so, raf, what is the latest in richard engel's conversation with the senior hamas member of leadership? >> reporter: well, katy, this official is telling our colleague richard engel that hamas is prepared to release not just the foreign hostages, you can hear a boom behind me, katy, it sounds like possibly an air interceptor. the senior hamas official telling richard engel hamas has prepared not only to release the foreign hostages but this official says also prepared to release women, children and other civilians. now, richard pressed this hamas official, if that's the case, why don't you release them now? this official said, oh, well, that's impossible while this bombing goes on. richard pressed him again saying, surely if there is a will, there is a way. if hamas is serious about showing the world that it is not a terrorist organization, that it is prepared to release these noncombatants, you could find a way to make it happen. this official not answering that question directly. the israeli military has stressed again and again as they did last night when that hostage video was released from gaza that this is a terrorist organization, that it should not be taken at its word but we can at minimum say that hamas having, you know, seen the absolute chorus of outrage all over the world at the atrocities committed by hamas terrorists in southern israel is looking now for some way in a morbid public relations sense to try to reclaim some grounds. they are saying they are prepared to release civilian hostages. there is no sign yet, katy, that they're planking to do so. >> in a moment we'll be joined by the peace negotiator who negotiated for the release of the israeli soldier in 2011. he says he's open to back channels of hamas and has been in talks with them about how to get civilians out, those women, those children and the elderly he's got an update for us and we will he go to him in a few minutes but ask you about the israeli strikes or the bombings. yesterday i had an idf official on who told me that the convoy that we reported on friday, that was bombed where the palestinian health ministry said 70 people were killed, the idf is vehemently saying they did not do that. that was not their bomb. now the palestinian health ministry is saying that a hospital in northern gaza was directly hit by an israeli strike killing at least 300 people. in the fog of war, what can we say for sure? >> reporter: well, katy, this is a chaotic, unfolding situation but as you say, the palestinian health ministry says the baptist hospital in gaza city, that's the northern half of gaza, has taken a direct hit from an israeli air strike. they are saying at minimum, at minimum 300 people are dead. now, we have not been able to verify that. international journalists have not been able to get into gaza even through the ruins or closed rafah closing but the pictures emerging on social media appear to show scenes of absolute devastion at this hospital. now, we reached out to the israeli military to ask, were you responsible for this strike, we just got a statement back from them, they said, a hospital is a highly sensitive building and not an idf target. the idf is currently investigating and as always prioritizes accuracy. they say we urge everyone to proceed with caution while reporting about a terrorist organization but, katy, the reverberations from this explosion, let's call it for the moment, are being felt across the region own potentially scrambling president biden's visit and mahmoud abbas is the one who was heading to jordan to meet president biden tomorrow. president abbas' officials according to reuters are now saying he is heading back to the occupied west bank. he is leaving jordan. it is not clear whether that means he is no longer going to meet the president of the united states in amman. there's also been a very quick and very forceful statement of condemnation from the egyptians calling this strike a war crime, condemning israel for it and, again, the egyptians will be at that meeting with president biden tomorrow, so this has the potential to really turn over what was previously the agenda of this meeting and, katy, it shows you just the risks, both physical, but also political, diplomatic for president biden flying into a situation like this, a literal war zone where everything is so up in the air. >> it is a kinetic situation to say the least. raf sanchez, raf, thank you very much. we'll have more from gershon baskin and what he's talking to hamas about in regards to the hostages in a moment. we'll take a hard right in the show, trust me, it will be full of hard rights and lefts because we are going and back and forth between two major stories. the other is what is happening on capitol hill where congressman jim jordan of ohio did not even come close to clinching the speakership. in a roll call vote 20 republicans voted for someone else, in a few cases they voted for a guy that's not in congress anymore. the house has been in recess as jordan tries to convince 17 of them to vote for him but what can he say? these are not hard-liner disrupters, not the ones that blocked mccarthy. jordan lost conservatives and moderates, red district republicans, and blue district frontliners include the new york republicans who helped give the gop the majority like mike lawler, and nick lalota. does the man help them get re-elected in districts president biden won? what can jordan say to convince them? if he convinces them, does he lose someone else because there are a lot of competing interests. the gop doesn't have anyone to bridge them all. joining us now is republican congressman ken buck. congressman, thank you very much. you voted no. but you say you don't want tom