October, 14th. Im alicia mendes. Just hours ago, it was announced that it would allow safe passage for evacuees among two roads in gaza from 10 am to 4 am local time. It just passed four pm and gaza, and an expressive expected grounded nation by Israeli Forces could begin at any moment. It comes one week after hamas executed a series of horrific Terror Attacks inside israel, killing more than 1000 people, taking more than 100 hostages, making it the deadliest single day for jews since the holocaust. A u. S. Official familiar with Gaza Vaccination plans says that the u. S. , egyptians, and israelis have reached a tentative agreement to use the rafah border with egypt to allow safe passage for u. S. Citizens seeking to leave gaza. But the official stretches the situation on the ground remains fluid and that is unclear whether hamas will even allow people inside gaza to reach the Border Crossing. Nbc news has spoken to one american mothers on the ground with her three children, small children at that Border Crossing. She said it was not open. We will continue to monitor The Mass Exodus in gaza throughout the day as israel prepares a Ground Invasion in the palestinian territory. Officials say it is imminent. Israeli tanks and troops have amassed along the countrys border with gaza. Israeli Defense Forces have confirmed that theyve already been Conducting Localized rates and side of the gaza strip, they say this is not yet the start of the offensive. The anticipation for the next phase of the war has already created a dire humanitarian situation inside of gaza. A region that has been cut off from food, Drinking Water, fuel, Electricit Mical supplies and other resourcesfor several days now. Israel gave the 1. 1 residents in Northern Gaza 24 hours to evacuate to the south. The deadline has begun already passed. A short notice to be evacuated has been heavily criticized by humanitarian groups and groups like that United Nations. Gazans have been fleeing by foot and jampacked vehicles along areas that have already experienced heavy shelling. Yesterday, airstrikes hit three convoys of evacuees killing 70 people and injuring hundreds of others. In the weeks since the Surprise Attack by hamas, more than 1300 people have been killed in israel and a total of 2215 people have been killed in gaza in the west bank. Nbchas now obtained new tails about the scale and sophistication of that attack. According to maps and documents founonhe bodies of Hamas Militantsedn the conflict, hamas deliberately targeted Elementary Schools and the youth center in one kibbutz with the intention of killing civilians and children are taking them hostage. With me now, nbc news correspondent Kelly Cobiella, whos on the ground in jerusalem, and nbc White House Correspondent allie raffa. Also joining us from jerusalem is nova an independent journalist whos been covering the Israeli Palestinian conflict for more than two decades. Ali, i want to start with you. Tell us what you know about this tentative deal between the u. S. , israel, and egypt. Yeah alicia, in just the last hour, the u. S. Official from the with Evacuation Plans but tells us that the u. S. Has reached a tentative deal and they were careful to stress that it was tentative. Between israelis and egyptians to be able to allow access by u. S. Citizens to the rafah Border Crossing. This is the sole Border Crossing between gaza and egypt. The official stretches as we mentioned that the situation remains extremely fluid, and they were careful to caution that it is entirely possible that Hamas Terrorists prevent the flow of people to that Border Crossing. And alicia, in just the last few minutes we heard from the State Department issuing a new advisory that is ordering the evacuation of Embassy Staff and their families from tel aviv and jerusalem. The State Department saying that it has quote, Authorized Departure of nonemergency u. S. Government personnel and eligible Family Members for those two in the cities because of quote, terrorists and extreme violent extremists that they attack with little or no warning. They say they target tourist locations, transportation hubs, markets, Shopping Malls and local government facilities. They had that violence can occur in israel in the west bank and gaza without warning and there has been a marked increase in demonstrations throughout israel, some with little or no warning. That has been the question since this conflict began a week ago today. How were americans trapped really on both sides of this conflict in gaza, in jerusalem, going to find their way out. And we know that that plan as far as Palestinian Americans is being worked out, and thats part of a much larger plan that includes these Charter Flights by the State Department for u. S. Citizens and their immediate Family Members from israel as well. And we know the first of those flights was conducted successfully yesterday with this Family Planning agrees. State Department Officials say that they will continue conducting those flights as long as there is a demand for u. S. Citizens, and theyre actually also considering see options as well. Kelly, The Mass Exodus of residents from Northern Gaza, three convoys of evacuees were hit yesterday. What more can you tell us . So The Mass Exodus continues. People in gaza are still making their way south on those two routes open up by the idf. The israeli Defense Forces essentially put out a message in arabic saying if you are concerned about safe passage after yesterday, please use these two north south routes. They will allow for safe passage between the hours of 10 am and four pm. As you, know weve just passed the 4 00 hour here locally. People are still making their way south. Keep in mind we are talking about 1. 