actually someday to meet our president zelenskyy, prime minister boris johnson came to the grain, we can do it, with strong people, we can definitely arrange for our people to come here and visit ukrainians. >> but that's not the take away from significance of this visit by top u.s. delegation, which would show a sign of unity between the united states and ukraine, in the meantime ukrainians observed a somber orthodox easter, -- at least eight people were killed on a missile struck in an apartment building in odessa, and a three month old baby -- five facts on the way to ukrainians to fight off the russian invasion president biden pledged to send $800 million worth of military aid to ukraine last week including some of the heavy weapons zelenskyy has been asking for. former u.s. ambassador to nato said he believes this package will make a real difference. >> i can make a real difference because this begins to close the quantitative gap between the ukrainians and the russians as some instruments are now that the ukrainians have as many tanks on the battlefield as the russians. >> joining me now is nbc news correspondent cal perry, joins me from kyiv, cal can you give me the latest on what we're seeing antony blinken on the ground and secretary lloyd? >> so, this is one of those extraordinary moments than administering of extreme warrants throughout this war we cannot and apparently confirm that the u.s. secretary of defense, and secretary say we're here earlier today. because they're denying comment but the pentagon and white house are declining to comment on these reports including the one that you just gave, weekend the past hour from that senior advisers saying that the meeting was currently taking place, it's worth noting that he did post that video about two and a half almost three hours ago now. that would've been about 10 pm local time and again that message may be delayed even further it's pretty standard operating procedure for them not to comment on the visit intel folks are out of the country. we sort of assume that could be one of the things that's happening here, as you laid out this meeting taking place potentially on what is orthodox easter here. there was supposed to be, the government was hoping to have a cease-fire in places like mariupol, that didn't happen according to the governor in that area, they were showing consistently throughout the day and in fact we've seen casualty number rise in the number of places because of attacks in the city of kharkiv there was shelling there that killed at least two people in around that area. as well as in the south where there was an area that was hit at least two people killed there as well, the donetsk reason saw shelling throughout the day, a five-year-old child, a 14 year old child a part of the civilians that were killed in that area. that is the backdrop by which it's possible that this reading took place without a doubt the sort of top line from this meeting if it will happen is about further military aid to ukraine from the united states. and the role of these nato nations are playing when it comes to not only supplying aid but supplying training for ukrainians who would leave this country to -- and then return to the battlefield. we still do not know do not have a good estimate on how many civilians and soldiers are dining in the eastern part of the country, it's a hard area to access, but we do know that today again eastern sunday for orthodox christians here, the fighting remained first. >> what a day to celebrate supposed cal perry thank you for your continued support, please stay safe my friend. now let's go to former u.s. specialty for ukraine negotiations -- former u.s. representative for ukraine negotiations, kurt, i want to start with your thoughts on today with would happen perhaps with the antony blinken and lloyd austin? >> well, first off the fact that they are visiting is incredibly important, the u.s. is now leaning into provide ukraine kind of military support that we could've been doing weeks ago but we were finally doing it now. we are in turn allies-ing the idea that ukraine success is an american interest, and we're going to sit down with them and strategize how to make sure ukraine succeeds and give them what's necessary, that's terribly important. second, with the kerfuffle back and forth over leaking details of the visit now doing it in silence, it's a bit unfortunate because it overshadows what is otherwise a very -- >> so, i guess my question to you kurt, is how do you strategize next, so far the biden administration seems to have be providing zelenskyy everything he's asked for, everything from weaponry to going after the oligarchs, including getting by for nato and now having two of the top u.s. officials in his home country. what else could the united states do and where do you see this ending? >> well, i would say that for the first six weeks of the war the united states was only going halfway, we were saying no armed drums, then we provided arm drones. we said no -- and now the big 20 nines -- providing offensive arms issues were off the table. [inaudible] this is all very good, we're now moving forward in the right way i think what's next that if you look at the map, ukrainians need to relieve the pressure on kharkiv by turning into the east, they need to relieve the pressure on the south by pushing back and