what we're now hearing from the airline about how common this is. plus, democrats planning a major advertising push around next week's republican presidential debate. from tv ads to billboards to a rapid response war room, we've got the exclusive details. and threats made against the judge overseeing one of donald trump's cases. the disturbing voice mail that led to the arrest of a texas woman. our nbc news reporters are following all of the latest developments. we begin in hawaii where the road to lahaina just reopened, but officials are urging people not to travel there, unless it's absolutely necessary. nbc's dana griffin once again on the ground for us there. there is real concern about chemicals in the air, in the water. talk to us about what you're seeing and hearing today, dana. >> reporter: well, chris, it is so concerning. that's why we're wearing n95 masks. some people are even wearing goggles. we're seeing a lot of crews going in doing the search and recovery, they've got on respirators. we know the hawaiian department of transportation is installing dust screens. they are going to act like a filter, similar to wearing a mask, so that the particles in the soil and air do not blow back on to the town of lahaina, that is still preserved, and where we have seen people still walking around. we are less than 100 miles from this decimated area. the area is blocked off to travelers, but you can see just how burnt out the homes and cars are. it almost looks like a scene from an apocalyptic movie. this does not feel real. it does not seem like this is reality, but this is the grim reality for so many people who had to run and flee during those flames. you can see just some of the soil that has burned, charred. although there's not a smokey haze, you can definitely feel a sense of dust in the air, and you can see just how decimated the area is from where we are standing all the way out to the ocean. so it's very concerning for people, so if you are traveling here, again, only if necessary, chris. >> dana griffin, you take care of your crew as well, thank you. now to the video showing the engine of a southwest plane on fire as it was in the air. nbc's tom costello, walk us through what happened? >> scary moments, a flight from houston, to cancun, and it started spitting out fire on the aircraft. this certainly looks like and most experts say it's probably a compressor stalled. that's not terribly dangerous. it's scary if you're on board because essentially the engine is backfiring, there's an imbalance of air flow and the engine backfires, but the pilots quickly can just turn off that engine, fly on one engine and return to houston hobby, which is exactly what happened. again, a bit of a jolt, if you're on board the plane. the plane was not in imminent danger but take a listen to what our aviation expert john cox says about how pilots can deal with this. >> the passengers lives were not in imminent risk. this is an abnormal situation. it's one we train for. there's a lot that goes on in preparation for these abnormal circumstances to protect passengers. >> bottom line here is that this is certainly not normal, but of all of the engine backfires or engine fires, quote unquote that we report on regularly, compressor stalls are usually the culprit and very rarely develop into something more serious. separately, you're aware there's a pilot on a flight from miami to chile, and in mid flight, the pilot died. the other pilots on board had to immediately step in. they diverted that flight to panama, as on board people tried to help the pilot, tried to save his life. they were not able to. the faa does require some medical equipment on board planes, but if you're in a very critical state, sometimes it simply isn't possible, chris. >> tom costello, thank you. as we count down to next week's republican presidential debate, so is the dnc with some big plans in place. nbc's allie raffa has those details. what did democrats have in mind to kind of counter program this debate? >> yeah, chris, this is exclusive new reporting by my colleague monica alba, the focus is around the biden campaign around the first gop debate in milwaukee next week, and what it boils down to is that the biden team and dnc will plan to have the same counter messaging, whether or not we see the former presidents appear on that debate stage in milwaukee. at this point, all signs are saying that he will not be there. but the biden team is saying that they will have plans such as sending campaign cochair cedric richmond, democratic surrogates on the ground in milwaukee spreading the president's message as we know the former president will also be sending his surrogates on the ground there, on his behalf. on debate day, the biden team will debut the third major ad buy, targeting black and latino voters. those are two voter blocks that the president's support has slipped in in recent months. the dnc will launch a billboard campaign, quite literally you'll see a truck with a billboard, with president biden's messaging circling around the debate venue in milwaukee, and during that debate back here in washington, we'll see the biden campaign and dnc have this coordinated effort, sort of war room, essentially, to