October 14th. Im alicia menendez. Just hours ago, israel announced that it would allow safe passage for evacuees along the two roads of gaza through 10 am to four pm local time. It is now just past five pm in gaza. And expected Ground Invasion by Israeli Forces could begin any moment. It is a response to a series of horrific terrorist attacks executed by Hamas On Israel last week. Those attacks represent the deadliest single day virtues since the holocaust. Hamas also took hostages in those attacks. Israel currently estimates that hamas is holding up to 150 hostages. The u. S. Official familiar with causes evacuation plans just with the u. S. , egyptians, and israelis have reached a tentative agreement to use the rafah border with egypt to allow safe passage for u. S. Citizens seeking to leave gaza. But the official stretches that the situation on the ground remains fluid and it is unclear whether hamas will even allow people inside of gaza to reach the Border Crossing. And nbc news has spoken to one American Mother who is on the ground. She is with her three small children at that Border Crossing, one that is supposed to be open, and she said that it was not. We will be continuing to monitor the mass exodus in gaza throughout the day as israel prepares a Ground Invasion over the palestinian territories that Officials Say is imminent. Israeli tanks and troops have amassed along the countrys border with gaza. Israeli Defense Forces have confirmed that they have already been conducting localized rates inside of the gaza strip, although they say that this is not yet the start of the offensive. But the anticipation for the next phase of the war has already created a dire humanitarian situation inside of gaza. A region that has been cut off from food, drinking water, fuel, electricity and medical supplies and other resources for several days now. Israel called on the 1. 1 million residents of Northern Gaza to leave, giving them 24 hours to evacuate to the south. A deadline has, again, already passed. The short notice to evacuate has been heavily criticized by humanitarian groups and organizations, like the United Nations. Gazans have been fleeing by foot or in jampacked vehicles along areas that have already experienced heavy shelling. Yesterday, air strikes hit three convoys of evacuees killing 70 people and injuring hundreds of others. In the weeks since the Surprise Attack by hamas, more than 1300 people have been killed in israel. A total of 2215 people have been killed in gaza. Andthe west bank. Details about the Scale Andw Sophistication of that at according to maps and documents found on the of hamas Militants Kin the conflict,s deliberately taeted elementary schos, a youth center, one kibbutz with the intention of killing civilians and children, or taking them hostage. Both in in gaza trying to find shelter in the american citizens who are still stuck there . So the deadline for this tentative deal for americans to get out of gaza expired at 5 00, just a couple of minutes ago. Essentially, what this deal said was that the Border Crossing in the south of gaza, into egypt, it would be open from noon today until 5 00. That period has now passed. There is no indication whatsoever that that crossing has been opened, or that any americans have been able to get through. We, at nbc news, have been talking to people on the ground. They say theyve been waiting there with their families, hundreds of people are waiting. Theyre 5 to 600 people are waiting. There have been no sign that they are going to be able to cross the border today. On the other side of the border there is humanitarian aid waiting to go in. There is no deal that has been arranged for that, actually, to be moved into gaza. There is humanitarian aid. Into the United Nations is trying to work out some sort of deal so that can be brought into gaza. In the meantime, you still have thousands of people trying to move from the north of gaza into the south. It is extremely difficult. First of all, people are having trouble with the internet. It is in a now. There is very little power, if not no power. There is no fuel. Fuel supplies are running out. Hospitals are having difficulty. So, simply getting the message to move south and move south by a certain time of day is, really, really, tough. We do understand from the United Nations that 1 Million People have been displaced inside of gaza since this began on saturday. In one week, 1 Million People, almost half the population of gaza, has been displaced. They are, essentially, homeless. They also say that hundreds of thousands have moved out of the north. They cannot put a firm figure on that. In the meantime, the strikes continue. Israel has continued to bomb areas in gaza today. East of gaza city, as well as in cannes eunice, a city in the south. The very area where civilians have been told to flee to safety. There are some civilians reported killed in a strike, as well. As we have been talking about over the past couple of days the imminent Ground Offensive by israel there is no sign that that has actually begun their one deadline the 24 hour deadline past and now we are past the time period where people were being