Will visit israel. Hes coming here at a critical moment for israel, for the region, and for the world. The president will reaffirm the United Statess solidarity with israel and our iron clad commitment to its security, that israel has the right and indeed the duty to defend its people from hamas and other terrorists and to prevent future attacks. The president will hear from israel and help conduct operations in a way that will minimalize civilian casualties and assistance to gaza in a way that does not benefit hamas. Thats u. S. Secretary of state Antony Blinken announcing President Bidens trip to israel this week ahead of that countrys looming Ground Offensive into gaza. The president s trip comes amid a growing humanitarian crisis there in gaza and desperate efforts to get civilians out of the war zone. Well go through all of that and get a live report from israel in just a moment. Plus, well bring you the latest from capitol hill on jim jordans push to become house speaker. Well break down who is supporting the trump ally heading into todays vote. Good morning and welcome to Way Too Early on this tuesday, october 17th. Im jonathan lemire. Thanks for starting your day with us. And well begin this eventful morning with the very latest out of the israelhamas war and news that President Biden will travel to israel this week to support americas ally there in the region. The president is set to leave later tonight arriving tomorrow in what will be his second trip into an active war zone this year alone. Biden is expected to meet with Prime MinisterBenjamin Netanyahu and other israeli leaders. Afterward, biden will travel to the country of jordan. There, he will meet with palestinian president , egypts president , and the king of jordan. Meanwhile, Israels Defense Forces launched air strikes into gaza for another day targeting the Terror Group Hamas the death toll yesterday stood at over 2,800 killed in gaza and at least 1,400 killed in israel. 29 americans have died to this point in the conflict, and there are still 14 u. S. Citizens unaccounted for while israeli officials said yesterday its believed that hamas is now holding 199 hostages in the besieged gaza strip. On monday Secretary Of State blinken attended meetings with israels war cabinet to show support. It comes as israel prepares for a potential Ground Invasion of gaza amid a deepening humanitarian crisis there and underscoring the dangers, Secretary Of State blinken had to shelter for quite some time when airraid sirens went off there in israel. Now, palestinians have been without food, fuel, or water since october 9th due it the uzeraly siege of that area. Nearly half of the population has been displaced followed an Evacuation Order issued by israel last week. Now, the white house has said israel has agreed to getting humanitarian aid to its neighbor and developing safe zones for civilians. At 3 00 a. M. Local time in Jerusalem Blinken made this announcement today following nine hours of negotiations with israeli officials. The United States and israel have agreed to develop a plan that will enable humanitarian aid from donor nations and multilateral organizations to reach civilians in gaza and them alone including the possibility of creating areas to help keep civilians out of harms way. It is critical that aid begin flowing into gaza as soon as possible. Now, further details of the plan are not yet known, but aid for gaza is expected to be a key focus for President Biden when he visits tomorrow. Again, the u. N. Says more than 1 million people, which is about half of gazas population, have been displaced in the ten days since the war began. In preparation of a likely Ground Invasion, which could come as soon as this weekend, israel directed gaza residents to evacuate to the south, leaving more than 600,000 people without anywhere to go. Joining us now from tel aviv, israel, Senior National correspondent for nbc news jay gray. Jay, good to see you again. Give us the latest there on the preparations and the sense there in israel ahead of President Bidens visit. Yeah, and jonathan, were at the market here in downtown tel aviv. I can tell you a lot of people there are anxious to see the president arrive. Theyre anxious to see the president come and support israel and support the effort that they are involved in right now. As you talked about hes going to have to walk a fine line, though, during this surprise visit. Hes going to have to talk about that u. S. Support, something hes been very sure about and very vocal about since this war began but also the talk about getting aid into those who may need it in areas where right now its just not able to move. Weve talked about the rafah border and problems coming out of the border as well as the problems with getting any type of aid inside, and thats going to continue to be an issue. Theres been no closure, no nothing there thats changed, and so thats something hell be dealing with when he arrives here. Again, for the most part i think when you talk to people on the streets here in tel aviv theyre very excited, very pleased the president is coming here. A big show of support from a huge ally. Yeah, and one that comes just a few months before he travels to the war zone in ukraine for a similar