Vossoughian live for you here from msnbc headquarters. We are going to begin with some Breaking News. As night falls in the middle east, here is what is new this hour. We just heard from the idf, big, Breaking News. A statement releaseby them that idea forces,backed by an extensive logistical effort and by completing the Reserve Mobilization of Hundreds Of Thousands of servicemen, are preparing to implement a wide range of offensive operative plans which include, among other things, and integrated and coordinated attack from the air, sea, and land. We are going to get a live report from israel in a moment on what this all means. Also some other headlines are happening this hour, as well. Three hours past if you outlined for the evacuation of Northern Gaza. The israeli Prime Minister, benjamin netanyahu, telling his soldiers, quote, the next age is coming. And new report from nbc news saying u. S. Officials privately low on israel to show restraint. And the u. N. Saying humanitarian crisis and gaza is intensifying with no remaining Drinking Water for 2 Million People there. Israels Defense Forces are pressing ahead with a retaliation against hamas against among the attacked. Releasing this new video by fending off the attack by sea last saturday. Prime minister netanyahu met with military saying the next stage is coming. Idf Military Forces are, in fact, ready. They are all around the gaza strip. And the south, in the center, and in the north. They are preparing themselves for whatever target they will get, whatever task. As i have said before, our aim is very clear, the and state of this war is we will dismantle hamas and its military capabilities. We will fundamentally change the situation so hamas never has the ability to inflict any damage on israeli civilians or soldiers. On israeli civilians or soldiers this is the scene from inside gaza, this israeli strike coming as paramedics were rescuing victims of a previous strike. Here is part of a report nbc news chief correspondent, richard engel. Israel says it is offering palestinians safe passage from Northern Gaza to the south for the next several hours. Israel isnt stopping its airstrikes. Many, today, are focusing on Southern Gaza where israel has told palestinians to go. Medical officials tell nbc news an israeli airstrike friday struck a convoy as it was trying to head south from gaza city, killing 70 palestinians and wounding 200. Most of them, women and children. 1 million palestinians now face an impossible choice. Stay in Northern Gaza, face a possible israeli incursion, or flee to the south as refugees, maybe get bombed on the way. Turkey and egypt say they will not taken palestinian exiles thing this world. American citizens should be on standby for an opening on the Egypt Gaza Border for their safe passage. These are the latest confirmed numbers as of5 eastern today. 1300 killed in israel. 2269 People Killed in gaza and the west bank, as well. We just got that indication from the idf with that legal statement. Talk us through it, kelly. That is right. If you look at that statement in its entirety there is no specific timing for this largescale assault on hamas. There is a reference to offensives about to be carried out, or planned, by air, sea, and land. There is talk of preparing the ground with logistics preparations ahead of going in on the ground in gaza. No specifics in terms of timing. We have been talking about the potential for a Ground Offensive now for a good couple of days. Still have not got any idea of when it might happen. The idf has now given civilians in gaza, in the north, two days, essentially, to get out of the way. To get to the south. We are talking about 1 million plus people trying to move south ahead of this Ground Invasion. Still moving today. There was safe passage granted by the idf, they said, along to north out route for a period of about six hours. From ten until four in the afternoon. Even after that people were still on the road, still trying to get out of the city. It is an extremely difficult situation inside of gaza for people who are still in the north. Or for people throughout the strip, actually. The Water Situation is dire. The u. N. Says that there is no more water. They say that this is a life and death situation. They need fuel inside gaza in order to run the Water Sanitation Plants and to get the water running again so that people have Drinking Water. On top of that a lot of people were not able to get out of the north. They are still there. In fact, the head of the largest hospital in gaza says that 35,000 people are taking shelter just in the hospital. The United Nations estimates that Hundreds Of Thousands of people have gotten out of Northern Gaza. There is no good count of how many people are still there. A very, very, dangerous situation for the people in gaza tonight. Air attacks, airstrikes have continued, tonight. We have this message from the idea that they are prepared for some sort of invasion by ground, see, and air, as they put it. You have been . 