have this rapid response and be able to fact check what these gop candidates are saying in realtime on the debate stage, and the thinking here is based on a pattern that we're seeing, regardless of whatever developments we see, as far as the former president's legal woes, we see the gop candidates, instead of taking aim at the front runner of their own party, take aim at the sitting president. >> let me ask you quickly about president biden, he's set to host a meeting with camp david, the leaders of japan and south korea. what are they hoping for out of this. >> this will be the first time we see the president host a meeting for the world leaders, as well as the first time the leaders of both south korea and japan meet at this stand alone meeting with the president. and this of course comes against the backdrop of the increased aggression we have talked about from china, from north korea in the indo-pacific region. now, we don't expect a formal sort of nato style pact to be formed among this group coming out of this meeting. we do expect these leaders to at least acknowledge that the national security of their countries is at risk in the midst of this increased aggression from china and north korea, and agree to a bolstering of communication and coordination with the u.s. to be able to better communicate and coordinate about that increased risk. so this is all meant to send a powerful message of unity to both beijing and pyongyang, chris. now to the disturbing threat made against the judge overseeing donald trump's election interference case in d.c. nbc's ryan reilly is in washington. that texas woman has now been arrested. what exactly happened here? >> this actually took place last week on the day that the judge was actually appearing for the first time on the bench to handle some of these first issues in the trump case. what we had here was a woman, according to her father and according to court documents was sitting in front of the television, drinking too many beers is what her father said and watching unspecified news programs, getting really riled up and making these threatening calls, and in the voice mail she left in the judge's chamber, she used an ugly slur and referred to the judge as a slave, and said quote, if trump doesn't get elected in 2024, we are coming to kill you, so tread lightly, and using a slur there. you will be targeted personally, publicly, your family, all of it. some really disturbing language and threats against a judge who has already been targeted by donald trump and it comes amidst the threats we have seen against grand jurors in fulton county, who returned the indictment against donald trump this week. chris. >> ryan reilly, thank you for that. could donald trump be headed to court one day before voters in 14 states head to the polls. a look at the former president's legal and political calendars, and the new polling on how americans are taking it all in. we're back in 60 seconds. l in we're back in 60 seconds (fan #1) there ya go! that's what i'm talkin' about! over and over we're looking at the possibility of clashes with campaign events and primaries over the next 15 months. the unknown is how one might influence other. an abc ipsos poll conducted after the georgia indictment was handed up shows the country still split. 49% say his actions there broke the law, almost identical to the numbers in three previous indictments. deep divisions that are creating security concerns with death threats already reported against one of the judges, prosecutors, and members of the georgia grand jury. just minutes ago, trump was fanning the flames yet again, calling jack smith a quote, deranged low life on social media, and accusing him of breaking into his twitter account. in fact, smith had to obtain a search warrant from a federal judge to get what he wanted for his prosecution from twitter. legally. frank figliuzzi is an msnbc national security analyst and former fbi assistant director for counter intelligence. philip rucker is "washington post" deputy national editor and msnbc political analyst. lisa rubin is an msnbc legal analyst. great to have all of you here. let me start with the security risk, frank, because we reported last hour on those death threats against judge chutcan. we saw the indictment there names, the addresses were published on this web site, how big a challenge is this and is it going to end up being a local, state, federal government effort if they want to keep the trials safe and the people around them safe? . >> this will be an all hands on deck effort, it was the department of homeland security agents that made the arrest of the texas woman in the threat against judge chutkan. that's not something you see every day, and i'm wondering if this is all hands on deck because of the volume of threats or if there's a new division of labor that had to be put in place. i'm looking into that. this is the highest threat level i have seen in recent memory for sure, and we've got a couple of different things happening, trump is inciting this. trump is also using proxies so that he kind of wants to ride the fans with regard to legality and getting in trouble with the judge. i think he's crossed the fence already. he's going to use