1 Million People potentially evacuated from the north of gaza amid continued airstrikes by the israelis as movements continued overnight and into the morning. They were airstrikes east of gaza city. There was also a strike this morning in con eunice, which is in the south and which civilians are reported to have been killed, including children. So the bombardments continue. The movements of people continues, and there are also still calls from the u. N. To open up some sort of humanitarian corridor to allow some aid to get in. We know about that border in the south crossing from Gaza Into Egypt in a potential that that will be possibly open and this tentative agreement to allow americans to leave. It has not happened yet. According to our reporting on the ground. But there is also aid when on the other side according to United Nations, and the u. N. Would like that eight to get and. The u. N. Warning today just a couple of hours ago now that the Drinking Water supply is extremely low. Theyre calling this a life and death situation inside of gaza because of the lack of fuel, why Treatment Plants are not functioning. There is no running water. There are no toilets. People desperately needed Drinking Water and gaza. So the u. N. Calling on all sides to open at least one border to get some humanitarian aid in. We know one last thing. We know the 24 hour deadline with the idf put in place yesterday came and went without an incident. There was no, aside from of course the strike on that convoy trying to escape, but there was no Ground Offensive is the point. It was not sort of aligned in the sand for when the Ground Offensive when you go to start. Another deadline has now come and gone. The question which frankly we dont know the answer to is whether or not that Ground Offensive will begin sometime tonight, in the coming hours, or will there be more leeway for more people to escape to get to someplace safe. Alicia . Just a week out from the attack, israel is a nation that is still grieving. Prime minister Benjamin Netanyahu going on tv. With little notice last night to give a speech to say that hes been in touch with some of the families of hostages. What did you learn from that speech, and i wonder your cinch of how it was received . Highly shut, thank you. The speech has been very poorly received, and in fact at this moment as we speak, there is a protest of about 1000 people in tel aviv outside of the Defense Ministry headquarters. Many of these people are Family Members of hostages and they are yelling about the Prime Minister saying nothing, no one reached out to them. In fact, no family has confirmed receiving any outreach from the Prime Ministers office. There are increasing calls for him to resign, which is surprising even to me given i would say how closely are two just the attack itself. I was not expecting Something Like this. But netanyahu, who was always referred to himself as israels mister security, has almost vanished from the scene here. And your sense of someone who was on the ground, as someone whos covered this conflict for years, what are you watching for in the next 24, in the next 48 hours. What are the early indicatorsg to see if the army engages in any operation in gaza, either a Major Air Force operation, a ground operation, some combination thereof. I have my eyes very closely trained on the northern border with lebanon where the hezbollah militia has a top israeli communities with mortars. The Israeli Air Force is now acting in Southern Lebanon simultaneously. So we have to keep our eyes open for a new front or semi front in this war. And im also watching out for how the Israeli Government manages to scramble out of the situation, where right now it is perceived basically as having abandoned its people. And joining us now is admiral jamess trivia this, hes a normal and msnbcs National Security analyst. Thank you so much for being with us. And i want you to help us understand is really the Defense Forces in the idf have confirmed that theyve already been Conducting Localize raids inside the gaza strip but the say that that is not yet the start of the defense. What is the distinction . Its very small, and frankly any big ground to solve is going to have ahead of it rangers, pathfinder,s special forces. They will go in and kind of assess the positioning of the opponent. So i would say that this is in fact the beginning of the ground assault. The idf spokespeople may say yes, were going to move the entire mass and later, but in military terms, alicia, this is the beginning, and i would be very very surprised if the idf does not go in and significant numbers in the next 24 hours. And then how does that change the dynamics of the conflict, and must understand specifically the nature of Urban Warfare, the challenges of Urban Warfare . The challenges of Urban Warfare are immense. It is the hardest battle you can fight in the Infantry Side of combat, simply because in this would be obvious to anybody, all of the cover all around, the vertical high buildings from which opponents can rain down fire. The obstacles that prevent you from moving your large, protective Military Vehicles through narrow streets, and of course in gaza, 300 miles of tunnels underneath that permit an opponent to drop down one