show of support. Senior National Correspondent for nbc news, jay gray, be safe there. We appreciate you joining us this morning. Well now turn to Global Affairs analyst and Senior Fellow at the atlantic counsel. Michael, good to see you. You spent years in the middle east working as a unicef spokesperson. Lets talk about this deal to allow humanitarian aid into gaza. Secondly, if it does happen, how will these resources get to civilians who need it considering the dangerous situation on the ground, the strikes coming, and hamas presence. Sure, good to be with you. It cannot happen soon enough. U. N. Spokespersons have said the last droplets of water are flowing into the gaza strip. Thats the most important thing to bring to people of gaza right now is water, of course, food and shelter. You cant have a million or so people out in the open like that especially with the weather turning. In terms of aid getting in, its a very, very complicated situation. We have heard reports of hamas militants, whatever you want to call them, actually blocking or stealing aid from u. N. Facilities. Thats a problem. And also i think that israel is very cognizant that something needs to be done to release the israelis being held in gaza as well, so thats going to factor into things. I think what really needs to happen, jonathan, is for that rafah border to open as soon as possible. Lots of trucks lined up waiting to bring that aid in and we all hope President Bidens visit will push egyptian officials. We heard from President Biden over the weekend on 60 minutes saying when asked if the u. S. Had the ability to support both u. S. And ukraine he said with some vigor, yeah, of course with the greatest country in the world we can do that. But there are resources and theyre finite. And these are strained war zones. Whats your analysis not just on the u. S. But other western allies, are they going to support both particularly as the conflict of Ukraine Heads into the winter and shows no sign of abating . Sure. I can tell you theres a lot of concern here on the ground in ukraine right now even before what happened in israel, you know, attention was being diverted away from ukraine. We have the dysfunctionality happening on capitol hill, funding tied up there. And take my word for it, the worlds autocrats are watching that carefully. But i think we can put quite a bit of stock in what United States officials are saying, that it can handle both wars. There is going to be some overlap i think in terms of ammunition. Global stockpiles were low even before it happened in israel, but definitely it couldnt be the worse time right now for aid to stop flowing from the United States and their allies. I think the ukrainians feel right now theyre on the cusp of getting an advantage over the russians, so it couldnt come soon enough. And hopefully legislation can pass that perhaps ties the aid between israel, ukraine, and possibly even taiwan. Yeah, and that aid package by the white house connects all of those countries. Well see, though, if it gets to the house once they finally elect a speaker. Global Affairs Analyst and Senior Fellow at the atlantic counsel, thank you as always for your analysis. Turn to a couple more headlines now. The Department Of Justice has been investigating the killing of a 6yearold muslim boy in illinois as a federal hate crime. Truly horrific story. Attorney general Merrick Garland released a statement yesterday announcing the launch of a probe into the terrible attack. Garland writes in part this. No one in the United States of america should have to live in fear of violence because of how they worship or where they or their family come from. Investigators there in illinois say the 6yearold and his mother were allegedly attacked by their landlord because they were muslim and because the suspect was riled up by the war between israel and hamas. The child was stabbed 26 times and died from his injuries. His mother was stabbed more than a dozen times but is expected to survive. Hundreds of mourners attended the funeral for the boy as he was laid to rest yesterday in the town of bridgeview, which is just outside chicago. The 71yearold suspect faces eight counts including first degree murder and two Hate Crime Charges on the local level. Well bring you more on that story as it develops. Also before we go to break, weve got Breaking News now out of europe. Belgiums Interior Minister says a man suspected in a deadly attack last night in brussels has been identified and is now dead, ending a manhunt that lasted several hours. Authorities say the suspect opened fire Last Night Killing Two swedish nationals and injuring a third person. Theyve deemed it a, quote, brutal terrorist attack. Belgium authorities also say the suspect posted on socmedia he was inspired by the Islamic State terrorist group and that he was possibly motivated to attack swedish citizens. As a result, a soccer game between belgium and sweden near the attack in the citys center was canceled partway through the match. Belgium authorities also raised the threat level in brussels to its highest level. Well bring you any new details as we get them. Welcome back as we turn to some of the mornings other top headlines starting with this one. Former