrainians. What the ukrainians have in terms of advantage is better skill, better leadership, better command and control, and thanks to the United States and 50 some odd other partners, better capabilities, better tools, better weapons. Theyre using them efficiency. Admiral, want to go back quickly to the american troops that were attacked on our bases in iraq and syria. Nbc news reported a couple days ago that it was two dozen Service Members who suffered injuries. Now, were learning yesterday that theres some traumatic brain injuries, tbi. Can you say definitively how Many American troops were injured, and what is the extent of those injuries . No, willie, i cant give you an exact number. The Department Of Defense would have to give that to you. What happens with some of these rocket atattacks, willie, sometimes the injuries dont manifest themselves, particularly if it is tbi related, brain injuries, you dont manifest, no symptoms until hours or days after the event. Thats why the number fluctuates a little bit. What i can tell you is all these injuries are not lifethreatening. Many of these soldiers who were injured are back on duty right now. Tbi, traumatic brain injury, is a factor, Concussive Effect of the Rocket Attacks can be significant. Were going to make sure they get all the care they need. We have a lot of experience, as you might imagine after 23 years of war, with traumatic brain injury. Well make sure they get that care. Moderates were striking against matt gaetz. Yesterday, they voted for johnson, who espoused the same positions jim jordan does, including leading the legal effort slapped down by the Supreme Court to overturn the 2020 election. He may be more charming about it. Why did the moderates suddenly flip on principles yesterday . First of all, remember the idea of moderates standing up against conservatives on the floor was the aberration, not the norm, right . Moderates have traditionally been unwilling to use the power they do have in that kind of a way. That was a onetime, oneoff thing, obviously, at this point, it looks like. Youre right, obviously, i think mike johnson and jim jordan are similar. Tells you about personality on the hill. Jim jordan rubbed people the wrong way, it wasnt just his positions on the issues, it was his personality and how he approached things. Mike johnson obviously didnt make the eneies jordan did. He has similar positions, and itll be a test in many ways. We havent had a speaker with these positions going back a long time. Kevin mccarthy voted against certifying the election but wasnt perceived to be a fullon, you know, in the same way mike johnson is. Moderates eventually got tired and decided to have a speaker in order to move forward and get the house back in business. All right. Of course, former President Trump posted maga mike, offering his full support. This is, again, a small minority of extremists. I wouldnt even call them, donny would you describe them as conseratives . Mike johnson is a win for the democrats because it continues to brand the party as super maga. Lets get into this guy a little bit. Not only is he an Election Denier, one of the lead Election Deniers, not only is he for a full ban on abortion, his stance on lgbtq and homosexuality, going back to 2005, not 1957, he wrote in an oped, the homosexual lifestyle is dangerous, will lead to the legalization of pedophilia and destruction of democracy. In the year 2005, this is the Speaker Of The House. This is the extremist views that the republicans are getting behind, and it is going to backfire come 2024. She says shes been briefed on the situation and will remain in close contact with Public Safety officials. The man who they believe perpetrated these shootings with an arstyle rifle at two separate locations. From your experience, how do you approach this . They found the vehicle that they believe he was in. They havent found him. Theyve locked down the town of lisbon because thats where they found the car. Where do you begin to track this person down . Willie, i think last night when we came on air for this, it was the worst case scenario, and you knew it right away. If you just look at that image of the shooter, you quickly notice that he seems to be someone who knows how to handle a weapon, and when youre Law Enforcement, youve seen him already go through and just shoot and kill multiple people. The way hes holding the weapon, the kind of equipment hes got, youre looking at extra magazines taped together, it looks like. Highcapacity scopes, cargo pants. This is somebody who knows what theyre doing. You can tell by the way theyre standing and holding the weapon. Imagine youre Law Enforcement now, and youre trying to track this down and in lewiston, there are not a lot of Law Enforcement. Its a vast area, and just a couple of months ago, we were talking about a prison break. Remember in pennsylvania, and that was an individual who didnt really have much, you know, escape from a prison, was just on the loose and trying to find him. That is not the case in this scenario. We have large, rural areas with somebody who has some Military Experience and knows how to use a weapon, and he has used it multiple times at multiple locations. This is a very dangerous situation for Law Enforcement, and like we had seen earlier this morning, a lot of Law Enforcement, atf rushing to the scene. Youll have state police rushing to the scene, but theyre really moving from behind. Theres not that many Law Enforcement officers in that town to cover that vast an area that quickly while also dealing with multiple trauma scenes. Were trying to get the numbers right, and many, many, many more injured, and again, willie, clint was talking about how experienced this suspect was with the cargo pants and ammunition all over him. He was able to wreak as much havoc as possible on this town and on these people, and the challenge right now for authorities and all the different Law Enforcement organizations that are coming together, trying to track him down, but also to lock down