permitted to the safe passage to the south. We will have to wait and see if we hear anything from the idea as to whether or not something would begin today or if there will be more leeway for civilians to get out of harms way. My intention brought our attention to times a crisis, israelis rally around their leaders. This time is different. Tell me why . , you have the worst attack, as you mentioned, against jews since the holocaust. We have people completely in shocking issue about the scope of the murders the fact that you have up to maybe 130 up to 150 israeli grandmothers, babies, children being held hostage in gaza. Beyond anticipating the attack itself, you have the failure by the Israeli Government and the idf and the Security Forces to mobilize, to rescue people, as they were under attack. Hiding in their homes being slaughtered. On today, on shabbat, the Jewish Sabbath you have people protesting against netanyahu, against the government in tel aviv. You have people screaming on tv, calling him a traitor. You have things that, normally, and these kinds of situations where israel has been attacked, people are coming together in the country. They are still rallying around the forces. Some 300,000 israeli soldiers, many of whom are reservists who are flying in from abroad to take care of this mishit, as they are calling it. At the moment right now there is and unprecedented fury at netanyahu, who was already divisive and unpopular throughout the country, them calling for his ousting. You did mention, months of critique, months of protests against netanyahus administration. If you see this, the attack of a week ago, and the violet sense, do you see it at an additional fish report . What are you looking for next . In terms of israel, domestically . Yes. Right now, in terms of domestically, he has made a National Unity government, and then merge unseat war cabinet, as he called it. He has called and several former Chief Of Staff of the idf, i think, to try to reassure the public. He is failing at every turn. It is very unusual for a Prime Minister to go and give a speech during the Jewish Sabbath. I think the last time they did that was when a Rescue Attempt to try to rescue a soldier in 1994 failed. A soldier being held hostage. People thought there would be an announcement, he didnt. They were not crazy about that. Whenever this is over, we dont know when this is even really getting underway in terms of the Israeli Military offensive in earnest, he is the aerial strikes that we are seeing now, i dont see how he is going to remain Prime Minister. This is an absolute cataclysm all across the board. Very predictable once you saw the scope of the killings by hamas. The funerals are getting underway in israel. Unfortunately, for the citizens of gaza you have a situation where the Energy Minister in israel is saying that there will not be any Water Food Medicine until the hostages are released they are trying to use it as a point of leverage. Thank you so much for being with us. Of course, a lot of critique, a lot of discourse around if you have massive Intelligence Failure that led to the attack when we can go. Since then, of course, reports that both egypt, the United States, have passed on reports that warned that at least some sort of attack was possible. Your thoughts on what we have seen so far regarding israels failure the Intelligence Failure, how did they not see this coming . Well, frequently Intelligence Agencies pick up some indication that attack may be brewing, yet they lack the specific details in terms of when, where, and what will be used. When you get that strategic warning what you try to do is augment your defenses. Increase your ability to respond quickly to such an attack. Clearly, israel was caught totally unaware. The israeli Defense Forces were not augmented along the border. We did not see a lot of additional Israeli Military near that Music Festival where so many individuals were slaughtered by hamas. Even though there was not the specificity of what was needed in order to stop an attack, the fact that the Israeli Forces were not able to anticipate what hamas was able to do, did not take the necessary precautions along the border to try to strengthen their forces. This was clearly a failure on multiple dimensions in israel. The failure that is behind this and then, of course, the question of the role that intelligence have to play in the days and weeks ahead. The United States confirming american citizens are among those taken hostage by hamas in gaza. If you would, pull back the curtain for us. Give us a sense of the role u. S. Intelligence can play in determining the extent to which they can help in finding those hostages. I think there are two main things. And one, u. S. Intelligence will look back into their databases and see whether or not there is any information in there about hamass plans and future attack plans. To make sure that that will be processed, immediately, and shared with the israeli counterparts. In addition, im sure that there has been a surge of u. S. Intelligence capabilities, both technical as well as human sources, to try to provide some insight into what hamas is now planning