try to push the russian occupation back there. they have to try to break that land bridge that is forming between donbas and crimea hour mariupol sets, we need to break through and get in there. what we need to be getting into that is the types of equipment, tactics, that we can help the ukrainians with an order will accomplish those objectives. i think we are in fact doing that, we are now in a very advanced age of planning and targeting and strategizing with the ukrainians. >> and so, else can our nato allies do one of the things that zelenskyy forecasted was that russia and putin, have no interest in stopping just in ukraine, but instead continuing on to other regions. what's signals that say to the nato allies, what needs to be done by them? >> so, first off we saw good naval credit for doing a good job at issue a number one in the self-defense. making sure that no nato allies are being attacked, are being threatened, and if there was an attack we would respond. and that is crystal kier we've had the troop deployments to black it up, that side of things as good. when you look at how nato allies, and nato as an alliance are supporting ukraine, there's still a long more that can be done. the germans in particular for example they talk about not only the defense budget a few weeks ago but that's a years-long proposition, ukrainians are asking them for access to german tanks, that could be very effective in the fight right now. the germans have them, and there's still a sense that germany is not putting in the arms that they could. other allies are the pools the, lithuanian's, this is stone jens, western european allies will step up and do more. there is a -- the ratio of arms going to ukraine, both humanitarian assistance as well as military assistance. the u.s. are four or five times ahead any other nato ally, including the uk which has done a lot. so, i think our nato allies can do more for ukraine not just for the defense of nato. >> does once he hold on to ukraine? >> absolutely, this is one of the most important points thank you for bringing up the question putin's objection was to eliminate ukraine and eliminate ukrainians as an identity. he wanted this to be part of a greater russian standpoint, that dream is over, ukraine survives as a solid independent european state and that is significant because it now means that they're talking about what are the borders, how much -- russia take and give us an array of russian military forces i think ukraine can actually push back and take -- >> kurt volker, leading one having to belarus on a public government thank you so much for spending your sunday with me. >> thank you so. much >> coming up next surprise, the price, surprise. secret service officials warned mark meadows that january 6th could turn violent. how new revelations will affect that investigations direction. and when michigan republicans aren't attacking again and trans children, they're going to try to sabotage the next election, you're hearing it here right now. choosing to election deniers to the top of the states ticket, will get the michigan's latest assault on voting. plus new evidence shows that a mother on death row in texas might actually be innocent, but it can't persuade the state's republican governor to spare her life for the -- just three days. stay tuned, but first richard louis standing by to see what we should be watching here at msnbc. . richard >> teresa, very good sunday to you. to start with you are coming out of france looking at exit polling there it appears that president emmanuel macron as reach victory scoring another chart. let's go to -- tracking the latest for us there in -- but some one side of celebrating tonight. >> they really are, richard, under the eiffel tower behind me there president macron supporters have been a jubilant's. they won by 16%, far greater than they had expected, and they had feared because this is a divided country. marine le pen had shown that. she doubled down on issues like inflation, on issues like immigration, that won her a good deal of support in this election and that continues to have people worried. but before president macron he thanked his supporters today and there will be many western leaders breathing a sigh of relief because marine le pen, was a fan of president putin, in the path she's been a fan of president trump she promised changed, of course changes are not white -- with that war raging in ukraine. he has kept office richard, he's the first french president in 20 years to be reelected. >> as you said an unexpected 16 percentage points by the polls right now. thank you so much here, more american voices right after this quick break. stick around. ght afte this quick break stick around stick around ♪ ♪ we believe there's an innovator in all of us. ♪ ♪ that's why we build technology that makes it possible for every business... and every person... to come to the table and do more incredible things. wealth is breaking ground on your biggest project yet. worth is giving the people who build it a solid foundation. wealth is shutting down the office for mike's retirement party. worth is giving the employee who spent half his life with you, the party of a lifetime. ♪ ♪ wealth is watching your business grow. worth is watching your employees grow with it. ♪ ♪ we hit the bike trails every weekend worth is watching your employees