others to do that. that leaves the judge ringing her hands about what to do with people outside her jurisdiction. it's getting quite ugly on extremist sites. i'm seeing vile, racist threats against fani willis, and now there clearly was disturbing racial language used by the woman in texas on the voice mail she left for the judge. that's a constant theme. we even have seen donald trump use a word that rhymes with a racial epithet and that's been adapted on extremist sites to refer to blacks, ugly, ugly times, and as i say, law enforcement has to get out in front of something before it happens, and the bad guys only have to get it right once. >> so, phil, under georgia state law, as i mentioned, the names of the jurors have to be named public, no matter how high profile the case is. your paper, the post, reached out to all of them, and i think maybe not at all surprising, they didn't want to talk. tell us a little bit more about that. >> well, chris, it is highly unusual to see the names of grand jurors released in an indictment as happened in georgia, but this is allowed under state law. we have not seen that by the way with the federal grand juries and the indictments in the classified documents or the january 6th case. these individuals have been identified, you know, their names are public. it wouldn't take a lot of research for people with bad intentions to look up where they live and to try to track them down and that's what makes this such a kind of scary moment, i think, for them, and for their families, given the toxicity and the threats that we've seen, both in their rhetoric from the former president, and, you know, in some cases on social media and online. you know, real hate coming from some of his supporters directed at these people. you know, we in our reporting always try to do thorough reporting, and i can't get into the details of what we, you know, have and haven't learned, but i will just say we have not seen any of those grand jurors publicly come forward to recount any of their experience in this case, and i would be surprised if that were to happen. it is not a sort of thing grand jurors comment on. >> under these circumstances, who can blame them. let's remind folks what can happen to people on the other side of the threats. how it impacts their lives. here's some of what we heard during the january 6th hearings. >> after the election, my e-mail, my cell phone was doxxed, so i was getting texts all over the country, and my wife was getting texts, hers typically came in as sexualized texts which were disgusting. >> various groups come by and they have had video, video trucks of me calling me a pedophile and a pervert and a corrupt politician. >> a lot of threats wishing death upon me, telling me that, you know, bill in jail with my mother and saying things like be glad it's 2020 and not 1920. >> so, lisa, how much can security factor into a judge's decisions? everything from trial dates to coordinating the proceedings, and then of course might we hear about it from judge chutkan when she takes the bench on monday? >> we might definitely hear it from judge chutkan when she takes the bench on august 28th. she has warned donald trump and his lawyers that if they didn't deescalate the rhetoric, the only solution she could see was to hold the trial sooner rather than later, why, because in order to protect the integrity of the process, the sooner the trial date is, the less risk there is that people actually get hurt or in a less dangerous way that the jury pool is tainted or witnesses are intimidated, so i think security will be a big concern. and then of course there are things that she can do in managing her courtroom and that the other judges can do. for example, you can have voir dire and jury selection in ways that the names of the possible jurors are not themselves public. southern district of new york, judge lou kaplan did that in the civil trial that e. jean carroll brought in may, she brought defamation charges against him. that process, no one involved ever knew the real names of the potential jurors, they knew them by number, and demographic, but who they are is a mystery of those of us who followed the trial. >> we talked about the georgia case being televised, and is there an argument to be made that it could compromise the safety of anyone involved? >> good question. overall, i think this transparency is going to be very positive, and i think it's going to help quell far right media platforms from saying he's not being treated fairly or misconstruing or misinterpreting what transpired in court on any given day. however, the actual logistics of televising this in terms of camera placement and real discipline being imposed here on that, on the angles and making sure the jury is not seen in this is essential. one mistake could really create a security situation. so i'm hoping that this is well crafted in concert with law enforcement in terms of how to even do this. and even to deny trump a platform every day on tv with facial gestures and crossing of arms, the shot probably, the camera shot only from the back of the room, and only, you know, looking at the judge and the prosecution and the defense. >> so, phil, let's look at the latest ap