after the next presidential election, as the former president and his co-defendants in the georgia case have just one week more to surrender for booking at a fulton county jail. chris christie sharpening his attacks on ron desantis today in the florida governor's own backyard. >> the american people want from a president more than anything else is authenticity. this campaign of his has gone from up here to down here because people are really beginning to wonder what the hell he stands for. ♪♪ good day, everyone. i'm andrea mitchell in washington. president biden is hosting a diplomatic show of force this hour at camp david. a summit with japan's prime minister and south korea's president, to discuss shared security challenges, china's growing economic and geopolitical power and kim jong-un's expansion of his nuclear weapons program. a new concern for these leaders, a north korean missile tested in july and as first reported by nbc, clearly identical or nearly identical in appearance and trajectory data to a russian missile that can penetrate u.s. defenses and carry multiple warheads as far as the east coast. joining me now, nbc chief white house correspondent kristin welker, nbc foreign correspondent janis mackey frayer in beijing and victor cha, the career chair for international studies. the first to report the similarities between the north korean missile and a russian weapon. talk us through the priorities for the leaders at camp david today. we saw them arriving. what do they hope to leave the discussions with at the end of a big day? >> reporter: this is hugely significant for all of the reasons that you laid out. we are expecting that there will be some deliverables. new joint military exercises, new intelligence sharing, including a way to communicate directly in case of a crisis. essentially, what they are calling a three-way hotline. that is significant. it does come in the face of new aggressions by china. all of those provocations by north korea, which you laid out. the location is significant as well. senior administration official saying this of camp david. quote, i think there's a recognition that the venue is reserved for only the most important and significant such meetings. this official citing peace talks between the israelis and palestinian delegations under former president clinton as well as the critical talks that occurred at the end of world war ii. the symbolism almost as important here as the substance. what you are seeing is this push by president biden to really try to get the two leaders of south korea and japan to put aside these long tensions that have been between the two nations and to come together to really have this united front in the face of the new aggressions by china and north korea. it's a critical foreign policy test for the president. of course, it comes at a critical time when he is running for re-election. >> chris -- kristin welker, thank you very much. >> reporter: for south korea and japan and the united states, the threats are very real. there's china's military and buildup and behavior in the south china sea. north korea testing new weapons and making advances in its weapons program. also signs of growing military cooperation between russia and north korea. china has been watching this summit take shape and not having flattering things to say about it. state media here has been characterizing the trilateral get together as a mini-nato-style alliance. they say it'sdestructive and going to cause more conflict. this is tricky navigating for south korea and japan, given china's economic clout in the region. china is the number one trading partner for both south korea and japan. beijing has warned seoul and tokyo against getting too close to the west. this sort of trilateral meeting and a deal might not have happened even a year ago. there have been a number of developments between south korea and japan and their reconciliation. there has also been a shift in this region in the way that leaders view security, because of the ukraine war. china and russia have obviously been forging closer ties in the wake of that. as well, this growing cooperation bringing in north korea. there is the sense that the u.s., with this, is going to be able to lock in its two main allies in the region and take this trilateral cooperation and make it something more permanent. >> victor, let's pick it up there and focus on whether or not this alliance can become real. north korea doesn't react overtly and the north korean alliance with russia, which you have laid out in the last 24 hours, is really a big new issue. >> yes, it is. i completely agree that this is a very important meeting among the three countries. the first of its kind at camp david. most importantly, i think they're going to institutionalize this by having it happen every year, like as the nato leaderss summit or the g7 summit. in the face of what we think is growing russian and north korean cooperation, north korea has provided munitions to russia for the war in ukraine, the defense minister was given the vip treatment by the north korean leader. the missile that north korea launched that has the ability to penetrate u.s. defenses looks like old russian soviet technology they have used in the past in terms of size and appearance, trajectory and acceleration rates. there's concern here. kim and putin have talked about deepening their military cooperation in letters to one another. kim announced that north korea will ramp up their missile production. it starts to come together in a russia and north korea ificatio this meeting. >> i wanted to give you a chance to drill down a little bit more on china's economy, what's happening with youth unemployment, they may raise their prime rate on monday. the problems they are having. >> reporter: yesterday, a big chinese property developer filing for bankruptcy protection in the u.s., after another major developer was showing signs of struggling with liquidity. this is an alarm bell. the massive real estate sector here had long been the growth engine for china. it accounts for as much as 30% of gdp. add in the other numbers, manufacturing down, imports and exports are down. there's talk