that these talks will succeed between russia and his country. which saw several other cities, including kyiv, hit by russian airstrikes this week. the west continues to plead with russia to allow evacuations from the besieged port of mariupol, the war of words has escalated as well. russia saying that western armed shipments are fair game. it's president biden declares that the u.s. would be sending as much as 33 billion dollars in mostly military aid to ukraine, on the domestic side, the president's reckoning with another aid pledge ahead of midterm elections. the president confirmed this week that he is considering some debt relief, but at a price point far below what's some activists and step civil rights groups say is helpful to younger voters. that democrats want, add to thousands of borrowers of color, that the white house needs. later in the show, the minnesota department of human resources find the city of minneapolis and the minneapolis police department -- practice race discrimination. and harvard university it confronts its ties to slavery. and now pledges $100 million to redress complicity. plus a brand-new audit that shows antisemitic incidents in the united states reached an all-time high in 2021. all that and more when we start, with the war in ukraine. joining me now is nbc's cal perry. he's in kyiv ukraine. cal i know you spoke today with residents who are returning to the city. the first, tell us about the news out of mariupol. >> so, a glimmer of good news today. in this day, 66 of the war. 66 days a fierce fighting in that port city. they area around that steel plant has now been under siege for more than a month. today was the first glimmer of hope that we saw for some civilians. 20 civilians making their way out of that complex. motion media saying it was 25, they're taking credit for that evacuation, the ukrainian soldiers telling us that it was really the international community that made it possible. you're looking at some fierce combat footage that we got from ukrainian officials that shows russian forces coming under fire. pointing at this video as the heroic actions from that city. we are reminding viewers there are some 600 wounded in and around that steel plant that are also hoping to be evacuated. you mentioned those airstrikes in and around the city of kyiv. about 36 hours ago. the cleanup now well underway around that apartment complex. one person was killed. another ten were wounded. the one person killed is the 23rd journalist to be killed in this conflict. i had a chance to talk today to someone whose apartment was destroyed in that rocket attack. here's a little of which he told. us >> to be honest, i was crying for an hour, probably, when i figured out that my apartment is totally destroyed. now i feel absolutely nothing. it's good that i'm alive, my parents are alive, my parents, and sister are alive. >> now, as the cleanup continues, at that site the wider cleanup around the capitol, as well. another great found yesterday in the city of bucha. at least three people in that gray. government officials told us they showed signs of torture. it's something we see as these lines pullback. as this cleanup continues, we see the remnants of the world left behind. >> all right thank you nbc's cal perry in ukraine. back to domestic politics. joining me now is stacey plaskett, democrat representing the u.s. virgin islands. delicate plaskett, great to see you again. you are one of the managers of former president trump's second impeachment. this week, the house select committee investigating the events of january 6th announced at least eight public hearings will be head in june. with committee members alluding to quote, explosive revelations, into what happened that day, and leading up to it. now, committee chair congressman thompson said that new interview requests would go to a handful of republican lawmakers by the end of this week. including among them, requests from congressman kevin mccarthy, jim jordan, and scott perry. all of whom have refused previously. what consequences should sitting members of congress face for continued refusal to comply with this investigation? do you think, after two impeachments that failed to remove him from office, that these explosive revelations promised by committee members, would be enough to make republicans break ranks with trump, in the election year to come, and the election year now? >> well, esquire second question, i don't believe that these will cause many republicans to break ranks. we recognize that this is a republican party, and those individuals who are in leadership, now on the republican party both in the house and in the senate, i'm more interested in saving their seats and saving our democracy. and so their ability to see facts and the threat that president trump poses, and the actions of the president and those around him, after january 6th, and even after that, are something that they're absolutely not interested in bringing to light, or having consequences to. and as for consequences for those members of congress, who do not appear to -- who do not follow the invitation to appear, it is a tricky situation, reverend sharpton, i'm glad to be on here to talk about. there are constitutional barriers, and constitutional privileges that members of congress have that other individuals do not have. so you would think that members would want to bring to light their version of the story. but i believe that you will see, and here, in these hearings, a tremendous amount of testimony, even without their presence. whether it's through the recordings that you're beginning to hear, through text messages, through emails, to other mechanisms that all of these members new with