on to director, and nancy ward, from california. governor's office of emergency services. >> thank you, courtney. i am nancy ward, director of the california governor's office of emergency services. we are here today because california is threatened by what could be one of the most devastating storms we've had hit california in more than a decade. make no mistake, this very, dangerous and significant storm. heavy rainfall, strong winds associated with this storm began today already and will be felt well beyond the center of the storm entering california. i have been in near constant contact with governor newsom. he has pretty much told us to lean as far forward in coordinating and reassuring -- . we can respond as quickly as we possibly can. the state senator beyond means being pushed 24/7 to coordinate those resource requests from the local stakeholders and counties, communities, across the southern part of the state to ensure that no needs are unmet in those areas. the state has the best trained and experience local forces ponders in the country. >> you are taking a listen to nancy war there. the california governor's office is of urgency services. talking folks through residents living through the state of california that are in the pathway of that storm you can see the bottom of your screen. walking forks through -- how she has been in constant contact with the governor, governor gavin newsom. warning folks that this could be a very dangerous storm to take appropriate precautions. and we have heard from courtney carpenter >> the debris fields major flooding we want to go back quickly down in san diego. folks are collecting sandbags in preparation of this. i wonder, is this state not experienced with this, are they truly prepared for what may be to come? folks there behind you? >> yasmin, the state have not experienced a tropical storm but california does go through natural disasters every year with wildfires. both local county and state agencies -- >> so, the key thing for residents in california is to get the information necessary to be paying attention on their phones, to the news, to know what can happen with the tropical storm. again, a lot of people do not know what it is. like when it comes to the infrastructure it does exist i spoke with a firefighter. a lot of these sandbag pickup zones are at fire stations. he said to me, you know? what we are ready for this. we prepare for natural disasters. we had guys fighting wildfires a few days ago. some came back and we are ready to respond any possible flooding in the area. california is waiting for this. we should add that -- willing part of the fleet they are moving as many as 12 shifts out of the san diego bay in preparation for the storm. authorities are doing what they can to prepare as best as possible. you can hear in the background, we have more trucks in the back are coming in -- bringing in more sand for the residents. local residents doing everything they can to prepare, yasmin. >> thank you. we are going to continue and track, and monitor, hurricane hilary as it barrels and makes its way -- i want to go to georgia now. we are standing by to see any of the 19 people indicted in the interference probe will surrender today. the world will have to wait a few days longer to see if we will get a look at donald trump in a way that we never have before. -- the msnbc contributor with the atlanta constitution and the author of flipped how georgia turned purple on both the monopoly on republican power. we want to start with our own nbc's ali vitale who is outside of the jail for us in atlanta. bring us up to date, ali, if you. we'll fani willis gave all the defense until friday at noon. allowing them to turn themselves and. what do we know about this deadline and one of the going to be down? >> it is a long runway, yasmin. from the time that those indictments were first announced until the time they're up against the deadline to turn themselves and. of course, we are all tracking the movements of the most famous of those 19 people, the former president, donald trump. our sources in law enforcement telling us that, though this plan could change, trump is expected to turn himself in. more likely towards the end of next week standing outside here at the jail today it is a pretty quiet road behind me. theoretically, the gate behind me is where intake would happen. we have not seen much action going in or out of those gates. the 19 faces that you just put up on the screen are ones that we ourselves are actively looking forward to see if any of them turned themselves in. i think it is important to remember here, it is a 24/7 operation. they can turn themselves in from any point that they were indicted up until that friday deadline. the fulton county district attorney put out just when she put out these indictments charges. the larger point here as we track with the former president is doing in his intervening days since his fourth indictment he remains defiant. we have seen a lot of action on truth social. we have seen him speaking out about the grand jury's information that has been leaked online. he is saying it is yet another example of things being rigged against him. of course, it is a moment for the fbi and other law enforcement agencies to be vigilant about threats against people who are involved with this indictment. who are involved with these