President Donald Trump cannot make disparaging comments about prosecutors or potential witnesses in his federal election interference case. That significant decision was announced yesterday by u. S. District judge tonyah chutkan. They originally asked for a more comprehensive gag order but judge Chutkan Refewed to put reintersections on trumps statements about washington, d. C. , criticisms of the government, or the doj. But as nbc news points out, she imposed a restriction on all parties including trump to ban them from making or posting any statements publicly targeting the Special Counsel or his staff as well as court Staff Members or personnel. In a ruling judge chutkan rejected the trump teams argument that he should be allowed to say what he wants because hes running for president. She said this. Mr. Trump can certainly claim hes being unfairly prosecuted, but i cnot imagine any other criminal case in which a defendant is permitted to call the prosecutor deranged or a thug. And i will not permit it here simply because the defendant is running a political campaign. Trump responded at a Campaign Event in iowa yesterday. They think the only way they can catch me is to stop me from speaking. They want to take away my voice, and judge gave a gag order today. Did you hear that on speech, which i believe is totally unconstitutional what she did. The judge gave a gag order. The judge doesnt like me too much. Her whole life is not liking me. Trump says hell appeal the ruling. Elsewhere the Department Of Justice is appealing the sentences of five members of the proud boys Militia Group who were convicted in the wake of the january 6th insurrection. The appeals include the groups former leader, enrique tarrio, i three others found guilty of Seditious Conspiracy. Many of the final sentences fell far below what prosecutors had requested. According to the hill the move falls in line with the way the doj handled other Seditious Conspiracy cases including sentens handed down from members of the oath keepers with prosecutors like wise appealing the sentences for members of that far right Militia Group. Running almost 20 degrees above normal by the time we get into the afternoon hours today, and that warmth starts to spread further. So places like chicago will be in the upper 60s. That warmth will eventually start to work its way towards the east coast, and we look pretty nice to round out the week in places like washington, d. C. Thursday and friday into the low 70s before we taper off and get back into those more typical temperatures as we roll into the weekend with mid60s. And Hurricane Season is not over yet. On the east coast, 2 30 out west on this tuesday morning. Im jonathan lemire. Thank you for being with us. Republican congressman jim jordan is trying to rally support ahead of a planned vote today on the house floor for speaker. For now its set to take place at noon eastern. Republican sources tell nbc news the ohio lawmaker is within 5 to 10 republican votes of securing the 217 that he needs to win the speakership. Axios reports at least four House Republicans who spoke with jordan say they believe hell allow a floor vote on linking ukraine funding with israel funding if he wins the gavel. But a spokesperson for jordan tells axios he did not make any specific promises. Many hard line House Republicans are calling for the u. S. To stop providing funds to kyiv. Jordan also reportedly has a plan to avert a government shutdown. The hardright ohio congressman told lawmakers he wants to pass a Stop Gap Funding Bill through april and allow a 100 automatic cut to take effect, seeing it as leverage for conservatives, thats according to a half dozen lawmakers who heard his comments. At the same time some republicans warn a jordan speakership could potentially hurt centrist and politically vulnerable gop lawmakers in Swing Districts that President Biden won in 2020 because jordan is such a rightwing fire brand, a fierce ally of former President Donald Trump, and key in trumps efforts in trying to overturn the 2020 election results. That cant be said enough. Joining us now cofounder of Punch Bowl News, jake sherman. Hes also an msnbc political contributor. Jake, you are the perfect person to have on this morning. Give us your latest reporting. When this vote happens, slated for noon, is jim jordan going to have enough support to become speaker . Not clear to me, john. I think thats an open question. I think 5 to 10 is a charitable view from republican sources. Weve heard that as well. We have a list quite frankly of at least five we just put out the newsletter now of at least five noes, and many, many undecided. And thats what should be worrisome for jordan. As you know this is a little inside the weeds, but this is Roll Call Vote out loud, which is alphabetically. And if he gets four noes by the d or f or g letter, theres a big problem. Its going to be tough for him to hold his yeses, and he could bleed votes. Now, jordan doesnt have the reservoir of good will that mccarthy had. People liked Kevin Mccarthy, not as many people like jim jordan. And for a variety of reasons. Thats nothing against jordan who runs a Good Campaign over the last couple of days to be speaker of the house. And by the way, he might get