this president was up to -- all of them thought it was wrong, particularly kevin mccarthy, but kevin was more interested in attempting to get the leadership of the house, that he was in saving the house itself. so, i suspect that they believe that they can run out the clock. they can wait until an election. they believe that they will have control of the house, and not have to testify. >> now president biden has signaled that he's weighing some form of student debt relief. declaring that he won't wipe out $50,000 for borrowers that some have clambered for like yours truly. but the president reports, suggesting that $10,000 per borrower. now, nbc news reporting that the reduction will likely be tied to income. many of us in the civil rights community have expressed disappointment, contending that all student debt should be relieved, particularly in the black community, which bears a disproportionate share of it. where do you come down, madam delegate? when i do believe that 10,000 is not enough. i'm grateful that the white house is considering many different configurations of how this can be done. suppose it's 25,000? suppose they remove interest that is accumulated on borrowers over many years, without paying down on the principle, keeping the principle at 25, and removing the interest that may have accumulated on others? those are ideas that i believe are being discussed in the white house. i think 10,000 is not going to be sufficient to the large amount of debt that so many of us have had. as you've said, reverend sharpton, particularly communities of color, black families, families in which parents were struggling to stand, myself and others like us, to school. that that was the only way that we could get the education we had. >> now, madam delegate, big tech has certainly been in the news this week. while there certainly is time, i want to hear directly from you, about what's at heart at the new congressional congress because black innovation that you launched. tell us briefly about this caucus is trying to shrink, and why it matters looking back at this, particularly this week. >> i'm so excited about this caucus. i've teamed up with two of my colleagues, richie torres who's a member of congress from new york city, and sits on the financial services committee, and mary strickland out of washington state. of course there's so much technology going on in washington state. as a member of the ways and means committee, i recognize how important taxes incentives and supports our to businesses as they're getting started. we know that there's a tremendous gap that black founders, black innovators have in receiving the support they need, whether it's through regulations, whether it's through support, federal programs, and especially in the tech field. especially within -- with investors. less than 10%, in the less than 3% of venture capital funding goes for black innovators. we know that the return on investment is incredibly great in the black business area. there is a surge in, not only the amount of innovators, but in the consumption of black creative space. at the end of the day, when we can grow all forms of business, whether they're minority businesses, women owned businesses, hispanic businesses, black businesses, all americans gain from it. that's what is behind the american compete at, that's what's behind increasing innovation, because as we've seen, when one part of our economy grows, everyone benefits from it. our history has shown that without black innovation, america wouldn't be as far as it is. >> all right, thank you for being with us delegate stacey plaskett. >> thank you so much, sir. >> another area of news that caught my attention today. joining me is new york times columnist charles blow. thank you so much for being with us tonight. i want to start in minneapolis. that report, i know you saw from the minnesota department of human rights, which found over a two-year investigation, that police in minneapolis engage in a pattern of racial discrimination, detaining, arresting, and killing black people in the state, at starkly higher rates than white folks. in violation of state civil rights law. city officials often aware of the abuses, but failing to address them. the state humans right commissioner says, she heard the problem and will work with city officials to develop new -- at the same time, the minneapolis mayor admitted this week that the city has failed at times to implement, recommend policing, reform, saying, quote it needs to be different. two years after joe george floyd's murder, what's your take, charles? >> first of all the report is shocking. in addition to the things that you just enumerated. they've also been illegally surveilling black leaders with no public safety rationale whatsoever. according to the report, it is legal to go on social media and pretend to be someone else if there's a social reason for doing so. if there's a social reason for doing so, didn't have one, they were distiller veiling. this was like the surveilling of martin luther king. in that way, that is a really big problem. with this report should do is activate the justice department to really produce -- we need the federal government to step in and track wet this report has found, to see if they found the same thing. if they do, there must be a federal -- in minneapolis because of it. too often, when you scratch something you find something. when it comes to the police this is a stomach problem. we have to forget what we're doing about it. the ballot initiative in minneapolis, to dismantle the police and create public safety division that would've had police in it, but it would've had other things in it. the voters rejected that. if you don't