proceedings. the other thing for the former president was whether or not he was going to pop up at that first republican debate. he himself has said he did not see much upside to doing that. now we are starting to see the ways in which if our law enforcement source of the right he can do a counter programming as he is want to do. he can turn himself in here on thursday. again, that is the plan right now according to the sources. we know trump, we know things can start on a dime. >> ali the tally, for us thank you i appreciate you. greg let's start through some of the stuff. first and foremost, we wonder we have seen a mugshot of the former president before, it was a fake one. manufactured by his own campaign. put out on t-shirts after the three prior indictments. this time he might be getting a real one. any reporting as to whether or not that mugshot will be made public? . we expected to be made public just like any other mugshot in fulton county. he will be treated like any other defendant in fulton county jail. who means he will be fingerprinted, processed, booked, he will have a mugshot available for all the. see we are constantly bugging fulton county officials for any change of plans that we have not heard any yes. we do expect that mugshot to be public. >> we talked about that atlanta event. we showed some video earlier at the event. vivek raab a swami there. going hard after the former president. we see chris christie on the stage there from earlier today. he was asked about the former president skipping the debate. we are lowe learning the fox news tucker carlson. here is what chris christie said. >> >> there are no other conclusions. he is afraid of me. he is afraid of defending his record. if i had his record out be nervous about showing up. january six, i don't care, quite frankly if he's out criminally responsible or not. he is more than responsible for what happened on january. six that is what i want to talk about. >> i'm curious, greg, howard has chris christie been received at this georgia vent by the republicans? also, what are you hearing from them from the latest indictment coming out of their state. >> yasmin, the event is happening one floor below me. this is not an event of trump loyalist, this is an event held by -- >> this is not full of trump loyalists. i wouldn't say that chris christie's most popular the candidates who have spoken. his message was well received. the florida governor ron desantis, nikki haley one candidate who has an is robust swami. who repeated a province who promised to pardon donald trump on day one if he was elected president. >> got mcafee, the judge on this case, former prosecutor and inspector general. he took the bench just six months ago. i want to read to you the admonishments we may have from other judgments, other indictments, your expectations and whether or not you hear that from mcafee -- this is from the judge in d.c. jeopardy maxwell, a carnival atmosphere of unchecked publicity in trial by media rather than a constitutionally developed system by trial by jury. the warning to please refrain from making statements that are likely to incite violence or civil unrest. asking the former president to avoid rhetoric that could, quote unquote, jeopardize the rule of law. are there any expectations that we will be hearing anything similar from mcafee? i think that is something that officials may be working on. it is certainly frustrating for people here who need answers anytime quickly. yasmin? >> that is what i have a curious. about the main list of people who are missing. i wonder if there is appropriate contact services there. is there an understanding that the remaining people who are missing are missing because of this fire? >> we don't now. i think there are multiple list we are hearing about. maybe one with the city. maybe one of the county. i hear there is an effort our is outside reporting that there is an effort to merge those listen to one official list. we haven't heard from one or why we do not know who is missing and who may be in the children who may be behind me in that wreckage. that is very troubling and very upsetting for people here. >> steve patterson, thank you. a. let's talk about the public school system -- it had been one major contours after next maintain transgender accessible schools back in 2021. fanning the made mention of gendered sexuality andres corden's. -- the cuoco benefits that slavery provided translate people. you heard this before, right? >> yes, yasmin, thank you for having me on. i think these examples we are talking about today, whether youth indoctrination or arkansas as attempts to obstruct access to african-american study what it really speaks to is the indignity of being led by the ignoramuses. whether we are talking about the clear misrepresentation of someone like frederick douglass who experienced slavery and what he thought about slavery or the a historical nonsensical justifications in arkansas of why the african american studies courses will be obstructed. fundamentally they speak to the injustice of being led by willfully lack of a better word on people i think that in arkansas sarah huckabee sanders said they are going to block access to or create barriers to access for african american study courses they do not want to teach students to hate america. on the same hand, on the other hand, rather, arkansas