to do. How they are planning to respond to what seems to be an inevitable israeli incursion into gaza. This surge is critically important. It is not just the United States. Im sure other countries, European Services and others, are trying to provide the israelis with everything they need. They are asking the israelis what they need. Sending u. S. Naval vessels to the coast, also doing things from overhead. Clearly, this is an ongoing nightmare for israel and the palestinians. Im sure u. S. Intelligence is doing everything they can to increase its ability to have some sense of what hamas, where these militant leaders, terrace leaders, are. What they may be planning in the future. Do you have a sense of whether or not israel has defined what success on this mission looks like . What success, what the objective is, other relates to hamas . The obi think they have several objectives one is to destroy hamass Terror Making Ability as well as their ability to continue to launch rockets onto israeli soul. I think they want to find and kill the hamas leaders responsible for these horrific attacks. Also, fundamentally, i think they are trying to ensure that they can find where the hostages are and do whatever they can to recover them, safely, im sure is really Special Forces and gaza are looking for any indication any information that will give them a sense of where these hostages are being held. How they may be moved around and gaza. It is a multi dimensional challenge that the israelis have. While, at the same time, trying to prevent the further loss of innocent palestinian life. It is an impossible balance, what israel is trying to do. I do not think they have a sense of what is going to happen the day after they are able to mitigate this hamas threat. Just prior to 9 11, and after the 9 11 attacks here in the United States, we decided that there was an imperative to go out and disrupt alqaeda. We did not know where that was going to go. We wound up 20 years in afghanistan. Surely the israelis do not want to reoccupy gaza. But the future for gaza and the palestinians very, very, uncertain at this point. Shortcomings in all humans. It is a particular problem of the language of power. We talk about the siege, hamas, the war, whatever nobody saw for two decades to lift the siege off of gaza . Simple things. The children in gaza, 40 of people in gaza are children, or adolescent. What future have they had over the past 20 years . What feature for the next 20 years . What is the price of Equating Suffering . Where does it stop in the human mind . Even if you permit me the title, israelhamas war. As if somehow there is an isolation between an entire people and a few bad apples, so to speak. It is not that. It has been a total dehumanization of the palestinian people. In gaza, in the west bank, anywhere. Just star from speaking of the palestinians as truly equal human beings to anyone, anywhere. Especially in english. Doctor joudah, i want to pick up on a piece that you referenced here. Which is the displacement, especially because it is happening amidst a global displacement of young people. As we have watched, that have consequences that extend generation to generation. Unless you look forward on that question of what happens to these young people, in the days and weeks ahead, beyond what questions are top of mind, what are you thinking about . What is you want us to know . I would like people to know that it is a very possible that a further dispossession of Palestinian Land is a foot. That a further displacement and removal of palestinian peoples afoot. The the possibility of those people having lived through horror for the last 20 years, who are, as you or i might, with my own children, not want to return to a place that has been utterly destroyed, is very possible. The depletion of positive insoles and numbers on the ground is a foot. These are serious things. This is a repetition of the dreaded words of Ethnic Cleansing of the palestinians. Dreaded words in english, of palestinians, yet again. I am a physician. I want to ask, in general, when will the medical community in the u. S. , as physicians, say, for example, no life is better than another . Than another you know . We have, in medical schools and in institutions across the United States, declarations about this war that arm th cite. They are onesided. As a physician i do not turn away from the poor, the uninsured. The people i like the people i dont like. People who like me, people who dont like me. We uphold a level of impartiality and neutrality In The Name Of humanitarianism and humanity. Here we are a medical the largest, most wonderful, medical system in the world. We cannot come up with the statement that says, we are for all lives as equal . I think the problems are deep. We have, in the media, a major field of creating a culture in the u. S. To begin to really work hard to bravely and courageously make sure palestinians are truly seen as beautiful and equal people to anyone. They are. All of them girding for some sort of hezbollah offensive that could be coming any day now or, could never come at all. That is something that everyone here is worried about. Whether or