place in popup an expectedly in another one, and perhaps behind you forces. Ectedl inso the nature of Urban Warfare is very difficult. And i will make a point of comparison from u. S. Combat operations. About ten years ago in iraq, the marines, u. S. Marines were ordered to subdue a city called volusia. Fallujah was one fifth the size of gaza. It took two marine regiments arguably the best shock troops in the world two months to subdue that, and so i think we are at a start of a long process in a very difficult one for the idf. We have Hamas Holding more than 140 people hostage in gaza right now. You have the exodus of palestinians. Both of those humanitarian pieces, how does it complicate military plans . How is that been taken into consideration . It already has, as follows. If you compare the two attacks, hamas launched a completely Surprise Attack, use deception, provided no warnings. Deliberately attack civilians. The idf, because they are attempting to follow the laws of war, have given a warning, dropped leaflets, are providing safe routes, are giving time, and we can argue about should they have given a week to get out of this thing. But the exigencies of the situation are such that the idf was trying to strike a balance between avoiding Collateral Damage but doing what they have to do to protect the population of israel from hamas. I want to clear with you, admiral into our viewers, that the images that you are watching on your screen across gaza, those are happening in realtime, and then addition to that conflict, the one that weve been talking about in gaza, tensions of course increasing israels border with lebanon. You have unrest in the west bank. Your assessment of how things are unfolding on those two fronts . About what i wouldve expected at this point, which is to say that the main efforts of the Israeli Defense force appropriately will be directed against combatants, hamas in gaza. I would say at least 200,000 troops will be prepared to enter. Of the 300,000 that have been mobilized. A sufficient Strategic Reserve will be preserved in case that Northern Front or semi front, as your previous guest called it, a good term, opens. If that Northern Front opens and you ask what to watch for, i would say watch four missile strikes, massive ones from hezbollah to the north. If those start unfolding, this conflict will widen and potentially we will see u. S. Engagement and support of israel on that Northern Front. Lets hope we dont get there, alicia. Admiral, the concerns of course about the extent and the brutality of this war. Gaza left without food, water, basic necessities. The u. N. Secretary general Antonio Guterres has warned quote, even wars have rules. International humanitarian law and human rights must be respected and upheld. Talk to me about the role of the International Community plays and all of this. I spent five years as dean of the school of international law, and i am extremely familiar with and very sympathetic to the secretary generals comments. He is precisely correct, it is not just the United Nations. It is organizations from Doctors Without Borders to the International Committee of the red cross. There are a plethora of these organizations who are brave, willing to engage, and willing to help. What they need is the support of the International Community. I would say on three crucial things at this moment. Safe passage. That means routes that are permitted, that are not sealed off by hamas at one end or egypt at the other, or attacked by israel. Safe routes. And number two, they need camps. They need places to go where they can be safe. I think the analog here, alicia, is syria. 21 Million People prewar, 7 million of them are now in camps outside of the border. Those camps are going to need to be established. Most obviously in sinai on egyptian soil. I think that conversation has to occur. Egypt cant afford to do that. The International Community must support it, and then number three, the needs of the people remaining in gaza. The hospitals, those who are infirmed and cannot move on. They need to be safe zones established for them. That is going to be a responsibility of hamas working with the International Community. I think that third and final one will be the most challenging. I want to ask you about some reporting from nbc news that a small group of state Department Officials involved in public messaging around the Israel Gaza Conflict were vice friday against using these phrases. Deescalation, ceasefire, and to violence, bloodshed, and restoring calm. A u. S. Official directly familiar with the email said that was written to ensure State Department messaging was consistent and in line with that, and with Secretary Blinken and President Biden and the officials said the guidance was forwarded, circulated beyond its intended recipients to a much larger group within the State Department. I wonder, as someone who has been in those meetings, was receive those memos, what do you make of this . Yeah, its clearly in line with the Biden Administration policy. What surprises me frankly is that those messages would be sent, because obviously somebody leaked them, and its obviously not a great look based on phase two of what were now seeing, which is already eminent humanitarian disaster in gaza. I think it generally reflects the policy of the Biden Administration, which is to make a make it unmistakably clear to anyone that is listening that the administration is intending to give the israelis the time and space and the support to do what it is they think they need to do in gaza, and that is for now. Once this operation starts, i suspect the president havent created a situation where theyre right now is almost no daylight between this National Unity government and his administration. At some point, probably as this operation unfolds, theyre going to have to be much tougher conversations between the president and the Prime Minister. Yes, but for now as you said, that is a big asterisk. So talk to me then about what it is that would occur that would cause for there to be more than a little daylight between the Biden Administration and the Israeli Government. Given the fact that the blockade has created a humanitarian disaster, let me just preface this stuff. 