memer to be speaker. >> it was an attempt at humor. i voted tore follow emmert. tom is a friend of mining. i don't think the speaker's job is something that will be very easy for the next 13 months so i was making a joke about not liking tom and that way supporting him for speaker. i think we are in a situation right now where congressman jordan loses more votes in the next round of voting if he takes it to another round of voting than in the last round. there may be a couple of people that move over to vote for him. i think there's a number of people that will vote against him in the future. >> humor does not come off when someone sends me your verbatim, i'm sorry. my apologies for that. let me ask you what you want. when i was speaking to you the other week about steve scalise, you said you wanted a few assurances from him, one, a number on what the deficit would be, a spending number. and, number two, that he would come out and say definitively that former president donald trump lost the election and president biden won it fair and square. are these two things what you'd like to see from jordan? >> yi, they are. i don't know that my number for spending will be what moves the conference and so i am absolutely willing to compromise. i have made my point, i think, as loudly as i can, so those who are listening we have a spending problem and need to address it. i think it's been heard. i won't hold up a speaker vote for that. i am concerned that congressman jordan has not agreed to say that donald trump lost the election and joe biden won the election. i'm concerned that the events leading up to january 6th included congressman jordan participating not in, you know the riots but participating in the challenge to the election in ways that i think are really inappropriate and i think that republicans that run in the future are going to have to run on jim jordan's actions and that's going to be very difficult for them. >> so jim jordan doesn't get the speakership, you believe, and what happens then? what do you suggest? is it giving patrick mchenry some more power in the interim? >> i think one of the options to have a 30-day speaker, patrick mchenry, the logical choice and give him full power so if there is an israel sup mental package from the white house we would have the ability to vote on that and ability the to vote on ukraine aid and some other issues that are urgent, not emergencies but urgent. i think that there is other business that we need to get done in terms of spending and making sure that we keep the government open in 30, 31 days. >> so if it's not going to be patrick mchenry after those 30 days, what would you support? >> well, that's the question really. giving -- taking this pressure off and getting into conference and having a discussion without the emotion, i think, we'll come to an agreement on tom emmert, on kevin hearn, on mike johnson, on someone that is interested in doing it and that can bring the different groups together. >> is there any possibility that there -- there is a unity leader? maybe it's not hakeem jeffries but somebody the democrats will vote for as well committed to taking the majority opinion of the house, both democrats and republicans, that vast middle and pushing forward legislation that they prioritize so nobody is beholden to the extremes of either party? >> i think this 30-day speaker idea with patrick mchenry may be just that. i would be surprised if the democrats didn't embrace something along those lines and i think a large number of republicans would do that also, in fact, you know, 80%, 90% of republicans would do that so that's one way to move forward for 30 days. >> can your party, the republican party, lead? have you proven, has the party itself proven that it's just not capable of leading right now? >> our party has a four-vote majority. we had a five-vote ma jeret, someone retired to be with his ill wife. i don't know that there's been a four-vote majority in congress for a long time so it's difficult to bring the different factions together, to lead in this situation so i would say to you we've passed a number of bills, a number of spending bills and other bills and we will as we move forward, but right now obviously we are not leading. >> see what's going to happen for the rest of the day? jim jordan's people just told nbc news and other reporters that they believe there will be another vote today. is that what you anticipate? >> i believe it is up to jim. i mean, if jim wants another vote, he will get another vote. if he wants to go to conference and have a discussion we'll do that. i'm just waiting to hear what the next move is. they've said there's going to be another vote so i trust them. i don't know the timing. >> why do you think more people in your conference are going to decide not to vote for jim jordan after this? >> because they promised him their vote on the first ballot, but told him that they want to move on and they will not vote for him on the second ballot and i don't have any names for you but my understanding is there's eight or ten people in that category. >> congressman ken buck of colorado, thank you very much as always for joining us. we appreciate it. >> thank you. >> joining us now is nbc news capitol hill correspondent ali vitali. what are you hearing out there on capitol hill right now? >> reporter: well, katy, i think there were a lot of interesting pieces to your interview just now with congressman buck. he is, of course, one of those we track very closely because of the way he said he is not going to vote for jim jordan. you're right to press him on why he voted for emmert. i'm struck by the fact that he lists those two that could be passed forward within