Us im lindsey reiser. Three hours for, now palestinian fischel say for a National Stock in gaza will be able to start crossing into egypt through the rafah Border Crossing. Humanitarian aid is also set to flow into gaza that same hour. Both conditions are dire and options are limited. Those who dont have citizenship elsewhere, as Israeli Forces prepare for a Ground Invasion. With nearly 1 million gaza residents tasked with evacuating to the south, within 24 hours, with the European Unions top Diplomat Calls utterly impossible. Some have stayed in their homes or in the hospital right now, serving as a massive shelter, unable or unraveling to flee in five more certainty. United nations released a Statement Today calling for hamas to immediately release hostages, without conditions. Also telling, israel quote, Rapidly Unimpeded Access for humanitarian aid must be granted in gaza. For its part, israel says it is reopening water supply to southern parts of gaza. But there is no evidence yet that has happened. The current death toll in the war stands at more than 1400 israel and surpasses 2600 in gaza. The state Department Says a number of americans killed has risen to 30 with another 13 not accounted for. New tonight, so the white house confirms that it is considering an invitation from israeli Prime Minister Benjamin Netanyahu for President Biden to visit israel and he solidarity. Nbcs ellison barber starts off our coverage this hour from the israeli gaza border. What are you seeing at this hour . Hey lindsey. Were starting to hear a bit more moves in the distance in the direction of gaza, just over my shoulder back that way. That is where the border is with gaza. We have seen, tonight is also last night when we were in this area, and the days before massive movements of Military Equipment and military tanks and military vehicles, troops and artillery and everything you can imagine, as they make their way towards the gaza border. The idf, they said they have called up over 360,000 reservists. And the vast majority of them have been positioned along the border with gaza. Some others have been positions along the northern border with lebanon, where they have been seeing strikes coming from hezbollah. The majority of those reservists who have been called off, they have been sent to the border with gaza. A spokesperson with Israels Defense Forces had a Press Conference is about for him tonight. Or at least were taking questions from reporters, on a twitter space. He said that the majority of the reservists they have called up, they are focused on ground efforts. Combat troops, engineers would handle logistics. As well as they are moving closer and closer to launching a Ground Assault into gaza. They have said repeatedly in publicly that they will be escalating this. And then they plan to attack hamas inside gaza. From the air, from the sea and from the land. In from the ground. They say that their goal is to wipe out every bit of hamass military capabilities and they say they will focus their efforts on the northern part of gaza. As a city in particular, where they say hamas primarily operates out of. Remember we were talking about gaza and people being told to evacuate, all of gaza is about the size of philadelphia. 2. 2 Million People, roughly, live in an entire area the evacuation area north of the river. There is not 1. Million people have told to move south. So mh in mlion some people in a space that is half the size of philadelphia. For a lot of people, evacuating is not an option. Theres not a space for them to go and some dont feel safe and there have been reports that hamas has been stopping residents trying to leave at checkpoints. Saying they cannot leave. They publicly encourage civilians in the northern part of gaza to stay put where they are. Some palestinians worry that if they leave theyll never be allowed to come back home and it will be a repeat of what they refer to as the knock fought back in the 1940s where israel was declared a state and Hundreds Of Thousands of palestinians were forced from their homes and not able to come back. The idf they say hamas is encouraging civilians to stay put and preventing them from having south because in their words hamas wants to use civilians as Human Shields. The idf has repeatedly in four years claims that hamas uses civilian structures and civilian areas to carry military operations. The idf has confirmed throughout since this war has started and they declared on sunday that they have struck what most people would consider civilian structures homes and buildings and mosques they say that is because hamas stories weapons in those areas and also operates Command Centers out of it. In that conversation tonight where the lieutenant colonel, a spokesperson for the idf was taking questions, he said one of the challenges they are looking at ramping up their efforts as they carried out these airstrikes, as they said theyre targeting hamas militants and are moving targets and that makes it difficult at times to limit civilian casualties of people are not out of the area. They say they do everything feasible possible to limit the toll on civilians but weve already seen a heavy impact for civilians once this full Ground Assault gets underway. It will likely