of deflation here. the central bank now making moves to cut interest rates to try to stimulate growth. all of this coming after there was the expectation of a post-pandemic boom, when china relaxes the zero covid rules, that there was nowhere to go but up for the economy. that hasn't been the case. the concern now is that there will be contagion. the weakness here will spread elsewhere. the other concern is that with all of this evidence mounting of slowing growth, to this point, china's leadership hasn't appeared to be rushing to revive the economy. there's also a push within state media to not talk about the economy in negative terms. don't use words like deflation. there is the sense that maybe if there's a plan that's taking shape behind closed doors, but there is the sense that china's economy is facing real troubles. >> we are showing another picture of the photo opportunities, when they first made their opening statements. it's interesting to watch the seating arrangements. if we could widen out there on that picture. you have tony blinken on one side of the president, to his wide. to his left is gina romando, who is the commerce secretary. that, i think, is an important signal. she's the next person to visit china, as you know, janis mackey frayer, coming after yellen and blinken and john kerry on the china climate change issues. they are trying to build her up and signal to china this is what they are talking about also. it's not just weapons. it's economic weapons, right? >> reporter: she is the one official that beijing officials would like to see visit china. commerce is the gatekeeper to export restrictions, the gatekeeper to trying to strengthen u.s./china trade when diplomatic relations are reaching new lows. so that is some important signaling on the part there. >> we appreciate you staying up late and being with us. and victor, election interference until 2026. that's more than two years after prosecutors asked for the trial to begin. it's a year and a half after the 2024 election. smith proposed a january 2nd, 2024 start, which most lawyers agree was ambitambitious. trump's attorneys say due to the complexity of the case, it's an impossible date. in their filing, trump's team showing that if they were to print the more than 11 million pages of documents turned over to them by the prosecution, it would equal a tower of paper stretching nearlytaller than thf liberty. joyce, to you. does the trump legal team have to go through every page of a document? they said it was like reading "war and peace" 78 times a day. since this is all digital, aren't there lawyers in a lot of big cases who can just speed through this process using word searches? is that not fair? >> exactly. an entire industry has grown up around discovery in criminal cases. you don't have to read "war and peace" 78 times a day. you simply search for natasha and find every page where she's mentioned. you focus in there. a lot of this material will be the same. there will be emails and stuff like that. i think it's misleading to use this sort of an analogy. trump is a wealthy man. he has the ability to hire teams of lawyers. he has the ability to hire experts who do this sort of computer search. that will focus their endeavors and their efforts in a way that's more streamlined than the argument they try to make in this brief. >> joyce, sticking to the federal case, last night former attorney general bill barr said donald trump's run for white house should not dictate when he goes on trial. barr suggesting that he expects trump to be convicted on some of the charges. take a look. >> it was a calculated and deceitful plan to remain in office by nullifying and negating certified legal votes. >> the fact he didn't drop things could lead some to believe that he did feel that he was robbed. this was the good fight and the proper fight. >> well, even if he did -- i am dubious about that. even if he believed that, that doesn't mean you can use illegal means to rectify it. if you think the bank is unfairly keeping your money, there are many things you can do to get it back. you can't go and rob the bank. >> your comment, joyce? >> right. i think this is a great analogy. this is something that we will see as pretrial litigation advanced in all of the cases. this notion that as americans we have to abide by the rule of law, when we have disagreements about how things work, whether it's a small personal case involving money or whether you are a political candidate who believes that you have lost a national election, there are steps you can take. at some point, you have to accept the judgment of more than 70 courts that said there was no fraud in the election and trump goes too far. it is interesting that we are hearing this from bill barr, who stood behind donald trump for so long, only resigning from the justice department just days ahead of christmas, after trump had lost that election. >> a good point. gwen, let's turn to the latest trump indictment, which is georgia. governor kemp of georgia was speaking about the indictment. seemed to suggest that he doesn't think that this case could come to trial that quickly. let's watch. >> i'm sure i will be a witness in whatever goes forward. i can't say much about the indictment. regardless of what you think about the indictment, when i came out two days ago now and tweeted the election wasn't stolen here and we needed to stay focussed on the future, one thing is certain about these indictments, in my mind, in my opinion, this trial, despite what dates anybody is asking for or anything else, it's not going to happen before the election. >> what do you think about that, gwen? >> i think we need to wait and see what judge mcafee decides to do. like you saw in the january 6 matter, where the prosecution put forth a schedule and the defense team put forth a counter schedule, those are far apart, you could expect to see a similar thing in the georgia case. the point is, every district attorney bears the burden of proof to establish or prove their case beyond a reasonable doubt. this district attorney indicated she's ready to go on the schedule she suggested. i think that demonstrates her confidence in