grow with it. shinges doesn't care. i grow all my own vegetables shingles doesn't care. we've still got the best moves you've ever seen good for you, but shingles doesn't care. because 1 in 3 people will get shingles, you need protection. but, no matter how healthy you feel, your immune system declines as you age increasing your risk for getting shingles. so, what can protect you? obviously, nothing you've seen in american political life before, and the founders, he would probably say, actually created the solution for this. because that was sort of this political process that would require these politicians to take up a position that was unpopular with their base. that is sort of something that all republicans obviously, didn't want to go forward with. >> and of interesting, founding fathers thought we always put country over party. and clearly, we haven't done that. one final question for you. alex jones, the one who was charged with stop the steal, is about to testify. what can we expect from him? >> first, thanks for having me on, the organized but my friend -- miles rappaport and we think that the best way to defend voting as a right is to a certain civic duty to vote we hope to australians had this system for 100 years where you don't vote, you face a very small fine which could easily be waived if you have any excuse at all for not voting. and they do an awesome job at both registering people and making it easier to register, and also to make it as easy as possible to vote. the result is 96% of australians are registered, and 90% of them vote. we think that this would change in american electoral system that's really like a fancy dinner party within a list, of the list, and is the lowest and an elite the voters get all the attention, they're the likely voters, the beliefs are maybe registered but don't vote much they get a little attention if any, and the sea lights the unregistered don't get attention at all. this produces exceptionally divisive campaigns, and it produces these efforts in 19 states were two countries when it comes to elections by the way, 19 states have rolled back access since the 2020 election. 20 have expanded access, we should be one nation that wants everyone to participate, and the universal voting system does that. >> adriana, you are part of the campaign that had perhaps the most participation in american history under the harris biden campaign, it was a multicultural america that came out a record number, right after that, literally right after january one of 2021 we saw a slew of these laws that ej refers to, almost foreigner pieces of legislation in 19 states where they didn't want the people who voted last time to come out and record number so they can be enfranchised, what opportunities do you see right now within the democratic party to push this type of ideology, the reason i ask is that i know there's been attempts to rectify the voting rights ad and that has failed because this idea of universal voting for everyone seemed like a win when regardless of the party? >> yeah, first of all for our thanks for having me and thanks for all that you do to help democracy for billions of billions of americans and americans of color. look, a couple things number one, we go down a dangerous president if we require every single american to vote, why, we don't want people to feel like this is something they have to do, i think what americans feel like they're forced to do something, that could have the opposite effect. but i do think to your point -- we need to do everything you can to get people and allow people to vote. and that means passing the john lewis voting right act, that means passing federal legislation across the board that would protect voters in every single state especially those living in the states where republican controlled legislator are doing everything they can to prohibit people of color, and voters that tend to lead more democratic to vote. i think it's extremely important we do that, i also think i need to say this but we saw, in 2020 with all the tactics that republicans tried to pull, to keep people from voting even though to the point you made, it was a record turnout across the board on both democrats among -- we still have to bear in mind that 2024, especially with all the states doing what they're doing right now to try to keep people of color from voting, we need to run a two track system, or running a presidential campaign and simultaneously were running a campaign to make sure that americans have the right to vote. and that their votes aren't disenfranchised, so it's gonna be quite a very complicated process and republicans are doing nothing to help us, and frankly they're doing a lot to try to suppress their own voters, they're making it harder for senior citizens, many of whom are republican to vote, and that's on them, that's their onus but i think that's something that we need to pay attention and we gotta run a true to track system. >> so, when ej you first approach before this idea of universal voting i was very much in adrienne's cap, one thing i started digging in and i realized that first of all, adrienne's right, we'd like to have our own liberty and choice and when we participate in something. but one of the things that you are able to explore in this book, i don't want to ruin it for everyone, one of things are able to explore was