be even more catastrophic for people stuck inside of gaza. We know there are 5 to 600 Palestinian Americans inside gaza right now. Theyve been told to the State Department to get as close to that rafah Border Crossing as they can. Because. When it opens the u. S. Has warned that it might not be open for a very long time and the need to be positions and ready to get out. According to the palestinian envoy to the rafah crossing, when the border opens 90 am local time just a couple of hours from now, the people for nationals able to cross through that border, the airport in the area about 30 minutes away from the rafah crossing, from there they will fly to cairo. There was a last 20 4 36 hours a period of time where people got the message you essence did inside of gaza that they could cross through that border they went to it and they werent able to move until those gates opened for sure not clear what would happen. But we now there is that deal in place for nationals couldnt leave starting at 9 am in exchange for humanitarian aid to head from the egyptian side of the border into gaza hands that humanitarian aid is desperately needed, lindsey. Alison barber thank you so much to you and your crew. Please stay safe. Joining me right now a former state Department Official during the Obama Administration and the former Director Of Communications and spokesperson for the u. S. Mission to the u. N. Under president obama. Joel, how complicated is it to get these americans and other foreign nationals of gaza through this crossing . It is incredibly complicated because theyre couple steps that are involved. First and foremost the individuals have to come through and show papers that prove that they are who they are and then i feel. Meanwhile we have in the best background is as Pressure Cooker keeping the gates open as allison mentioned. To me the thing that was not open for today and theres a lot around this because egypt, they control the bell and we have seen Secretary Blinken go to cairo and Feeling Pressure to try to get egyptians to comply with us on allowing these individuals to get out. Then operationally once there through of course, there is an orderly transition but i think the fanaticism of what will take place can be quite daunting and fortunately of course may not be the right way to describe it but there are not that many people that processing it all is going to be very complicated and very time pressured. Some 35,000 people in gaza have taken refuge in the because hospital as she found, according to the hospitals director. Its clear they dont know where else to go because thats a recipe for disaster whenever our when we have gas they say this is war and there are brutal elements to war and casualties and accidents. I think that is true of course. This war is very ugly and it is hard to highlight positive things coming from war in general. The thing is, as we keep hearing israel is expected to pursue a very significant escalation in gaza and all signs point to insights and theyre trying to show incidences that vice asking everybody to leave, saying it is very difficult. Because the targets move, as he said earlier. Theres a game of whackamole when you are targeting hamas. They do put their mobile launchers launch vessels are mobile. The very easily placed in moscow marketplaces in the sattre. I cannot say why the targets were targeted however, that is my experience. Having seen this from the other side. And hamas knows that. Hamas knows thats why theyre asking civilians that i dont believe its because their homes are going to be taken its because they do use that as Human Shields weve seen this time and again. Or so ugly. And the things that you see that are different than the last four rounds of violence we have had between israel and gaza are number one, this effort on the part of israel to say everybody evacuate, today i saw that israel said they would be establishing a humanitarian zone that could take up to Hundreds Of Thousands of civilians that would be given food and medicine and water. Take it for what you will but it is what they said. I hope that they carry that out. He was pressing between egypt in israel to open a humanitarian corridor to be significant. And has never happened because of threats of violence. You can only hope that they do that. Its like he, said go into these hospitals, anybody who is sick or disable it is very difficult for them to evacuate. Joel, also obviously waiting for this potential Ground Invasion to begin in gaza. If that, happens how much concern is there for the hostages currently being held . Particularly these women and children . How does the idf attempt to keep them alive and freedom . This is what we are likely seeing as long of a delay as we have. Getting these hostages out is a top priority. We have allies in this. We have qatar, for example. Talking behind the scenes impressively with hamas to try to spring these people fray. These are innocence who are ripped away from israel and kidnapped and taken right into a position now where they are human shield, as i got pointed out. Their rights are being violated. This is a catastrophe. And so israel is likely waiting to see how long these allies of the United States can work. The situation should you