60 seconds, what is the context here. October 7th, you witnessed nothing short of a terror rampage. And an initial 200 highly trained hamas fighters went on a indiscriminate killing spree, borrowing a page from the Islamic State and alqaeda. The context of this largest single tara tack in the state of israel, arguably 73 notwithstanding, the largest Operational Intelligence failure has created a context in which the contract between the governed and those who govern and its people are now strayed, because the primary objective of any government is to secure the security and prosperity of its citizenry. And that went down for almost five days, and so the Israeli Government is now considering an unprecedented, and i would argue is the objective here. A sort of this passionate Military Campaign which is designed to not just destroy hamass military capacity, but i suspect undermine its sovereignty and its capacity to govern in gaza. That operation is going to be massive. Divisions. Anywhere up to 100,000 israeli combat forces deployed, special forces, naval and simultaneous air strikes. All of this is occurring and one of the most densely Populated Areas in the world, 2. 3 Million People, half of whom are under the age of 15. You now already have a humanitarian catastrophe. So what would be the take away that would basically compel the Biden Administration to try to restrain these rallies and push for deescalation, which is clearly not what they are doing right now is a catastrophe that goes beyond even that, and right now were talking about 1900 palestinians killed. According to the Palestinian Ministry of health, a quarter of those children i would hate to speculate. I just think that we have entered a long, dark tunnel, and it is uncertain to me about what is going to emerge on the other side. A long, dark tunnel indeed with global implications. I want to make sure that we also talk a moment about what is happening in a more immediate sense. The israeli hostages being held by hamas. Your sense of how that then impacts the Decision Making on the part of israel and its allies. This is the cruelest dilemma that i think that any government can face. On one hand, the Israeli Government has a commitment to avenge or seek retribution, destroy hamas in order to basically demonstrate that all of those israelis were killed, 12 or 1300 not die in vain. On the other hand, the Israeli Government has a commit to living, to the living. 150 hostages, some of whom are held by hamas, and i think that the israeli calculation is once in gaza perhaps they will have better intelligence to identify where these people are, but i really believe that the government of israel has made a decision that if they cant solve the problem of the hostages in the run up to this operation, they clearly cant. Theyre going to proceed anyway. It will be on hamas, its responsibility for the fate of these incredibly unfortunate people. Aaron, i only have a minute left. And so the question cannot be answered in a minute, which is a big outstanding questions about irans involvement. As that information continues to come to the surface, tell me how it is going to inform the dynamics of this conflict. If in fact there was a true smoking gun and the iranians coordinated, directed, gave them the green light to launch this operation, i dont think that frankly happened, then both the government of israel united states, says there are 22 americans killed, indeterminate members held hostage, they have a decision to make about what to do in a kinetic faction with respect to striking iran. Its the Northern Front heats up, and it may, we have and you could even see u. S. Involvement as well. This is going to get worse. The last point, sadly tragically before it gets worse. There is a significant Military Buildup where you are right now. What are you seeing . Yeah, were just a couple of miles from the border with lebanon, alicia, and you can see that the Israeli Military has amassed these mark of a battle tanks. They have armored personnel carriers. They have a whole bunch of troops. They are getting ready for a potential second front in this war that of course they hope will not come. But hezbollah as recently of yesterday has said that they are not planning to sit this out. They will get involved when they need to. Were not were starting to see some indications of. That we can see small arms fire in the background, and a little while ago there was smoke in the distance as according to the Israeli Military, hezbollah had struck and to the area, amounted not far from here. Israels military responding and showing it with artillery as they try to target the areas for which those strikes are originating. I can tell you, as you drive around, these areas at the beginning