35,000 people hunkering down in the hospital with no resources, no portable Drinking Water, running out of food, i imagine, as well. Under dire circumstances. What is happening in israel this evening, as well, from what you have been seeing . So, war planning continues. There has been no official announcementthe Prime Minister or any other political leaders here tonight. Unclear if that would proceed the Ground Offensive or if it would start first and then we will have some sort of Nation Statement from benjamin netanyahu. Chabot just wrapped up, it just ended a couple hours ago. It has been extremely quiet in jerusalem throughout the day. In the places we visited over the past several days it has been the same mood throughout. Very somber. People still very much in shock, very angry, as well. Not only with their government but, also, because of the atrocities and because of the number of people who were slaughtered. A mix of a very somber mood here. A lot of anger. Yasmin . We are getting the statement in from the idf. There was this assumption, especially from the fort weve been gettg the ground, with the lineup of tanks along with the israeli gaza border. They are preparing for this Ground Invasion. Now getting the statement, onc again, i will read for folks and then have you react and give your expectations here. What are your expectations from what youre hearing here, and what we have been seeing, of course, on the ground, as well . As to when this Ground Incursion would begin . I think a lot of these statements are multifaceted. One, they are saying theyre ready. To, they are also putting pressure on the International Community in many ways. The humanitarian situation in the south is going to be dire. Water, electric, food. All of the things have been cut off. The gaza strip is under siege at this point. They are going to need help from outside a certain point. We are still looking at evacuating americans through the rafah. There were some confusion today. The u. S. Has said to stand by. The u. S. Has been, somewhat, quiet about what they are going to do. At the same point, the israelis dont want to get caught off guard by hamas in the north. Excuse me, hezbollah in the north. They want to focus their energy on hamas around gaza. The longer they wait, the more they hesitate, the more time hezbollah could be a spoiler in some ways. Drying forces back to the north. They do not have much time. I imagine at this point they are probably well into their reconnaissance inside gaza, preparing for where they are going to go. Trying to identify where the official footholds will be. How they will go about doing the breach operations. They are also, probably, still trying to rescue hostages. If they get any intelligence that is actionable, im sure they already moving on them at this point. Youve mentioned a lot of really important things that i want to dig in on. You talk first about any intelligence that is actionable. I think much of the intelligence that is being gathered right now is being questioned. Not just internally, in israel, because of what took place last saturday but globally, as well. Especially with the cia report that was just released that there was some activity, possibly, happening. Not to this extent, but there did seem to be some activity happening in the days leading up to the attack on saturday. We know the mossad has a very intense surveillance on gaza, and yet they missed this. How reliant can they be before the Ground Invasion on the intelligence they are getting on a Human Intelligence they are getting from inside gaza to avoid both killing israeli hostages, along with killing innocent civilians, innocent Palestinian Civilians . I would imagine at this point, Human Intelligence, they probably relied on a very heavily the past few days to try to identify where hostages are. Now youre talking about a situation with 1 Million People moving down to the south. It is gonna be very difficult, i would imagine, for the israelis to keep any remaining Human Intelligence assets in place. The second part is they are also going to communication blackouts. Remember, cell tower, cell signals, all communication channels, when the power goes out those things start to dwindle. You have less and less ability to do that. Im sure the air ground technical systems are topnotch. They have already deployed them in a very robust way. I would imagine they are scouring everything that is left in terms of a signal. No matter what they do, once they cross the fence line in the head in there, youre talking about a three level fight. Up, on the ground, and downed. That is a sub turning conflict that is underneath of buildings. The remaining hamas militants will be waiting. Its going to be interesting to see how quickly they proceed. What the expectations they set for how long it will take him for them to clear out the hamas militants. And then about avoiding killing innocent civilians, innocent palestinians. I know the Biden Administration urging the Prime Minister to adhere to International Laws of war. We are getting some reports in from the Human Rights Watch on the use of Phosphorus Gas in gaza. The idf is denying that. Nonetheless, at this point does it seem as if we are reaching a stage in which the israelis are making the calculation, if you have not yet gotten out, you may in fact be killed. I think that that is what theyve been trying to stress over the last 48 hours. Move or you are putting yourself at risk. And that