get these individuals out. The real fear is that if that goes forward in the invasion pecans its potentially going to cost their lives. Were just looking at missing posters from the elderly to allow nine month old baby and everybody in between. Hagar, President Biden was interviewed on 60 minutes about civilians in gaza, saying he would like to see a humanitarian corridor. Lets listen. You would like to see a humanitarian supplies brought into yes. So you do not agree with the israeli total siege of the gaza strip . I am confident that israel is going to act according to the rules of war. There are standards that Democratic Institutions and countries go by. And so i cannot am confident that there is going to be inability for the innocence in gaza to be able to have access to medicine and food and water. How does that happen . How do humanitarian aid to go in when there is a Ground Offensive underway . It seems that israel is very focused on the north which is why they have asked the citizens there to evacuate to the south. And the south seems to be where they plan on setting up this humanitarian zone where they state that they will take Hundreds Of Thousands of civilians. Hundreds of thousands would be able to get water and medicine. There now, time is of the effort essence. I will believe israel when they come out and say were gonna establish this zone and try to get humanitarian aid in that way. Whether they do it by sea or through bouts or Border Crossings on both sides, likely the south by the way, i believe that effort its just a time is of the essence when youre talking about a whole area that is this war that is moving fast. Israel wants to get in on the ground. And youve got citizens who better without the food and water and so on. They say they want their pipes are going back on. This is critical by other things i dont believe were going in that weve seen. No food and no energy. And no electricity. And it will be a very difficult feat. And we know that weve already seen that difficult will be for 1. 1 people to get to that area especially since a densely populated piece of land. But the thing that we need to remember here which i think is what President Biden was trying to get that is israel has a very Clear Mission here and then to disable hamass ability to attack. They need to defeat hamas and defend israel really sees hostages. And it is a very complicated situation for that. But theyre gonna try to do it to the best of their ability according to the rules of war the democratic nations follows, and the u. S. And really focuses on supporting that mission. Humanitarian aid is a huge part of that in really the first i hear the Hasse Focus On that so heavily. Joel, before that you go ignatius wrote an oped arguing that netanyahu should wage war in a way that allows for eventual peace. He writes, if you wait until the conflict is over i think about the day after than it might be t le and if he conducts a war that punishes Palestinian Civilians rather than hamas, he might lose Global Support in undermining his mission. Do you agree . Absolutely, lindsey. The Palestinian People are suffering, theyve been suffering under hamass role. There always is a day after we know from our experience in the states theres always a day after Military Action. For israelis who want peace and security a way to get it to have a final agreement with the palestinians and this conflict so everything down in this Military Action not enough of that can be divorced from the political ramifications and it is a wise article in israels arise as well to get this you not want this to repeat softer getting rid of hamas leadership and making power they will have to be a day after scenario to try to stabilize this conflict and get to an endgame that provides peace and security for those people. Joel reuben and Hagar Chemali you can stay with us after the break. Well take a deeper look at israels goals in this war. Minister Benjamin Netanyahu has met with his expect the margins to cabinet today. And that israel would quote, demolish hamas. Joining me is joel reuben and jim are chemali. I want to ask you about the Global Response to this potentially imminent Ground Invasion. What do you make a secretary of state Antony Blinkens diplomatic efforts visiting a burn countries in the middle east . Has the administration been successful thus far . Its been incredibly effective up to this point in terms of getting our allies in the region on the same plate with the United States, in preparation for what could be an incredibly intense aliens significant amount of time. We have to make sure that this does not spread beyond this. And that means from an american perspective, working with on the allies in the evening, they understand the american position as well as for specific tasks and hell. As we discussed with the humanitarian assistance corridor in the hostages in getting them released, other countries in the golf who do have skin in the game, they made peace with israel and theyre watching this very warily. Very concerned with what the spillover could be. This shot of the pulmonary that weve seen, with Secretary Blinken, has been incredibly effective and very important. And they settle a reminder for the middle east in the world, about