of the golan heights, all that you see at these points are troops. The streets are basically empty. There are some volunteers on the street were handing out water and food. But beyond that, it is almost like a ghost town. People, many of them have evacuated to further south in the center part of israel where it is considered to be saved her. The communities appear are really bracing for what they fear that could potentially be a significant onslaught from hezbollah if they decide to get involved in a more significant way, particularly as we await that expected is really ground incursion into the gaza strip, alicia. Matt, the idf confirms theyve already been Conducting Localize raids inside the gaza strip, they say it is not yet the start of the offensive. You heard me with admiral stavridis saying that is a distinction without a difference. What are you seeing from your Vantage Point in Southern Lebanon . But were not seeing much in terms of any actual attacking today, but that doesnt mean that were actually at the border. We were there yesterday where was quite a frothy situation. We saw rockets being fired from the lebanese side into the israeli side, and at one point we saw what looked like the israelis taking down one of those rockets using one of their own antiair systems. Were not sure if it is the iron dome, which famously has been so effective for the israelis in taking down hamas rockets, but this is a situation on the border that could explode at any second. If you remember back in 2006, that was a full on war that lasted for more than a month and killed nearly 2000 people on both sides, including tons of civilians here in lebanon. That escalated from zero to a full fledged war in a matter of hours. That is what people here are worried about because this place is just poised for war. We are talking about hezbollah, that is the dominant force here in Southern Lebanon. They take their directions both from their own leadership, a reclusive but somehow vocal leader of this militant group who has really pose some of the most muscular attacks against israel in the past several generations. If he decides to bring hezbollah into the war that would bring one of the most effective fighting forces against israel in the region against israel and that would basically split the israeli lines, it would internationalize the conflict, and it would spell trouble for the entire region. But so far, all weve been seeing is the kind of violence that pales in comparison to the kind of fighting that weve seen in gaza and other points in southern israel. But that could change at anytime, alicia. Matt, what more you learned about the reuters journalist who was killed in lebanon on friday . But we know his funeral was today. It was saddening for just about everybody here. There are quite a few journalists here in the region who knew him quite well. Im not one of them, i did not know him. But we dont know anything about the circumstances. Reuters has said that they will be pursuing an investigation into what happened. Hezbollah was very quick to say that this was the result of israeli shelling. He was killed by the israelis. We dont know that for certain, but this is a situation that has upset just about everybody in the Journalistic Community here and what we hope not to see repeated. We also heard from hezbollah not official statement from the news organizations, but there is at least one reporter killed by al jazeera. This is from other sources, not an official statement from al jazeera, and there are journalists who are wounded from reuters, al jazeera, and from audience freds press. So clearly, the border right behind, me and Josh Lederman is way over these hills in the early part of israel, this is something that is going to be increasing ferocity probably over the next several days, but we dont know if its going to be reaching into a full fledged war. But the fact that journalists are being killed right there on the border is a bad sign for all of us who are covering this story. Nbcs matt bradley in nbcs Josh Lederman, as always, thank you both. Still ahead, documents obtained exclusively by nbc news showed shocking new details about last weekends Terrorist Attack in which israelis were intended targets. Chilling new details about how Hamas Terrorists deliberately targeted israeli schools and Youth Centers in the hunt for hostages. Documents recovered from the bodies of hamas fighters and obtained by nbc news from an israeli official show how the group drew up detailed plans to storm specific schools and task special units to deal with the hostages. The documents contradict hamas claims that the group does not target children. And the part of an emerging picture of the scale and sophistication of the attack, raising questions about the failure of Israeli Forces to stop them. The Israeli Military tells nbc news that the Gaza Border Fence was breached approximately 30 times, a higher number than previously reported, which helps explain how hundreds of terrorists were able to enter israel. We located some of the most severe breaches, including this one near kibbutz beeri, where terrorists use high explosives to blast their way through. Then storming inside the rural community, leaving a trail of death behind. Israeli military says that in this house the Israeli Residents had barricaded themselves into a safe room where Hamas Terrorists werent able to get them, and so they set the whole house on fire. Hamas Ground Forces were supported from above by