her case, recognizing that there's going to be extensive pretrial discovery, pretrial motions. that does not negate the fact that she's ready to go and seek justice on behalf of the folks that voted her into office. >> gwen, i know you are a friend and mentor of willis. how is she handling donald trump's continuing online taunts and bullying in the federal case and in the state case of various participants? >> let me be clear. i haven't spoken to her directly about this case. i can only speak to that issue based on my prior experience as a d.a. i can tell you two things. one, it's disheartening that any public servant, whether elected by the residents of the county or whether you are serving as an appointee as part of that elected official's office, nobody should have to bear or put up with the level of attacks and threats that seem to be going on now. secondly, because both d.a. willis and her team as her appointees have taken their oath of office, they are all lawyers and investigators that are committed to their craft, they are not going to be distracted by these threats and attacks. they will stay focused on what their oath calls them to do. that is to seek justice and investigate matters in a way that maintains due process for defendants and the integrity of the cases overall for the justice system. >> joyce and gwen, thanks to both of you. coming up, i know we are getting ahead of where we are at this moment. what is your view on that in general? >> you are right, we are getting way ahead of ourselves. there are people that on january 6 went to the capitol, maybe not at the clear direction of president trump, but certainly he did nothing to stop what happened that day. they are serving time. if, in fact, the crimes that -- if, in fact, jack smith is successful in prosecuting donald trump for the crimes that he is charged, i think it would be fair that he go to prison. >> joining me now is jen psaki. this is a world travel, a different world. alberto gonzales, a bush era attorney general talking about jail time for a former president. >> i thought the point he made is interesting. he has been advocating for -- reminding people that the justice department does not target republicans. the majority of people who work there are career officials who are not affiliated with either party historically. what he said is interesting. it goes to the point. oath keepers, people who participated on january 6th in the insurrection, many of them have gone to jail. that was part of the department of justice's strategy. if donald trump is convicted of that, shouldn't he also go to jail? it's an equal justice under law question. i was surprised, it took him a second to get there, that he did go there. >> here is mike pence, just today in atlanta in the last hour. mike pence talking about the georgia case. he was in atlanta, at the forum. >> no one is above the law. the former president and all of those involved are entitled to the presumption of innocence that every american is entitled to. that being said, i think it's important, irrespective of that case or other cases, that we speak the truth to the american people. i had no right to overturn the election. the georgia election was not stolen. >> the georgia election was not stolen. i had no right to overturn the law. he is threading that needle. that's his -- he is consistently framing it that way leading into the debate. >> which is so interesting. also, ron desantis came to the brink of saying just last week that the election was not -- was legitimately won by joe biden. that's a paraphrase. what's interesting to watch is martha mccellum has suggested that she might raise this question about whether or not these candidates think the 2020 election was won by joe biden. that would be very interesting if that happens. we will see given that has been the majority of republican candidates and republican leaders have been saying for years that it wasn't. that could be a shift. >> as someone who worked in campaigns as well as in the white house, what about the political action committee by a well-known -- perhaps the leading campaign adviso on the republican side putting out on a very accessible website a really patronizing -- and strange -- playbook for what desantis should do, telling him how many times he should say this or that. he should defend donald trump. >> first of all, it's important to remember he is -- i grew up in the obama world. that was my early experience in politics. he is like the david axelrod of the ron desantis world. he is running the superpac. his political advice to ron desantis is to say his -- his quotes, donald trump is weak. lay off him and not attack him from this stage. it's a questionable strategy. also, it is suggesting that donald trump shouldn't be a part of the discussion, that these candidates who are trying to defeat him shouldn't talk about his legal issues. the fact that the frontrunner has been indicted four times, that shouldn't be on the table. there are a lot of things that are questionable about that. it advises ron desantis to go after ramaswamy, which tells you about who they think the biggest threat is to them. >> which is really interesting. his polls have been creeping up as well. finally, donald trump listening to his lawyers, listening to advice? this is no the what happens. he has been attacking prosecutors and everybody else. he decided to cancel the monday press conference and the way he was going to irrefutably explain what was wrong with the indictment in georgia. >> exactly. it's the first time that -- to our knowledge that donald trump has taken, it seems like, the advice of his lawyers. it could tell you a lot of things. maybe he is concerned about the seriousness of these legal issues and recognizes that him going out and speaking publically and saying things in a forum like that could hurt him in the courtroom. >> jen, i want to hear more from you. i will have to watch on sunday. sunday at noon. be sure to join -- tune in sunday at noon for "inside request jen psaki" right here on msnbc. the pacific storm heading that way. a rare category 4 hurricane barrelling toward the west coast. how residents are preparing for