how important the south American Leadership right now is. Russia sniping, picking their side and making negative remarks about the United States. And not really offer anything instructive to help. This is where the United States shines. Its been very important and its fair to get this done now. Or really get intent on the grounds rather than after the fact in trying to do a cleanup. In keeping this conflict as contained as possible, how closely are you watching what happens in lebanon with hezbollah . Weve been warning against iran invasion in two how concerned should . Be if i was a u. S. Intelligence analyst, i would place of violence coming from lebanon to israel as moderately likely. Weve already seen shooting coming from what seems to be some of it are his fellow fighters. Theyve set up these centers in towns in the south. Israel respond to, but its also very clear that israel is not opening up the front. Thats the last in gaza. It presents an opportunity. I cant say how much hezbollah has planned in advance to attack israel. I can tell you because of by the governments that, long the jury in the 2006 war between israel and hezbollah, when that ended, hezbollah has been preparing for a showdown ever since. Weve always wondered in the United States, all of us who followed hezbollah, when is that showdown going to happen . Its possible to take this vulnerability now is an opportunity, but that is also what we have u. S. Carriers in the mediterranean. Oso sent military assets to the mediterranean. The message there is dont even think about it. Biden said as much. Im hoping that that will restrain them. I think iran, to be honest with you, this is a war of words. Theyre sending off thousands of miles further away. Happy that their proxies are the ones who are involved. I do think that israel is going to be very careful with involving. Iran at least in this point right now. When things die down and we know who invoked uruguay or window to have ben in playing this terrorist attack, that will dictate how israel responds. I want to play something from and idea spokesperson about how their goal for getting out hamas could affect their goals. Listen. Israeli military right now to destroy hamas once and for all . Or is it to rescue the hostages that are in gaza . You touch upon you are right in touching upon a very delicate dilemma that we have. Why we make it our top priority to get the back. The aim of the operational stu dismantle hamas and its military capabilities. Joel, what you make of that . Its a diabolical choice. Into this was the intent of hamas, to kidnap these innocent civilians and bring them into a war zone. And use them as Human Shields and cause the pain and suffering that they are causing. I think thats the clear point here is that israel is watching this and is trying to get the information can. But working with the United States and asked with our allies who have access into hamas, and trying to bring these people free, there will be a moment where israel has to make a move and that is where it could be potentially very heartbreaking and very stunning to watch a notsoor think whatever it is hoping will not occur and perhaps a little more time can begin to see maybe some of the elderly and some of the babies and some of the infirm will be released in hamas. The inhumanity of what they have done is beyond anything in the one can count. This is beyond any planning our expectation. No Military Strategist would have expected this and so clearly its a conundrum. We should all just play praise right now that wiser heads are coming in to hamas leadership. This is a no go and that they are turning every tool on using all point to leverage that they have to tomas to go out and get these people to be free. Hagar, do you see a situation in which the u. S. Pressures egypt to take in refugees . I do. I think if there are two goals of the Body Administration seems very focused on at this moment, it is both the humanitarian corridor that theyre trying to work with israel and egypt on, and it is this message to other proxies not to even think about getting involved. So theyre going to Presser Egypt beyond that so i expect that but i would just add that it is not unrealistic as a goal on the part of israel to try to defeat hamas. I. S. I. S. Was defeated. It still exists in other parts of the world. But in large part, it was defeated, and that is their goal is to cut off their power and their points across the region and across gaza. I think that is important. I would add one last thing, by the way. President harris came out to condemn hamass tariffs attack. We saw this earlier in the reporting. That is so critical. It is such an important message. All right, joel reuben and thank you so much and i appreciate your time. Coming up, a harrowing reality of a humanitarian crisis in gaza right. As israel prepares a land, sea, and air response, a humanitarian crisis in gaza grows. Groups like the Palestinian Childrens Relief Fund are now moving away from providing longer term aid services and our instead moving to address more urgent needs, like food, medication, clothing. They are also tryingto stay safe themselves amid a war happening around them. Steve said was the, the president of the group, says