there. It might take a couple of ballots but he might get there. In fact, the subject line of Punch Bowl News, jordan in trouble. So there we go. Jake, lets talk about a moment ago the idea of jordan perhaps telling lawmakers that ukraineaisrael funding would be linked. Hed allow a vote to come to the floor. What is the latest youre hearing about s crucial issue especially right now with such violence in israel . Yeah, john, i asked jordan about this last night, late last night after he got out of the House Republican conference meeting, and jordan said this is not an exact quote, but we need to provide israel the assistance they need to win and win decisively. That last part is a quote. He said nothing about ukraine, which again i asked him about. We did a series of interviews we did with the jordan, Steve Scalise race. He said hes skeptical about the need for ukraine aid without the Biden Administration making a forceful case to capitol hill and to the American Public about what victory looks like. I think jordan is a skeptic. John, in situations like this people hear what they want out of lawmakers, and i think this is an example of that. Certainly white house aids telling me theyre not exactly looking forward to a possible Jim Jordan Speakership. Jordan, of course, one of the driving forces behind the Impeachment Inquiry into the former president. If hes short, if this vote goes south on him today, we certainly can expect mccarthyesque style multiple votes. If hes not going to get there, What Happens Next . Are there other people with their hands up . Whats your read on the continuing chaos . It will be there will be two things that happen. People will start thinking about Kevin Mccarthy once again. I dont think mccarthy could get there. I think the Mccarthy Speakership is over although who knows. I think the other thing that will happen is much more talk around a bipartisan speaker, someone who gets republican and democratic votes, maybe a temporary speakership for Patrick Mchenry of north carolina. I think all of those things are on the table. Mchenry stuff, momentum there perhaps. Cofounder of Punch Bowl News, thank you. Coming up to our friends at cnbc for a live look at this mornings business headlines as well as some insight on the which are in the red after a winning day yesterday to start the week. Well be right back with that. K. Well be right back with that. Welcome back. Its time now for business and lets bring in cnbcs joumanna bercetche. Stock futures down this morning as Third Quarter earnings season gains momentum. Whats the Early Morning read on what we can expect today . Thats right, john. Futures are looking like theyre going to open in weaker territory this despite the positive close we had yesterday. In fact, the s p close yesterday was the strongest start to the week since f february, so we actually did see a strong turn around in sentiment throughout the course of the day yesterday at the nasdaq end of the session and small caps also put in a good performance. We spoke about the earnings this week. Citi, jp morgan. Today people are going to be watching out for Goldman Sachs and bank of america. And tomorrow also well get more results from morgan stanley, so thats what were watching out for in terms of earnings. In terms of macro, were watching out for retail sales and Industrial Production data in addition to the Housing Market index and Business Leaders survey. So its quite busy on both earnings and macro. Clearly. Lets talk about two companies with some less than great news. Firsted linkedin which is laying off nearly 700 employees theyve announced. What happened there . Thats right. So linkedin announced theyd be cutting 700 jobs. Looks as though the bulk of those cuts would take place in their Engineering Division and also the clout will come from the finance and engineer division as well. This as the company has been grappling with a drop in growth. It was only going at a rate of 5 for the Second Quarter this year per its owner microsoft. Youll also remembering the beginning of this year microsoft themselves said they were cutting 10,000 jobs. These 700 jobs were in addition to the ones announced by microsoft. Pfizer, which has slashed its Earnings Expectations and launched a multibillion dollar cost cutting plan. Tell us, ajoumanna, what prompted those moves . Yeah, so this was a big deal yesterday for some of the names in the pharma space, but pfizer essentially said their outlook had to be cut because of a sharp cut in the sales and much weaker than expected. Theyve cut Revenue Projections by 9 billion for the year. So initially the reaction was quite negative on the stock. Though it did recover. For the year as a whole, though, pfizer shares are down 30 . And also set the tone for the rest of the sector, the likes of moderna, for example, a lot more reliant on sales were down 5 yesterday in trading. Great to see you as always. She joined us live from london. Still ahead well turn back to the middle east with a look at the potential deployment of 2,000 u. S. Troops to the region. Its comeback season. Welcome back. Roughly 2,000 u. S. Troops have been told to prepare for potential deployment to support israel in a noncom bat capacity. A Senior Defense official