one, the polarization dies down, i want you to talk briefly about that, but the other thing i found fascinating was by making mandatory voting you take the onus away from the voter, and making sure that person is standing in line for ten hours and instead put back the burden back on the secretary of state 's an election officials to ensure that person is in standing in line for eight hours, can you talk a little bit about that just briefly? >> first thanks for beginning the fetch of all those races for secretary of state this year, those are hugely important and we don't pay enough attention to those races and we showed. i love to debate a nice person like adriana about this idea, our point is that first of all there are things that citizens are required to do, not everyone likes to show up for jury duty, but showing up for jewelry duty is what makes our legal system -- this is what makes a far smaller bird or an especially if you make everything easy for voters. and as it is the current system, the rich are saying that worried about a low turnout today it's 72%, we brag about 67%, so we could do better and i think when you make voting a duty, a mandatory duty than the government at every level has to lean in on saying to the voter because you required to do this, we're gonna have plenty of -- we're gonna help automatically register everyone if -- [inaudible] i bring up the research on the book i was looking at the australian website and -- look at all it does to make it easier for people to vote. why can't we do that to? >> that's right, maria, the crazies tactics in this case that have now been found to lead to false confessions and particularly when the police are interrogating someone like melissa, who was a lifelong survivor of child sexual abuse, rape, and domestic violence. and anomalous and that interrogation room replicated the dynamic of an abuse of, internet relationship. they harangue to her, they threatened her they wouldn't accept her account she is just an honor innocence more than 100 times and they never accepted it, they continually interrupted her when she such was an ascent, they basically gave her two choices they said are either a cold blooded killer or you are a frustrated mama took it out on her child, which one were you? and she kept saying she was not a killer, she would never do that tour giles and till they finally just would never take -- they would not accept her account. she did let many survivors of domestic violence and sexual abuse learn to do, in order to stop the abuse you give up, you give the interrogator in this case what they want to hear. and that's exactly what melissa did. >> so, sabrina, you've been investigating in your documentary is on what's happening right now, what have you learned so far? >> everything that could possibly have gone wrong in melissa's case went wrong. that you know there wasn't a proper investigation, that the police jump to conclusions, that her confession was coursed, and that after basically none of her kids were allowed to testify at trial, and that there were a lot of evidence that wasn't shown. so, she stood there with no defense, she had no experts on our side, and to me immediately when i started investigating the case, i saw how that face was. there was really just nothing that made melissa to the so-called crime. and, she said time and time again -- daughter had fallen down a flight of stairs and actually one of her sons in a film interview said that he saw his sister fall down a flight of stairs, that nobody believed her. and that wasn't brought up at trial. so, there was a lot of things and it seem to me that it was just a botched trial, and it was just really surprising to me that someone could be on death row, with such a loose case. and that's the reason why i investigated it. >> well, it's one of the things i found in reading up for this segment, one of the things that i found really sad an interesting at the same time, sandra, was one of things that sabrina is referring to none of the jury heard all the evidence. including that after they brought the evidence some juries did have a change of heart, and they're pleading also for the governor to basically exonerate her. what's the likelihood of that happening, under governor abbott who has executed folks that have had similar questionable cases? >> well, maria, you're right five jurors have come forward and called for either a new trial or and a minimum a stay of execution in this case. that is highly unusual in the reason that we have is that they now know that there is evidence that, the prosecutor at the time of trial who was corrupt, he's now serving in federal prison sentence for bribery, that he presented false testimony at melissa's trial. got the injuries to her daughter could only have come from abuse, when in actuality they were consistent with injuries sustained during her fall from a flight of stairs. governor abbott has in the past only once granted someone request for commutation, this is a very different case, this is a case that has united republicans, democrats alike more than half of the texas legislation has appealed to the board of pardons and the governor to stop this execution and commute melissa sentence. so, she has an opportunity to prove her innocence and hopefully one day she will be released. >> so, a lot can happen between now and wednesday?