poll because it shows that when you go case by case, for the most part, it's about half the country who does believe trump does something illegal in three of the four indictments, only a relatively small percentage, you can see it between 14 and 21% saying he did nothing wrong. that's before the trial even starts. i wonder if you think this is a case where the more people learn, the trickier it gets for him as a candidate. >> it certainly does get tricky the more the public learns about these cases, but we should keep in mind that just because somebody tells a pollster that they think trump did something wrong in one of these cases, that doesn't mean they wouldn't vote for trump for president in 2024. people factor in all sorts of issues and beliefs, and ideologies when they make a decision about who to elect as their president, and a lot of americans may end up concluding that he did something wrong by misusing those classified documents allegedly, or did something wrong in trying to overturn the election results allegedly, and still, i believe he would be the better choice for president, and so we'll have to see whether it has ultimately the kind of political impact that you might think, looking at that poll today, regarding whether he did something wrong in these cases. >> lisa, i also want to ask you about my colleague ari melber's exclusive clip, he played it from a documentary on roger stone, and it shows stone discussing the fake elector plot just two days after the 2020 election. here it is. >> any legislative body may decide on the basis of overwhelming evidence of fraud to send electors to the electoral college who accurately reflect the president's legitimate victory in their state, which was illegally denied him through fraud. >> it's a lot of ifs that were not true. so, look, when that was being dictated, the race wouldn't even be called for biden for several more days, so he's discussing this plot when trump isn't evenly the loser. is it helpful to prosecutors in any way, particularly obviously related to the fake elector scheme. >> it is helpful to prosecutors, and one of the reasons it's helpful to prosecutors, is it's not the only time on that day, november 5th, 2020, that someone in trump's orbit was talking about the fake elector scheme. we look at that and say, oh, my god, the election hadn't been decided and they were already talking about it. roger stone had company. he had company in vince haley who was a speech writer in the white house, who was talking about it over e-mail with people he knew. he had company in rick perry, texting mark meadows, that day or the day before, suggesting the same. he had company in cleta mitchell who was sending text messages to mark meadows that same day, urging him to look into the possibility that state legislatures might appoint their own electors, and who suggested it to her, none other than former clinton guru dick morris. there are people just like roger stone having the same idea at the same time, whether they're linked remains to be seen, however, we should all understand that jack smith has a plethora of evidence at his disposal that we have never seen. the same was also true for the january 6th committee. so some of the examples i just cited to you, chris, are from my embarrassing deep dive into the evidence that is still available from that committee's investigation. jack smith arguably has more, and whether or not those people were talking to each other or other people connected to each other remains to be seen. i think it will with one of the most interesting things we'll see. >> you say embarrassing, i say remarkable deep dive. i don't know how you get the information you do. it's an extraordinary bit of sleuthing. lisa rubin, philip rucker, and frank figliuzzi, thanks to all of you, appreciate it. um, it's called commitment. could you turn down the volume? here, you can try. get way more into what your into when you stream on the xfinity 10g network. as roads reopen in lahaina, criticism is mounting about the government's disaster response. maui's police chief is pleading for patience as first responders scour the burn area with 38% searched so far. and while fema has pledged an immediate $700 to anyone who registers for assistance, it's out of reach for many because they don't have cell service or the power to go online and actually sign up. now there are additional concerns about long-term health risks because the ash and dust could carry toxic chemicals like asbestos and lead. with me lieutenant general honorary. good to have you here. we know you have been on the front lines. i know you understand the frustration is real and at times a dangerous situation. what more can be done? what do you say to residents who wonder, this is not our first disaster. why aren't we faster and better at this? >> that's a disaster, chris, every one of them, if everything was under control and everybody had water when they needed and everybody had communications, it wouldn't be a disaster, it would be an inconvenience. i would say that tongue and cheek because i do think we could have gone in bigger quicker to be past this phase of the search and rescue and past this phase of recovery. there's about a thousand