is telling nbc news if deployed troops would not necessarily go to israel itself. Instead some of them could be sent to neighboring countries, although which specific ones are unclear at this time. The u. S. Could of course redeploy troops already stationed in other parts of the middle east. The pentagon has already sent two Aircraft Carriers to the Eastern Mediterranean in a show of support for israel. Joining us now here on Set Democratic congressman Morgan Mcgarvey of kentucky. Lets get your take on whats happening in israel and news here troops heading to the region and of course President Biden departs tonight and will spend tomorrow in the region. I think whats happening in israel is unequivocally awful and wrong, and israel does have a right to exist, does have a right to defend itself. And i think quite frankly the president has shown good leadership on this issue. He has immediately gotten in. He has shown support for our ally in israel, and hes shown support for the people of israel, for the humanitarian side as well while also sending blinken around the region to make sure this conflict doesnt spread. So so far i think theyre doing a really good job. Im glad hes going to israel and look forward to those communications with the white house continuing. Its been a show of support as noted. And linked to the chaos on capitol hill. Lets talk about the house speakers race. We had jake sherman on from Punch Bowl News and said jim jordan by their count a little bit short but made remarkable strides in terms of picking up votes the last couple of days. Lets just start here. What do you think of the Jim Jordan Speakership . Quite frankly surprising. Given the nine months of chaos and dysfunction followed by the two weeks of near paralysis they are tripling down on the extremist part of their party. I was in the state senate of kentucky for ten years before going into congress. I cant imagine any legislative body having the winner of a Conference First Mccarthy and then scalise, scalise beats jordan oneonone, letting the guy he beats come forward, and it just shows i think still the grip donald trump has over their party, theyre going to allow the guy who didnt win within their own conference to become speaker, turning people left and right. Again, doubling down on the exemtroos politics. To that point jordans resuee includes the forefront of efforts to overturn the election on january 6th, the ohio state allegations, and also the fact hes leading the Impeachment Inquiry into President Biden. Is this a man you guys can work with . Hes shown time and again at every opportunity he favors extremism. Look at what you just mentioned. The ohio state scandal, youve got what he did on january 6th and what hes doing now with President Biden. Im old enough to remember it was a big deal when bill clinton didnt inhale, and these are types of allegations existing right now for a person theyre putting up for speaker of the house. So congressman jordan has suggested it seems he might be willing to let an israelukraine package come to the floor for a vote. But as you look at your colleagues on the other side, a, do you think it could pass, and how important is it right now congress get its act together to help these two allies in need . We must help our allies. I do think congress can get it together. As dysfunctional as it seems right now i still believe in the promise of a place. You see right now 77 United States senators voted for ukraine in the last package. You had the majority of the house vote for ukraine. You saw 390 members of congress sign onto a resolution supporting israel. I just hope the republicans stop choosing extremism. Democrats have publicly and privately offered a path of bipartisanship forward, and its been rejected at this point. If jordan doesnt get the votes, i do hope that is something they can consider, there is a better path forward through bipartisanship, putting people over politics and allowing us to govern because we must do so. With a budget, potential shutdown, our two allies in trouble, congress cannot be paralyzed. Jordan right now if he wants to govern, hes got to get rid of the motion to vacate. That is untenable. Just take this out of the political sense, imagine youre the head of any type of business or organization and any one of your employees can have you fired. Thats not responsible governing. They need to go back to the way the rule was before Kevin Mccarthy changed it in order to become speaker. And you just underscored what people are overlooking. Were also only about a month until Government Funding runs out again. Democratic congressman Morgan Mcgarvey of kentucky, thank you for the conversation. Really appreciate it. I know youre early, israel is asking the u. S. For billions in new emergency military aid. Well have that new reporting. Coming up on morning joe, well have more live reports from israel as the country continues to target Hamas Terrorists in gaza. Plus, well again hear from National SecurityCouncil Spokesman john kirby, as President Biden prepares to travel to israel tonight and the administration readies american troops for a deployment to the middle east. Also ahead, former cia director, retired general army David Petraeus will be a guest. Morning