explosive carrying drones. At this spot near kfar aza, a drone dropping a bomb and a Machine Gun Tower Overlooking the border. New images also show what to Security Analysts believe is a anti aircraft missile. It is not clear if it was fired, but it indicates that the terrorists arrived ready to defend themselves against israeli helicopters. We dont know why israeli Monitoring Systems failed to detect hundreds of hamas fighters approaching the border fence. Critics say that Israeli Intelligence missed Early Warning signs, including hamas fighters building a Open Air Village to practice their tactics. Well, it was a collapse of all systems, but the first one is the intelligence system. And painful questions over the slow response of his really troops what the track was underway. It is not the success of hamas, its more the failure of the Israeli Defense. Reporter it was a senior israeli officer stationed along the gaza border. What is the single thing that shock to the most . None of them were in israel in israel for decades there was a drill that Before The Dawn rise, this is the most important and sensitive time that the enemy can attack. I just came back from ukraine and some of the areas that were occupied by the russian army and witnessed atrocities. Ive been in syria multiple times and aleppo during the siege bombing. Ive been in lebanon and gaza four times in yemen. This is the worst that i have seen. This is a terrible situation beyond description. You have a large number of people hundred every day, including children. More than 400 were killed. The hospitals are overwhelmed because of the sheer volume and the number of patients who are severely injured. Ive seen videos of gruesome pictures of children who were to the body of their mom because of severe burns and all of them were not able to separate them. The mutilated children and amputees leaving the Emergency Room where we support. It was full of patients. Every exam had three or four children screaming. Many of them are in shock. And you also have a scarcity of food, of clean water, a fuel that is necessary for electricity and medical supplies that are necessary for maintaining hospital work in any place. And now you have, on top of that, the Evacuation Order that has been created on their positions for nurses and every hospital. And its still impossible to evacuate civilians with very limited resources, even as countries like the united states, we had this problem evacuating hospitals after hurricane katrina. Ngbut it was very difficult to evacuate patients because of the flood and because of the problems. Even all we had helicopters at that time. Imagine evacuating hospital in Southern Gaza with no transportation, no electricity, with destruction and with bombing. Theres been a lot of conversation of course about the International Community, the role of the International Community can play when it comes to both immediate needs in the broader picture from your seat, from your purview. What role do you see from the International Community . I think the most important thing is for everyone who is able to influence the situation, especially our government, is to deescalate and stop the bombing. And stop this war. It is not necessary. People who are being killed in gaza are not responsible for what happened in israel. The children who have been mutilated, they are not responsible for what happened there. Stop the war. And also, allow humanitarian assistance and removing the blockade if not from israel than from egypt. We are calling the egyptian authorities, and anyone who can help who open humanitarian corridors where we have a flow of medicine, a food, medical supplies, a fuel to gaza so that people can live, danger can be healed. We can continue to work. And of course, stop this unnecessary evacuation because displacement of 1. 1 Million People is unheard of. It is a crime against humanity, and it should stop. And we are calling also for the egyptian authorities, and this is something that maybe is needed at one point, to have us and other ngos able to open Field Hospitals in the egyptian part of the border so that we can evacuate patients who are injured, when there is a possibility to treat them inside of gaza. As you detail for us what you are hearing from the ground in gaza, it is of course relevant that in so much as there is the physical reality of this, theres also the psychological and Emotional Trauma that is being experienced. In my hospital in chicago during the covid pandemic, a small hospital in the southwest side of chicago, half of our nurses quit because of the Mental Health trauma. Because we had too many patients who are very sick, many of them are dying, but especially the first few months of the pandemic. So imagine the situation in gaza where the doctors and nurses are seeing this large number of injured patients, many of them are children and women, and also they dont have enough resources to treat their patients. And also, they dont know whether they will live for the next day or not. Many of them have lost Family Members and militants, and im not sure whether their homes will stay or be bombed. Now on top of, that you have the evacuation. Every Health Care Worker in gaza is traumatized. Every nurse is traumatized. Every patient is traumatized, and the amount of support that they will need to overcome this issue and to prevent burnout is unheard of. Hopefully the bombing will stop and doctors can continue to do what they do best, which is healing their patients.