and make safe, for example, the Health Facilities that are trying to take care of the victims. Yeah. The many, many victims the hospital in the area is also on lockdown with police circulating it and circulating the halls because who knows where he might go next . And when we talk about up to 50 people injured, we know sadly from our experience with all these Mass Shootings with ar15s, those are very, very serious injuries. So there is a likelihood medical officials would tell you that the death toll could rise from where it is, 15 or 16 right now. Clint, national response. Would the fbi be on the ground already . Who else could they call in . Lewiston is a town of about 37,000 people. Its the second largest town in the state of maine, but still only 37,000 people. So they dont have the capacity for a widescale manhunt here. So who else would be on the ground here this morning . Yeah. The fbi is absolutely going to move to the scene very quickly. Evidence Response Teams, likely s. W. A. T. Teams will move. There are residents sprinkled throughout maine, in portland and augusta, and i think bangor as well. Those agencies will send people. Were still talking about a small number of agents. Separately i would imagine theyre going to need extra security. That brings up the situation with as mika noted at the top of the hour, you know, the army reserve base. Is there anybody that can just come and do just physical security or be immediately called up to try and protect specific locations . Yeah. I think the key thing we dont really understand about this case yet is why these two targets weve not heard. There is some indication that Law Enforcement did know potentially why he went to these two locations, but are there any other locations that this person has talked about or considered or somebody around that neighborhood that actually knows him or where he works thinks he might attack or use as a target . The last part is the outdoor training. Is he someone whos done a lot of survivalisttype training . Has he gone out and done a lot of camping and hiking . That would make the search even more difficult at this point with so few people on the scene. Thats what im wondering about, clint, and if you could help us you have been up all night, but in terms of when this story broke, when this started happening, and when they started looking for him, lewiston is maybe 90 minutes north of the border. Having done that drive a lot, is there any possibility he has been able to leave the state, gotten assistance or terms of where his car was found . He didnt have time to go through all of his votes overnight in that period from, you know, tuesday night when tom emmer stormed out of the house gop conference dropping out as speaker, and when mike johnson then became the speaker. Designate to votes the next morning. He also benefitted from fatigue i think if lawmakers are being honest. When i spoke with ken buck yesterday he said, he supported mike johnson and tried to draw a distinction between his opposition between jim jordan and mike johnson saying making this argument that jordan was actively involved in encouraging the rioters to storm the u. S. Capitol. He was in the white house, in touch with trump in these efforts to overturn the results of the 2020 election, and that mike johnson was involved in the lawyerly aspects of the fight and therefore it wasnt as harmful, but when i asked buck why he didnt ask johnson in that house gop Conference Meeting as he had with other candidates whether he was opposed whether he still believed the 2020 election was stolen, buck simply said it was a really long day. There were 12 other things going on, and he just didnt get to the question, but he was hopeful that johnson would answer it appropriately. I asked johnson right after he gave his Press Conference, his First Press Conference as house gop speaker whether or not he believed the 2020 election was stolen and he simply said his position was well known and he wasnt going to be talking about issues yesterday. Wow. Wow. So sam stein, big picture. How do how does Mitch Mcconnell work with him . How what do you see in terms of actual government running, policy being created, laws passing . What do you see coming in the future given his extreme stances and how he works with other republicans who perhaps dont carry those same beliefs . Its a great question. Theres a couple of things that have to come to a head, right . One is funding the government. We have a matter of weeks until the current resolution runs out and theyve got to get it funded, and you have to wonder if hes going to get he being johnson gets a little bit of runway to handle that. Another thing is this supplemental aid package that was introduced. 100 billion, ukraine, israel, border aid, and all of that will be packaged together. Does he get any leeway to push that forward . And if so, maybe they can get it done, but it gets pared back, you know, but Mitch Mcconnell has to figure out how much pressure he puts on him as well. Its a great unknown, and keep in mind theres no template by which we can judge mike johnson. Hes never done this before. His legislative record is very sparse. Hes only been a fourterm member of congress. He doesnt have the Leadership Experience that anyone who also ran for the post has, so this is all sort of on the fly experimental governance. Hes second in line for the presidency, and people are googling him right now to figure out whats going on. So im just completely uncertain as everyone else is about how these next couple of weeks go, but there are several major things that have to happen. The idea that Mike Johnsons republican colleagues, the moderates didnt have time to vet him properly because this was moving so quickly doesnt past the laugh test because all you have to do is google him to find he was one of the architects and leaders to attempt to overturn the 2020 election that was slapped down by the Supreme Court, ultimately with that amicus brief and the texas lawsuit. They posted on the mission on