joe just a few moments away. Ew moments away welcome back. Republican frontrunner donald trump said hed bring back the travel ban if hes president again. Hed also expand it to include potential refugees from gaza. As ive already said many, many times before, i will immediately reinstate and expand the wildly successful Trump Travel Ban on entry from terror plagued countries, territories, and places. We are going to they ended it. I also suspended Refugee Resettlement when we entered office in 2017. Nobody had ever heard of it before. We didnt want that. Well do it again. I banned refugees from syria, from somalia. We arent bringing in anyone from gaza or syria, somalia, yemen, or libya, or anywhere else that threatens our security. President biden overturned that travel ban on his first day in office. During his campaign, trump has been calling for an expanded ban. Yesterday was the first time hed included gaza. Israel has reportedly asked the United States for 10 billion in emergency military aid. Thats according to the New York Times who cite three officials familiar with the request. The aid package currently being constructed by congress in coordination with the white house links assistance for israel with aid for ukraine, taiwan, and the funds to fortify the u. S. Mexico border. Joining us now, congressional investigations reporter for the washington post, our friend jackie alemany. Shes also an msnbc contributor. Jackie, great to see you. Lets start with this aid request, 10 billion. Whats the early reaction on the hill, and whats your sense as to whether this package that links israel, ukraine, border, and so on, actually has a chance of even seeing a vote, nonetheless passing . Yeah, good morning, john. This package is very popular amongst republicans and democrats, with the exception of the landful of republicans on capitol hill in the house gop conference who are also resistant to the idea of electing a new speaker. The house all along has been the detractor in getting any sort of foreign aid done. It is something that has now become really a rallying cry for the populous strand of the republican party. But this seems to be gathering some momentum, that House Republicans are not likely going to be able to avoid. You had Chuck Schumer and Lindsey Graham, again, Bipartisan Coalition that is building, say over the weekend that the house is going to have to most likely face this no matter what, especially as legislative work has come to a standstill because of the way the white house is working with the senate to putting to this really mega supplemental package. As you noted, it includes aid not just for israel, ukraine, along with humanitarian assistance to palestinians, but also includes money for Border Security and taiwan. This is something that, as Lindsey Graham said over the weekend, that republicans are going to have a really hard time voting against. Of course, you know, no vote can happen until a speaker is chosen, but it doesnt seem like that core group of resistance to Something Like this in the house gop conference is going to be able to prevent Something Like this from at least getting to the floor. No vote can happen until a speaker is put in place. Jackie, what do you think . Is a speaker going to be put in place later today . Does jim jordan have the votes . Yeah, well, that remains to be seen. We have similar reporting to jake sherman, which last night we had around ten or more gop lawmakers who were still hard nosed, some still voting for former speaker Kevin Mccarthy, some voting for Steve Scalise, upset about the fact that scalise was not able to bring his speakership to the house floor. Then some who are still uncertain, who say they are in Swing Districts and cant afford to have a speaker jordan with their constituents who still view him as the original House Freedom caucus fire brand. But this supplemental aid package is actually something that is sort of a Pressure Cooker in terms of getting this speaker battle out of the way. There is a realization that because of the urgency of the matter and trying to get the number that weve heard, somewhere between 2 billion and 10 billion in aid to all these oh places, including priorities House Republicans have made clear they want to dedicate more funding to, like Border Security, that they need to get the speakership battle over with. You had Hakeem Jeffries go on Face The Nation over the weekend, saying if this didnt get done imminently, democrats would start working with republicans in some sort of proactive way to elect a speaker. That is something that we heard republicans across the board last night say that they didnt want happen, which is why i think weve seen people coalesce around jordan in a surprisingly quick way. Jackie, give us a 20second answer. If it ends up being some coalition, could it be mchenry, the current, temporary speaker. That seeks like the most likely and obvious choice. He is someone who is respected across the aisle. Last night, he was extremely mum. Hes become very good at avoiding all of our questions. He is anticipating a speaker jordan. Make no mistake, he has accumulated power in his quie way, and is someone who, i think, democrats could see in that position and republicans, as well.