not hezbollah will make the decision to throw themselves into the war and internationalize a conflict. Bringing in yet another country, another Militant Group. Not just any Militant Group, hezbollah would dwarf the abilities that hamas has brought to bear in its fight against israel. We are talking about a volatile situation here on the border. While the violence in the shadow of what we are seeing in southern israel along the gaza strip, it really contains all the ingredients for a major conflagration. One that would complicate the situation and be devastating for the people of israel, and lebanon, just as we saw back in 2006 when there was a full on war that lasted for more than a month. Matt, i just want to underline something here. Hezbollah said yesterday was, quote, fully prepared to eight hamas in this war. What does that statement mean to you . Beyond the decision whether or not to get involved. What could that actually look like . We have been hearing this from the top halls of power of hezbollah and other lebanese officials all the way down to folks who are on the street here in southern lebanon. All of them saying that they are ready for war but they do not want war. This is the kind of bellicose rhetoric you hear when anyone is getting ready for war. It does not necessarily mean hezbollah is gonna throw and its not with hamas and enter into the fighting but this is posturing, posing, the kind of thing that needs to happen in the political run up to an intervention. There needs to be this kind of Chest Thumping to get everyone to take their positions. It does not, necessarily, mean that the decision has been made. We can take hezbollah at their word that decision had not yet been made. If there was going to be made, it might be made not here in lebanon but in tehran, in iraq. We have to look at a situation that innocent persons, no matter where they are, of the concern of all of us. I think that we should focus on the innocent. Quote, we strongly believe that israels response must take into account the millions of innocent civilians in gaza who, themselves, are victims of hamas and are suffering the consequences of their terror campaign. Can you tell me, congresswoman, what it would look like to take that into consideration . None of us know the deadlines where the Military Calculations that are being made. I think the focus should be, clearly, on the innocent. The work with egypt to open those borders now. We cannot determine whether or not the time it is 24 hours. But we know that this is a war. The innocent are important. My focus is to ensure that the borders are open. That innocent persons have the time to go where they need to go. That should be our chief direction, particularly as we look at the carnage that was left last week. Perhaps, to that, point and wonder if you or your colleagues have been briefed on any information regarding american to may still be in the region . Other areas hostages, among the gazans billion population. If so, what can you share . But i can say to you is we are eagle focused, if you will, on our hostages. Ambassador carson, the hostage envoy, went with secretary blinken. I think he might still be in the region, or still working in the i have worked with him before. He is a successful hostage negotiator. I assume he is working with the persons in israel. We are focused, laser focused, on our hostages. We assume some of the maybe in the region. We are working very hard. Every day, every, minute to bring these hostages home. Which is one of the reasons the president of the United States spoke with their families. I have to work getting some of my constituents out of israel during this crisis. We were able to get them out, successfully. I am interested in hostages from cities across america. Houston is a city that had individuals n potentially stop in israel. They were able to come out. I am certainly concerned about residents of houston, and other cities across america. I am focused on leading the city. We have to make sure that every innocent person knows their country has the purpose of working to bring these notches home. Know that your nation stands behind you that question. That is what we are doing with respect to hostages that maybe are still held within the region. Congresswoman, i have less than a minute left. I do want to ask you how the absence of a speaker has impacted your ability to do job . Specific when it comes to this crisis. It has been dramatic. It has been, again, the lack of leadership the world looks to america for its guidance, its strength, and its knowledge. We have not been able to express positions on this. I want to say to america, democrats have a purpose in a plan. That is on behalf of cities across america, like houston, whose business has stopped because we do not have a speaker. It is stunning. Gaza is densely populated, hamas has been known to use underground tunnels to move around. These tunnels are currently being bombed heavily. Reporting on the Afghanistan War in 2008 where he is ever others were kidnapped by the taliban in hubble, he was held for several months and ten days before escaping. Join me now he is the senior editor, hello my