social media writing it was in preparation for the next stages of combat. The white house is calling for a humanitarian pause in an effort to get more aid into gaza. Hospitals in the area have warned they will have to shut down if more fuel and supplies like water and medicine are not brought in. The United Nations also warning it will have to curtail its relief efforts for palestinian refugees. Only a small number of aid trucks have entered gaza. In a joint address with the australian Prime Minister In Washington, President Biden spoke about the war yesterday. Israel has the right and i would add responsibility to respond to the slaughter of their people, and we will ensure israel has what it needs to defend itself against these terrorists. Thats a guarantee. We also have to represent hamas doesnt represent let me say it again. Hamas doesnt represent the vast majority of Palestinian People on the gaza strip and anywhere else. Hamas is hiding behind Palestinian Civilians and its despicable and not surprisingly cowardly as well. This puts an added burden on israel as they go after hamas, but that does not lessen the need to operate and align with the laws of war for israeli has to do everything in its power as difficult as it is to protect innocent civilians, and its difficult. I also want to take a moment to look ahead toward the future that we seek. Israelis and palestinians equally deserve to live side by side in safety, dignity, and peace. Theres no going back to the status quo as it stood on october the 6th. That means ensuring hamas can no longer terrorize israel and use Palestinian Civilians as human shields. It also means that when this crisis is over, there has to be a vision of what comes next, and in our view, it has to be a twostate solution. It means a concentrated effort for all the parties, israelis, palestinians, regional partners, Global Leaders to put us on a path toward peace. Im convinced one of the reasons hamas attacked when they did, and i have no proof of this. This is what my instinct tells me, is because of the progress we were making toward reintegration for israel and integration overall, and we cant leave that work behind. So Richard Haass is with us. What do you make of what President Biden said, and especially the last part where he talks about the need for a vision of what comes next . Does anyone have an answer for that . Well, hes right. Yes, but whats the next part . Its also on the United States. Right. You cant just defeat hamas militarily. Right. One is im one of those saying you cant eliminate it. Lets put that aside, but you need more than a military tool. You cant beat something with nothing. There has got to be a palestinian partner. Its never going b hamas. Ultimately it will be palestinians in the west bank, but israel has been undermining them. They have been undermining themselves. The United States has not made this a priority. Lets be honest. What weve got to do is stabilize the current situation. Avoid a wider war, get the israelis to ultimately think about how we get aid into gaza. Everybody is worried about how we get the hostages out, but if and when the dust settles, the president is right. Theres got to be a larger political conversation about how we move toward a twostate solution. Otherwise, were going to return to Something Like this down the road. Can you speak, richard, to the line President Biden is walking right now . He also condemned Israeli Settler attacks in the west bank. Hes trying to say, listen. Hamas is separate from the Palestinian People. Lets not conflate the two, warning a little bit israel to pump the brakes. You got it exactly right. This is conditional support. This is needlethreading, and what hes trying to do is be publicly as supportive and empathetic as he can be. Israel has every right, indeed the duty he said to hit hard back against hamas, but the distinction between hamas and gaza, between hamas and the people of gaza, again, the political horizon that has to be out there, israel has to be sensitive to the laws of war. This is conditional support. The president so far has pulled it off really well. He is by far more popular in israel than netanyahu, and can he continue to walk this line, urge israel, while he acknowledges the right to do things, urge them to act with a degree of restraint . And i think its in israels best interest to do so. Hes essentially joining the israeli political conversation. Mmhmm. Hes trying hes not telling israel you have to do things. Its their sovereign decisions. What he is saying, though, be wise. Make Foreign Policy with your head, not with your heart, and even thousand youre tempted to do certain things, and even though you have the right to do certain things, make sure its smart. Make sure it leaves you better off the day after, and so this is a very tricky thing, but i think his instincts are right here. It is extremely tricky amid concerns of a wider war in The Middle East. The white house is working to ease tensions with its top competitor in asia. Senior Biden Administration Officials Say tomorrow the president will host chinas Foreign Minister at the white house. Thats ahead of a planned trip to the u. S. By chinese president xi jinping next month where the mous white house is working towards securing a face to face meeting between xi and biden. For more on this, lets bring in nbc news Foreign Correspondent Janis Mackey Frayer live from beijing. What needs to happen for all of this to go well . Reporter well, this is a crucial said of meetings thats about to happen with conflicts and for the world to be reshaped. This is the highest level chinese official to meet In Washington in years. The meetings will be spread over three days with antony blinken, the jake sullivan, and President Biden. Thats expected to happen on friday, and the issues could touch on anything from human rights to fentanyl, tech wars to the south china sea, but what the u. S. Is looking to leverage with him is chinas influence with iran, to help ensure that there is some stability the