want that, when you get out to do? what are we gonna do as a country? these police departments are behaving this way. this is not a bunch of bad apples. this is not one police department. this is a system of behavior of policing in this country. we have to figure out how we solve this problem. >> as you know, i've been very involved in milley minneapolis since george floyd, there is a lot of eulogies, -- and you are right the city said they were remedying this before. we need the federal intervention here, and the federal decree, i agree. i want to get to this while this time. harvard university, pledging $100 million to address its own participation in the slave trade, and slavery. after university report found that enslaved people, not only worked for faculty and staff for 150 years after its founding, but that some historical donors made their fortunes from slave labor, does funding their donations and the university, off of their several slavery profits. the university says that some of the 100 million dollar endowment will go towards financial assistance for black and indigenous students descended from slaves. it will enhance its partnership with hbcu. what's your response to this? >> that report also is shocking. on one level it's shocking because of all the detail you haven't. another level, it's not. in an institution in america that's been around in america for a long time, it's going to very likely benefit in some way from slavery, directly or indirectly. that includes banks, that includes insurance companies. that includes clothing makers. that includes -- whatever they turn into, that includes utilities. they all benefited. what you see now there is a movement, after the murder of george floyd, there is some movement among liberal institutions, because they're embarrassed. they know now, that their ideas of their liberalism do not line up with her entire history. this is not just confined to harvard. the president of yale east have paintings of himself with an enslaved person on the walls. this is a thing that exists because those institutions existed at the time of slavery. the healthiest of american society many, of them were wealthy because they enslaved native americans and black people. >> all benefited from it. lastly, and briefly, according to a new report from the anti defamation league. anti-semitic some incidents have been climbing since president trump, and had a 42 year record. more than 2700 incidents were reported in 2021. that's a 34% jump from the previous year. much of it due to a massive spike in harassment with extremists and white supremacist groups responsible for nearly 500 such incidents. when you take from this spike, charles? >> well the spike is part of a larger spike. 2021 saw a massive jump in hate crimes and hate incidents. it was the biggest jump since barack obama. 2008. that was the year of barack obama. the previous spike was after 9/11. i don't think we appreciate enough how much the shocks to society produce these waves of hate crimes and violence. i think we're in another wave of it. we are not fully appreciating the effects, and the trauma, of the pandemic. we're not fully appreciating the effects on society of that insurrection. we're not fully appreciating the effects on society of the cracking down on individual rights by people, republican people, republican governors in states throughout the country. a lot of this is creating a shock to our society. this is one of the manifestations of that. i will say this, though, you have to put all of this into context. antisemitism is horrible, it's a record for them, but also, there 9% of the hate crimes. that's ten years, four times of many were against black people. everybody's experiencing it. we have to deal with it. >> everybody, those incidents, and of situations of racism and incidents of antisemitism are increasing. ahead some disturbing new poll numbers have me calling on republican leaders to finally step up and lead by example. later my political panel joins me to talk about president biden's call for a new aid to ukraine, and how could affect the rest of the democrats going into the midterms. first my colleague richard louis with today's top news stories. >> some of the stories we're watching for you activists angelina jolie surprised ukrainians today visiting a coffee shop in lviv. julie was a special un envoy, -- the city is considered the safest area in the western region, but has been targeted by missile strikes. julie met with children displaced and hospitalized. we're following some breaking news as well out of kansas. more than 201st responders are on the ground wading through devastation in the town of andover following the tornado that hit last night. four people were injured, more than 1000 structures were damaged. that number is expected to climb. and, country music legend naomi judd has died. normally and her daughter scored 14 number one hits, as the grammy winning duo. more conversation with reverend al sharpton, after the short break. sharpton, after theces. and that must be why apartments.com is the center of the rental universe. break. tippy tippy toe. tippy tippy toe. wait a minute. wait a minute. there's one going up now! how many of these guys are there? >> i think it's gonna be a challenge, thanks for having me. it was really great to see you at the celebration of the confirmation of judge jackson. >> you helped to bring, by the way. >> it was an amazing experience, let me tell you. i think it's going to be a challenge for the majority leader, to do this. you've got two pieces of legislation that have bipartisan support. the ukrainian bill, the covid relief, which has been hammered out among republicans. and yet the