this, its very difficult for us to be out and the group to provide humanitarian aid when there is no safe places from the constant bombings that are taking place. Steve joins me now. Thank you for being with us. Thank you for having me. You have lived in or been associated with this region for the past 30 years. You volunteers there on the ground. Tell us how theyre doing and what youre seeing. Well, theyre living under tremendous stress and pressure. As i mentioned before, there are no safe places in gaza. Therefore, its very difficult in our 30 years, my 30 years of working in the gaza strip as a humanitarian Relief Organization, weve never been in any situation quite like this where the entire gaza strip is a battle zone, where there is no humanitarian supplies or materials that could be provided to the people there, and that even our aid workers are on the safe being in the field, providing direct support for people in need. We have two american doctors it that have been traps and saturday, unable to get out. They live in a very precarious situation, meaning that they dont have any security themselves. Food and water have been scarce. And the entire gaza strip is just in a state of absolute chaos and collapse. The Health Sector is collapsing, and the long term consequences that that is going to have on the entire population is staggering. Just unbelievable what you are describing. I mean, yountioned water. Israel says water has been turned on in southern parts of gaza. But aid workers in gaza told the Associated Press they have not seen evidence the water is. Back in a gazan Government Spokesperson said it is not flowing. Do you know what the status is right now in terms of water, in terms of fuel, electricity, internet, will any of that become available . Well, on the issue of water, lets remember the gaza strip, 95 of the water in causes undrinkable to begin with. Therefore, the vast majority of water hasse to be cleaned from the sea, and there are five Desalination Plants in gaza that are now shut down right now. Or what are import ayou know, s, nothing has gotten into the gaza strip as far as food, water, fuel. There is one pipe that was connected to the Southern Gaza strip. This really started on, i believe, today. But that is far, far from what is needed for the population to be able to survive there. In addition to that, the wastewater, there are five Wastewater Treatment plants that are all shut down. Now open sewage is in the streets, where people are also sleeping and living. And lets remember 50 of the population, nearly 50 of the population of gaza, our children. And again, these are innocent victims. Therefore, we have to do something as an organization and the worlds conscious has to step up here and put it into this before he gets worth. What does that mean, the world conscious, what needs to happen . There needs to be humanitarian aid directly. There needs to be a, corridor a humanitarian corridor opened directly from egypt. There are literally hundreds of trucks waiting to bring food, clothing, beds, medicine, medical supplies, into the gaza strip to relieve the tremendous humanitarian crisis that exists right now. Id like to point out that the hospitals in gaza, also theres 23 hospitals in gaza, 20 of them are currently operational, they run on diesel fuel to fuel their generators, their backup generators. Because the electrical grid in gaza does not provide enough power for the hospitals there there on the Operating Fetus to treat the injured people, the intensive care unit, ventilators, monitors that are able to save the lives of patients who are injured or sick. Those hospitals, within 24 hours, those generators are going to shut down and thousands of people who are getting medical care and who have been injured over the past week, or people who are just sick and have medical conditions in any normal society, those people are going to die. A 24 hours, those generators are going to run out of fuel . They havent gotten fuel since saturday. And over a week, so you can imagine, hospitals which depend on diesel and depend on fuel to be able to provide the basic power, to run the infrastructure of any medical its almost gone. And we built a Cancer Department for children in gaza in 2019, one of our greatest accomplishments as an organization, providing children with Cancer Treatment locally for free. That department is now unable to provide Chemotherapy Drugs at all. Those ten patients with cancer, those children with cancer in that department, are not getting care any longer. And the hospital itself has been run over by an influx of refugees, internally displaced people seeking refuge, hoping that a hostile will provide them some form of protection from the bombing that is going on widespread outside the doors. Steve, everything you say is just so heartbreaking and so shocking. I just want to ask before we let you go about this Border Crossing that is supposed to open at the border with egypt to allow foreign nationals out and humanitarian aid in. Are you hopeful that that can help the situation at all . Do you hope that all palestinians, not just foreign nationals, will be allowed Safe Passage Out . Of course, it will help. There is no question about. That people are losing