this conference but we're not there yet, at least not as far as my reporting would take us. he is right that jim jordan is likely to call another vote today. they shod expect another round ofvotes. that tracks with what our reporter was going into today jordan and his allies preparing for multiple balloting rounds and no one expected him to get it on the first round so nothing entirely shocking about where we are. it's just going to be surprising to see what the path forward looks like especially if there's a continued waiting game between the time they were on the floor and then when they go back for whatever this next round of votes is. i also think it's interesting to hear congressman buck to tell you they're starting to be momentum around the idea of empowering the speaker pro tempore and that's something i've heard from democrats and republicans saying they should empower him in terms of what buck told you for maybe a 30-day period to do some legislating, specifically around the dead. lines of a government shutdown and, of course, the ongoing urgent situation in israel. that's one idea but not one i've heard take widespread hold but one i'm tracking especially now that it seems we may be going to another impasse. i don't think we're done with the jordan saga or chapter of the speaker's vote just yet. we expect one more balloting round for him today. >> it's interesting that he thinks that a patrick mchenry pro tem speakership, empowered one, 30 days would function like a unity government or a unity leader. i'm not sure about that. i'd love to ask a democrat. ali, thank you very much. we just heard from what ken buck on what he wants, who else wants what from jim jordan and can he deliver it? ( ♪♪ ) we're going to go back to israel because there are major protests as you can see right now in the west bank. this is, again, the west bank of israel where there are clashes, you can see, in the distance, protests over the bombing of a hospital in gaza that the palestinian health ministry has said at least killed at least 300 people. the images that we're seeing out of there are terrible. these are the images we're seeing out of, again, the west bank. we have not been able to independently confirm what they're reporting of those deaths or that bombing itself. yeah, you can see it's really getting ugly. joining us scholar and resident at the israel studies for the american university, dan arbel in washington, d.c. thank you very much for joining us. this sort of violence, this sort of clash is exactly what everybody has been worried about, not just was happening in the north with hezbollah or anything that might happen in gaza but that the west bank would light up, as well. >> i see the reports that -- i see that it's happening in gaza and not the west bank and that we're talking about hundreds of people injured or killed in a gaza hospital, if i'm not mistaken, and as a result of the health ministry in gaza is the hamas health ministry and they're reporting that an israeli missile hit that hospital while israel is looking into it as saying it may have been a hamas missile that hit that hospital. so it's -- the situation -- we're not exactly sure, you know, who is responsible for it, but in any case, it's a tragic, tragic event with hundreds of people, hundreds of casualties and this is just part of the horrors of war and what all sides are facing and, again, the specific issue in the hospital needs to be examined closely, but this is, again, part of an ongoing war, and, unfortunately, you know, civilians, innocent civilians are getting -- are being placed in harm's way or end up being hurt, and that's really awful. >> everything is so hot right now. the grief and the anger, again white hot. there are, again, the terrible images we're seeing out of gaza, still the hostages, there's a hostage video. it is all so bad over there right now. the president of the united states is headed to israel tonight and he's supposed to meet with abbas although abbas is apparently going back to the west bank. egypt is saying it's very upset about this hospital bombing. it's not clear that he's going to be able to meet with either of those players any longer. if you were advising president biden right now, what would you be telling him? >> well, you know, things -- it's important that biden is coming and showing support, solidarity with israel and at the same time coming to discuss the situation with arab leaders and showing that the u.s. cares, is involved, is trying to work out a resolution of this conflict. part of his original aim was to try and find ways of dealing with the piling up of terrible humanitarian circumstances in the gaza strip, so it's still very important that he does come and he does address the israeli people, the palestinian people and meet with arab leaders, but, again, we're just in the beginning of this, and, you know, we're in for a long haul and this may take weeks if not more than that and in the meantime, civilians are getting hurt. biden's trip, however, is historic and very, very important and just shows how much the u.s. cares, is involved and is trying to work to resolve the conflict. >> ambassador, what we're showing are earlier images of victims being taken to another hospital from we believe the hospital bombing elsewhere. we're also toggling between this and live images out of ramallah, the west bank where we're seeing clashes and we'll go back to those in a second. right now in the country, though, there is also a lot of anger, not just toward hamas for what happened but to benjamin netanyahu for allowing this to happen and the divisions that were already there before any of this happened, before october 7th. can benjamin netanyahu