is the calculation that they have made and i think that there is some urgency. I think the hostages probably put some urgency into their plan. If you are in a situation where also billions had left and there were no hostages, they could probably refer to moors each type of warfare. You might remember about mario bowl with russians surrounding variable about a year and a half ago. They could secure Something Like that, but there is a sense of urgency. There is an amount of time in which they have to execute and the longer they sit and wait anybody in the gaza strip they know what is coming. They can see what is coming. Theres no real sense of surprise. And so im sure for the idea, theyre really trying to take aggressive action to push forward as quickly as possible, not letting the adversary in this case hamas militants set up their defenses in a way that could be more successful or deeper and harder to penetrate. I will go to that in just a moment, clint, but before i do though i want to get your read on it. And you talked a little bit about this, obviously the threat from the north, that being hezbollah. Hezbollah primarily funded and backed by iran. We know the irans Foreign Minister was recently in beirut, made announcement earlier this morning. We will be hearing more about that from matt bradley on the ground there, but how worried are you about the threat of hezbollafrom the north. Yeah, for the most part it has en quieter than i expected. There has been some exchange of fire. Theres been some rockets going to the south. There have been airstrikes to the north and rocket strikes to the north. I think for the israelis, theyve already deployed a lot of their force, and i just have to remind people, theyve brought up over 300,000 reservists. This is a very small area, and when you have that number of troops both active and 300,000 reservists, that is a sizeable military force. And hezbollah fought a war in 2006 with israel, they did not do well. The israelis handled them quite quickly. I think that they would have to decide how much they want to bite off in the situation. And then that brings in the possibility of escalation from iran. Iran is a backer of both hamas and hezbollah. Hezbollah is much stronger and more advanced Terrorist Group in the region. But still at the same point, im not seeing strong indications that hezbollah is racing to join in or it was really even coordinating with hamas. I wouldve expected that hamas was going to do this awful Terrorist Attack a week ago. You wouldve seen hezbollah moved in right away if they were coordinated together. If this is backed by iran. Instead, it seemed like hezbollah was kind of caught off guard, did not react well strongly, and for those rocket attacks weve come across in effect so far they dont seem to be coordinated. It does not mean that they wont lose their position. Doesnt mean they wont change. It doesnt mean that its a big northern front. Okay, clint watts for us, thank you so much clint. Want to talk to you, matt bradley is in lebanon for us on the border with israel. So talk to me matt about what i was just talking about with clint. I know irans Foreign Minister met with the leader of hezbollah, we and spoke earlier today in beirut. Hes not only spoke with hassan hezbollah, but hes also head back to beirut. And as we were talking about this in realtime. As mr. Watts was saying, we are seeing it back and forth. Were seeing as hezbollah announced today that they fired some 50 more rounds at the farms, which is a dispute area between israel and lebanon that is partially occupied by the israelis. And then we have also been seeing rockets and artillery being fired by hezbollah into israeli territory and responses coming back. Kill the journalist yesterday for reuters and injured six other journalists. Things are really heated up, but the fact is as mr. Watts was just saying, there is a choreography here. There is in informal Rules Of Engagement which are governing the interchange between israelis and hezbollah ever since 2006, and ever since 2000 when the israelis finally withdrew from here in southern lebanon, and so far despite the insane level of violence weve been seeing in israel in the gaza strip, we are not seeing it matching level of violence here, even if we are seeing a uptick in the violence. And so it is something that shows that both sides are still trying to restrain themselves, but with the Iranian Foreign minister making the rounds from different capitals, beirut to damascus, presumably back today bigger to get, it looks like were trying to see that decision, the Hamster Wheel turning in realtime. We might get something coming out of beirut or of damascus, and we might get hezbollah pushed into this war or not pushed into this war. All of that depends on what happens with israel, how they approach the gaza strip, and whether hezbollah and ive been speaking with analysts weather hezbollah is able to live up to what sounds like its self styled station here as a deterrence against the israelis moving into the gaza strip. Yeah, and wondering also, its kind of an Intimidation Factor being marked by the iranian government there as theyre meeting with hezbollah and other forces as well, that they continue to support. M