their people are starting to starve. Their Food Insecurity is extreme. Theres a lack of water and so on. So yes, it would definitely help. And that needs to happen right away. We have, as i mentioned, doctors stuck there who need to come out. But more importantly, just to provide any form of traction for people, particularly the injured. Theres a huge number of severely injured people there who need medical care outside. Chill, that theres thousands of children who have been injured, hundreds killed in the past week. Many of those children require very specialized care they cannot get locally. We, the outside community should demand, at least the evacuation of these children to hospitals in egypt, jordan, to the region, europe, wherever they can get adequate care. Its really unbelievable to think that we are going to allow children who have been under bombs and have had buildings collapsed on them who are in Intensive Care Units or have missing limbs or are in need of Urgent Medical attention to simply die because of this war, because of this conflict. Steve sosebee, it is such a dire situation that you are describing. And its just, its just hard to fathom all of the suffering. I appreciate all of your time. Thank you for having me. Thank you for inviting me. Please tell us about the stress that your hospital has experienced since the start of the war. Well, i can tell you that personally, i woke up that saturday at 6 30 a. M. To the sound of sirens. And i knew that something is terribly wrong. And i went straight to the hospital. I live five minutes away from the hospital and it was really hard to get their, due to the sirens. And at about, i think, atm, maybe somewhat later, the injure patients started coming into the hospital. And i remember going into the aarian, and it was nothing like i had ever seen before. We had hundreds, hundreds of patients with different injuries coming from the rave that was there, coming from the kibbutz, coming from the beta when villages that were struck by rocket fires. We had kids, infants, older patients, elderly, young, young adults from the rave, it was really terrible. But i am proud to say that we were able to given the best treatment that we could. Im so sorry for what you had to witness, and had to continue to endure. He stated that the real dividing line in this conflict is not between israelis and palestinians, but between those who believed violence is the answer and those who believe there is a another way. Can you elaborate . Sure, so, in the past week, and also, in the e. R. Today, october 7th, i proudly came to help my own brothers and sisters who are residents of the south of israel. And the people that worked with me were jewish doctors, jewish nurses, but also arab doctors and arab nurses and arab personnel. And i feel i remember understanding that moment that were in this together. And its not, its not a fight between israelis and palestinians, or between arabs and jews jews. I refuse to use this terminology because i understand then and understand it better every day since then that the work we are doing together is to bring hope and life and happiness to this world. And we are fighting against the people who believe violence is the answer. And i have friends in gaza, i have a dear friend from one of the kibbutzim who is involved with me in one of the ngos which is an ngo between arabs and jews, and was keeping in gaza. And there are innocent people anywhere. And the terminology that we hear today about what i think about gaza, displacing over 1 Million People is something that i cannot support. And i know that people who live with me and work with me, thats not what they support. Because we do believe in humanity. And i really believe that the vision is between violence and humanity, and what we support. I want to ask you, and this is a really sensitive subject, obviously everything were talking about is so sensitive, but due to the extensive injuries, your hospital has been using facial recognition to identify people. What does that mean. Right, so, we actually went through even more than that. But at the beginning, we had hundreds of patients, most of them were unrecognized, they came with other documents, or maybe their documents were stolen from them. We do not know. But we needed to use any sign we had, like tattoos, sometimes even tooth implants, stuff like that, that parents or loved ones knew that their Family Members had and they tried to use that as a recognition tool. You know, at the beginning, it was parents recognized their loved ones or their Family Members saying my son but along the way we understand is sometimes parents want to believe that their kids are alive. So they sometime the mission is not accurate. So were trying to do the best we can to try to find the right things. So again, to receive these c. A. T. Scans and try to find the tools or things that can accurately so we can accurately is recognize a patience. A horrible thought, that you have to use that. But doctor, thank you, thank you so much for your time and helping explain the situation. We appreciate it. Thank you, thank you for inviting me. And thank you for watching our special coverage of the israel hamas war on msnbc. Im lindsay reiser. Goodnight. Goodnight