sort of Stability Richard was just talking about, to ensure there isnt a wider regional conflict. Beijing has made no secret of its efforts to try to position itself as a Global Player and xi jinping has a global statesman, but this presents limits for chinas neutrality. It has relations with iran, but it has traditionally backed the palestinians. While were probably not going to see china take on a role like qatar, qatar also having influence with hamas in particular, the Foreign Minister does seem to be trying to carve out some sort of role for china. Hes had talks with both the israelis and the palestinians. Hes talked with arab leaders in saudi arabia. Hes talked with iran, and so the u. S. Is looking at this as an opening to potentially coordinate with china on The Middle East. The other important piece with these meetings, of course, is that its expected theyll lay the groundwork for xi jinping to visit the United States and that meeting with President Biden. They havent spoken in nearly a year and consider the year that its been, but there have been signs of stabilizing the relationship. Theres been a whirlwind of highlevel visits here in recent months. The most recent, gavin newsom, the california governor. Hes been here this week. He met yesterday with xi jinping, and i asked him, did he get the sense in that room with xi jinping that he thought the u. S. china relationship was in a better place than it was even a few months ago . Heres what he had to say. We can isolate, talk past each other, down to each other, and ive never seen history of mankind made in that space. I think progress is only made when you set the table, work through your disagreements and differences and do it in a responsible and respectful way. Thats the spirit that brings me back to china and thats the spirit i hope bring president xi back to the United States. Well see. The tension is still there, but there is the sense that maybe the tension has been capped. There is at least communication now. Whats still unclear is whether a Biden Xi Summit will actually yield any sort of progress beyond communication. Yeah. These meetings what are the dynamics at play here . What are the pitfalls . Why is it important these meetings happen . A couple of things. One is china is a major importer of iranian oil. The last thing the chinese economy right now is a cutoff of oil or expensive oil. So the real question is, can we get china to maybe play a little bit of a camping role with iran here . Not inconceivable. Secondly, china has not provided arms as best we know to russia. We want to make sure that remains the case. We want some limits to this nolimit relationship between china and russia as ukraine, you know, as that war finishes its second year, moves towards its third year, and the question is, as the president always says, we need a floor in u. S. chinese relations. Xi jinping is definitely now coming over to San Francisco for the apex meetings. Can we get something of a floor . We wont have massive cooperation with china. The real question is, can we continue to avoid something much worse . Can we keep open an economic relationship . Come up with some parameters and can we at least calm or avoid a crisis over taiwan for the foreseeable future . Theres three geographies right now in american Foreign Policy, The Middle East, the Ukraine Russia war, asia with china, taiwan. All three now are coming into focus. Really important meetings. Wow. The russians, the chinese, the north koreans, throw them in there. The iranians have made a big show in the last couple of weeks with their alliance. With lavrov going from beijing to tehran and showing where he stands on both of those. Right. What does the United States do with that sort of budding alliance . Youve got that access if you will, and its the antiamerican axis. Theyre antidemocratic and weve got the europeans, weve got nato and the japanese. You had the Prime Minister of australia. Youve got taiwan and youve got south korea. So what were seeing right now is the world spinning around two a axis. You have china, russia, and the middle powers if you will, north korea and iran. Thats the way the worlds line up. A lot of the worlds socalled global south hedging its bets and the hindies are working with us on tuesdays, wednesdays and is saturdays and working with them mondays and fridays. That makes it hard to manage these regional crises and makes it hard to progress on things like climate or global issues, but this is the world now. We continue to follow the horrific Mass Shooting out of lewiston, maine. A manhunt is under way with multiple agencies searching for the Person Of Interest. Police say he is a 40yearold man who is a trained Firearms Instructor. He is also believed to be in the Army Reserves in maine. Law enforcement warns the man is armed and extremely dangerous. Officials have issued a bulletin that says the man was committed to a Mental Health facility for two weeks this past summer. Law enforcement has information he recently stated he was Hearing Voices and made threats to shoot the nearby National Guard. The search continues this morning as local police say they have located the mans vehicle in the neighboring town of lisbon. Law enforcement officials are asking residents to shelter in place as the manhunt continues. The gunman entered a Bowling Alley, where he fatally shot seve people, before moving onto a nearby bar. Some of the victims may have been injured in stampedes as crowds raced to escape the shooting. Officials fear that many teenagers could be among those killed and injured as the Bowling Alley was hosting its youth night when this happened. As the manhunt continues right now, the Lewiston Community is beginning to speak out. The Facebook Page of the bar where the second shooting occurred posted this morning, quote, my heart is crushed. Im at a loss for words. In a split second your world gets turned upside down for no good reason. We lost great people in this community. How can we make any sense of this . We are in hour 