immigration and title 42 is such a hot political issue right now, that republicans can use it, and mitch mcconnell is famous for doing -- that for driving wedges between democrats. making democrats take a stand. at the end of the day, it's gonna take a lot of discussions among people to work this out. i think schumer has this, he understands it, he knows that both aid packages need to pass soon. if he doesn't, democrats have got to make sure that we make the message out of who is stopping this ukrainian aid. he was stopping additional covid relief? which by the way, is not additional money, that's coming from money that's already allocated that's gone unspent. that's an important point. >> very important for it, david three days republicans will hold or senate primary in ohio. it's a competitive race between donald trump's pick j.d. vance, super pac favorite josh mandel, and moderate republican who is having a late surge, matt dolan. dolan's ascension poses an interesting possibility that republicans, beholden to mega, or the establishment wings of the gop, can have to step success in statewide elections. we saw in virginia gubernatorial race of -- how likely are republicans willing to break away from trump if they see a path to victory without a support? >> i think until somebody can really come out and show that they can beat donald trump in terms of controlling the party, donald trump will still be the most influential in the party. what's interesting is the meekness to challenge donald trump on a national stage. you mention ron desantis, he's doing all the things that trump would do, but he's unwilling to take on trump, head on. when you see glimpses of this more moderate path, in virginia, we're seeing with a candidate in a hawaiian. perhaps it provides some encouragement and comfort to those who never went along with donald trump. but it still donald trump's party. i would say this, in his race to get donald trump's endorsement, sometimes we say, oh is the endorsement so influential? he has crushed the party and reshaped it in his own orthodoxy. even the candidates who don't have trump's endorsement, still look a lot more like donald trump that republic republicans are five years ago. >> -- this comes as new tests are sent and received by trump white house chief of staff mark meadows from election day to president biden's inauguration. puts pressure on the house panel to subpoena members of congress. including text from congresswoman marjorie taylor greene who urged meadows to urge donald trump the only way he could except change the outcome of the election and stay in power, was to declare martial law. right now trump is facing serious cases, including two criminal investigations, as he contemplates a presidential run in 2024. having said all that, how optimistic are you that any of the republican assault on democracy can be resolved in the courts, or whether this will ultimately have to be solved at the ballot box? i think is a combination of both, reverend. i really am looking forward to the january 6th hearings. i think they've done an incredible job of putting this out to the american people. we all know it happened on january six. we haven't known until all of these witnesses come forward, all the text messages -- why, what went on beforehand. it was all the planning? where were the discussions? it's gonna be really important for the january 6th commission to lay that out in a very fair and even-handed manner, that does not appear to be partisan. even though people will take it that way. also believe that the justice department is doing similar kinds of investigations. remember, rev, they were in a different position. grand jury's work in secrets. they don't have the justice department -- they don't have subpoena power like the january six committee does. i think they're looking at this, they're going at all the deliberate speed -- it's a massive investigation of the department. i think people will be patient because i have confidence that the justice department is gonna look into this, this is not an easy case. as we go up this chain, it's not an easy case for the justice department to parse out as to it was legal or legal, with a compress acute, and when they can't prosecute. i think we're gonna get there in any number of ways. >> david, the u.s. economy unexpectedly track in the first quarter of the year. this is a major economic blow to president biden and democrats. already struggling with rising inflation ahead of the midterms, republicans are shouting from the rooftops about inflation. is this a winning strategy? how concerned should democrats be? >> i think democrats to be very concerned. the economy is not in a good place. on the world stage we're seeing a war. republicans have a opportunity to just run against democrats, not for something. i would encourage my democratic friends, rather than look for that shiny piece of legislation. cohen in november reminding the contrast between democrats and republicans. democrats want fewer guns, republicans want more. democrats think that basic posture of any community and family should be love, not discriminatory based on ones sexual orientation, or color, or country that they come from. democrats think that the letters of opportunity should exist for all classes. remind people that -- the basic contrast between the parties. that's how democrats reminded people in the suburbs, and disaffected voters, that one of the two parties today is actually looking at further interests. >> all right thank you both for being with us. next on politics nation, twitter helped launch the black black lives matter movement. will it remain a home for positive social change, billionaire elon musk takes over?