still offers european studies at the navy corps. european history is replete with examples of people who hate the united states. we have this thing called the american revolution. people, fundamentally, hated the concept of america. i think both of these things speak to an attempt, and assault rather, on the tools that have been used to hoist african americans up from sunglasses in ships throughout history education isn't a main tool that is used to help african americans. if you're able to brainwash the atrocities committed in the past, and downplay the severity of them. i think it's easier to commit those atrocities in the president. i think that's what we need to do is contextualize assault on african american history as part of a right-wing assault on black and brown civil rights. >> but don't you think what's happening now is just as it is for so many policies, they are looking at abortion rights as well, in a different way. that the country is just going to become more and more separated? if it's happening in the places like arkansas, in a place like florida, right? the people that don't believe in that, that don't want their children indoctrinated, despite the fact that florida governor ron desantis says indoctrination does not belong in the state of florida, it certainly is indoctrination, the people that are indoctrinating our children in that way, believing that way, or believing those, the people that don't will live in states like new york, will live in states like california. and the divide will become deeper. >> sure, i don't know. when we say divide, we think -- it serves us well to grant it not so much as a 50/50 issue, but the actions of a minority of right-wing republicans who know that they are at odds with the majority of the american public. and that's why it is important to frame the assault on african american history as part of a broader assault on civil rights. if you're able, as i said, to convince people that a structure these committed in the past are not that bad, it makes it easier to commit them in the present. i think that arkansas for example is a prime evidence of this. we see they are leading the charge and the attempts to whitewash american history at the same time they're leading a resurgence of child labor and historians like bette english for example have talked about how child labor was used after the abolition of slavery as a source of cheap labor that disproportionately impacted black and brown youth. so we see the attacks on african american history we need to know that there are policy initiatives that republicans are engaging in, so that when they say when they're going to own the libs, we should believe that not just -- >> i guess, what i am curious about is how do you make sense to someone like ron desantis? um, it's called commitment. could you turn down the volume? here, you can try. get way more into what your into when you stream on the xfinity 10g network. welcome back. senior law enforcement officials telling nbc news they expect former president trump to surrender to a jail no earlier than this thursday. fani willis has given trump and his codefendants until friday to surrender, as part of her sweeping georgia rico indictment. once they do, each will be booked and processed, which could include fingerprints and mugshot. joining me now to talk more about this, former district attorney jay tom morgan. thank you for joining us, i appreciate it. >> thank you. >> you actually prosecuted the first corrupt public official in georgia on the georgia rico statute, a sheriff back in 2002. when you are the d.a., which actually neighbors fulton county, it is a case that you actually won. the author of this georgia indictment, john floyd, also authored that first rico indictment of yours two decades ago. you've said that one challenge is actually explaining to a jury what the rico law is, and how it works. and that floyd, he did a really good job at that. how strong is this rico case in your opinion? >> this case is incredibly strong. when we read through the 97-page indictment, you understand in context how each of these individuals one way or the other participated in a scheme to overthrow the 2020 election. and this is what this indictment outlines a very clearly, the jury will be read at the indictment before they even begin the case. and so they will have an understanding of what the case is about. and mr. floyd is an incredible craftsman when it comes to drafting rico indictments. the first time he ever did it for a prosecutor was in our case 20 years ago. but he's had a lot of experience in the last 20 years. >> you also think rudy giuliani faces the biggest legal exposure. why is that? >> because one, he's going to be in front of a fulton county jury. it's going to be a lot different than -- i think the greatest exposure for mr. giuliani and these other defendants is that the georgia case is going to be on television. our country is sadly divided, is divided on whether or not trump should or should not be indicted on these charges, like going back to -- when sam ervin hosted those on television. on television, we will get a chance, with both sides, to see the evidence for ourselves and not through the eyes of a reporter or someone telling us what happened in a courtroom. and i can share this, i tried the first case in georgia that was televised and i've done