14 of this manhunt and its not clear if the Person Of Interest robert card is here. Other states like connecticut and massachusetts have not issued any shelter in places yet. As of this morning, bowden was just added to the communities sheltering in place. We are now talking about thousands of people. If you were out this morning to get coffee or gas, youll probably find businesses closed because everyone is obeying those orders. Augusta, bowden and lisbon are all in shelter in place right now. As i stand in lewiston, youll see Unmarked Police cars in front of the sports bar that we talked about, one of the locations where one of the killings took place. Were getting more clarity about the order in which it happened. The first place to be struck was owling alley, where there was youth night, and then four or five miles away this bar over my shoulder. In total were looking at between 15 and 20 People Killed and up to 50 who were injured from some combination of bullets being fired and also potentially stampeding. Its an area that is affecting every intersection of life with the school and kids and families. You saw Bates College on that map which is still on lockdown this morning as of a couple hours ago. Youre hearing tales of students hunkering down in dorm rooms, taking shelter. As i drive around, this is a very sparse area. You can go several minutes if not longer without seeing anything in terms of residential activity or commercial activity. I mean, theres just empty woods in many spaces. Its extremely sparse. Residents will tell you its a closeknit, tight community. Theres 37,000 people in lewiston, the second largest population of any city in maine. Also, as you look at these images, the Person Of Interest is not officially a suspect. We are expecting an update from Law Enforcement in the next hours. Hi looks so menacing there with the beard and Semiautomatic Rifle that he appears to be holding. According to maines information and analytics center, theres a database providing information to Law Enforcement of card having Mental Health problems and specifically saying he had heard voices and there was a desire to inflict damage and pain on a National Guard base nearby. All of these are pieces of a portrait that are very disturbing as this manhunt continues. The areas impacted in terms of strict orders has expanded just this morning. Roughly 100plus investigators are out on the ground right now pooling resources with local, state and federal to try to figure out where this man is. As you point out, the shelterinplace order extended to bowden, maine. We should point out this Person Of Interest, robert card, lives in bowden. There was a white Subaru Outback theyve been looking for they believe mr. Card was using. That was abandoned near a boat dock in lisbon maine. We would point out last month it took two weeks to find the guy in pennsylvania who escaped from the prison. With someone training in a rural area, could be deep somewhere hiding, could be prepared for this. He certainly was prepared for what took place last night if indeed he is the shooter. I know were going to have a Press Conference in about 90 minutes. Governor mills of maine will join that News Conference. Reporter the fact that the last material connection we have to card is that white suv that was found hours ago. That was last night within several hours of the shooting. We have not heard anything this morning. Its been overnight. We did see helicopters flying overhead a couple of hours ago. I havent seen a ton of activity here since. Im told lisbon, where the car was found, was swarming with Law Enforcement at one point. As you drive around, you are not seeing a saturation of resources. It might be indicative of the fact that the efforts are being focused in other parts of the state. There are certain areas we cannot go to, this bar being one of them. Youll see officers at the start of downtown strips. What youre not seeing is anyone racing in and around town as we await whats going to happen here. One other connection here, traditionally these manhunts can go on for days. It requires hundreds of people. In cleveland, texas, several months ago, it took them a week and a hf to track him down with hundreds of Law Enforcement officials. We are in a sparse part of maine waiting to see whether or not card is even alive at this point. Businesses are shut down. Its not just schools. The closures extend to portland schools and it keeps going where you have towns farther and farther out from the perimeter of where this happened shutting down and saying theres no reason to go anywhere until they figure out where this man is. Lets bring in retired special agent in charge Jim Cavanaugh. Thanks for being with us this morning. Put together for us the pieces that we know so far that this is a man who has 20 years or so of Firearms Training experience in the military. Just looking at the still images from security cameras at the Bowling Alley, knows how to hold the weapon hes got, a Semiautomatic Rifle, clearly is prepared with ammunition. Law enforcement trying to track him down in a big rural area, how are they beginning to take that on right now . Its a big task. On many of these manhunts like this for shooters, this is a real challenge, mainly because this guy is in a homicidal murder rage. Hes in a manic state. Hes murdered multiple people at two separate locations and traveled from the second location. I dont think we should just assume and i hope the commanders on the ground are not just assuming hes somewhere on foot in the area. He would have easily taken a person in a car. With a rifle, you can just stand outside this road and when a car comes by, shoot into the car, kill the person, push him to the passenger side and drive away. He could show up anywhere thats driving time from when he got a car, if he got a car im just saying its a possibility. I wouldnt have tunnel vision that hes right there. Thats why the b. O. L. O. Is out, his picture is out, because this is a guy on a murderous rampage. This is the