friend. Of course, the instinct to jump past the motion and get to the cerebral part of this and the emotions part of this. I do want to sit, for a moment, and what the experience is for people on both sides. For the person who has been taken hostage, and then for their loved ones who are watching from home, wondering what it is they can do. For the hostages themselves, i can talk about Glass Half Full here, it, they have been separated im sure about one positive thing is they have each other. They are probably in groups of two, three, or five. I was kidnapped with two afghans. Im still in touch with both of them. Both of them live in the United States. We have help to keep the other going. That is a positive thing. In a lot of ways it is cruel or for the families. You see all these families on Television Begging and pleading. Im biased but kidnapping is, to me, it is like a slow motion crime. It plays out over months and years. The families have the sense that they can save the life of your loved one. Your loved one gets cancer, for example, if you could just say the right thing, if you could get to joe biden, if you could get to benjamin netanyahu, you can somehow save the life of your loved one by getting a prisoner exchange. This is a terrible situation. The families do not control this. There is only one party to blame. That is the kidnappers. Since you referenced President Biden, he gave an interview with 60 minutes this week. He was asked about those hostages. I want you to take a listen to what he said. To those Holding American hostages in gaza, you say what . I say we are going to do everything in our power to find them, everything in our power im not gonna go into the detail of that, but we are working like hell on it. Of that, i wonder how that lanh you. It is good to hear. Me it is prioritizing getting these folks all. Separately, there has been an increase in governments taking people hostage. Held in russia by several other americans. The iranian government, they have also criticize a steal. It is a huge problem. There needs to be a Big International effort by countries to punish governments to do this, as well as individual groups. I want to say, as we are reporting on this, there is a graph of International Law that says clearly what is a war crime, what is illegal, what is not. Targeting, intentionally, of civilians is happening. The concert in israel, the Music Festival, that is clearly a crime and terrorist act. Objecting civilians is clearly as well. Also there are lots of allegations flying around about israels bombing. A lot of that has to do with intentionality. If you are intentionally dropping a bomb on a vacation where you know civilians are, that is the definition but, again, it is very hard. So few people have access. You have read the memos now being found on the hamas militants and say, specifically, go to places where children are. My colleague, ana schachter, in the National Security unit who got those documents. We wanted to verify them. We talk to people who survived in those villages. They said hamas did follow the tactics that were in the documents. They, specifically said, surround the schools. Around the communal cafeteria, you know . Take hostages. And then there is a separate part of the document that said kill as many as you can. Intentionality is crystal clear. I want to ask you about the specificity of this case. Hamas demanding the released of around 5000 prisoners currently held in israel. Is there a roadmap here . Is there even a comparison . There needs to be a Global Campaign by all governments to stop abductions, kidnappings, by governments and extremist groups with very clear penalties. Several years ago there was an israeli soldier which hamas captured. He was held for five years in the gaza strip. Israel could not find him for five years. It is their decision, it was applauded in israel, released roughly 5000 Palestinian Prisoners for his release. Hamas is expecting that sort of resolve here. They were intent on getting civilians and washing them back. These documents show that they had a plan for one unit to grab hostages. And the other unit to come to these israeli villages and take them back into gaza. They see this as enormous leverage. Again, it is a very difficult situation. Less than a minute last. I want to ask you as someone who has both lived this and reported on this, extensively, what it is we should be watching for in the next 24 to 48 hours . I think the fact that israel has identified these two roots for people to leave gaza is a positive sign. That there is a sense, you know . In a way, gaza is trying to provoke israel. They want israel to engage in wanton bombing and have as many hostages. Yes, hamas. Excuse me. I think the pace of this operation, maybe israel is not trying to do enough. We are trying to report all this out and get the facts. But that is the key thing. Focusing on the intentionality . On the intentionality there is International Law. There is crimes of war. Sadly war were to, bosnia, other conflicts that do lay out a roadmap for how to do this to minimize civilian casualties. So grateful for your time and your expertise. That does it for me.