many since then. when you have a camera looking at you with 1 million people watching, it brings out the truth in a lot of witnesses. >> jay tom morgan, thank you sir. i appreciate it. all right, georgia's republican governor and secretary of state refusing to help donald trump try to overturn the 2020 election. but other republican state officials, they are furious with the indictments announced by dwight fani willis. a republican state senator, colton more, wrote to governor -- this week demanding a special session for lawmakers to review willis's actions, something that is not likely to happen it because it is rare for our governor to do so. otherwise three fifths of the georgia house and senate would have to vote for it, and republicans would need democratic votes to reach that threshold. he's also calling for defunding willis's office and for her impeachment quote, if appropriate. -- georgia democratic state representative shea roberts to talk more about this. representative roberts, thanks for joining us. >> thank you for having me, yasmin. >> any possibility democrats will get on board with this? >> of course not. i really have no concern about senator moore's request, it doesn't even look like he has very much support from his own party. and as you said, governor kent is probably not willing to follow it as well. what i do find extremely concerning is the attempt to paint d.a. willis's actions as politically motivated. what she's doing, she's doing the job that she sworn to do. two separate grand juries after reviewing the evidence and listening to the testimony have found probable cause to charge donald trump, and 41 criminal counts, 91 across four different states, merrick talking about one -- he has been charged with 91 criminal counts. so of course it would be improper for d.a. willis to charge simply for politically motivated reasons, but that's not her. it would be equally as wrong for us not to hold donald trump and his associates accountable, because it would violate her sworn duty not to prosecute if there's probable cause. and it would violate standards of professional conduct for lawyers. and so, just because he is an elite politician, i think there's enough distrust in the government right now as it is, and if we don't hold those in high power accountable, i think that's only going to continue to erode the rule of law, and the public's trust in us. >> here is also what's happening in your state. an effort by trump supporters in georgia to change the pardon rules. we reported multiple times that governors cannot port and in your state. does not decide on pardons. but we also have learned that his office, along with other top republican lawmakers, or not on board with this. of changing the pardon rules. all that aside, what does it say about the support the former president has in your state, considering the backlash we've heard so far with this indictment? >> well, i think what you're seeing in georgia is that there is a division even among the republican party. and, some of my colleagues have expressed significant concern over what's going on with donald trump, and him still continuing to be the leader in the primary. it's so, we have more extreme conservatives that are in charge of pardon in our state, and then we have the more reasonable republicans. i do appreciate governor kemp and speaker burns have said the 2020 election was not stolen, i would also love to hear them say that they're not going to support the person that they're criticizing as much as they are, but we'll go leave that alone and see where we end up on election day. >> i also quickly want to ask you about this new georgia law creating a commission that can review complaints over prosecutors, if something illegal is involved. this is actually signed by -- to create this commission by the georgia governor. georgia governor brian kemp. do you believe that republicans are trying to push this commission, this law, when it comes to dea fani willis? >> so it's interesting, i was on the committee, the judiciary and on civil committee that deliberated this particular bill, and i don't necessarily think that it was implemented specifically for her. there has been some general criticism of a democratic d.a.s that they are not prosecuting all crimes. and really what i think they've been expressing is violent crime is up. so they're using their prosecutorial discretion to charged more violent crimes and maybe let small amounts of marijuana, are just not the priority. so that was the justification for the bill that we are told. but there are three ways already under our constitution and our laws to impeach a district attorney. or to remove a district attorney. and so this is just an extra layer, expensive for the tax payers, layer of a government that i do think will target some of our d.a.s. i hope that they would not do that, and the ironic thing is that they are sitting here, saying that she is prosecuting a crime, and so they want to impeach or remove her. but she's doing exactly what they said they wanted that bill to do, to force them to review each crime and charge. so i just think it is kind of cool interesting that this is the criticism. >> georgia state representative shea roberts, thank you. after the break everybody, as republican candidates minus donald trump get prepared for the first debate, what are they in for?