record breaking amounts of rain and flooding. you are watching "andrea mitchell reports." this is msnbc. slamming governor desantis over a report he was advised to defend donald trump at the first debate next week, as we just reported. >> on the donald trump issue with ron desantis, look, this campaign endorse him. if he thinks he is going to get on the stage and defend donald trump on wednesday night, then he should do donald trump a favor and our party a favor, come back to tallahassee, endorse donald trump and get out of the race. >> joining us now, shaquille brewster with chris christie in miami. april ryan, an msnbc contributor eugene daniels. shaq, you are in florida with chris christie in miami. the cuban american community loves to meet there. continuing to go after trump and ron desantis. >> reporter: that's right. the event that he was at earlier was at a breakfast series of candidates. one thing you saw is that people were skeptical. they were open to listening to him and listening to his message. one gentleman told me that he expected to not like chris christie but said he was more open to him after hearing from him. he said it's because he is a unique candidate. that's somewhat true. when you listen to the sound you played, this candidate doesn't hesitate going after desantis or trump. what that earned him is an unfavorable rating among republicans. two polls show he has an unfavorable rating of 60% among republicans. i asked him about that as he was stopping here and shaking hands. listen to how he responded to the numbers. >> those numbers change, a. b, i expected that in the beginning. if you go after the guy who has been the nominee for the last two times, you will get some republicans who will not like that. when they start to listen to understand why, which i'm trying to make the republican party a winning party again, take it out of the hands of a guy who is a three-time loser in '18 and '20 and '22, that i want joe biden to be defeated. that's why i'm going after donald trump. >> reporter: we also got a preview of his debate strategy. he is going to speak directly to voters. he said if a candidate says something stupid, in his words, he is ready to call them out. >> tim scott's campaign has placed an $8 million buy for post-debate spots in iowa and new hampshire. the first candidate to do that. he has been a reluctant candidate when it comes to criticizing donald trump. he has been defending him. >> he is not going to defend him. he speaks the language, the black presidential candidate for the republican party, he speaks that language. at the same time, he has to figure out how to carve out his own lane. especially at a time when you have people like another unicorn, chris christie, because he is speaking so publically and against donald trump. tim scott has to find his lane. right now, so many people are saying tim scott would be that perfect cushion if desantis or donald trump were to receive the nomination. they are the ones talking race. as tim scott is a black man, he would cushion that harsh rhetoric that they are offering. tim scott is placing himself in a very good position for people to notice in this moment of hate, division. he is a unicorn in the party. >> he has a message and great appeal potentially, eugene, in iowa to evangelical message. his background and his faith, his whole story. it's very appealing. he has found some real big crowds in the last couple of days. last weekend in particular in iowa. >> that's absolutely true. when he talks about list -- about his family going from slavery to the senate, that's a story and the american dream the way this country treated black people, that's appetizing to a lot of people, not just republicans, but others. he will have to figure out if he is going to be that maga person or if he is going to just be this optimistic warrior, which is really what we see him leaning into most currently. whether that holds up on wednesday on the debate stage is another thing. when you talk to aides and folks on his campaign, what they do is -- when you say the republican party doesn't seem like a party that wants an optimistic vision of the future, this is the base that's very angry, upset. they don't want to look like they want a happy, smiling warrior of a nominee. but think about how the democratic party was in 2008. it was a party that after eight eight years of bush and wars and all of these things was also very angry, but somehow barack obama was able to carve out a lane. not to compare the two black men, but that is what they're thinking of, they're figuring out a way to take an angry party and turn that anger into something they can use in the 2024 election. it's going to be very difficult. he has moments that are coming up, but at the same time, he is not, none of them are carving any of donald trump's hard base support. i'm not sure how you do that without actually criticizing the man. >> that's such a good point. shaq, i want to share something that's been filed by blayne alexander. it's a statement from the fbi in atlanta, the fbi office saying that fbi atlanta is aware of the threats of violence against fulton county officials and it's working with the sheriff's office there, saying it's their policy not to discuss ongoing investigations, but saying that every threat is taken seriously. individuals found responsible for making threats in violation of state and/or federal laws will be prosecuted, and that's, you know, a warning to what they've seen in the threat matrix, but potentially it's a warning that donald trump could hear from the judge, the presiding judge down there as well. shaq. >> what's that? i'm sorry. sorry, andrea, say that last part one more time. >> i was just saying that the fbi in atlanta is warning that they're taking these threats seriously and are investigating them. this has been filed by blayne alexander, and it's something that former president trump may see in the courtroom when he finally gets to an arraignment, seeing -- governor christie mentioned it today -- the rhetoric, it's getting intense, and that's one thing that you have from voters is concern from law enforcement organizations that the rhetoric is