people just adjacent to the burn area that were denied access to the road for a few days. it's always a priority for police and fire to protect the scene, whether it's a burn or a flood scene. but they have to put more emphasis on the living and do they all have food and water. it's not that they don't have enough on the island, it's getting it distributed at the place where people need it, chris, and to reestablish the coms network, the cell towers so people can talk. the military can help with that. i don't know why they're dragging their damn feet. >> when you say bigger quicker, it starts with what, military, people who know how to do com srk. what are you talking about when you say specifically bigger quicker? >> well, the role as fema arrives, put the flag up. it's an emergency response headquarters. they're not an emergency deployment headquarters. if fema want coms, they not to get a contract or a plane. we have access already inside the government that could be used to bring the cell towers up, provide more quicker portable power generations on the island. we got two four star headquarters here, with expe -- i know the protocol is leave it to the national guard, we'll help them but the people on the island are overwhelmed, fire and police. many of them lost their homes. we need to help using the military assets we have to go in and get the cell towers up, get the power on where we have a concentration of people, and set up the distribution sites so everybody has access to food, water, regardless of where you are on the island. we haven't done that yet. >> there is also a long-term economic concern we have been hearing from folks on the on the ground. the roads reopening today, they're worried about looting. there's outrage about what some residents say are attempted land grabs. much of a risk of those are for people who have frankly lost so much, and to what extent can it be mitigated? >> that's always an argument. police want to secure the area to prevent looting. unfortunately that comes at a price to be paid for the suffering of the living survivors who need food and water because day close roads and they prevent supplies from coming in to help them. i have never seen a disaster yet where i don't know if they teach you all, break out the looting car. we need to get supplies in there to help the living, and i respect the utmost respect that the first responders remains and for the governor, but we have to push more resources to where the living is and get people in hotels and force this to happen by getting more comms there so people can communicate. i'm an advocate of giving everybody a cell phone. it would be cheaper, a lot quicker and a lot more effective. we can do this. go in big, and we went in small, is any observation, but they're catching up. that's a good national guard in hawaii. somebody gave them the order and they're in there over 500 now. that's going to help. >> lieutenant general russell honoree, we will end on a more positive note. always good to have you on the program. thank you so much. >> god bless these poor people. a new nbc news exclusive report, senator jon tester, never one to mince words, even now during the political fight of his life. what he's saying about growing old in the senate and the democrats' chances of hanging on to power. that's next. mocrat cs'hances ofn to power that's next. rsv can be a dangerous virus... >> it may not be enough but it's all they can do at this point. it is a real issue. joe biden has absolutely deteriorated over recent years, and there's no denying that. his own staff privately i'm sure would not deny that either. but at some point, you have to come out and demonstrate an ability to command issues, to communicate and fire people up, and that is probably why he is struggling right now. he is not an inspiring figure. look, this election may ultimately come down to whether donald trump can turn out democrats in the way he has in the past. nothing turns out democrats like donald trump and he may be saved again by being fortunate enough to have a rematch against donald trump. i do think to be a successful presidential candidate, you need to inspire your own voters, and it feels like right now, his age is playing a big part in not being a very inspiring figure to a lot of democrats. >> let me ask you about another race. congresswoman marjorie taylor greene is hinting at a 2026 senate run if she isn't picked to be donald trump's running mate first, something she said she would consider very heavily. is there anything, as you see it to, either of these? >> there certainly may be something in her running for senate in georgia. and someone else is interested in that race as well, and that's governor brian kemp. brian kemp would destroy marjorie taylor greene. she is a fascinating on the national level and commands a lot of attention. much less sway down in georgia. i think people see her for what she is across a lot of the state, and it's really not a brand that georgia republicans have adopted, despite how well she has done nationally. she's certainly someone to keep an eye on. any interest for brian kemp, that is his to take. >> we're out of time, but i have to know, ryan, what the heck is that vehicle?