continue to lead? is he the best decision maker right now for israel given that his political life is also on the line? can he make the best decisions for that country? >> yeah, i'm one of those who believes that he is not. that's my personal opinion but he is the elected prime minister of israel, and he is leading the cabinet at this moment and while there is fighting, i don't see anything changing that, but i do believe that once the dust settles and once this is over, he will have to face the israeli public and, first of all, take responsibility, something that he's not done so far and at the same time, look inward and make -- he may reach the end of the road for him politically. certainly the leadership has -- you know, this was a systemic failure on the leadership level, the idea of the forces level but the government has a lot of responsibility here and certainly mr. netanyahu is heading the government, has to -- many questions to answer as to how this has happened and how he's handling the situation. >> let me ask you about what they do next and what sort of prudence they should be -- the israelis should be exercising. again, given how hot everything is and how it feels like the whole region is a tinderbox, is there a way for israel to maintain the international support that it currently has given what we saw on october 6th, the horrible images? is there something they can do to maintain that without a speakership f ds without democratic support so inflaming international concerns democrats are trying to cut a deal. i don't think they'll need a for gaza? as we reported at the top of the show, a senior hamas official tells nbc news that the group is willing to release all civilian hostages if the bombings stop. yesterday we spoke with gershon baskin, the man who helped negotiate for a successful release of an israeli soldier back in 2011. he told us he opened an initial back channel to hamas, one that he believes has become an official channel with qatar and the united states acting as mediators between hamas and israel. joining us now once again is gershon baskin, middle east director for the international community's organization. he initiated the peace negotiations gena resulted in the release of israeli soldier in 2011. do you have an update for us? >> reporter: right. katy, we are hearing from the israeli military for the first time since this strike. they are saying that they have intelligence that shows at the time this hospital was hit hamas -- well, palestinian fighters inside gaza were firing rockets from inside the strip and the israeli military says intelligence from multiple sources we have in our hands indicates that islamic jihad, one of the smaller terror groups in gaza, is responsible for the failed rocket launch which hit the hospital in gaza. katy, we should be really, really clear, this is a fog of war situation, we are not able to get into gaza, the israeli border is sealed, the egyptian border is sealed. it is very hard to know exactly what is going on here. the israelis are blaming the smaller palestinian terrorist group islamic jihad, we should say, they are providing no evidence that islamic jihad was responsible for this. they are citing intelligence that they have which they are not making public. we should also say given the scale of the loss of life here, hundreds according to the palestinian health ministry, that is not a death toll that you normally associate with palestinian rockets which are deadly, are dangerous, but they tend not to kill hundreds of people in a single strike. now, it seems like this explosion happened in the courtyard of this hospital where hundreds of displaced people were seeking shelter, were hoping fatally as it turned out that a hospital would be a safe place for them. it's possible that if a rocket fell in a contained space like that you could have a very large death toll, but it is normally heavy israeli bombs that we associate with that level of destruction, that level of death. now, hamas is calling this genocide, as you would expect them to. the palestinian government, the palestinian authority, the internationally recognized palestinian government is appealing to the united nations to save our people from this deliberate slaughter. katy, i have to say this feels like a real turning point. the west bank, there has been violence since this hamas attack, we have seen several dozen palestinians killed in confrontations with either the israeli military or with armed israeli settlers, but the west bank feels like it is about to burst into flames. there are very large scale protests under way right now in major palestinian cities in the occupied west bank like ramallah, the palestinian authority is calling for a general strike, calling for confrontations with israeli forces. there are protesters gathering at israeli embassies around the world, including in turkey. as we were saying at the top of the hour this feels like it has the potential to really, really scramble president biden's trip to the region. the palestinian authority president mahmoud abbas is apparently heading back to the occupied west bank, it is not clear if he is going to meet the president of the united states in jordan. the egyptian government has immediately and forcefully condemned this strike putting the blame squarely on israel which means when president biden sits down with president sisi tomorrow who feels strongly that israel has blood on its hands and it's not clear what level of progress can be made at a negotiating table like that. so this is -- this is a real turning point in what has already been very dark, very bloody days. >> does israel have a history of bombing intentionally bombing hospitals?