way commander versus have to think. Why is the boat at the boat dock . Did he get in a boat . We dont know the answer to any of those things. If he had a cell phone, they would have already probably tracked him and found him. Id say hes probably ditched it. Hes also feeling very powerful right now. This is a guy whos feeling the power of that gun. Being a Firearms Instructor, they become one with the gun. They can manipulate the firing mechanism if the gun jams, they can clear it instantly. They can change mags so fast you cant even see it when they have this proficiency with a weapon of being an instructor. The weapon becomes like a right arm to him. Also, hell be a good shot if hes a Firearms Instructor. That is tough when Police Encounter him, because he can take a long shot to back them off. Its a very dangerous and volatile situation especially in the new england area. This guy could show up anywhere. Spree killers and serial killers do travel. The d. C. Snipers traveled from the west coast to arizona down to alabama and up to washington killing people all along the way. We all remember Andrew Cunanan in the versace case who traveled killing people. We know he should have been stopped because he made statements in a Mental Health capacity that he wanted to shoot up the National Guard armory. That flat out should have been enough to stop him right there with a restraining order, red flag law, better law on Mental Health, no firearms. Thats what should have happened but didnt. Jim, what we do know and we know very little about robert card, who is the named Person Of Interest. He has not yet been named a suspect, oddly enough. We have clear photographic evidence of who he is. One of the pictures, a fullface frontal picture indicates a mugshot, which would indicate Prior Experience with Law Enforcement. We know hes local. We know hes a very confident shooter from the photos weve seen of him walking into the Bowling Alley and we know hes probably intimately familiar with the rural area that everybody is looking for him in. If he does go to ground, if he has gone to ground, what kind of a unit, what kind of a team, how many people would be responsible for going to look in the woods for a very confident, skilled shooter like this . Well, the tactical teams, the swat teams and srt teams take the lead on that kind of a mission. In atf, we call our swat sr, the srt. They have dogs, they have camouflage and night vision gear. They conduct rural operations all the time across america. Fbi does the same and so do Many State Police swat teams like Maine State Police. All the state police units can do that as well. They have to be sharp in both urban and r operations. Its very difficult, because if a guy bunkers up in som cabin up there and hes got this ability to shoot and plenty of ammunition, he can pick off an agent from afar. I spent my life writing search warrants and affidavits and complaints for warrants and supervising thousands of those. You know, what you need to get a warrant is probable cause. If its not probable cause with the guys case walking in and murdering people on the camera, i dont know what is. They can get a warrant based on the facts they have. Probably at the 10 30 News Conference theyll tell us they have obtained warrants. It just helps officers when they might have to confront him. It looks like they have plenty of probable cause. It will be so interesting to see if they have any clues as to where he is. Im looking at lisbon, maine, which is where his car was found near a boat dock. Lisbon is lined by two rivers, which wind their way into massive waterways and ultimately out to the sea. Im wondering are we thinking if hes got this tactical shooting experience and even the way he has conducted himself the way you see him in these pictures, if theres a concern here that were looking at someone who could hunker down somewhere for the long haul and not be found. I think your insight here is right. I think this guys plan is more killing as evidenced by his past behavior and past reported statements. Hes been very successful killing yesterday. He wants more killing, i would say. Hes not through killing. Now hes feeling powerful because hes not caught. Ive seen guys get like this, bombers, killers. When theyre not caught, they get this fantasy theyre smarter than the police and nobodys going to catch them. You know, when we eventually catch them, we know what they were thinking because we interview them and they tell us. I think this guy has a plan for more killing. He might have had a little bit more elaborate plan than we think about moving onto do that, like dumping the car that would be identified with him and getting in some other conveyance. Also, he could just hijack somebody. As a commander, i would have my ear tuned to the ground if somebody doesnt show up for work this morning, where are they. People are being asked not to go to work. There are so many possibilities. Im curious with the weapon that he was using and the cargo pants and the gear he was wearing to be able to carry ammo, the fact that he was able to get back to his car, its possible he resupplied. How much ammunition can he carry on his body for a weapon like that . Oh, he could carry 40 magazines if he wanted with 30 rounds apiece. He could carry more in a backpack. In the photographs he had in his bdu cargo pants, the pockets were bulging. The right pocket looked like it had a cylindrical object. Looked like to me that he had a machete under his shirt on the left side. I tried to look at that real close from some closeups. It looked like a machete. He has some protrusions on the left side. Hes loaded to kill. He wants to kill. Hes in a homicidal rage and hes very successful. Hes feeling that success whether hes Hunkered Down or driving somewhere, you know hes feeling it now. He could have killed himself too. Half the time these guys do. Im not getting a feel from this guy that hes done that. Because of all the ammunition and the multiple scenes, he feels like he wants to up the body count for whatever reason. We may not hear from him or find him until we hear some shooting somewhere in the region and Law Enforcement is drawn to it. The United Autoworkers Union and ford have reached a tentative labor deal, potentially ending a nearly sixweek strike. Its a very important milestone, because its going to put pressure on gm and stellantis to follow suit. At 25 pay increase over those four years, just to put that in perspective, initially when ford and gm came out with their initial offers, they were in the single digit range. You have the unions on the other end asking for as much as 40 . Now theyre in the middle at about 25 . Also worth noting and thinking about why the timing of this has that happened way it has. Ford is going to be announcing its earnings later this afternoon after the stock market closes and is expected to report something on the order of 2 billion in profits. Well, its very hard to look the workers in the eyes and say were making 2 billion in profits but were not going to share that with you. Having said that, its worth noting it also means while the workers are going to be benefitting materially, the price of cars is going to go up. If you add on inflation, Interest Rates in america, getting a new car is going to be a particularly more expensive product. Both of these things can be good. Its going to be good for the employees, who may be able to actually buy a car because theyll have more money, but its going to cost everybody else more as well. Thats the great conundrum. Congressman mike johnson of louisiana received the 217 votes he needed to become the first Speaker Of The House from louisiana. Reporter it took four tries, but House Republicans finally elected a Speaker Of The House. The speakerelect, mike johnson. Reporter louisianas mike johnson was the last man standing, cobbling together the support from a fatigued conference to win the vote unanimously and promising to get right to work. The challenge before us is great, but the time for action is now. Reporter johnson has a long list of work ahead of him. The government will run out of money in mid november, aid packages to ukraine and israel are on the table, as well as the approval of the farm deal and the reauthorization of the faa. Much of this will require bipartisan support, Something Senate majority leader Chuck Schumer made clear. I hope and look forward to working with him in a bipartisan way. Reporter johnson has not been much of a bipartisan politician. He holds conservative views on abortion, gay rights and gun control, and he was a leading voice in republican efforts to overturn the 2020 election and even played into conspiracy theories about Voting Machines being tampered with, which were widely discredited. Theres a lot of merit to that. When the president says the election is rigged, thats what he was talking about. The fix was in. Reporter President Biden brushed off concerns johnson could stand in the way of certifying the next election. Just like i was not worried the last time they tried to overturn the election. Reporter its something democrats view as disqualifying, but republicans embrace, shouting down reporter attempts to question johnson on the topic. Do you believe in efforts to overtime the 2020 election . Reporter now johnson will take on the difficult task of managing a divided party at a time when there is so much to get done. Last night Speaker Johnson did speak with Senate Majority leader Chuck Schumer according to a source familiar with the call. Joining us now is Chris Matthews. Chris, you have worked on capitol hill. You have covered capitol hill for a long time. What do you make of how this all shook out and with the choice they landed on . It was basically a war of attrition and they all gave in. Certainly the moderates gave in. Being a speaker takes more than 217 votes. You have to be willing to govern. Youre third in line to the presidency. You have to run the United States government. You control the house of representatives which writes all the tax laws and the trade bill. Whats mike johnson going to do when he has to choose between keeping the government running November 17th and playing ball with the maga crowd, which hes a leader of, a guy who says the election was stolen from them. How is he going to do both . We dont know yet. Hes charming. Hes not like the jordan guy, a not very likable guy. People like the guy. That should help. It certainly helped with tip oneal for those ten years he was leader. If they like him, they might give him some leash, a little more direction than they gave mccarthy. They saw mccarthy as a fraud. Mccarthy was not a maga guy. He pretended to be one. Chris, you worked for tip oneal for quite some type. Tip was the Speaker Of The House. What does this new Speaker Of The House, a maga backbencher, does he know what he doesnt know . Mike, you know a lot of this stuff. The fact of the matter is remember Robert Dornan from california . Sure. He once said if a person from mars walked into the House Chamber and looked around the room, he could pick out the speaker. It was tip oneal. He could intimidate people. He certainly intimidated me for six years. I could feel it. And he could make people love the guy. He had no enemies. Thats a good start for mike johnson. If you have no enemies and thats clearly how he got the moderates. They dont dislike the guy. In the end, November 17th, are you for keeping the United States government running or not . If youre not, youre one of the matt gaetz people. Matt gaetz was on ari melber last night. Matt gaetz is celebrating. Hes a winner. Trump got rid of everybody. He got rid of emmers. All of these guys are gone because they werent trumpies. Lets talk about the trump factor. Last time i checked there was a lot of losing connected to donald trump. Hes got all these legal problems on top of it all. The republicans are hurting themselves, arent they . Its almost like hes calling the shots from san quentin. Hes going to trial after trial and hes calling in from the big pen what to do. Is he going to tell mike johnson what to do on the debt ceiling November 17th . Is he going to make the call . Its hilarious. I was going to say rikers. Basically hes in a defendants chair right now in all these cases and yet he still has the power to make this guy do what he wants. This guy is third in line to the presidency. And he asked the question. Look how mccarthy did it. He said, okay, ill schmooze with you guys on this socalled impeachment of joe biden. I dont really believe theres anything there. But were going to take some democrat guys onto try to pass the spending bill. That was the end of it, the minute he brought democrats in. What happens when mike johnson says i need a few democratic votes to get to 218 . What happens then . What does matt gaetz and the rest of the zealots do . In terms of the big question, what happens when this new speaker meets the president of the United States, who youve known for quite some time . What happens . Well, joe biden will want to find something they have in common. You know in the old days you find somebody that you had something in common with. It was usually kids. You want to talk about your children. Thats one way to become friends with another guy. Well they dont want to talk about hunter biden, of course. The fact of the matter is that normally the way to get in with any stranger is kids. I think hell try that. Joe biden will try to make friends with the guy. Theyve got to go through a lot of grueling nights when they have debt ceilings and continuing resolutions and all kinds of crs to deal with. I remember tip. The guy had pressure on him all the time from ronald reagan, from the southern guys that were still in the Democratic Party who were conservatives in many ways. He had the new breed guys that came in with watergate who wanted change all the time, dick gephardt, all kinds of people. He always felt the pressure, but he overcame it through different tactics, back room stuff sometimes, sometimes public, sometimes games he played in terms of working them. The speaker only has the power to set the agenda, which is important. But he also has the power to persuade people and make people like him and do favors for people. Its a young guy here. This guy is the speaker. Hes holding jeffersons manual right now. Hes got to learn the rules and hes got to learn how to make people like him and keep liking him through a grueling time, with trump out there giving the orders from wherever. Its an interesting new situation for this young guy. I do wish him well. I hope he helps make the government work. Weve got to believe in that. Youve got to hope. Hopefully some people rise to the occasion. Weve seen some people not do that in recent past. Maybe were a little triggered. When it comes to joe biden, just one thing, he loves talking about hunter. He loves his son. He also talks about the mistakes his son has made. He loves his grandchildren. No family is immune to challenge. Overnight Israeli Defense forces carried out targeted raids inside Northern Gaza in preparation for a widely anticipated Ground Invasion against Hamas Terrorists. Richard engel has the latest. It takes place over the course of 20 years and it starts at the end of the friendship and goes backwards in time to the beginning. And maria, when she was pitching the show, she said this is more than just a musical. This is an opportunity for people to come into the theater, to laugh, to have an amazing experience watching the show but there is something spiritual about saying it, we repeat the lyrics of how did you get here . Many audience members have reflected on their actual lives coming to see the show. So its a very unique experience. All of you have such amazing backgrounds. Wicked . Avenue. I dont like to mention the name of any films. Hamilton and spring awakening. They talent at this table is amazing. Tell us what it feels like to be back on stage, you are kind of a veteran now and what about the way this was being put together that you know it would be a smashing success. Having trouble but they only version i have seen of the show was this production by maria in london and it was fantastic. I have to say. , i was so excited when we first talked about it, the idea of getting to do the show and when these guys came on, im so excited to be back. It really feels like, it keeps you honest on stage. If you can do it on stage, gives you confident, i can do this in a film, on stage it feels like you are really doing. You have reached the highest heights of broadway. Tell us about the show, which are u. N. , i have a feeling it has to do with the people at this table. Here i am. I havent been on stage in a few yards, was living in los angeles and doing a series there and when i spoke to maria, she kind of pulled apart this role, which is kind of a challenging woman to play. I knew i had to be part of it, i have had the best time ever. Broadway, there is nothing like it and to be received the way we are being received, to hear the audience just gasped and be with us in every moment. Its an actors dream, it really is, to do the show. It is reflective and moving. I feel like we keep forgetting to say this. It is a comedy. We need some joy, eventually, and so many ways. It is full of joy. It is . And the whole cast, everyone is full of this, it sounds really sentimental, its full of love, this show, and each one of them are relating with each other. I look at them and it is genuine. When he walked into the theater as an audience member, you are going to be taken on the most wonderful journey. And you wont forget it. I was doing a broadcast the other day and the person interviewing me said she had grown up with this friend, they had fallen out. And they used to put the old tape in the car, years ago. Anyway, after the interview, she found that tape and got a little bit of it and sent it to her friend because they had been estranged. This is happening a lot. People are picking up the phone and just reminding each other of how much we all matter to each other.
